attacked the 70-year-old victim with fists, leaving the complainant

in Windhoek. Prosecutor Victoria Ndapunikwa Shikesho presented a grave picture, stating, "it is a serious offence. We received a letter from the doctor. It is also the view of the Investigating Officer that bail should not be granted." Ceremony saw children singing Christmas carols and receiving sweet treats. The lighting of the Christmas tree in Swakopmund is usually observed at the beginning of the Swakopmund Fair. In Walvis Bay, the annual Mayor's Day of Unity attracted both young and old, where they enjoyed a picnic on the Walvis Bay Municipality building lawn. application also facilitates direct dialing to the Toll-Free MVA Fund Accident Response Number (ARN), providing a seamless experience for users. Additionally, it offers access to weekly crash statistics and keeps users updated on MVA Fund news and events. Rosalia Martins-Hausiku, CEO of MVA Fund, emphasised the commitment to innovation, ensuring that services remain modern, efficient, and aligned with technological advancements. During the official launch, she stated, "in an increasingly digital

During the trial in 2019, Fredericks went to great lengths to obtain the legal go-ahead for the exhumation of /Awarab's body and to obtain a sample that with the assistance of forensic science could produce a blood sample result acceptable as court evidence. The sample was indeed taken after exhumation, but the forensic result was not presented as evidence at the time, prompting Magistrate Conchita Olivier to dismiss the case. In testifying, Fredericks explained he only took one blood sample which was used to test for alcohol in the deceased's body. That was on 3 August 2018, two years later after the accused died. Thereafter, the forensics department allegedly requested a direct sample from the deceased and that is how Fredericks took the next step of obtaining clearance to have /Awarab's body exhumed for the purpose of obtaining a blood sample. Fredericks alleged he tried his best to have the case postponed allowing for all processes to be finalised. However, Ruben's legal representative, Albert Titus, countered and said the last time Fredericks requested more time was in October 2018, and nothing happened. Titus requested the case be removed from the court roll. “If one day, the state can get something against the accused, they can always summon him again”, argued Titus. Magistrate Olivier subsequently ordered the case be withdrawn and Ruben's bail reimbursed. Seeing Ruben walk was very painful for the family. “We were deeply hurt as a family.” family members said. Ruben /Awarab, the father of the deceased was very heartbroken. “My child was murdered because the accused wanted my son's shoes. When my son refused to give him the shoes, the accused stabbed him with a knife and in doing so killed my child,” said /Awarab bitterly. He added that although the Police let them down, it does not mean the court system would let them down. According to /Awarab, when the body was exhumed for sampling, he was informed that there was no finance to analyse the evidence at forensics. “If they didn't have the finance for analysis what was the reason, they exhumed my child's body? Because we buried him, exhumed

him, and then had to bury him for the second time.” /Awarab said the teeth extracted from the body for testing could also not be found at forensics, after Fredericks informed the family that he submitted the evidence to forensics. / Awarab finally received positive feedback after a new forensic expert was in charge. The new forensics expert allegedly contacted /Awarb within a month's time after /Awarab contacted his office in 2022. The teeth that were missing had finally been found and the good news was that the blood on the knife found at the scene the day of the incident in 2016 matched the DNA the teeth. Seven years after their son had been murdered, the family now has hope in finding closure, considering the law does not fail them once again. After a Warrant of Arrest for Ruben was issued in December 2022, Ruben was nowhere to be found. /Awarab had to hire a private investigator to trace the man who he believed stabbed his son to death to bring him to book. /Awarab has fought tooth and nail for justice to prevail for his son. According to /Awarab, he received good news in October this year that Ruben was seen somewhere in the southern parts of Namibia and Erongo Police allegedly arranged a team who accompanied the private investigator whom /Awarab hired to arrest Ruben. Ruben was rearrested on 3 November this year. /Awarab said murder cases are serious cases and his child's case is not the first case that, due to the negligence has taken that turn. “Fredericks was an investigating officer who was not qualified to investigate cases. Most people who have gone through the same as I did, do not know which channels to go through to appeal their cases. He also slipped up and was implicated in a criminal act and was arrested.” /Awarab urges the Criminal Investigation Department to give training to police officers before assigning them to CID in order to get indepth knowledge on how to investigate different cases according to their serious nature. “So that we parents who lose our children do not fall prey to their negligence. I have been having sleepless nights due to this case. I want what transpired with my child's case to be an eye-opener for the regional police head so that the same does not happen again because of police negligence.”

