Oklahoma’s Statewide Procurement Technical Assistance Center Since 1986, OBAN has helped Oklahoma businesses receive billions of dollars from government contracts. These contract dollars help create and retain jobs for Oklahoma workers. As a procurement technical assistance center, OBAN will lead you through the maze of supplying goods or services to government agencies. This network, established in 1986 by the Oklahoma Department of Career and Technology Education, trains Oklahoma firms to successfully compete for and perform government contracts. OBAN procurement counselors are professional, knowledgeable trainers who teach local clients the skills needed to become successful contractors. OBAN assists in finding business opportunities, clearing technical hurdles and developing marketing strategies in government markets. Protect yourself from missing valuable opportunities. OBAN provides detailed information on the goods and services that government agencies are buying today. Judy Robbins-Warren

Simply listening, providing information and making recommendations were part of what OBAN coordinator Judy Robbins-Warren did to help Prime Architects. She also helped the company apply for federal certifications and provided information to help with specific contract opportunities. Because of her help, the company was able to focus on developing proposals and building relationships with government entities and other businesses and use its certifications to win government contracts. “I love working with small businesses. These folks take the risks that many of us would not take in order to build organizations that provide the products and the services that we need. They get out there every day and do the hard work. They compete for work, perform the work and build their businesses. OBAN coordinators helped Fair Wind get its first contract at Fort Sill, which led the company to diversify from oil field products and services to wind farms, its primary service today. OBAN coordinator Donald Bain continues to provide bid match services and help Fair Wind when needed, but OBAN’s work has helped the company become more self-sufficient as it continues to grow. “I have been an OBAN coordinator since 2010 and really enjoy helping clients find additional or new revenue sources for their business.”

OBAN coordinator Dana Harwell’s work has helped companies expand and diversify. When Southwest Oklahoma Plumbing opened, she helped the owner with bid opportunities that he could handle alone and then larger projects as his company grew to six employees. She also helped Duncan Machine Products Inc. owners certify their business as a historically underutilized business zone company and a woman-owned small business, along with registering to bid for federal contracts and submitting bids. “I believe bid assistance is an economic development tool that allows me the privilege of helping small businesses grow and hire more employees, which in turn improves the employer’s and employees’ families’ lives by increasing their income. This growth helps our communities and state as the money the small business owners and employees earn is spent in our local communities and state, which provides other businesses with revenue and our communities and state in sales, property and income taxes. Duncan Machine Products Inc. went from a new business launched from a backyard lean-to shed with two employees and a precision machine to a 27,000-square-foot building with 28 employees. With help from Red River Technology Center, the company worked through complex government documentation to become a small business, certified womanowned business and certified HUBZone company.

OBAN coordinator Larry Findeiss helped CLV Enterprises register as a small veteran-owned business and set up a bid match service to identify appropriate federal, state and local contracting opportunities. Through his assistance, CLV Enterprises, doing business as Samaritan EMS, won a contract to provide ambulance services at Tinker Air Force Base and continues to pursue contracts with federal agencies throughout the United States. “We can’t claim that we have provided any magic to the process with any client, but all OBAN counselors help to make the path more understandable and perhaps contribute incrementally to the success and/or the experience of the effort.”
