Reflecting on 2023, it has indeed been a dynamic year for our local real estate market, marked by both challenges and resilience. High-interest rates coupled with low inventory meant that agents had to dig deeper to navigate the complex real estate landscape. Despite these obstacles, our RASM members continue to come together to overcome these challenges, support each other, and contribute to the community they serve. As we look back on our many accomplishments, we are proud to recognize those who have inspired, motivated, and shown tremendous leadership and strength, contributing to a successful 2023. Wrapping up 2023 and Adapting in 2024 By: Brian Tresidder, RASM 2023 President
A
s we wrap up 2023, it is with mixed emotions that I write my last update as your RASM President. Sad that my journey in this position is nearing an end, but I am very excited and hopeful for the future of our Association and the future leadership we have in place. This year, our members and our profession have had to deal with and overcome issue after issue. Our market saw the lowest number of sales in years, while trying to tackle low inventory, skyrocketing insurance, and interest rates at the highest we’ve seen in almost 24 years. On top of that, the ruling handed down in the Burnett vs. NAR case has added more questions than answers on the future of our profession. So, where do we go from here? First, it’s important to recognize that at this point in time, no rules have changed following the verdict. The National Association of REALTORS® plans to appeal the liability finding, standing by the fact that NAR rules serve the best interests of consumers. And this appeal process and future court proceedings could take years before anything is “final.” Compensation will continue to be negotiable and set between a broker and their respective client, as it always has been. We have an obligation to our consumers, and it’s important that we as Realtors®, ensure that consumers get comprehensive, equitable, transparent, and reliable home information and that brokerages of any size, service, or pricing model get a fair shot at competing. Realtors® are valuable. And we need to continue to show our value to the public. Agents who are Realtors® will still and always be there for clients to guide them through the financial, legal, and community complexities of buying and selling a home. When things are unclear, the best bet is to focus on what we can control. By making smart decisions, improving how we do things, and staying resilient, we can tackle challenges head-on. It’s about taking charge where we can and steering toward a future that we shape with our choices, making success more likely and sustainable. As your Association, we will continue to ensure that Realtors® in Sarasota and Manatee uphold the ethical standards of practice with continuous education, certification programs, and other courses to help you improve your negotiation skills and be more confident as a buyer representative. We might feel like we are in uncharted waters right now, but we need to remember that there is strength in our Realtor® numbers, and we need to be ready to embrace new ideas and practices to make sure Realtors® stay at the center of the real estate transaction. • myRASM.com | 5

REALTOR® OF THE YEAR Alex Krumm, Broker Owner, NextHome Excellence
The Realtor® of the Year award honors a Realtor® who has contributed to RASM, Florida REALTORS®, the National Association of REALTORS® (NAR) and has recognized service to the community and other business accomplishments. A recipient’s activities during the past three years are given the strongest

consideration. This year’s top honor goes to Alex Krumm, Broker Owner with NextHome Excellence. Alex Krumm has been helping to shape Sarasota’s real estate landscape since 2006. His commitment to professionalism, community, and the philosophy of #HumansOverHouses is a testament to the value he places on people and relationships. He’s been a key figure at RASM, where he’s played a pivotal role in its growth and influence. Serving as the 2021 President, he guided the area’s largest trade group through its reopening from COVID. Throughout his years of service, he helped create the RASM REALTORS® Charitable Foundation, founded the Suncoast Regional Young Professional Network, and has chaired committees and task forces. His outstanding contributions earned him the Sarasota Association of Realtors® President’s Award in 2014 and the RASM Distinguished