ondon, 10 November 2015 – If the 4000* ‘office-to-resi’ conversions given the green light between April 2014 and June 2015 go ahead, the owners could lose an estimated £72m** in unused capital allowances tax relief, according to research published today by Catax Solutions, the UK capital allowances specialist. Catax Solutions, an endorsed partner to The Law Society and ICAEW***, warned the lack of understanding surrounding capital allowances will see the value of lost tax relief rise even further following the announcement by Housing and Planning Minister, Brandon Lewis, that so-called ‘permitted development rights’ will now be made permanent in an effort to boost housing supply.
Capital allowances are a form of tax relief available to anyone incurring capital expenditure when building, buying, or refitting commercial property. They can be claimed against the ‘intrinsic fabrication’ within a building, from lighting fixtures, sprinkler systems and air-conditioning units to heating systems, fire alarms and lifts. Based on the £500m+ of tax relief Catax Solutions has secured for over 7,000 clients, nine in 10 commercial property owners have not made a capital allowances claim due to a lack of awareness. However, if a claim isn’t made before, or at, the point at which a commercial property is sold or converted to a residential building (thus losing its commercial property status), then the valuable tax relief available could be lost forever.
Mark Tighe, Managing Director, Catax Solutions, commented: “Capital allowances can be complex, so it’s important the message here is a simple one: if you are considering converting a commercial property into a residential one, or selling it onto a residential developer, then you need to make a capital allowances claim before or at the point of sale or before work begins. If you don’t, you will instantly lose potentially tens or even hundreds of thousands of pounds of tax relief. Given the current housing shortfall, relaxing the planning rules to allow more office-to-resi conversions make sense but it doesn’t make sense for commercial property owners to not receive the tax relief that is their right by law. But if they rush into converting property without making a claim, this is exactly what could happen.”

Stokes Croft is arguably one of Bristol’s most vibrant, creative and culturally diverse neighbourhoods. After three decades of being derelict, the Grade ll* listed Carriageworks – listed on the Heritage at Risk register by English Heritage – will be sensitively restored with reinstated period features including historic roof and arches.
Westmoreland House and No.4 Ashley Road are set to be replaced with a residential-led, mixed-use scheme which is being designed by Assael Architecture to bring the entire site back to life, making a positive contribution to and retaining the vibrant character of the area. The new homes will comprise a mix of private and affordable housing and private and communal gardens, with at least 20% family-sized homes. Sustainable design will be utilised throughout the scheme, incorporating biodiversity from public realm to green living, with opportunities for sustainable food production, wildlife refuges and roof gardens. The scheme incorporates a residential green, a public space with children’s play area, and the development will be car-free in line with Bristol City Council’s recommendations.

The provision of community and public space will support the vibrancy of the area, with newly restored arches at ground floor of the listed Carriageworks building opened up to provide a new route through the site into a large public space, connecting through to Ashley Road and the revitalised street frontages. The street elevations will be contextually sympathetic to the existing, historic buildings
in the Stokes Croft Conservation Area, with brick forming the primary material, as well as metalwork and timber panels that reference the timber warehouse style doors found on industrial sites. Internally, the scheme will adopt a more contemporary approach, with lower scale buildings mainly comprising townhouses, and a landscape divided into two courtyards – one public courtyard accessible via the Carriageworks with industrial style buildings, and the second private courtyard with domestic, family style homes that allude to the site’s industrial history.
With an attractive and multifunctional urban landscape, residential homes and a thriving public space, we believe that our design approach to the scheme will support the long-term growth of the area and enhance its well-established reputation for creativity and community.” At the committee on Wednesday night, councillors responded positively to the relationship that has been built between Fifth Capital London and the local community, who have been actively involved in shaping the design. Councillors commented on how Fifth Capital London had gone above and beyond compared with the usual consultation process and that this project should be used as an example of best practice of community engagement. John Assael, Chairman of Assael Architecture, said: “Since February 2014, we have gone through a rigorous process of developing a design approach that is both viable and meets the aspirations of the local community. This has involved ongoing consultation with relevant stakeholders and local community organisations as well as numerous preapplication meetings with Bristol City Council. “We are therefore pleased with Bristol City Council’s decision to grant planning consent for the redevelopment of Carriageworks and Westmoreland House, and alongside Fifth Capital London, have the opportunity to renovate, restore and rebuild in a way that will improve the local area and add to its vibrancy and character. Graham wins £20m Edinburgh Uni refurb The University of Edinburgh has awarded Graham Construction phases one to three of its £20m Old College refurbishment project.

