Namibia and Nigeria to build oil refinery The Nigerian Government and the Republic of Namibia have agreed to jointly construct a new oil refinery at Walvis Bay and to improve bilateral cooperation in the field of energy. During his two-day official visit to Namibia, Nigerian President Goodluck Jonathan and President Hifikepunye Pohamba reached an agreement that their governments would work together on the construction of the oil refinery at Walvis Bay. The planned oil refinery would be privately financed in its entirety, according to a joint communiqué issued last week. The parties agreed that the project should be realised as soon as feasible and that the private sector in both countries should be involved. President Jonathan also agreed to provide assistance for training Namibian diplomats at the Nigeria's Foreign Service Academy and would provide volunteer health professionals to Namibia under the Technical Aid Corps (TAC) Scheme. The countries signed 11 Memoranda of Understanding in total, covering bilateral cooperation on issues as diverse as the Agreement on Youth Development, Bilateral Air Service Agreement and Agreement on Waiver of visa requirements for citizens holding diplomatic and official passports and an Extradition Treaty. The two governments also signed a Treaty on Mutual Legal Assistance in Criminal Matters and MOU's in the Field of Geology, Mining, Mineral Processing and Metallurgy, as well as Trade, Investment, Economic Cooperation and Cooperation in the Field of Tourism. President Goodluck Jonathan was here at the invitation of President Hifikepunye Pohamba, who awarded Jonathan Namibia's highest official honour, the Order of the Most Ancient Welwitschia Mirabilis First Class.

SADC Committee of Central Bank Governors meet in Namibia Anri Jacobs The Bank of Namibia hosted the meeting of the South African Development Community (SADC) Committee of Central Bank Governors (CCBG) between 18-19 March 2014, at the Swakopmund Hotel and Entertainment Centre in Swakopmund. The CCBG meetings are held twice a year on a rotational basis in the member countries. The CCBG in SADC was established in 1995 and consists of 15 Governors from the SADC central banks. All the Central Banks in SADC confirmed their atten-

King says that Nampower should be at the meeting on Thursday in order to answer the following questions (although some questions might not be directly related to the EIA). What is the envisaged end date of this power plant's operation? Is the end date related to the start up of Kudu Gas generation plant? What is the proposed date of Kudu start up? What happens if the Kudu project is delayed? Will the temporary plant run full time or only at peak times? Will Aggreko be paid in local or foreign currency? What will the establishment costs be and the per unit cost to Nampower? Was a public tender put out for this service? If not why not? If the cost per unit is less than the income received for it, who is going to subsidise the difference in cost? Where will the heavy fuel oil be obtained from? Will funds be retained for rehabilitation of the site? What is happening with Nampower's energy saving initiatives? “Nampower will no doubt say that some of these answers are confidential but I think Nampower
needs to realise that they are a public company owned by the citizens of this country and we have a right to know what is going on. Aggreco Energy Rentals (PTY) Ltd plans to develop and operate a 120 MW power plant in the Erongo Region, 20 km east of Walvis Bay at the Kuiseb substation. The power plant will consists of 139 generators utilising heavy fuel oil to generate a total of 132 kV electricity to be supplied to Nampower via the Kuiseb sub-station. Additional infrastructure include upgraded access road, storage tanks, and pumps, parts storage, offices, reticulation and auxiliary services. An environmental Clearance Certificate for the development and operations of the power
plant is required and thus requires and Environmental Impact Assessment and Environmental Management Plan to be submitted to the Ministry of Environment and Tourism of Namibia. Geo Pollution Technologies (Pty) Ltd has been appointed to undertake the assessment project.

