A PUBLICATION OF ARMENIAN DEMOCRATIC LIBERAL PARTY, WESTERN DISTRICT COMMITTEE OF THE UNITED STATES

Obama says 'yes we did' in farewell address

Chicago (AFP) - President Barack Obama addressed America and the world for the final time as president Tuesday, in a speech that was both a tearful goodbye and a call to arms. Capping his eight years in the White House, Obama returned to his adoptive hometown of Chicago to recast his "yes we can" campaign credo as "yes we did." Listing landmarks of his presidency -from the Iran nuclear deal to reforming healthcare -- much of the speech was dedicated to lifting up supporters shaken by Donald Trump's shock election. Obama called on them to pick up the torch, fight for democracy and forge a new "social compact". "For all our outward differences, we are all in this together," he said warning that partisanship, racism, and inequality all threatened democracy. "We rise or fall as one. All of us, regardless of party, should throw ourselves into the task of rebuilding our democratic institutions."

OSCE Minsk Group co-chairs issue belated statement on Azerbaijan sabotage attempt against Armenia The Co-Chairs of the OSCE Minsk Group (Ambassadors Igor Popov of the Russian Federation, Stephane Visconti of France, and Richard Hoagland of the United States), on Monday released the following belated statement in connection with the sabotage attempt by Azerbaijan, on December 29, 2016: “Baku and Yerevan continue to accuse each other of a December 29, 2016 attempted incursion on the Armenian-Azerbaijani border resulting in casualties. Armenian Armed Forces are still holding the body of an Azerbaijan serviceman killed in the fighting. “Violations of the ceasefire are unacceptable and are contrary to the acknowledged commitments of the Parties, who bear full responsibility, not to use force. The Co-Chairs urge the leaders of Armenia and Azerbaijan to strictly observe the agreements reached during summits in Vienna and St. Petersburg in 2016, including obligations to finalize in the shortest possible time an OSCE investigative mechanism. The Co-Chairs also urge the return, without delay, of human remains, in accord with the agreements of the Astrakhan Summit of 2010, bearing in mind the exclusively humanitarian nature of this issue. We call upon the Parties to cease mutual accusations and undertake all necessary measures to stabilize the situation on the ground. “The Co-Chairs extend their condolences to the families of the fallen soldiers and to all Armenians and Azerbaijanis for whom hopes for the New Year have been darkened with the grief of senseless loss.” On early morning December 29, 2016, the Azerbaijani troops launched a diversionary infiltration attempt toward the Armenian military positions located southeast of Chinari village of Tavush Province of Armenia. The Armenian armed forces entered into a battle with the adversary, but suffered three casualties: Senior Lieutenant Shavarsh Melikyan, and Privates Edgar Narayan and Erik Abovyan. The Azerbaijani troops were driven back, having suffered numerous injuries and at least seven casualties—including one in the Armenian military positions. Armenia News - NEWS.am

“We’ve been hacking elections for more than Erdo!an expects improvement of relations with Washington a century” Outrage is shaking Washington as members of Congress compete to demonize Russia for its alleged interference in America’s recent presidential election. “Any foreign intervention in our elections is entirely unacceptable,” Speaker of the House Paul Ryan has asserted. Russian actions, according to other legislators, are “attacks on our very fundamentals of democracy” that “should alarm every American” because they “cut to the heart of our free society.” This burst of righteous indignation would be easier to swallow if the United States had not itself made a chronic habit of interfering in foreign elections. Over a period of more than a century, American leaders have used a variety of tools to influence voters in other countries. We have chosen candidates, advised them, financed their parties, designed their campaigns, bribed media outlets to support them, and intimidated or smeared their rivals. One of our first operations to shape the outcome of a foreign election came in Cuba. After the United States helped Cuban rebels overthrow Spanish rule in 1898, we organized a presidential election, recruited a proAmerican candidate, and forbade others to run against him. Two years later, after the United States annexed Hawaii, we established an electoral system that denied suffrage to most native Hawaiians, assuring that only pro-American candidates would be elected to public office. Stephen Kinzer

Turkish President Recep Tayyip Erdo!an expects improvement of relations with Washington after US President-elect Donald Trump takes office. He hopes that Turkey and US will be able to reach a consensus on a number of regional issues, Reuters reports. "I believe we will accelerate dialogue when Mr Trump takes office. I believe we will reach a consensus on a number of regional issues, and make rapid headway," he said at the meeting with Turkish ambassadors Monday.

