ABOUT THE OFFICE OF INTERNATIONAL AFFAIRS The Office of International Affairs (OIA) supports the University’s overall mission of being locally responsive to the needs of our community while promoting globally engaged research, education, and economic development programs that address the grand challenges of our global society. OIA provides university-level leadership, innovation and coordination to equip students, faculty, staff, and the communities we serve with the global knowledge, cultural understanding, skills and experience to succeed in the new global economy. OIA collaborates with other units and our strategic partners in creation, implementation and coordination of integrative, multidisciplinary and globally focused education, research, and economic development programs. OIA serves as the “University Center for Global Engagement� for supporting global partnership linkages, promoting international programs, planning and managing global activities, assisting academic planning for global knowledge/ experience requirements, and providing logistical support for all international engagement on campus or abroad.

UNITS OF OIA OIA provides the overall leadership and coordination of NC State’s international programs and globalization strategies.

Confucius Institute

Works to increase cultural understanding and expand knowledge of Chinese language and culture.

Global Health Initiative Works to increase campus community activities related to global health and aims to enhance collaboration in research, education, and engagement at NC State.

Global Training Initiative (GTI) Provides programming and support for visiting international students and educational training for international groups.

India Program OIA’s newest addition, works to develop partnerships and collaborations with India in areas of student exchange, summer research programs, faculty research, and educational training programs.

Intensive English Program Full-time, non-credit academic English language and culture training program offered Fall, Spring, and summer semesters for international students.

North Carolina Japan Center Works to strengthen North Carolina’s ties with Japan and to provide resources for those interested in academic, cultural, or economic ties with Japan.

Office of International Services (OIS) Provides support and services for international students, faculty and staff at NC State.

Peace Corps Office Aims to recruit NC State students to serve as volunteers after graduation and also provides services for returned Peace Corps volunteers in North Carolina.

Study Abroad Office (SAO) Provides NC State students opportunities for study around the world.

OIA also supports internationalization efforts by the University of North Carolina General Administration, including UNC Exchange Program (UNCEP) and University Council on International Programs (UCIP).

OIA ADVISORY BOARDS/COMMITTEES OIA works closely with the University Standing Committee on International Programs (CIP) to develop international opportunities for faculty and students, and with the International Operations Council (IOC) to develop university-wide policies and procedures for the internationalization of the NC State campus. OIA also works with several faculty-advisory groups for input: India Advisory Group, Africa Advisory Group, Middle East and North Africa Group, Confucius Institute Advisory Committee, and Japan Center Advisory Committee.

2013 - 2014 Major Achievements China Reception Celebrates Collaborations

The China Regional Reception was held during the Fall 2013 semester in collaboration with the College of Education in an effort to celebrate and showcase NC State’s engagement in China. Approximately 120 people attended the event and were able to see poster presentations, learn about the College of Education’s partnership with China as well as NC State’s overall relationship with the country and experience cultural performances and food. International Education Week

OIA extended International Education Week to the month of November. The month featured more than 20 events from all of OIA’s units, all designed to celebrate the benefits of international education and exchange worldwide. An estimated 1540 people attended OIA events throughout the month, which included an International Coffee & Tea, Pangea Race, Study Abroad Workshops, a Global Health Seminar, citizenship ceremony and passport fair, and many other events.

2013 Packapalooza

Packapalooza was held at the beginning of the academic year in 2013 and featured an “International Zone” where all units of OIA were represented. Eight international student organizations were also present at the event, showcasing their cultures. Community organizations such as the International Festival and the Triangle Thai Association also had a presence. New features for the International Zone included three international food trucks and a Parade of Flags, where more than 100 international students carried flags down Hillsborough St. to the Belltower to represent the cultural diversity at NC State. OIA’s significant presence at this event allowed the larger NC State community to learn about international students, faculty, cultures, and community that make the university a global campus. More interactive international cultural activities will be expected at 2014 Packapalooza.

2013 - 2014 Major Achievements Develop Effective Partnerships with Institutions Overseas

OIA is committed to developing effective partnerships with institutions overseas to promote educational exchange and research collaboration. Toward this effort, we hosted 32 delegations over the past year, with a total of 138 visitors who met with faculty and university leaders, and conducted research seminars and workshop sessions. These international delegations included representatives from partner institutions in Australia, Brazil, the United Kingdom, China, Croatia, Japan, and Taiwan.

