140-170 Million Euros Aid To Armenia As part of his visit to Brussels, Armenian Minister of Economy Karen Chshmaritian met with Johannes Hahn, European Commission member, European Commissioner for European Neighborhood Policy and Enlargement Negotiations. Karen Chshmaritian and Johannes Hahn signed a Memorandum of Understanding on the European Union assistance to Armenia. Under the agreement, between 2014 and 2017, the EU will provide Arme-

Armenian Parliament To Discuss EEU Accession Treaty At Special Session The Treaty on Armenia’s Accession to the Eurasian Economic Union (EEU) will be discussed at a special session of the Armenian parliament that is likely to be convened on November 17-18. Vahram Baghdasarian, the head of the parliamentary faction of the ruling Republican Party of Armenia (HHK), said the issue will be on the agenda of the special

session if before that the country’s Constitutional Court provides its conclusion on the treaty. The document was signed on October 10 and implies Armenia’s membership in the trade bloc of Russia, Belarus and Kazakhstan beginning in January. Kyrgyzstan has also made a bid to become a member of the emerging union by the end of the year.

Gold Medal Awarded To Rev. Dr. Vahan H. Tootikian On The 55th Anniversary Of His Ministry By Rev. Shant Barsoumian

On the occasion of the 55th anniversary of his pastoral ministry and the publication of his 36th book, Rev. Dr. Vahan H. Tootikian was honored at a special event held at the the Armenian Congregational Church (ACC) on the evening of Friday, October 10, 2014. On the eve of the Feast of the Holy Translators, particular focus was given to Rev. Tootikian's body of written work, with all 36 books laid out on display. Minister, lecturer, administrator, scholar, prolific writer, and community leader, the Rev. Dr. Tootikian is a member of many religious, educational, and philanthropic organizations, and a recipient of numerous awards. Currently he is the Executive Director of the Armenian Evangelical World Council and the Minister Emeritus of the Armenian Congregational Church of Greater Detroit. On this occasion, the Republic of Armenia's Ministry of Diaspora awarded Dr. Tootikian with the coveted "RA Ministry of Diaspora Gold Medal." This medal was given to him "in recognition of his notable services for Armenia-Diaspora partnership, and for his contributions to the strengthening of relations between Armenia and the Diaspora, as well as for his professional activities and his great contribution to the preservation of the Armenian identity." AGBU SAYAT NOVA INTERNATIONAL COMPOSITION COMPETITION NOW ACCEPTING SUBMISSIONS Composers Worldwide Are Invited to Submit Their Work The deadline to submit to the 2014 Sayat Nova International Composition Competition is fast approaching and composers worldwide are invited to submit their work. The competition is designed to introduce Armenian traditions to a wider audience. This year, in commemoration of the hundredth anniversary of the Armenian genocide, the competition asks contestants to include in their pieces the poetry of Daniel Varoujan, one of the first victims of the Armenian genocide. The Sayat Nova International Composition Competition winners are eligible to receive two awards in addition to cash prizes: the AGBU Carnegie Hall Award and the Armenian Philharmonic Orchestra (APO) Award. The winner of the AGBU Carnegie Hall Award will have his or her piece premiered at the annual AGBU Performing Artists in Concert at the Weill Recital Hall in December 2015. The winner of the Armenian Philharmonic Orchestra’s (APO) Award will be commissioned to write a 10minute piece to be premiered by the APO during the 2016/17 season. Contestants will showcase their work at a gala concert scheduled to take place at Symphony Space in New York in March 2015. For the first time, the Sayat Nova International Composition Competition will be partnering with Vox Novus, which has developed the software for the competition. Vox Novus is a collective of composers, musicians and music enthusiasts who create, produce and promote today’s new music and make it known to a larger audience. In previous years, contestants have submitted compositions for an ensemble of Armenian and Western instruments that have integrated the poetry of 18th century Armenian poet Sayat Nova. Since the start of the competition in 2006, applications have arrived from Ghana, Mexico, Russia and Korea in addition to Armenia, Europe and the United States. In 2012, the gala concert was held at Salle Cortot in Paris and was attended by 400 guests, including prominent figures from the international musical and political communities. Submission requirements: Contestants must be born after December 1, 1974 and submit a 7-10 minute composition for a chamber ensemble that includes four musicians: three instrumentalists (one pianist, one cellist, and one duduk player) and one female vocal mezzo-soprano (spoken and/or sung). Fourteenth Anniversary Of TCA Sponsor A Teacher Program Celebrated

