The Supplies and Purchasing Department exists to serve all aspects of mission and ministry in the USA Eastern Territory. Everything we do is motivated by your ministry. Enclosed are materials to help those we serve navigate and leverage all of our products and services to the best of their ability. This includes all aspects of Uniform Plans and Vendor Programs that have been negotiated on a national level to save the organization valuable resources. What is the Soldier’s Uniform Assistance Plan? • The Soldier’s Uniform Assistance Plan (SUAP) is a program designed to share the cost of a uniform for soldiers. • The SUAP is governed by Minute No. 14A • The breakdown of costs is as follows • 25% THQ • 25% DHQ • 25% Corps • 25% Soldier • The THQ portion is billed at the time of purchase • The remaining portions are billed as one total 75% charge to the corps • A letter is attached with your invoice to be submitted to DHQ to be reimbursed for their 25% portion • The soldier’s 25% portion is paid directly to the corps • The soldier does not make any payment to Trade for their uniform • There are two types of plans available • Summer Plan • This plan covers a shirt/blouse, pants/skirt, loops, hat/cap, tie, and belt • The minimum to qualify is a shirt, pants/skirt, and shirt loops • Full Plan • This plan includes the same as above with the addition of a tunic • The minimum to qualify is a tunic and pants/skirt • Soldiers are eligible every five years to utilize the plan • Trade cannot determine eligibility

How do I order a uniform on the Soldier’s Plan? There are two options for ordering: • Email • You can send an e-mail to USE Trade Uniforms on Outlook • Include the following • Name of Soldier • Type of Material (polyester or tropical) • The size of the uniform • Any accessories needed (tie, belt, hat) • If the sizes are unknown, you can request a measuring guide and form. Instructions, with pictures, are given on how to measure so we can determine a size. • In person • Call the store (845-620-7423) to schedule an appointment to come in • Tailoring services are available via appointment only • If no tailoring is needed, uniforms will be purchased “Off the Rack” • Dressing rooms are available for items to be tried on. No phone orders are accepted for soldier uniforms

What is the Officer’s Uniform Assistance Plan? • The Officer’s Uniform Assistance Plan is designed to share the cost of uniform supplies for Officers • The Officer’s Plan is governed by Minute No. 30N • What is included? • Shirts/Blouses • Pants/Skirts • Sweaters • Uniform Hats/Caps • Ties • Belts • Jackets • Uniform Trim • $110.00 of alterations per year • This amount is covered 100% by your appointment or the Officer’s Uniform Replacement Program • Anything beyond this amount is the personal responsibility of the officer • How does the plan work? • If you have a corporate card • 75% of the cost of uniforms is charged to your corporate card • 25% of the cost is paid personally • If you do not have a corporate card • 100% of the cost is paid personally • A letter will be given with your receipt authorizing 75% reimbursement to be drawn from official funds • How do I order and utilize the plan? • E-mail your order to USE Trade Uniforms on Outlook • Include details of what you would like to order including sizes • It is the officer’s responsibility to provide payment information to Trade • No officer uniform items can be billed to your appointment • Schedule an appointment to come in and shop in person • No phone orders are accepted for Active Officers 9

What is the Officer Uniform Replacement Program? • Every (3) years, Officers are eligible to receive a free uniform • All officers in the Eastern Territory are placed into 1 of 3 groups • When your group is eligible, you will receive an e-mail from USE Trade Uniform Replacement with detailed instructions and order forms • Uniforms can be ordered via e-mail or in person at the Trade Store • What is included? • 1 Tunic with trim • 2 trousers for men/combination of 2 skirts and/or pants for women • 2 shirts/blouses • 1 set of shirt loops • $110.00 of alterations • Anything beyond this amount is 100% the responsibility of the officer • This is a shared amount with the Officer’s Uniform Assistance Plan • If amount has already been used, alterations will not be paid by the program • Shipping and handling • You may choose tropical or polyester material • Tunics and pants/skirts must be the same material • Eligibility expires on December 31 of year of notification

