LOS ANGELES (March 27, 2020) The Military Sealift Command hospital ship USNS Mercy (T-AH 19) arrives in Los Angeles, Calif., escorted by a trio of Foss Maritme Tugs (Alta June, Bo Brusco, and Arthur Foss) and various U.S. Coast Guard vessels. Mercy deployed in support of the nation's COVID-19 response efforts, and will serve as a referral hospital for non-COVID-19 patients currently admitted to shore-based hospitals. This allows shore-based hospitals to focus their efforts on COVID-19 cases.

FROM THE HELM We Carry On

COVID-19 has turned the world upside down. Opening Day festivities, sailboat regattas, and summer rendezvous events have either been cancelled or postponed. Schelleen Rathkopf The havoc of this invisible virus can be seen and felt every time we visit the grocery store, drive through a once bustling neighborhood, or when our guest moorage request is denied. But where there is havoc, stress, and unrest, the virus is also proving to be a reminder that we’re resilient and that we, despite the hardships, will carry on. In this issue of Northwest Yachting, we set out to provide a beacon of light despite

COVID-19. On the cover is the USNS Mercy being brought into Port of Los Angeles, with the assistance of two Foss Maritime tugboats, to provide back-up medical facilities and support. It’s a powerful visual on how mariners are working together all over the world to support each other in times of peril. Inside these pages, we also share the story of Thea Foss, the founder of Foss Maritime Tugs (Page 54), written by Richard Walker. Foss is a Pacific Northwest icon, whose tugboat empire ultimately emerged from the purchase of a $5 rowboat during really tough times. In the midst of a struggling economy, Thea turned an idea into a business to make ends meet. While building her business, she was also raising three toddlers and showing compassion by providing meals to the hungry on the docks in Tacoma. We will also introduce you to the Pacific Boys (Page 60), and Jonathan Harrison, who has formed a team to participate in a race to row across the Atlantic Ocean. After years of struggling, the team has finally come together with a shared vision and will work to make what was once just a dream into reality. These stories are meant to inspire and remind us of the power we have to navigate

times of adversity, strain, and challenge, creating fulfilling life stories as we carry on. Tim McGraw delivers this message best in his song titled “We Carry On.” The lyrics go, “…we carry on, when our lives come undone…’cuz there’s promise in the morning sun…we were born to overcome.” If there is one positive outcome of COVID-19, it has provided a wake-up call about those things that we love to do, who we love to see, and what we want in our lives—things that before COVID-19 might have been taken for granted. Sometime in the future, there will be a vaccine for COVID-19, and we will carry on with our lives. But in the meantime, we can dream about tomorrow because it will come, and dream big and create greatness. We will carry on.

Nautical News The Latest on the Northwest's Boating Scene

Eight Bells for Stanley Butchart By Schelleen Rathkopf

The Pacific Northwest boating community lost one of its shining stars on March 20, 2020. Stanley (Stan) Vint Butchart Jr. of Burien, Washington, passed away peacefully in his home surrounded by his family following a long battle with pancreatic cancer and congestive heart failure. He was 94. He was known to his family as “Grumpy,” but he was anything but that. He was a super cool guy when men his age were supposed to be grumpy old men. I met Stan when he was in his 70s and still skiing over 150 days out of the year. We met at Whidbey Island Race Week where Stan and his wife Joyce were part of our close-knit Race Committee team. Stan was always on flags because the position required someone who was not only a good listener, but whose demeanor could keep an otherwise frenzied Race Committee team quite calm. He loved doing Race Committee, and in addition to Whidbey Island Race Week, he was a regular Race Committee volunteer at Corinthian Yacht Club in Seattle. In addition to Race Committee, he was a helluva sailor. For those racing Duck Dodge during the summer months on Lake Union, chances are you spotted Stan sailing his beloved 25’ Polaris. He loved the camaraderie and missed only a handful of Duck Dodge races. At one time he also raced a Hobie 16 with his best friend, Merv Eaton. “It was pure joy for him,” shared Stan’s son Larry

Butchart, longtime employee at Fisheries Supply in Seattle. “They didn’t win much, but oh, did they have fun!” In his 70s, he was racing on the Olson 30 Road Runner with his very good friend, John Hoag. The story goes that John once asked Stan, “To call those waves behind us, so we can surf down the big one." Stan calmly but loudly replied, “If you want me to call the waves, you’re going to have to slow down!" Hoag is said to have bought a S2 9.1 Chinook a few years ago just so he could continue sailing with Stan, who was on board almost every Thursday night for the Three Tree Point races right up until his medical setback last August. “You can't just talk about a few things you'll miss about Dad,” noted Larry. “It’s the whole package. Things like that great big smile, and the funny smirk he would make behind my Mom’s back. The way he loved talking about airplanes and sailing, and his attitude that no situation was the end of the world. He wasn't just my Dad, he was my best friend.” Stan’s impact on others was immeasurable and he created a tightknit team of sailboat racers who also saw Stan as a father figure. Several of the 1D35 Shrek crew - John Hoag, Paul Carter, and Bob Combie, who lost their dads at an early age looked to Stan to fill the void. Stan was born in Prosser, Washington, and he was one of three Stan Butcharts in

the family named after his Father. The third Stan Butchart was his cousin, the famous NASA test pilot and, “the only reason I ever wanted to go to the family reunions,” joked Larry Butchart. He grew up on a farm and it wasn’t until he reached school age that he realized his name was Stan as everyone in the family called him, Junior. After graduating from Kittitas High School, he served in the Army medical corps during the Korean conflict and was stationed in Germany. His love for aviation took him to Boeing, where he worked for 39 years. In June of 1954, he married Joyce Hitt and last year, they celebrated their 65th wedding anniversary. I remember a conversation with Stan at Race Week years ago on the back deck of YC5, the Race Committee belonging to Corinthian Yacht Club, where I suggested that he was the modern-day Renaissance Man. “Oh that,” he replied with a twinkle in his Continued on Page 18

eye and a rum cocktail in his hand. “I just like to stay active.” And active he was. In addition to sailing and racing, he was an avid skier, and owned and operated the former Swuak Ski Bowl on Blewett Pass. He was a mountain climber, avid hiker, member of the Mountain Rescue Council, a boat builder, gardener (and famous for growing corn and tomatoes), a square dancer, a father, a grandfather and a greatgrandfather. He is survived by his wife Joyce Butchart, two married sons Richard (Denece) and Larry (Janet) Butchart, seven grandchildren, and 18 great-grandchildren. “Right now, we're just glad the suffering is over,” added Larry. “But come summer, when we all start racing again, we are really going to miss him.” Though Stan Butchart reached the end of his watch, the impact he had on those he touched will carry on. There may have been three Stan Butcharts in the family, but only one Junior.

