DEEP closes swimming areas
The state Department of Energy & Environmental Protection closed three state park swimming areas on Monday including Wharton Brook State Park, which is located on the North HavenWallingford line. The other closures were Wadsworth Falls State Park in Middlefield and Cockaponset State Forest in Chester.
Each week DEEP collects samples of water from a number of swimming areas and beaches. The samples are tested and analyzed at the Department of Public Health Lab for the presence of certain indicator bacteria.
Indicator bacteria are one of the tools used by public health and environmental protection authorities to evaluate the potential for

contamination of water bodies, but they do not necessarily mean disease-causing pathogens are present.
As of Wednesday morning, eight Connecticut swimming areas were closed by the DEEP, one due to flooding.
Wharton Brook remained on the list. Wadsworth Falls and Cockaponset were listed as open.

COMMENTARY: Bears abound, show them respect
By Olivia Lawrence
It seems like just about everyone in Connecticut has a story about the time they saw a bear.
Bears show up in all kinds of places. Backyard trampolines and cupcake shops are two unusual recent sightings.
A Plainville resident had one sleeping under his deck last winter. As widely reported in the news, he made sure the bear was left alone and not disturbed.
A few years back, Southington had a bear roaming its downtown and a few weeks ago one wandered into downtown Hartford. Apparently, even busy commercial areas are not off limits. Another instance was that time a bear wandered through the automatic doors at Crazy Bruce’s liquor Store in Bristol.
Home break-ins involving bears are another example of bear-human interactions.
A bear was euthanized after it broke into a Bloomfield home recently.
A bear biting or otherwise attacking a pet or even a human are the kind of incidents that, although quite uncommon, are stark reminders that as amusing as
bears may seem to us these are wild animals.
Some weigh up to 400 pounds, they’re often hungry, might have cubs to protect and are trying to survive in an ever shrinking habitat.
State statistics reveal that there were more than 10,500 bear sightings in 2022 and more than 3,600 reports of damage that year. According to a story in The Connecticut Mirror, that’s an all time high.
The legislature is looking at how to handle this situation. A hunt was discussed and while that’s not currently on the table, other solutions are. The Mirror outlined the status of what the
Senate passed along to the House. The proposed bill would allow farmers to get a bear hunting permit to prevent crop or livestock destruction. Intentional feeding of bears would be banned and there would be penalties.
Are any other ideas being explored by wildlife scientists? Could feeding stations in deep woods reduce bears scavenging in neighborhoods? Could some young bears be selected for neutering to reduce the population?
Six bears, a gang that appeared to be one adult and five yearlings, wandered through my yard not long
ago and loitered in the neighborhood, scavenging for food in several trash bins at nearby houses. A visit by bears always causes excitement and what occurred during this incident demonstrates some of the reasons the growing bear population is cause for concern.
One guy tried to pat a young bear as it climbed his stockade fence, the bear hissed and the man backed off. A work-from-home mom came out in the yard with her two young kids to see the bears the animals roamed just a few feet from the steps where the family stood. Another neighbor kept raking leaves as a bear pulled
bags out of a nearby trash can. I tried to get a photo of that bear and took one step too close, causing the bear to lurch towards me, hissing, and sending me running back into the house. Later, I heard how one resident tried to hand feed a bear, sticking a hand out a backdoor with food as the bear passed by.
What’s described here is not a bear problem so much as it is a human problem. Every single action taken was not smart (also known as stupid) and we knew better or should have. DEEP has done a lot to educate people on how to live with bears. It’s up to us to internalize that information.
A bear sighting sends adrenaline soaring. It is thrilling and terrifying all at once to see these magnificent animals in our midst. While dangerous humanbear encounters may require a forceful response, including killing the animal, it’s up to humans to do all they can to prevent that outcome.
As that wise Plainville resident did, we all need to step back, reduce contact and let the bears be.