Service Award in 2022. Alex’s passion for mentoring shines through in his role as a certified instructor and Director for Florida REALTORS®. He has directly influenced the careers of thousands of agents, imparting crucial skills for success; his initiative in teaching the first Accredited Buyer’s Representative (ABR®) course outside of a Realtor® Association marks a milestone in his innovative educational approach. He’s taught hundreds of classes locally and nationally. From working as a solo agent to leading a top-10% local real estate company as a broker-owner, Alex has demonstrated outstanding business acumen. His leadership focuses on ethical practices, professional growth, and fostering impactful professional relationships. Beyond his professional accolades, Alex is known for his personable nature, musical talent, and as a dedicated father

of four. His academic prowess is marked by his cum laude graduation from Florida State University. PRESIDENT’S AWARD Brian J. Partie, Real Estate Advisor & Executive Leader, Preferred SHORE Real Estate The President’s Award is a special honor bestowed by the current RASM President to a member who best embodies the Realtor® spirit and has contributed to the President’s goals. This year, 2023 RASM President Brian Tresidder awarded this honor to Brian J. Partie, Jr., PA, Real Estate Advisor and Executive Leader with Preferred SHORE Real Estate. With nearly two decades of diverse leadership experience, Brian is an executive leader renowned for his people-centric approach to growth and development, fostering talent and retention by emphasizing trusting relationships. Throughout his career, Brian has been a key driver of growth and improvement across multiple sectors, originally as a leader in workforce, career, and economic development with universities, nonprofits, and Fortune 500 companies, and then as a leader of top-performing real estate brokerages and teams in Michigan and Florida. The initiatives he’s led throughout his career continue to thrive today due to their strategic foundations for sustainable success. Upon relocating to Sarasota in 2016, Brian immersed himself in the Association’s activities. Initially, he contributed by providing personal and professional development sessions across the industry and later assumed an active role in the Professional Development Committee. In this capacity, Brian worked alongside a passionate committee to facilitate professional career development opportunities with efforts to enhance the skills, knowledge, and professionalism of all members. Recognizing his potential, Brian was encouraged to apply to the Leadership Academy and, upon graduation in 2021, gained a profound appreciation for the principles of “getting involved” and “giving back.” This experience ignited his passion for community service and philanthropy. During his tenure in the Leadership Academy, Brian played a crucial role in the inaugural fundraising efforts of the RASM REALTORS® Charitable Foundation (RRCF). In 2022, he extended his commitment by serving on the Board of Directors for Florida REALTORS®, RASM, and the RRCF. Additionally, Brian assumed the role of Vice Chair of the Foundation’s Fundraising Committee. That year, the committee successfully raised nearly $135,000, with a mission to support real estate-related charities, address housing needs in the community, provide college scholarships to local students, and assist members in need during times of crisis. In 2023, Brian continued his leadership role on the Board of Directors for Florida REALTORS®, RASM, and the RRCF, this time serving as the Chair of the RRCF Fundraising Committee. Collaborating with an exceptional team and implementing various revenue-generating initiatives, they raised nearly $175,000 for the foundation,
further solidifying Brian’s commitment to making a meaningful impact through strategic philanthropy. “I am truly honored to receive the President’s Award for 2023 from Brian Tresidder; I admire his vision and celebrate his successes as President. Leading the REALTOR® Association of Sarasota and Manatee has been a profound privilege, and I am grateful for the opportunity to contribute meaningfully to our community. This award represents not just recognition of my efforts, but it also highlights RASM’s commitment to fostering leadership and giving back. I appreciate the trust placed in me, and I am dedicated to continuing to lead and give back in ways that make a significant and lasting impact.”
