Lasting Memories Editor’s Note: In our January issue, we looked back at 75 years of Seattle Boat Show history in our feature, “A Show Like No Other” and boy, did it prompt trips down memory lanes for many. Here are a few more recollections from vendors that just had to be shared. “During the years at the Coliseum, in the mid-70s, the exhibits were split into two levels, and our primary competition, Windward Mark, was always located directly above us and we could see up into their booth. Twice over the years, the staff lowered down the owner’s wife, Joan, into our exhibit using a boatman’s chair and she delivered us bottles of Champagne! “The oldest record that we have is of the former owner of the company, Howard “Smitty” Smith displaying boats in the Seattle Center Coliseum which, I believe, came before the Kingdome, sometime in the 1970s. The Livingstons purchased the company in 1998 and continued to display at the show, launching the Ranger Tugs line of boats with the R-21. In 2006, we displayed the first R-25. NMTA Grow Boating Grants Awarded to 10 Programs The pandemic may have taken its toll over the last two years, but the boating industry is still finding ways to boost interest in Pacific Northwest maritime activities. At the end of 2021, the Northwest Marine Trade Association (NMTA) awarded $10,000 to be spread among 10 different boating programs through its Grow Boating Grant Program. Since 2003, the program has provided more than $2 million to various organizations in an effort to draw more people into the Northwest boating community and encourage greater boating use in the region. The $10,000 in funds will be divided into $1,000 grants that will be distributed to each chosen organization later this spring. (While Grow Boating grants in recent years have totaled as much as $30,000, the Covid-19 pandemic severely limited the NMTA’s ability to raise money for the program. A decision was thus made to cap the 2021 grant program at $10,000, which generously came from association’s reserves.)

Some of the grantees include: • Sisters in Action Sports: A non-profit community that supports women’s participation in action sports through clinics, events, and scholarships, regardless of age or ability. • Foss Waterway Seaport: A Tacoma-based group that provides waterfront activities, historical maritime information, and educational opportunities in marine and environmental science at its restored, century-old Balfour Dock Building (seen here below). • Future Tides: A new media venture from Seattle-based sailor and writer Cara Kuhlman, who produces a weekly community newsletter and website for recreational and professional boaters sharing Northwest waterways.

Grants were also included for programs at the Bremerton Yacht Club, Campus Life, the Olympic Peninsula’s Community Boating Program, Northwest Maritime Center, Seattle Mountaineers Sailing Program, the Sound Experience program aboard the schooner Adventuress, and Supporters of Olympia Community Sailing. Karsten McIntosh, NMTA’s director of communications, said a wide variety of 17 organizations, some of which were new in 2021, had applied for the grants. “We hope to return to a more normal Grow Boating operation in 2022,” he added, following the return of in-person activities at this month’s Seattle Boat Show. Port, Aquarium Team Up to Support Ocean Sustainability Two of the major players in the redevelopment of Seattle’s waterfront— the Port of Seattle and the Seattle Aquarium on Pier 59—have formed a partnership to support the sustainability of the ocean environment and enhance the local maritime industry via the ambitious Ocean Pavilion project. Under the new partnership agreement, the Port will commit $5 million over the next five years for the development of the Seattle Aquarium’s Ocean Pavilion project, which will expand the current Aquarium’s footprint and help to build a stronger connection between the downtown area and its waterfront. The deal will also involve future collaboration on innovative marine ecosystem protections, such as kelp bed and orca whale habitat restoration programs in the Salish Sea. Other goals of the Ocean Pavilion project are to promote youth engagement in maritime industry jobs, workforce training, and increased tourism. Port of Seattle Commission President Fred Felleman said the partnership will “enable us to highlight the diversity of marine and maritime career opportunities in the region.” As development continues on the Seattle waterfront in the wake of the 2019 demolition of the Alaskan Way Viaduct, the Ocean Pavilion is expected to be a prominent public space feature that will make it easier to reach the shore of Elliott Bay from Seattle’s steep downtown hillsides. In addition to the planned educational and environmental programs, the project will include a 48,000square-foot building and a series of gently sloping pedestrian platforms. The improvements are expected to increase attendance at the Aquarium. The publicly owned Ocean Pavilion currently has a target date of 2024 for its grand opening. Northwest Ports Commit to Marine Emissions Phase-Out Plan Nearly two years after a motion to reduce seaport-related emissions for the Pacific Northwest region was introduced, the Ports of Seattle and Tacoma, along with the Northwest Seaport Alliance (NWSA), have adopted their own “all-in” implementation plans to commit to specific phase-out programs described in the Northwest Ports Clean Air Strategy. Under the voluntary Clean Air Strategy plan, the ports have pledged to make direct changes in their equipment, fuels, and infrastructure to phase out all seaport-related emissions by 2050. These changes will be applied across six sectors of port activity: oceangoing vessels, cargo-handling equipment, trucks, harbor vessels, rail, and port administration and tenant facilities. Near the end of 2021, NWSA and the ports of Seattle and Tacoma each adopted separate action plans to meet these stringent emissions reduction goals. Seattle’s action plan lists concrete strategies to cut greenhouse gas emissions in half by 2030 via a transition to zero-emissions equipment, locomotives, vehicles, vessels, and buildings along the Seattle waterfront. The plan also requires all cruise ship berths to install shore power infrastructure for use in all Port calls, along with a phase-out of all fossil fuel power systems at Port facilities, and a transition to electric or other renewable fuels for all light-duty vehicle fleets. The Port of Tacoma also adopted its implementation plan to 28

