What’s Up Just in Time Yanukovych Allocates The “Death Match” of 1942. It’s a bedtime story every Ukrainian has 33 Billion Hryvnia to Buy Votes been told a hundred times by their parents, who were in turn told by Last week, according the Interfax news agency, President Yanukovych signed a law that allows a whole lot more money to be spent on the state budget between now and the parliamentary elections set for October. The money will be spent on additional payments to local authorities, state theatres, universities, national security and defence, and formation of the judiciary. There will also be a huge wad spent on the president’s own social initiatives, including compensation for depositors of the former Soviet Sberbank, making miners work “more prestigious”, making mortgages cheaper for consumers, along with increases to the salaries of state workers. In other words, all this money will be spent on making him more popular. Why he’s bothering, no one knows, as there is no opposition to his Party of Regions at the moment, and sad to say, it cannot fail to win the next election.

‘EU-Style’ Criminal Procedure Code Adopted

Our illustrious leader has had the Verkhovna Rada adopt a new Criminal Procedure Code (CPC), and that sounds like good news. The new CPC, which replaces the Soviet-era one adopted way back in 1961, should pull the way Ukraine handles criminal proceedings into line with EU standards. From now on, the balance between prosecution powers and those of the defence should be much more balanced. Trial by jury (albeit only three members) is to be introduced and the state prosecutors office will no longer be responsible for conducting investigations. Which department will be responsible for investigations into criminal activity will depend on the type of crime committed, and generally speaking, the whole thing should be a whole lot fairer. We have to wonder, however, whether it will be.

Nuclear Reactor Shut Down After Power Failure

The second reactor at the Yuzhno-Ukrainska Nuclear Power Station in the south of the country was shut down on Monday night after its main electrical transformer failed. Now we here at What’s On are not nuclear physicists, but that doesn’t sound good to us. Even with our limited knowledge, we think a nuclear reactor needs electricity to manage safety and cooling systems. But perhaps the Emergencies Ministry knows better than us, as it said in a statement: “Radiation and fire safety levels are normal.” Well, thank heavens for that! But then it added that workers at the plant were taking steps to bring the situation under control. Now that doesn’t sound so good.

Jour Fixe

The Ukrainian President hasn’t received his official invitation to Vladimir Putin’s inauguration yet, and he’s starting to get a little hot under the collar. Planned for 7 May, we can’t help but wonder whether Putin’s playing a little cat and mouse with Yanukovych. Wouldn’t be the first time, and we’re sure it won’t be the last.

their parents. It’s about Ukrainian footballers taking on the Nazis, and winning. Last week, however, it was banned from Ukrainian cinemas, authorities claiming the film might ignite “explosive emotions”. The movie tells the story of the match on 9 August 1942, whereby Wehrmacht, a German team, is pitted against Dynamo, Kyiv’s best football club. The score at 90 minutes is 5-3 for the Ukrainians, despite warnings that they should lose to the Germans, lest they lose something far greater. Old wives’ tales passed down through the generations would have you believe that the entire team were executed by the Nazis after the match. Historians say, however, there is no evidence to suggest this to be the case. The real story involves nine of the players being arrested a week after their win, with one dying in custody and three being shot in a concentration camp in Kyiv about six months later, according to one historian. Distributers of the film wanted it to premiere on 3 May. Authorities, however, have said it promotes “ethnic strife”, and have taken a period of 25 days to further analyse the film to come back with their final decision. Yaroslav Pidhora-Gvyazdovskiy, one of the members of the expert commission, has voted in favour of banning it. “Most of the characters who collaborate with the Nazis speak Ukrainian while the admirable characters in it speak Russian and fearlessly oppose the invaders,” he said. While the movie’s producer, Dmitry Kulikov, says there is nothing antiUkrainian about the movie, others fear that the movie may promote anti-German feelings ahead of the EURO 2012 Football Championships. On the one hand, the flick could be just the thing to get the Ukrainian team and their fans adequately inspired to win the whole she-bang. There is a piece in the film that has the actor playing team captain, Nikolai Ranevich, saying, “Some things are worth dying for,” his eyes then filling with tears. On the other hand, Ukrainians aren’t always known for their diplomacy when it comes to football. And that is a fair point to mull over, considering there is a darn good chunk of Europe headed our way come summertime.