Walvis Municipality explains N$5.5million shortfall for Union Street Leandrea Mouers

The Municipality of Walvis Bay recorded a N$5.5 million shortfall for the rehabilitation of Union Street in October 2023, thus seeking council's approval for the transfer of funds to continue with the project. Upon inquiry as to why the shortfall stood at N$5.5 million, Anita Kaihiva, on behalf of the public relations and customer service division explained that the financial year of the municipality ends in the month of June. “The construction tender for the rehabilitation of Union Street was advertised on 26 December 2022 and closed on 23 January 2023. Eleven tenders were received. The Council's estimated the cost of work to be N$ 10 068 328 (excluding VAT). The tenders were evaluated, and the contract was awarded to the lowest responsive bidder-, JBasement Construction Trading CC in March 2023 for N$ 8 618 052 (excluding VAT).” She furthermore added that it was recommended that costs be defrayed from the 21/22 budget vote for Union Street Rehabilitation that still had N$ 5 004 732 available and that the remainder of approximately N$ 3 600 000 be provided for in the 23/24 capital budget. “Since the construction commenced towards the end of the 21/22 financial year, the unspent 21/22 funds should have been transferred to the 23/24 budget as uncompleted

projects (UCP). Erroneously the transfer was never actioned and the only funds available were the N$ 3 600 000 which was the difference between the tender award and the available 21/22 funds. The shortfall in funds had to be transferred from other capital project votes and hence Council approval was sought.” As previously reported by the namib times, it was recommended that the council approve the transfer of an amount of N$5 500 000 to Union Street from the following budgets: Walvis Bay Extension 19, where N$3 000 000 is available, and from which N$1 000 000 is to be transferred; Meersig Extension 3, where N$9 000 000 is available, and from which N$2 500 000 is to be transferred; Narraville Extension 10, where N$1 000 000 is available, and from which N$500 000 is to be transferred; Aquaculture Sites, where N$3 000 000 is available, and from which N$1 000 000.00 is to be transferred; and finally, from Kuisebmond Extension 15, where N$1 000 000 is budgeted and available, and from which N$500 000 is to be transferred.

NAMRA Launches TRS For Namibia Rudi Bowe

The Namibia Revenue Agency (NamRA) Commissioner Sam Shivute recently launched a first of its kind Time Release Study (TRS) which will provide customs authorities, other government agencies and the private sector the opportunity to identify bottlenecks in clearance procedures. Shivute said, “the TRSwas identified by NamRA, in collaborative efforts with key border agencies, including the Ministry of Home Affairs, Immigration, Safety and Security; Ministry of Agriculture, Water and Land Reform; Ministry of Health and Social Services; Ministry of Industrialisation and Trade; Meat Board of Namibia; Namibia Agronomic Board and the Namibia Ports Authority.” NamRA Commissioner, Shivute while launching the TRS pledged unwavering dedication and serious commitment to the implementation of their commendations stemming from the Time Release Study conducted at the Port of

Walvis Bay. Shivute highlighted that the study, conducted by the Namibia N a t i o n a l Te c h n i c a l Working Group, composed of various key border agencies, was carried out at the port between February and July 2023with the aim of identifying bottlenecks in the clearance process. “The report is a key tool to transform Namibia into a national logistics hub, within the Southern African Development Community (SADC) region,” Shivute said. He said that this study is not perception or assumption-based, it is based on data. “It is scientific. Members of the team held hands and made sure these findings are real.” Shivute added that Namibia is already on the global map, espe-

cially with the discovery of oil and green hydrogen. The report aims to measure the actual time required for the release and/or clearance of goods, from the time of arrival until the physical release of the consignment, thus identifying bottlenecks in the clearance process. Commissioner Shivute, in announcing the study's findings, highlighted that the current clearance duration ranges from a minimum of seven days, twenty hours, and 46 minutes to a maximum of 96 days, three hours, and six minutes. The average time that consignments spend at the Port of Walvis Bay is 19 days. seven hours, and 32 minutes. The study received support from the World Customs Organisation

