TUCNA protests high prices Piquet Jacobs

The Trade Union Congress of Namibia (TUCNA) handed over a petition this week to the Municipality of Walvis Bay regarding the cost of electricity and the persistent problem of shack fires.

The demonstration on Wednesday was led Page 4 by TUCNA president, Mr Paulus Hango and union members in support of their petition, outlining their distress over the high cost of electricity and regular shack fires that have left hundreds of Kuisebmond residents homeless. “Many people, particularly fish factory workers and small-scale Page 9 businesspeople, are left without a warm bed by these shack fires destroying the little they have. which is not helping is the high prices we are forced to pay for property and electricity. The cheapest house in our community costs more than N$600 000. Many of us do not even qualify for the mass housing project, which leads to people living in shacks. Our children are not safe and there is no clear plan to address this problem,” Mr Hango said. The petition requests the municipality to provide them with enough land to accommodate

CCTV footage supports Kruger Smeer’s allegations Jade McClune

Video footage of the incident, whereby two women that formed part of the Hardap Governor’s entourage, harassed and allegedly assaulted a shopper at Spar supermarket in Walvis Bay over the past weekend, clearly supports the version of the victim. Mrs Retha Kruger Smeer reported that she had been insulted, threatened and physically attacked, after taking photos of a government vehicle parked in the driveway of a popular supermarket on Sam Nujoma Avenue on Saturday. CCTV footage from inside Spar Supermarket, in the possession of the namib times, shows that at 15:14:05 Kruger Smeer entered the shop and went to ask for a manager. She left the shop again a minute later (presumably to take a photo of the vehicle) and re-entered at 15:15:27, followed a few seconds later by the driver of the Prado Land Cruiser with registration number (GRN81028), which has been the bone of contention. Following shortly on his heels, a woman in blue jeans and denim shirt entered the shop and walked up to Mrs Kruger Smeer, where she stood talking to the driver and one of the managers. The woman in blue starts to point fingers and shout. The manager points her towards the door, as if asking her to leave. A minute later a second woman, wearing a black trouser suit enters the shop, but she is clearly very agitated and goes directly for Kruger Smeer. The footage shows the woman in black getting physical by repeatedly grabbing Kruger Smeer’s arm and pointing her finger in the woman’s face. The woman in blue jeans then joined the fray. The CCTV footage does not include sound, but shows threatening behaviour towards Kruger Smeer, who then tries to walk away from the two women, while the one kept pointing to the door as if to say: “Come outside, just come outside!” She was then followed by

Ellioth Jeffrey Owoseb, as’ will be representing Africa house this year. Ellioth is not only representing Namibia, but also the coastal town of Swakopmund. He didn’t make it to Grade 12, but his love for his guitar and music has taken him far. He was born in Arandis and grew up in Swakopmund. His mom, Ruth Owoses, describes him when growing up, as an easy-going child. Ellioth’s first job was as a security guard at Coastal Security, but during this time he would regularly go to Woermann Brock Shopping Mall in town to play his guitar and sing for a few extra dollars. While playing his guitar in front of Woermann Brock one day, a man approached him because of his guitar skills and singing. He seemed impressed by

the woman in black to an area within the shop not covered by the video footage made available to the namib times. What can be seen is the reaction of the shoppers and workers, who all stopped to watch the fracas in the back of the shop. It is alleged that at this point the woman in black took off her high heel shoe and threatened to hit Kruger Smeer with it. Kruger Smeer, who later said she was sworn at, can be seen leaving the shop around 20 minutes later in the company of her husband. She has since threatened to lay criminal charges against the two women, who accosted and insulted her. “I was called a white whore, who does not belong in Namibia. They said I’m a Boer that must still be taught a lesson and other despicable words that I do not even want to repeat. They shouted at me to apologise for taking pictures and that I must delete the photos, because a governor may do as they want.” From the footage it is evident that Cllr Hanse-Himarwa was not personally involved in the altercation in the shop. The governor’s personal assistant, Mr Carl Christians said on Monday that the governor had no knowledge of the incident. He said the persons involved in the argument may have been some of the Hardap regional council staff and that they will investigate whether the passengers were authorised to be in the vehicle at that time. A senior transport officer at the ministry of regional and local government said anyone travelling in a government vehicle, has to sign an indemnity form and have a ‘trip authorisation’ from the control officer. Inspector Mwatongo of the Erongo police said he

could not confirm whether charges have been laid. He said police officers tried to resolve the matter and asked Kruger Smeer to accompany them to the police station, “but she drove off before they could solve the problem. I’m not sure what grounds they would have to lock her up, because she did not commit any offense.” Hardap Governor Cllr Katrina Hanse-Himarwa, responded briefly to the heated debate online on Tuesday night, to say that the entire incident was highly regrettable and that both parties could have avoided all the trouble “by being more tolerant” towards each other. She did not deny being in the vehicle at the time, but said that there will be an investigation into the matter. Asked whether the passengers were authorised to be in the vehicle, she said only that it is at the discretion of the “owner” of the vehicle, who they allow in their official car. Her comments were however soon deleted from the website of Politics Watch Namibia. A manager at Spar said the incident was highly regrettable and that they tried their best to defuse the situation as quickly as possible. The whole argument lasted only about two minutes, she said. Spar is concerned that regular clients may feel unsafe after reading such reports. The altercation had nothing to do with the shop and they do their best to ensure the safety of their customers, she said, noting that Kruger Smeer was still able to do her shopping in peace, despite the earlier fiasco. Video footage of the incident can be viewed on the namib times website at namib times