incorporate sustainable building practices in all new port-owned building projects, installing electric vehicle charging stations at five Tacoma port locations, and to transition its surface fleet to plug-in hybrid or electric vehicles. The NWSA implementation plan includes the removal of more than 50 high pollution trucks, the addition of zero-emissions cargo-handling equipment, and the introduction of hybrid or zero-emissions tugs within the gateway. The plan will also accelerate NWSA’s transition to zero-emission fuels for charging infrastructure and use of shore power on international container terminals. Also working in conjunction with Vancouver Fraser Port Authority in British Columbia, the Northwest Ports said they will continue to collaborate with their stakeholders, shippers, cruise operators, and partners to meet the 2050 zero-emissions goals and to adopt international engagement strategies for reducing vessel emissions. “Over the next five years, our ports will enact these changes and make key investments that enable us to protect air quality,” said Dick Marzano, president of the Port of Tacoma Commission and co-chair of NWSA. BE A WEEKDAY WARRIOR Weekends are an easy time for many to come to the show, but naturally those days are also the busiest. Emerald Queen Casino Paddlewheeler Northwest Yachtnet invites you aboard a truly unique new listing—the classic 300-foot-long paddlewheeler that once housed the Emerald Queen Casino in Tacoma.

For the Broker’s Best section, we pride ourselves for covering a wide variety of used sail and powerboats available in the Pacific Northwest. This month, however, may be one of the first times we have featured one that is nearly 300 feet long, has more than 70,000 square feet of space on four decks, weighs 400 tons, and is big enough to comfortably accommodate 2,000 guests. Oh, and it’s also powered by a giant wooden stern wheel instead of a propeller. Behold the Emerald Queen, the former floating gambling palace that had been moored at the Blair Waterway on the Tacoma waterfront for the last 25 years as part of the Emerald Queen Casino, owned by the Puyallup Tribe of Indians. Built in 1995 by Louisiana-based Quality Shipyard and Kehl River Boats at a cost of $15 million, the steel Emerald Queen was designed to look like the classic paddlewheel riverboats that used to ply the waters of the Mississippi River in the 19th century. Balustraded exterior walkways and lush interior amenities evoke the buildings of the French Quarter in New Orleans. The grande dame made her way from Houma, Louisiana, to Tacoma in 1997, not under her own power but towed on a barge by the 38

