However, this temporary measure introduced by the Coalition government stipulated that all conversions must be complete and occupied by May 2016. “In South East England permitted development rights have provided a sizeable chunk of work for the housing supply chain over the past couple of years,” says Ashby Design director Simon Hansard, whose company supplies architectural services to major housebuilders. “However, with the legislation requiring premises to be occupied by May next year and there no announcement from the government what will happen after May, all of this work has now dried up.”

Despite lobbying by the construction industry, the government has failed to announce what will happen to the scheme beyond next May, meaning that no further work on such conversions is taking place due to the difficulty of having properties occupied by next year’s deadline. According to reports, the Government had been considering introducing an extension or even making permitted development rights a permanent measure prior to Parliament’s summer recess. However, opponents to the measures claim they successfully lobbied the government to delay its decision until later in the year.

Integrated property services and project delivery specialist Styles&Wood Plc has won a £17.7 million contract to deliver the refurbishment of Westminster House in Manchester city centre, for Aviva Investors.

The 69-week project will include the complete refurbishment of the fabric and finishes together with mechanical and electrical upgrades on a phased basis, allowing the ongoing use of the building by an existing tenant during the refurbishment.

AHR COMPLETES £22 MILLION REDEVELOPMENT FOR OLDHAM COLLEGE AHR has completed the redevelopment of Oldham College in Greater Manchester which includes three new buildings and landscaping. he new buildings lie to the northwest of Oldham town centre and were built over three phases creating a student centric campus which responds to an employment focussed education curriculum.

The first phase, Building A is a five storey building with teaching spaces and social breakaway spaces for students. The building works as an anchor for the College and

celebrates the main approach to the campus from the town centre. The second building, Digital and Creative Centre Oldham, is a four storey building which is a combination of open plan teaching spaces and traditional classrooms. The use of light is a key aspect of the design of this building, and the creation of well-lit and airy spaces for the creative subjects the students study a critical outcome from AHR’s design process. Environmental performance

is further enhanced by the design of the ventilation system, which exceeds the specifications set by the Department for Education Building Bulletins. Building C delivers new teaching areas over three storeys and defines a valuable green external social space placed centrally in the campus. Internal spaces are specially designed for vocational subjects along with further general teaching accommodation.

P C Henderson, specialists in the design and manufacture of specialist sliding and folding door hardware, was specified for a stunning and unique house extension at a property in Kelso, Scotland. The brief was to create a bright living space which opened into the garden. Two internal rooms were opened up with P C Henderson’s sliding gear system installed between the dining room and the lounge area. The whole frontage was replaced with glazed folding doors to create a desired indoor - outdoor living experience taking advantage of the garden views. P C Henderson’s Securefold Ultra system was utilised to expand the property’s living space. The system has enhanced security components certified to PAS 24 and BS EN 1627 RC2 as well as being accredited as Secured by Design hardware. In addition, it utilises a three point locking system on every external door seam and a unique interlocking anti-tamper hinge, making it difficult to be forced out of position or dismantled. Newark and Sherwood District Council was awarded Heritage Lottery Funding to restore and transform the Old Magnus Buildings into a new museum and National Civil War Centre continuing Thomas Magnus’ vision for all to have access to education, the new museum will also be a centre for Civil War learning.

GGR Group Have Starring Role in Grand Designs Build at Cefn Castell In the winter of 2013 lifting specialists GGR Group, the leading provider of UNIC mini cranes and vacuum lifting equipment for hire and sale in the UK, were called upon to install glazing to the Grand Designs build, Cefn Castell. As well as featuring on Channel 4’s Grand Designs programme, the project recently won an LABC Building Excellence Award. he contractors turned to GGR and their 20 years of expertise to take on the trickiest of glazing tasks. The equipment used at Cefn Castell needed to be compact enough to access the site via a track that passed underneath a 3.6m high railway bridge, and as lightweight as possible to prevent weakening of the cliff top. The URW-706 is one of the most powerful mini cranes on the market, boasting 6 tonnes of lifting power; with its compact dimensions and weighing in