When Haiku Sushi Bar closed in Swakopmund his bosses took him along to Windhoek, as they were very fond of him. In Windhoek he got an offer as a chef at Hilton Hotel, which he couldn’t refuse. A large number of mine workers gathered at the taxi rank in Swakopmund after work on Thursday, as they prepared to set out on a protest march to the headquarters of Langer Heinrich Uranium. The regional organiser of the Mineworkers Union of Namibia (MUN), Mr Kleopas Ngwena said that they are concerned by recent reports that the contracts of a number of subcontractors at the mine would come to an end in November. Mr Ngwena said the workers were in the dark about the process and were marching to hand over a petition to

the managing director of the mine, Mr Simon Solomons, outlining a number of concerns they have. He said: “The MD so far refused to talk to the workers or the union about the issue,” thus spurring the workers on to taking further action. The MUN alleged that a number of companies that supply labour to the mines received letters confirming that

their contracts would be terminated by the end of November, sparking widespread concern among the miners that they would be jobless within the next few weeks. LHU’s official spokesperson was not willing to provide comment on the matter when contacted yesterday, as they had not yet received the petition at the time of inquiry. The reported cutbacks

Prime Minister 'to marry' The Labour Force Survey (LFS) kicks off boss of Stimulus Investment Sharlien Tjambari

Tongues have been wagging profusely since news broke on Wednesday that Prime Minister Hage Geingob intends to marry the prominent venture capitalist, Ms Monica Kalondo, founder of Stimulus Investment. Ms Kalondo also serves on the President's Economic Advisory Council and is a prominent member of the Swapo Party think-tank. She previously worked in corporate finance at the Namibian Stock Exchange and NedCapital and has been inducted into the Namibian Business Hall of Fame. The weekly Confidente reported this week that sources close to the Prime Minister’s family confirmed his intention to marry the young entrepreneur, who is also the Managing Director at Stimulus Private Equity and founder of the new EBank. Stimulus recently acquired the majority shareholding of Democratic Media Holdings, which owns a number of daily newspapers, including Die Republikein, Namibian Sun and the Allgemeine Zeitung. According to the report, the PM is said to have introduced his bride-to-be to his family and reportedly said they have a very good relationship. The 74-year old Geingob will stand as the presidential candidate of the ruling party in the upcoming elections in November.

Namibian geologists shine at Kimberley

A group of Namibian geologists attended the Kimberley Diamond Symposium and Trade Show held in Kimberley, South Africa from 11-13 September. The symposium is an annual event where diamond mining experts share knowledge on best practices in the industry. It further provides a platform to highlight and discuss changes and trends in the local and international diamond industry. As part of the symposium various diamond mining experts presented their findings on different technical topics. This was done through oral and poster presentations which focused on a wide range of new developments, trends, and leading edge research and development in the diamond industry. Ms Megan Runds and Mr Kegan Strydom from Namdeb Diamond Corporation won first prize for their poster on “The submerged Sperrgebiet – delineating the occurrence of diamonds in the offshore concessions of the Namibian megaplacer.”

The poster explained the potential of some of Namdeb's midwater concessions, and took into account key aspects of onshore mining and prospecting. In addition to

this, three other posters on various aspects relating to Namdeb's geology were presented by Namdeb geologists. Dr Jurgen Jacob, Namdeb's Head of Mineral Resource and Environment presented on

“The geological evolution of the Namdeb mining areas” and “The significance of accretion on Namdeb's mine plan which is extended to 2031.” Dr Jacob had this to say “Our participation and achievement comes at a significant time when Namdeb will be celebrating 20 years of existence under the theme of “Innovation and Value Creation. People who have been in the diamond industry and know our history and setup were truly impressed by what Namdeb has achieved over the last few years.”

