A Message from the CEO, Merle Lacert Hello Members, As fall closes in, the Chamber is getting busy. We have just completed our “Celebration of Vision” event where our new Board Chair Shelly Cannon, and our Chamber Directors completed their oaths. As we look to guide the Chamber though the next year of operations, the focus on vision is critically important as our community and region look to plan ahead. Planning ahead means creating strategies to successfully deal with the city’s infrastructure issues and capital planning needs, and preparing for the overall growth that everyone is expecting. In order for the Chamber to be able to address future planning, we must be informed and engage in opportunities to meet with various groups and organizations to gain new perspectives. Our Chamber networks are an excellent source of information. Very recently, the Chamber participated in a P3 Summit hosted by the Saskatchewan Chamber of Commerce. The P3 Summit saw over 375 delegates attend, some from as far away as the US and France. The Summit provided many insights into past P3 Projects and provided details on the components of successful P3s. A summary of the P3 model is best described in a quote from John McBride – CEO CPP Canada. “P3s transfer risk from taxpayers to the private sector- the risk of cost overruns, time delays and quality product. To ensure this risk is truly transferred, the public sector pays only on performance over the life of the infrastruture. This requires the private sector to raise and invest significant amounts of capital. Having ‘skin in the game’ creates strong incentives for good performance and adds the discipline of oversight to the lenders”

ANAVETS Celebrate Renovations The Prince Albert Army, Navy and Air Force Veterans of Canada is enjoying a new facility and community interest following $80,000 in renovations to the downtown club rooms. The club recently completed a host of renovations at its location at 25– 11th Street West including a new rug, redesigned bathrooms and new ceiling tiles. The club’s manager, Holly Chow, said more work is still to come with the installation of a new dance floor and a new Garland stove. Among the regular activities at the ANAVETS club is a daily coffee club, a seniors’ lunch program, cribbage games and lunch programs for shut-ins. The club is also available for rental for parties and socials at a cost of $75. However, Chow points out that if the ANAVETS are asked to provide food and beverage service, the rental cost is waived.
Garry Klughart, Horst Kruger, Louis Ray and Sheldon Curran play crib at the ANAVETS club.
The club can host approximately 220 people, making it a great place for social events. “It’s loaded with anything and everything you can possibly need,” Chow said. “As far as I’m concerned, it’s one of Prince Albert’s best kept secrets and it’s time to let the secret out.” “The club is open Monday to Thursday from 8:30 a.m.—11 a.m. and Fridays and Saturdays from 8:30 a.m.—1 am. The club hosts musical entertainment on weekends and is planning two special Christmas events in December. October 2014

Chamber CEO Message Continued from Page 2
Overall P3s can be an effective mechanism to plan, finance, build and maintain future projects or assets. In order to be successful, they must offer value to all parties involved. As we move deeper into fall, the Chamber will be offering many opportunities to join us at luncheons, such as the upcoming luncheon featuring the Saskatchewan Roughriders, or opportunities to join us in round table discussions. We look forward to your participation and the insights you bring.

Volunteer Opportunities at Prince Albert Parkland Health Region * Peer Navigator – Victoria Hospital Volunteers are needed to assist newly-diagnosed cancer patients through the network of health and support systems in place. Excellent interpersonal skills and a caring heart are necessary. Shifts: Flexible, as needed and agreed upon with the patient. * On-call Medical Escorts to assist at necessary appointments. Residents of long-term care facilities often attend off-site appointments at dental, optometric or other medical specialist offices. Volunteer escorts ensure timely arrival to and from appointments. Volunteers ride the bus with residents – no need to have your own vehicle. This volunteer position would be ideal for someone who has a flexible schedule and is available once or twice a month during regular (8:00 to 4:30) office hours. * Meals on Wheels serves up comfort and food The Prince Albert Meals on Wheels service delivers warm, nourishing meals to local residents with limited mobility. Your volunteer commitment would amount to two-hour shifts, once or twice per month. Meals on Wheels drivers can work alone or with a partner. In fact, many couples enjoy volunteering together. Meals-on-Wheels is also an excellent program for your staff to share in a positive, team-building activity with tangible results.

City Recognizes YWCA Cold-Weather Cots Program By Tyler Clarke Prince Albert Daily Herald “Last year, we had the coldest winter on record … and we had no freezing deaths,” Mayor Greg Dionne summarized at a recent city council meeting. Zero freezing deaths is a significant shift from the four recorded during the winter of 2012/13, which included the loss of Doris Ahenakew, John Dorion, James Benjamin Roberts and Angus Merasty. In response to these freezing deaths, YWCA Prince Albert introduced 10 overnight cots in the basement of their Our House shelter in downtown Prince Albert. Funded by the provincial government and the Northern Lights Community development Corporation, the 10 cots were filled through the duration of the three-month trial program, with free breakfasts dished out every morning. Noting a 99.7 per cent occupancy rate, Our House manager Edna Bruce said that the program was a hit in the local homeless community. “Sometimes people would leave at 3 a.m., and someone else would come,” she said. “So, we’d spray the bed down, get new bedding, and someone else would take the bed. “For some, they relied on it for the entire winter. We had a few who were there just about every night.” The program was such a success that YWCA Prince Albert executive director Donna Brooks said that they plan on continuing the program this winter. Cold Weather Cots Continued from Page 10
Set to re-open on Oct. 15 using leftover funds from last year’s pilot project, YWCA Prince Albert continues to seek funding for the balance of the winter. “I am confident we’ll secure funding,” Brooks said. “If we don’t secure funding for this year, then we’ll visit that then.” YWCA Prince Albert’s Cold Weather Cots Program fills an important gap in the city. Although there are always accommodations available to prevent people from sleeping outside in the cold, it often comes down to spending the night in a jail cell. When the Cold Weather Cots Program was introduced in December, 2013, Prince Albert Police Service Chief Troy Cooper noted that jail cells are a “pretty harsh and unforgiving place to be when you simply have a health issue or you have poverty issues.” While the city celebrates in the success of the Cold Weather Cots Program’s success, Bruce notes that even more needs to be done to help the city’s homeless community.

“The people who are using the cot program … are there because they are homeless because they have alcohol or drug addictions,” she said. “A warm bed is a good thing, but it’s not going to change their life. They’re going to need more help than that.” October 2014

SIAST relaunches as Saskatchewan Polytechnic The province’s four technical schools have a new name and a more focused drive to meet the labour-market needs of Saskatchewan employers. SIAST campuses will now be known as Saskatchewan Polytechnic as the campuses move to a more focused research and labour-driven program. The relaunch was announced Sept. 24. Arnold Boldt, the organization’s associate vice president of academic and research, said the new name better reflects the efforts of the technical institute to meet the needs of the changing labour market. Polytechnics have more capacity for research that can help find solutions to employer challenges and offer a variety of other learning opportunities including Bachelor degrees and apprenticeship training. “We will maintain our focus on applied learning,” Boldt said. “Our new name, Saskatchewan Polytechnic better reflects who we are and what we do … in order to achieve our goals, we need to reposition our organization and reframe our identity.” Woodland Campus Student Association Director Jessie Sullivan applauded the change, saying Saskatchewan Polytechnic offers a range of educational programs to help all students succeed.
Arnold Boldt, Associate Vice President of Academic & Research; Jim Nowakowski, Board of directors; MLA Victoria Jurgens and Jessie Sullivan, student association director attended the Saskatchewan Polytechnic announcement Sept. 24. October 2014
“Any one of these 150 programs could be the career that you’ve been searching for,” she added.
