PRESIDENT’S WELCOME

O

Bellevue Proud

n behalf of the Greater Bellevue Area Chamber of Commerce, I am delighted to welcome you to the City of Bellevue and the Offutt Air Force Base Community. I hope you will let our annual Bellevue First Community Guide serve as a valuable resource for finding the best of everything in the City of Bellevue. For over 60 years, the Chamber of Commerce has proudly served the citizens of this great City, and we look forward to continuing in our mission to grow and support this incredible community. In this edition of the community guide, you will find listings of over 350 local businesses and organizations that work side-by-side with the Chamber to make Bellevue the best place to work, live and play. You will also find informative articles and letters from our top community leaders, sharing their focus and goals for Bellevue and the Offutt community in 2022. Bellevue has always been in the center of it all. As a young, thriving river town, we were the midpoint of westward expansion. As a strategic military command post, we continue to be at the epicenter of a global military power. Bellevue grew from the efforts and dreams of adventure seekers and immigrants who envisioned a better life, and that spirit is alive and well today. With a population of over 64,000 people, Bellevue has many vibrant businesses, 600 acres of trails, A+ rated schools, and a myriad of opportunities for entertainment and shopping. While we’re a collection of diverse people, we’re one Bellevue with the feel of a small town and the promise of a big city. Whether you are new to our community or have had the good fortune to live here for many years, I encourage you to use this Community Guide to get out and explore our thriving City and discover all of the reasons that we love to call Bellevue home. And if you are in the neighborhood, stop in to the Chamber office and say hello, because while we are the Chamber of Commerce, I hope that foremost we are the Chamber of Community. We love meeting new friends and look forward to working together with all of you to always find new ways to keep Bellevue as the heart of Nebraska. Michelle Y. Andahl, President and CEO Greater Bellevue Area Chamber of Commerce

MAYOR & BELLEVUE PUBLIC SCHOOLS SUPERINTENDENT MESSAGES

O

Welcome to Bellevue

n behalf of the Bellevue City Council and all of our residents I am excited to welcome you and would invite you to thrive along with us and experience all that our community has to offer. In Bellevue, we enjoy the view of the rolling hills overlooking the Missouri River. We enjoy a lifestyle that blends the latest in entertainment and leisure activities with an oldtime atmosphere of friendliness and welcome. We are a very patriotic community and proud to be the home of Offutt Air Force Base. We are always working to keep our economy growing and you will find both small businesses and large corporations are valued members of our community. Bellevue is well known for our low unemployment, low cost of living, low utility rates, low crime, and a strong education system ranging from great public schools to a nationally recognized university. Residents and visitors also enjoy over 600 acres of parks, wooded and paved trails that stretch for miles, numerous golf courses and dozens of ball fields and recreational activities. These are many of the reasons that Money Magazine has listed Bellevue as, “the Best Place to Live in Nebraska”. I feel Bellevue provides a rare combination of a modern lifestyle while maintaining its roots in Midwestern hospitality. Bellevue’s spirit shines throughout the year with annual events such as the Veterans Day and Arrows to Aerospace Parades and the Bellevue Rocks – Riverfront Festival. Please feel free to explore our website at www.bellevue.net for more current information about what is happening in our great community and if you have any questions or comments we would love to hear from you. Sincerely, Rusty Hike Mayor Bellevue City Hall 1500 Wall St., 402-293-3000

O

Champions for Children n behalf of Bellevue Public Schools, welcome to the Bellevue/Offutt Community!

