What’s Up The Official Declaration
Ukraine’s Top Circle, Not Unlike The Godfather Viktor Yanukovych has been surrounding himself with “trustworthy” men over the past few months, preparing, ostensibly, for the worst with people he considers allies. They’re a group that has been dubbed name “The Family” with his two sons, Oleksandr the dentist (ironically, that’s not a name he’s been given for any criminal activity – he actually is a dentist) and Viktor Jr in the inner most circle, and Jr’s buddy and head of the central bank 36-year old Serhiy Arbuzov, along with “family” friend and recently appointed Minister of Finance 38-year old Yuriy Kolobov, in the treble area. The move to surround himself with people he can feel free to boss around makes the president’s lack of trust in his current ruling party as plain as the nose on his face, and with Ukraine’s political opposition as strong as it has been in years, a fall is predicted. When, where and how is anybody’s guess. It should be a fairly soft landing, however, what with news hitting the press of Sasha the Tooth Doctor doubling his wealth in this last year alone. An enigmatic figure who rarely, if ever, has anything to say to those in the media, he has apparently made most of his money in the last couple of years via his construction and banking group MACO Holding, which secured more government procurement contracts in 2012 than any other business according to Forbes Ukraine. Now, with an approximate net worth of $200 million, Ukrainian newspaper Focus places Yanukovych’s eldest at 76 on the list of the country’s richest men. Not a bad place to be. It does beg a little digging around, however, which one reporter attempted to do earlier this year, asking the president directly about his son’s riches. Not surprisingly, the president evaded, saying opportunity to speak directly to the up and coming Yanukovych would soon present itself, adding only, “Oleksandr is used to working a lot. The main thing I ask him is that everything is done transparently because the media is putting him under the microscope.” Good advice dad, let’s see whether it holds up.

So, it’s that time of year again – tax time! It’s a lovely, revered season for us all, as we wait patiently for the taxman to take as much as he can from our meagre earnings to then deposit in the coffers of the government for “safe-keeping”. The president too is not exempt from this special time of year, and right on cue has published his income and all taxable items for 2012. And so, according to the information found on the president’s website, Viktor Yanukovych, President of Ukraine has declared: Wait for it... Ahem... • a paltry salary of 774,877hrv • a whopping 4.062 million hryvnia on interest for those pretty kopecks sitting in the bank • a payment of 15,551hrv from sales of his 2011 bestseller Opportunity Ukraine (all original work of course) printed by Novy Svit, from which he has apparently shelled out 2.644 million in personal income tax (cough) throughout the past few years • a 1.7688-hectare land plot within the region of Kyiv on which sits • a 619.6 square metre house (with no mention of any out buildings) • a 239.4 square metre apartment in the city that includes two parking spaces (an area that totals 39.9 square metres) • securities worth 6,772hrv • maintenance of assets in 2012: 189,330hrv • the payment of 7.432 million hryvnia to children in emergency situations • part of the cost of a trip to Thessaloniki in the amount of 66,542hrv • the purchase of a Toyota Sienna (370,000hrv) for the missus • financial liabilities, excluding the cost of the properties, in the amount of 7.869 million hryvnia • a bank balance of 23.881 million hryvnia (end of 2012) There is more, these are merely the highlights. March Snowstorms Bring April Showers Ukrainians: rejoice! According to director of the Ukrainian Hydrometereological Centre, Mykola Kulbida, “A warm atmospheric front will move through Ukraine” as early as 1 April! He warned, however, that while warming will be gradual, with rain expected instead of snow showers, evening temperatures will drop to below freezing, making roads and walking surfaces very slippery. So be careful as you hop, skip and jump, for spring is surely on its way!