Based on the current scheme, Bracken House will offer approximately 200,000 sq ft of net lettable office accommodation. Obayashi Corporation successfully redeveloped Bracken House in 1992, retaining the building’s north and south wings as part of a design by Sir Michael Hopkins. The development was the former home of the Financial Times newspaper and the first post-war building within the City of London to be listed. Obayashi Corporation commented: “As custodians of this iconic London
building we will be looking to refurbish to the highest possible standard. We believe the plans that have been submitted will allow us to improve the working conditions for tenants without compromising the original architecture.” Subject to planning permission, the refurbishment will be completed in mid2018.

The development features two blocks of four and five storeys with office space on the ground floor and new apartments above. Sited in the Regents Canal Conservation Area the building’s elevations reflect the surrounding Georgian terraces while a combination of dark and grey brick, copper rainscreen and timber cladding creates a modern finish. Turning Old into New Due to its old fashioned glamour and vintage beauty, the designers of this new restaurant wanted to create a lasting impression right from the start by incorporating an authentic looking entrance to this chic new eatery. As experts in the field of entrance design, Boon Edam were chosen by the restaurant designers to design, manufacture and install a traditional-style entry way which would also be fitting for the modern world. The bespoke revolving door was entirely hand made out of timber with a power assisted drive and an additional collapsible door set added to allow for the passing of bulky items and larger items of luggage.

This gave a further opportunity for our client to view the bespoke door product as a completed product prior to it being delivered to the UK. Due to its prominent position in Piccadilly, London, the architects were tasked with creating a statement entrance piece which would also ooze a quintessential look and feel which would, in turn, blend in with the overall quintessentially English theme of the department store. The revolving door was also a first choice option as a way of overcoming the great British weather of cold winds and wet weather! Typically, a revolving door can eliminate the amount of cold air that enters a building during its use and rivals that of a more traditional swing door which lacks any control of draughts during cold spells.

Glasgow to build its future on sustainable foundations Figures released in early September by Markit have shown that the Purchasing Managers Index (PMI) has risen to 57.3, up 0.2 on July’s figures. While not as strong as the boom of 2014, where the industry was seeing returns of over 60 for much of the year, these figures represent a stable growth not seen in a decade.

uch of this sustained growth has been led by the rise in residential construction across the UK, something which is receiving significant support from government initiatives across the country. That said, recent government figures have shown that the number of housing projects starts has fallen by 1% over the year and 6% over the last 3 months, to 136,320, leaving a long way to go to reach the 200,000 homes per year outlined by David Cameron in the lead up to the general election. It increasingly seems that tackling the issue at a local level may well be the way forward. Glasgow City Council are looking to lead the way in this aspect, having recently announced their comprehensive housing strategy People Make Glasgow Home, which will deliver 25,000 homes by 2025.

Thermal Wheel Heat Recovery A thermal wheel is an energy recovery heat exchanger positioned within the supply and exhaust air streams of an air-handling system or in the exhaust gases of an industrial process, in order to recover the heat energy.
Description
A
thermal wheel consists of a circular honeycomb matrix of heatabsorbing material, which is slowly rotated within the supply and exhaust air streams of an air-handling system. As the thermal wheel rotates, heat is picked up from the exhaust air stream in one half of the rotation and given up to the fresh air stream in the other half of the rotation. The heat exchange matrix is normally manufactured in aluminium, which has good heat transfer properties. The heat exchanger is rotated by a small electric motor and belt drive system. The motors are often inverter speed-controlled for improved control of the leaving air temperature. If no heat exchange is required, then the motor can be stopped altogether.
Because of the nature of thermal wheels in the way that heat is transferred from the exhaust air stream to the supply air stream without having to pass directly through an exchange medium, the gross efficiencies are usually much higher than that of any other air-side heat recovery system. The shallower depth of the heat exchange matrix, as compared to that, say, for a plate heat exchanger, means that the pressure drop through the device is normally lower in comparison. Although there is a small extra energy requirement to rotate the wheel, the motor energy consumption is usually very low and has little effect upon the seasonal efficiency of the device. In addition, the ability to recover “latent� heat, depending upon the materials and coatings used, can improve gross efficiencies by 10–15%.
Disadvantages

he Thermal wheels can become blocked and inefficient due to a lack of cleaning and maintenance and so do not do the job that they are designed to do. Many companies do not have the capability to clean these units. Blygold has been focusing on cleaning and replacing

exchanger. Blygold install a device which is connected to the rotary heat exchanger with a magnet. A step motor with a gear transmission is attached to the conductor. Several sensors are attached, which detect the distance and count the number of revolutions. Then water and air are sprayed inside ( or only air, depending on the type of heat exchanger). Compared to the cleaning method that removes only the contamination on the surface, this fully automated deep cleansing technique is completely unique.