Turkish Intellectuals Who Have Recognized The Armenian Genocide

YEREVAN (Azg) — This year marks the 14th anniversary of the founding of the Sponsor a Teacher Program of the Tekeyan Cultural Association (TCA) in Armenia and Karabagh. During the last 14 years, the project has raised more than $604,000 and reached out to 5,104 teachers and school workers in Armenia and Karabagh. Throughout this period, Maro Bedrosian, treasurer of the TCA Board of Directors of USA and Canada, has headed the project. Letters of thanks to sponsors and donors have been mailed providing the names of the teachers they have sponsored, visits to schools have been documented and photographed, and articles have been written in various newspapers, including Azg in Yerevan; Abaka in Montreal, Canada; the Armenian Observer and Nor Or in California; and the Armenian Mirror-Spectator in Boston, covering the delegations’ visits to the schools. Once a year, the names of all donors are published in the above newspapers. The Sponsor a Teacher Program began when the difficult economic situation of teachers working in Armenia’s schools after the collapse of the Soviet Union. The TCA convention collectively adopted a motion to launch Sponsor a Teacher in Armenia to initially reach out to the three schools named after Vahan Tekeyan. In 2000, a teacher’s annual salary was $120 and now, since the involvement of the Tekeyan Cultural Association, the government has increased their salaries so that they make anywhere from $200 to $250 a month. The TCA Board of Directors raises funds and delivers them to the teachers through special yearly visits. Former TCA Executive Secretary Kevork Marashlian in an interview with the newspaper Azg said: “When we started this program, the economic situation of teachers in Armenia was quite dire. And now it already has been 14 years that this philanthropic endeavor has been organized for the teachers and entire staff of the schools named after Vahan Tekeyan in Armenia and Artsakh.” The project is administered in Armenia by Gayane Muradian, a member of the TCA of Armenia, who distributes the funds. The principal of the school in Garpi village, Arsen Ohanyan, said, “This philanthropic action is a bit of aid for the teacher in these difficult conditions. What is important is to be appreciated. This did not just get us used to receiving aid, but also obliged us to participate ourselves in the philanthropic work.” While seeing Marashlian off, the staff of the school, in a custom special to the villagers, gave Marashlian a present of gata, a special pastry from the tonir (oven). The next stop was Gumri. There the guests again were received with open arms. History teacher Emma Aleksanyan said, “We are not happy because of the money, but because this culture has already turned into a beautiful tradition. Generally the

The principal of the school, Hovhannes Petrosyan, noted, “If we look at it from the individual point of view, the assistance appears trivial, but in a global sense, today a small issue was solved for around 80 families.” And finally the station was Stepanavan. The story of the school was extremely moving. When Assistant Principal for Instruction Hasmik Ghazaryan related the story of the creation of the school, she could not suppress her tears. She said, “I remember when after the earthquake classes were held in huts, where nothing existed. We worked without salaries. While now I am happy when I see this school in good order.” And what do such philanthropic efforts mean for the teacher? “The pedagogue feels that his work is being appreciated—it is not as much financial aid as moral.” The Sponsor a Teacher Programå has increased the prestige of the Vahan Tekeyan schools. Four of the schools are in Armenia. In Yerevan, the school is located in the Malatya-Sebastia district and comprises 600 students with laboratories for chemistry, physics and biology. In Gumri, the school has 800 students. Owing to community involvement, the school is equipped with a year-round heating system in addition to a computer classroom and clubs catering to the student’s preferences. The Stepanavan school has 250 students. Through the intervention of the TCA Armenia, the school was included in the government’s plan and received a new annex in 2010. The Garpi school has 722 students. The entire school has been refurbished, including the Cultural Hall, with new chairs donated by Serop and Serop and Maro Bedrosian Cultural Hall at Vahan Tekeyan Garpi School Maro Bedrosians of Texas. 38 - Fikret Adanır Fikret Adanır (born Oct. 3, 1941 in Foca, Turkey) is a Turkish professor of history and philology. He studied English Philology at the University of Istanbul(1962-1964), worked as a Turkish Language Instructor in Vermont, USA(1964). During the years (1965 -1971), he studied English Philology, History and Philosophy at the University of Frankfurt am Main (M.A. in English Literature), then studied Slavic Languages (Russian and Bulgarian) (1971-73) and completed his post-graduate studies and research at University of Frankfurt am Main (PhD in History, 1973-77). He held many academic positions where he served as Research Assistant (East European History), University of Frankfurt am Main(1978-79), Assistant Lecturer (East European History), University of Giessen(1979-84), Assistant Lecturer (History Department), Free University of Berlin(1984-86), Professor for Southeast European History (with special focus on Ottoman-Turkish History), Ruhr University Bochum(1986 to Present), and visiting professor, Sabanci University, Istanbul (October 2002-February 2003). He is the author of many books and has a very long list of published books.(1) Prof. Fikret Adanir participated in the Conference entitled The Armenians during the Collapse of the Ottoman Empire that was held at Istanbul's Bogazici University in September 2005. In his speech, he said, " a Turkish government may have to accept genocide accusation one day due to impositions. This may please some circles. But, I don't think a concession made as a result of such impositions will be beneficial for the future of Turkish-Armenian relations." Adanir also said that he was using the expression 'Armenian Genocide' in his academic works, and added, " the dimension of the 1915-16 relocation is far beyond than mass killings. A whole nation, regardless of whether they were women, men, elderly or children, were relocated and died on the roads. Their properties were seized, while those who survived this incident were not allowed to return." (2) The Danish Royal Library has, together with the Armenian embassy, held an exhibition on “The Armenian genocide and the Scandinavian reaction” .Due to protests from the Turkish embassy, the library’s director, Erland Kolding Nielsen, has agreed to hold an alternative exhibition titled, “The so-called Armenian genocide.”This decision has caused widespread debate and 37 Turkish intellectuals, including Fikrat Adanır ,Taner Akçam, Cengiz Aktar, Murat Belge, Baskın Oran and !pek and Oral Çalı"lar, have in an open letter in Dec.2012 in Denmark’s leading daily Berlingske, called on the library’s director to reconsider his decision. The support that you are extending to a regime that has made opposition to confronting history and denial of the truth a fundamental principle is equivalent to supporting a regime of apartheid. We want to remind you that your support constitutes an obstacle to democratization efforts in Turkey today."(3) In his research " The Reality and Relevance of the Armenian Genocide" ,1999, Prof Richard Hovannisian (UCLA), mentioned that "Fikret Adanir explains the lack of readiness in Turkish society to face the truth of the Armenian Genocide as being in