Northwest tugboat Drew Foss, on a month-long journey south across the Gulf of Mexico, through the Panama Canal, and up the West Coast to Puget Sound. But after its gamble paid off with many years in the casino business, the Puyallup Tribe knew when to hold ‘em, knew when to fold ‘em and retired the vessel as a casino in 2004. The ship is now moored next to Tacoma’s “Firecracker Alley” and is up for sale by the Tribe. The boat’s total interior space measures more than 70,000 square feet (23,400 square feet for the casino; 25,320 square feet for the lounge) and can be accessed by three gangways to the second deck and one gangway to the main deck. The boat is equipped with two elevators: one 3,500-pound-capacity passenger elevator forward and a 10,000-pound-capacity freight elevator aft. The most striking interior feature, however, is the opulent forward grand staircase, which connects three decks inside an open atrium lit by a large hanging chandelier. The boat’s main deck features a covered walk around the perimeter, accessed by two forward gangways. Inside is the former gambling area, though all the gaming machines and tables have been removed. however, five television screens, recessed chandeliers on the ceiling, meeting rooms at the aft end of the vessel, and men’s and women’s heads. The casino bar area includes a foot rail, a Hoshtzaki ice machine, three soda taps, two stainless steel ice bins, two double and two single stainless steel sinks, three 2-door undercounter coolers, and liquor storage. It is one of three such bar areas located on each deck. Located astern is the red paddlewheel structure, which rises as high as the second deck and can be hydraulically lifted and lowered into the water. The wheel is powered by two Cummins HTA-38 diesel engines, producing a combined total of 1,880 HP, a stately cruising speed of 8 knots, and a top speed of 10 knots. A 300-HP Thrustmaster hydraulic bow thruster also helps control the boat during mooring procedures. Because the Emerald Queen has been anchored in the same spot for a quarter-century, the engines have less than 200 hours of use. Despite their idleness, however, the engines have been lovingly maintained by the Tribe and remain in pristine condition.

Exterior stairs at port and starboard, forward and aft, lead up to the second and third decks, both of which have covered walk-around exterior decking. Inside the second deck, the former nightclub area of the casino space is still equipped with seven TV sets and another fitted bar with the same equipment found on the main deck below, plus a master microwave oven and liquor storage. The deck also has a security monitor room with 18 video processors, three monitors, and two camera controls, and two5-stall heads for men and women. The top level includes a pilothouse, complete with state-of-the-art navigation and communication equipment, two forward searchlights, a wooden steering wheel, and a ship’s office. Aft of the pilothouse there are also two vertical engine funnels with crown-like, Creole-style ornamentation, giving the boat 55 feet of bridge clearance. Born on the bayou, this Cajun gem is a classic homage to the nation’s proud riverboating heritage, giving credence to any potential plans for a revival as a future clearwater palace—whether it’s anchored at port or just rollin’, rollin’, rollin’ on the river. 39

Simple Syrup: In a saucepot over medium-high heat, bring equal parts water and sugar to a boil. (I suggest 1 cup each so that you’ll have extra for additional rounds of cocktails!) Reduce the heat to low and stir constantly until the sugar dissolves completely and the mixture is clear, approximately 3 to 5 minutes. Remove from the heat and let cool. Store in a sealed container until ready to use. Galley-Made Grenadine: In a large mixing glass, combine equal parts pomegranate juice and powdered sugar. (The same 1-cup proportions work well here.) Stir constantly until the sugar dissolves completely. Store in a sealed container until ready to use. 59


Alaskan King Crab Cocktail This mouthwatering appetizer, which pairs well with a fruity cocktail or champagne, showcases the succulent sweet meat from the largest crab in US waters—the red king crab (which happens to boast the perfect color for Valentine’s Day). Serves 2 2 Alaskan king crab legs 2 leaves butter lettuce Fresh Italian parsley, for garnish Lemon wedges, for serving Galley-Made Cocktail Sauce, recipe follows Tabasco hot sauce (optional) Defrost the king crab legs and remove the meat from the shell; set aside. Fill a vintage shrimp cocktail glass (or martini glass) with some crushed ice (about three-quarters full). Place a lettuce leaf inside, on top of the ice. Arrange the crab meat in a large mound on top of the lettuce leaf. Garnish with fresh Italian parsley and serve with lemon wedges and a side of Galley-Made Cocktail Sauce and Tabasco, if desired. Galley-Made Cocktail Sauce Makes about 1 cup 1 cup sweet chili sauce ¾ tablespoon horseradish sauce ½ lemon, juiced 2 or 3 dashes Worcestershire sauce In a small bowl, combine the sweet chili sauce, horseradish sauce, lemon juice, and Worcestershire. Mix well and refrigerate until ready to serve. This sauce will keep for up to 2 weeks.