Memoranda of Understanding and Agreements

In 2013-2014, OIA advanced its strategy of strengthening engagement with a select number of strategically important partnerships while continuing to support faculty-driven and college-level internationalization efforts. We signed or renewed 20 MOU and agreements to formalize student and faculty exchange, research, education and academic training with international institutions. MOUs were signed with the University of Sao Paulo, Brazil, the University of Surrey, UK as well as TERI (The Energy Resources Institute), Thammasat University, Thailand and Reutlingen University, Germany. These signify OIA’s commitment to focusing efforts in order to expand strategic partnerships that leverage mutual strengths and facilitate opportunities for faculty to internationalize research and teaching activities.


Strengthen Ties with UGPN

OIA worked to continue strengthening ties with the University Global Partnership Network (UGPN). UGPN is an association of universities established to promote multi-lateral collaboration across 4 key areas: 1) joint research; 2) academic program development; 3) student and faculty exchanges; 4) innovation, entrepreneurship and technology transfer. The network currently includes the University of Surrey, UK, North Carolina State University, USA; and the University of Sao Paulo, Brazil. Many of these institutions already have established bilateral relations and the UGPN is designed to leverage mutual strengths in research and education to broaden collaborative endeavors. This year UGPN collaborative meetings were hosted by the University of Sao Paulo in September 2013 and the University of Surrey in February 2014.

Partnership with Stellenbosch University

The partnership with Stellenbosch University was strengthened by establishing new opportunities for student exchange and mobility. Stellenbosch University hosted the Academic Consortium 21 International Forum, which was attended by several African partner institutions (University of Ghana, Makerere University, University of Nairobi), which facilitated advancement of cooperation in East and West Africa as well as solidifying established NC State linkages with the University of Sao Paulo.

Strategic Partnerships: Focus on Nanjing Normal University

The partnership with Nanjing Normal University expanded with the launch of a new academic partnership in Mathematics graduate education. Partnership with the University of Adelaide

The partnership with the University of Adelaide advanced significantly over the past year with the launch of the student exchange program as well as continued efforts on developing joint research. There were multiple faculty and administrator visits, including a seven-member NC State delegation visiting the University of Adelaide in October 2013 to build on the interactions in agriculture, life sciences and veterinary medicine.

Global Issue Seminars: Broadening Horizons

The Global Issues Seminar Series was offered for the 5th year and consisted of six seminars throughout the 2013-2014 year, featuring panels of NC State experts speaking about global issues relevant to North Carolina. The Fall 2013 series was co-sponsored by the Global Health Initiative and featured issues such as food security, water sanitation and nutrition. The Spring 2014 series was co-sponsored by the School of Public and International Affairs. Topics for the three spring seminars align with the Great Decisions Lecture Series featured by the Foreign Policy Association. The Global Issues Seminars serve a large number of students each semester, exposing them to broad interdisciplinary issues that are relevant to the world and North Carolina.

University-Wide Student Engagement Website Launched

Major efforts to promote global high impact opportunities for students were made by the Global Training Initiative in collaboration with other departments across campus. The website aims to promote and educate students about the many high impact experiences available at NC State including programs interacting with international students, global internships, study abroad, and international research. The website is co-managed by OIA and Student Leadership & Engagement and can be viewed at studentengagement.ncsu.edu.

Intensive English Program Students Transition to Degree Programs

53 Intensive English Program students completed the program and matriculated to degree programs on campus.

International Students Enrollment

International student enrollment increased for the 9th consecutive year to a total of 3413 students, ranking NC State as 36th in the nation for international student enrollment among Doctoral institutions according to the 2013 Open Doors report.

Study Abroad Participation Increasing

The Study Abroad Office served 1,454 students, an increase of 4.9% including non-NCSU students and incoming exchange students. NC State has joined the Institute of International Education’s Generation Study Abroad initiative to double the number of American students who study abroad by the end of the decade. The initiative is also focusing on increasing the diversity of the students who study abroad, ensuring quality, and removing barriers to participation. #GenerationStudyAbroad

International Cultural Leadership Program (ICLP)

More than 814 students participated in the Global Training Initiative’s International Cultural Leadership Program (ICLP), connecting NC State students with international students to develop cross-cultural leadership and service skills.

