New Visa Rules: Confused? You will be!

O

n 1 June, 2011, the Cabinet of Ministers of Ukraine issued new laws regarding visas. They came into effect on September 10 this year. As far as we could see, the authorities were still trying to work out the details only days before it came into effect, so it seemed pointless writing about it. Since then, not much has changed, and most expats requiring visas remain in differing stages of confusion. Rest assured, we at What’s On, even after extensive investigation, are at a highly advanced stage of confusions, but we’ll tell you what we know, and hope it helps. The new law introduces major changes in the Ukrainian visa rules and broadens the list of foreigners entitled to obtain Temporary Residency Permits. It aims to standardise visa and temporary residence rules and to bring them into line with European Union practices. Whether it has made it easier is a question for later, but early signs are good, because the number of visa types has been cut significantly to only three. Those three are as follows: Type B: Transit visa (up to 5 days) Type C: Short-term visa (up to 90 days within 180) granted for a period from six months Type D: Long-term (over 90 days) There is still no requirement for visas for citizens of some countries (including EU states, USA, Canada and Japan) for stays of up to 90 days in any 180. This means you can come for 90 days in one trip and then remain outside the country for 90 days, or you can make multiple shorter trips to Ukraine totalling no more than 90 days in a 180 day period starting with the date of your first entry. Short-term visas will be issued for various purposes including tourism, business or religious trips. But of most interest will be long-term visas for stays of over 90 days, granted for a period of up to three years. Longterm visas will be issued for the purpose of entry for employment. Visas are issued by Ukrainian embassies and consulates abroad. There is no way to obtain a visa in Ukraine or at the border. The new long term visas are single-entry and are valid for 45 days (the validity dates deter-

mine when you can enter the country, not how long you can stay). This new type of visa replaces all previously existing visa types that allowed stays in Ukraine for more than 90 days. We are ominously warned that processing times vary, and have heard rumours of lengthy delays. During the 45 day validity period, you need to apply for a temporary residence permit at your local immigration office (usually referred to by its old acronym, OVIR). The temporary residence permit gives you full legal status in Ukraine and lets you freely travel in and out of Ukraine for as long as it is valid. You will not need to apply for a new visa if you leave Ukraine and you will not need to re-register with OVIR during the permit’s validity period. The situation with regards to family members of residency permit holders is less clear. To apply for a residence permit once in Ukraine, you will need a letter from the inviting party verified by the respective state body (you also need this to apply for a long term visa). If someone is applying on your behalf, you need to provide them with a letter of permission along with a power of attorney. The new visa rules are not retroactive and all previously-issued visas, extensions of stay, and temporary residency permits will be still valid until their expiration date. In the past, some travellers have used multiple-entry Ukrainian business or private stay visas to reside in Ukraine, getting extensions of stay (or “registering”) to remain in Ukraine for more than 90 days. Extensions of stay may still be possible under limited conditions. However, there is no guarantee they will be granted or that holders of “old” visas will be re-admitted to Ukraine if they have already been in the country for more than 90 days out of the preceding 180. If Ukrainian immigration authorities decide that you cannot extend your stay in Ukraine or that you cannot re-enter the country after a trip outside the country, embassies likely won’t be able to help you. You will have no choice but to apply for a new long stay visa abroad. Finally, foreigners who have been married to a Ukrainian for more than two years are eligible for permanent residency in Ukraine, and you’ll need to contact your local OVIR office or your nearest Ukrainian embassy or consulate abroad for more information.

Kyiv Culture “Kyiv is one huge theatre and all the people are its actors.” This is the famous quote I had in my head as I walked around some of the oldest theatres in town late one afternoon just last week. The weather was beautiful. The scenery, stunning. The information, very interesting!

ave you ever been to Ukrainskiy Dim on European Square? Certainly you have! But I’m willing to bet you didn’t know that back in the 19th century it was the first theatre in all of Kyiv. Made of wood, it contained benches that could seat 400 and featured 3D plays in Polish! The building was horribly drafty, and rain would often drip onto the heads of spectators, but everyone loved it for the earthy experience!