Case Study: Onion Top Windmill with curved Thermaskirt When Jane & Steve Pluta wanted to renovate their unique and charming Windmill, they naturally considered the whole house heating system.

he Challenge
The problem with the existing radiator system was that it did not suit the style (or shape!) of the Windmill, which retains the distinctive ‘onion’ top often lost over the years on most of the windmills in the County. Underfloor Heating (UFH) was considered as a way of making best use of the space and freeing up the curved walls, but the cost and possible structural implications of digging up the floors in a building dating from the1600’s, was simply not practical. Steve tasked his plumber with finding an ‘alternative to UFH’ – and he googled just that, finding ThermaSkirt – the skirting board that heats your home.

This article will explain what you should expect from having it installed, give you advice on choosing the right system, and tell you what to look out for during the installation process to ensure that you get what you pay for and also to ensure
that you achieve the highest possible energy saving in the coming years.
Can cavity wall insulation really save the energy that installers claim it does?

Insulating your cavity walls can save you up to 25% on your heating bills
By choosing the right system and ensuring correct installation it is possible to reduce your heating bills by approx 25% per year, which typically equates to around £350 in a detached house or around £200 in a semi-detached house. Therefore it is very important that you make an informed choice of which system you want to be installed into your property; make certain the installer is approved by the British Board of Agrément (BBA) to install that particular system,
and then check out the installation process to make certain that the installer you entrust with the work does a good job.
Choosing the right system
When choosing the system to be installed, there are really only two criteria to consider: one, will the system give you the best possible return on your investment; and two, will the system maintain the same protection against wind-driven rain that an empty cavity does. To get the best return on your investment, you will need to check that the chosen system can fully fill the cavity to an even density and that no voids form during the installation process. We say this because you may be swayed by

excellent test results for the insulation material, carried out in a laboratory, giving the best thermal resistance, and therefore the best theoretical saving, but if it cannot be installed into the cavity successfully you will not save any energy. One system that has a proven ability to fully fill the cavity is Polypearl Platinum, which incorporates perfectly round polystyrene beads that flow like water during the injection process, and then bind together with an adhesive to provide a stable and consistent fill throughout the cavity. With regard to wind-driven rain, an empty cavity will allow rain water, which penetrates through the outer brickwork during windy conditions, to fall down the gap to the bottom of the cavity, known as “the footings”, thus keeping the inner wall dry. If the cavity is subsequently filled with insulation material, it must still allow the penetrating rain water to drain to the bottom of the cavity. Once more, Polypearl Platinum would be an excellent choice as the round polystyrene beads, specifically manufactured by Polypearl for its cavity wall insulation system, form into a self-draining matrix which adequately caters for the wind-driven rain in all exposure zones.
Getting the work done The first thing to consider is whether or not your property is built with cavity walls, and then you must establish that these walls are suitable for insulation to be installed. If the property was built after 1930 and before 1990, there is a very good chance that your home has a cavity wall that could be insulated, but before calling in a BBA-registered installer, we would suggest that you have a look at the outside walls to check that they are in a good state of repair, otherwise you may be disappointed to learn that

‘Was your house built post-1930? It's likely to benefit from cavity wall insulation' the installer will refuse to insulate the walls until satisfactory remedial work has been carried out. If all is well, we would recommend that you contact a BBA-registered installer, who is also a member of the National Insulation Association (NIA), and ask them to provide you with a copy of the survey stating that the walls are suitable before agreeing for the work to be done.
Overseeing the process On the day that the work is carried out you would be best advised to ascertain whether or not the cavity has been fully filled, and it would be a good idea to ask if you can watch the filling process, making a note of how much material is installed. Don’t be put off from this most important check, as a good installer will
welcome your interest and be pleased to demonstrate the quality of their workmanship and the system they are using. Finally, once the work has all been carried out to your complete satisfaction, make certain that you are provided with an independent guarantee, issued by the Cavity Insulation Guarantee Agency (CIGA). By following the aforementioned advice you should be able to look forward to having a home that is much warmer during the cold winter months and, at the same time, see a reduction in your heating bills of around 25%.