Camm under arrest Crime Reporter

Police sources have confirmed that suspected fraudster, Allen Camm was arrested at Swakopmund on Saturday in connection with car theft and fraud. Camm was due to appear in the Magistrate’s Court on Monday to answer to charges of defrauding local investors by falsely presenting himself as a vehicle importer. It is alleged he defrauded unsuspecting people out of hundreds of thousands of dollars by promising to import luxury vehicles from the UK, which he never delivered. Camm had promised to pay back the money, but there is no evidence that he ever did. Instead reports surfaced over the past few months that he continued to present himself as a car importer and even while out on bail took money

under false pretensions from at least one other unsuspecting buyer in Walvis Bay. Camm, who was out on bail at the time, was due to be arrested on Monday at court on additional charges of fraud and theft in a number cases that have come to light since his initial arrest. It is understood he was arrested over the weekend in connection with a vehicle he allegedly sold, without paying the proceeds to the owner of the car. He had previously asked for further postponement to be able to get legal aid from the state in

the ongoing case against him, after his legal representatives withdrew from the case, apparently over non-payment. Camm recently told the namib times that he intends to enter a guilty plea when the case is next heard. The matter has now been postponed to Monday. One of the victims of his alleged fraud lost around N$190 000 and said this week that Camm’s victims did not only suffer financial losses, but also great emotional distress and their families endured great hardships and strife, as a result of the alleged car-importer’s scam.

Bogus cops rob Walvis Bay Nando’s

Three men wearing police uniforms robbed the Nando’s restaurant here of N$40 440 on Sunday morning. The Namibian Police Force’s Detective Inspector in Walvis Bay, John Mwatongwe told Nampa on Monday that the restaurant manager said the suspects approached him as uniformed police officers, but then pointed a gun at his face, handcuffed him and demanded money.

It is not clear whether other Nando’s employees witnessed the robbery. In a separate incident, Mwatongwe released the names of three people who died in a motor-vehicle accident between Henties Bay and Swakopmund on Saturday evening. They are Josef Elifas,

29, Stephanus Haufiku, 39, and Thomas Angombe, 51. The trio died in a head-on collision between a taxi and a pick-up vehicle. Ten people survived the accident with serious injuries, and are receiving treatment in Swakopmund and Windhoek, respectively.

He expressed his concerns at the number of issues affecting the

Amongst these issues are the number of road traffic accidents that seem to be on the increase on a daily basis, as small population of approximately 80 000 people, road traffic collisions and incidences involving motorised traffic and in some cases our unprotected road users seem to be on an increase. “It is hardly unlikely

I would therefore like to place a clarion call on all drivers and pedestrians alike to be on extra alert when using public roads to avoid becoming victims of road traffic accidents,” he said. He also recalled the incident where thieves attempted to take advantage of a power outage by breaking and entering business and private properties and said that it is very disheartening. “It is such elements that we do not need to live freely amongst the society of Walvis Bay. vention in this regard. It is through such precise acts by the police and the community that we will deprive criminals and criminally minded individuals from choosing crime as a career to make a living,” he said. In addition, he said that crime, especially senseless murder and assault, seem to be on the increase as well. “As Namibians, we all need to respect the importance and value of human life and the fact that the right to life is protected under our constitution. As such, we must remain on alert and notify the police of all criminal activities or elements that we encounter on a daily basis in order to prevent misfortunes. Having said that, I want to pledge Council's commitment once again to making Walvis Bay an ideal place to live, play and do business,” he concluded.

Hake fishery ‘complex and secretive’, study finds

Namibia’s hake fishery sector is over-exploited, lacks transparency and management, and quota allocation in the sector is done in a dubious manner.

Obtaining Fishing

Permits

Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

1997, the implications are clear that the State sacrificed roughly N$630 million in lost fees by ignoring normal economic principles. According to the study, one flaw in the current quota allocation system is that it engenders “perverse incentives”. Some rights-holders suggested that the existing criteria be reviewed and the allocation system made public, while others interpreted the current quota allocation system as a tool to control the industry’s

behaviour. One suggested solution is auctioning the quotas to eligible bidders, granting the quota to the secondhighest bidder to disincentivise over-bidding by new entrants. The study also warned that the key failing of Namibia’s hake policy has been its inability to restore the resource. “Although the Namibian hake population showed some recovery after 2007, it remains at one-third of the modeled maximum sustainable yield

level similar to that in 1990. One reason for this failure is that Namibia’s fisheries’ managers are juggling competing economic, social and political imperatives,” it stated. The study went on to say while high catches may be politically useful, they only make economic sense if interest rates are very high, catch per unit effort (CPUE) is unrelated to stocks, or an easily-poached high-value resource is involved. ~ NAMPA

This is according to a recent study titled ‘Resource rents and resource management policies in Namibia’s post-independence hake fishery’, authored by Carola Kirchner and Anthony Leiman and published in July 2014 in the Maritime Studies’ Journal. Resource rent is a key concept in the management of fisheries, and refers to a source of considerable wealth, potentially or actually available to society. The study reviewed the nature and outcomes of policies, incentives and management procedures in the Namibian hake industry from independence in 1990 to the present. The Ministry of Fisheries and Marine Resources and a number of industry players provided the data for the study. “Unfortunately, the hake industry is both complex and secretive. This lack of transparency precludes rent maximisation. At the heart of the problem is the quota allocation process. Some operators expressed concerns that incompetence is rewarded, and that the current process is at best dubious. Efficiency requires that the process and criteria used be transparent, identified clearly and followed without fail,” it noted. The study also raised a concern that although the

EDI reform and restructuring summit kicks off

3 OCTOBER 2014 3 OCTOBER 2014

Experts and energy sector representatives are attending a three-day summit to discuss the Electricity Distribution Industry (EDI)’s reform.