2013 - 2014 Major Achievements Seed Grant Program

The Committee on International Programs (CIP) facilitated the Seed Grant process for the 2013-2014 year. The Internationalization Seed Grant Program aims to improve the range of international partnerships by providing strategic grants to NC State faculty and staff. Out of 25 proposals submitted this year, six were funded for a total of $28,000. Two projects from the College of Natural Resources were selected for funding. Other colleges with funded projects include the College of Veterinary Medicine, Humanities and Social Sciences, College of Textiles and the College of Design.

2014 Global Engagement Exposition Award Recipients Announced

The 4th annual Global Engagement Exposition was held in April 2014 with approximately 80 guests in attendance. 15 poster presentations were featured showcasing various NC State internationally-focused projects from undergraduate students, graduate students, faculty, staff, international scholars and award winners. The Expo highlighted the university’s global engagement and also included the presentation of the Outstanding Global Engagement Awards as well as the Jackson Rigney International Service Award. Visiting International Scholars

The number of visiting international research scholars increased significantly up to a total of 538 J-1 Research Scholars this year. OIA hosted a Visiting Scholars Reception in March 2014 for NC State visiting international scholars and their faculty hosts. Almost 100 people attended the event, which aimed to promote the idea of hosting more international scholars in the future and to provide an opportunity for networking across disciplines among the scholars and faculty across campus. The Intensive English Program provided free conversation English classes to 60 visiting scholars from over 13 different countries.

2013 - 2014 Major Achievements OIA Hosts Citizenship Ceremony & Passport Fair

The 10th Annual Passport Fair saw record attendance, with 143 people applying for new or renewing passports during the International Education Week event. A Citizenship Ceremony in partnership with U.S. Citizenship & Immigration Services was held the same day. 27 people from 16 different countries took oaths of citizenship, and were able to apply for a passport and register to vote the same day.

Confucius Institute Makes Big Impact

The Confucius Institute sponsored and led over 45 Chinese cultural programs across North Carolina, introducing over 133,000 people across North Carolina to Chinese culture. The CI worked with over 70 schools to provide support, resources and programs to Chinese language teachers, and had over 300 K-16 students compete in the 5th Annual Chinese Language Speaking and Writing Contest.

ISSERV - Service Learning Among the International Population

OIS continued to coordinate service learning opportunities for international students through the ISSERV program. This year’s ISSERV events included volunteerism at Raleigh’s International Festival, The GCF Farm, The Food Bank of Central & Eastern North Carolina, NC State’s Service Raleigh event and Stop Hunger Now. International volunteers and OIS staff participated in over 460 volunteer service hours during the 2013 - 2014 academic year.

Analysis: GTI Program Participants Contribute more than $12 million to NC State

The Global Training Initiative released an economic impact report detailing the contributions brought to NC State from students participating in programs coordinated by their office. Programs calculated in the total contribution include 3+X, Brazilian Scientific Mobility Program, GTE certificate program and SKEMA. Contributions were calculated by using tuition and student fees paid by program participants. Over the past six years, GTI participants have contributed more than 12 million dollars to the University – this does not include other expenditures that visiting students contribute to the local economy.

Japan Center hosted Art Exhibit and Artist Reception

NC Japan Center held an art exhibit from April 1 through June 13th. This exhibit showcased 21 pieces of artwork created by Ms. Junko Yamada, an artist residing in New York City. Visitors had an opportunity to enjoy the beautiful “Harie” collages depicting Japanese traditional culture and sceneries from sweet old Japan by using a variety of paper.

AWARDS AND RECOGNITION Simon Award

NC State was selected as recipient of the 2014 Senator Paul Simon Award for Comprehensive Internationalization, an honor presented by NAFSA: Association of International Educators. The nomination process was a university-wide effort with contributions, editing and input from academic units, faculty and OIA staff.

Randy Rice Service Award

Lauren Ball and Thomas Greene, of the Office of International Services, were awarded the Randy Rice Service Award at the North Carolina Housing Officers Annual Conference.

Deborah S. Moore Service Award for Outstanding Service Programs

The Global Training Initiative’s International Cultural Leadership Program (ICLP) was recognized as winner of the Deborah S. Moore Service Award for Outstanding Service Programs.

2013 Confucius Institute Individual Performance Award

Anna Lamm, Confucius Institute Director, was awarded the 2013 Confucius Institute Individual Performance Excellence Award, a worldwide honor bestowed upon only seven others out of the 440 Confucius Institutes located in 120 countries.
