EDITORIAL Por Guillermo Hansen - Editor El 2020 es un año récord para los candidatos políticos en el Condado Osceola con más de 80 candidatos que ya se postulan. Esta guía lo ayudará a descubrir quién se postula para su distrito o área, algunos candidatos han colocado anuncios pagados en esta guía para ayudarlo (aprender sobre ellos) a conocerlos para que pueda conocer mejor por quién votar. Desafortunadamente, estamos pasando por un evento mundial como ningún otro y el Coronavirus ha cambiado la forma en que vivimos y hacemos negocios. ¡Los candidatos continúan llevando a cabo sus campañas y esperamos que en los próximos meses puedan salir y votar! Mientras tanto, esta guía se publicará digitalmente mensualmente y, tan pronto como regresemos a nuestra vida comercial habitual, la imprimiremos. También tenga en cuenta que tenemos un debate pendiente, Osceola 2020. El debate se llevará a cabo tan pronto como regresemos a nuestra vida comercial habitual.

This guide will help you find out who is running for your district or area, some candidates have placed paid ads in this guide to help you (learn about them) find out about them so you can make a better decision on who to vote for. Unfortunately we are going through a worldwide event like no other and coronavirus has changed how we live and do business. The candidates continue to run their campaigns and hopefully in the upcoming months you will be able to go out and vote! In the meantime this guide will be published digitally on a monthly basis, and as soon as we get back to our regular business lives we will print it. Also keep in mind that we have a debate, Osceola 2020, pending. The debate will go on as soon as we get back into our regular business life.
The information contained in this edition is updated at the closing of it. New candidates may emerge in the coming months, as applications close on June 12. The primary elections will be held on August 18. During the primaries there is always a tendency not to go out and vote. However, they should be considered as important as any other voting date because, in many cases, the winner of the seat is defined on that day. We invite all Osceola County residents to vote. Voting is the only way we can choose our political leaders who will represent us in making important decisions that will affect us all. No matter what your party is, exercise your right to vote, make your opinion count. She was one of the founding supervisors of the TOHO Water Authority; she is a dedicated volunteer for the YMCA, where she is the
Past Board Chairman of the YMCA of Central Florida. Mary Jane continues to be active on various boards in the community. BRUCE VICKERS FOR TAX COLLECTOR Bruce Vickers fue elegido Recaudador de Impuestos del Condado Osceola en agosto de 2016. Antes de su elección, Bruce trabajó 15 años de la oficina del Recaudador de Impuestos del Condado Osceola. Como Recaudador de Impuestos, Bruce recibió el premio 2019 Good Government de la Cámara de Comercio de St. Cloud. También recibió el premio a la Excelencia en Operaciones Financieras 2019. Bruce Vickers was elected Osceola County Tax Collector in August of 2016. Prior to his election, Bruce was a 15-year veteran of the Osceola County Tax Collector's office. As Tax Collector, Bruce was the recipient of the 2019 Good Government Award from the St. Cloud Chamber of Commerce. He was also the recipient of the 2019 Excellence Award in Financial Operations. This award was given to only two out of sixty-seven Counties by the Florida Tax Collector’s Association. Bruce is married to wife Bobbie, and they have a 16-year-old son, Seth. They are active members of their church and Bruce has served in many capacities including director of Vacation Bible School, Treasurer, Sunday School Teacher and Music Director. Currently he is participating in the church choir. Bruce also serves on the Board of Directors of the
Osceola County Council on Aging and the Osceola Education Foundation. Bruce's ongoing priority as your Tax Collector is to identify additional services which offer greater convenience for Osceola citizens. During his first term in office Bruce has added concealed Weapon Permitting, CFX Toll Violation Clearances and issuance of Florida Birth Certificates. JACKIE ESPINOSA FOR CITY OF KISSIMMEE MAYOR Jackie Espinosa quiere ofrecer más opciones para los ciudadanos: servicios sociales, personas sin hogar, salud mental, violencia doméstica, servicios de vida independiente, abuso de sustancias y programas para reclusos puestos en libertad. Construyendo comunidad: “Se necesita un pueblo”. Un líder debe esforzarse por crear consenso. Como líderes de la comunidad deben tener el don de la comunicación. Con esto, todos pueden aportar a la mesa para discutir un problema urgente, es entonces, hacer un buen trabajo para los ciudadanos. With this everyone can bring to the table to discuss pressing issue, it is then, doing a good job for the citizens. To build community, the leader must be engrained within the community. The leader must understand the needs and the areas that require improvement. Jackie’s realization is you must love the community you serve. Pedestrian Safety: The growth that has been experienced in Central Florida, specifically in Kissimmee, has given reason to focus and be concerned about pedestrian safety. The city leaders need to address
these concerns by thinking ahead, therefore establishing, or initiating change of outdated city ordinances. Crosswalks, roundabouts, proper signage and street lighting must be addressed and updated or modified to comply with the needs of the people. Small Business Development: Big or small, sustainability is a key ingredient for success in any business. Being the owner of several successful family owned and operated businesses within the historic Downtown Kissimmee area, Jackie learned to quickly adjust to unexpected changes as well as having to make decisions that might affect the lives of many. She understands the challenges faced daily by the small business community. The knowledge of these challenges has contributed to the convictions she shares with her fellow merchants. Jackie wholeheartedly understands the needs for branding, marketing, creating a culture of growth and most importantly, budgeting. There is a need to set the road map for success and set the right expectations for a successful community. Accountability: More than a mindset, it is a skill set. It is the art of communicating with the citizens and taxpayers of the city you serve.