Keep Washington State's Pumpouts Working By Aaron Barnett

How often have you gone to use a pumpout only to find it broken? A truly unfortunate situation for someone who goes out of their way to do what they feel is the proper alternative to discharging their sewage (also known as blackwater) directly into the drink. The state of Washington and participating stakeholders spend over a million dollars a year on new and replacement pump-out systems as well as yearly operations and maintenance on public systems that are often sophisticated units compared to pumpouts of past. Today, pump-out equipment is much improved with higher quality pumps and even sophis-

ticated monitoring equipment. “I have been using pumpouts for decades,” shared Robert D’Arcy of the Schooner Martha Foundation. “And can say with confidence that they usually do work and work well.” However, in the not-too-distant past, coming across a broken pump-out unit was not uncommon. Pump-out equipment is still sensitive to environmental threats and, of course, misuse. They are most vulnerable when used for something it’s not intended for, such as bilges, garbage, or whatever else the human imagination comes up with. Improper use of a pumpout exposes it to materi-

als such as petroleum products and sharp objects such as screws that can cause severe damage to the system. Petroleum damages the inner peristaltic hose found in most pumpouts and the sharp objects can poke holes and cause tears in these hoses. Misuse is often the reason behind a downed pumpout - which results not only in inconvenience for future users, but in unanticipated costs. On a visit to South Puget Sound Marine Park, a Washington State Parks Area Manager found petroleum products in the pumpout. “The pump-out facility was immediately deemed “Out of Order” and has remained out of order ever since. The repair costs cannot be absorbed in the park’s tight budget without drawing services or amenities from somewhere else. In this case, the marine pumpout is a closed system, but had it been attached to a park septic system, the damage could have been much more extensive.” As part of the Pumpout Washington campaign, I’ve talked to literally thousands of Washington boaters and have personally inspected hundreds of pumpouts statewide. In at least a third of these pumpouts, I have witnessed oil sheen emanating from the nozzle tips. I can say with certainty that bilge pumping with a sewage pumpout is a common problem. I’ve witnessed the damage caused from everything from drywall screws, copper shanked nails, cat litter, and in one case, a pumpout that was shut down because of a Tshirt clog in the system. Thankfully in the case of the T-shirt incident, the marina had both a portable and a mobile pumpout boat to respond to boaters’ pump-out needs during the month it took to repair the system. But most marinas don’t have back-up, pump-out equipment. Washington state has only 140 pumpouts. It can take months and thousands of dollars to repair them due to issues that can be easily avoided. Please be mindful of only using marine sewage pumpout equipment for what they are intended for: blackwater.

Thunderbird Legend Sandy Pratt Succumbs to COVID-19 By Wendy Hinman

Legendary Thunderbird sailor Sanders (Sandy) Pratt succumbed to COVID19 on March 26th. He is survived by two children and four grandchildren. Sandy's daughter, Barbara, said that he was admitted to the hospital on Sunday, March 22 for the novel coronavirus. The cruelest part of this disease is that such a well-loved and respected man was forced to spend his last moments in isolation. A strapping man, who was 92 when he died, remained a fierce competitor to the age of 90. He was a stalwart racer, aggressively maneuvering for room on the starting line.

A member of Corinthian Yacht Club Seattle since 1957, he rarely missed a race. When I met him, more than 30 years ago, he was not a young man. Yet he never seemed to age,

and when I last saw him, his laugh seemed just as hearty as always. His love of sailing started around the age of seven. He represented the Husky Sailing Club in 1949 at the Pacific Coast Intercollegiate Sailing Regatta at Berkeley, California, after he excelled in the qualifying races. In his 20s, Sandy raced a star boat “My Sin,” appropriately named for his passion. After his wife Letha told him My Sin wasn’t a good family boat, he chose a more family friendly onedesign that he deemed race worthy: Thunderbird. The Thunderbird was designed by Ben Seaborn to

help the American Plywood Association sell plywood to the backyard boat builder. Sandy finished wooden Thunderbird hull #711 from a bare hull in 1967 and named it LeBar. He won the Thunderbird International Championship in 1975, besting 75 boats in an intense competition. His hard-earned golden bird proudly adorned his mainsail ever afterward, marking LeBar and his next boat, a fiberglass T-bird he named Falcon (#1177), as a key boats to beat. Fleet member Roger Schip noted, “Watching him move through the T-bird fleet was like watching a chess master.” Never one to rest on his laurels, Sandy was always focused on the competition at hand, eking out every knot of speed he could. A longtime Boeing engineer, Sandy oversaw the manufacture of Boeing 747 wings, fashioning new techniques and tools to overcome challenges in the early years of building this iconic aircraft. He had an engineer's curiosity and quest for knowledge, constantly probing others to gain new insights and find ways to make his boat go faster. He was especially good at ghosting along in light air and has schooled many sailors over the years. Sandy liked to win and he cursed costly blunders. Crewmember Anthony Colfelt noted, “There are many funny stories of crew members being sent downstairs to hug the mast on the floor to get the boat balanced just right, especially in light winds. But we generally enjoyed his intensity and competitive spirit.” Many joked about the brief explosions of fiery expletives he would bellow when everything went sideways, especially when he was training new crew. Tim Satre shared how Sandy barked at him for talking too much during a race, “I don’t need the news, Walter Cronkite!” Yet his crews were quite loyal, most racing with him for decades. Almost everyone remembers Sandy’s jovial personality and hearty laugh and his willingness to teach. Longtime fleet member Kemp Jones said, “Sandy taught me a lot about making a T-bird go

The 2021 New Zealand Millennium Cup’s Notice of Race (NOR) has just been released, attracting the attention of many big names in superyacht racing. Frequent competitors in global superyacht regattas like J Class Velsheda, Win Win, Pumula, Kawil, and Wavelength will join regular NZ Millennium Cup entries Silvertip, Tawera, Sassafras, and Janice of Wyoming as they race in the world’s southernmost regatta. Also joining them for the first time in the adventurous Antipodean race will be Black Sails, Ciliam, Altair, Ammonite, Hetairos, and Anemoi. “New Zealand in early 2021 will truly be the place to be for anyone passionate about exceptional yacht racing,” says event manager Stacey Cook. “The regatta is based in Russell in New Zealand’s Bay of Islands, which is an incredibly special part of the world. We’re expecting up to 35 yachts to enter.” The historic village of Russell is the gateway to the Bay of Islands and is also known as Kororāreka, or sweet penguin. Today the little blue penguins that give it its name still wander up the beach to nest under the wooden boards of beachside buildings; many built when Europeans first arrived in

New Zealand. “If this isn’t heaven, then it’s just next door,” said sailing legend and regatta ambassador Peter Montgomery when describing sailing in the Bay of Islands. Prior to the NZ Millennium Cup superyacht regatta, event organizers are also hosting the world’s first superyacht fishing competition. Crews will fish for snapper, kahawai, or game fish. The Bay of Islands-based events will be followed by the RNZYS Mastercard Superyacht Regatta in Auckland. "Entries are lining up for the Regatta where many of the NZ Millennium Cup fleet will continue their rivalry,” says RNZYS’ Andrew Delves. A J Class Championship will follow a J Class Exhibition race, and then the 36th America’s Cup Match will round out the competition in March 2021. The New Zealand Millennium Cup will be in its 13th edition in 2021, and was first raced as an adjunct to the 30th America’s Cup in Auckland. UK Sailmakers Working on PPEs

The Hiram M. Chittenden Locks large chamber opened back up for vessel traffic on April 1, after completing construction of the Stoney Gate Valve Project. The large chamber closed February 12 to replace two Stoney Gate valves that were original to the 102-yearold locks. Second phase completion brings the total completed upgrades to three, half of the total gates. The Stoney Gate valve system was installed more than 100 years ago, and the new gates have the same life expectancy.

UK Sailmakers are working to make personal protective equipment (PPE) for healthcare providers during the COVID-19 pandemic. As an industry that has a lot of zero porosity material and machines to sew it all together, the company will be providing PPE desperately needed by doctors and nurses around the world.

The next scheduled closure to replace the Stoney Gate valves is October 12 through December 3.