ondon, 10 November 2015 – If the 4000* ‘office-to-resi’ conversions given the green light between April 2014 and June 2015 go ahead, the owners could lose an estimated £72m** in unused capital allowances tax relief, according to research published today by Catax Solutions, the UK capital allowances specialist. Catax Solutions, an endorsed partner to The Law Society and ICAEW***, warned the lack of understanding surrounding capital allowances will see the value of lost tax relief rise even further following the announcement by Housing and Planning Minister, Brandon Lewis, that so-called ‘permitted development rights’ will now be made permanent in an effort to boost housing supply. Capital allowances are a form of tax relief available to anyone incurring capital expenditure when building, buying, or refitting commercial property. They can be claimed against the ‘intrinsic fabrication’ within a building, from lighting fixtures, sprinkler systems and airconditioning units to heating systems, fire alarms and lifts. Based on the £500m+ of tax relief Catax Solutions has secured for over 7,000 clients, nine
in 10 commercial property owners have not made a capital allowances claim due to a lack of awareness. However, if a claim isn’t made before, or at, the point at which a commercial property is sold or converted to a residential building (thus losing its commercial property status), then the valuable tax relief available could be lost forever. Mark Tighe, Managing Director, Catax Solutions, commented: “Capital allowances can be complex, so it’s important the message here is a simple one: if you are considering converting a commercial property into a residential one, or selling it onto a residential developer, then you need to make a capital allowances claim before or at the point of sale or before work begins. If you don’t, you will instantly lose potentially tens or even hundreds of thousands of pounds of tax relief. Given the current housing shortfall, relaxing the planning rules to allow more office-to-resi conversions make sense but it doesn’t make sense for commercial property owners to not receive the tax relief that is their right by law. But if they rush into converting property without making a claim, this is exactly what could happen.”
Haringey seeks developer for £150m Hornsey Town Hall redevelopment London’s Haringey Council has begun the procurement process to find a developer for the Hornsey Town Hall site.

Chief inspector challenges small construction sites to act now to manage workers health and safety The Health and Safety Executive’s (HSE’s) chief inspector of construction is challenging the refurbishment industry to act now and protect their workers, after 46 per cent of sites fell below standards during a recent inspection initiative.

SE targeted small refurbishment sites during the month long drive and 692 enforcement notices and 983 notifications of contravention had to be served where there was a material breach of health and/or safety. Inspectors had to deal with immediate risks, such as work at height*, and also to deal with sites where workers were being exposed to silica dust and asbestos, which cause long term health problems.
Peter Baker, Health and Safety Executive’s chief inspector of construction said:“It is disappointing that some small refurbishment sites are still cutting corners and not properly protecting their workers. Falls from height are the most common killer in the industry but we still found workers put at risk to save minutes on the job – believing it wouldn’t happen to them.”

With various quality and safety factors affecting the process, the British Woodworking Federation (BWF) Stair Scheme has given a few pointers to make sure you get it right every step of the way. Stop before you start
Getting the installation right
The critical dimensions of the stair opening should be confirmed by a site survey and/ or shown on accurate drawings before the manufacturer begins work on the staircase. Changes made after the initial design has been agreed should always be discussed with the manufacturer.

Upon arrival, make sure all staircase parts are received and nothing has been damaged in transit. If it cannot be installed straight away, store the staircase in dry, well ventilated conditions and avoid distorting any components or pre-assembled flights by supporting it well. A
fast and flexible bespoke service
Due to temperature constraints, Iceland has historically specified T8 fluorescent lighting in its stores. To optimise efficiency however, Dextra Group proposed an economically viable LED system that would not only create massive energy savings, but be simple and quick to install, allowing the client to avoid costly delays in opening the store for business. The durability of LED light sources also minimises the significant expense of shutting down working areas for future maintenance, making it the best choice for busy retail environments. We were able to supply our quality UK manufactured luminaire, designed from scratch to their required specification for modular LED and freezer lighting. Within just a few weeks, we had collaborated with Iceland’s development team to design a new concept for the store’s unique freezer display lights. The solution came in the form of a series of Low output LED units, designed to illuminate the freezer signage with energy efficiency in mind. Our own laboratories, photometers and testing equipment allows up to date legislation on all products to be met and passed in minimal time and allows us to meet the demanding timescales. The customised products for Iceland were manufactured in-house especially for the client, demonstrating the flexibility and effectiveness of Dextra’s bespoke luminaire service.