He offers an overview of Turkish nationalist historiography and how it shapes public opinion."(4) According to ESI (European Stability Institute), Turkish historian Halil Berktay, a professor at the prestigious Sabanci University in Istanbul told ESI in early 2009, "Every country has foundation myths. Turkey's, however, thanks largely to the perseverance of Kemalist dogma, has been virtually uncontested – at least till the 2000s. Turkey was a late nation state. The hegemony of state Kemalism allowed foundation myths to survive longer than in most nation states. He added " A few Turkish intellectuals, such as Taner Akcam or Fikret Adanır, addressed the Armenian issue in the 1990s. But they were isolated from Turks in Turkey. The press did not cover their views. This is regarded as sufficient evidence of the government's criminal intent. Second, the fact that Armenians living outside the war zone were also removed. Thirdly, it is argued that the thesis of simple relocation is flawed due to the absence of the preparations which resettlement would require. Fikret Adanir suggested that over a million lost their lives during the events.(6) A group of academics, journalists, artists and intellectuals have released a statement condemning in the harshest terms what they define as expressions that include “open hatred and hostility” towards Armenians in Turkish schoolbooks, which were recently exposed by the newspapers Agos and Taraf. The two newspapers recently published reports on hateful remarks targeting Armenians in the textbooks used in history classes, according to Today’s Zaman. A letter accompanying the text of the condemnation, written by historian Taner Akçam, notes that including such expressions as lesson material to teach children is a disgrace. Prof. Fikret Adanir was one of the academics who have participated in releasing the statement.(7)

Code-Switching: Minority Languages’ Biggest Enemy! Is It Now? By Dr. Arda Jebejian How many times have you had your parents, grandparents, or teachers reprimand you and tell you, «!"#$%& '( )*+,"-. /*0"-1, )231 '(*0,.» (“Don’t mix your languages. Speak Armenian only.”) Or, «403 5*+(, 6*0"-1,7 (,8 1.» (“How do they say this word in Armenian?”) With millions of Armenians living in a diaspora setting, especially as a minority group with a minority language within a majority context, automatically CodeSwitching (CS) becomes inevitable. It is very common to hear an Armenian in the Middle East use Armenian, Arabic, English, French and Turkish in their everyday conversation. Similarly, those born and raised in Russia, for example, tend to use Russian words or phrases in a conversation they began in Armenian. And so on. Such a phenomenon is definitely not new and definitely not restricted only to diasporan Armenians. It is global. So much so that even the French in France, a majority population living on its own soil, are determined to fight tooth and nail to keep English words out of their language, especially in diplomatic circles. So, how realistic are we when we ask, even demand, Armenians everywhere to stick to one language when they talk, and of course that one language should be Armenian? How tolerant should we be? Rather, should we tolerate CS at all? Isn’t CS the reason behind the deterioration of our mother language to the extent that it has been declared an endangered language? Is it now? What exactly is Code-Switching? CS is the use of two or more languages in the same discourse in various social contexts all over the world. Sometimes switching occurs between the turns of different

