Russia And US Agree To Hold Syria Conference

John Kerry said the US and Russia shared "common interests" in Syria. Russia and the US have agreed to work towards holding an international conference to find a political solution to the conflict in Syria. Foreign Minister Sergei Lavrov and Secretary of State John Kerry announced it would follow on from an Action Group for Syria meeting in Geneva last June. May 8 Marks 21st Anniversary of Shushi Liberation

Olympics Winner Becomes Government Member In Armenia

YEREVAN, News.am - May 8 marks the 21st anniversary of a unique operation on liberation of strategic town of Shushi from Azerbaijani armed forces. During the war unleashed by Azerbaijan, Shushi was turned into Azerbaijani military stronghold. The opponent started shelling the capital of Nagorno-Karabakh Stepanakert in late 1991 using Shushi’s suitable location. The situation deteriorated sharply in February 1992 when the Azerbaijani military began to use multiple rocket launcher (BM-21 Grad). The opponent fired systematically at residential areas of Stepanakert to destroy maximum number of civilians. Hundreds of peaceful citizens became victims of inhuman shelling. Stepanakert’s existence was threatened in April. In late May the Armenian commanders made the only possible decision – to liberate Shushi from Azerbaijani armed forces by means of a storm. The operation was launched on the night of May 8, 1992 at 2: 24 a.m. Shushi was protected by 2,500 Azerbaijani soldiers armed to the teeth. A total of 3,800 volunteers were fighting from the Armenian side under the command of Arkady Ter-Tadevosyan, commander of the Artsakh self-defense. Front line stretched for 45 kilometers. The attack was carried out in several directions. The operation was completed shortly due to high morale of Armenian soldiers, combined with skillful command. The operation lasted about 26 hours. At 4:00 a.m. on May 9 Ter-Tadevosyan stated: all enemy units left Shushi. Earlier, vast majority of Azerbaijani civilian population left the city as well. The Armenian side lost 58 soldiers, while Azerbaijan - about 200.

Obama “Does Not Foresee” Sending Ground Troops To Syria US President Barack Obama said he does not yet picture sending ground troops into Syria, while still maintaining that no options will be disregarded if claims of alleged chemical weapons use by the regime are backed up. Obama’s announcement came Friday at a news conference in the Costa Rica capital of San Jose, where he said “I do not foresee” such a situation, although the president continued to push for a full inquiry into the recent claims of supposed chemical weapons use by Syria’s Bashar Assad. Regional leaders whom Obama had consulted on the matter are in agreement with him, he said. One of the options being penciled is to send arms to the rebels, as was suggested by Defense Secretary Chuck Hagel on Thursday. This is something the US has shied away from for the past two years, since the start of the uprising in Syria, but also a notion that appears to be growing in popularity amongst the US establishment. Although the US president has come under criticism from Washington critics over his supposedly jumbled approach to Syria, he insisted that the country will not be on the sidelines even as the chemical weapons claims are being verified. The president has consistently noted that any attempts to use such tactics by the regime will be viewed as crossing a “red line” and warrant further action from outside. “We’re not waiting…we are working to apply every pressure point that we can on Syria”, he said. "If in fact there is the kind of systematic use of chemical weapons inside of Syria, we expect we are going to get additional further evidence and at that point we will absolutely present that to the international community," he added.

Syrian Rockets Hit Israeli-occupied Golan Heights Israel captured the Golan Heights from Syria during the Six-Day War of 1967, when it also took control of the West Bank and the Gaza Strip. Two rockets fired from Syria have exploded inside the Israeli-occupied Golan Heights, but there have been no immediate reports of damage or casualties. The rockets went off in a field near the ceasefire line in the southern Golan Heights, AFP quoted an Israeli army spokeswoman as saying on Monday. The rocket fire was "apparently connected to the situation inside Syria," she added, suggesting that foreign-backed militants might have fired the rockets. Her father continuously reminded his children, including Armine, about the importance of learning, and Armine attended Alhambra High School, went on to receive a B.A. in Art Education, two M.A.s in Art Education and Supervision and Administrative Services from Cal State University, Los Angeles, and an Ed.D. in Educational Leadership. Armine's unparalleled commitment to education has benefited many. In 2001, Armine was elected to the Glendale Community College Board of Trustees, where she is currently serving as the Board President. Through her hard work, dedication, and support of her co-trustees, the Glendale Community College-Garfield Campus construction plan received an additional two million dollars in funding. In addition, she was instrumental in helping pass a $98 million dollar bond measure for capital improvements at Glendale Community College. For the past two decades, Armine has assisted many girls and women who have been victims of rape and domestic abuse with finding safe homes. Many of these women eventually landed on the path of a successful career, and to this very day, keep in touch with Armine to inform her of their new accomplishments. Armine has also served as department chair, counselor, teacher and as coordinator of the Even Start Family Literacy program, through which she was able to work closely with Head Start and provide parenting classes. She was also an ESL (English as a Second Language) specialist, where she helped teachers improve their skills as they worked with students whose primary language was not English. Armine is also a consultant in the areas of sexual harassment prevention, career transitions and communication and conflict management. I ask all Members to join me in honoring a remarkable woman of California’s 28th Congressional District, Dr. Armine G. Hacopian, for her exceptional service to the community.