Bellevue Public Schools is among the best. Our beliefs include learning for all; preparing our students to persevere and face the challenges of living and learning in an ever-changing world; respecting diversity and helping students understand their roles as responsible citizens; providing a safe and secure learning environment; and partnering with our students, parents, and community to support learning and enhance the quality of education in our district. Bellevue Public Schools continues to flourish with educational opportunities for the students we serve. Our Frank Kumor Career Center is the hub to programs that enhance high school education with real-life and relevant learning experiences, which includes our automotive maintenance academy, health science (CNA) academy and new education career academy launching fall 2022. Our grant-funded programs continue to grow with the most recent from the National Center for Family Literacy – their mission works to eradicate poverty through education solutions for families - in addition to the IMPACT World Language grant and Project STEM. Bellevue is proud of our relationship with Offutt Air Force Base and our commitment to support the needs of over 2,400 military connected students. All twenty schools in the district have recently been designated as Purple Star Schools. Please take time and look over our website (www.bellevuepublicschools.org). Our accomplishments are many and they take teamwork, communication, leadership, a strong curriculum, accountability, efficiency and a dynamic group of people. The Bellevue/Offutt community is a great place to live, work, and raise a family. We are fortunate to have a community that supports and values education. We are united with a common purpose, to be Champions for Children! Educationally yours, Jeff Rippe, Ed.D. Superintendent, Bellevue Public Schools

OFFUTT COMMANDERS’ MESSAGES

elcome to Bellevue, home to Offutt Air Force Base and the 55th Wing.

Activated on January 15, 1941 as the 55th Pursuit Group, the Warhawks of the Fightin’ Fifty-Fifth today are an information warfare wing, 7,800 strong, operating six different aircraft types, executing all five of the Air Force’s core missions while operating in six geographical locations. As the host unit at Offutt AFB, the 55th Wing provides support for more than 50 partner units including U.S. Strategic Command, 557th Weather Wing, 595th Command & Control Group, Nebraska Air National Guard’s 170th Group and the Defense POW/MIA Accounting Agency. Together, the Soldiers, Sailors, Airmen, Marines and Guardians of Team Offutt are proud to serve the American people and accomplish our mission on behalf of America’s senior leaders. Offutt AFB was originally established in 1896 as Fort Crook, in honor of Maj. Gen. George Crook, a Civil War hero. In 1924, Fort Crook officially designated its airfield as Offutt Field, named after 1st Lt. Jarvis Offutt, an Omaha native who died during World War I when his aircraft crashed in France. For more than 125 years now, Offutt has enjoyed incredible support from the local community. And it’s because of that support the men and women of Team Offutt are able to accomplish their worldwide mission. We are fortunate to call Bellevue home and we thank you for all that you do to support our service members and their families. Sincerely, Kristen D. Thompson Colonel, USAF Commander, 55th Wing

BELLEVUE HISTORY

1856

1948

Built in 1856, First Presbyterian Church, 2002 Franklin St., is the oldest church in Nebraska. The church was regularly used for 100 years. It featured beautiful stained-glass windows, locally crafted oak pews and an elevated pulpit.

Fort Crook was redesignated Offutt Air Force Base after local fallen World War I pilot Jarvis Offutt. It took on new challenges, contesting Cold War threats and serving as headquarters of Strategic Air Command from 1948 to 1992.

1896 Mid-1830s The log cabin, now located at 1805 Hancock St., is one of the oldest buildings in the state. The structure was home to a Native American chief, an early Sarpy County judge, and a Civil War veteran. The log cabin is on the National Register of Historic Landmarks.

Bellevue had struggled to survive as a community, but the commissioning of a new army installation on the outskirts of the village marked the start of a special relationship Bellevue maintains with the military. Named after veteran Civil War Gen. George Crook, Fort Crook would play an important role in a number of conflicts including the Spanish American War and World War I.

If your water comes from Metropolitan Utilities District, you’ll be happy to know all the ways we work to deliver safe and reliable drinking water. That’s saying a lot when you consider we serve an average of 90 million gallons of water a day and maintain 27,000 hydrants for fire protection. See the stats, facts and figures behind what we do in the Water Quality Report on our website:

1950 The Bellevue Bridge, (later dedicated as the Grand Army of the Republic Bridge) opens. Built at a cost of 2.8 million dollars, the toll bridge over the Missouri River directly connected Bellevue to Iowa and was a sign of post war progress.

BELLEVUE HISTORY

1999

1981 Bellevue welcomes home Paul Needham. After spending 444 days in captivity during the Iranian Hostage Crisis, Captain Paul Needham received a hometown welcome.

Currently one of the busiest intersections in Sarpy County, 36th Street and Highway 370 in 1999 was newly charted territory for Bellevue. Albertson’s (now Bakers) was built but much of the Twin Creek development was still a work in progress.

