Hope everyone is enjoying the great spring weather. So far, precipitation levels have been low, which is a good thing as the City of Prince Albert continues to define its flood plain.

As you may know, the City of Prince Albert currently adheres to a one in 100-year flood plain limit. The Province of Saskatchewan, through the Planning & Development Act of 2007, has been encouraging the City of Prince Albert to adopt a one in 500-year flood plain limit.

One in 100-year, or one in 500-year limits are simply calculated estimations of how significant flooding could be in a severe flooding event. These estimations would calculate things such as depth of floodwaters or the rate of flow for the floodwaters. The intent with an identified flood plain is to restrict development as a means to mitigate risk, or the impact to homes, property or human life itself.

A one in 500-year flood plain limit does not mean that it will flood once every 500 years. A one in 500-year flood plain limit is simply an estimation of how high water levels may get in a significant flooding event. This one in 500-year flood limit would be the level of flooding that could be achieved or exceeded for all flooding events that may occur over a 500-year cycle. Again, it is an estimation based on a number of factors. A flood plain would have three tiers to measure potential impact and risk. These include:
Restricted Floodway- the deepest and fastest-flowing area of the floodplain.
Floodway – flooding depth and flow would be less than that of the Restricted Floodway.
Flood Fringe – would become the perimeter of the resulting flooded area(s). So what does this mean? Once the flood plains are mapped and the areas are confirmed, restrictions will be put in place that will affect some current property owners and will dictate restrictions for future new builds. Current draft restrictions would prohibit any new or replacement construction in either the “Restricted Floodway or the “ Floodway”. Continued on Page 9

On Friday, March 6, several representatives from local non-profits and community organizations took part in a one-day workshop to learn how to better control their utility costs and operate their buildings more efficiently. The workshop was sponsored by Affinity Credit Union and presented by Angie Bugg from the Saskatchewan Environmental Society.
CEO Message Continued from Page 2 New construction or replacement construction would be allowed in the Flood Fringe, but would have various restrictions in place to ensure flooding is mitigated. So, why is this a big deal now? The City of Prince Albert is looking to adopt the one in 500-year flood plain limit so they can be in compliance with the Saskatchewan Government’s Planning & Development Act- 2007. Once adopted, the flood plain limit would become part of the approved Prince Albert Official Community Plan (OCP). The city’s current draft of the Official Community Plan was complied in 2009, but was never approved by the province as it does not adhere to the one in 500-year required flood limit. So why is an Official Community Plan important? The Official Community Plan acts as a road map for the city. It sets out a vision for the development of the city and necessitates the need for additional plans, such as land use plans, transportation master plans, housing master plans, infrastructure plans, etc. etc. All of these plans would be used to guide the development of the city and assist in defining one long-range vision. I am sure many would agree it is much better to have a plan prepared that our city council and administration can follow, versus not having these plans and completing all types of ad hoc efforts that likely won’t align and will possibly conflict with one another. Since the City of Prince Albert has not previously resolved the flood plain issue, the impacts have grown over time. There will be some significant impacts for some of the property owners who currently reside in the floodways. These impacts will be very real to the affected homeowners. However, this issue also serves as an example of how significant the future impacts could be if our city continues without an Official Community Plan to follow as they envision the next 50 years. If you would like to learn more and speak with city representatives about the flood plain issue, then plan to come out to the next flood plain public meeting scheduled for May 7 th/2015 at Riverside School. The meeting starts at 7 p.m.

The Prince Albert & District Chamber of Commerce recently took a look back at the city’s local history by visiting the Prince Albert Historical Society and the Bill Smiley Archives. The Chamber was excited to see the wealth of historical information contained within the archives as we researched longtime businessman Samuel McLeod in advance of the 25th anniversary of the Samuel McLeod Business Awards on April 23. The volunteers at the Prince Albert Historical Society spend countless hours compiling historical information about the City of Prince Albert. Their efforts are a benefit to all the citizens of Prince Albert. The museum is always in need of more volunteers and resources. Saskatchewan Finance Minister Talks Provincial Budget Numbers
Saskatchewan Finance Minister and Deputy Premier, Mr. Ken Krawetz was in Prince Albert March 31 to discuss the province’s recent provincial budget. About 100 people were on hand for the luncheon at the Prince Albert Inn, including local-area MLAs, members of the Prince Albert & District Chamber of Commerce and student representatives from Carlton Comprehensive High School.

Make Safety a Priority “The Saskatchewan Workers’ Compensation Board (WCB) officially released its 2014 injury rates. The data indicates a further decrease in the overall workplace injury rate despite an increase in the number of workers. In 2014, there were 402,894 Saskatchewan workers covered by WCB, over 4,000 more workers than the previous year.” WCB release March 23, 2015 “The most recent Association of Workers’ Compensation Boards of Canada (AWCBC) statistics show the national time-loss injury rate average at 1.65 percent. While comparative data differs somewhat, Saskatchewan’s Time Loss injury rate is almost twice the national average at 2.41 percent.” WCB release March 23, 2015 With this information, what is your workplace doing to create a culture of safety? It doesn’t take much. From simply placing signs to warn of a wet floor, to keeping a wellstocked First Aid kit or even training everyone in First Aid and CPR, there are a lot of things that a business can do to be safe. But it starts with you! You need to inspire your workforce to take ownership for being safe. Shortcuts are not allowed. Trying to do something without reading instructions or following an established training procedure is not allowed. It only takes five minutes at the start of the shift or work day for a short safety briefing. Invite a guest speaker to come and talk on a topic. For a workplace with lots of time behind a desk, a physiotherapist or chiropractor might be a great choice. Anything to add a new dimension to making things safer. When we establish a “culture of safety” we need to carry that home. Kicking off the shoes in the entrance might create a trip hazard. Taking a cleaning solvent, pouring it onto a rag and removing that stubborn stain without reading the label on the product might be hazardous. The safety habits we create at work need to be carried to our homes. We might wear hearing protection, eye protection or a hard hat at work, but think nothing of mowing the lawn at home in flip flops and shorts with our tunes plugged into our ears. If we won’t take short cuts at work, why do it at home? Making safety a priority at home is equally as important as it is in the workplace. So when you are planning your next home renovation project, thinking about doing a few chores around the house or cleaning the garage this spring, stop and have a word with yourself. Is what I am about to do safe? Could I or someone else be hurt? Am I wearing the gear? Make safety a responsibility for everyone, not a responsibility for someone else. Let us help you make your workplace and home a safer place.
