Trans-Kalahari Railway Line Piquet Jacobs The signing ceremony of the bilateral agreement between Namibia and Botswana for the construction of the Trans-Kalahari Railway (TKR) Line Project took place yesterday morning in the vicinity of the Walvis Bay Bird Island. The proposed TKR will link Botswana's Mmamabula coalfields with the Walvis Bay Port in Namibia. The 1 500 km heavy duty railway line will boost trade in Botswana and turn it into a regional trade hub. The estimated capital expenditure for the project amounts to approximately N$100 billion and construction work is expected to stretch over the 2014-2019 period. The process to obtain financing from the private sector in order to secure the development has already commenced. Most of the products used in the construction phase will be sourced locally. The agreement was signed at a formal and prestige event attended by delegates from Governments, investors and representatives of the business sector.

CEMENTING TIES: The Director General of the National Planning Commission Tom Alweendo and the Minister of Minerals, Energy and Water Resources of Botswana Onkokame Mokaila shake hands after signing the bilateral agreement between Namibia and Botswana for the construction of the Trans-Kalahari Railway (TKR) Line Project yesterday. The two governments resolved at the highest level that they will strive to ensure that the development of the TKR becomes a reality. A committee of ministers was appointed by the Namibian President to ensure that the

project materialises. The involved parties have agreed to establish a dedicated project office in Walvis Bay. Once completed the railway line will afford alternate transportation routes for landlocked SADC

countries such as Malawi, Zambia and Zimbabwe. It will be ideal for exportation of bulky goods destined for Europe, Asia and America and will also serve as relief to the already congested corridors within SADC.

Through the TKR a huge difference for the general populace through employment creation will be made, as well as empowering the citizens in the two countries to play a role in the realisation of the project. It is expected

that the project will transform the economies of the two countries involved. The signing of the Bilateral Agreement creates legitimate expectation from ordinary citizens of the Continues on page 2

Trans-Kalahari Railway Line CONTINUES FROM PAGE 1 two countries, neighbouring Sub Saharan countries, investors throughout the value chain from the mine to port together with support service industries on either end of the value chain and potential Financiers. It will stimulate economic growth, employment and diversification in the two countries. According to the Minister of Minerals, Energy and Water Resources of Botswana Onkokame Mokaila, there is an ever growing demand for coal in India and China to meet their growing power needs. The Walvis Bay Commodity terminal as envisaged is expected to handle about 65 million metric tonnes of coal per annum. Mr Andries Leevi Hungamo, the Permanent Secretary of the National Planning Commission led the proceedings. He pointed out that the solicitation of the bilateral relationship between the two countries paved the way for the facilitation and development of the Trans-Kalahari Railway Line Project and that the deliberation process took quite a while. Governor of Erongo Region, Mr Cleophas Mutjavikua pointed out that the integration of the Southern African Development Community (SADC) was of huge importance to all citizens of the involved countries and labelled it a milestone that would ensure both cooperative and economic advantages. Director General of the National Planning Commission Mr Tom Alweendo gave a brief description about the dynamics of the project which is expected to kick-start soon. He labelled the project as of huge significance for the two neighbouring countries. “Africa is no longer regarded as a dark and hopeless continent, with six of the fastest growing economies in the world on the continent.” He pointed out that this sentiment comes with challenges and said that the biggest was in terms of

infrastructure related to electricity, roads and access to clean water. According to Alweendo transport infrastructure is of huge importance for SADC and the realisation have dawned on African countries that more investment towards this specific sector is needed. The current trade figures between Namibia and Botswana amounts to less than N$300 million (excluding diamonds). Once realised it is expected that the project will lead to a significant increase in trade figures, not just between Namibia and Botswana, but continent wide. It is also of significance that the project is being undertaken by two governments and this served as proof that the two involved countries have looked beyond a one-centred approach. The project will be executed in collaboration with the Namibian and Botswana private sectors. Alweendo quoted the Zimbabwean ambassador who said “This is a long dream we have been having and now it's happening. When you do not realise your dreams they can turn into a nightmare”. In conclusion he expressed the hope that the signing ceremony would ensure that the project takes place and said he was looking forward to meet those involved again when they gather to start the construction of the railway line. Minister of Minerals, Energy and Water Resources of Botswana Onkokame Mokaila, thanked President Hifikepunye Pohamba and President Ian Khama Seretse Khama of Botswana, for taking a personal interest in the project. “Their involvement, commitment and hard work of all the stakeholders involved made the signing of this important agreement possible.” He said that this was an affirmation of the commitment from the two Governments to develop the TransKalahari Railway Line and commodity handling facilities.