speakers in the conversation, sometimes between utterances within a single turn, and sometimes even within a single utterance. For a long time, lay people and scholars thought that ‘mixing’ languages • indicated serious abnormal linguistic behavior • signified mental confusion and • retarded conceptual, intellectual, and cognitive development. Interestingly enough, the findings of a research I conducted in Beirut, show that older Armenians feel guilty and ashamed of CS. They also believe that CS betrays an inadequate knowledge of Armenian and improper control of language. While younger interviewees view CS as a positive phenomenon, as it enhances and facilitates communication and constitutes a natural part of everyday interactions. Should we encourage or discourage CS? The fact is that nowadays there seems to be a consensus among researchers that CS does not usually indicate lack of competence on the part of the speaker in any of the languages concerned, but that it results from complex bilingual skills and emerges in various places among multilinguals of similar circumstances. Furthermore, there is evidence CS follows specific patterns and is used to attain a variety of communicative goals, such as, facilitating interaction, establishing sociocultural identity, enhancing communication, withholding information, or imparting socio-educational status. The bottom line is that CS is a complicated phenomenon with diverse meanings and implications. Why do we, Armenians, then seem to

be so set against it? We blame it on parents’ indifference, teachers/schools’ inadequacies, the hegemony of English, carelessness, resentment, or lack of appreciation of the ‘sacredness’ of the Armenian language. Probably, if we resorted more to reason and less to emotions, we might find a way to handle CS. Let me explain. First of all, adopting a negative stance towards CS will not make it disappear. Second, getting upset, becoming critical, and blaming people and institutions right and left usually alienate, frustrate, and antagonize others, especially the young generation. So, what is the magic solution? After 100 years of diasporic existence and everything that kind of existence entails: fluctuations of language ideologies, ranges of identities, sociopolitical and socioeconomic trends, globalization, consumerism, explosion of media technologies, we have to find a way to deal with CS in a more practical, positive manner. So, what is the magic solution? The magic word is: Attitude! The kind of attitude that generates patience, positivity, and perseverance: • patience to guide, mentor, remind, and teach the young generation Armenian words • positive attitude towards people struggling with remembering or learning Armenian • perseverance in showing acceptance and boosting young people’s pride in being Armenian, pride in the Armenian culture, and pride in Armenia. Add to them encouragement, confidence-building strategies, constructive input, faith, incentive, and optimism • to inspire the young generation to

stay Armenian • to get young people more involved in community functions • to trust young people with responsible positions in the church, school boards, political parties, and committees • to create opportunities for the young generation to interact together and eventually marry from within the group. Conclusion The following is an excerpt from Michael McDaniel’s Journal: The villagers have no mosquito nets and the babies are dying like flies, no money for the hospital, fever rampant, not a speck of food in the houses, malaria taking its toll. We need at least 500 or more mosquito nets to get out to the villagers as fast as we can and money to get some of these tiny babies into the hospital. McDaniel is not a medical doctor. He is a linguist who in 2005 went to South East Asia to preserve the Akha community’s mother language. McDaniel had to put his agenda on hold to first get medical help to save the Akha infants, future speakers of Akha and hence preservers of the Akha language. Moral of the story? To understand and handle CS, Armenian diasporan communities should first get their priorities right and choose their battles wisely. Kuwait, October 2014