The Northwest Marine Trade Association (NMTA), in coordination with the Association of Washington Business chambers and other business associations around the state, were successful in advocating at the local, county, state, and federal levels for more help to mitigate the economic impact of the COVID-19 outbreak on marine businesses. The Governor responded with expanded benefits programs and a resource list. These include programs such as SharedWork that provides partial wage replacement to avoid layoffs; and standby status, which suspends the job-search requirement for workers to collect unemployment benefits if an employer must make temporary layoffs. Seattle’s Mayor Durkan has set up a business task force to help with Seattle’s response to the economic impact of the outbreak. Peter Schrappen (our own NWY columnist) from NMTA is in touch with the Seattle Metro Chamber delegate regarding that task force. Seattle Yachts has formed a wholly owned subsidiary, Marine Manufacturing Group (MMG), to purchase the assets of Tartan Legacy Yachts, the Ohio-based builder of Tartan sailboats, Legacy powerboats, and AMP brand carbon fiber masts and spars. In addition to yacht brokerage, Seatt le Yachts is also an authorized dealer for a wide range of brands, including Tar-

tan, Legacy, Nimbus, Dehler, Hanse, Moody and many more. The company had many boats in the Tartan Legacy production pipeline when it became evident the manufacturer was experiencing financial difficulties. “It’s no secret that Tartan Legacy had fallen onto some hard times and was struggling despite having a healthy order book and some 19 boats in process on the production fl oor,” says Peter

In addition to marine business management experience, Friedman has an extensive background in the construction of both sail and motor yachts. Whiting and Friedman are joined on the MMG management team by longtime yacht production pro Bill Macnab, who spent a couple of decades building boats and yachts in Asia at firms like McConaghy, Prout, Tri-Con and Allegro. Before that, he worked for many years at Westbay Sonship in British Columbia, Canada. “Our main goal at Tartan Legacy in the short term is to improve processes while maintaining the high quality of construction, fit, and finish for which these brands have been known,” Mcnab says. “We will also deliver these rugged, seaworthy, comfortable, and good-looking cruising yachts at compelling prices.” Tim Jackett, Tartan Legacy’s in-house designer and product development manager, will also round out the team going forward. The Tartan Legacy manufacturing operation is being moved to a new 52,000-squarefoot facility in Painesville, Ohio. The new plant is nearby the current location and will provide a better layout for boatbuilding, the new owners said.

Everyone has their varying standards but for me, my Baltic 39, PANGAEA is the perfect boat! I bought her new in April of 1978 and since then, she's done two Vic-Maui's, has cruised much of Washington and BC waters, has raced in all the major NW regattas (including many Race Weeks!). She has also introduced many high schoolers to our sport and still does the Anacortes Yacht Clubs local races, and of course, Round the County. She's a pleasure to cruise on and easily double handed. Team Sail Like A Girl on COVID-19 Dear Schelleen, The irony is that we choose to quarantine ourselves in 32 feet of boat each year…but as we peer through our blinds, wistful for the outdoor activities we would love to be doing, there are at least two silver linings. Monaro Yachts Monaro Marine Ltd. designs and builds its own unique brand of semi-custom, rugged all- weather fiberglass powerboats that range between 21’ to 30’. Located in Richmond, British Columbia, the boats are built for the harshest environments and have developed a cult following of boat owners. “I drive rescue boats for the Royal Canadian Marine Search and Rescue,” says Ned Baess, an owner of the popular Monaro 24. “Knowing how to handle heavy seas and high winds, the Monaro is the only boat, of many I’ve owned, that I’ve taken out in storm conditions. In this new monthly column, you’ll find a featured podcast as well as a selection of helpful and entertaining apps. Enjoy!

Podcast: Around the Buoy Northwest Yachting’s Digital Delivery heads to the East Coast this month to find the hosts of “Around the Buoy”, who interview mariners, sailors, cruisers, rowers, and adventurers from every corner of the boating world. Based in Newport, Rhode Island, hosts Carter Richardson and Tyler Fields release monthly interviews with guests who share their stories about life on the water and how they’re making waves in boating. Some of the past guests include James Theiler, an ice boater who recently won the North American Ice Boating Championship; Natasha Lambert, a young sailor with cerebral palsy who has sailed most of the British Isles and plans to cross the Atlantic Ocean soon; and Med Chandler, a blacksmith who makes iron tools for wooden ships built the old- fashioned way. While scrolling through the episodes of the Around the Buoy podcast, one is struck by the wide variety of topics and guest backgrounds. One episode features a pilot with National Oceanic Atmospheric Association who hunts hurricanes for a living, and in the next podcast, Richardson and Fields interview a crew of military veterans rowing in the longest crew race on Earth to raise funds for returning veterans. Cooking App: Paprika Moving on to the galley, we bring you “Paprika,” a recipe managing app. Preparing for a long cruise or even just a day trip on the boat involves a lot of moving parts, and making sure your galley is fully stocked is one of them. The “Paprika” app pulls double duty as both a hub for your recipes and as an interactive grocery list. The app downloads and collects recipes from your favorite cooking websites. It can also download from other cooking apps like “MacGourmet”, “MasterCook”, and “Living Cookbook.” You can create a pantry list of what ingredients you have and in what amounts. Using the ingredient lists from your recipes, the app can create smart shopping lists comparing what you have in the pantry section to what is needed for your recipes. Other features of the app include automatic scaling, which adjust ingredient ratios based on how many people

you are cooking for; a meal planner with a calendar, and the ability to export your recipes and grocery lists to your other devices. The “Paprika” app is a nice addition for chefs who are planning an extended trip, and is available for $4.99 on the iPhone and free with in-app purchases for Android devices.

Camping App: Coleman Get Outdoors This may be a good time of the year to head outdoors after being cooped up for months. If you’re heading outside to do some serious camping for the first time or just want a night onshore during an extended cruise, the “Get Outdoors” app from Coleman might be just what you need. This app has all the basics of camping covered. Choose from the app’s database of campsites to discover the perfect one. Find tips on how to set up camp, start a fire, keep critters away, and more. The app even recommends gear for your trip. On the day of your departure, you’ll receive a reminder, so you don’t forget any important gear. A selection of campfire friendly recipes are just a click away, as are ideas on how to keep young children entertained and involved in the camping process. “Get Outdoors” provides input from camping experts, who offer advice and gear recommendations. The app is free for iOS. Download it now if you’d like to have a little more camping knowledge in your back pocket.

Fishing App: Fishing Points If you do head outdoors this month, why not do a little fishing while you’re at it? You can use your new camping skills to cook up a seafood meal for the whole crew. The “Fishing Points” app might help you reel in dinner by putting tons of useful information right into your pocket. Before you head out, check the app for weather conditions, tide information, and solunar activity. The app functions online or offline and works with any kind of fishing, whether you find yourself on a lake, river, or the open ocean. A daily fish activity forecast and expected feeding times are available. If you hit a spot you like, “Fishing Points” will save coordinates of the location and even the trotlines and trolling paths you took. Stillness If you had told me that I could spend a few weeks at home, not working and just puttering, I would have said, “Absolutely!” I have a long list of chores, books to read, gardens to weed, and movies to watch so it would be super appealing to me. Even if you had said, “But wait, there is this catch: you can’t go out, and supplies may be limited.” I’m a boater, so I have that skill set nailed. I can ration my food and make meal plans for weeks, living from a small freezer and canned goods. I can also manage toilet paper better than most. Given a chance, I can repair almost anything with a hairpin and some nail glue. Be careful what you wish for. My pandemic staycation started strong with some drawer-cleaning and closet purging, but very soon thereafter, it started to stall. I’m not tired, but I have no energy, like some kind of funky malaise. It has now been almost a month of being housebound, and I am feeling totally out of sorts. My real hair color is poking through, and I would kill for a mani/pedi. I also really need a hug. Recently, I went online to look for some inspiration and found an article by psychotherapist Natasha Hinde titled, “It’s Totally Normal To Feel Weird, Anxious, or Scared Right Now. We’re In A Period Of Grief.” In this piece that was published in Huffington Post, Hinde writes, “It’s absolutely normal to feel shock, denial, and anger. But also to feel overwhelmed, depressed, and helpless – these are all part of the cycle of grief.” This was the light bulb moment for me as it described my feelings perfectly. It wasn’t just my world that had turned upside down, but the entire world had changed drastically and there it was: grief. It made me feel better to know that I wasn’t alone, but what next? The therapist went on to say that, “The way we can get our sense of self back is by focusing not on

