Government Intervenes to Relieve Electricity Tariffs Amid Tariff Hike

In response to growing concerns over the affordability of electricity, the Namibiangovernmenthasannouncedasignificantinterventiontoassist consumers with the increased tariffs for the 2024/2025 financial period. Despiteachievingcost-reflectivetariffsinthe2011/2012financialyear,the ElectricityControlBoard(ECB)recognised theburdenthatthesetariffs place on consumers, especially amid rising import costs and regional energyshortages.

Minister of Mines and Energy, Hon. Tom Alweendo, explained, "the government is committed to ensuring thatelectricityremainsaffordableforall Namibians.Therefore,wehaveresolved to allocate approximately N$365 million to subsidise electricity to consumers for the next financial year."

Thissubsidymeansthatconsumerswill continue to pay the same tariffs as they didinthe2023/2024period,effectively nullifying the 8% tariff increase announced for NamPower and major distribution utilities. The bulk of this subsidy, around N$221 million, will support NamPower in maintaining an uninterrupted electricity supply, while the remaining N$144 million will be distributed among utilities to mitigate

the impact on their customers. The ECB has also implemented several measures to ease the burden on vulnerable groups, including targeted social tariffs for pensioners and lowconsuming households. Additionally, the ECB will assess the economic impact of tariff changes and continue efforts to reduce import reliance and generation costs through initiatives like the construction of the 20MW Omburu PV Plant. Hon. Alweendo emphasised the necessity of these interventions. “Our goal is to balance the financial viability of our utilities with the need to protect our citizens from unaffordable energy costs. This subsidy ensures that we can do both effectively."

Walvis Bay Mayor Addresses Public Concerns and Future of Red Force

In a recent media briefing, Walvis Bay Mayor Trevino Forbes and CouncillorRichardHoaeb,ChairpersonoftheManagementCommittee, addressed pressing issues concerning the municipality, particularly the controversial role of Red Force and the need for enhanced public engagementandinternalprocesses

Councilor Richard Hoaeb on Public Engagement and LegislativeClarity emphasised the importance of public education and engagement. Reflecting on a cancelled public meeting in December, he noted, "we intended to educate our people. Not everyone understands or follows social media, so we must engage with them directly." Hoaeb assured that new public meetings and staff engagements are planned toraiseawarenessabout

municipal processes and decisions. He also clarified the legal frameworksurrounding theappointmentofstaff withinthemunicipality "The act is open-ended regarding the appointment of staff members on a rotational basis. Botswana-Namibia Trade Bonds Strengthen at 2024 SWAITEX Opening

Second Desalination Plant for Namibia

The project, that has been on the drawing boardsince1998and slated to begin in January2025,aimsto alleviate water scarcity and support the country's economic growth.

Thenewdesalination plantwithan estimatedcapacityof about 20 million cubic meters per year, is expected to be operational by early 2027, offering a vital lifeline for Namibia that is grappling with its worst drought in over a century Minister of Agriculture, Water and Land Reform, Calle Schlettwein at the Henties Bay Land Development Conference last week highlighted the critical importance of water and sanitation services for urban development “Currently, the region relies on groundwater aquifers from the Omaruru Delta and Kuiseb Delta, alongside desalinated water from the Orano desalination plant, interconnected by a network of pump stations, pipelines, and reservoirs to meet waterdemands.”

Schlettwein said, “our ambitious development plans, coupled with the growth of Walvis Bay and Swakopmund, have stretched our currentwatersourcestothelimit.

Hestatedthatthenew plant is crucial to meet the demands of our growing mining sector, industries, agriculture, and overall food production. Schlettwein highlighted the critical roleofwater supplyinfrastructure managedbyNamWater inensuringasecureandsustainable watersourceforcommunities.”

Councillor Hoaeb also pointed out a concerning trend in debt repayment. "It's embarrassing to say, but the outstanding debts ofthecouncilarenotfrom elderlypeopleordomestic workers, who always pay theirdebts.Itistheyounger generation that is not payingtheirdebts,andthis

is worrisome. We need to be straightforward and address why some people do not honour their debts, while those who can least afford it do not owe the municipalities any debts."

Mayor Forbes reassured that recent chaos and public statements by individualcouncillorsdonot reflectthecouncil'sunified stanceandoperations."We operate under strict rules andourgoalistoservethe interestsandwell-beingof Walvis Bay's residents. Henties Bay Residents Demand Urgent

Action on Persistent Drainage Issues

Drain blockages have become a daily problem in Henties Bay, and the town'sresidentsaresayingtheyhavehadenough.It'sabouttimethatthe Henties Bay Council does something about the issue, as it might pose a healthhazard.