Richard Hovannisian And Elie Wiesel In Conversation On Genocide And The Obligation To Remember By JANO BOGHOSSIAN Orange, CA – On April 17, Professor Richard Hovannisian, First Holder of the AEF Chair in Modern History at UCLA and Distinguished Visiting Scholar at Chapman University and the University of California, Irvine, engaged in conversation with Dr. Elie Wiesel, Nobel Laureate and Holocaust survivor, regarding the moral obligation of mankind to honor and preserve the memory of the victims of the Armenian Genocide and the Holocaust by documenting and preserving witness and survivor testimonials, advocating for recognition, and promoting education. Before a capacity audience in the Fish Interfaith Center, the scholars touched upon their unique individual experiences and that of their communities while dealing with concepts of truth and justice in the aftermath of the Armenian Genocide and the Holocaust. Hovannisian posed the question of whether there can ever be real justice for Holocaust victims, even with the countless monuments and reparations they have received, to which Wiesel simply said “No”. Hovannisian added that the Armenians, on the other hand, have not even been given the satisfaction of a modicum of formal recognition by the Republic of Turkey. He wondered about Dr. Wiesel’s view of the Holocaust being beyond the bounds of history and therefore incomparable and argued instead that the Holocaust, like the Armenian Genocide, could be contextualized and historicized without making either of them seem rational. Dr. Elie Wiesel spoke of the Armenians’ “passion for memory” and for preserving every detail of a calamity that marked and traumatized all subsequent generations of Armenians both in homeland and Diaspora. Wiesel then described how the Armenian cause “eventually became my cause,” and discussed the importance of remembrance and what might happen once the last witness eventually passes away. Dr. Hovannisian emphasized that se-

lectivity of memory poses a challenge for those not connected to an event, as the Holocaust has been universalized, while Armenians still struggle with denial. “The history is not just our history, but mankind’s history,” said Hovannisian, and stated that memory must not just be linked to a single victim group. There currently exists two institutions in Los Angeles that preserve, digitize, index and utilize survivor testimonials from the Armenian Genocide and the Holocaust— UCLA’s Armenian Oral History project led by Hovannisian, and the Shoah Foundation’s much more extensive collection at the University of Southern California. Hovannisian began the UCLA program in the 1970s by having students interview survivors of the Armenian Genocide. The interviews were later transcribed and translated by a subsequent generation of students. “Elie Wiesel and Richard Hovannisian in Conversation” was moderated by Chapman University History Department Chair Jennifer Keene and was part of the University’s week-long events featuring Elie Wiesel and organized by the Rodgers Center of Holocaust Education headed by Dr. Marilyn Harran. In the days prior to the Chapman program, Professor Hovannisian lectured in Yerevan, Armenia; Buenos Aires, Argentina; Montevideo, Uruguay; Berlin, Germany; and Scottsdale, Arizona. On April 21, he was the keynote speaker of the annual commemoration of the Armenian Genocide at St. Mary Church in Costa Mesa, California, and on May 1-2 returned to Chapman University for guest lectures in two Holocaust classes. He will make a presentation on the destruction of Smyrna/Izmir in a communitywide program at St. Leon Church in New Jersey on May 17, and will be the featured speaker in Montreal on May 25 on the occasion of the 95th anniversary of the founding of the Armenian republic.