The Teen Tech program at the Joyce C. Budrow Senior Center began July 6. With the assistance of local librarian Emily Tomlin, several North Haven teenagers have been trained how to provide tech support for older adults. Last week, the Teen Techs assisted seniors with cell phones and laptops, and their understanding of technology was welcomed and appreciated. The Teen Tech program offers support Tuesdays and Thursdays from 2 to 3:30 p.m. To schedule an appointment, call the Senior Center at 203239-5432. MONEY MATTERS
Questions to ask aging parents about their finances
By Jeff Jolly
If you haven’t discussed your aging parents’ longterm financial goals with them, you aren’t alone. Many people shy away from family conversations about money because it may feel awkward or uncomfortable –or they may fear that their parents won’t react well if the subject is broached. Unfortunately, avoiding the topic can create confusion and headaches down the line if your parents become incapacitated or pass away unexpectedly – particularly if you’re in charge of aspects of their estates like serving as executor or power of attorney.
Just as every family is different, there is no “one size fits all” approach when it comes to discussing money, but it can help to start with basic and practical questions that will give you a sense of your parents’ goals for the future without delving into more delicate territory. Use the following primer to start the conversation. And remember, these are usually not one-and-done discussions. Getting a full view of your parents’ financial situation may take time and patience – but it will serve you well in the long run to gather the information while you can.
“What do you want to accomplish over the next five-to-10 years?”
Understand your parents’ aspirations for the next few years. What are their personal and financial goals? If your parents are not yet retired, ask them when they plan to leave the workforce and what they want to
achieve before they do. If your parents are retired, ask about how they want to spend their time. Will they move to a new state? Travel more? Pick up a part-time job or find a volunteer opportunity? Gathering a sense for how your parents want to spend their time will help you get on the same page with what to expect in the years ahead.
“Where can I find financial information in case of an emergency?”
Unexpected events or illness can occur at any time. If something unfortunate happens to your parents, it’s important for you to know how to access key personal, financial and estate planning materials. Contact information for their financial advisor, tax professional, estate planner and lawyer is a great place to start. Make sure your parents have the right permissions in place so that
you can step in when the need arises. Many professionals require documented authorization before they can legally discuss information with a family member. Additionally, ask your parents to consider sharing passwords for key accounts or letting you know where you can find a list of them. Having access to your parents’ smartphones, computers, social media or other accounts can help in an emergency.
“What do you want your legacy to be?”
As people enter and move through retirement, they often become more focused on the legacy they want to leave behind. Ask your parents how they hope to be remembered, and what their plans are for making that happen. The following elements can be pivotal to the conversation:

Beau Bolero played the North Haven green last summer, and returns Tuesday, July 18 for a 7 p.m. show. Parking is available at the Town Hall Annex and town pool lots.
The annual Music Under the Stars series is sponsored by
the North Haven Department of Recreation, in conjunction with the local business community, The remaining concert lineup for 2023: Tuesday, July 25: Signature Band (decades of dance); Tuesday, Aug. 1: American Honey (modern country); Tuesday, Aug. 8: Jukebox 45 Showband (oldies from the 50s and 60s); Tuesday, Aug. 15: Raise Your Hands (Bon Jovi trib-
ute); Tuesday, Aug. 22: Avenue Groove (rhythm & blues/funk); Tuesday, Aug. 29: Worlds Apart (Journey tribute); Tuesday, Sept. 5: Primetime (party band).
If weather is a concern, call the Recreation Center InfoLine after 5 p.m. at 203-6720541. In rare cases, concerts will take place at North Haven Middle School.
Will and trust: Ask your parents if they have an updated will or trust, and if there’s anything they’d like to share about how the assets will be distributed. Having a conversation about why your parents are allocating certain amounts to family members, charities or foundations while they are still alive can help prevent future conflict and confusion after they pass away, when you will inevitably be dealing with other emotions and factors related to their death.
Health care: Health care choices and expenses are often major sources of stress
for retirees. Discussing your parents’ current health priorities, possible assisted living facilities or treatment options can give your family a roadmap to follow for future decisions. Ask your parents if they have formalized their wishes in a health care directive, which is a legally binding document that can enable them to choose a loved one to make medical decisions if they are unable to do so on their own.
“What support do you want from me?”
Extending an offer to proactively help may eliminate frustrations or relieve stress for even the most independent and well-prepared parents. Keep in mind that assistance may be nonfinancial – such as completing
house projects, planning more time with their grandchildren or helping identify how they can get involved in activities. Consider including a financial advisor or attorney in the discussion if your parents have financial or estate planning to-dos or questions.
Retirement and legacy planning can be complicated, but having regular discussions with your parents can help you both prepare for the future. If you’ve already covered the necessary ground, a scheduled checkin can be helpful in case your parents’ plans or your family situation changes.

Connecticut’s Lowell Weicker remembered
By Mark Pazniokas The Connecticut Mirror
Lowell P. Weicker Jr. was remembered Monday as a man of courage and complexity, eulogized by a governor and former U.S. senator as a politician who repeatedly risked all over principle, blessed with a confidence and compass that made him easy to admire if not hard to take.
“You’ve heard it said that Lowell Weicker was one of a kind,” Gov. Ned Lamont said. “Thank goodness. More than one would have been exhausting.”
The mourners at St. Barnabas Church in Greenwich laughed, some more knowingly than others. The pews were crowded by three gen-
erations of Weickers, their friends and Weicker’s former staffs. More softly, Lamont quickly added that “ more like him” would be welcome in contemporary politics.
“He loved the back and forth and give and take of politics, no question about it,” Lamont said. “Like them all, he loved to win. But unlike most politicians, he wasn’t afraid to lose. And that gave him a certain liberating courage. He had a Teddy Roosevelt fearlessness to me. ”
Weicker, who died last week at 92 after months of failing health, was a third-party governor and Connecticut’s last Republican senator.