Erongo Commemorates Police Day Leandrea Mouers

The Erongo police recently hosted its 33rd commemoration of Police Day under the theme 'Boots on the ground to keep Erongo safe'. Major General Elias Mutota, the deputy inspector general for operations of the Namibian police force, said that in the 33 years, the police have firmly safeguarded the country against the forces that threaten the peace and security of Namibia. “From the bustling urban centres to the remote corners of our land, our officers have exhibited resilience, professionalism, and an unyielding dedication to the ideals of justice and public safety. We must recognise the collective efforts of every officer who has worn the uniform of the Namibian Police Force. Their commitment to the principles of integrity, accountability, and respect for human rights has been the bedrock upon which our institution stands tall.” He stated that despite the challenges faced, the Namibian Police Force has remained steadfast. “From countering crime and ensuring the rule of law to providing assistance during natural disasters, our officers have been the guardians of peace and protectors of our citizens.” Mutota stated that the police must renew its commitment to building a police force that is not only effective in combating crime but also be a beacon of trust, human rights, professionalism, and transparency. “As we embrace the technological advancements of the modern era, let us ensure that our officers are equipped with the tools and training necessary to meet the evolving challenges of law enforcement. In the spirit of unity, let us strengthen the bond between the police force and the communities we serve. Community engagement is not just a buzzword; it is a cornerstone of effective policing. By fostering collaboration and understanding, we can build safer and more resilient communities.” He added that police commanders must ensure that the chain of command and control is always observed at all levels, to continue promoting discipline in the Force, prevent loss or misplacement of state properties, and neglect of duties and responsibilities. “Commanders should carefully analyse crime trends in your respective areas

of jurisdiction, so as to make informed decisions on how to devise crime prevention strategies.” He further urged commanders to ensure that there are continuous regional joint operations to curb, among others, stock theft, theft of motor vehicles, and drug trafficking, which have the potential of transcending between regions. “These operations should, however, be well-coordinated to minimise the potential high in this regard. It is also very important for all regions to learn from each other and adopt comparable concepts of combating crimes, depending on the crime trend and mode of operations in the respective jurisdictions. Hence, the need for all of us to create or strengthen community policing through initiatives such as women and men networks against crime, neighbourhood watches, youth against crime, the recruitment of police reservists, and many others.” Mutota encouraged the commanders to ensure that traffic officers and vehicles are deployed on the national roads to increase police visibility, particularly during the festive season. “I am urging our members to maintain a high level of discipline and professionalism at all times and to serve the community without fear and favor.” Additionally, road users are urged to adhere to traffic rules and regulations by maintaining the allowed speed limit, maintaining a safe following distance, not overtaking at blind spots, avoiding drinking and driving, ensuring their vehicles are in good condition to travel, and avoiding driving with fatigue. Furthermore, special awards were given to honour the dedication of police members. The Best Community Policing Officer Award was given to Constable Gurirab of Mondesa Police Station, the Best Crime Prevention Officer was Constable Muyenga from Karibib Police Station. Swakopmund Neighbourhood Watch received the award for the best community structure in the region, and Narraville police station earned the title of the best police station in the region. The Best Subdivision was awarded to the anti-stock theft investigation subdivision.