Tailoring Services • Tailoring services are available for both officers and soldiers • Tailoring is available via appointment only • Tuesday, Wednesday, and Thursday appointments preferred • Tailoring is done based on Salvation Army requirements and standards Officer Uniform Tailoring • Officers are granted $110 per year for tailoring of uniforms • This amount is paid 100% by official funds • Corporate Card • Full reimbursement if no corporate card • Uniform Replacement Program • Any tailoring above this amount is the personal responsibility of the officer

Soldier Uniform Tailoring • Tailoring is included as part of the Soldier’s Assistance Plan • Limited to sleeve adjustments, hems, and waist in/out • Additional alterations are the responsibility of the soldier

Frequently Asked Questions My uniform doesn’t fit! What do I do? • A return/exchange form is included with all mail orders • Mail the uniform back to Trade according to the form • Our return window is 30 days from receipt of order • Items must have tags and original packaging • Items must be unworn and unaltered (trying on for fit is fine) • Customers must call with their credit card information to pay for shipping the exchanges back to them My epaulets don’t fit on my tunic! Help! • Epaulets cover multiple size tunics • The snaps do not always come in the perfect spot on the tunic • You will have to move the snaps on the tunic to match the epaulet How do I get trim when I am promoted to a new rank? • The uniform department receives notification of all promotions • You will receive an e-mail requesting your tunic size • 1 set of tunic epaulets will be sent free of charge • Any shirt loops or extra epaulets must be ordered separately using the Officer Plan I don’t know the size for my soldier. Can we send measurements? • A measuring guide is available upon request • Our tailor can determine the correct size based on the measurements Can I buy items for other officers? • Yes, however uniform trim for higher ranks may not be purchased Do I need to come with my soldiers to the Trade Store? • It is greatly preferred that you come • Soldiers are not permitted to purchase any insignia without notification from the corps officer • The officer can send an e-mail to USE Trade Uniforms or send a letter with the soldiers • Nothing can be charged to a corps account with the permission of the officer I lost my receipt. Can it be reprinted? • The original register receipt cannot be reprinted • A printout can be made that will suffice for reimbursement / SmartData purposes 15

Gift Certificates • Gift Certificates are available to purchase for use in the Trade Store • Purchases are made through the Trade Store in person or e-mail to USE.Trade.Uniforms@use.salvationarmy.org • Any denomination is available • Certificates can be used for anything sold in the store • The amount would be applied to the officer’s personal portion on any uniform items • A credit slip will be issued if the whole certificate is not used • Great to purchase as gifts/rewards for employees and soldiers

Drop Ship Services Several programs are available that provide needed products for the ministry. Some examples of these programs are Name Badges, Angel Tree Tags, Thank You Bags, Custom Awards & Plaques, and Salvos Designs. We currently have two methods to place these orders, dependent on the service provided by the vendor. Order Forms/Email • Currently Name Badges, Angel Tree Tags, and Thank you bags fall in this category. • You can find order forms on the Territory online bulletin board (https://inform.usaeast.org/bulletins) where we will routinely post. They will also be sent out periodically in emails and physical copies will be sent in our annual packet that is sent during the summer. • Simply complete the form and email it to Customer Service (USE.Trade@USE.SalvationArmy.org). • Name Badges are used as an ID and have three main options for logo’s though other options may be possible, for example ARC or EDS. • Angel Tree tags are used during the Christmas Season, the summer packet will have the current designs and pricing. • Thank You bags are plastic grocery type bags with The Salvation Army logo. They are currently not available for use in New York State due to plastic bag laws. You will be responsible for knowing your local laws governing the use of products. Website Ordering • Currently both the Custom Awards & Plaques (https://www.sa-awards.com) and the Salvo Designs (https://salvodesigns.abettersign.com) offer website services. • Visiting these websites, you can place your order directly with the vendor who will ship directly to you. You will later be billed by Trade for the purchases. • Custom Awards & Plaques allow you to create your own awards and plaques, complete with logos, wording, and engraving. They have dozens of logos on file and can work with you on creating something completely custom you may need for your events. • Salvo Designs offers various forms of signage including banners, tents, and signs to name a few. They are in the process of expanding their catalog as well. 20