Mafiosi Rule

It is hardly possible to find an administrative body in Ukraine that is not corrupt, especially since 90% of all violations are made by top authoritative representatives, says Nasha Ukraina deputy, Hennadiy Moskal. To make matters worse, as if by little surprise, the whole system is run not unlike the Italian Mafiosi: “Organised crime is far easier to get away with nowadays than during Kuchma’s or Yuschenko’s presidency. There are oblasts that are completely controlled by the Mafiosi,” revealed Moskal, during a recent press conference on corruption. There is a major crime boss in Sumy, for example, who allegedly goes by the name Lera. Working through the governor, the mayor, as well as the heads of district administration, he gets whatever he wants done, unafraid to do what he must should anyone defy him. But he is not the only powerful man in Ukraine: consigliores can be found in Mykolaiv and Zaporizhya as well. It’s scary to say the least. But then, what do you expect when the Don is the one ruling the country.

This Week in History New/Old Problems for the Euro

An Easter Gift

Our dear President has decided to share some of his lovely money with the poor, the idea coming to him while praying over the Easter holiday no doubt. At least, that’s what we assume, as his noble announcement came not long after the celebratory Sunday service at Kyiv-Pechersk Lavra. From where is this money coming, we hear you ask. Well, according to his tax declaration from 2011, he made an astounding 16.4 million hryvnia from the publication of his book. Book? What book, we hear you counter. If you’ll all recall, Mr Yanukovych ‘wrote’ a book last year called, Opportunity Ukraine. We use the quotations here, because if you’ll also recall, Viktor Yanukovych, the president of Ukraine, was found to ‘borrow’ text from various pieces of work, claiming them as his own. Willing to hand over his hard-earned cash to “the poor and sick, and of course to the kids”, he truly is a martyr the likes of which this country rarely sees.

Flower Power

The Pechersk Lavra Park is a place where citizens and guests of the city can enjoy a walk through the lush green gardens, as well as the annual show of flowers, taking place each and every year. It opens this season on 28 April, with an exhibition of tulips. Make sure you get down to check out the sweet-smelling masterpieces when you can.

Yet again, problems and controversy arise surrounding the EURO 2012 football tournament (co-hosted by Ukraine and Poland from 8 June – 1 July). This time, hooliganism and racism are being denounced by Theo van Seggelen, secretary general at FIFpro, who has openly expressed his fears concerning the safety of footballers and visiting fans alike. Along with sky-rocketing hotel prices, and poor stadium choices (such as the popular Holland vs Germany being played at the mere 38,633-capacity Kharkiv stadium), Ukraine seems to be rather unprepared for the biggest sporting event in its history. What’s more, these issues seem to be treated much like a hot potato here in Ukraine, with Yanukovych assuring UEFA president Michel Platini that he will “investigate” these issues.

Leader of the Ukrainian Cossacks, Severyn Nalyvaiko, is executed. Supporters of Nalyvaiko hand him over to the Poles in exchange for their own lives. He is brought to Warsaw in a cage and publicly quartered. There are also versions about him being crowned with a white-hot iron crown or boiled alive in a copper cauldron.

The Black Sea Cossack Host is renamed Kuban Cossack Host after migrating to the Kuban River. The Host also merges with the Caucasus Line Cossack Host, which consists of migrated Don Cossack elements. They are known for systemic infiltrations into the mountainous regions of the Northern Caucasus, as well as taking part in the Russian conquest of that area.