Mokaila pointed out that the SADC would come to nothing without crossborder projects which he labelled as of huge importance for landlocked regions. Mokaila added that notwithstanding environmental challenges associated with coal generated electricity, it is a fact that coal will be a source of fuel for power generation for a long time to come. In this regard, the development of TKR (TransKalahari Railway) and commodity handling facilities in Walvis Bay will go a long way in facilitating the development of the estimated 212 billion tonnes of the coal resource from Botswana towards power generation. He further acknowledged the challenge which lies ahead for the two Governments. “This massive and expensive project will not be without problems. The long-term economic benefits are more important than just availing opportunities. We should therefore ensure that investors are comfortable and focus on the long-term awards of the project” The Namibian Minister of Works and Transport, Mr Erkki Nghimtina, delivered the closing remarks and expressed his appreciation towards all involved. “Guided by our Constitution, the Namibian Foreign Policy is based on mutual respect and benefits between member states and what we have experienced today; the signing of the agreement on the TransKalahari Railway Line Project is a testament to that fact,” he said. “Two days before we are to celebrate the 24th Anniversary of our Independence, I am reminded of the generosity of the Botswana people who have hosted us during the struggle for liberation and who served as a safe corridor during the difficult and dark days in the fight for our freedom. We will for always be grateful for that,” Nghimtina added.

Swakopmund Mass Housing Project on par Marshallino Beukes Briefing the media and public at a press conference, Swakopmund Mayor, Juuso Kambueshe, informed attendees that the town is more than ready for the National Mass Housing project. The meeting, which took place yesterday morning, was conducted under the theme, “Inspiration through aspiration” and the municipality's progressive activities, achievements, feedback on their 5 year strategic plan and also an update on mass housing development were presented. The National Mass Housing Project was initiated during 2012 and the Government's aim is to construct 185 000 housing units by the year 2030, in order to provide affordable housing to the Namibian people. To date the National housing backlog is estimated at around 100 000 units and this number is growing at an alarming rate. The first phase of the project is to be implemented during 2013/2014, which constitutes pilot projects, targeting urban capital centers, of which Swakopmund is part of. More than 3 000 houses will be constructed in the DRC and according to mayor Kambueshe the bulk services are on schedule. Kambueshe also noted that Swakopmund is the only town in the country

which can provide more than 3000 erven for this purpose. He made use of the opportunity to lash out at the DRC Concerned Group, saying that the municipality is aware that their motives are political and they are deliberately trying to mislead the community, with the aim to derail progress. “I personally believe that the people that have been driving this destructive agenda owe the community of Swakopmund an apology”, he noted. He expressed his gratitude towards the entire administration of the Swakopmund Municipality, which he described as “the rock behind their successes”.

Train accident victim surprised Mavourlene Gaes with stationery Benita Johannes (15), the grade 9 pupil of Duinesig High School who was maimed by a train in the industrial area of Walvis Bay last year, received stationery from a family in Kuisebmond. Mr Saltiel Kalola says that although he works for the Municipality of Walvis Bay, his reason for this donation is personal. “When we heard the story we thought she had sadly passed away but were pleased to find out later that she is indeed still alive and felt it was necessary to offer the little we have as a form of encouragement for her,” he added. He also noted that as human beings we might not always understand Gods' way of doing things but said he believes this was a test by God and that whatever happened was meant to happen. Amongst donating books, pencils, scientific

calculator the Kalola family also gave Benita a bible and held a moment of prayer. “It's not about the donation but the encouragement we are offering her in the form of this donation” he said. Benita had no other words to say but “thank you very much”. This young lady although having gone through so much, as the accident that caused her to lose her left arm, left leg and right foot, is facing life with enthusiasm. When asked how she was doing, Benita answered with a bright smile on her face that she is doing well but describes the whole trauma she went through as scary. The Windhoek State Hospital has offered to provide an artificial left arm and leg and according to Benita's mother Mrs Hilma Johannes they will be travelling to Windhoek, as soon as the process gets started.