at just 7.9 tonnes this mini crane was the perfect choice for the project. Building in such an exposed location meant that the structure needed to be extremely robust to weather the 100 mph winds; triple glazed, reinforced insulated glass was used to protect against the punishing elements. The mini crane spent two days on site installing the glass to two levels, using a 750kg capacity, dual circuit DSZ2 glass vacuum lifter to lift 3.6 metre tall glazed units weighing up to 500kg each, and a multi-functional Glassmax hoist to install roof lights. GGR Managing Director, Gill Riley OBE says “Our equipment has helped glaze and construct some of the most prestigious and challenging projects in the UK, including a number of Grand Designs projects, and iconic residential developments such as the Wentworth Estate, Chelsea Harbour and the Beetham Tower, through to larger, more high-profile projects such as the London Olympics Aquatic centre, The Shard, The Strata ‘Razor’ Tower and, more recently, London’s Crossrail stations”. “We are very happy to have been able to help this unique and challenging build to run smoothly. New bridge provides essential link along Cornwall’s ClayTrails

A new 31m x 3.5m Tied Arch bowed steel truss cycle/bridle bridge linking St Austell to The Eden Project was recently installed by CTS Bridges during a night time road closure over the A391 Carluddon Road, Cornwall. The bridge provides an essential link for the ‘Clay Trails’ which form a network of walking, cycling and horse riding trails through mid-Cornwall encompassing the towering clay tips known collectively as the Cornish Alps. Alex Hoffen, Project Manager for Cormac praised CTS for a successful installation, saying‘the bridge

will benefit pedestrians, equestrians, cyclists, young, old and disabled with the main aim being towards sustainability, health and wellbeing and the environment’.

Glasgow to build its future on sustainable foundations Figures released in early September by Markit have shown that the Purchasing Managers Index (PMI) has risen to 57.3, up 0.2 on July’s figures. While not as strong as the boom of 2014, where the industry was seeing returns of over 60 for much of the year, these figures represent a stable growth not seen in a decade.

M

uch of this sustained growth has been led by the rise in residential construction across the UK, something which is receiving significant support from government initiatives across the country. That said, recent government figures have shown that the number of housing projects starts has fallen by 1% over the year and 6% over the last 3 months, to 136,320, leaving a long way to go to reach the 200,000 homes per year outlined by David Cameron in the lead up to the general election. It increasingly seems that tackling the issue at a local level may well be the way forward. Glasgow City Council are looking to lead the way in this aspect, having recently announced their comprehensive housing strategy People Make Glasgow Home, which will deliver 25,000 homes by 2025.

As with many cities around the UK, lack of housing, especially affordable housing, has to be balanced against finding the physical space within the city. As a part of the People Make Glasgow Home campaign, there have been a selection of creative measures to release and repurpose areas within the city,

Protecting the National Archives Structura UK is once again working to protect The National Archives – including the register of listed buildings – by refurbishing the buildings that house them. Here, we explain our last project to prevent roof leaks in this important landmark building.

T

he National Archives is the government’s official archive and holds documents from Domesday to the present day. It is an executive agency of the Ministry of Justice and incorporates the Office of Public Sector information and HM Stationery Office. The

original National Archives building in Kew in SW London, was built in the 1970s and is set among landscaped gardens with a lake. A second building, known as Q2, was added in 1994 and the two are joined with an atrium which acts as the entrance foyer for both buildings.

he Challenge

The roof of the Q2 building and atrium had been increasingly prone to leaks and water leakage onto the terazzo floors below was creating a particular health and safety issue. Patch repairs were proving ineffective and costly and carried no warranties, so in

2011, The National Archives’ Estates and Facilities team put together a proposal to replace the double glazed panels and seals, using the existing Schuco rafters. As part of the project, they wanted to improve the building’s sustainability by replacing the old 24mm air-filled units with new 32mm high-performance, argon-filled solar control glazing panels. The team also decided to have the compressed air smoke vents replaced with new electrical vents – a factor which is particularly important as there is no sprinkler system because many of the archives are paper.