First Act For those of us who know what exists there now, this is an incredible morsel of history. But there are theatrical finds in this city that go back even further. In the 17th and 18th centuries, students of the Mohyla Academy staged their own plays, amazing people with their creativity. One such play startled spectators with a ladder hanging from the heavens and angels hovering above a hole in which a huge serpent breathed fiery smoke. A boat floating upon a sea with thunder ringing from all directions also made it into this play, Freedom of Drama, about which local papers wrote great reviews. How did the actors and stagehands make it all look so real? It will remain a secret of the set-master for centuries to come. Back to the tour.

Did you know that the modern Ukraina movie theatre on Horodetskoho was once a horse circus, concert-hall and theatre all in one? The owner of the plot, a man by the name of Krutikov, hired a very talented architect by the name of Bratman to build the 2,500 capacity complex back in the 19th century. Interestingly, the building beside the theatre/circus/concerthall, now the Kyiv Conservatory, was once a well-known, luxurious hotel called the Continental. When the famous Russian bass Fyodor Shaliapin came to Kyiv, he would stay at the Continental and give concerts at the theatre nearby. With the street full of enthusiastic citizens, all wanting a piece of him, Shaliapin would often have to walk across the roof in order to make it to his own concert in time! Horodetskoho is still considered one of Kyiv’s most exuberant streets even today. Full of restaurants and shops selling all manner of luxury goods, in the 19th century it was known as Little Nice. One of the reasons has to do with a flower shop called Flora of Nice not far from Krutikov’s theatre. Welloff citizens of the capital would frequent the flower shop in which flowers were flown in directly from France. Bouquets were bought and presented to renowned stars, such as Sara Bernhardt or Maria Zankovetska, touring the country.

Second Act Continuing our tour, the next stop is Ivan Franko Theatre. It’s hard to believe but the square on which the theatre sits used to be a lake with walking paths around the large body of water. Various Kyivites would dress up in costume as their favourite heroes and create their own pantomimes while the rest of the city watched on attentively. Short write-ups would

Rookies of the Industry “Growing like mushrooms after the rain” is a saying we use in Ukraine that pertains to anything growing in size at astronomical rates. Here in Kyiv specifically, this can be said about our show biz. Because from music to fashion to art we’ve got an inordinate amount of new faces appearing each and every day.

here are, of course, the top reality/talent shows which mass produce the country’s latest stars; soliciting resumes, interviews and auditions in the hope they might be able to make a buck. But there are also a few individuals out there who continue to climb the slippery ladder of stardom with little help from the industry. Including both in the mix, watch out! They may just be the next big thing!

STAS SHURINS – Serene Singer Stas Shurins is of Latvian decent and is the perfect example of a hardworking man. Taking part in dozens of contests and competitions, and winning a number of awards in the process, he was never what you would call “a star”. What he needed was a push, an impetus, something or someone who had the ability to make an artist out of a young man with a good voice. Taking part in the Ukrainian Fabryka Zirok 3 in 2009, he left his home country in search of a better life. Not only making it to the finals but winning the whole shebang, two years later Stas has improved his singing and his performance as well, and is quickly becoming an idol for young Ukrainian music lovers. At the tender age of 23, Stas Shurins might just be our country’s next big heartthrob!

KAZAKY – Dancing Boys in Heels Last year, some were shocked, some were amazed and some just didn’t understand the four rather good-looking dudes dressed up in heels and singing their hearts out. Getting together to create something the country, and quite possibly the world, had never seen before, they have been a mainstay in a number of clubs around the globe. With big backgrounds in dance, none of them had ever been trained vocally which meant they’ve had their work cut out for them. But featuring their moves as opposed to their music, they seem to have got by; especially since they’ve included another aspect into their gig blowing audiences away in the process. Adorning themselves in little more than skin-tight leggings, crop tops and the most stylish of all, high heels, they’ve been busy in the studio, in front of video cameras and have since found they’ve got a whole whack of fans. Winning Breakthrough of the Year at the MyWay Dance Awards in 2010, they have achieved so much more than anything they could have ever imagined.