what you can’t control, but what you can control.” That made perfect sense. However, there was a small glitch. All of the marinas, outstations, and marine parks in my local waters are closed indefinitely, and it is still quite chilly in the Pacific Northwest to be at anchor. If I couldn’t get out on the boat, what would be the next best thing? Flash of genius. I have a huge collection of boating photographs on my computer, laptop, phone, and numerous SD cards. Organizing this collection has been on my “rainy day” list for quite some time, and it seemed like the perfect therapy to get me out of my head. I use a program called Adobe Photoshop Elements, and sort photos by the date taken and then tag them with people’s names and places. I even share them with my friends, who, as it turns out, were experiencing a similar funk. I worked on this for a couple of hours a day for a week and a half. I felt organized, and my heart was flooded with good memories. Brilliant and cathartic. The world has taken a collective sigh, and we know that we have to be patient, kind, and make the best of a very difficult situation. We must remain positive and take advantage of this isolation to spend some time reflecting. American author Vi Keeland writes, “If you want to know where your heart is, look where your mind goes when it wanders.” I believe she was talking about a torrid romance, but I immediately jumped to one of my favorite boating moments. It was a beautiful, sunny morning, and my boat was stern-tied in Smuggler Cove Marine Park on the south side of Sechelt Peninsula near Secret Cove on the Sunshine Coast. I had just rowed back from taking the dog ashore and had gone below to make coffee. When I returned to the back deck, to my shock, I noticed a harbor seal in the dinghy! She had her head resting on the ditch bag, eyes closed facing the sun. I hadn’t heard a single splash or noise and stared dumbfounded until I frantically thought, “Where is the dog?” I turned to see my old Irish Setter, Kennedy, curled up in the deck chair with his grey chin perched on the armrest, eyes closed facing the sun. There was so much trust at this moment. Trust that I wouldn’t scream and yell at the seal to go back into the water. Trust that the dog wouldn’t launch into the dinghy and end up in some kind of aquatic tussle. There was only stillness. I took a seat in the deck chair opposite my dog, closed my eyes, and turned my face to the sun. Missy grew up boating with her family in the Gulf Islands. The 2020-2021 Salmon Season The process for setting limits for the 2020-2021 salmon season wrapped up last month, and while summertime opportunities should be blissful, anglers will face some of the most severe cutbacks ever seen in marine winter fisheries. “We value the winter fisheries but I think at the end of the day we wanted to try to preserve as much of the robust summer opportunities as we could,” said Mark Baltzell, the Washington Department of Fish and Wildlife’s (WDFW) Puget Sound Recreational Salmon Manager. “We knew these were tough choices and I don’t want to say we feel good about making these kinds of decisions.” The closures – that amount to a loss of approximately 24 months of fishing time compared to last year, the most restricted in history – include the eastern Strait of Juan de Fuca around Port Angeles (Marine Catch Area 7) from March 1 to April 15; San Juan Islands (7) and northern Puget Sound at Edmonds-Apple Tree Cove line north to Port Townsend (9) from Oct. 1 to April 30; entire east side of Whidbey Island (8-1 and 8-2) from May 1 to April 30; south-central Puget Sound in Tacoma area (11) from Jan. 1 to April 30; and Hood Canal (12) from Dec. 1 to April 30. Those still seeking a place to set a line in the winter can head to the western Strait at Sekiu (5) from March 1 to April 30; central Puget Sound in Seattle area (10) from Jan. 1 to March 31; and southern Puget Sound south of the Narrows Bridge (13) is open year-round. Summer and early fall will be the beacon of light for Chinook and Coho.

The northern Puget Sound (9) summer hatchery Chinook fishery opens July 16 to Aug. 15 with a quota of 6,529. The area remains open from Aug. 16 to Sept. 30 for a fishery directed at hatchery Coho. In central Puget Sound (10), the popular Coho-only season opens June 1 to July 15. Hatchery Chinook come into play from July 16 to Aug. 31 with a quota of 4,149. Fishing stays open Sept. 1 to Nov. 16 for Coho and then Chum retention begins on Sept. 16. A small window of opportunity will occur in inner Elliott Bay from Aug. 2 to noon on Aug. 5. In the San Juan Islands (7) a hatchery Chinook fishery opens July 1-31 with a quota of 1,541. The season could reopen in August if the July quota isn’t achieved. A Coho-only directed season is Aug. 1 to Sept. 30. South-central Puget Sound (11) should see a rather robust summer hatchery Chinook fishery from July 1 to Sept. 30 with a quota of 4,182. There’s a season directed at Coho on Oct. 1-31. In Strait of Juan de Fuca at Sekiu (5) hatchery Chinook fishing opens July 1 to Aug. 15 (with a catch guideline of 3,974), and for hatchery Coho from Aug. 16 to Sept. 30. The eastern Strait at Port Angeles (6) opens for hatchery Chinook from July 1 to Aug. 15 (release all Chinook east of Ediz Hook) and a catch guideline of 4,768. Hatchery Coho-only fishing opens Aug. 16 to Sept. 30. The Hood Canal area south of Ayock Point (12) is open July 1 to Sept. 30 for hatchery Chinook. All of Hood Canal opens Oct. 1 to Nov. 30 for Coho and Chum may be retained beginning Oct. 16. There will also be a variety of terminal fisheries as well as piers open year-round for shore-bound anglers. The Tulalip Bay Terminal Fishery is open for Chinook from June 1 to Sept. 2 (fishing allowed Fridays to noon on Mondays only of each week) and Sept. 7-30 (fishing allowed on weekends only). On the coast, Neah Bay, La Push, Westport and Ilwaco are open daily for Chinook only from June 20-28. Then Neah Bay, La Push and Ilwaco are daily for Chinook and hatchery Coho from June 29 to Sept. 30; and Westport is open Sundays to Thursdays of each week from June 29 to Sept. 30. All areas could close sooner if catch quotas are achieved. “Chinook fisheries are likely to be similar to last year (but) Coho forecasts are very low and if accurate, fishing could be challenging this season,” said Wendy Beeghley, the WDFW coastal salmon manager. Dealing with the Temporary Normal Like everyone, my plans of late have changed pretty dramatically over the last month. I don’t recall my sailing calendar ever being this empty. The Pacific Northwest Offshore (formerly Oregon Offshore), Southern Straits, Swiftsure, and now the summer Hawaii races have all been cancelled. While the starts for the Victoria to Maui and Pacific Cup races weren’t until mid-summer, getting ready for an ocean race while respecting social distancing norms is unlikely. On top of that, the aforementioned qualifying and practice races were all cancelled, along with Safety at Sea classes. Boatyards are open—if operational changes based on current guidelines have been made. At CSR, we’ve closed our office and are having the office staff work from home. That means leaving one person per day in the office to answer phones, take payments, and handle deliveries. We’re also temporarily limiting access to the yard to only employees, assuring we can keep safe distances and control who is coming and going. With all this time on your hands (other than day use or some anchoring) and not a lot of places to go with your boat, what are the projects you can do by yourself or with just your significant other? One project always on the list is cleaning. Maybe now is the time for a deep clean on your boat. Something that we do regularly on race boats is to take everything out of the boat. The exercise makes it easier to clean inside, but it also forces you to inventory all the stuff you have and decide what to put back on board. What about those drawers of miscellaneous spare parts that you have on board? Are they organized? Do you have the belts and filters for your current engine, or did some of it come from an old boat? How are those belts that have been on the boat forever? It’s a lot easier to figure out if you have a problem if the boat is clean to start. Along the lines of organizing, I have an electronic copy of all the manuals for all the systems on board. If you can’t find an electronic copy, which is pretty rare these days, just plan to scan what you do have. The beauty of keeping this stuff on Google Drive, or somewhere else in the cloud, is that you always have access to it. I also tend to keep a lot of pictures in my drive of different things on the boat. It’s a lot easier to see if something is different, if a crack got bigger or something moved, if you have a picture to refer back to. Before you take a long trip, download a copy to a USB stick, so even if you don’t have internet coverage, you can still access your manuals. For sailors, there is not much that is more gratifying than breaking down a winch, which must be done

regularly if it’s going to operate correctly. The best part about a winch is that there are no spare parts. If you put it back together and discover an extra spring or pawl, take it apart and start all over again. There are lots of great videos online that can walk you through this process. I also recommend having a paper copy of the exploded diagram of the winch on hand. The other tip is to do them one at a time. That way, as winches on your boats are typically in pairs, (and if it really goes sideways), you at least have another one to compare it to. People also forget that a windlass is really just an electric winch. Get the diagram, have a look, and see what is recommended. And while you’re at it, take the time to let out all the chain and rode, perhaps

Time is on your side right now to learn about all these systems on your boat. Maybe you have some other projects you’ve kept putting off because you just don’t have the time. Well, the time is now! Get some projects done. It gives you direction, you’ll feel good about completing something, and you will be that much closer to getting out on the water again with friends. Above all, be safe and be respectful of those that are still working at Fisheries and West Marine. Everyone is still figuring out this temporary normal.