The originally-envisaged EDI consolidation and reform process which was started in 2001 remains incomplete, and has come to a standstill. Stakeholders agreed that a lack of leadership and ongoing disagreements amongst sector participants were the main causes for this stagnation, the EDI reform draft states, made available to delegates during the event. The summit is taking place under the theme ‘Promoting the sustainable distribution of electricity for Vision 2030’ at a lodge just outside Windhoek. Speaking at the opening on Wednesday, Minister of Mines and Energy Isak Katali stressed that his ministry had tasked the Electricity Control Board (ECB) to identify and make recommendations on how the areas outside the current established Regional Electricity Distributors (REDs) could be optimally restructured in order to improve efficiency and service delivery. “As you will find out over the next three days, different structure options have been studied and grouped as feasible, interim and non-desirable options. Without pre-empting our deliberations, under feasible options, for example, there is mention of a National Electricity Distributor (NED),” he stated. Katali said the interim option proposed that larger and well-established local authorities provide technical ser-

vices to regional councils, as well as small or least- developed local authorities. What is not desired is combining only village councils and regional councils, or combining medium and small local authorities, or corporatising local authorities’ electricity businesses. The EDI reform draft states that feasible EDI reform options include forming two separate REDs encompassing all of central and all of southern Namibia; forming a single RED serving both central and southern Namibia; forming a single NED serving the entire Namibia; having central Namibia join the Central-North Regional Electricity Distributor (CENORED) and southern Namibia

join Erongo RED; and combining all southern (and central) local authorities and regional councils into one company, while excluding NamPower’s distribution. The EDI reform process first saw the establishment of NORED in 2002 in an area which had previously been served by Northern Electricity. It was formed by the local authorities and regional councils in the area, and by NamPower. By 2005, both CENORED and Erongo RED were established, and became operational. The creation of REDs realised benefits such as economies of scale, equal regional focus in terms of expertise and manpower, harmonised tariffs, improved quality of supply and servi-

ces, customer focus and many more: “While these benefits might have come about, it does not imply that all is well in these REDs areas. “Some levels of unhappiness still exist, for example the fact that REDs may reduce or limit local authorities’ income from electricity; and removed prepaid cashflow from local authorities or regional councils,” Katali said. REDs might also dilute local development imperatives and can complicate integrated local planning, while tariffs increase as a result of maintenance being done, which was not done before. The summit ends today. NAMPA

Sad over NATIS

Let me express my sadness how NATIS Walvis Bay is operating, I arrived Monday (29/09/2014) 14:30 to renew my vehicle’s licence disc as to avoid unforeseen circumstances with the traffic officers of Walvis Bay Municipality or Nampol for that matter. At 15:30 I was assisted by a cashier who advised me that the speed point is out of order/offline. As per my observation there are five tellers that are supposed to operate as cashiers but to my surprise I saw traffic officers sitting at a teller’s desk doing their work as it seems that he (traffic officer) was busy with one of the many learner’s

license test papers as one of the traffic officer’s was wearing an overall jacket written “Examiner”. My question to the traffic chief or the head of Natis is: Does NATIS not have enough cashiers? How does a traffic officer operate on the cashiers desk/ computers, are they (traffic officers) not entitled to have their own computers

or one to operate on? The persons from Jan Japan Motors registering their vehicles and not even standing in a queue, and not bringing all papers and when asked to bring the papers, than they phone somebody to bring a certain paper and then not giving way to those behind him. Can NATIS please address this issues as I am

not the only person that have observed this, but also other men that were standing behind me. Thank you for understanding this concern as I am sure that I may not be the only person having this concern, or making this remark. Regards Simon

“Each year, the Government-controlled Namibian National Marine Information and Research Centre (NatMIRC) gives advice on biologically acceptable levels of outtake for each fish species. But the Fisheries Ministry often yields to industry pressure and sets a higher quota, critics say. “Misrepresentation of statistical information to justify increases in quota is common knowledge,” said Courtney-Clark about local stock assessments. “This spring the scientists at the research centre set the biologically acceptable quota of hake to a maxi-

mum of 145 000 metric tons for the 2011-12 season, but then the Fisheries Ministry decided to raise it. “The Minister decided on 180 000 tonnes, probably considering socio-economic factors,” explained Carola Kirchner in an e-mail. She was a Government stock assessment scientist for 18 years until she recently resigned. “Whether the stock will sustain catches of this magnitude is questionable. In my opinion it was not a very good idea. This will seriously backfire at some stage.” Kirchner’s assessment is that the stock

will decrease again. “They can completely go against the centre’s advice. We have to quietly accept the decisions.” Similarly, Namibia’s seasonal commercial seal hunt should be re-evaluated. Minister Esau wages ongoing “war against seals”, despite his statement last year that “seal harvesting does not contribute significantly to the GDP in terms of jobs or income”. We urge him to end the seasonal hunts and shift to aquaculture, a more humane and sustainable alternative in terms of resource and jobs. CNemoGlobal

Just wondering how long the people of Oceanview in Swakopmund still have to wait for street names. We were promised street names in January 2014. Certain residents have already put up their own street names, some out of cardboard.