After Big Snow Comes Big Water While Kyiv continues to wrestle with the results of the massive snowfall that hit the country two weeks back, the warmer weather trickles in another tricky meteorological condition for residents of the city – water, and lots of it. By 1 April, we came across six news alerts for various regions of Kyiv warning of flooding in the entrances of Kharkivska, Svyatoshynska and Lukyanivska metro stations, a street not far from the Svyatoshyn market, as well as various streets in the low-lying region of Podil. Unlike the snow scandal, local authorities are aware of the impending deluge and are saying they are ready to cope, presenting, as a precursor, a map which outlines what will likely be the worst-hit areas of the city, such as Obolon, Petrivka, Holosiivsky, Dniprovsky and Desnyansky (follow this link for a visual: http://kiev.pravda.com.ua/ news/51556734e49ec/). Kyiv’s administration head, Mr Popov, is suggesting residents have a bag of only the most essential items at the ready along with a predetermined place to find refuge should flooding become critical. Our suggestion: make sure you’ve got at least a couple pair of wellies on standby, our municipal government is not giving them away for free (as weekly paper Korrespondent might have suggested) and you’re going to need them.
The Country Grapples with Effects of Another Fire A fire broke out back in the president’s old neighbourhood of Donetsk oblast on Friday 29 March, at a thermal power station in Svitlodarsk. Tragically, one person died and at least eight others are being treated for burns. President Yanukovych called upon officials in the region to provide whatever aid victims required. Apparently, four of the seven power units at the Vuhlehirska Thermal Power Plant were destroyed by the blaze, the cause of which is as of yet unclear. While water and gas has been restored to the region, Deputy Prime Minister Yuriy Boyko said there were still issues in supplying the region with heat.

This Week in History Bring It On
Miss Ukraine 2013 Ukraine has got a new Miss for 2013 – meet the lovely 21-year old Hanna Zayachkovska from Ivano-Frankivsk. Hanna is a student of iconography in the Prykarpatsky National University, and in her spare time she enjoys painting icons (she’s already painted six), writing poems, singing and swimming. The Miss Ukraine competition traditionally hosts some pretty big names when it comes to judges, and this year was no different with Paris Hilton and Jean-Claude Van Damme among our local adjudicators. In fact, the Muscles from Brussels liked Hanna so much he offered her a role in his next movie! Hanna is of course excited at the opportunity and is already dreaming of a career in show business. She’ll have to put ambitions of becoming the next Olga Kurylenko on the back burner for now though, as Miss Universe is planned for September of this year in Bali – good luck Hanna!
Information Technology Takes Over Ukraine While it might not surprise you, Ukraine takes up fourth position in the world of IT specialists, behind only the Untied States, India and Russia. This little bit of trivia comes from the annual report of the National Commission for the State Regulation of Communication and Informatisation of Ukraine and is something we here in Ukraine can be quite proud of! With around 16,000 IT specialists graduating each year from universities around the country, the majority find work in Kyiv (40%) with other major cities Kharkiv (19%), Lviv (16%), Dnipropetrovsk (7%) and Odesa (4%) taking up the slack. According to the job search portal hh.ua, more than 15,000 vacancies were registered under the heading Information/Technologies/Internet/Telecom in last year alone! With an estimated 100,000 qualified specialists required in the IT sector by 2015, Prime Minister Mykola Azarov has taken up the baton and passed it on to Minister of Education Serhiy Tabachnyk who has been told in no uncertain terms to ensure our kids are getting the proper IT educations necessary.

Ooooh, ooooh… Here’s a little gossip for you. Whether newsworthy or not, Volodymyr Klitschko has apparently popped the question to actress Hayden Panettiere, with wedding bells planned for the near future. The two had apparently split a couple years back, but picked up their hot and heavy romance back in January of this year. The 23-year old actress from Palisades, New York isn’t wearing a ring publicly yet, an insider told Us Weekly, but said a summer wedding was in the cards. Apparently, the star of the cheerleading flick Bring It On, among other teen-inspired cinematic masterpieces, is ready to start a family too, claiming she was “built” to be a mother.