The Annihilation Along Andriivskiy

Road works along Andriivskiy Uzviz have been ongoing for months now. What people thought was your average upgrade of infrastructure and drainage systems, has actually turned out to be much more. Ukraine’s richest man, Rinat Ahmetov, had his eyes set on a “glitzy business centre”. And while he hadn’t intended to take down one 19th century building, and another built 40 years ago in mock 19th-century style, that’s exactly what’s happened. Posts about their demolition went viral last Wednesday on Facebook, with hundreds of protesters showing up that very same night to tell the steel tycoon, worth $16 billion according to Forbes, that his glitz and glam were not wanted. Accusing him of “spitting on the soul” of the capital, protesters came up with even more audacious chants, such as “(Put) Akhmetov down a mine shaft!” and “Get Akhmetov out of town!”. What they didn’t realise, was that the business centre was supposed to be built behind these old edifices, not in place of them. A problem he apparently intends to remedy immediately. Unfortunately, the whole fiasco couldn’t come at a worse time. Traders who typically line the street from sun up to sun down would normally be preparing for the big tourist season ahead, not to mention the EURO, which will be here in little less than a month and a half. With the road and the area reduced to little more than a sea of bricks, mud, sand and machinery, all they can do is wait it out, hoping and praying that the site will be cleaned up and ready to go by target day, 27 May.

Vasyl Virastyuk, the World’s Strongest Man, is born in Ivano-Frankivsk. He competes in the finals of this contest in 2003 and 2004, winning 1st and 3rd prize respectively. Vasyl becomes the first athlete in the history of strongman to win both a World’s Strongest Man title and an IFSA Strongman World title.

The Chornobyl disaster rocks Ukraine. An explosion releases large quantities of radioactive contamination into the atmosphere, which then spreads over Europe and Western USSR. While over 500,000 emergency officials do their best to try and avert the outcomes of the explosion, it is classified as a Level 7 on the International Nuclear Event Scale.

20 April 2000

The Tactical Operational Missile Complex, Tochka, hits a 9-storey house in Brovary, Kyiv oblast. Seven floors of the house are destroyed, three people die and five are injured. Four days later, the reason of the missile’s fall is explained as a crack in the gas-generator.

Ukraine Today

The Ugly Side of Ukraine There is an expression in Russian that translates as “beat means love”. That is, if a man beats a woman it means he loves her (make this comment to almost any Ukrainian woman and she will giggle coyly). 20 years on from independence, the CIS countries are connected by a cancer that affects them all. That is, violence against women.

ridiculous number of women are murdered at the hands of their spouse every year in Ukraine, and very little is done about it. Recent YouTube videos and the tragic case of Oksana Makar have brought the matter to international attention. We look into why this problem exists and why, for now, it just won’t go away.

When Men Attack Women

A recent YouTube video shows an 18th birthday party, somewhere in Ukraine, in which a fight breaks out. In the fracas, the men start indiscriminately and brutally beating up the young ladies. They do so in a way which implies it was not the first time they had hit a lady. Another video, and one which is almost impossible to watch, shows rape victim Oksana Makar’s mother filming her daughter. Oksana lies stricken in a hospital bed, while her mother is coaxing her to wave the stump that was her right arm to the camera. The girl is clearly suffering, yet her mother will not relent in getting her to repeat, “I’ll live while I’m alive.” Sadly, Oksana died on 29 March. As

she died unmarried, she was buried in a wedding dress, in accordance with local tradition. Worryingly, these episodes seem to mark the escalation of a problem that has dogged Ukraine and former CIS countries for years. Amnesty International reports 14,000 women a year dying from domestic violence in Russia, and a reported 63.3% of Lithuanian women have been victims of male physical or sexual violence or threats. In the Makar case, things were taken to a horrifying new extreme. The 18-year-old was raped, strangled, set on fire and left for dead at a construction site. She spent 10 hours calling for help, while her body slowly burned.