Trump’s son-in-law to become his senior advisor US President-elect Donald Trump appoints his son-in-law Jared Kushner, as a senior adviser, reports CNN. According to the source, on January 11, Trump will give a press conference, during which he is expected to introduce the program of his company’s management. Trump is expected to clearly realize, that Jared and his wife, Ivanka Trump, are not involved in the management of the company.

Armenian Prime Minister Discusses Trilateral Cooperation with Iran and Turkmenistan Armenian Prime Minister Karen Karapetyandiscussed trilateral economic cooperation with Ambassador of the Islamic Republic of Iran SeyedKazemSadjadi and Ambassador of Turkmenistan MuhammetniyazMashalov today in Yerevan. Welcoming the guests, the Prime Minister noted that the high level of Armenia’s political relations with Iran and Turkmenistan makes it possible to establish both closer bilateral economic ties, and expand trilateral economic cooperation. “We are interested in the development of Armenia-Iran-Turkmenistan trilateral economic cooperation. We have the opportunity to increase the growth of trade turnover between our countries, and this meeting being held on the first working day of 2017 is the evidence of the importance of our cooperation,” the Prime Minister noted.

Obama: Putin is not on our team

The Russians intended to meddle and they meddled with the US elections, US President Barack Obama said in an interview with ABC News after the US National Intelligence report on 'Russian meddling' was released. "What is true is that the Russians in-

tended to meddle and they meddled," Obama said. ''One of the things I am concerned about is the degree to which we've seen a lot of commentary lately where there are Republicans or pundits or cable commentators who seem to have more confidence in Vladimir Putin than fellow Americans because those fellow Americans are Democrats." he added, RBK reports. According to the President, that cannot be. Implying the address to Trump, Obama noted: ''We have to remind ourselves that we're on the same team. Vladimir Putin is not on our team."

The Ambassadors of Iran and Turkmenistan congratulated the Prime Minister and the people of Armenia on the New Year, noting that the governments of their countries are keen to expand relations with Armenia and stand ready to discuss further steps in that direction. The meeting focused on the possibilities and prospects for the development of trilateral cooperation in the field of power engineering.

Giving Glory to God for the life of Samuel Doctorian Internationally-acclaimed evangelist, Rev. Samuel Doctorian's "Celebration of Life" service was held on December 27, 2016 at the Pasadena Armenian Church of the Nazarene. His life story and biography was presented by his son, Rev. Paul Doctorian, pastor of the church. Rev. Doctorians's daughter, Hasmig Doctorian Workman; his sons, Samuel and Rev. Luther as well as Rev. Habib Alajaji, Rev. Berdj Djambazian, Rev. Terry Workman and Dr. Garbis Der-Yeghiayan participated in the service sharing their reflections and heartfelt words. Musical selections were performed by his children and grandchildren. Rev. Doctorian served the Lord for more than 62 years, preaching the Gospel in 132 countries of the world. In addition, he boldly shared the story of his grandparents and 1.5 million Armenian martyrs to huge crowds worldwide. He will always be remembered as a dynamic preacher; founder of churches, schools and orphanages; author of several books, and a man of God anointed by the Holy Spirit. He was an exceptionally gifted orator investing his talents for the advancement of God's Kingdom on earth. He was the only Armenian evangelist in the 20th and 21st centuries whose fiery sermons impacted millions of lives. Dr. Garbis Der Yeghiayan My father was born on April 11, 1930 in the city of Beirut. When he was six years old, his parents moved to Jerusalem, where they lived until the war in 1948, when for the second time they lost everything and became refugees. When he was nine years old, dad became a committed Christian as he stood at the place where Jesus died. It was there he resolved that his whole life would be lived for Christ. Coming from a poor family, at the age of fourteen, he could not continue his schooling, and began to work in a shoe-maker's shop. It was while working in the shop in Old Jerusalem that the Lord called him to the ministry - he was sixteen years old. A year later he began his theological studies at Hurlet Nazarene College near Glasgow, Scotland. After graduation, he was ordained in 1951. Later that year he returned to the Middle East and began his ministry in Jerusalem, later moving to Amman, Jordan. He was married in April 1952 to Naomi Pashguian. Samuel and Naomi have five children, 9 grandchildren, and five great grandchildren. In the month of October 1952, my father was called by the Lord to start evangelistic work throughout the Middle East - living by faith as he was not sponsored by any denomination. He was used by the Holy Spirit to bring Revival to Aleppo, Beirut, Cyprus, and Damascus. When he went to Egypt, he had a revival ministry all over the land that brought tens of thousands to Christ. As a result of a vision, he began the Bible Land Mission in 1959. The Lord used him in many countries all over the Middle East, Europe, North and South America and other parts of the world to bring a breath of revival. He led people of all walks of life to the Lord, from Eastern refugees to a European princess. Over the course of 62 years, he traveled to 132 countries of the world in all seven Continents. From Beirut and Jerusalem, Samuel Doctorian spread the Gospel over the Bible Lands by

