SUCCESSFUL PENINSULA CLEANUP Thanks to all of the volunteers that helped with the 25th Annual Nassau Bay Peninsula Cleanup on Saturday, February 27th! Almost 100 volunteers (biggest turnout ever!) walked through high grass, trekked through heavy brush and scoured wetlands in search of trash. Some of the items pulled from the cleanup on the Peninsula included a treasure chest of bottles and cans, fishing lures, pieces of fence, tires, and a wide collection of balls of all sizes! An estimated 5,500 pounds of trash and debris was collected. Thank you cleanup volunteers!

THANK YOU COMMITTEE VOLUNTEERS The City of Nassau Bay hosted a “Donuts & Coffee” drive-through appreciation event the morning of Friday, March 12th, as a way to express thanks to the many City Board and Committee volunteers of 2020. The City is extremely thankful for this wonderful group of dedicated volunteers, who not only call Nassau Bay their home but make it a better place for all who love our City. Also, a BIG thank you to Java Owl for graciously providing the delicious coffee and pastries. Are you interested in serving on a Board, Commission, or Committee for the City of Nassau Bay? HELP! SPRING HAS ARRIVED

As Spring returns and brings us warmer weather, it also brings the growing season, with pollen and those pesky weeds that can be seen popping up in driveways, sidewalks, and lawns. Spring is also Mother Nature’s call to begin “Spring Cleaning” around our homes. This is a good time of year to begin buttoning up any exterior maintenance items, including pressure washing, repairing loose shutters, touching up faded or peeled painted surfaces, cleaning and repairing fencing, and applying weed control to your lawn and cracks in your front walks and driveways. Here are some tips that will keep Nassau Bay's Code Enforcement Department happy: Maintain your lawn and trees. Unkempt lawns are not only unappealing to view, but they can also serve as the perfect home for vermin. In addition to lawn care, trees are also important to maintain. Unhealthy trees can be hazardous, so it is crucial to have them evaluated to prevent costly projects and hazardous situations. Ensure swimming pools are up to par. Standing water attracts mosquitoes, providing ideal breeding grounds. It is important to maintain swimming pools and filtration systems to prevent mosquito infestations which can spread diseases. Maintain the property structure. Properties that are detrimental to the community values and safety need to be properly addressed to upkeep the neighborhood. Address and eliminate factors that threaten the property structure, such as excess clutter and weakened structural features. In order to maintain the well-being of the community and avoid possible citations, it is important to maintain every aspect of your property. It is your responsibility. NASSAU BAY GARDEN CLUB

It was another great meeting for the Garden Club on March 9th at the Courtyard by Marriott. Speakers were Mayor Bob Warters and City Manager Jason Reynolds, who discussed the present status of the City, past accomplishments, and what is planned for the future. It was a lively question and answer session! The Club's next meeting is April 13th at the Courtyard by Marriott at 9:30 am. They hope to present a program from Julie Brown, Director of the Galveston Island Nature Tourism Council [she was unable to attend the March meeting and the Club thanks the City Administrators who filled in for her on short notice]. The Garden Club voted in a new slate of Officers for the year 2021-2022. New officers include: President – Becky Kadel, 1st VP Membership – Angela Braun, 2nd VP Programs – Betty Armstrong, 3rd VP Finance – Royce Walker, Secretary – Valerie Moses, Treasurer – Gun Frame, and Historian – Joyce Mayor. Winter Storm Uri devastated most of the City’s gardens as well as many personal yards and gardens. Club members hope to cut away the dead foliage and replace them with other colorful, longer-lasting, native plants that will attract pollinators [bees, butterflies, bats, and birds] to get Nassau Bay looking beautiful again. The Purple Martins and Hummingbirds have returned and need our help to replace some of their natural food that was destroyed, so put the Hummer feeders out and plenty of water for the Martins who will have to find mosquitoes, flies, wasps, and dragonflies on their own. Wishing everyone a peaceful Easter season.

ST. PAUL'S EARLY CHILDHOOD PROGRAM

St. Paul Catholic Church’s Early Childhood Program is currently accepting applications for summer daycare, summer enrichment, and the 2021/2022 school year. If you have a little one between the ages of 12 months and Pre-K4, St. Paul would love to have them join them for social and emotional growth! Pre-K3 and Pre-K4 also have the option of a dual language Spanish class. Parents can choose from a 5-day, 3-day and 2-day class schedule from 9:30am to 1:30pm. NAUTICATS REGISTRATION

The Nassau Bay Nauticats will be having a Summer Swim Season for swimmers ages 5 to 18. The Nauticats are a fun, family-friendly team, rooted in the Nassau Bay community for more than 50 years. The Nauticats practice at the Nassau Bay HOA pool (afternoons until school is out, then mornings, through early July). The Nauticats compete against other teams in the Clear Creek Swim League, with swim meets on Saturday mornings in May and June. For registration and more information, visit www.Nauticats.org.