Timeline photos and content provided by: Ben Justman Executive Director, Sarpy County Museum

2019 1977

1992

As Bellevue grew, it became clear that another high school was needed in the Bellevue Public School System. Bellevue West opened in 1977 and is one of four high schools in Bellevue.

The end of an era was marked in 1992 when Strategic Air Command stood down and United States Strategic Command was established. SAC had been at Offutt AFB since 1948.

While flooding has occasionally happened along the mighty Missouri River, the sudden and extensive flooding of 2019 was historic. While 30,000-40,000 sandbags did little to slow floodwaters, the community came together to overcome the disaster.

e it supporting community programming, helping to provide scholarships or keeping facilities looking fresh, Bellevue’s charitable foundations help keep the city in tip-top shape by contributing the necessary funds for growth and improvement.

BELLEVUE COMMUNITY FOUNDATION

The Bellevue Community Foundation was formed in 2012 by a caring group of Community leaders with the goal of working together to help the Bellevue Community grow and prosper, not only now, but for future generations. Since its inception and with the tremendous support of our sponsors and the entire community, the BCF has been very active and has contributed over $300,000 towards projects and organizations that enhance and serve Bellevue. The BCF is proud to be the host of the annual Bellevue Rocks Riverfront Festival which brings a large carnival and nationally known musical acts to American Heroes Park for Bellevue families to enjoy. The BCF also hosts an annual Husker Tailgate Fundraiser and golf tournament to raise money to support an annual grant program. The BCF Grant Program provides and opportunity for charitable organizations to secure financial assistance towards projects and programs that will enhance and improve the quality of life for Bellevue residents. BELLEVUE PUBLIC SCHOOLS FOUNDATION

The Bellevue Public Schools Foundation was established in 1986 as a self-perpetuating, non-profit 501(c)(3) organization. The Foundation works in partnership with but is financially independent of the district. Our main purpose is to raise, grow and steward funds along with other community resources to support the students and staff of Bellevue Public Schools. The foundation also oversees the Alumni Association to engage alumni and help with reunion connections. The Foundation is governed by an all-volunteer board who are passionate about public education and committed to student success.

out our Annual Gala in the Fall. Also, we awarded another $50,000 to our students and teachers through Classroom Grants! These investments enhance high school students’ education with real-life and relevant learning experiences. None of this is possible without our community partners and worldwide individual donors. Together, we make a positive impact on the students and families of Bellevue. From all of us at the BPS Foundation, we thank you for your continued partnership! For more information about the BPS Foundation or to invest in our activities please visit:www.bps-foundation.org

MIDLANDS COMMUNITY FOUNDATION

Community is at the heart of everything we do at the Midlands Community Foundation (MCF), and when our community faced unprecedented challenges this last fiscal year due to the COVID-19 public health and economic crisis, we centered ourselves to help find partnerships, hope and inspiration through these troubling times. Together we created the MCF Coronavirus Response Fund which financially supported more than 50 nonprofit organizations providing critical services to our community. By uniting the passion and commitment of our donors, community leaders, MCF Board of Directors and staff, we created sustainable solutions that help our nonprofits pivot in this unchartered environment. As we prepare for what comes next, we are committed to building more programs, projects, and initiatives to resolve and lead to positive change that strengthens Sarpy and Cass Counties. MCF is clear and resolved in our mission: to lead positive systemic change that strengthens Cass and Sarpy counties. The pandemic has been a curve ball to all of us; yet MCF remains rooted in our commitment to recover and aid in the renewal of our communities. Looking back, 2020 and 2021 MCF experienced growth and success as we dedicated ourselves to exploring the needs of Cass and Sarpy counties through our all our charitable gifts programs. grants, discretionary gifts and the MCF Coronavirus Response Fund. With the establishment of 21 new charitable funds, MCF now manages more than 160 charitable funds that serve the diverse needs of our community. Between our grants, discretionary gifts, MCF Coronavirus Response Fund, and charitable funds, we infused more than $2.8 million back into the community at the end of our calendar year, 2021. We are proud to report that 91% of every dollar donated to MCF is used directly to support programming.