every possible means, including tent meetings — extending his revival ministry around the world. He preached for every one of the larger Protestant denominations, and in many Catholic and Orthodox churches too. On two occasions he preached to Members of Parliament in the House of Commons in London. He was undoubtedly a preacher anointed by the Holy Spirit, and as he preached with such fervor and power there was always a ready response in his hearers to the Word of God. His messages were colored with vivid illustrations from his personal experiences in many parts of the world. In addition to the unction of the Holy Spirit, my father exercised a ministry of healing that brought positive help to many thousands. In addition to the preaching of the Gospel, the Lord used Samuel to build and plant churches in different parts of the world. Also the founding of schools and an orphanage. His leading of pilgrimages to the Holy Land, to the place where Jesus walked and performed miracles, saw thousands of Christians visit the places where dad grew up in. Dad was the author of many books. His autobiography, “The Life Story of Samuel Doctorian begins at Calvary” sold in the thousands, in many languages around the world. It has been translated to over 10 languages. A pastor said, after a week of meetings in his church, "We shall never be the same again after having him with us." This has been said innumerable times. To God be the Glory. I was saved under the ministry of my father. It was a privilege to serve along side him for over thirty years. He was my father, mentor, advisor, friend, partner. I learned from him how to love, how to forgive, how to persevere, how to have faith. His passion for lost souls was unending. Dad went to be with the Lord on Monday, December 19th, 2016, at 2:14 pm. We will miss him greatly. Rev. Paul Doctorian

Turkish Intellectuals Who Have Recognized The Armenian Genocide

145 - Temel !skit By Hambersom Aghbashian Temel !skit (born in August 4, 1937 in Ankara) is a Turkish diplomat, Ambassador, writer and poet. After completing his high school study at Saint Joseph French High School, he graduated from Istanbul University -Faculty of Law in 1963 and entered the Foreign Ministry service. He served as Turkey's Ambassador to Prague, Brussels , Bonn, Tehran, Cairo, and also as the Turkish permanent representative in EEC, OECD and UN Food and Agriculture Organization in Rome (FAO). During 19831984, he was the first Director General of the Turkish Free Zones. After his retirement in 2002, he lectured at Bilgi and Sabanci Universities in diplomacy affairs. Presently he is working for 'Text' newspaper as a part time contributor. Ambassador Temel !skit also published a book titled "Diplomatic History, Theory, and Practice Authority " In December 2008, 200 prominent Turkish intellectuals released an apology for the "great catastrophe of 1915". This was a clear reference to the Armenian Genocide, a term still too sensitive to use so openly. The signatories also announced a website related to this apology, and called on others to visit the site and sign the apology as well. This is the brief text of the apology: “My conscience does not accept the insensitivity showed to and the denial of the Great Catastrophe that the Ottoman Armenians were subjected to in 1915. I reject this injustice and for my share, I empathize with the feelings and pain of my Armenian brothers and sisters. I apologize to them. Ambassador Temel !skit is one of the Turkish intel-