fast and lived to 92. Truly miraculous.”
With all our love, Jill and Joe Biden.”
He was eulogized by two Democrats, Lamont and former U.S. Sen. Chris Dodd; a former Washington and Hartford staffer, Stanley A. Twardy; and two sons, Scot and Gray Weicker. Dodd said Weicker showed during Watergate that he was unwilling to fall under the thrall of party or personality.
“Many remember Lowell’s stirring moment when he scolded the White House, declaring that our fellow Americans are not enemies to be harassed but people to be loved and won a statement that is as meaningful today as it was then,” Dodd said.
The children and step children of Weicker’s three marriages were pallbearers and did readings. Tre and Sonny Weicker, sons from his second marriage, stood together while Tre read from the Book of Isaiah. Sonny, who has Down Syndrome, was one of their father’s inspirations for sponsoring the Americans with Disabilities Act.
Scot and Gray Weicker described their father as a doting grandfather, the “ pop ” presiding over Christmas Eve gift-giving, proud of the grandson who followed his passion in scuba diving and granddaughter who organized his Senate papers at the University of Virginia.
Scot said his father and daughter, Amanda, both spoke on the National Mall for Amanda’s graduation from George Washington University. The daughter was terrified, the father not so much. “He thrived, as he loved being in front of as many people as humanly possible,” Scot said.
This was not news to the mourners, who laughed. “It just seemed like he was going to live forever,” Gray said. “He had a disdain for water. He drank Diet Coke and bourbon not together ate pound cake, cheesecake or rum cake for break-
William Nickerson, the former Republican state senator from Greenwich who cast a crucial vote in favor of the income tax, was seated not far from U.S. Rep. John Larson, a Democrat who voted against the tax as state Senate leader.
Former Gov. Dannel P. Malloy and wife, Cathy, sat with the congressional delegation and statewide constitutional officers, all Democrats. Republicans were represented by former U.S. Rep. Chris Shays, former state Sen. John McKinney, former Lt. Gov. Michael Fedele and at least two current office holders from Greenwich, state Sen. Ryan Fazio and First Selectman Fred Camillo.
Before and after the funeral, politicians of different parties and generations mingled, sharing gossip and stories.
Ted Kennedy Jr. recalled visiting Weicker after returning from South Africa, where he had accepted an award on behalf of his late father, U.S. Sen. Ted Kennedy, and Weicker, both ardent foes of apartheid.
Weicker once was arrested demonstrating outside the South African embassy in Washington.
Dodd, Lamont and Malloy reminisced, standing in the aisle. Former state Treasurer Shawn Wooden greeted them. Attorney General William Tong stopped by.
Only when the organ began playing, first softly and then loud enough to make conversation impossible, did they sit. The scene was repeated outside, where the conversations delayed the procession to the cemetery.
“This is the part Lowell would have liked,” said Claudia Weicker, his widow.
An arrangement of white roses by door came from President Joe Biden and first lady Jill Biden. “Dear Claudia Our hearts are broken for you and your entire family. We are keeping you all in our thoughts and prayers.
St. Barnabas, a cozy church with the ambience of a country chapel, was chosen despite its modest size. Its rows of walnut pews hold only 250, but video and audio was streamed in an overflow room, as well as on CTN. Weicker was a founding member of the church, which opened in 1961. He and his wife, Claudia, were married there in 1984.
party. In the face of emerging facts, Lowell Weicker made sure a lantern was held up to the darkness, and the people across this country, the people of this country, noticed,” Dodd said of Watergate.
But Dodd said Weicker’s other battles fighting deep budget cuts and pushing for funding for drug trials that saved lives during the AIDS epidemic should not be forgotten.
As Lamont noted, Weicker was a product of Park Avenue and Greenwich yet destined to be one his generation’s most earnest and effective defenders of the social safety net.
His career was bookended by two epic battles: As a freshman senator, he aggressively pursued the abuses of Richard Nixon and his White House staff during Watergate; as governor, won the passage of a Connecticut tax on wages.
“It was quickly apparent to all he wasn’t there to protect his party’s president, nor his

After six years in the House, Dodd took his seat in the Senate in 1981, the year Ronald Reagan became president and Republicans won a majority in the Senate.
Reagan proposed deep budget cuts, and Weicker fought back as chair of a key Appropriations subcommittee.