Oysters Rockefeller This legendary appetizer, best served with a chilled glass of Sauvignon Blanc for an unforgettable evening, originated in New Orleans in 1899. Named after John D. Rockefeller, the richest American at the time, Oysters Rockefeller is a baked dish known for its fresh oysters and rich creamy sauce. The original recipe remains a secret, but this dish incorporates two ingredients believed to be included in the original: creamed spinach and homemade hollandaise. Serves 1 or 2 6 fresh West Coast oysters 6 tablespoons Creamed Spinach, recipe follows 6 dollops Hollandaise Sauce, recipe follows Crumbled cooked bacon Butter lettuce, optional Lemon wedges o

Preheat the oven to 350 F. Shuck the oysters and arrange on a baking sheet. Top each oyster with 1 tablespoon of Creamed Spinach, one dollop of Hollandaise Sauce, and some crumbled bacon. Place in the oven and bake for 8 to 10 minutes, or until slightly golden brown and bubbly. Remove from the oven and arrange on a serving tray lined with butter lettuce, if desired. Serve with lemon wedges. Creamed Spinach 1½ cups frozen chopped spinach ½ cup heavy cream ½ teaspoon minced garlic 1 teaspoon minced shallot 1 tablespoon salted butter 1 teaspoon Pernod anise-flavored liqueur 1 tablespoon fresh-grated Parmesan cheese 2 teaspoons roux To prep the roux: In a sauté pan over low heat, combine ¼ cup olive oil with ¼ cup flour; mix well. Cook the roux, stirring frequently, until it reaches the consistency of a smooth paste. Remove from the heat and reserve until ready to use. In a small stockpot over low heat, add the spinach, heavy cream, garlic, shallots, butter, and Pernod. Mix well to combine. Let simmer for about 15 minutes, stirring occasionally. Remove from the heat, stir in the Parmesan and roux mixture, and keep warm until ready to serve. Makes enough for Oysters Rockefeller with extra to freeze for next time. Hollandaise Sauce Makes about 2 cups 5 egg yolks 1 teaspoon warm water 1 pinch salt 1 pinch white pepper 2 or 3 dashes Tabasco hot sauce 2 cups melted salted butter 1 lemon, juiced

In a small stockpot, add the egg yolks, warm water, salt, white pepper, and Tabasco. Whisk well to combine and place over low heat. Slowly whisk in the melted butter and lemon juice. Continue whisking until the sauce thickens, about 5 minutes. Remove from the heat and use immediately.

Photo Op JAN ANDERSON, marine photographer and co-owner of Flagship Maritime Training Center, takes you behind the lens for a snapshot of what it takes to photograph a sailboat race. How did you first get into marine photography and what drew you to this particular aspect of the field? What do you enjoy most about it? I met my husband Skip in 2004, and I was neither a sailor nor a photographer. Sailing with him quickly introduced me to the possibility of taking photos on the water. I first started shooting with a cell phone, graduated to a real camera, and then stepped up to the full meal deal. It’s now been 15-plus years and counting. I love being on the water in a wide range of weather conditions, surrounded by our beautiful Pacific Northwest scenery, seeing people enjoying their sport of choice, plus crossing tacks with commercial vessels of all shapes and sizes. It’s all great stuff! Your race photography is the stuff of local legend. How do you go about photographing a sailboat race? What does it take to get “the shot”, so to speak? I’m not a racing sailor; my focus is on photography. Skip has been a racing sailor his whole life, but very early in our relationship, he shifted his focus to serve as my boat boy. He and I enjoy a good blend of talents when we’re on the water, and the PhotoBoat, as we call it, can safely get us to where we need to get on the race course in a hurry. We love working together! Before even getting on the water, we check the weather forecast and the predicted tides and currents for the day. Racing fleets base many of their decisions around the forces of nature versus the course layout, and this helps us decide where to go for the best action. While I do take a great number single-boat portraits (especially if there’s a terrific backdrop, a smiling crew, and/or a gorgeous spinnaker!), I prefer action on crowded starting lines, tight mark roundings, teeth-clenching port/starboard situations, and so forth. Skip’s extensive racing background definitely gives me an edge, putting the PhotoBoat into position to get the very best shots I can, foreseeing well in advance the stuff about to happen, as well as the lighting, weather, etc. What do you pack on board with you during a race? (We all know that Pacific Northwest weather can be mercurial, as is the sea itself, so curious as to how you prep for the day.) We have a terrific T-top on the PhotoBoat, which is not so much for sun as for the usual likelihood of rain! Early on, I quickly learned that one, wet lenses don’t work so well; two, bring a towel no matter the forecast; and three, on a wet and really breezy day, position the boat so I’m shooting downwind and somewhat protected by our canvas work.