Stepping off the train in April 1889 into the hustle-bustle town of lumber mills, fishing boats, and coal schooners, Thea Christiansen Foss would have seemed an unlikely candidate to become the founder of the largest tug and tow company on the West Coast. She arrived in Tacoma, Washington, with an infant daughter in her arms and two young sons in tow. Whatever English language the Norwegian-born woman knew, she learned on the train from Minnesota, her great-granddaughter Shannon Bauhofer shared. Photos from the period show Foss as a young, elegant woman—her hair pulled back in a bun or braids; her buttoned, high-collared dresses adorned with a brooch. She was soft-spoken and reserved, Bauhofer said—the polar opposite of the character that would be portrayed by Marie Dressler in the 1933 film Tugboat Annie, which was inspired by Foss’s life. “She was unique on the waterfront,” Bauhofer said of her great-grandmother. Through strength of character and being in the right place at the right time, Thea Foss soon launched one of the state’s oldest brands, Foss Launch & Tug. Today the company is known as Foss Maritime, but the culture that Thea Foss established still influences the company today. The Foss name “is synonymous with Puget Sound and has been for years,” said historian Mike Skalley, a Foss retiree who wrote three histories on the company. “The company has had – and continues to have — such an important impact on the region’s economy.” Terri Bates, manager of the M/V Thea Foss, a historic yacht owned by Foss Maritime’s parent company, Saltchuk, added, “What I love about the Foss company is its rich old history in Seattle. It’s a cool, iconic brand.” The story of the founder is as remarkable as the company that bears her surname.

Finding Thea Thea Foss was posthumously inducted in 1989 into the Washington State Centennial Hall of Honor. The company she founded is now the largest tug and tow company in the western United States, and mariners in Puget Sound will confirm that hardly a day on the water goes by without a Foss tug coming into view. Here are other tangible ways Thea Foss’s presence is felt in Puget Sound and Washington State. Named for Thea Foss: • Thea Foss Waterway, a 1.5-mile inlet in Tacoma's industrial area. • Thea’s Park, a 3.4-acre park at the entrance to the waterway (47°15'39.6"N 122°26'20.4"W). • Foss Peak, a 6,524-foot summit in the Tatoosh Range south of Mount Rainier. • The Daughters of Norway’s Thea Foss Lodge in Chimacum. • The M/V Thea Foss, a 90-year-old, 120-foot steel-hulled power yacht originally built for actor John Barrymore. Foss Maritime purchased the yacht in 1950; guests have included King Olaf of Norway in 1975. (The first M/V Thea Foss, built in 1933 and believed to be the only yacht built by Foss Launch & Tug, is now the M/V Mitlite. It is privately owned and homeported in Seattle.) In Addition: • Foss Maritime’s vessels are painted green and white — the colors Thea Foss painted the first rowboat that launched the company in 1889. • Daughters of Norway Embla Lodge #2 of Tacoma, which Thea helped establish in 1907, is still an active lodge. Lodge members meet in Bethlehem Lutheran Church, 101 E. 38th St., Tacoma, WA. • Normanna Hall, for which Thea raised money in 1922, is still the home of the Sons of Norway and is located at 1106 S 15th St., Tacoma. At the time of its construction, it was reportedly the largest Sons of Norway Lodge outside of Minneapolis. • Foss Waterway Seaport Maritime Museum (705 Dock St, Tacoma, WA) has two Andrew Foss-built rowboats in its collection. • The M/V Arthur Foss is a national historic landmark and is docked at the Historic Ships Wharf at Seattle's Lake Union Park. Built in 1889 as Wallowa for the Oregon Railway & Navigation Company, it was purchased by Foss Launch & Tug in 1929, did contract work for the U.S. Navy at Wake Island in 1941, survived an air attack by Japanese naval air forces, and after the war towed log cribs and log rafts on the Strait of Juan de Fuca. the cruiser visited its namesake city in April 1904, as well as to community events such as games of the Tacoma Columbias amateur baseball team, Tacoma High School class reunions, dances at Three Tree Point, and a masquerade ball at the Bay View Pavilion. It was a competitive business, with several launch operators trying to attract passengers to their docks on the waterfront. When the USS Tacoma visited, Foss’s agent was so good at selling tickets that passengers, perhaps so excited by the prospect of visiting a Navy warship, didn’t pay attention to which vessel they bought passage on. Many passengers back in the day used Foss tickets to board Kirby & Alger’s launches from the Northwestern dock near the 11th Street bridge. Rather than “starting a row,” the Tacoma Times reported, Kirby & Alger first accepted the tickets but “soon tired of carrying passengers to the cruiser on Foss tickets and getting nothing out of it,” the Times reported. Thea and Andrew's daughter, Lillian, died in 1914 at age 25 from tuberculosis. Thea, who had been her daughter’s caregiver, “was devastated and reduced her role in the company,” Bauhofer said. The Fosses’ sons – Arthur, 29; Wedell, 27; and Henry, 23 – stepped in to help their father run the company. The Great War years and the ensuing Roaring ’20s were years of significant growth for the company. “The port was expanding like crazy,” historian Skalley said. “Andrew realized he had to expand or other tug companies would take over.” In 1916, Foss purchased its first tug, a five-

year-old, 37-footer renamed Foss 9, and the company became Foss Launch & Tug. In 1917, activity at Foss Launch & Tug was frequently reported on by The Tacoma Times. On May 24, the newspaper reported that the Grays Harbor Construction Co.’s tug Hunter “left this morning for Tacoma with two of its largest scows, which were bought Wednesday by Arthur Foss of Tacoma for the Foss Launch Co.” On June 4, a large section of drydock for Todd Shipyards was placed in position “with the aid of launches from the Foss Launch Co. This is the first of four sections of the immense drydock to be used at the shipbuilding plant.” On Nov. 1, the Times reported Foss bought the Tacoma Tugboat Co., adding to the Foss fleet “the steam tugs Olympic, Echo, Elf and the gas tug Ohio, as well as 12 barges. The Foss company is now the largest of its kind on the Sound.” On Nov. 5, the Times reported that the “speedy action” of Foss employees prevented the “spread of a serious fire which started aboard the tug Daphne, docked directly beneath the Foss company buildings…. Fire extinguishers and streams from Foss No. 12, the fire boat, soon had the blaze under control.” Foss purchased the assets of Rouse Towing in 1922 and opened an office in Seattle, Skalley said. “Also in the 1920s, an office was opened in Port Angeles with some tugs assigned there,” he said. “The Seattle and Tacoma offices operated independently of each other, each having its own fleet of tugs and barges and management. The Seattle division was incorporated as ‘Foss Company,’ with the Tacoma division remaining Foss Launch & Tug Co. Sons Arthur and Wedell ran the Seattle division, Henry the Tacoma division.” When Thea died on June 7, 1927, the day before her 70th birthday, the company she founded 38 years earlier had 29 tugs and launches and was, Foss Maritime historian Bruce Sherman wrote, “the leading tugboat operator on Puget Sound.”