The Settlement Of Musa Dagh Armenians In Anjar, Lebanon, 1939-1941 By Vahram L. Shemmassian This year marks the 75th anniversary of Anjar, home to Musa Dagh Armenians situated in Lebanon’s Bekaa Valley at an altitude of 950 m. along the Beirut-Damascus highway, near the Syrian border. What was the genesis of this unique Armenian rural town? What challenges did it face during its infancy (1939-1941)? These are the two main questions that this article addresses. It all started in the Sanjak of Alexandretta/Iskenderun, an autonomous province within Syria between the two World Wars. Its inhabitants included a significant number of Armenian natives and refugees, among them the indigenous population of Musa Dagh. A political crisis beginning in 1936 shook Sanjak society to its core, as winds of change from the French mandate to Turkish suzerainty increasingly caused panic. The turmoil grew to alarming proportions for the Arabs, Alawites, and Christians when a farcical election in 1938 installed a Turkish majority in the Sanjak’s legislature. A year later Turkey annexed the area. This was the final straw that compelled the overwhelming majority of Armenians, among other groups, to seek refuge in other parts of Syria as well as in Lebanon, apprehensive of Turkish rule. The exodus from Musa Dagh took place before the 23 July 1939 annexation. The refugees temporarily settled in the open at Ras al-Basit, between Kesab and Latakia, until a permanent home could be found for them. The Turkish Government asked the French not to install the Armenian refugees near the Syrian-Turkish border. The French obliged, and considered several op-

tions including, but not limited to, four possible settlement sites in Lebanon: 1) in the mountains overlooking Tripoli, especially around the villages of Sir and Bakhune; 2) in the district of Hermel, along the Orontes River; 3) in the west of Baalbek, around the villages of Shemestar, Hadith, and Budaye; 4) in south Lebanon, in the foothills of Hermon, between the cities of Marjaayun and Rashaya. Among those places Hermel was regarded as the most suitable one not only because of the available land, but also because the Armenians “would constitute a moderating element and a factor of appeasement, in a corner which troubles, permanently, the dissentions between Christians and non-Christians.” But for various reasons, none of these places was selected. The French High Commission of Syria and Lebanon ultimately negotiated with a retired Turkish military officer named Rushdi Hoja Tuma, who owned a 1,540 hectare domain at a place called Anjar in the Bekaa Valley. Although Rushdi Bey demanded a prohibitively-high price for his property, he was willing to accept, out of “patriotic sentiments,” an “important reduction” if the Turkish government asked him to. The land was purchased at a reduced price. The relocation from Ras al-Basit to Anjar took place from 3-16 September. The refugees were shipped to Tripoli and thence entrained to Riyaq, where a local Armenian reception team offered food, fruit, and refreshments. From Riyaq they were transported aboard trucks to their final destination of Anjar. This was an inhos-

pitable terrain—rocky, swampy, and thorny, with scorching summers and freezing winters. But having no other choice under the circumstances, the Musa Daghians had to reconstruct their new community here. The newcomers in early 1940 numbered 1,060 families or 4,521 persons originating from the following six main villages of Musa Dagh: Kheder Beg, 1,050 persons; Bitias, 915; Haji Habibli, 904; Kabusiye, 754; Yoghunoluk, 601; Vakef, 295. They huddled together within the contours of the ruins of an ancient city, a 250 m. by 200 m. rectangular area on the periphery of the future village site. The Armenian National Union in Beirut and the French High Commission provided them with tents, which sheltered as many as ten-twelve persons each. The French High Commission’s Public Works Service drafted the future village plan: an eagle-shaped layout with six distinct segments mirroring the ancestral villages mentioned above. The principal roads of Anjar would be 56 meters wide; the secondary streets 12 meters wide with 4-meter sidewalks; and the tertiary arteries 6 meters wide with 2-meter sidewalks. A central water reservoir would distribute water to springs (qastul) enclosed within octagonal walls and erected in the main squares. The location chosen for habitation spread across the last slopes of Jabal Anjar, a mountain separating Lebanon from Syria. The Public Works Service also sought an additional 50-60 hectares of land adjoining the Anjar domain upon which to extend part of the village. The area put aside for

the village proper included separate spaces for the churches, schools, and auxiliary buildings of the three denominations (Apostolic, Catholic, Evangelical). An auction held on 19 September awarded the construction of houses to a French development company called Sainrapt & Brice. The original plan was to build two rooms, a kitchen, and a restroom per house. Given the start of World War II, however, the French were compelled to cut their expenses. Consequently, the scheme was reduced to one chamber with an outdoor restroom situated on a 400 m! lot per family. In all, 1,250 dwellings had to be built by 15 December 1939. This proved an impossible task, for the following reason. Internally, the refugee community was to be governed by a committee chaired by Kevork Kalusdian and consisting of one representative from the six Armenian villages of Musa Dagh each. But since this committee did not muster enough muscle and prestige to impose its will, it was able to recruit only half of the 1,000 workers needed. The lack of the necessary manpower and discipline thus hampered the construction work. So that only fifteen houses were built by 15 November. The situation began to improve when the French asked Movses Der Kalusdian, then a lieutenant in the French Foreign Legion stationed at Baalbek, to put a chaotic house in order among his compatriots at Anjar.