lectuals and a well know diplomat who signed the apology text.(1) On December 19, 2008, shortly after releasing the apology campaign , there was a Live TV Debate on "Kanal D, Turkey"s (32nd Day) program. The live debate was On the apology statement . The Moderator of the debate was Mehmet Ali Birand. The participants where two groups, Pro and Against extending apology for the 1915 events concerning the perished 1.5 million Armenians during the last days of the Ottoman empire. The "Pro" team was represented by Dr. Cengiz Aktar; Ret. Ambassador Temel Iskit and Journalist Oral Çalislar, while the "Against" team was represented by Ret. Ambassador Sükrü Elekdag (MP CHP), Ret. Ambassador Deniz BölükbaSi (MP MHP), and Ret. Ambassador Candan Azer. Long discussions took place where the first party defended the act and saw it is necessary to go on with it to show Turkey to the whole world as a modern and civilized country . They emphasized also that the unknown and forgotten pages of the Turkish history which concerns the last years of the Ottoman empire and the catastrophes should be thought in the schools. The other party was against all that during the debate. Temel !skit mentioned that they were not thought of the Turkish history in the school and he added "The issue of Armenian genocide is, in fact, a political issue – i.e. an issue to go on to the stage in world public opinion. Turkey has a thesis; Armenians put forward another thesis. We have followed one

path until now. And this path does not seem to work. We can look at this way: will such an apology statement soften or harden the world public opinion? One might also make such an evaluation: such apology statements may soften the public opinion; they might serve to give an image of more plural and free society, in this way they might make a positive contribution to the state’s interests. If Turkey respects minority rights, not only the rights of Armenians but all minorities, no one can condemn such a country in world public opinion.(2) Turkish scholars, artists, and writers harshly condemned primary and middle school textbooks that are replete with antiArmenian rhetoric in Turkey, and demanded that the books be pulled from circulation. In a statement issued in September (2014), the signatories wrote, “After immediately pulling the ‘History’ and ‘History of the Turkish Revolution’ textbooks from circulation, apologies should be issued to all students, particularly to Armenian ones. As we approach 2015, the road to Turkish-Armenian peace that we long for passes through here.” The textbooks portray Armenians as traitors who plotted with foreign enemies to tear apart the Ottoman Empire and Turkey, and as mass murderers of innocent Turkish and Muslim women and children while Muslim men were waging a war of survival. The textbooks, all published over the past few years and approved by a special commission of Turkey’s Ministry of Education, are also mandatory in Armenian schools in Turkey.

Russian MFA: Cooperation with Armenia was characterized by traditionally high level in 2016

MER DOON HOLDS CHARITY CHRISTMAS CONCERT FOR HOMELESS FAMILY Performance Helps Homeless Mother Keep 5 Children Out of Orphanage In 2017, the cooperation with Armenia in a wide scope of bilateral relations and collaboration on the sidelines of multilateral mechanisms and organizations was characterized by its traditionally high level, says the Russian MFA report entitled “Main foreign policy summary 2016.” “Thanks to the energetic actions of Russia during the meeting of the chiefs of general staffs of the Russian, Armenian and Azerbaijani armed forces in Moscow, it was possible to achieve halt of the large-scale military actions, which broke out in Nagorno-Karabakh in early April 2016. We exerted efforts towards the de-escalation of the situation and creation of conditions for continuing the talks during the Armenian-Azerbaijani summit in Vienna in May, which was attended by the foreign ministers of the OSCE Minsk Group cochairing countries and trilateral meeting in Saint Petersburg,” the document reads.