production facility allows us to embark on the design of ground breaking luminaires encompassing our own customised cards bringing a new level of flexibility to production and design. Using a bespoke card in the Iceland fittings ensured that their targets were met precisely with consideration for cost, energy consumption and lumen output. Iceland insisted that the project could only go ahead if disruption to their stores was absolutely minimal. Thus, all installation work by their nominated contractors was to be carried out overnight and completed before stores opened at 8am. To this end we were given a 3hr delivery window each night to deliver 12 stores (800+luminaires) across the country and we had to remove all the redundant luminaires by 12noon the following day. To assist with this we designed bespoke bulk pallets that drastically reduced the amount of cardboard required, once emptied on site the contractors were able to convert them to carry the redundant fittings. This sustainable solution reduced the storage requirements on site and helped to streamline the whole operation. This target was the most onerous in the company’s history but our liveried fleet, equipped with forklifts, enabled us to meet these deadlines. Our subsidiary company, Dexreco Recycling, was able to relieve the concern of disposal of end of life product and the legislation involved. Overall, new lighting is showing in excess of 52% energy reduction compared to the previous fluorescent installation. Capital investment in the LED products will pay back in under 2 years. They felt they had part of their history back and with the huge volume of entries we received it was easy to see we struck a real chord with different community groups, projects and families across the country. At Hayes & Finch we really are about turning back time and providing many more years of enjoyment for items no matter how small, large or intricate.” Hayes & Finch has completed a vast array of renovation and restoration projects, varying from smaller items to large, sometimes uninsurable antiques.

T
he Canterbury range provides a genuine handmade appearance that specifiers are looking for in today’s market. The traditional hand making process used to create the range brings random undulations and variations that give each tile a unique appearance and character. The tiles are available in three rich colours with soft edges, fully formed nibs and a sandfaced texture which is synonymous with the handmaking process. The Loxleigh handmade clay plain tile has a subtle variation in colour, ranging from red to grey and black with a sanded finish that gives a premium antique reclaimed appearance. The Burford has a rich red-brown tone in a fully sanded texture, which adds warmth and character to the roof. Finally, the Chailey has a more vibrant orange tone with a sandfaced texture that can be used on the main roof, or as a perfect contrast tile for vertical detailing. In addition, all three colours can be mixed on the roof to create your own unique blend and give a patchwork of colours that is often seen on traditional roofs in Suffolk, Sussex and Kent. It means we can now combine authentic production methods that are true-to-tradition with modern firing techniques, to create beautiful clay tiles that are highly durable.” All Canterbury handmade clay plain tiles are made from Etruria Marl which is widely accepted as the finest clay for strength and durability. The process starts with the hand maker sprinkling some sand into the bottom of the mould to help give the tiles their individual colour and sanded texture. They then place a pre-cut rectangular shaped ‘clay bat’ into the centre of the mould and the maker ’knocks’ the raw clay by hand, using a wooden mallet, to achieve the desired shape and thickness. The excess clay is wired off and a punch is brought down to create the nail holes and nibs and at the same time, the identification marks and batch numbers are stamped into the back of the tile. Finally, the hand maker releases the tile from the mould and removes any excess clay from the nail holes, before placing the unfired or ‘green’ tiles on a metal drying tray. Once fired, the clay tiles will never fade and it is the firing

With Flooding becoming more common place Formpave looks at why installing Sustainable Urban Drainage Systems is now a must. In the last eight years over 200,000 new homes have been built on flood plains and with increasingly wet winters, the amount of homes affected by flooding is on the increase. Installing Sustainable Urban Drainage Systems (SuDS) is one solution to help prevent the problem, and many local authorities are also now stipulating its use as part of planning permission.

The concept behind SuDS is to replicate natural systems and processes using cost-effective solutions with low environmental impact to clean and drain surface water run-off in a controlled way. Our Aquaflow system is capable of dispersing up to 9,000mm of run-off per m2/ph. This is done through collection, storage and cleaning before the water is slowly released back into watercourses or directly into the ground. However, just as it is important to drain water away, it is also important to consider ways of saving it. A SuDS system can help here too as it can also incorporate a rainwater harvesting system: Instead of the water being released into the ground it can be stored and used – for example to flush lavatories, clean cars or water plants. Incorporating rainwater harvesting
can reduce household’s requirements for mains water and can be used when hosepipe bans are in place. You may think that adopting SuDS is expensive but, when designed well, they can prove to be much cheaper than alternatives. Also when the Flood Water Management Act finally comes into force it will compel builders to consider SUDS at the earliest stage of the development as the Act removes the right for Householders to connect their drains to sewers, and approval will be required before a connection can be made.