During the recently held election of Office Bearers for the Arandis Town Council, Risto Kapendah was re-elected as the Mayor of Arandis. Arandis Faces Land Challenges Sharlien Tjambari

Due to a huge influx of people and an increase in the number of inhabitants, the need for land in the town of Arandis remains a huge challenge. Arandis is considered one of the fastest-growing towns in relation to economic activity in the country. Recently, the mayor of Arandis, Risto Kapenda said the town has also attracted various large foreign direct investors like Ohlthaver & List a n d C M B Te c h among others. Therefore, the land requirement in Arandis has grown exponentially. Kapoenda said, “in this regard and the term of the present council, we are happy to report that under the term in review, 192 plots have been allocated and 132 homes have been constructed under the showhouse development project.” Kapenda further said the need for land however remains a challenge, so much so, that the town has been forced to expand its townland boundaries. “We however are positive that with the continued support that we have always received from our line Ministry and our partners from the Private Sector, we will for sure overcome this hurdle.” Looking on the bright side, Arandis inaugurated a Charcoal Manufacturing Plant at the end of September this year and inaugurated a truck port in March this year. Kapenda said, “we have a sulphur bagging plant that is in production and a gypsum manufacturing plant that is preparing to go into production by the end of the year. The council has approved four additional plants throughout this year. We are almost complete with the servicing of our logistics hub, and we have also acquired a logistics company that will transport cargo to landlocked countries.” According to Kapenda, all of these

are in line with the National Develop-

ment Plan (NDP) 5, being economic progression. Economic progression is defined as an increase in the production of goods and services, in

an economy and an increase in capital goods, labor force, technology, and human capital, all contributing to economic growth.

Desert View Awards Best Students Leandrea Mouers

Desert View Private School, based in Walvis Bay hosted its first ever prize giving ceremony for its top students. This private school was established in January 2021 catering for Grade R to Grade 12 learners. A total of 72 learners out of 100 learners managed to achieve

between 60% and 100%. The top students for the various grades were Jessie Koch and Ernestine Ikuti (Grade 1), Jayden Nangombe (Grade 2), Ryuzo Coetzee

(Grade 3), Morgan Rodkin (Grade 4), Duandre Bothma (Grade 5), Cathlene Baard (Grade 6), Sade Strauss (Grade 7) and Sadie Andima (Grade 8).

Additionally, teachers that have been with the school since its inception also received awards. They are Mrs Smith, Mrs Van Der Merwe, Mrs Kaura, Mrs Balachandran and Mr Domingo. Mrs Fourie was awarded as the Best Teacher for 2023.

Wisdom Private Class of 2023 Graduates Leandrea Mouers

Wisdom Private Pre-School and Daycare, based in Kuisebmond, Walvis Bay, hosted its year-end function and graduation ceremony on Tuesday evening. Established in 2022, the school was home to 26 learners this year, ranging from three to six years old. During the graduation ceremony, the Grade R students were recognised for their hard work throughout the year. Gracia Tjiriange received the award for the best Grade R student, achieving 100% in Mathematics, English, Environmental Education, and Arts. She also scored 89% in Physical Education, as well as in Religious and Moral Education. Community Policing Officer, Sergeant Paul Ndishishi, who is also a qualified teacher, was in attendance. He shared important advice with parents and the young graduates, urging them to be vigilant about their surroundings and strangers. “We need to be mindful of what our

children watch and who they are around. Nowadays, familiar names or well-known personalities' names can be used in perpetrating heinous crimes against our little ones. Let us protect them,” emphasised Sergeant Ndishishi. Debbie Namupala, the owner of Wisdom Private Pre-School, added that our children are much wiser than we often give them credit for. “Let's show them love, because if their support system at home is rock solid, they'll grow up to be well-established adults. Education starts at home; our children are our future, so let us show them love despite the challenges we face as adults.”

Antonio Tchivanda and Tia Ouses were crowned champions of Kallie's Tennis School (KTS) Tennis Ladder held recently in Swakopmund.