Die CAN is ook by Namibië se landelike gemeenskappe betrokke.

‘n MAN WAT KAN: Adam Tas

Tydens hierdie kompetisies word ook 'n "Masters Course and Referee Course for Juniors, Seniors and Veterans”, aangebied.

I know that God has placed me on this journey to transform me into the woman He has destined me for.” She further explained that they are currently 55 semi-finalists and the next step is selecting the top 20 finalists on 12 April 2014 at the Emperors Palace in Johannesburg at the glamorous CANSA Ball event, a fundraising event by the 55 semi-finalists for the CANSA Association. Estrolita further added, “As the Winelands Winter Queen 2013 I was automatically a semi-finalist in the Mrs South Africa 2014 pageant, I decided to accept the opportunity and be part of this prestigious event as this to me is an achievement on its own. I would like to further embark on the platform by promoting my 'Butterfly Project’ and charities I support.” This talented 30-yearold born Namibian grew up in Walvis Bay where she spent most of her childhood but now resides in Cape Town. Her first "big break" in the industry happened when she entered her first pageant: the Winelands Winter Queen 2013, as a married woman and mother. Estrolita shared that her favourite "job" so far has been her "charity" work - seeing the joy on people's faces and their thankfulness is priceless which makes her want to work harder in helping and providing for them and others. Naturally being a model, a lot of travelling is involved, and dealing with this can be strenuous, Estrolita shared, “I enjoy travelling, but I don't like being away from my family for too long.” Estolita loves spending time with her family and friends, she shared, “I love cooking and entertaining guests and with a husband who is a "social butterfly", we are always having guests around. I enjoy quality time with my husband and daughters, my daughters and I enjoy the outdoors so we do lots of exploring on the weekends. I enjoy and look forward to "date nights" with my husband - we usually eat out, I love good food and enjoy conversing and relaxing with him, he is my best friend and biggest fan!”Estrolita shared that motivating the youth is her passion. She continued saying, “I know the pressure and struggles of being a teenager.

I was bullied at school and have been through many trials and tribulations in my life but I did not allow it to overpower me, I chose to live and make the best of the situation and life. This was a stepping stone which motivated me to become a stronger person and I want to help youth which are fighting these battles on their own.” She continued saying, “The charity work I am currently involved in - feeding people living on the street, taking care of the elderly, empowering abused women and children and promoting my "Butterfly Project".” Estrolita added that what she enjoys most as a beauty queen is meeting and getting to know and helping amazing people, but the most important aspect for Estrolita is being a blessing to those in need, changing and saving lives. Estrolita believes that the key to success in being a beauty queen is being confident, having the will to succeed, having a strong personality and a heart of gold. She continued saying, “The best advice I was given was, "Go big or go home." If you really want to do something you are passionate about put everything into it or rather leave it.” When asked where she sees herself in five years she confidently said, “I see myself as an accomplished businesswoman, mogul and motivational speaker. I would also love to own an establishment where I can empower abused women and children plus see the success of the "Butterfly Project". Lastly and most importantly seeing God's plan for my life unfold, Him directing my steps and leading me.” Estrolita shared her advice to young aspiring beauty queens, “Stay true to yourself, be the best you, you can be. Do not underestimate yourself by comparing yourself with others. It is our differences that make us unique and beautiful.” As Estrolita is currently a semi-finalist in the Mrs South Africa 2014 pageant, she needs all the support from her Namibian friends and family she can get. Namibians cannot vote per sms from Namibia, therefore a new campaign was opened whereby people from other countries can vote via Facebook and Twitter. These are the easy steps to follow: Facebook: Go to Mrs South Africa Page, like the page. Go to Estrolita's picture and like her picture. Twitter: @MrsSAPageant #MrsSASemifinalist #MrsPublicChoice #Estrolita. She is also in need of Sponsors: “If anybody would like to sponsor me they can contact me Via E-mail.