Bigwig Crimes

In July of last year, Roman Landik, the 37-year-old son of a national parliamentary figure and himself a prominent personage, was caught on CCTV forcefully punching a girl, Maria Korshunov, grabbing her by the throat and dragging her across the floor by her hair. The argument began when

the (recently married) Landik tried to flirt with Korshunov, who refused his advances and the drink he attempted to force on her. Landik’s response was to rain down blows in a sustained assault lasting several minutes. Given that this happened in a busy restaurant, you’d be forgiven for thinking that someone would have intervened. While Maria’s friend called police, other diners looked on with a mixture of passivity and some irritation at having their dinner disturbed. The waitress, meanwhile, deposited the bill on Korshunov’s table and waltzed off. The beaten girl spent several days in the neurological department of the local Luhansk hospital, suffering from concussion, bruises and a nervous breakdown. Landik probably thought that was the end of that, and it may well have been. But the upload of the video onto YouTube provoked a storm of protest and a warrant was issued for his arrest. He initially fled to Russia, and before being sent back gave a series of statements indicating that he was the real victim, and that Korshunov and he would be friends in future. What Landik did do was pay ‘future friend’ Korshunov an undisclosed sum, which was taken into account when the court handed down a three-year suspended sentence. It’s highly unlikely he will ever see the inside of a cell for this, and yet some have claimed the fact that he was sentenced at all is progress for Ukraine. Independent lawyer Natalya Petrova stated, “Speaking as a lawyer, it is clear there is a beating, there is a crime. But she (the victim) agreed to a sum of compensation... If she had not taken money, the decision would have been different.” It’s questionable then, whether such a sum can really be referred to as ‘compensation’, in the true sense. Compensation is, in developed legal systems, paid to victims after there has been a conviction. Paying victims to effectively keep quiet can be called either a ‘bung’ or ‘payoff’. It also sends a rather dangerous message to society – that the rich can beat up whom they please, as long as they get their chequebook out when they’re done.

The CIS Disease

Some have been keen to champion the Makar case, and the charges brought, as an evolution of the Ukrainian justice system. The Scotsman newspaper even published a piece entitled Ukraine’s Justice System Slowly Moves into post-Soviet era. This, however, seems to smack somewhat of distance-reporting. After all, the first response was a ‘business as usual’, release the ones with connections. And now, even if (and hopefully so) these three sadists are convicted of murder and sentenced to lengthy (hopefully permanent) prison sentences, it can only be judged as Ukrainian-justice-when-the-world-is-watching. Left to its own devices, you still get the idea that the first check the Ukrainian police do in such cases is for political connections of perpetrators.

Nadja came about in 2002 as a solo project of multi-instrumentalist Aidan Baker. In the early days, it was mostly Aidan himself, working away on his Kramer. Then in 2005, he was joined by Leah Buckareff, and the two fused to combine electronics and atmospheric vocals with languid powerful riffs and funeral percussion, creating a slow-moving wave of music. The first Nadja album was released that year, Truth Becomes Death, and since then they have gone on to release several more albums and remixes, as well as touring internationally. This opera in Italian is one of Giacomo Puccini’s most well-known works. He wasn’t able to finish it before his death in 1924, and so composer and pianist Franco Alfano took up the torch and completed it two years later. In Persian, Turandot means ‘the daughter of Turan’, which is where the story is based. It tells the story of unlucky Prince Calaf who falls head over heels in love with the cold selfassuming Princess Turandot. She sends him on a wild goose chase of deeds needing done. Will that do the trick? Or is she just using him for her own entertainment? For tickets and more information call 279-1169.

One year ago, American band Red released their third album, Until We Have Faces. Taking the show on the road, they have come a long way from the garage band they were of 2006, and have since shared stages with great groups Flyleaf, Sevendust, Otep, Saliva and Papa Roach. Better a Small Fish Than an Empty Dish There was a time, not that long ago, when nobody really knew what the term PR meant, or that there was an actual person who occupied such a position. Fast-forward to today when everybody and their little Scottish Terrier dressed in plaid with pig tails has got one. Responsible for publicising the vast number and scope of activities his or her VIP boss has been invited to, a Personal Relations officer worth his or her salt will make the press release interesting not only to the reader but also the starry superior who has hired him or her. Unfortunately, many PR people believe that absolutely every detail of their wards’ lives deserves the front page. It’s one of the reasons the average journalist, such as myself, is bombarded with these useless and often silly bits of information on an almost hourly basis.