Two newspapers in Turkey, Agos and Taraf, had published a series of articles by Taner Akçam on the anti-Armenian hate-filled rhetoric in Turkish textbooks earlier in September. The long list of signatories included Adalet A"ao"lu, Ahmet Altan, Ahmet Hakan, Ahmet !nsel, Ali Bayramo"lu, Ali Nesin, Asaf Sava# Akat, Aydın Engin, Ayhan Aktar, Ay#e Günaysu, Ay#e Hür, Baskın Oran, Bekir A"ırdır, Betül Tanbay, Bülent Bilmez, Bülent Kene#, Cafer Solgun, Cemal U#ak, Cengiz Aktar, retired, Temel !skit and many other intellectuals(3)

Echmiadzin, Armenia – Epitomizing the true Christmas spirit, the girls at Mer Doon held a benefit concert called, “The Love of Our Soul for You,” to raise money for a homeless mother and her five children. With a desire to give back to the community, the girls hosted a memorable evening of Armenian, Georgian, American and Indian dances at the Echmiadzin Komitas Cultural Palace. Musician and composer Martin Aharonyan, a member of Mer Doon’s Armenia Board of Directors, performed beautiful songs with the girls. Other supporters of the event included the Echmiadzin Municipality and Echmiadzin Cultural Center. Marina and her five children, ages 13 years -12 months, were seen by a couple from Echmiadzin living in the streets of Yerevan. The couple brought them to Echmiadzin and appealed to Mayor Karen Grigoryan for assistance. At the same time,

Mer Doon’s Executive Director, Tigranuhi Karapetyan, had been talking to the Mayor about organizing a Christmas concert to help a needy family with young children or a family of a soldier who died in the fourday war in April. Divine intervention brought Mer Doon and Marina’s family together. Karapetyan, who was interviewed on national television, said that the charity concert was a “unique event where orphans reached out to help a disadvantaged family, so their mother would not have to place her children in an orphanage.” She also said, “It’s important that we rise up and raise others, and our girls were excited to help.” Marina was very moved that girls who grew up in the orphanage system wanted to help her keep her children. Certainly a memorable Christmas gift for this family, “The Love of our Soul for You”

Armenian Ph.D. students have created a device for correcting signals in 4G connection. Representative of the team of developers, Gor Mkrtchyan, who is a Ph.D. student at the Institute of Radiophysics and Electronics (IRPHE) of the Armenian National Academy of Sciences, told Armenian News – NEWS.am that the device and its software help reduce the phase noise in the systems, which do not give signal coherence. Multi-channel coherent systems (MIMO), namely the signals of the transmitting apparatus and the receiver, correspond by phase displacement. “But many systems of communication are assembled from cheaper components, which do not ensure signal coherence. Our device helps compensate this,” Mkrtchyan said. The device constantly keeps track of the atmosphere and corrects the noisy signals while coding the reception and transmission signals. “This is very important for the basic stations of mobile connection. The atmosphere constantly changes there: subscribers move and the weather conditions change. But the communication quality shouldn’t suffer from this,” Mkrtchyan added. National Instruments company provided the developers components for assembling the device.

Azerbaijan and Israel Genuine Muslim-Jewish relations By DR. ALEXANDER MURINSON “The Hill”, 01/03/17

In a recent article in The Hill, “What Azerbaijan wants from Israel?” author, Areg Galstyan, expounds on the growing bilateral ties between the State of Israel and the Republic of Azerbaijan. Presumably, drawing a correlation between these close ties and the recent visit to Azerbaijan of Israeli Prime Minister Benjamin Netanyahu, Galstyan brings forth some truths and some accurate portrayals. However, in the end, the article denigrates bilateral relations between Azerbaijan and Israel while, simultaneously, spreading anti-Semitic tropes. This, while promoting harmful identity politics and misrepresenting an internationally recognized portion of Azerbaijan occupied by Armenia and referred to only by Armenia as the Nagorno Karabakh Republic. Galstyan is correct that Azerbaijan and Israel enjoy close bilateral ties. However, these relations are not relegated to arms and oil only. Ties include numerous endeavors, including in the realms of energy, arms, but also in agriculture, technology and perhaps, most importantly, in politics and diplomacy, inter-religious and inter-ethnic relations and on and on. Israel buys roughly 40 percent of its oil from Azerbaijan, while Azerbaijan acts as a trusted advisor vis a vis the development of Israel’s own indigenous natural gas reserves. Azerbaijan purchases billions worth of military equipment to protect its citizens from its quasi-rogue neighbor. Azerbaijan’s most recent purchase, Israel’s Iron Dome anti-missile system, is the most advanced on the globe. Developed by Israel to protect its citizenry from terrorists like Hamas and Hezbollah, Azerbaijan will utilize Iron Dome for the same purposes, although to defend against Armenia. There are many positives to highlight regarding Azerbaijan and Israel, not the least of which is that these two nations prove the viability of a Jewish state and a Muslim-majority state serving as true and steadfast allies to one another and that Muslims and Jews can, indeed, coexist. It is not simply a matter of just “getting along,” but thriving with and because of the other. Seemingly the thrust of Mr. Galstyan’s article, though, is to misleadingly convey that Azerbaijan actively seeks close ties with Israel to avail itself of the “Jewish lobby” in the United States. In the world of politics and diplomacy, this supposition is, not to put too fine a point on it, exceptionally ridiculous. Of equal import, it uses an age-old antiSemitic trope--questioning the allegiance of American Jews, as according to him, Azerbaijan looks to use American Jews to its own ends, presumably because Jews in America call the shots in Israel and vice versa. This allegiance argument, used through the ages, gives credence to expulsions, ethnic cleans-