Enduring Values and Traditions Andrew Foss died in 1937 at 82 and his sons continued to operate the company. During World War II, the Foss Company — the Fosses’ Seattle division — became part of Foss Launch & Tug. Foss tugs were second to the U.S. Navy in building naval installations in the South Pacific. One tug, the Justine Foss —named for one of Wedell’s daughters was captured by Japanese forces Dec. 23, 1941, on Wake Island. Crew member Drew Foss, one of Henry’s two children, spent the war years in a Japanese POW camp in Burma. He returned home aboard the USS Takanis Bay on Nov. 7, 1945. Post-war, Foss tugs supported various industries in Alaska’s North Slope, Los Angeles, San Francisco, and Puget Sound. in 1966. Henry, his brothers’ heirs, and other shareholders of the company made the decision in 1969 to sell Foss Launch & Tug to the Dillingham Corporation of Honolulu, a transportation and construction company. “The Seattle office then became the headquarters for all of Foss Launch & Tug Co.,” Skalley said. “The other offices were still manned, but were primarily dispatch and crewing offices for the tugs assigned there.” Dillingham added 14 new tugs and five used tugs to the Foss fleet in the 1970s. Dillingham sold Foss Launch & Tug in 1987 to Totem Resources (now Saltchuk). In 2013, Saltchuk consolidated its five tug and barge companies under the Foss banner, creating the nation’s largest coastal tug and barge fleet. Foss continues to operate autonomously, with headquarters and a shipyard in Seattle and home offices in four states. Foss provides harbor services and transportation operations in all major U.S. coastal ports. Many of Thea Foss’s values remain part of the culture of the company. From Thea Foss’s life: • Treat employees like family. • Give back. “The law imprinted in all men's hearts is to love one another,” Foss wrote in her diary in 1907. • Stand ready to serve when needed. • Identify customers’ needs and meet them. • Look for new opportunities. customers’ needs and preferences in everything we do.” • “Continue to extend and expand our operations globally. Bauhofer is a granddaughter of Henry Foss (1891-1986), Andrew and Thea’s youngest. He attended Stanford University, was a tugboat captain for Foss Launch & Tug, was elected to the state Senate and the Tacoma Port Commission in the 1930s, and served as a naval intelligence officer during World War II. He retired from the Navy with the rank of rear admiral. Henry Foss High School in Tacoma is named for him. When she spoke with Northwest Yachting, Bauhofer noted that the previous day two Foss tugs had escorted the USNS Mercy into Los Angeles to help those affected by the COVID-19 virus – a blend of maritime and humanitarian service that reflected her grandfather and great-grandmother ’s values. Noting that Foss Maritime was founded by a woman, Bauhofer pointed out that Saltchuk, which owns Foss Maritime and other transportation and distribution companies, is also female owned — sisters Denise Tabbutt and Nicole Engle are majority shareholders. “Thea would be very proud of that,” Bauhofer said. Foss Maritime has also continued the tradition, started by Thea and Andrew, of naming a vessel after a Foss family member. Fourteen harbor tugs, nine ocean tugs and two offshore service vessels are so named. Bauhofer is particularly proud of one naming. Her granddaughter, who is now 6, is named Thea. Honestly, I don’t think we have fully figured it out, and perhaps it will become more clear along the way; but for now, we are all chasing a shared dream to experience life to its fullest and push our limits together to create something greater than ourselves.

where can I go? And for some reason my mind liked to plan adventures, and fairly audacious ones at that. Perhaps it was something for me to anchor to, or something to use as a waypoint in the fog, or a dream to feel motivated about. Whatever the reason for these elaborate plans, they were a passion, and if I had learned anything from life, it was that if you find something you are passionate about, you are lucky, and you pursue it. It was in 2013 when I discovered Alastair Humphreys on YouTube as he was rowing across the Atlantic. This was it for me and a seed was sown that would steadily carry me on a path for the next seven years and would crescendo with Team Pacific Boys. While rowing an ocean was something I wanted to do, it proved elusive early on. In 2014, and then again in 2016, I expressed interest to join two teams who were rowing from Monterey to Hawaii across the Pacific Ocean as part of an event called the Great Pacific Race. Both of my attempts to join these teams ultimately failed due to two reasons: time and money. On closer reflection, I realized that the chief factor was actually a fear of being vulnerable. What if I failed? Deep down, I knew the passion was there, but I just wasn’t ready to commit. After two cross-country moves and a new job in Seattle in 2017, I was ready for a vacation. A family friend recommended the Canary Islands since it was known to offer great cycling, another passion of mine. By a twist of fate, the Canaries are also the starting point of the annual

Talisker Whisky Atlantic Challenge, the largest and oldest ocean rowing race in the world. I was very aware of the race, and this vacation destination would give me a perfect reason to pay the race start a visit. I aligned my flights so I could be there right before the start on December 12, 2018. The Talisker Challenge is a 3,000-mile rowing race that starts in La Gomera in the Canary Islands, and ends in Antigua on the edge of the Caribbean. Each year, roughly 30 teams from around the world participate, with team sizes varying from one to five people. Crossing the Atlantic can take between one and three months and each team is completely self-sufficient. They live and row on a specialized ocean rowing boat with watertight cabins for sleeping and storage. The boats are propelled solely by rowing; there are no sails. Even canopies and flags are forbidden as they can catch the wind and propel the boat favorably. The race requires a prerequisite of ocean rowing experience to enter and enforces strict conditions on boat provisioning to ensure safety. Additional safety measures include a support yacht that follows the fleet, and other forms of experienced guidance. My visit with the race organizers and 2018 participants proved to be completely enlightening. The race was professionally run, and teams were enthusiastic to share their journeys to the start, show off their boats, and discuss how they had prepared. As I departed La

The story of Team Pacific Boys began in 2013. At the time, the stress of not knowing where I was going in career and life was keeping me anxious and uneasy. But this is fairly normal for someone midway through an undergraduate degree, I’ve come to learn. However, it was during this time that I liked to ponder what's possible, what can I do,

Gomera the eve before the race started, all I could think of as I watched the island disappear from the back of the ferry was “it begins.” This was my chance to make good on the crazy dream. Indeed, the stars had aligned quickly and things started to fall into place, and I began fine tuning my plan to participate in a team row of the Talisker Whisky Atlantic Challenge. The decision to row in a team, instead of going solo, was both practical and emotional. Practically, it would be exceedingly difficult to take more time away from work, and rowing on a team provides redundancy in case of troubles such as sea sickness, which is obviously a common ailment. However, it was the emotional piece that proved far more influential in this decision. I have travelled solo before, and learned that for me, it is less about the place that you journey to, and more about the people you share it with. So after returning from the Canary Islands, I began my search for a team to join me in this adventure. I was working for Amazon Web Services and began sending emails to hundreds of fellow Amazonians in the search for anyone willing to meet and listen to my plan. I was surprised at the success rate, around

5% of those who saw my emails wanted to meet. This would later translate to closer to 0.5% of those reached who would ultimately become teammates.