This is very frustrating for us as residents when we have to give directions for deliveries or visitors or plumbers etc.

Residents of Oceanview have been very patient in this regard (three years), however patience does run out. Andrew Carney

Walvis Bay Pharmacy backs Palladium ETF makes SPCA with donation debut on NSX Madelaine Laubscher

Walvis Bay SPCA received donations worth N$7 000 from Walvis Bay Pharmacy on Wednesday after raffle tickets were sold to the public and also N$5 000 from the Walvis Bay Arts & Crafts Association to boost their fundraising efforts.

A spokesperson for the SPCA, Mr Fritz Smeer, said it is only because of the help of the Walvis Bay community that the SPCA is able to deliver its animal welfare service: “The SPCA cannot thank the community enough for this donation as without the community’s help we will not be able to do the work that we do.” Mrs Rheta Smeer from the SPCA said: “We have a veterinary bill of N$11 545.90 for this month alone,

Standard Bank’s palladium-backed exchange traded fund (ETF), AfricaPalladium was approved for secondary listing on the Namibian Stock Exchange (NSX on 26 September.

(Fltr) Fritz Smeer, Caroline Spencer, Janette Steyn and Jan Meyer so the funds received will be used to pay this account. We are planning a Musical Festival on 25 October and we are in the process of giving the SPCA a makeover, so we are in need of anything we might be able to auction or sell on that day. “We also need more people to put up stalls to sell their goodies. Volunteers are needed to help us on that day. All funds raised will be used for our makeover project.

We want to thank the Walvis Bay Pharmacy and the Walvis Bay Arts & Crafts Association for their generous contribution in aid of the SPCA. It is people like you that make it possible for the SPCA to exist. If we had a few more of these initiatives we would be able to grow and give more animals exactly what they need. They need love, care, attention and most of all a clean environment until some kind heart gives them a

home,” she said. The idea of raising funds for the SPCA by selling raffle tickets for a hamper, was initiated by Ms Janette Steyn and Ms Caroline Spencer, both staff members of Walvis Bay Pharmacy, “I initiated the idea to help the SPCA. The animals cannot care for themselves. It is the community that has to take care of them. We, as Walvis Bay Pharmacy personnel, sponsored the ham-

per and we sold raffle tickets for N$10 each to 700 people. I did not expect that we would actually raise N$7 000. It is a good start. We are planning to do such fundraisers on a regular basis to continue to help the SPCA and we plan on giving away more hampers in the future,” Ms Steyn said. The lucky draw was done on Wednesday and the winner of the hamper was Mr Jan Meyer.

AfricaPalladium is the second largest palladium ETF globally and has attracted 560 000oz of palladium valued in excess of N$5 billion from investors since its inception on 24 March 2014 on the Johannesburg Stock Exchange (JSE). “The AfricaPalladium ETF listed on the NSX will invest directly in palladium metal and tracks the Namibia Dollar price of the metal,” says Mr Johann Erasmus, Head of Global Structuring at Standard Bank Group. “The AfricaPalladium ETF will allow Namibian investors to gain direct exposure to physical palladium via a liquid listed instrument in a simple and cost-efficient way, without any of the usual costs and risks of ownership.” Palladium is one of the platinum group of metals and is produced with other group metals most notably platinum and rhodium. South Africa is the lar-

gest producer of platinum, about 60 percent and the second-largest producer of palladium, about 40 percent of global production. Where platinum is mostly used for catalytic converters in diesel engines, palladium is used in catalytic converters for petrol vehicles with the biggest users for those vehicles being the USA and China as the two principal vehicle markets in the world. “The long-term fundamentals for palladium are promising, as the demand for palladium has outstripped production over the last few years and this trend seems set to continue for the foreseeable future.” says Mr Erasmus. In addition to the AfricaPalladium ETF, Standard Bank also has the AfricaGold and AfricaPlatinum ETF’s listed on the JSE. The AfricaPalladium ETFs will be treated as a local asset and have no exchange control implications for Namibian investors.