ing and murder. It is shocking when examined more deeply and while also taken with the prolific, profuse and systemic anti-Semitism that exists throughout the government of Armenia, that nation’s oligarchy and even its general populace. The Anti-Defamation League (ADL) is well-noted on this topic, as are leaders and academics throughout the world. The reality is that roughly 800,000 Jews lived in Azerbaijan prior to the fall of the Soviet Union. The Sephardic portion lived in Azerbaijan for the last more than 1500 years—since the Babylonian exile. The other segment of Jews, the Ashkenazi, live mostly in Baku and arrived fleeing Tsarist and Bolshevik pogroms. Interesting-- Jews fleeing anti-Semitism to live with and amongst Muslims. Any Jew in Azerbaijan will tell you, with just a hint of distain at the suggestion, that little or no anti-Semitism exists or ever existed in their nation. During the dissolution of the USSR, as in many Soviet republics and regions, Jews left fearing outbreaks of anti-Semitism. Many of these Azerbaijani Jews went to Israel and when it was evident that a new, stable, prosperous and Western-leaning nation was born with the renowned Heydar Aliyev as its head, they began to return to visit old friends and family, to do business and to bring their new country and the old one closer together. Thus, was the genesis of Israel-Azerbaijan relations. In terms of Azerbaijan in the United States, the nations maintain a strong and robust strategic partnership, one that promises to be strengthened under the incoming Trump administration. As far as Azerbaijan and American Jews, there exists a close affinity similar to that of Muslims and Jews in Azerbaijan. It is only natural that Azerbaijani expats and diplomats would seek close ties with American Jews. It is a success story for the modern world. Opinion articles, “op-eds” are valuable, even critical, to the American journalistic experience. By their nature, they comprise the opinion of the writer. When written by an expert, one educated and respected on the topic or discipline, the reader receives an often-useful perspective on a given issue. Alternately, when the writer is a purveyor of identity politics, anti-Semitism and true bias, in favor of informed and expert opinion, the reader receives decidedly less. Dr. Alexander Murinson is a senior fellow at the Begin-Sadat Center and Bar Ilan University. He holds a Ph.D. from the School of Oriental and African Studies, University of London and is the author of "Turkey's Entente with Israel and Azerbaijan: State Identity and Security in the Middle East and Caucasus."