The Troops Rally for Kyiv Mayor Generally, the position of mayor in any given city comes with a responsibility to look after the municipal concerns of its citizens. Here in Kyiv, we’ve had a rough go of it in the last decade and a half, what with Oleksandr Omelchenko at the reins for more than ten years and then space cadet Leonid Chernovetskiy taking over in 2006. In 2010, that position was appointed by order of Viktor Yanukovych to Oleksandr Popov, a pawn of the president, but not an entirely bad person, who, if we’re honest, has done reasonably well by the city. Now that that position is supposed to be up for election again, it’s causing a bit of a stir among political parties. The date for Kyiv’s mayoral elections has been set for 2 June. However, from what news sources around Parliament are saying, that is dependent on a ruling from the Constitutional Court. What specifically they’re waiting on is unclear. What is clear, however is that Ukraine’s United Opposition isn’t buying it. The leaders of UDAR, Batkivschyna and Svoboda all called for those who are “not indifferent to the process that is taking place in the capital” to come and join Vitaliy Klitschko, Arseniy Yatseniuk and Oleh Tiahnybok in front of Parliament on 2 April. According to various estimates, between 3 and 5 thousand supporters turned out. An announcement of the opposition’s single mayoral candidate is expected as we go to print. The Party of Regions, on the other hand, are waiting on some sort of deus ex machina in the Constitutional Court of Ukraine to intervene, hoping and praying that someone in the upper echelons of the law will just make all of this political nonsense go away. Some are even speculating that the Party of Regions are going to pull all the strings they can to have the vote in Kyiv postponed until after the presidential elections in March 2015! We wouldn’t put it past them, but then we’ve never had opposition politicians play together so nicely either. Our prediction, look out PoR – you’re in for a fight.
8 April 1847 A member of the Kyrylo-Mefodiivske Brotherhood is arrested in Kyiv. This secret political society was founded in 1845 and calls for the abolishment of serfdom, the development of the national language and culture, education of the masses and an independent Ukraine. To this aim, its members publish pamphlets and promote the poetry of Taras Shevchenko.
10 April 1864 The first professional Ukrainian theatre Ukrainian Conversation opens in Lviv. In the 60 years of its existence, the theatre enrols talented actors and directors from the region of Halychyna, making it a centre of national ideas and cultural life in western Ukraine.
7 April 1880 Leader of Ukraine’s avant-garde art movement Oleksandr Bohomazov is born. Throughout his life he writes several theoretical works exploring the interaction between the artistic object, the artist and the viewer.
8 April 1930 The film Earth, a poetic depiction of the relationship between the land, the peasant and the collectivisation process by Oleksandr Dovzhenko, premieres in Kyiv. After just one week, it is banned by the Soviet regime. It remains among the 10 best movies of all time according to the International Film Critics Symposium even today.
9 April 2003 Well-known Ukrainian journalist Oleksandr Kryvenko dies in a car accident. As the founder and editor of unique broadcast, radio and print media outlets, including Lviv newspaper PostPostup and Kyiv magazine Polityka i Kultura, Kryvenko was one of independent Ukraine’s most creative and dynamic journalists.