NCCI conducts stakeholder meeting Marshallino Beukes The Namibia Chamber of Commerce & Industry (NCCI) Swakopmund branch hosted stakeholder engagement meeting in Swakopmund on 20 March. They invited Grant Marais, Director: Communications and Stakeholders Involvement to provide industry an update on the latest developments at Swakop Uranium, particularly the developmental impacts of Husab mine on the local economy and possible procurement opportunities for Namibian business owners and workers. Husab Mine is a N$20 billion capital investment project, envisaged to yield its first production in the fourth (4th) quarter of 2016. Marais confirmed the commencement of pre-stripping, with the first blast having taken place mid-March 2014. Mr Marais shared that the mine has to date appointed 254 permanent staff who are mostly corporate appointees and the mine has now begun the second phase of operational staff recruitment. 2200 construction staff are currently employed on site, with 1000 residents accommodated at the on-site camp. The mine has encouraged the youth and unemployed in the neighbouring towns such as Arandis to respond to the recent recruitment call. Marais also informed the business community that to date 47% of the total procurement spend has been
allocated to Namibian registered businesses, of which 5% has more specifically been granted to Namibian owned businesses. Admittedly the level of expertise and products required in this initial phase of construction are not locally available, however the opportunity exists for Namibian companies to become sub-contractors. The NCCI and Swakop Uranium have committed to engage in follow up talks, whereby the NCCI identify Namibian owned businesses that are eligible for referral to the mine for procurement opportunities. The qualifying criteria and standards will be stipulated by Swakop Uranium policy and NCCI will vet and refer those most eligible businesses. Daisry Dumeni, Manager: Marketing and PR at NCCI, gave an update on the 2014 Advocacy Agenda and developments thereto. Heinrich Hafeni, Vice-Chairperson of NCCI Swakopmund branch concluded by thanking Swakop Uranium and Business Namibia for their commitment and shared progress. The event was well attended by young entrepreneurs, seasoned business owners and representatives of the Local Authority and governmental institutions alike.

Bank Windhoek's Winter Will's Gym Strongman Challenge Corporate League Bowls BernabĂŠ Blaauw The popular Will's Gym from Walvis Bay presented a Strongman Challenge on Saturday at the annual fair of the Walvis Bay Primary School, including a bench press demonstration by local strongman, Ruben Soroseb. According Willem Venter of Will's Gym the event was a great success and the fierce competition took place in a spirit of pleasant rivalry but strong determination. Ruben Soroseb, who is leaving for the South African Paralympic Powerlifting Cham-
pionships at the end of this month, gave a bench press demonstration and impressed everybody when he benched a massive weight of 220kg. The senior winners of the strongman competition were Charles Jacobs in the first place with Chris Collard in
the second place followed by Corrie van Tonder who came third. First place in the junior division went to Jesse Harmse with Andre Nolte in the second place. Young Sparrow from Will's Gym ended up in the third place.

CHAMPIONS: Erongo RED KSS Soccer Tournament winners Duinesig in a jovial mood after winning the floating trophy for a second consecutive time
Luciano does the trick for Duinesig Duinesig Combined School scored a 2-0 victory against Academia and retained the Erongo Red KSS Soccer Tournament Trophy they had won in 2012 at the Kuisebmond Soccer Stadium on Sunday.
Luciano Fisher scored both goals for the defending champions and secured the victory for the coastal based squad in the final. Fisher impressed with his speed and ball controlling skills and opened the scoring in the 43rd minute. He added his second goal in the 86th
minute. Fisher had the Academia keeper Vitapi Kaposambo grasping at thin air with his first goal and pounced again after a defensive blunder for his second goal. He had a third goal (88th minute) disallowed after an infringement committed on an
Academia defender moments before he successfully stabbed the ball into the back of the net. Concordia went in search for an equaliser and launched a spirited fight when play resumed after the break. Duinesig defended with determination and their alerted goalkeeper Simeon Haufiku foiled numerous attempts on his goals. Duinesig pocketed N$10 000 plus the floating trophy and goals medals. The runner-up Academia received N$5 000 and silver medals. The defending champions defeated Westside 4-0 in the first semi-final with goals from Rudolph Ehanyanga, Mario Cloete, Willem Pineas and Salomo Nanguki. Concordia recorded a 20 victory against Suiderlig in the second semi-final. Unomuinjo Katjiova and Brave
Hangero scored for Suiderlig. Twenty six teams divided into eight groups participated in this year's event which produced more than sixty action packed games and loads of goals over three days. The event which is sponsored by Erongo RED and organised by Kuisebmond Secondary School for secondary schools throughout Namibia was contested over three rounds and on a knock-out basis. Erongo RED Commercial Manager Sussy Hambira said that the company's involvement
in community orientated events was clear testimony of its commitment to be relevant to the community. She thanked all the teams that participated, the organisers, the referees, medics and all the parents and learners that turned up to support their teams at the event. She also encouraged all competitors who did not make it to the final to back and correct their problematic areas so that they improve and win at the next opportunity. The participating match officials remarked that
the games they handled served a dual purpose. “We had an opportunity to sharpen up our refereeing skills and also educated the players about the laws of the game at the same time� they commented. Westside defeated De Duine 4-1 in a penalty shoot-out after a goalless draw at full time. Duinesig defeated Kuisebmond Secondary School 2-0, Suiderlig defeated Mariental 2-1 and Concordia defeated PK De Villiers 1-0 in the quarterfinal round of the competition on Saturday.