his just out – read all about it! Vera Brezhneva buys an orange juice! Relaying only the ‘juiciest’ bits of news about our local celebs, this is the kind of stuff that clogs up our inboxes. Having had quite enough, we opted not to miss out on the opportunity to highlight some of the incredibly ‘newsworthy’ items we’ve received recently, because, as the say goes, better a small fish than an empty dish!

Hot Shots with Yulia

Keeping track of some of the news flashes we’ve received for a few months now, let’s go back to a letter sent just after the New Year, with the subject line: Scandalous Singer Yulia Bardash Does Pirouettes in Courchevel. Beginning with the most titillating bits, Ms Bardash’s PR manager highlights the singer’s “outstanding breasts”, as quoted by the Ukrainian paparazzi, and continues on with news that her New Year was spent on the hills with a ski instructor. Training quite seriously, emphasis was placed on her reaching 44km/h as a personal record. More thrilled about the wonders of modern technology that allowed her to track the speed, as opposed to the actual speed itself, her comment was, and we quote, “Fantastic!” The brief continues with more personal remarks from Yulia herself, which reads: “We stayed up on the hill quite late that day. When the time came to head down, it was already getting dark. Note we were at a restaurant found on one of the highest peaks of Courchevel, so a glass of hot wine was just the thing needed to boost our confidence. We skied down at dusk on the Red Route, which was a bit extreme. But I wasn’t scared.” Something I can only attribute to that shot of liquid courage consumed at the top. In addition to her cool winter getaway, Bardash was recently in Monte Carlo where she ran into Cathy Guetta, wife of famous DJ, David Guetta. Chatting just long enough to be caught on camera, Yulia boasted that she was there to meet up with a European producer who wanted the Muscovite to appear in a new musical project. Months have gone by, but there is still no news about a new European musical project featuring the dear girl. So what was she really doing in Monte Carlo? Getting caught on camera with wives of famous DJs is all we can come up with. We don’t want to bombard you with Bardash, so will throw you one last crumb and move on. This past Valentine’s Day, with the conditions cooling to an unsightly -35 degrees, the singer

opted to write the temperature on her chest. Why she did this, and then opted to send it to us, along with God knows how many more people, we’ll never know. Perhaps she was looking to heat us up a little.

Eyecatching Headlines

Brevity is the soul of wit, they say, and it would be my guess that this is the motto of many a PR specialist, as oh how they love to send us letters with short but tasty morsels about their employers. A few months back, I received an interesting email: “Pavlo Zibrov celebrates Christmas at his villa in the Emirates! National Artist of Ukraine, together with his family travelled to Dubai, where he met Ani Lorak, bought some clothes, tanned, and recharged his creative batteries.” That was basically it. His PR director had managed to throw together an entire month of the man’s life into two completely useless sentences. Reading it did not make me want to publish it. It made me want to go to his villa in Dubai and have a couple cocktails with Ani Lorak myself. “Bilyk receives SMS from Van Damme, and writes a song” is the title of another letter we received recently. Upon opening it, I scanned it and tried as fast as possible to get to the part that made claims about Iryna Bilyk and JeanClaude Van Damme. The first half of the communication spoke about the Ukrainian pop diva’s collaboration with Olha Horbacheva,

and how they co-wrote a new song. Boring! was what first jumped into my head. Finally I got to the interesting part, the part with the SMS. As it turns out, Ira and Olya met Van Damme at a private party held at one of the many VIP country clubs in town a couple of years ago. Horbacheva came up with the idea to shoot a video for the nonexistent song, something the club-owner passed onto Jean-Claude. I can’t help but wonder what his true reaction was. According to Olha, however, they started exchanging SMSs. Apparently, the Belgian martial artist wrote a very personal message addressed to Iryna Bilyk, which provided just the inspiration she needed to write a new song. Amazing, n’est pas? Of course, Horbacheva didn’t tell anyone what was written in that message, and