Now, that doesn’t always work for lighting or scenic backdrop, but let’s face it, if we only went out when we had sunshine and blue skies on the horizon, we wouldn’t be as active as we are, and we’d miss out on the beautiful contrasts Mother Nature and happenstance provide. We do also stand by to render assistance to vessels or crew as needed, and it’s typically the gnarliest conditions that produce such situations. What are a few of your favorite local events to photograph and what makes them special? I love Round the County for the great scenery and racing, then dinner and shopping on San Juan Island, as well as Swiftsure, with the huge fleets, aggressive starts, and of course, for breakfast in Port Angeles. The buoy racing at Race Week also makes for better shots, start after start, in a terrific venue. Grand Prix is the best of the best; Winter Vashon is our original turf and we always enjoy a warm welcome from old friends. And, finally Race to the Straits has the Whidbey Island backdrop and all the shopping and dining in Port Townsend. That said, though, we enjoy all events, bar none – the different venues, fresh smiles, old friends, new faces, and we look forward to every weekend we spend on the water. ABOUT THE EXPERT: Skip and I own and operate Flagship Maritime Training Center in Tacoma, which helps professional mariners earn their USCG merchant mariner credentials. Approved by the USCG National Maritime Center, licensed by Washington State as a private vocational school, and with over 2,500 graduates to date, Flagship earned this year’s U.S. Department of Transportation Maritime Administration (MARAD) Center of Excellence designation, one of only 27 training entities in the U.S. so designated, and the only two-person operation in the nation to do so. With that strong work commitment during the week, we focus on photographing nearby Pacific Northwest events that fit with our work schedule. In addition to Puget Sound races, we’ve also spent time working on the Columbia River, such as one-design racing with the Columbia Gorge Racing Association. Throw in some Hobie action at Skamokawa and on Lake Quinault, which we’ve done for years, and we have had a strong, balanced blend of large to small, PHRF to one-design races all under our belts—you name it, we’ve worked it. Hook Some Chinook MARK YUASA shares his favorite spots for nabbing winter Chinook in the fishing playground of Marine Catch Area 13. In Washington, winter Chinook options are currently limited to southern Puget Sound after the Washington Department of Fish and Wildlife (WDFW) decided in mid-January to temporarily suspend fishing in central Puget Sound in order to preserve opportunities for later in the season. Luckily, the opportunistic can still hook some chinook in Marine Catch Area 13. Initial data for the first six fishing days after central Puget Sound (Marine Catch Area 10) opened on January 1 showed catch encounters had almost reached the halfway point of the guideline threshold, according to WDFW fishery managers. Fishing had been limited to three days a week and the agency instituted a daily catch limit of one salmon in hopes of stretching out time on the water after the 2021 winter season lasted just 18 days. WDFW understands it is a priority for the Area 10 fishery to be open in February and March, a timeframe when winter Chinook tend to be larger in size and the weather is more suitable. WDFW plans to make an announcement of a reopening date for Area 10 very soon. In the meantime, salmon anglers in the greater Tacoma and Olympia region have traditionally liked to keep mum about the fishing playground known as Marine Catch Area 13, which is open year-round for salmon. But word has gotten out about the potential of this fishery, and its relatively protected waters from winter’s ever-present blustery weather and rough seas make it an awesome area to fish. Most winter Chinook are delay released from local hatcheries and spend their entire lives in the fertile waters of the Puget Sound, gorging on herring and candlefish, their primary food source. These winter fisheries target abundant hatchery-produced salmon, while protecting wild stocks of concern that must be released if caught. Whenever it comes time to bundle up and cast out your line, one of my favorite winter spots south of the Narrows Bridge in Area 13 is the Fox Island area. A popular fishing hole there is Point Gibson near the “Big Rock” on the southeastern shoreline during an incoming tide. Here the bottom drops off sharply from 90- to 150-feet, and Chinook like to lurk along those deeper ledges. Another option is around Fox Island’s public fishing pier (commonly dubbed the concrete dock) located on the eastern shoreline, which can be good an hour or two before and after an incoming tide.