This week, NamibTimes receiveda complaint from a resident who claimsthathishouseisoccasionally floodedwithsewagewaterfromthe drainpipes in his backyard. The resident,whocannotbenamed,said that every time it happens, they call themunicipality However,inmostcases,theydonot respondpromptlyordonotshowup at all. When they do arrive, all they do is pump out the water without inspecting the cause or finding a permanent solution to the problem. Theproblemisnotonlyexperienced inbackyards;residentsclaimthatthe water runs in the streets in town as well. Another complaint received is that employees of the Henties Bay Municipalityarerarelyintheoffice; phone calls and emails go

unanswered. When they do answer, itisallegedlyonlytheadministrative clerkwhooffersnoassistance.“

All she will tell you is that she will getbacktoyouandneverdoes,"said the resident. One resident on the Henties Bay Gesels Facebook page expressed frustration, saying, "we are tired of waiting. How long must we still wait? You sit and wait, but the truck just passes your house instead of coming to pump out the water They wait until after hours. You must do better." The resident's post further read: "I went to Facebookbecausenooneeverhasan answeratthatplace."

AttemptstocontacttheHentiesBay Municipalitywereunsuccessful,and questionssenttothemonMonday,1 July,remainedunanswered.

Logos Hope Returns to Walvis Bay with a Grand Welcome

The world's largest floating book fair, Logos Hope, docked at the port of Walvis Bay on Friday, 28 June, receiving a warm welcomefromtheGovernoroftheErongo Region,Hon.NevilleAndré,andtheMayor ofWalvisBay,CllrTrevinoForbes.

The ship's multinational crew of 350 was greeted by traditional local performers, igniting spontaneous dancing among the gathered spectators.

This marks Logos Hope's second visit to Walvis Bay, the first being in 2016. Governor André expressed excitement about the ship's return,

viewingitasatestamenttotheregion'sabilityto hostinternationalvisitors.

Mayor Forbes emphasised the educational opportunity it presents for local children and schools. Logos Hope, featuring over 5 000 book titles,willbeopentothepublicfrom5to21July 2024, with an entrance fee of N$10, free for childrenunder12andseniorsover65.

Safety & Security Minister Expresses Concern Over Rising Crime Rates

Dr Albert Kawana, Minister of Home Affairs, Immigration, Safety, and Security, expressed his disappointment and concern with the rising trend of crimes, especially those related to gender-based violence thisweek.

Kawanamadetheseremarksin a statement read on his behalf by the Executive Director of the Ministry, Etienne Maritz, during the official groundbreaking ceremony of the DRCPoliceStation.Hestated, “allow me to register my disappointment with the disturbing trend of crimes in our country Official national statistics, particularly on gender-based violence reported to the Namibian Police Force, show an increase in crimes againstwomenandchildren,andthe Erongo Region is no exception.”

According to Kawana, addressing this phenomenon requires a holistic approach from all stakeholders. He urged, “I therefore urge all leaders and the community to join hands with the Namibian Police Force in the fight against crime. Genderbased violence is particularly challenging to address effectively because, in most cases, it occurs in homes and bedrooms. Therefore, success in tackling this challenge depends on cooperation with the police.”

Lieutenant General Joseph Shikongo, Inspector-General of the NamibianPoliceForce,emphasised that management takes serious note ofprevalentcrimesintheErongo

He stressed the importance of collaboration between the public, corporate sector, and the police, saying,“Throughsuchpartnerships, we can leverage our resources, expertise, and strengths to address the multifaceted challenges confrontingourcommunities.”The

Mayor of Swakopmund, Dina Namubes, stated, “Crimeisamajorconcern in our community, affecting the safety and wellbeing of our residents.” She noted that regularly reported crimes include ATMfraud,drivingunder the influence, substance abuse,theft,androbberies targetingtourists.

Mayor Namubes added, “wehavealsoobservedan increase in physical attacks on workers commuting to and from work, leading to severe injuries and fatalities in some instances. Sadly, contributingfactorstocrimeinclude the rise in drug smuggling, illegal car washes, shebeens, and alcohol outlets operating beyond regulated hours.”

Mayor Namubes highlighted the establishment of the Swakopmund Safety Forum last year to address crime-related issues. The forum includes representatives from the Namibian Police, Swakopmund Neighbourhood Watch, Ministry of Fisheries and Marine Resources, and other key stakeholders in crime prevention. Regular meetings are held to devise practical solutions to combat the high crime rates in the town.

TheSocialEnabledEducationNamibia(SEENamibia),incollaborationwith the US Embassy under the Youth Election Project (YEP), hosted a Civic Education workshop aimed at providing transformative and empowering leadershipopportunitiestoyoungpeoplethroughcivicengagement.