Law-enforcement agencies receive training on Ebola

Plans are underway to include law- enforcement agencies in the Ministry of Health and Social Services' Ebola preparedness training. The chairperson of the National Health Emergency Management Committee in the Ministry of Health and Social Services, Dr Jack Vries told Nampa o n Tu e s d a y t h a t discussions are ongoing to include Namibian Police Force (NamPol) officers, members of the Namibian Defence Force (NDF) and other relevant stakeholders in the training programme. He said the committee meets every Thursday to share ideas and

prepare the country for any possible Ebola outbreaks. “We are now busy with health workers countrywide, and we are in the process of including the law- enforcement agencies, Vries noted. More than 200 health workers from the K u n en e, O mu s ati , Ohangwena, Oshana, Oshikoto, Omaheke and Zambezi regions are currently receiving the training. The training team is currently in the Otjozondjupa Region, and it will be extended to

the Erongo, //Karas and Hardap Regions in the next two weeks. Vries said many staff members of private hospitals are also actively involved in the training. A decision was taken during the Southern African Development Community (SADC) Health ministers' emergency meeting on the Ebola virus held in Johannesburg, South Africa in August that SADC member states should train health workers in aspects of Ebola response in order

to address the prevention and control of the deadly virus. Th e m e e ti ng a l s o decided to mobilise relevant government sectors and community, religious and political leaders to work together to increase awareness and understanding of the Ebola situation in order to ensure optimum preparedness and response. The meeting further delegated the SADC member states to identify and commit additional domestic financial resources to support outbreak preparedness; organise cross-border con-

sultations to facilitate exchange of information; and agree on joint collaborative actions. The Ebola virus has killed over 3 000 people since it broke out in January this year in West Africa. Outbreaks have been reported in Guinea,

Liberia, Nigeria and Sierra Leone. The infection is transmitted by direct contact with the blood, bodily fluids and the tissues of infected animals or people. Symptoms of the Ebola virus include nausea; loss of appetite; diarrhoea and vomiting with

or without blood; skin rashes; abdominal pain; hiccups; cough; chest pain; and difficulty breathing. It is spread through contact with an affected person or animal's bodily fluids such as blood and sweat. ~ NAMPA

Nine out ten households cannot afford to buy a house FNB’s Manager Research and Competitor Intelligence reported this week that house prices in Namibia recorded the second highest increases in the world. Fewer than 10 percent of the households in the country can afford a property in the lower price range. House prices increased by 29 percent over the past year and continued to rise in 2014 at a much faster pace than the long term trend over the past seven years, says Namene Kalili. He says that fewer properties were sold from month to month while demand for properties continued to increase. At a median house price of N$774 000, households must earn at least N$23 000 per month to afford an average property. This is almost three

times the average household income for urban households in Namibia. “It is this increased disparity between supply and demand that is driving house prices upwards so much so that Namibia had the second highest house price increase in the world after Dubai. Based on our calculations, the income requirement for the lower price segment came in at N$15 000 per month. Less than 10 percent of the households in

Madelaine Laubscher

The Namibia Networks of AIDS Service Organisations (NANASO) held a Gala dinner on Friday at the Pelican Bay Hotel in Walvis Bay to create awareness around bridging the gap to end HIV/Aids. Guests invited included the Mayor of Walvis Bay Mrs Uillika Nambahu, the Network Manager of NANASO Mr Chris Mugerwa, Swakop Uranium’s Human Resources Director Mr Percy McCallum, Activist Mr Bernhardt Kamatoto, Boxer Harry Simon and the Namib Desert Performance Choir was invited for entertainment. The mayor said that “We need a skilled workforce, but also a healthy force. We need to be educated on HIV/Aids. Being HIV positive does not mean it is the end of your life. You can still lead a healthy life. The status is deeply worrying, although not the end of the world. That is why there are awareness campaigns to map out strategies to put us one foot ahead. I congratulate NANASO as they aim to not only raise awareness but also to raise funds. Your effrors are appreciated. We call on the business community to become actively involved in raising awareness,” the Mayor said. A heartfelt motivational speech was given by Mr

Kamatoto about living with HIV/Aids. He tested positive almost 15 years ago and have been involved in promoting Aids awareness and fighting for the rights of those who have been infected since. “In 1999 I was diagnosed with HIV. It was a dark day for me. I was alone and because I was a boxer, I was afraid it would affect my career. At first I did not want to believe that I had HIV. I did three tests at different clinics and it all tested positive. I thought it was the end of the road for me. I wanted to give up on life. I started abusing alcohol and became very aggressive. I was not Bernhardt anymore,” he said. According to Kamatoto he went for counselling and told a good friend of his that he has Aids. “Many people were concerned. I went to support groups and researched all the information around HIV. I was afraid to tell my mother and relatives. Eventually I told my uncle, who then told my mother. My mother said ‘you are my son’ and she never rejected me. In 2002 I took the brave

step and called a press conference where I went public with my status. I made peace with HIV and do not want anyone to pity me. The HIV is not in my mind, only in my blood. I only feel pity for newly tested HIV sufferers. Thanks to God and the government, I am still beautiful today. I am lucky as I have been living with the condition for 15 years now,” he said. Kamatoto said that one should never judge a book by its cover when it comes to sexual partners and the only way one would ever truly know their status is to get tested. He raised his concern for the Erongo Region highlighting that the rate of people being diagnosed with HIV in this region is very high and that children as young as 14 years old are infected. “At the age of 6 months I was circumcised. It is merely a myth that circumcision will prevent Aids. It never prevented me from being tested positive. It might reduce the risks of other sexually transmitted diseases, but not that of Aids. I have ac-