Was will ich eigentlich sagen?

Politskandale, Schweinereien. Gefordert jeder Demokrat. Special of the week

Interestingly, all of these cars come in at under 4.0litres/ 100km, which means at current prices, it will cost you roughly R51 to cover 100km, or 50c a kilometre. Without trying to create peace in the Middle East, buying one of these cars is about the best thing you can do to lower your future fuel consumption. VW Polo 1.2 TDi BlueMotion and VW Golf 1.6Tdi Bluemotion The Polo wins it with an average of 3.4 litres/ 100km, but I’ve added the bigger sibling from the group, which is astonishingly just behind its smaller counterpart at 3.8 litres/100km. The Polo will set you back R205,000, which isn’t exactly a cheap exercise, but it’s a well-built, comfortable run around. It is however the least interesting to drive of possibly all the cars here, but that’s the price you pay for ultimate efficiency. Volvo V40 D2 Essential and Volvo S40 D2 Personally, I was stunned to see a brand like Volvo playing

down here in the efficiency wars. The V40 is one of my favourite new cars – stylish, safe, comfortable and a great cruiser. At 3.6litres/ 100km, I would say you’ll only get close to that on the open road, as you’ll find yourself asking a lot of the engine in the urban environment. But at R286,000, this is a solid option packed with tech that ticks many, many boxes, and makes a handsome alternative to the usual C-Segment players. Ford Fiesta 1.6TDCi The new Fiesta is a very good little car indeed. Ford have ploughed money into their new 1.0litre petrol, which really is blazing a trail, but its diesel cousin still ousts it at an average of 3.6litres/100km. The Fiesta 1.6TDCi is also a very fun drive, although of course the more fun you have, the more fuel you burn. With great infotainment functionality as standard, at R184,100, the Fiesta is a companion you could get very attached to indeed. Citroen C3 e-HDi 90 and Citroen DS3 eHDi 90 Seduction The French do seem to be very good at small diesels. While the 90 is

not a powerful motor by any means, at 230Nm it does have healthy torque, which should make it at least interesting in the acceleration stakes. At 3.7litres/100km on average, the DS3 in particular is a very stylish way of saving cash at the pumps, while the C3 with 5 doors is a lot more practical. Prices for the C3 start at R219,100, and the DS3 starts at R251,900. Toyota Auris Hybrid Toyota Yaris Hybrid T h e t w o T o y o t a ’s achieve exactly the same figures on paper, at 3.8litres/100km. Having driven the Yaris HSD though, I would say you have a better chance of achieving that in the Auris. The Yaris has to work very hard to get up hills, and seems to rely on the petrol motor a bit more than I thought necessary. I may have a slightly heavier right foot, so perhaps if you do release your inner pensioner, you will do just fine. The Auris comes in at R273,000 with the Yaris at R230,600. If telling your drum circle that you’ve just bought a

Hybrid is important to you, the Toyota is a winner. Peugeot 208 1.6 HDi Active More French efficiency from the Peugeot but from a bigger motor, which means the 208 has a bit more go to match the show. The new 208 is very handsome indeed, with a super modern touchscreen interface and great rear space that frankly embarrasses cars like the new Renault Clio. At 3.8 litres/100km, the little Pug is a super little run around. Prices start at R190,300. Audi A1 1.6 TDi With the same oily bits as the Polo, the A1 is a very stylish way of paying more for efficiency. If outright cost saving is important (which I suppose is the point of this article) you could just buy the Polo 1.6TDi (SA car of the year for 2011) for R235 900 and save a good few grand over the R249 500 Audi A1. The Audi on paper achieves slightly better consumption at 3.8 litres/100km to the Polo’s 4.2litres/100km, but you’d have to drive to Melbourne and back