The BPS Foundation staff, Board of Directors and volunteers have a big vision, reaching goals and new aspirations for 2022. We are excited to announce that, in partnership with Bellevue University, we will be awarding over $130,000 in scholarships this year!

As we move forward, we are proud of what MCF has accomplished in 2020 and 2021, and we are excited about the future. We are honored to assist individual donors and groups in fulfilling their charitable desires. Our community is strong and vibrant, and together we will continue to make our visions a reality by continuing to “Invest in the Power of Community.”

We are also excited to announce a $50,000 investment to the Bellevue Public Schools Frank Kumor Career Center which we celebrated

OFFUTT AIR FORCE BASE

O

ffutt Air Force Base is home to the 55th Wing, U.S. Strategic Command, 557th Weather Wing, and the 595th Command & Control Group. Offutt’s diverse missions and global responsibilities put it on the cutting edge of the United States’ security. Each branch of the military is represented among the approximately 10,000 military and federal employees assigned here.

55TH WING

The 55th Wing, who is the host unit at Offutt Air Force Base, Nebraska is Air Combat Command’s largest wing with a budget of more than $259 million annually, 32 aircraft, 30 squadrons and more than 7,800 employees. The wing conducts a global flying mission with worldwide reconnaissance and treaty verification tasked by our nation’s highest levels. Additionally, it provides base support to more than 50 partner units, including U.S. Strategic Command, the 557th Weather Wing and a military community of more than 57,000. The 55th Wing traces its lineage to the 55th Pursuit Group, which was activated Jan. 15, 1941, at Hamilton Field, California. Today, the wing is comprised of six groups, five at Offutt AFB and one at Davis- Monthan AFB, Arizona.

557TH WEATHER WING

The 557th Weather Wing is the only weather wing in the entire U.S. Air Force. Its mission is to exploit timely, accurate and relevant weather information anytime and everywhere around the globe. The 557th is comprised of 1,450 personnel in two groups and 12 squadrons spanning 17 globally dispersed locations. Through the 1st and 2d Weather Groups, the 557th integrates leading-edge threatbased weather forecasts and warnings, as well as climatological projection and solar-threat expertise, into all operational phases. From managing daily risk for protection of personnel and resources, to shaping warfighter planning and execution of kinetic and non-kinetic engagements, to enabling long-range strategic basing decisions, the 557th empowers decision makers to “Choose the weather for battle” and achieve our nation’s objectives.

U.S. STRATEGIC COMMAND

U.S. Strategic Command, one of 11 unified combatant commands of the Department of Defense, is responsible for detecting, deterring and preventing strategic attacks against the United States and its allies and partners, and is prepared to deliver war-fighting capability to defend the nation. USSTRATCOM responds to today’s complex, dynamic and uncertain global security environment with an integrated organization. The command executes a diverse set of global responsibilities in coordination with other combatant commands and appropriate U.S. government agencies that directly contribute to national security. The headquarters element employs more than 2,250 people representing all five military services, Department of Defense civilians and contractors. They oversee the command’s global operations - 24 hours a day, seven days a week. A global combatant command with trans-regional areas of responsibility, USSTRATCOM has evolved from a single focus on nuclear war-planning to an integrated portfolio of dynamic strategic capabilities to successfully redefine global deterrence and confront the full range of national security challenges with timely, effective and precision effects.

595TH COMMAND & CONTROL GROUP

The 595th Command & Control Group is a geographically separated unit of Eighth Air Force. Established in 2016, the group consolidates all the Air Force’s Nuclear Command and Control Communications into one unit. The 595th C2G is composed of four squadrons: the 1st Airborne Command Control Squadron, which operates the E-48 National Airborne Operations Center; the 595th Aircraft Maintenance Squadron, which is responsible for sustainment and upkeep of the E-48; the 595th Strategic Communication Squadron, which provides real-time, secure, nuclear survivable missile warning and C3 capabilities; and the 625th Strategic Operations Squadron, which maintains current and accurate targeting for the nation’s Intercontinental Ballistic Missile fleet and combat forces for two positions on board the U.S. Navy’s E-6B Mercury Strategic Command Airborne Command Post aircraft.