ISAAC One of my co-workers reached out to a close friend, Isaac Mackey, who he knew would love this adventure. He was right. Isaac, a PhD student at the University of California, Santa Barbara, was a former crew rower with the University of Virginia and first to join the newly minted Pacific Boys team in January 2019. I have to admit it, the early days were challenging. If I had learned anything from the ocean rowing teams in La Gomera, it was that to actually reach the start line of the Challenge was 90% of the race itself! I was sensitive to the fact that this was a large undertaking to process for anyone, but I had a six-year head start. There were lots of discussions, meetings with ocean rowers and boat builders, but progress towards the ultimate goal was slow without a firm team in place. From my own experience of being on the fence and not able to commit in 2014 and 2016, I knew the straw that breaks the camel’s back is putting down the money. I was concerned that if I pushed the financial

commitment too early, this pressure might push off someone who was interested, but who had justifiable uncertainty given the enormity of the endeavor. In April 2019, I drove from Seattle to Santa Barbara to visit Isaac, in order to demonstrate my own commitment to the team, and to give us some time to meet in person for the first time. I guess it worked, as a few months later, Isaac incorporated the team as Pacific Boys Rowing Inc., a nonprofit in California with federal nonprofit status as an international amateur sports club. I restarted recruitment efforts now that Isaac and I had made it official: we were a team and we were going to race.

ANDY In late September 2019, I met Andy Vargas. Andy, a fellow Seattle Amazonian, financial analyst, Texan, and yogi, was instantly onboard with the adventure. He was so keen that when I brought up the race deposit fees in our first meeting, he didn’t waver one bit. I would also come to learn that before our meeting, he had already told his manager that he would need three months off to race! Another big perk was that Andy had rowing experience from Lake Union Crew, a local rowing club in Seattle. We were now a team of three. Continued on Page 64

KRAMER We met Kramer Lewis at Amazon Headquarters in early December 2019. Kramer is an enterprising Amazonian, Tacoma local, software developer, experienced sailor and diver, and an allround great mariner. Kramer had dreams to sail around the world one day, and so this challenge was too compelling for him to pass on. With that, Team Pacific Boys was whole for the first time, almost a year to the day from my departure from La Gomera. With the team of four now in place, we officially entered the Pacific Boys into the race. I built a website, the first of many sponsorship packages were created, a team calendar, and we began discussions for the purchase of a boat from a team in Australia who had competed in the 2019 race. This race is as much about bringing awareness to a cause, as it is about completing a challenge. Our combined love for the ocean and the context of our race led us to choose ocean sustainability as our mission. After a successful meeting with Plastic Bank, a social enterprise based in Vancouver, British Columbia, we decided our row would help raise awareness for their pioneering work to exchange collected plastic for cash or goods and services in impoverished countries. Through our work with Plastic Bank, we were incredibly fortunate to have Niccolò Porizo join Pacific

Boys as our Team Advisor. With over 30 years of experience in global sporting events including America’s Cup, Niccolò’s passion for the ocean led him to support our team and we couldn’t be more grateful for his guidance.

THE BOAT Next on our long to-do list was to purchase our boat. Isaac flew to Antigua and met Australian team Rowed Less Travelled as they arrived at the finish line in English Harbour. This team finished second in their class of four-man boats, and we aspire to match or beat their placement. We purchased their boat, shipped it to Florida with the expert support of Tropical Shipping, loaded the boat into a rented moving van, and drove it across the United States to Seattle. With the boat in the water at Lake Union in Seattle, we were able to complete some training, including a 14-hour circumnavigation of Lake Washington. There is no better way to prepare for the race than practicing on the boat itself. Over the coming months, we intend to complete over 200 hours of rowing, with

as much of this as possible in the Pacific. The final step will be to ship our boat to the Canary Islands for the start of the race. With practice on the Pacific, we will learn how the boat handles and how we manage ourselves in larger seas. Our training will be critical for us to have a productive first week of the race. There are other logistical challenges and expenses to preparing for an ocean rowing expedition. We must take specialized courses for survival, navigation, and first aid at sea. The boat itself must be thoroughly repaired and maintained, including electrical systems like the batteries and watermaker. To achieve these steps, we have been actively seeking corporate sponsorship and individual contributions. But with the onset of Covid-19, we find it socially correct to pivot our current focus to helping support those most impacted by the virus. The team is looking to contact local organizations and authorities to see how we can help. We are fortunate to have this flexibility and hope to use this opportunity to the fullest of our ability. This journey was never destined to be straightforward, few good adventures are, but despite the challenges we face, I’ve never been more confident that we will see it through. COVID-19 Shuts Down Clippers By Schelleen Rathkopf

With the ongoing global outbreak of Covid-19 and the enormous impact it has created on world travel, the 20192020 Clipper Round the World Race came to a halt in the Philippines with three legs left in the sailing race. The Clipper biennial race takes paying amateur crews on one or more legs of a circumnavigation of the globe in 11 specially designed identical yachts owned by Clipper Ventures. Professional skippers and additional qualified persons lead each team on a ten-month journey. The Clipper 2019-20 Race had just three legs of the race remaining when the race was postponed for approximately ten months. The current plan is to have crews complete the remaining circumnavigation legs in 2021. Clipper crews are currently under quarantine in Subic Bay, Philippines, where the Clipper Race fleet has been berthed since Sunday, March 15. The island of Luzon (where Subic Bay is located) is currently under enhanced community quarantine. The fleet was due to race across

the North Pacific Ocean towards Seattle in mid-March. All Leg 6, 7 and 8 crews, along with the circumnavigators, will be able to rejoin the race when it resumes next year. The next full edition of the Clipper Race will start in the summer of 2022.

Waiting for the Global AP Flag To Drop Words: Doug Hansen // Photos: Jan Anderson The Gig Harbor Yacht Club Islands Race, the last race of the winter South Sound Series, takes its name from the historical course rather than any island. Back in the proper olden days, before the time of smart phones and electric cars, the racecourse was truer to its namesake. Racers would head south through the Tacoma Narrows, around a rotating cast of islands or temporary marks, and then head back to finish near the east end of Fox Island

to avoid fighting the heavy currents in the Tacoma Narrows for a second time. Eventually, it was decided to change things around in hopes of creating a more consistent race and have the fleet racing in the dragstrip of Colvos Passage. The race in its current guise takes the fleet from Gig Harbor northward through Colvos Passage, around a mark set just north of Blake Island, and then back to the finish in Gig Harbor. This year, I was lucky enough to be onboard Absolutely with a

dialed-in group of racers, who have put more than a couple miles on the logbook together. Personally, I love GHYC Islands race and find it one of the most dynamic racecourses in Puget Sound with its swirling one-way currents in the narrow Colvos channel. Strong northerly winds in the low 20s met the fleet at the start line, and things got underway with a bit of excitement off the line as the boats worked their way out along the shoreline, calling for room to tack against the beach. Eventually, the boats settled into the upwind beat through Colvos. Crews worked hard to stay on their feet and work their way through the choppy waves and gusty breeze that made fi nding the balance between power and twist critical for trimmers throughout the day. Nearing the north end of Vashon, the waves began to stack up over the shallow water and things got a little sporty as we tacked amongst the heavy chop, resulting in a couple of

very aggressive slams. Getting out in the favorable current was well worth the few minutes of discomfort. Rounding the windward buoy, we promptly hoisted our kite and got the boat rolling along downwind in the steady 20-knot winds. The wind held as we settled into a gybing duel against our rivals onboard Jam, our competitors for the series’ first place in the PHRF-2 class. Midway through the run, we were swarmed suddenly by a pod of orca whales, which forced us to gybe a bit earlier than we had hoped, but well worth staying out of the way of the real masters of the Salish Sea. Things got sporty again nearing Gig Harbor, a heavy current flowing out of the narrows made for slow going and a game of chicken with the shoreline to get out of the negative water. We were able to hold off Jam after a series of gybes into the finish and took home line honors and class win for the series. Not a bad way to wrap up a cold winter of racing.