(very slowly) to reclaim that price difference. Renault Megane 1.6Dci The Megane runs on a great, sporting chassis, it’s a big comfy 5 door and looks very good in my humble opinion. With fuel economy figures of 4.0litres/ 100km, this is a very attractive fuel saver at R274,900. You could very easily use this as a daily run around and as well as eat up the longdistance miles. The Renault comes with TomTom live navigation built-in, to help avoid those traffic jams. Mercedes Benz A180 Cdi Well this is interesting. A three-pointed star mingling with the fuelsippers. But Merc’s new generation diesels are very good indeed, wrapped up in a seriously attractive package. The new A-Class is a super looking piece of kit, with a great sporting interior and loads of new tech as standard. At R300 000, its not the cheapest way to buy your way into fuel saving, but you’ll be chuffed with yourself

every time you drive past a shop window. What a dilemma. No one said living for efficiency would be easy. Lexus CT200h and Toyota Prius Seems fitting that we’re wrapping up this list with the Prius. The car that invented economy-themed smugness is still mixing it with the best of them, but now you can buy the same tech in the form of the very stylish Lexus Ct200h. Both provide that eerie but wonderful feeling of cruising around on full electric mode, while the petrol engine kicks in seamlessly when needed. Of all the cars here, the Toyota Hybrids make you feel most like you’re driving something from the future, and I suppose that has value in and of itself. The Prius comes in at R342 000 with figures of 4.1litres/ 100km, and if the CT200h achieves the same but will set you back another R28 000, which could be used to buy a lot of fuel for your Prius.

Next Generation Porsche Panamera To Be Equipped With New V8 And V6 Engines * Cars.co.za It has been revealed that Porsche plans to equip its secondgeneration of the Panamera with allnew V6 and V8 engines. According to the report, the Porsche Panamera will ride on the new MSB platform and will feature its own new V8 engine that will apparently be sportier than Volkswagen offerings. MSB will underpin sporty and luxurious front-engine models with both rear and four-wheel-drive, largely from Porsche and possibly Bentley in 2017. The report further mentions that the MSB platform is being developed to meet high-speed performance standards and include high-strength

steel and lightweight aluminium components. In addition to riding on a Volkswagenderived platform, the

next Panamera is said to borrow most of its electrical components from its parent company in order to benefit from eco-

nomies of scale. The same structure could presumably be used on Bentley models as well as in a number of Audi

vehicles inclu-ding the A4 and A8. Porsche will also reportedly expand the Panamera family with a two-door variant

that has a soft and/or hard top roof and will be based on the same platform The second generation Porsche Pana-

mera is expected to arrive in the second half of 2016 before going on sale later that year or early 2017.

Rossmund Golf Club Weekly News Hi there from Rossmund - sun is setting and we had a great day. Saturday 15 March we had an old faithful Ray Fitzpatrick as our sponsor - although he was not 100% - handling a bad dose of flu he still managed to pull out all the stops. We thank him and Weir Minerals for their continuous support of golf at Rossmund. The field was once again small but for those who participated their were some great prizes up for grabs.2 Clubs went to Jacque van der Merwe and Gert Cloete. The format was a Betterball Medal -the winners on the day were: 1.W Theron/M Jacobs 60nett; 2. T Haimbondi/B Saunderson 65nett; 3. P Shimoshili/M Swarts 66nett. Sunday 16 March the Sages were out in full force with a field of 24 players. The sponsor was Cornerstone Guesthouse - with Margot & Peter on hand at the prize giving - we thank them for their ongoing support of Sages - scores were good in a well contested competition. There was 1 x 2-club from Jacque - he is making a habit of this Nearest to the pins on