Structura UK began work by removing the existing glass in batches and new glass was installed in a rolling programme, to ensure minimal disruption to all the people working in and visiting the building. The project involved: t Removing 63 tonnes of old glazing units t Designing, manufacturing, delivering and installing 777 bespoke glazing units covering around 2,100m² and weighing some 73.5 tonnes t Replacing all smoke vents with new

Renowned for innovative electric heating solutions, Midlands based electrical heating specialist Ecolec, has launched its latest novel design solution – Ecolec Multiple Zone – a new wireless, remotely controlled Smart Controller – using a PC, laptop, tablet or smartphone – that allows you to control temperature and heating in up to 10 separate zones within your home with absolute precision. You simply need to log in to your home/office Ecolec heating system via the internet to check the air temperature in any zone/room to make the program changes necessary. This system offers you unique levels of flexibility for controlling your heating system remotely. The Ecolec Multiple Zone Gateway is connected via a network cable to your home or office internet router. Programming and control is then available using a PC, tablet, or mobile device with a PC app, browser or mobile app via the internet. Another surprise that may show a change in public opinion was that Liverpool ranked above London in the survey, garnering 19.3% of the votes as opposed to the Capital’s 14.2%. A lot has been made of the government’s ‘Northern Powerhouse’ plans and it seems cities in the North are rapidly moving out of the capital’s shadow.

Venice, often referred to as The Floating City, was the winner, with a quarter of the survey respondents (25%) selecting it as their best preferred landscape. New York came in second place, only just behind Venice, with 24%. The low cost Halcyon™ lighting servers provide advanced wireless control over all 404 luminaires, without the requirement for new control cabling, and provide (through PC or tablet) data on the lighting and energy. In addition to scheduled lighting changes, 102 Halcyon wireless sensors monitor occupancy and environmental data to enable maximum energy savings by reducing wasted light when areas are unoccupied or where there is sufficient daylight. The sensors are linked in groups to enable larger spaces to have more advanced automation (within the professional levels <1s response times). Moving from T8, Halogen dichroic and CFL light sources to quality LED sources reduced the total lighting load by 64% from 29.4kW to 10.7kW. The addition of occupancy and daylight controls reduces the lighting use by 50%. This combines to provide a total energy

The same energy savings would be realised with a wired control system, however at a far greater cost and level of disruption, and would therefore have a lengthier payback period that was unacceptable to the building owner. An alternative wired system, to provide the same features and savings as the Halcyon™ wireless controls, would have had a similar cost of luminaires, but the additional cost of control cable wiring, additional zone control equipment, far more costly master control equipment, more complex commissioning and making good on control cable install, increases the cost of the controls from less than £3K for Halcyon to £50K for wired controls. With fewer, and lower cost control components, and no cables to run, the fully installed solution with Halcyon™ wireless luminaires was 47% lower cost than a similar

wired energy saving solution, delivering payback in the third year, as required by the client. The wired solution would not have achieved payback until the 5th year, and would not have provided additional colour/ circadian features required. Final changes to the customer requirements, including changing zones, were simple and ultimately flexible due to the wireless and individually addressable approach of each node. This was my way of putting it all to one side and living the dream.” Loving the Good Life, Jim and Sooky plan to stay where they are indefinitely. “It has opened up our minds to the possibilities of what you can do,” said Jim. “It sounds cliché but every day we are still amazed by how wonderful the animals are; and living this close to the land brings us happiness every day.” Total time and cost of project:

“After we received our planning permission, we stuck to the plans firmly and avoided the temptation to alter things as we went along,” explained Jim. “This saved us a lot of time and expense during the build as small changes at a late stage can have knock-on effects throughout the programme and effects of all the other elements. Time, money and relationships can suffer if you waver on anything beyond that point. The project is a series of hundreds of tasks which are all interdependent. If you respect that and stay organised and focussed, it all comes together.