Belly-dancer, choreographer, festival and performance organiser, this girl has got a whole lot going for her, which includes a heck of a lot more than just her mid-section. Appearing on the first season of Ukraine’s Got Talent just two years ago, and astonishing everyone with what she could do with her belly, Kushnir lost out in the final rounds, but found that everyone soon wanted a piece of her. Winning awards for her hip-hitting talents the world over, the St Petersburg Open Championship and the World Championship in Moscow are but two. She’s also gone on to win bronze from the Lebanese television project Hezzi Ya Nawaim in 2008, and was a true hit at the Oriental Bazaar Eastern Dance Festival in Berlin. With her own studio and her own TV programme, Eastern Dances with Alla Kushnir, right here in Kyiv, she is at the top of the guest list among many exclusive parties. And we think we know why!

With songs that do tend to have a slightly melancholic undertone, it’s interesting how these two modest chaps from Manchester can keep their audiences jamming for hours at a time. MYKHAILIVSKA PLOSCHA On 24 September, the women of Kyiv gathered for the 7th Annual Charity Walk aimed at raising awareness of breast cancer research in Ukraine. Beginning with a walk in the city centre, which gathered more than a thousand people, a concert of Ukrainian stars was held on Mykhailivska Square where pink was absolutely everywhere! One of the problems concerning this illness is that women themselves are not taking the necessary precautions needed to ensure prevention and early detection, and as a result, an incredible 8,000 die each year. Hoping to ensure all future diagnoses have a positive result, all funds raised will go to our young doctors in search of a cure.

KYIV SEA The fifth season of the Wind Master Regatta ended on 18 September with one final race and award ceremony. Shortly after the battle revealing the fastest boat and the best team, an awards ceremony was held for both youngsters as well as the more mature and wise old Wind Masters. Competing in the Starry Division, the most prestigious in the entire country, it was Vasyliy Gureev and Volodymyr Korotkov that won the cup. Taking the opportunity to sit and relax, everyone enjoyed the comfortable atmosphere of the Kyiv Sea once the official ceremonies came to a close.

This is indeed troublesome: the respectability of the agency reflects on the respectability of the user. Or does it? n a recent evening excursion to Feofania Park, I stepped onto a busy marshrutka and found a little space to stand, among numerous others. Having done this a few times now, it seemed perfectly normal that my arm-pit should be in some lady’s face. More people got on. Then a couple with a pram (‘buggy’ to the uneducated) made their way in. After yet more arrivals, no-one could breathe without affecting three others. Finally the bus took off. Money came through and I nudged the lady in front of me, holding out the fare. She looked down at it for a few seconds but did nothing. I nudged her again and waved it around a little, to help her with her decision-making. Finally, after what must have been about ten seconds, she took the money with a heavy sigh. As the bus approached a stop, the lady seated by the window got up, causing a small panic among the standers. The lady seated next to her got up and heaved her way into my ribs. The bus was stopping, and the window woman needed to get past a solid wall of people. Everyone jostled, like a net full of

fish, wriggling around with nowhere to go. Someone even pushed her forward. The bus pulled in and the pram couple backed out of the opening door to let her through. The window woman said something and stayed near the exit, apparently wanting the next stop. Everyone groaned and the pram couple hopped back in. A tall young lad got on. He was wearing a stylish grey hat, grey jacket, skin-tight jeans and trainers (‘sneakers’ to the uneducated). He had to stand on the raised front near the driver, and immediately knocked his hat off on the handrail. He looked embarrassed (not a good look when you’re wearing an outfit like that), and slumped to reduce his height. It didn’t work, and moments later he did it again. He then leant into the driver, who wondered why a man with a hat was taking such a keen interest. Slowly, the bus emptied. Everyone began to breathe. More money came down from the rear, and when the change came back, I passed it behind me without looking. Nobody took it. When I looked behind, I realised there was nobody there. There was only one guy at the back with one of those awful shiny suits. I offered it to him. He looked at the money for a moment or two, furrowed his brow slightly, gave two long blinks, took it and put it in his pocket, with an almost imperceptible shrug of the shoulders. It clearly wasn’t his, but he’d been offered it. A to B is always eventful in Ukraine.