The ladder with prizes valued at N$23 000 attracted about 40 young tennis players that competed in over 100 matches, creating a vibrant and dynamic tennis scene in the town. Antonio Tchivanda showed outstanding skills and commitment to the game as he defeated Jp Huish 7-6, 6-3 to claim the men's title and a voucher worth N$7 200 at Moon lodge, whilst Tia Ouses displayed her prowess and perseverance to beat Dorette Pretorius 6-0, 6-2 to win the women's title and a voucher worth N$4 500 at Go gravel. The ladder also revealed the talent and potential of several development players, indicating a bright future for Swakopmund tennis. The KTS Tennis Ladder has been instrumental in sparking a tennis craze in Swakopmund. Round Table Annual Community Rudi Bowe Upliftment Project Round Table Walvis Bay recently hosted their annual Community Upliftment Project (CUP) Tournaments at the Atlantis Sport Club in Walvis Bay. This year saw the 5th edition of the Round Table Football CUP and 1st edition of the Round Table Football Netball CUP. This year's event attracted sixteen Football teams and four Netball teams with some newcomers on board in the form of team entries as well as sponsors which all added to the great success of the event. Young Coastal Cyclists set to Compete in MEDIXX GOES PINK Maiden Desert Dash Rudi Bowe The annual Pink Ball Golf Day sponsored by Medixx Occupational Health Services took place in excellent weather conditions on Saturday, 2 December at the Rossmund Golf Club in Swakopmund. The format and the theme captured a great audience with 44 golfers from 22 teams. Most of the golfers took up the challenge and dressed in some of the finest pink outfits one could wish for – there was pink and then there was pink. The fun started at registration when the guys were issued with their pink ball and got wind of the mulligan's that could be purchased. You can be assured that they do not make golf any easier, just add to the camaraderie. No two clubs were

rewarded – this pool was donated to the charity of the day. The Pink Award went to the Joubert team (Father Johan and son Theo) for their well-coordinated outfits that included BARBIE socks. Fred van Zyl purchased the remaining 21 pink balls and donated them to the “putt putt” course. Rossmund Golf Club thanked all the players for making the day such a huge success and to the sponsors Medixx Occupational Health Services for their ongoing support.

Photo: Rudi Bowe Four learners and four women from the Coast is set to compete in the longest single-stage mountain bike event in the world, the Nedbank Desert Dash as it returns for its 19th consecutive year with over 1 000 cyclists set to participate. In just a matter of hours, a group of learners from Alexander Private School in Walvis Bay, a group of four ladies cycling for the Ruach Elohim Foundation based in Swakopmund and along with other cyclists from the coast will be at the Grove Mall, Mezzanine parking level for the start of the gruelling Nedbank Desert Dash.

The learners, Nathan Muteka, Karla Garrard, Lexey Shivute, Declan Riedel, Sasha Tomilov, and a teacher from their school, Theo Halukolo; for them this is not just any race; it's a gateway to opportunities and a chance to showcase themselves and their school on the international stage. The weekend's races, made possible by generous sponsorships from the some of the parents, certainly tested both the fitness and endurance of the learners. Their mentor Gabs Muteka, who has done the Nedbank Desert Dash solo a few times, says the commitment shown by the learners has been heartwarming. “They turned up for every single practice and gaveit their all, even when they clearly felt unwell.” He says that cycling has become a core sporting discipline for them. They also learned about dedication, commitment and perseverance. “As a solo Dasher, I have appreciation for the mental fortitude that one has to show if you intend completing the race” Muteka said. The All4TheBabies four women cycling team sets to start the Nedbank Desert Dash to support a purpose that goes beyond the race. The four ladies

are Michelle Steenkamp, Beverley-Rae Henckert, Rene Strauss, and Loren Green, for the Ruach Elohim Foundation, founded by Ronelle Peters. Their participation is fuelled by a commitment to enhance awareness and support the Ruach Elohim Foundation in Swakopmund which is a voluntary association focusing on the awareness of baby dumping, as well as the care of unwanted, abandoned, abused, and neglected babies in Namibia. The race is dubbed the longest single-staged mountain bike race in the world, whereover 160 cyclists will participate in the two-men teams, 624 in the four-person teams, and 190 solo cyclists, who are given 24 hours to complete the 393km race from the Grove Mall in Windhoek through the Khomas Hochland Mountains and the Namib Desert, to Platz Am Meer Mall in Swakopmund. The event is sponsored by Nedbank Namibia, and co-sponsored by SuperSpar (Maerua and The Grove), Indongo Toyota, Trek and Hollard.