The positions for the Kissimmee City Commission are nonpartisan. This means that the winners can be determined in the August 18 primaries, if there are only two candidates for the position. If there are three or more candidates and one
reaches 50 percent plus one, you would also have a winner. If neither reaches the required number of votes, the two candidates with a majority of votes go to a second round on November 3 in the general election.

OLGA GONZALEZ FOR KISSIMMEE CITY MAYOR Church & Community Assistance Program, Inc. started in 1999, in Orlando, in a warehouse office, sharing space with a USDA provider, before Second Harvest took it over. From there Mrs. Olga Gonzalez move to IEC, where she had a One Stop Center, where she worked with the Department of Childrens and Family. They were the first agency with the most applications, then Access started, and they worked with every company, this was the prototype of what you see around as Access Centers. Mrs. Olga Gonzalez picture is on a Links Bus. They had the most productive agency doing worked with Buddy Dyer in the Blue Print, the renovation of the Orange Bowl. She worked with every single agency including 211, the Dept of Health. What indignity does now, was done by Olga I numerous news articles testify, from where the location was opened with 8 computers, and so much things, she has been involved. She was on the Faithbase BOD, Center for Drug free living, now called ASPIRE; was one of the founders of TRABAJANDO JUNTO, and E.N.L.A.C.E.S. She was recognized as an Outstanding Women( Mujer Destacada) of the year and recognized by Charley Crist, as a Hispanic Point of Light. It all started when she retired from General Motors. She was an EAP, Rep. where she worked with the employees, to make them productive for GM, by helping them with problems that would other wise make a stressful situation that would cause malfunction in the Plant. When she retired she moved to Kissimmee, and being that it was already in her system God put in her heart to do the same thing she did for those in GM, to the communities. She started CCAP. EAP, is a big organization that helps employees with problems. Well that is what CCAP, does. They have been working raising funds for problems as they come along. For example they are an emergency food pantry, they are also partners with Second Harvest where she purchase food, so she is always asking for money for food, they pay hotel stays, when they have the funds available, and thanks be to God there is always funds, for those He sends their way. She do not go out looking for them He sends thrum and truly sends the money to take care of it. They do everything by faith. In all the 23 years she never took a pay check. And the whole group consists of volunteers. They all know how much they all mean to the organization. One of the girls was recognized by Channel 13 as a Spectrum Hero, in that CCAP, was giving food trucks from Second Harvest all around town, and then all the others carried suit, Olga have never felt the need to speak about what they have done, but in her heart. God says it is time to speak, He prepared she for a time like this. By the way she is now, a Doctor in Divinity, graduated in 2015. Revelation University of Miami. They have now opened an office after years of working with the homeless, in the streets and all the hotels. She worked with Pastor Tim Johnson, He got up. Reginald Hardee brings to this election an extensive background in the public, private, and non-profit sectors. This includes crisis management and response experience, most recently surrounding COVID-19. He is the information technology leader for Florida’s Turnpike Enterprises and has more than 20 years of IT experience, with a focus on strategic planning, budgeting, building, and leading support and development teams in a public sector setting. He currently serves as a member of the board of directors for the Osceola County Council on Aging and is a member of the City of Kissimmee’s Fire Pension Board. He served for ten years as a member of the board of directors for the Kissimmee Utility Authority, and in 2013, he was elected to the role of KUA Chairman where he served for four years. The Kissimmee Utility Authority board of directors established an electrical line worker scholarship in the name of its
former chair Reginald Hardee, and rededicated its employee events building, the “Reginald Hardee Employee Pavilion,” honoring his decade of service. He was also recognized by the Kissimmee City Commission with a Proclamation. ARMANDO RAMIREZ CLERK OF THE COURTS Armando Ramírez nació y creció en Barrio Buen Consejo, Río Piedras, Puerto Rico. Sirvió a su país en el ejército de los Estados Unidos durante la Guerra de Corea. Después de completar su servicio, se mudó a la ciudad de Nueva York, donde comenzó su carrera en el Departamento de Policía de la ciudad de Nueva York. Durante sus 30 años de carrera como detective en la Oficina del Fiscal del Distrito de Brooklyn, Ramírez trabajó en homicidios, narcóticos, casos importantes, crimen organizado, corrupción política, crímenes económicos y oficinas de delitos sexuales. Ramírez, un oficial altamente condecorado, recibiría numerosos elogios, incluidas dos medallas de mérito y una