Can an authoritarian state be tolerant? By AREG GALSTYAN “The Hill”, 01/06/17 In the opinion piece, "Azerbaijan and Israelgenuine Muslim-Jewish relations", Alexander Murinson made a series of contradictory and erroneous conclusions regarding my article entitled "What Azerbaijan wants from Israel?" Mr. Murinson either carelessly read my article, or specifically misrepresented its gist using emotional expressions, accusations and labeling. He omits an important passage of my article as it is dedicated to the geopolitical configuration in the region and explains the pragmatic political alliance between Israel and Azerbaijan. Then Mr. Murinson, while agreeing with my conclusion about close relations between Israel and Azerbaijan, says that the dialogue of Tel Aviv and Baku covers not only military and energy sectors. Undoubtedly, the author is right. However, in my article, there is not a single line saying that the IsraeliAzerbaijani relations are exclusively fixated on oil and arms, although Mr. Murinson himself puts the emphasis on the energy and arms. In particular, he mentions that Israel buys 40 percent of its oil from Azerbaijan, while Azerbaijan has bought Israel's air defense system called “Iron Dome”. Moreover, I don’t use the term "American Jews" nor do I talk about “occupied territories”. In my text, there is only one formulation - the pro-Israel lobby. Pro-Israel lobby and American Jews are completely different notions. Thus, a significant number of American Jews support neither Israel's policy, nor the activity of pro-Israeli lobby groups. Similarly, not all American Armenians support the policy of Armenia and are members of the Armenian grassroots organizations. Incidentally, in Mr. Murinson's work entitled "Turkey's Entente with Israel and Azerbaijan: State Identity and Security in the Middle East and Caucasus" (page 140), my colleague once again confirms my thesis that the Azerbaijani government has sought the support of pro-Israeli lobby in the struggle for the abolition of section 907 to the Freedom Support Act. In addition, there are serious doubts about the fact that the relations of Israel and Azerbaijan can serve as an example of sincere friendship. Official Baku repeatedly voted for the adoption of the UN resolutions condemning Tel Aviv's policy. Thus, at the ninth special emergency session of the UN Human Rights Council in 2009, a resolution was approved that strongly condemned the Israeli military operations in the Gaza Strip, which led to massive violations of human rights. In total, 34 countries, including Azerbaijan, voted for the adoption of that resolution. In 2010, when the Israeli Navy stopped the "Freedom Flotilla" initiated by Turkey, the President Ilham Aliyev said that "Azerbaijan supported Turkey and condemned killing of civilians by Israel as well as Israel's attack on the Turkish ship that was carrying humanitarian aid to Gaza." In 2011, not only Azerbaijan voted for Palestine becoming a permanent observer at the UN, but also actively lobbied

that resolution. It was stated by Nasir Abdul Kerim - the Ambassador of Palestine in Israel in that period of time. It is quite questionable whether Azerbaijan is a country that is really oriented towards Western values. The international community was shocked by the fact that the Azerbaijani government claimed Ramil Safarov to be a national hero though he was an officer that hacked the sleeping Armenian Army Lieutenant Gurgen Margaryan to death during a training seminar in Budapest in the framework of NATO program "Partnership for Peace". Moreover, the European Parliament delivered a harsh criticism of President Ilham Aliyev, who not only pardoned the murderer that was sentenced to life imprisonment, but also promoted him to the rank of major and gave an apartment. This act of the President of Azerbaijan was a signal that killing an Armenian person is a heroic act for Azerbaijan followed by a reward. This fact means a lot, but it definitely does not say about the commitment of Azerbaijan to the Western values. It is important to stress that there are a large number of legislators of Jewish origin in the list of members of the Armenian Caucus in Congress. For a long time, Reps. Brad Sherman, Adam Schiff and Sander Levin and Sen. Charles Schumer have been friends of Armenia. There is no doubt that the Armenian people treat the citizens of Israel in general and American Jews in particular with respect. As the people that survived the Genocide in Ottoman Turkey and passed through the ethnic cleansing in Azerbaijan, Armenians are able to distinguish the people and policy. It is strange that Mr. Murinson purports that there is widespread anti-Semitism in Armenia. Had he looked into data from the AntiDefamation League (ADL) he would have found anti-Semites in Azerbaijan account for 34% of the adult population while in Turkey this figure is 69% (34,000,000 people out of 49.101, 089). Secondly, according to an authoritative report of Freedom House, in 2016 Armenia gets the status of a "partly free country", while for many years, Azerbaijan, founded by Heydar Aliev, the KGB general with anti-Israel portfolio in Soviet days, has been claimed to be an "authoritarian dictatorship", where systematic violations of human rights take place. Sensible people are able to independently find the answer to a simple question: "Can the authoritarian state where the human rights are violated be as tolerant as it is presented?" Areg Galstyan, PhD, is a regular contributor to The National Interest and Forbes. The head of the American Studies Research Center.