While it was a fantastic day on the water for those of us that raced, it was a week later that we realized just how significant those few hours of sailing had been. With the spread of COVID-19, the racing calendar would come to a screeching halt. Especially difficult is losing the local regattas that draw an international crowd, including such favorites as Southern Straits Classic and the Swiftsure 2020 race. The trickle-down effect resulted in the cancellations of many of the Hawaiian races that included these overnight races as part of their entry requirements. Outside of the Northwest, it’s global AP over A (the flag that indicates that a race is being postponed on shore) as professional, Olympic and local athletes are doing what they can to stay active and engaged in the sport they love, albeit alone. As many of the domestic Olympic qualifying regattas have already

been sailed, the U.S. team is fairly well established and so far no racers are in danger of losing their spots. It’s anyone’s guess as to when things are going to get back on track. Even players at the top end of the sport are taking measures to limit the spread of the virus. The wild hydro-foiling machines of the Americas Cup and Sail GP remain in their climate-controlled sheds with upcoming events are cancelled in the wake of travel restrictions and social distancing requirements. Meanwhile, at nearly every level of the sport, everyone from sail lofts to TP52 Super Series teams are actively building personal protection equipment (PPE) for local medical centers, using their manufacturing capabilities to help the people on the frontlines fighting this virus. Amidst it all, a silver lining has emerged for racers in the form of an abundance of opportunities to learn new skills. Many of the best

sailors in the world have been actively sharing their knowledge online through podcasts and webinars. They are a fantastic opportunity and will expand anyone’s understanding or even refresh the mind of a seasoned racer. Sailmakers, navigators, boat builders, and riggers are all posting and hosting daily web seminars to help racers improve their boats and racing skills during this forced break.

Looking forward, we are seeing many of the large European and North American dinghy regattas and world championships rescheduled for this upcoming fall, and there are high hopes that things will get back on track as we move into summer. With plenty of time to work on projects, it’s time to look to the future and be ready as soon as the global postponement flag drops.

Blaine, Washington By Deane Hislop

Blaine is a sweet seaside village steeped in Salish Sea history. The border community is on the shores of Drayton Harbor, with proximity to Washington’s San Juan Islands and Point Roberts and British Columbia’s Gulf Islands and Sunshine Coast. Because of its strategic location, vessels of all types have been going to and from the Blaine area for centuries. Canoes carved from huge western red cedar logs carried indigenous people along these shores to their fishing grounds and villages. With few roads to travel by land, early settlers depended on boats for moving goods and people. In the late 19th century, a fleet of steamboats known as the Mosquito Fleet

delivered mail and supplies to Blaine and other coastal communities. The town was also a jumping off point for those seeking their fortune during the 1858 Fraser Canyon Gold Rush. The E Street Wharf was built in 1886 from logs cleared from land surrounding E Street (now known as Marine Drive). Today, this area is what we know as Blaine Harbor, home to a state-of-the-art marina. At the beginning of the 20th century, Blaine became one of the busiest harbors in the Northwest. Steam ships and schooners crowded the harbor, waiting to take goods to market. The lumber and shingle mills that helped rebuild San Francisco after the 1906 earthquake lined Blaine’s shore.

For nearly 80 years, the Alaska Packers Association operated a salmon cannery on Semiahmoo Spit, a long thin strip of land reaching out into Drayton Harbor. The cannery was a regional hub for the industry and is now the site of the Alaska Packers Association Cannery Museum, which tells the story of the Northwest fish trade. Today, Blaine Harbor remains an active fishing hub. Come summer, the commercial fleet swells to more than 100 boats that haul in a bounty of salmon, Dungeness crabs, and oysters, which support several seafood companies. Blaine embodies the best of small-town charm with a Main Street lined with flower baskets hanging from lamp posts, and it is a must-stop the next time you’re in the area.

Approach

Drayton Harbor is a shallow body of water in the lower curved shoreline of Semiahmoo Bay. The US-Canada border slices through the middle of Semiahmoo Bay, which takes its name from indigenous term for half-moon. We approach the Drayton Harbor entrance by staying offshore, consulting a detailed chart and passing between the entrance markers. At the tip of Semiahmoo Spit stands the iconic water tower, a remnant of Alaska Packers Association Cannery. Keeping an eye on the depth sounder, we follow the channel to the marina entrance to port, entering through an opening in the piling breakwater, and follow the signs to the 800-foot guest moorage dock in the middle of the marina. Blaine Harbor is the northernmost marina on the West Coast of the U.S. The harbor is home for 500 pleasure boats and a fleet of commercial fishing vessels. The marina offers plenty of amenities for boaters from either side of the border, the Peace Arch at the 49th parallel is within sight, as are the Canadian Gulf Islands and the waterfront community of White Rock, B.C.

Visit the Arch

A short walk from town is the 67-foot-high Peace Arch, which straddles a tiny portion of the 3,000-mile U.S.-Canadian boundary, in Peace Arch International Park. The arch was constructed in 1921 to commemorate the centennial of the signing of the Treaty of Ghent on December 24, 1814. The Treaty of Ghent ended the war of 1812 between the U.S and Great Britain, a conflict waged in North America that involved Canadians as well as Americans and British. Made of concrete and reinforced steel, the Peace Arch is said to be one of the first structures in North America constructed to be earthquake proof. The Peace Arch International Park covers 40 acres and the southern side of the park is maintained by Washington State Parks and the north by British Columbia Provincial Parks. The gardens are bejeweled in color with more than 200 perennials and 35,000 annual species planted each year. Over 500,000 visitors tour the park annually. It’s one of a few landmarks in the world listed on the Register of Historic Places in two countries.

Walk in the Park

Across the road from the marina is Blaine Marina Park. The park is a birdwatcher’s haven, with ample opportunities to sight a significant number of avian species in the vast tidelands. The park includes a sculpture of orcas, a children’s playground, an amphitheater, grassy areas, picnic sites, a view of the international border crossing, and access to the beach. A path winds through the park to the Blaine Public Pier, a popular spot for anglers to cast their lines and patiently wait for a bite. During crab season, folks line up to toss their traps over the side in hopes of Dungeness crab for dinner. Returning to the marina along the south boardwalk, we pass the local commercial fishing fleet and seafood businesses where fishermen sell their fresh catch.

Downtown

Even as a border town, Blaine has managed to maintain a sense of genuine community and preserve a Victorian-era feel with period lamp posts and colorful hanging flower baskets. The downtown district is only four blocks from the marina. Before arriving downtown, we pass the abandoned Blaine railroad station, an artifact of the early 20th century that provides a sense of what life was like back then. While the eclectic downtown is quiet compared to other border towns, Peace Portal Drive boasts Veterans Memorial Park, a visitor center, amphitheater, parklets, gift and specialty shops, bookstores, boutiques, espresso bars, pubs, and many ethnic restaurants. A nice discovery is Edaleen Dairy with its scream-worthy ice cream; there is also a bakery, a selection of cafes and coffee shops.

Take a Ride

Drayton Harbor Maritime, a local non-profit organization, has a mission to keep maritime history afloat. In 1995, this group of volunteers restored the historic Plover ferry, built in 1944 to carry cannery workers from Blaine Harbor to Semiahmoo Spit and dry docked in 1981. Thanks to their efforts, she is back on the water today ferrying passengers along her original route. Plover now carries visitors between Blaine Harbor and Semiahmoo on weekends between Memorial Day and Labor Day. A one-mile path from the Semiahmoo Marina leads to the Alaska Packers Association Cannery Museum housed in an original cannery building. The museum includes machinery from the local fishing industry, a full-scale model fish trap, an original sailboat used in Bristol Bay, and historic photos. Blaine knows how to celebrate life and history in a small-town way. June through October, local vendors set up on the H Street Plaza on Saturdays for the weekly Gardener’s Market. The community’s old-fashioned Fourth of July festival is one of the largest in the county with a parade, street vendors, car show, live entertainment, and extravagant fireworks. The first weekend in August, Blaine celebrates its maritime heritage with the all-out Drayton Harbor Days Festival. The weekend is filled with activities for the whole crew. GASTRONOMY It’s rumored that the best burgers in town can be had at The Wheelhouse Sports Bar and Grill.