the letter ends with: “This is how the Hollywood action hero inspired two Ukrainian beauties twice!” Can you imagine? He did it twice! Good man! But I still can’t help but wonder whether Jean-Claude Van Damme has any idea who these two beauties even are. Another Ukrainian star, Max Barskih, continues the fun with the catch line: “fooling around and joking with Britney Spears”, a new video project called the Max Barskih Show. The subject line screams of a story linking Max with Britney and their musical collaboration. Having done a little research, however, the ‘show’ is just a series of videos on YouTube, demonstrating little more than stupid pranks teenagers seem intent on fulfilling to amuse their

friends. Hardly the story his PR guy had made it out to be. And then a quick one from Delice, a band that doesn’t seem to own any proper clothing. This letter made claims about the two girls gaining fans not with their naked bodies or their vulgar lyrics, but with something else. I’m not here to judge, however, the something else was not mentioned. That said, I’ll get you take a look at the pictures, and leave all the judging up to you.

Keep Your Friends Close, And Your PR Manager Closer

The next little bit of spice comes from girls band Armiya, who were recently caught on film helping deliver a foal. What??? Why? Were they so worried about their current profession that they felt the need to branch out? The brief didn’t say. It also didn’t say that animal welfare activists had a field day with the whole ordeal – that we learned on our own. It wasn’t long before we received another brief, however, about the girls and their decision to cease involvement in animal husbandry and diversify with the culinary arts. Becoming ‘chefs’ at a local factory, the male workers were, of course, all for the arrival of a few new colleagues. And yet, a blaring question emerged: what’s happened to the music? Since they started out four years ago, the girls have produced only one album and a heck of a lot of buzz about nothing to do with music at all. I mean, was that the goal all along? Shocking news! Singer Lyana Novak nearly fell off a bridge into the river! Yes it’s true! In an accident with her Bentley not long ago, all passengers in the car escaped with only minor injuries. The car on the other hand wasn’t so lucky. This was the super-useless information I read in a letter sent to me just recently. My advice to the singer would be that next time she call the emergency line as opposed to her PR manager. Promotion may be important, but not when your life hangs by a thread. We will give you this, the image of a star is very

important. But does that also necessarily mean that the num-

ber of centimetres you recently had cut at the salon is equally important? Apparently so! In one of the many letters we have received about Ukrainian TV presenter and DJ, Blonde Girl, it is stated, “The changes occurred on the eve of her birthday... Today Blond Girl appeared with a nice short haircut! For her new style, she had to sacrifice 30cm!” Blond Girl is even quoted on her Facebook page saying, “I woke up this morning in a good mood and decided on a new hairstyle! Of course, I’m not going to change the colour of my hair – that’s too sacred, but I really like the style.” This letter blew my mind. After reading it, all that I could think of to say was please, Blond Girl, don’t forget to tell us the next time you head off to the salon. In the case that you do decide to change your hair colour, perhaps a celebration in honour might be due. One of the last quality stories I’d like to share with you today comes from twins Sheker and Shirin of the 2Sunny band. Hoping to promote the type of tea they prefer, the two arranged a tea party at their house. Seems logical. Apart from the two of them, however, no one showed up. No matter, ‘news’ of the tea party (one of the most important achievements of the band to date) leaked out, and now appears in the pages of What’s On. I guess it just goes to show that all of this useless information does come in handy at some point.

YA GALLERY The French Spring in Kyiv continues! On 11 April, another stage of the festival was opened in the city, where an exhibition of paintings by Ukrainian and French artists was revealed. The theme was Living Figures, and gathered many an individual interested in the French culture and its implementation in art. Conceptual or figurative art can’t be called an overly popular genre here in Ukraine. Perhaps, however, it was the exclusivity of this style that so attracted residents this evening.