cepted my status. The disease lives in me, but it will not kill me. I will kill HIV seeing that when I go to the grave, it will go to the grave with me,” he said. Harry Simon auctioned some of his boxing gear and there was also an exhibition fight against Kamatoto to raise funds for the organisation. A sport fun day was also hosted at Utuseb in collaboration with the Ministry of Youth, National Service and Culture on Saturday. NANASO supports a strong network of Aids Service Organisations and individuals. Services include training, advocacy, libraries, distribution hubs and networks, building Aids competent communities and bridging the gap between local and national communities. The objective is to bring together communities in a network that facilitates and mobilises change by addressing human rights issues arising in relation to HIV and Aids, a network that can challenge forms of unfair discrimination on the basis of HIV and Aids and to deliver a measurable response to the HIV/Aids

epidemic to provide direct engagement with Aids service organisations, individuals and stakeholders. This is to address the needs, issues and challenges people living with HIV have to face to uphold the ethos and values as outlined in the HIV and Aids Charter, which is a founding document of the organisation. Mr McCallum from Swakop Uranium pledged N$50 000 to NANASO in order to support their network. “We know this cause is very important for NANASO thus we knew it was the right thing to do. We did not hesitate to give our support. We look forward to being in a long standing relationship with NANASO and their good work does not go unnoticed,” Mr McCallum said. NANASO also acknowledged Erongo RED for their support. There were motivational speeches held at schools, nine projects received donations, key messages were sent and candle lighting was also held last week in order to commemorate those who have passed away due to HIV/Aids.

fähr einschätzen, was teuer und was günstig ist.

Standard's Top Motor Dealers and Salespersons announced Standard Bank Namibia announced the trip winners of its 'Paradise Island' Challenge, an annual competition for the bank's top dealerships and vehicle salespersons. “The winners of this latest campaign, as well as their spouses, will be treated to an all expenses 10-day trip to Phuket in Thailand, where they will experience first-hand one of the world's most exotic islands,” said Standard Bank Namibia's New Business Manager in the Vehicle and Asset Finance department, Eugene Junius. The Paradise Island winners are: Sansi Thirion – Novel Motor Company; Miller Jansen van Vuuren

– Steckel's Toyota; Corrie Katjiru – Pupkewitz GWM, Bernice Bessinger – Autohaus Mastercars; Jolize Barnard – Indongo Toyota, Eddie van Wyk – Autohaus Mastercars; Jacques Routh – Pupkewitz Toyota, Janice Isaacs – M & Z Motors; Pierre Gous – AMH Renault. The campaign pioneered by Standard Bank's Vehicle and Asset Finance department ran from the 1st of August 2013 to the 31st of July 2014.

Dealerships in the various categories competed against each other. “The winners are chosen by calculating the rolling average for the duration

of the campaign as per the number of deals introduced by the dealership. Dealerships should reach their set target before the salespersons can qualify,”

explained Junius. “They all had a minimum target to meet per month during this campaign. The salespersons who came 1st in each category

are included in the trip to Phuket, while the 2nd and 3rd prizes were also awarded at our recent annual prize giving event,” added Junius.

The top performing dealerships were also recognised at the Annual Standard Bank Vehicle and Asset Finance Gala event held on 25 August.

CMH Green Machine the leader in waterless car washing "I propose we wash all our cars - over 550 000 every year - with virtually no water. I further propose that we wash every car in less than 30 minutes. And I do not want to hear one complaint from a customer!" Imagine the expression on the faces of the Combined Motor Holding (CMH) board when CEO Jebb McIntosh expressed his goal for the water and electricity depleting wash bays in their national network of vehicle dealers and First Car Rental. McIntosh laid down the challenge after he personally studied the environmental impact of the many CMH wash bays. At 200 litres of water per car and many litres of washing detergents that had to be disposed of responsibly, it was a clear challenge for cost saving by the group. The CMH team accepted the challenge and today

the CMH Green Machine can be spotted in wash bays across South Africa, Namibia, Botswana, the United Arab Emirates and even the United States. A CMH Green Machine uses only 750 ml of water per wash (and only to rinse the washcloths), which means the CMH saves over 199 litres per car or over 100 million litres of mostly drinking water per year. CMH Green Machine is a compact all-in-one wash bay solution that dispenses an environmentally friendly wax through a pressurised system. The wax suspends dirt away from the vehicle's surface and is wiped away with a special

microfiber cloth, which is regularly rinsed. The wax, cloths, environmentally friendly wheel, mag and window cleaner and an industrial vacuum cleaner are all contained in a compact push-trolley design that is small enough to fit between parked vehicles. By redesigning the business of cleaning cars, CMH Green Machine has seen greater saving than even they anticipated. "We calculated the saving in water and electricity as well as in disposing of expensive high pressure pump systems and dirt traps. We even thought of the saving in detergent, but our clients surprised us with their innovative use of the Green Machine," says Steve McCulloch, General Manager of CMH Green Machine. In one example, McCulloch explains, the dealer converted the old wash