Fellows spend eleven months working in a federal agency or in a U.S. Congressional office, bringing extensive knowledge and classroom experience to education programs and policy efforts. Turkey Should Acknowledge The Armenian Genocide Every year passing, they are more in number. When Turks began commemorating April 24, 1915 — the day symbolizing the mass deportations and annihilation of Ottoman Armenians — four years ago in Istanbul, those who attended the gathering were around 700. Yesterday, in six cities, more than 3,000 were present. This time the organizers — "Dur De," the anti hate-speech campaign and various human rights groups — were joined by a large foreign delegation comprising 20 antiracist and Armenian representatives from 15 countries, including the Armenian General Benevolent Union (AGBU), Young Professionals from Bulgaria, the "Roma Center" in Romania, and the European Grassroots Antiracist Movement (EGAM). There were some clashes in İzmir and small disturbances in Istanbul, but the police were determined that the events take place safely, protecting the mourners. The April 24 gatherings this year overlapped with the large mobilization nationwide to end the 30-year Kurdish conflict, adding an extra dimension. In many ways, Turkey’s glasnost since 2002 unleashed dynamics that seem irreversible. With the genies of the country’s oppressive past out of the bottle, the push forward to a confrontation with the truth has now a continuity, bringing along promises — however faint — of a closure. One of the most striking sayings given birth by Turkish glasnost was, "In this country, Armenians have desperately been trying to prove that they were killed and gone, while its Kurds are desperately trying to prove that they exist; that they are alive." It tells of a hidden past, an episode of looting and extermination, which the rulers managed to sweep under the carpet, keeping an entire nation under mass hypnosis for decades. The same went for the denial of the Kurdish identity, which has led to numerous bloody uprisings. Yet, the bitter truth has crept in, as it usually does, in its own obstinate ways. The existence of the Kurds — around 14 million, according to a respected pollster, KONDA — pushed their cause to the current peace

talks, demolishing all the taboos left on the subject. The Armenian question has had to take a tougher path: It began slowly to enter the awareness in late 1970s and has built up since 2002, as the AKP took over, accelerating with Turkey’s EU membership process. It was carried through by a tiny, but bold group of intellectuals in the media and academia, later by growing numbers of NGOs by way of conferences, memoirs, networks, books and collections of oral history. The heinous assassination of our colleague, Hrant Dink, in January 2007, only helped to raise the issue higher in the national agenda; waking up the conscientious portion of the pious, bringing them into the debate over the pitch-black episodes of the late Ottoman history. Curiousity about the subject has risen, as books by well-known Armenian and international genocide scholars were published; and a new generation of Turkish researchers were now busy digging in the various dimensions. The challenge to the official denial has become real. Yet, today, in the immediate aftermath of April 24, 2013, the question is not how much closer the Turks have advanced toward the truth, but whether or not the Turkish state is ready for any acknowledgment of past wrongdoing. Despite the fact that many in the media — including myself — have been gently, but resolutely warning Ankara that the 100th anniversary of the Great Armenian Tragedy (Aghet), the mass-deportation in 1915 that in the end turned into a genocidal act, presents not a threat but a great opportunity to confront the truth, by an apology, both over the act itself, and over the decades-long, categorical, obstinate denial. In this sense, needless to say, the social progress is ahead of the official sphere. But, all the work on memory and NGO work, and April 24 anniversaries will not cut it. As the clock ticks, the world will be watching what Ankara’s response to the expectations will be. An important dynamic is stuck between Turkey and its ally, the US. Every April 24,