7 April at 12.00 Cipollino is originally an Italian story about a peppy little onion that fights the unjust treatment of his fellow vegetable townsfolk by the fruit royalty in the garden kingdom. Well-known Russian-Armenian composer Karen Khachaturyan was so inspired with the story he gave it a musical score, with choreography soon to follow thanks to Genrik Maiorov. Premiering at the National Opera in 1974, the ballet combines classic choreography with comic elements and characters who just melt your heart. American DJ Daedelus, born Alfred Darlington, is making his first visit to Kyiv this month with his own special brand of what he calls baroque electro. 18 April – 11 May Isidro Ferrer is a very popular name in Spain at the moment, his ideas and illustrations spiking all talks in art and design. As an actor in a previous life, an injury to his leg would lead to years of rehabilitation during which he discovered a real passion for drawing, illustrating and creating visual images. In 1996, he created his own studio Huesca, and has since been joining design with illustration and animation in successful combination. 18 April at 19.00 Twenty years ago, band Chaif released an album that turned the Russian rock world on its head. Deti Hor (Children of the Mountain) was the group’s sixth album, and quickly became a measuring stick by which all other albums would be compared. Celebrating the 20th anniversary of that benchmark LP, Chaif is taking the show on the road throughout the CIS – it will feature hits from Deti Hor, of course, as well as a few from their entire 19-album collection. A Musical in Memory
Every year, the youngest and most talented pianists from all over the world come to Kyiv to compete for best young pianist. You may not believe it, but children as young as 5- and 6-years old have been awarded this honour in past competitions. With little ones playing pieces of exceptional complexity, this year showcases all those born since 1999 in the category Horowitz Debut, and those born between 1998 – 2004 in the Junior Group. The grand finale and awards presentation will take place in the columned hall of the National Philharmonic, making it an evening of highbrow classical music for even the youngest performers. The world remembers Taras Shevchenko as an aged, gloomy man with a bushy moustache and big fur hat; however, this poet/ artist wasn’t always so “old”. As a once jubilant, intellectual youth with whom all of St Petersburg’s nobility wanted to associate and much of Europe wanted to know more about, the Kyiv Theatre of Opera & Ballet has created a new musical memorialising this less-than-well-known image of a great man. We Have a New Champ! AKKO INTERNATIONAL On 30 March, Global Box Promotion gathered a crowd of sports fans for Super Speed Boxing. Seven fights were scheduled on the evening, while two of them were for titles. The first titlefight between Ukrainian super lightweight boxers Volodymyr Kharabuhu and Danylo Hanyk ended with an emphatic victory by Hanyk proving him to be a worthy Universal Boxing Association (UBA) Intercontinental Champion titleholder. The second title-fight pitted Ukrainian Timur Akhundov against Polish boxer Khavazhi Khatsyhov for the vacant title of World Boxing Federation (WBF) World Featherweight Champion, with Akhundov winning on points. Emotions in the audience reached fever pitch and to calm things down a little organisers invited girl-group Armia to perform between fights. The audience was also entertained by a physical performance from Chorna Pantera Kung Fu School.

he deadline the EU set the Ukrainian government to get its act together (namely free those people from prison whose convictions are deemed politically motivated) or lose all chances of signing the association agreement is coming quick. It’s now April, and so the government has only a month to decide on the future of the whole country and all its citizens. The lack of activity on the part of those citizens is deeply disappointing, as this is after all likely to be the last chance they have at democracy and to be part of a free Europe for many years to come. However, I do, to some extent, understand their lethargy because until recently I thought there was no chance Yanukovych would do the right thing. But now I have a glimmer of hope, and I have that glimmer for two reasons. Firstly, having spoken to some people close to some very wealthy and powerful people I have learned that the signing of the association agreement is very important to the future success of their businesses. So you can rest assured that pressure is mounting on the president from that side. I also heard that there is a chance those who languish behind bars for political reasons may well be released. I am sure intense negotiations are going on with said political prisoners of the kind if-we-let-you-go-will-you-be-quiet, and one has to wonder what responses to that question are being given. After all, some
of those behind bars are not best known for their compromise and reason. If some stubborn people are digging their heels in, I would hope they have some advisors telling them to do what’s best for the country. Say what needs said, get out, get the association agreement signed, and then at least you have recourse to a higher justice. And more importantly, the Ukrainian people have a fighting chance at long lasting freedom. The alternative is bleak. If the EU removes the association agreement from the table, then the future of Ukraine looks very dark indeed. Inward investment is at an all -time low, business travel to the country is a fraction of what it used to be, and money is scarce and getting scarcer. Probably the only option left for the country would be to default, and that would be a catastrophe. So this month sees the whole nation on the cusp. On one side there is beauty and tranquillity, on the other is fire and brimstone. Indeed, until now (as optimistic as I am), I had only seen the latter as an option. But now there is a glimmer of hope, even if it is only the smallest glimmer, that the future of Ukraine is bright. So let’s all keep our fingers and toes crossed constantly throughout the whole month.