bay into extra service bays, while the wash teams could clean vehicles where they were parked for service. In another, the dealer assigned a Green Machine to each department, to ensure that no "I was here first" fights broke out between representatives of the new car sales, used vehicles and servicing departments and hence cars could be cleaned much faster. The CMH Green Machine is available for purchase or on a rental option that includes service and training. In one study Kempster Auto in the Bluff in KwaZulu-Natal realised a drop in their utilities bill of over R6 000, which more than paid for the use of their two CMH Green Machines. "Ultimately our greatest achievement is not the cost saving. We realised

that this new environmentally friendly car wash system created opportunities for entrepreneurs to start small businesses and wash cars at hotels, shopping malls and in corporate parks and we are very proud of that," says McCulloch. McCulloch and his team is currently expanding its network to other products, while the interest from countries such as Namibia and the United Arab Emirates have significantly expanded the reach of this local innovation. "We have noticed a great need for our solution in other water-stressed countries and we see a great opportunity there. At the same time we are converting our national footprint in South Africa to also serve our clients with any other consumables, such as office supplies," says McCulloch.

Crossroads Car Sales 20th Anniversary draw.

And Izak Visser Alpro Aluminium (Please collect your prize on Monday, 6 October at Crossroads Car Sales)

SKW secure Fistball titles

Kudus rugby club hosted beach touchies at Kuisebmond Beach on Saturday. Four teams participated in the sandy touchies games, with the winning team being the Gasbottels team in green and orange. The day was successful, with a relaxed and fun vibe.

Action in the Bank Windhoek National Fistball Championship It was a successful weekend for SKW in the Bank Windhoek National Fistball Championship as they secured the titles in both the Bank Windhoek National A league and the Bank Windhoek National B league. Defending champions SKW 1 had their work cut out in the final of the A league. They met SKW 2 in what turned out to be a thrilling final on the DTS sport fields. SKW 2 went into the final with a convincing 4:0 set win under their belt against Cohen FC 1 in the qualification match the two teams played early on Saturday morning. SKW 1 had already qualified for the final after finishing first during the preliminary round in the A league. U18 national team player, Rico K端hnleKreitz, immediately piled the pressure on the defence of SKW 1 with some hard and precise spikes during the first set. SKW 1 only narrowly won the set by 13:11 points. After SKW 2 equalised the score by winning the second set, a balanced game developed. With the score at 3:3 sets, SKW 1 finally managed a breakthrough by taking a 4:3 set lead and a 6:0 points lead in the final and decisive set. SKW 2's efforts to regain their composure were dealt a blow when their inspirational captain had to leave the field for treatment to an injury. He later returned to the action but could not prevent defeat. Cohen FC 1 secured third place by beating SFC 1 in another exciting match by 4:2 sets. Cohen FC 3 started the day as outright favourites to retain the B league cham-

pionship. The team qualified for the final after ending first after the preliminary round with a nine point advantage on DTS, who ended second. Cohen FC1 started the final game against SKW 3, strongly winning the first set by 11:3 points. SKW 3 regrouped however and won the second set to equalise the scores. After Cohen FC 3 dominated the next set, SKW 3 spiker, Gernot Helm, moved into defence due to an injury he sustained and was replaced by the evergreen Uwe Traupe upfront. The move proved worthwhile for SKW3 as Helm put in a solid performance in defence while Traupe's spikes troubled Cohen FC 3 to such an extent that the next four sets went the way of SKW 3 who won the match by 2:5 sets. DTS made use of the home ground advantage to win by 4:2 sets against SFC 2 and take third place. Christoph Kubirske was named player of the day, after his inspiring performance in the Bank Windhoek National A league final. The Fistball season will end on 1 November in Swakopmund when the newly crowned league champions have the opportunity to add more silverware to their trophy cabinets. The Bank Windhoek Namibian Fistball Cup competition will be played on that day in Swakopmund.

Achmet Abrahams wins September Seniors Golf Day On Tuesday the senior golfers gathered at the Rossmund Golf Club for their month-end competition, as always kindly sponsored by Ocean View Spar. The co-sponsors for the month were Bruce Burns and Piet van der Westhuizen.

A number of good scores were played and the winner had to be decided on a countout. Winner of the countout on 38 points was Achmet Abrahams and the youngster, Tienie van Rensburg, was second with his 38 points.

Third place was the other youngster, Riaan Loots, with 36 points. Achmet and Tim Botha each had a twoclub on the day. As a result of its popularity, John and Colin have decided to re-sponsor the “JoCo” prize, and fittingly so, the winner of this

month’s “Jo-Co” prize was Sigi Wagner. During October there will be a number of interesting competitions coming up and the senior golfers are encouraged to make sure that they come and support the Tuesday and Thursday golf days.