Turkish Officials Are Using Syrians For Organ Harvesting The Lebanese ad-Diyar newspaper revealed that the Turkish authorities are involved in trafficking the body organs of injured Syrians who reach the Turkish territories. In its issue on Saturday, the newspaper said the Turkish authorities transport young Syrian injured of those who enter Turkey to hospitals in Antalya and Iskenderun in cars guarded by Turkish police and intelligence. It added that the injured Syrians have their body organs excised after being anesthetized to be later killed and mostly buried in the Turkish lands or sent to the border. The newspaper noted that the body organs of the injured people that are mostly trafficked are livers, kidneys and hearts to be given to people who are waiting for treatment in Turkey, according to confirmed information. A French doctor confirmed to Ad-Diyar that stealing of human body organs of injured Syrians in Turkey has actually taken place. Ankara lends a nervous ear to what the US president will have to say about the matter. The only focus is on whether the g-word will be uttered, or not. Every year the sigh over the absence of it looks like more than an apology is issued by Ankara. It has turned into a farce, a painful wordplay. The famous absence continued again this year. President Barack Obama, very real-politik conscious, avoided the term genocide, but actually went beyond, when he mentioned ‘those who perished in one of the 'worst atrocities of the 20th century.'" “We pause to reflect on the lives extinguished and remember the unspeakable suffering that occurred. 10 Hopes that Turkey could ever solve its almost intractable Kurdish issue have never been as high as they were in the first quarter of 2013. If this peace process can continue with all its ups and downs but without rupture, it could that suggest that another perennial issue as old as the Kurdish issue, the Armenian question, can also be tackled. Of course, there is a fundamental difference. The Kurdish issue directly concerns 15 million people living in Turkey as Turkish citizens and more than 30 million other Kurds living in the region and majority populations of tens of millions living in those countries. The Armenian question is about the perishing of a national community on the land they have been living for time immemorial. Today, the question is more about its deep psychological scars rather than its physical aspects. For the Armenians, a large part of historical Armenia, what they call Western Armenia, covers an substantial portion of today’s eastern Turkey. It is not unusual for countries and lands to change names but for the Armenians and Turkey, the issue is more than losing land but the almost total annihilation of a nation on the land where they used to live. We are talking about the events of 1915, which the Armenians first labeled “”Metz Yeghern," that is, “Great Disaster,” until the UN adopted the 1948 Convention on Genocide. Turkish historiography called it “tehcir," that is, “relocation or deportation." "Tehcir” is defined as “relocation dictated by war conditions” and sounds even more innocent than the English word “deportation.” To avoid remembering it as a black page of history, a normal Turkish citizen wasn’t even told about the “deportation of the Armenians." When the Armenians came out with 1915 genocide accusations, Turkey tried to protect its national pride by using “deportation” instead of "genocide." The word genocide entered Turkey’s political lexicon when in the 1970s through the 1980s, an Armenian terror organization called ASALA began hunting down and assassinating Turkish diplomats in all corners of the world. That is why the word had unpleasant connotations from the outset and to recognize 1915 as genocide was perceived as submitting to terrorism. The more Turkey democratized, globalized and opened up to outside world, the more these perceptions began to change. Of course, the end of the Cold War had a major effect. While for many years the Armenian issue based on the claims of genocide was shouldered by Armenian Diaspora in many corners of the world, but notably in the US, France, Lebanon and Argentine. Suddenly a state representing the Armenian identity emerged next door to Turkey. For the last half century, in Turkey the word diaspora, even without its Armenian modifier, meant "Armenians who claim genocide with anti-Turkish sentiments." The country of Armenia came to represent the political dimensions of the issue. In the meanwhile, we have to remember that the assassination in 2007 of Turkey’s most influential and best known democratic figure, Armenian journalist Hrant Dink, constituted a breaking point in Turkey’s Armenian issue that heralded the emergence on the political stage of the “Turkish Armenian” identity, even though they are but a 60,000-strong minority living only in Istanbul, down from 1.5 million in 1915. Since that time, an increasing number of Turks and Kurds of Turkey, in solidarity with Armenians, began to discuss the Armenian issue and to observe April 24 as Genocide Remembrance Day, first in the center of Istanbul and then, this year, in many provincial capitals, led by Diyarbakir. Turkey faces a complex structure of Armenia-Diaspora-Turkey’s Armenians. For the late Hrant Dink, normalization of relations between Turkey and Armenia was a life mission. A year and half after his assassination we came very close to his ideals. When the qualifying rounds of the 2010 World Football Cup put Turkey and Armenia in the same group, a possibility of “football diplomacy” reminiscent of the “’ping-pong diplomacy of the USA and China appeared. There was opposition to normalization of Turkey-Armenian relations both in and out of both countries. Azerbaijan felt that Turkey had eliminated its bargaining cards against Armenia. Although the US appeared to be satisfied with the development, it was nevertheless asking Turkey and Armenia what would the Russian gains be from Turkey-Armenian rapprochement. Before long, the preconditions reappeared and eventually became the prerequisites of normalization. In Turkey there will be two elections in 2013, for one the president and the other for local administrations and general elections in 2014. No Turkish politician in the right mind can be expected to take any steps of rapprochement with Armenia at the cost of upsetting Azerbaijan and mobilizing the Azeri lobby in Turkey and Turkish nationalists. Because of all these considerations, while many other issues are being tackled, you don’t see any haste, any action to put normalization with Armenia to the top of the agenda. But 2015 will be the 100th anniversary of the genocide, and Armenian mobilization in the international arena in 2015 will be a potential irritant for Turkey. But, then, Turkey’s own domestic developments and bringing in the Diaspora to share April 24 observances, also means that genocide will no longer be something Turkey owes to Armenia. In other words, the need for closure of the Genocide File is no longer an incentive or sine qua non for normalization of Turkey-Armenia relations. No Turkey-Armenian normalization is detected in the horizon. And there won’t be unless there are mutually enticing and strong incentives. by the newspaper.