Roofing & Cladding LAYHER COVERS UP IMPRESSIVELY AT WINCHESTER CATHEDRAL An internationally famous structure, priceless fittings and stonework, and the need for protection for a year – the Layher Allround temporary roof structure that sits over the Presbytery of Winchester Cathedral is impressive by any measure. Specialist contractor, Blencowe Scaffolding has completed the roof build as part of a four-year restoration programme that includes extensive internal and external works as well as the construction of a new exhibition and visitors’ centre. The use of the Layher equipment, says the company, directly answered many of the specific questions raised at the site. “The temporary roof has been constructed to provide protection whilst the existing lead work – some dating back 150 years – is removed for remelting and replacement,” says David Blencowe, Director of Blencowe Scaffolding. “The cathedral’s own roof has an incline of 60° which is accommodated by our building the Layher structure in a series of stepped lifts. In turn, this supports runners for the translucent Keder roofing sheets which were pulled into position over the apex to create a comprehensive weather-proof cover.” The lightweight design of the Layher system

contributed significantly to the handling and positioning process while its wide-bay design meant that the need to keep ties to an absolute minimum was addressed as efficiently as possible. “The roof is located on Layher support scaffolding with ties, where possible, only located after close consultation with the stonemasons,” adds David Blencowe.

Following a multi fatality fire in a high rise housing block in Southwark in 2009, BAFSA developed a proposal to install sprinklers into a high rise block to determine the costs and practicability of retrofitting sprinklers into this type of premises.

S

heffield City Council and South Yorkshire Fire and Rescue Service identified a suitable block at Callow Mount and the installation was completed in September 2011. As a result of the outcome of that project a number of housing authorities and housing associations have installed sprinklers in an increasing number of high and low rise social housing properties.

The main reasons for installing sprinkler systems are to protect vulnerable residents in extra care or sheltered housing situations or where it is determined during a fire risk assessment that it is the most cost effective way of addressing short comings in the fire protection arrangements for the building. A number of authorities have carried out the installation at the same time as other major refurbishment work.

The Council concluded that the layout and design of the buildings meant that the upgrade of passive works would be costly and in many ways impractical and could not be achieved without decanting the residents to temporary accommodation whilst the work was carried out.

The majority of these retrofits have been to individual blocks or small groups of properties, however, Sheffield City Council have a major project which covers 540 individual properties in 23 blocks in four locations in the city.

Using the experience of Callow Mount, Sheffield City Council recognised that they would be able to retrofit a suppression system into the blocks without decanting the residents and with minimum disruption during the installation.

The fire risk assessments carried out on these ‘ranch style’ properties identified that the properties required significant work to gain suitable compartmentation to facilitate a stay put policy to be effective. It was

The report recommended that sprinkler systems was the most appropriate solution based on the time taken to install together with installation and maintenance costs being lower than those for a misting system. Following a lengthy tendering process the Council determined that the most cost effective way of delivering the contract was to employ a main contractor with experience in major refurbishment programmes of social housing with the sprinkler installation being sub-contracted to a specialist sprinkler company.

Morgan Sindall have acted as the primary contractor utilising their skill and experience in managing major and complex refurbishment programmes in Social Housing. The installation of the sprinkler system was sub –contracted to Armstrong Priestley an established third party approved contractor with extensive experience in both commercial and residential installations. The sprinkler installation in all properties was designed to BS 9251:2005: Fire sprinkler systems for domestic and residential occupancies. The blocks contained a variety of one, two and three bedroom flats which necessitated 8 different installation designs utilising between 8 and 15 sprinkler heads. The CPVC pipework was surface mounted and enclosed in ‘Pendoc’ preformed boxing. The sprinkler heads were of the concealed type with cover plates flush to the surface. The installation programme commenced in November 2014 and is scheduled for completion by November this year. Morgan Sindall utilised a sequential programme of works with targets for the completion of a number of properties on a weekly basis. The sequential programme contained the following key elements:

t Preparatory building works t Sprinkler system installation t Electrical interface work t Boxing and redecoration t Follow up visit In the initial phase the work required two full days to complete each flat but experience has reduced this to permit installation to be normally completed in a single day. The feedback from residents is that the work has been carried out in an exemplary manner, with minimum intrusion and mess. They also report that they believe the sprinklers provide protection from the effects of fire in their properties. Sheffield City Council are confident that these properties with their particular fire safety issues are better protected as a result of the installation and are very satisfied in the way Morgan Sindall and Armstrong Priestley have managed the contract.