Early Voting: Early voting by personal appearance will be conducted by Harris County beginning Monday, April 19, 2021 and ending Tuesday, April 27, 2021. All Early Voting and Election Day polling locations are open to all eligible voters in Harris County. The Next Generation of Voting Machines: Ahead of the May election, Harris County has purchased a new voting system, the HART InterCivic Verity Voting System. For the May 1st Election, Nassau Bay voters will cast their vote on the Verity Duo, which replaces the eSlate rotary wheel voting system which had been in place for almost two decades. The Verity system is considered hybrid voting with a better paper trail. Specifically, benefits of this new Verity system include a digital touch screen, more accessibility options for seniors and for voters with disabilities, a paper ballot of the voting record for the voter to verify, and an easily auditable backend process. PROPOSED DEBT ISSUANCE At the March 8th City Council meeting, Council took action to direct staff to prepare the necessary documents for debt issuance notification. The proposed amount for debt issuance is $2,425,000 and includes funds for roads, stormwater, water/sewer, public safety, parks, and administration. City Council previously held two workshops to discuss the debt issuance and projects on February 6th and Febuary 22nd. The proposed projects and funds include:

Brandon Billings was appointed to the vacant NBHA trustee position effective March 4, 2021 to serve out the unexpired term until May 1, 2021. Peter Demarest was elected to the position of Vice-President effective March 4, 2021 to serve until the next annual election of NBHA officers. The law firm of Daughtry & Farine PC was engaged to be the new NBHA legal representative effective March 9, 2021. A reminder to all NBHA property owners that a City of Nassau Bay permit (if legally required) must be attached to all Architectural Review Applications (ARAs) in order to start processing the application. BLAST FROM THE PAST (May 2011): Nassau Bay Resident Votes from International Space Station. City Secretary Pat Jones reports the City has received a voted ballot from one of its residents currently aboard the ISS. According to NASA officials, this is the first time a ballot has been cast in this manner in a City election. Ms. Jones said that by working with NASA, the Secretary of State, and Harris County, the process was a culmination of efforts and support by each of these entities.

FY2020 AUDITED FINANCIALS

At the March City Council meeting, City Council accepted the Fiscal Year 2020 Audited Financial Statements. The firm, Belt Harris Pechacek, LLLP, issued an unmodified opinion on the City’s financial statements – the highest assurance the firm can provide for the City's financial documents. Within the audit, the Finance Department submitted to Council the Comprehensive Annual Financial Report (CAFR), which is published to provide the City Council, City staff, our citizens, our bondholders, and other interested parties with detailed information concerning the financial condition and activities of the City government. COUNCIL MEETING RECAP MARCH 8, 2021 - REGULAR COUNCIL MEETING Presented a Check for $1,000 from the City's HOT Fund to the Bay Area Houston Ballet & Theatre. Heard a Status Report on Winter Storm Uri from City Manager Jason Reynolds. Heard a Presentation on the City of Nassau Bay’s Crime Statistics from Police Chief Tim Cromie. Held a Public Hearing and approved the first of two readings of Ordinance No. O2021-809 regulating Garage Sales in the City of Nassau Bay. Approved Resolution R2021-2220 exempting from 2021 Ad Valorem Taxes a portion of the market value of a residence homestead as authorized by the Constitution of the State of Texas. Authorized the City Manager to execute TWDB Contract No. 2000012431 Flood Mitigation Assistance Project Grant between the Texas Water Development Board (TWDB), serving as the administrator of the Federal Emergency Management Agency’s Flood Mitigation Assistance Program, and City of Nassau Bay. Approved the first and only reading of Ordinance O2021810 amending the Fiscal Year 2020 Budget. Heard a Presentation on the Audited Financial Statements and Accompanying Documents for Fiscal Year Ending September 30, 2020 by Belt Harris Pechacek, LLLP with Acceptance of Same by Council. Directed staff to prepare the necessary documents for debt issuance notification. Heard a Presentation on the City’s street striping project and discussed general striping options for the City’s roadways.

MARCH 12, 2021 - SPECIAL COUNCIL MEETING Approved the first of two readings of an Ordinance authorizing and allowing, under the Act governing the Texas Municipal Retirement System, a reduction of the annual COLA for members (City employees) from 70% of Consumer Price Index (CPI) to 30% of CPI, effective January 1, 2022.