Other notable southern Puget Sound places to target winter Chinook are Point Fosdick, Anderson Island, Lyle Point, Budd Inlet, Devil’s Head and Johnson Point. In my March column, we’ll dive into another winter/spring salmon fishery that opens along the western Strait of Juan de Fuca at Sekiu, and online at nwyachting.com, you will find some of my best tips for nabbing winter Chinook. Head Start DOUG HANSEN kicks off 2022 with a recap of the cherished yet challenging Duwamish Head Race. The first few weeks of 2022 are going to go down in history as just one soggy mess—snow that wouldn’t go away, atmospheric rivers of rain, and almost constant gray skies. Sane people were wrapped up indoors, but there was a handful of foolhardy sailors who still headed out on the water. The first official racing of the year is, in fact, the second race of a series. Duwamish Head, hosted by the Three Tree Point Yacht Club, has long stood as the inaugural race on the calendar and continues the sometimes beloved, sometimes dreaded, South Sound Series. With the first race of the series plagued with light wind and freezing rain, it was a welcome sight for the forecast to show clear skies and even a touch of wind after three months of solid storms pummeling the region. On the morning of the race, the forecast rang true with steady ripples of water from the wind and not a drop of rain in sight all across Puget Sound. Things got rolling right on schedule with the cruising fleets getting underway while the racing fleets hoisted their sails and practiced a couple tacks and gibes to get set for the day. The wind was settling into a steady southwesterly which made for a challenging tight reach out of the starting area, and boats needed to stay high on port tack to clear Three Tree Point a few miles down the course. While a couple of skippers opted to start with their spinnakers right out of the gate, most ended up joining the rest of the pack in a jib reach out into the Sound until they had the angle to properly set a spinnaker. The reverse starting format of the series is intended to give the smaller boats a better opportunity to finish the race closer to the larger faster boats, but there is also the unintended consequence of the larger boats needing to weave through the smaller fleets. This was a major factor in the early stages of the race, as finding clean air and a good lane along the shoreline made or broke a crew’s position on their competition.

Things began to settle down as the fleets spread out, and the racecourse began to square up slightly, while the wind shifted further south as the boats made their way northward towards Elliott Bay and the turning mark off Alki Beach. The shifty breeze really made for some tricky calls. A couple of well-placed boats found themselves scooting up through the fleet in what seemed like their own private wind rivers that disappeared the moment another boat gybed over to chase the puff. Unlike most of the races over the past fall, the breeze showed a steady build throughout the day and winds began to tip into the low teens as the bulk of the fleet reached the race’s namesake turning mark at Duwamish Head and began the reach across the Sound to Blake Rocks off Bainbridge Island. While a normal fixture in the racing handbook, the rocks are rarely approached from the south. It is amazing how alien coming in from a different direction feels, and how even one shallow shoal can keep the most seasoned navigators on their toes. As the boats came around and tacked out into the ebbing current, the breeze shockingly followed the forecast and stayed in the low teens. While the wind continued to hold, the oscillating shifts still played havoc on tacticians, forcing many boats to tack to maintain leverage and get clear air from competition. It was all about maximizing boat speed and minimizing the distance to the finish; and a lot of boats found themselves shuffling up or down the order quickly on the final leg of the race. After a fall full of emotional races, mostly caused by incessant rain, it was a reminder of how wonderful Pacific Northwest winter sailing can be. A day on the water with friends in the wind and sun almost made us forget about the cold. While spring racing is still months away, the new year is bringing with it a lot of new opportunity for sailors to enjoy the waters of the Salish Sea; and with hopes of a return to the normal Canadian races to the calendar, it is slated to be a fantastic year for Puget Sound racing.