medalla de honor. Armando Ramírez was born and raised in Barrio Buen Consejo, Rio Piedras, Puerto Rico. He served his country with the U.S. Army during the Korean War. After completing his service, he relocated to New York City where he began his career with the New York City Police Department. During his 30-year career as a Detective in the Brooklyn District Attorney’s Office, Ramírez worked in homicide, narcotics, major cases, organized crimes, political corruption, economic crimes and sex crimes bureaus. A highly decorated officer, Ramírez would receive numerous commendations including two medals of merits and a medal of honor. In addition, Ramírez also earned two college degrees in criminal justice and political science from Saint Francis College in Brooklyn New York. Upon retirement, he moved with his wife and children to Kissimmee, Florida and became involved with various organizations and community groups. Ramírez, with a group of community activists, led the fight to regain the single member district sys-
tem arguing that the at-large election system discriminated against those with fewer economic resources. After ten years, in a federal lawsuit pursuant to the Voting Rights Act of 1965, the U.S. District Court decided in favor of the single-member districts. Federal Judge Gregory A. Presnell's ruling would dismantle the at-large election system. Ramírez, two years later, persuaded the Osceola County School Board to conduct a referendum asking voters whether they wanted to adopt the single member district election system. On January 29, 2008 county voters overwhelmingly approved (with 61 percent of the vote) the single-member district election method for School Board members, replacing the egregious at-large election system. In 2012, he decided to run for Clerk of the Courts and won with over 65% of the votes. On January 8, 2013, Armando Ramírez was sworn in as the Clerk of the Circuit Court for the Ninth Judicial Circuit of Osceola County. He became the first Hispanic-American Clerk of the Circuit Court in the State of Florida.

JOSSUE LORENZO FOR CLERK OF OSCEOLA COUNTY COURTS My name is Jossue Lorenzo, I was born in the state of New York and I moved to Osceola County with my family in 1993. I attended Denn John Middle and Gateway High school here in Osceola County. Currently I have been serving Osceola County as a Deputy Sheriff and now I am seeking the Office of Osceola County Clerk of Court. I am pursuing this office because I want our Clerk’s Office to be one of the best in the State of Florida. I want to change the negative stigma the Clerk of Court’s Office has endured over the past several years under the current administration. I don't believe in party lines when it comes to local offices like Clerk of Court. Whether Democrat, Republican or Independent, every citizen deserves a responsible government! Mi nombre es Jossue Lorenzo, nací en el estado de Nueva York y me mudé al Condado de Osceola con mi familia en 1993. KATRINA SCARBOROUGH PROPERTY APPRAISER Katrina Scarborough es residente de toda la vida del Condado Osceola. Ha dedicado 32 años de su vida al servicio público y es muy respetada en la comunidad. Katrina ha trabajado y se ha capacitado en casi todas las áreas de la oficina de OCPAO (por sus siglas en inglés) así como en las labores que se realizan fuera de la oficina. También se desempeñó como jefa de personal durante dos años antes de ser elegida como Tasadora de Propiedades del Condado Osceola. Katrina Scarborough fue elegida Tasadora de Propiedades en 2008 y reelegida en 2012 y 2016. Katrina es una líder ejemplar en la comunidad y en la Oficina de Tasador de Propiedades del Condado Osceola. Katrina Scarborough is a lifelong Osceola County resident. She has dedicated 32 years of her life to public service and she is very well respected in the community. Katrina has worked and trained in almost every area of the OCPAO office and the field. She also served as the Chief of staff for two years prior to being elected as the Osceola County Property Appraiser. Katrina Scarborough was elected Property Appraiser in 2008 and re-elected in 2012 and 2016. Katrina is an exemplary leader in the community and the Osceola County Property Appraiser Office. She leads a successful team of 56 employees who are responsible for producing the tax roll for Osceola County. Katrina gives willingly of her time to the community through volunteerism, sponsorships, and serving on various non-profit boards.
Katrina is a Certified Florida Appraiser, Certified Cadastralist of Florida, and Master Cadastralist of Florida. She is a member of the International Association of Assessing Officers, Florida Chapter of International Association of Assessing Officers, Property Appraiser's Association of Florida, and Florida Association of Cadastral Mappers. She is currently on the Board of Directors for Community Vision serving as the President. Katrina is also on the Board of Directors for the Osceola Council on Aging, and Christmas for the Kids. She is also a past board member of the Osceola County Historical Society and the Kissimmee/ Osceola Chamber of Commerce. When she is not working, she enjoys spending time with her four sons: Timothy, Chase, Ty, and Caden and her granddaughter Skylar.
