Executive Summary Oklahoma’s Career and Technology Education System is focused on developing a world-class workforce. This comprehensive system delivers educational experiences through a network of 390 comprehensive school districts, 29 technology center districts, 14 skills center sites and 28 Adult Basic Education providers. CareerTech’s ultimate goal is to improve Oklahoma’s economy by providing individuals with the training and skills necessary to be successful in the workplace and providing companies with the required workforce necessary to compete globally. This business plan describes how CareerTech addresses Oklahoma’s workforce demands. It describes how we leverage partnerships with businesses and educational institutions to increase career awareness, enhance educational attainment and meet the needs of our customers and stakeholders.

Oklahoma’s Current Status
Oklahoma Works Oklahoma has 1,670,046 jobs by industry. The number is projected to grow 7.8 percent by 2025 to 1,946,040. This aggressive growth projection reinforces the need for all Oklahomans to have the skills and knowledge necessary to be productively engaged in the workplace. CareerTech provides programs and services that support Oklahoma’s job growth for each of the key business ecosystems identified by the Oklahoma Department of Commerce. The specific needs of the current workforce and the workforce projected to exist in 2025 indicate a majority of workers will need certificates, credentials or associate degrees to maintain the growth of Oklahoma’s economy. Business and industry require and will continue to require a qualified workforce. Oklahoma Works is an initiative to increase the wealth of all Oklahomans through facilitating
high-quality employment for workers and ready availability of highly skilled talent for business and industry. This is done by uniting all of the state’s workforce programs with the goal of creating a sustainable workforce pipeline for Oklahoma businesses. The initiative is a coalition of state agencies, educational institutions, businesses and other partners, including CareerTech, which plays a leadership role in the state’s economic development and business recruitment efforts. Together, we achieve the following: • Align education outcomes and workforce and economic development policy. • Create efficiency and collaboration among partner agencies. • Ensure consistency across the state while encouraging local adaptation. • Create the expectation of stellar customer focus for all.

CareerTech Delivers Oklahoma CareerTech delivers on business/educational partnerships, career awareness and educational attainment throughout the workforce development process. CareerTech will continue to focus our efforts to increase engagement in each area for the benefit of students, companies and ultimately Oklahoma’s economy. Business/Educational Partnerships Key partners play an essential role in collaborating with the agency to provide the resources, knowledge, support and services needed to deliver high-quality educational experiences. These partners are an integral part of determining what is taught within the CareerTech System to ensure that a well-trained and sustainable workforce is available for employment. Gathering information from and increasing collaboration with key partners will be accomplished by the following: • • • • • • • • •
Establishing a Business Advisory Committee. Conducting business surveys. Conducting customer/stakeholder satisfaction instruments. Offering customized training and consulting services. Creating a Military Advisory Council. Creating public and private partnerships. Collaborating with other state agencies. Actively participating in the Oklahoma Works initiative. Working with New Skills For Youth.
These methods will provide a forum for businesses to provide input and recommendations on the agency’s economic development focus and its relationship to the educational process.
Career Awareness
Career awareness is vital to the development of the workforce pipeline. Educating individuals about careers assures they have the knowledge and skills to make informed career choices. Through career awareness activities, educational experiences and career plans, individuals can prepare for their futures. In 2015, CareerTech launched a statewide online career development system for kindergarten through adult students. Oklahoma Career Guide provides a tool to assist with a statewide effort in aligning the workforce pipeline. Career awareness across the state will be increased by the following: • • • • • •

Expanding the OK Career Guide system. Integrating career planning and career pathways. Enhancing career exploration through the awareness of career options. Improving student transition to college and careers. Strengthening the connection between students and industry. Increasing student engagement and motivation through business collaboration and involvement.
Educational Attainment Through ODCTE leadership, agency operations, dissemination of best practices and our delivery arms, we will increase educational attainment for Oklahomans. CareerTech will use an instructional framework that will exhibit the complete array of options through career and technology education coursework. Oklahoma CareerTech will increase student educational attainment in the following areas: o Industry certification/credentials earned. o Workforce placement. o CareerTech student participation. o Academic enhancement/credits earned. o Technical skill attainment. o CareerTech student organizations engagement: • Leadership. • Scholarships. • Public speaking. • Job-related skills. • Community service. • Networking. o Enhanced instructional delivery. o Program expansion. It is imperative that the educational process focus on successful outcomes that provide individuals with the skills and abilities to enter the workforce and/or enter postsecondary education. For example, completion of industry-recognized certifications and credentials enable individuals to work in high-wage, high-demand occupations. The certifications/credentials that students receive are an essential component to decreasing the educational gap that blocks a more vibrant Oklahoma economy. Oklahoma’s future hinges on business and industry’s ability to successfully compete in a global economy. A highly skilled workforce is essential for success in today’s challenging business environment.