Walvis Bay Golf Club News One hundred and twenty three players supported the Walvis Bay Private High School Fundraiser. The event was made possible by AVIS/Zeda Cars Sales once again, standing in as main sponsor for 8 years in a row. AVIS/Zeda Car Sales promised to be back next year for this prestigious event, supporting our local school. With a American Scramble format, all teams had an even change to walk away with top honours as adjusted handicaps was used. Play started early morning as the youngsters set off on their round. By 10h00 the first teams finished their first nine holes and many teams still had to tart their respective rounds. Lunch was served early and some teams took time to better their putting on the practice greens and other rather opted for a few cold ones before they started their

second 9. All fears that the players will not finish before sunset was set aside as all teams finished well before the desired time. Willie had enough time to finish all the admin and fines for the respective teams and players to start prize giving. During the day photographs was taken of all teams and some action photo's that can be viewed on the club Facebook page as well as the Schools page. Have look for action pictures of yourself. All teams were winners, the school made good money and it could only be done by you the player supporting a well-organised event that is close to all our hearts. A big thank you to AVIS/ Zeda Car Sales and all their staff that travelled from Windhoek. We certainly enjoy your company and look forward to see you again next year. Willie van Zyl, thanks for organizing this event. Jy is ‘n yster

“The winning team should be labeled the” three gorillas”. Philip Vorster, Duane Sanders and Jason Barnard rewrote the record books by playing a 51 nett. The previous record was 55. It has been said many a time, these three gorillas have ridiculous handicaps, but on the day still played well. Congratulations, hope you are up for a defense next year with new handicaps. Last Week end a pupil of WBPHS, Neil Theron, won the Oranjemund Spergebied Open. Certainly a great performance from our local youngster that outplayed many senior players of Namibia and South Africa taking part. Namibia also won the Namaqua Challenge that was played on Friday 14 March comfortably. Wednesday 12 MarchCar Bath Last Wednesday Chris van Rensburg of Car Bath sponsored the competition.

Chris opted for some nice certificates this to honour the winners and the looser. It was something different and we at the club appreciate new initiative. Chris said he will sponsor every three months. 1st Luandre Duvenhage on 24 points, 2nd Pieter van Aarde, 3rd Willie Venter. Wooden spoon, Emile Vilbert, once again! Wat gaan aan broer? Friday is a public holiday. The club will be open. Members should note that the suppliers of soft drinks cannot supply goods. We struggle to find Coke Light, Coke Zero and TAB. All efforts were used to keep the products on the shelf. We even bought in Henties Bay at higher prices to have it available for you, but now we cannot find these products. Be patient. Saturday will be an individual stableford, spon-sored by the club. See you in the fairway.

Big expectations for Municipality's Sport Weekend Marshallino Beukes The Swakopmund Municipality is hosting the annual Mayoral Multi-sport Fun Weekend tomorrow and Saturday and everyone is invited to join in on the fun.

According to Mr Rafael Aluteni of the municipality's Sport and Recreation Department, this event usually take place during November each year, but seeing that the Independence Celebrations were shifted to 5 April this year, they decided to move it to 21 and 22 March. Aluteni also commented that only one sport code (football) was usually presented, but this year other sporting codes, such as netball, chess, volleyball (mixed), basketball (3 on 3), as well as mancala African stone game and ring board game will also make part of the event. The only requirement for participating teams, are not to be registered as a sport club and also no registered players will be permitted to take part. He noted on Tuesday afternoon they received 39 teams displaying their interest in the soccer tournament, 12 netball teams, 11 volleyball teams, 7 for chess, 6 basketball teams and 8, who would like to participate in the stone and ring board games. Winning teams in the different sporting codes will be awarded with floating trophies, medals and equipment to the value of N$2 500. No entry fees will be required, as this is part of the Municipality's social responsibility program and entrance to the public is also free of charge. The event will take place at the Mondesa Central Sport Grounds and kick-off time is 07:00 tomorrow morning and the official ceremony is planned to take place at 16:00, Saturday afternoon. The Swakopmund Municipality hereby wishes to invite the entire Swakopmund community to pitch in big numbers, in order to make a success of this fun-filled weekend for young and old.