Educational Attainment (Continued) CareerTech delivers on educational attainment in various ways: • Oklahoma CareerTech enrollments in FY15 totaled 517,496. Secondary enrollments were 150,958, and postsecondary enrollments were 366,538. • Nearly half of Oklahoma ninth- through 12th-grade students – 82,561 – were enrolled in CareerTech classes in FY15. • Oklahoma CareerTech Skills Centers offer specialized occupational training to adult and juvenile offenders in juvenile facilities, community correction centers and state correctional facilities. • Student placement in FY15 was 93 percent: employed – 39.85 percent; continuing education – 50.82 percent; entering military – 2.74 percent. • In FY15, students earned 14,762 industry credentials. • In FY16, students received 15,191 Career Readiness Certificates (WorkKeys): 3,054 Bronze; 9,416 Silver; 2,689 Gold; and 32 Platinum. • In FY16 CareerTech student organizations had 88,640 members: BPA, 5,359; DECA, 2,016; FCCLA, 12,193; FFA, 27,173; HOSA, 6,954; SkillsUSA, 12,619; and TSA, 22,326. The agency will focus on the following areas to support the growth in business/educational partnerships, career awareness and educational attainment: • • • • • •

Continuously improving agency operations and services. Developing, refining and deploying procedures for critical major processes to improve efficiency and effectiveness and assure continuity of operations. Aligning the major processes to effectively support CareerTech’s goals. Increasing workforce engagement and capabilities. Implementing performance improvement strategies to ensure a culture of continuous improvement is embedded and sustained throughout the agency. Aligning with the state’s performance-informed budgeting.
Delivery Arms Oklahoma CareerTech provides its services through four delivery mechanisms: comprehensive schools, business and industry services, technology centers and skills centers (services to offenders). The comprehensive statewide delivery system integrates all levels of education and business and industry services. The CareerTech System is perfectly positioned to deliver services in a cost-effective and timely manner. Comprehensive Schools Comprehensive schools are educational entities governed by the Oklahoma State Department of Education that provide instruction for prekindergarten through 12th-grade students. CareerTech programs are available for sixth- through 12th-grade students. Approximately 1,300 CareerTech teachers are employed in comprehensive schools that receive program assistance from CareerTech. Technology Centers Technology centers provide educational experiences for high school through adult students. Areas of education and training include manufacturing; health sciences; science, technology, engineering and mathematics; information technology; business administration; finance; construction; automotive technology; and human services. Technology centers also offer options for advanced academic courses. Technology centers provide customized training to local businesses and industry and provide guidance, resources and facilities to startup companies through their business incubators. Approximately 1,300 instructors are employed by technology centers.

Skills Centers CareerTech Skills Centers offer specialized occupational training to adult and juvenile offenders throughout the state. Offenders are trained in several areas, including transportation, distribution and logistics, construction, machining, auto service and business and information technology. These services are offered under the supervision of the Oklahoma Department of Corrections and the Oklahoma Office of Juvenile Affairs. Business and Industry CareerTech Business and Industry Services help companies improve and expand operations through various services and training opportunities. Provided through technology centers, resources include existing industry, safety and health and firefighter training. Others services include customized training, Training for Industry Program for training new employees, business incubators and Oklahoma Bid Assistance Network services for those wanting to contract with the government.

Customers, Partners and Stakeholders The CareerTech System’s competitive advantage is intrinsically linked to its ability to work with partners to create and deliver high-quality educational experiences to its customers. Key partners and stakeholders play an essential role in collaborating with CareerTech to provide the knowledge, resources, support and services needed to deliver high-quality educational experiences. Key partners are an integral part of determining what is taught within the CareerTech System to ensure a well-trained workforce is available for employment. It is critical we deliver value to Oklahoma taxpayers. Students Oklahoma’s career and technology education students are young learners through adult learners participating in CareerTech educational experiences. The educational experiences enrich students at all stages of life through the CareerTech strategic purposes. For example, more than 11,000 students in grades six through 12 are enrolled in courses using Project Lead The Way STEM curriculum. These courses include pre-engineering, biomedical sciences, biotechnology and computer science. Companies/Employers/Organizations Oklahoma companies and employers range from sole proprietors to major corporations and are represented by the governor’s ecosystems and regional ecosystems. CareerTech programming enhances the productivity of the workforce to create wealth for Oklahomans and Oklahoma companies. In FY15, CareerTech served more than 6,700 Oklahoma businesses. Taxpayers Oklahoma taxpayers provide substantial support and resources to the CareerTech System. Since CareerTech is entrusted with these resources, it is our responsibility to be good stewards of taxpayers’ investment. Support from Oklahoma taxpayers is essential for CareerTech to ensure Oklahoma’s future prosperity.

Conclusion
The CareerTech System can meet the diverse education and training needs of Oklahomans and provide individuals and companies with the educational experiences needed to compete globally. The existing delivery system includes comprehensive schools; technology centers; skills centers; and business and industry. This comprehensive statewide CareerTech workforce is involved in all entities of education, local communities and business and industry. Specific work focuses on connecting all entities to meet the needs of Oklahoma. The CareerTech System is perfectly positioned to deliver on workforce development by providing jobs for Oklahomans and workforces for companies in a cost-effective and timely manner. In “A History of Career and Technology Education in Oklahoma,” University of Oklahoma historian Danney Goble writes, “I began (writing this book) knowing very little; I ended in absolute awe. Here is the story of one thing that Oklahoma does well, does better than most Oklahomans know, maybe as well as can be imagined. No other Oklahoma educational system serves such diverse constituencies, either in age or occupational status and interest. And while much of the content in Oklahoma’s other education systems remains fairly static, the content taught in our programs changes regularly, driven by advancing technology. The strength of Oklahoma’s CareerTech System lies in its diversity. Its constituencies are many and varied: junior high school students, high school students, dropouts, unemployed adults, employed adults, senior citizens, prison inmates, Oklahoma’s businesses and industries -- the list goes on and on. Each of these constituencies has its champions, Oklahomans who have personally experienced what the system has done for them or who have witnessed that personal growth in others.” CareerTech is an integral part of Oklahoma’s economy. It ensures individuals have the necessary knowledge and skills to be productive and successful in the workplace and as entrepreneurs. Investment in CareerTech programs and services is necessary to ensure Oklahoma companies have the workforce they need to compete in the global economy. Powering Oklahoma’s economy through the CareerTech System is a low-risk and high-reward investment that will allow future generations to prosper.