DISTINGUISHED SERVICE AWARD Amy Worth, Broker Associate, RE/MAX Platinum Realty The Distinguished Service Award honors a Realtor® based on their lifetime contributions to the local, state, and national Associations, as well as the community. This year’s Distinguished Service Award goes to Amy Worth, Broker Associate and Luxury Home Marketing Specialist with RE/MAX Platinum Realty. With over 30 years of experience in real estate, Amy’s career is marked by a consistent commitment to excellence, professional service, and a willingness to take on leadership roles that benefit her industry and the community she serves. She has been appointed to several leadership positions throughout her impressive career, including serving as the 2019 RASM President, as well as serving on the RASM Nominating Committee, the Professional Standards Committee, and on the RASM Board of Directors. In addition, Amy has served as the RASM RPAC Chair for the past two years. By serving as the RPAC Chair for a second term and encouraging Major Investors in RPAC, Amy is contributing to the advocacy efforts that support the interests of real estate professionals. Major Investors are RASM members who champion for private property rights by investing at least $1,000 per year. This year, the committee has raised the most RPAC funds they have ever raised with approximately $320,000+, with over 60% of RASM members investing, and over 55 Major Investors. In addition, under Amy’s leadership, RASM will be awarded the highly coveted Triple Crown Award by Florida REALTORS®. Amy also served as the 2023 Florida REALTORS® District Vice President. She received the Florida REALTORS® Honor Society Award for the 10th consecutive year. She will continue to serve Florida REALTORS® in 2024 as the ViceChair of the RPAC Fundraising Committee as well as a Florida REALTORS® Director. Additionally, Amy also serves as the 2023 RASM Professional Standards Vice Chair. In 2024, she will serve as Professional Standards Chair and take on the role of Leadership Academy Vice Chair. She has served as the 2013 Women’s Council of Realtors® Florida State President, as well as a Florida REALTORS® Director. As her leadership roles have continued to expand, so has her business. Amy’s dedication to elevate the real estate profession is evident in all she does. She has enjoyed a successful career with RE/MAX Platinum Realty, where she has been named to the RE/MAX Hall of Fame.

GLOBAL COMMITMENT AWARD Patricia Tan, CIPS, International Realtor® & Speaker, Coldwell Banker Realty The Global Commitment Award recognizes a RASM member who demonstrates excellence within the global real estate market. This year’s highly distinguished award goes to Patricia Tan, Realtor®, Certified International Property Specialist with Coldwell Banker Realty, and Consultant, Speaker, and Instructor with Your Global Consultants. Patricia was born and raised in England, where she was educated and began a career in Information Technology. She spent more than 20 successful years in IT sales, solving business problems around the world. She has lived and worked in several countries throughout Europe and Southeast Asia, where working across cultures instilled excellent communication skills and attention to detail. Pat spent five years as a Director of an American real estate franchise in London and, together with her husband, undertook property investment projects. Having achieved career success, it was time for a change that would allow more time with her two young sons. The desire to live in a warm climate drew the family to Florida. In 1997, they moved to Sarasota for its casual coastal living, small-town feel with big city amenities, and one of the best school systems in the state. A licensed Realtor® since 2004, Pat has built a successful real estate business with a focus on international clients. She is also a licensed real estate instructor in Florida and Texas, and over the years, has served on many committees for the local, state, and national associations. She also enjoys giving back to our local community, having served on the board of a local charter school for 12 years and a former board member of the Center for Architecture Sarasota. Global business was an obvious focus for Pat. She loves sharing her passion for international business with others; it’s one of the main reasons she became an instructor. In addition to her own success, she is very proud to have been part of RASM’s growth in the global arena too, culminating in recognition of our Global Business Council this year by both Florida REALTORS® and NAR. RASM’s recent recognition by NAR as a Platinum-level GBC is particularly rewarding for Pat, coming after many years of dedication and commitment from her and other members of the GBC committee. “I am so honored to receive this award and recognition,” said Tan, “and I look forward to being a part of RASM’s continued growth in the global arena.” Over the years, Pat has earned many real estate awards, such as the NAR President’s Liaison to the United Kingdom 2013-2016, and the Sarasota Association of REALTORS® (now RASM) President’s Award in 2009. However, the award of which she is most proud is the Five Star Real Estate Agent Award, which she has earned for 14 consecutive years. This award involves being rated by her fellow Realtors®, and illustrates her high professional standards and commitment to outstanding customer service. Pat travels the world, spreading the word about real estate opportunities and the lifestyle offered on the west coast of Florida. She has spoken at real estate events as far afield as Singapore and the U.K. She regularly participates in overseas property exhibitions and is regularly quoted in the U.K. press as a Florida real estate expert. 8 | ELEVATE [ DECEMBER 2023 ]
HUMANITARIAN OF THE YEAR Justin Willis, Realtor®, Coldwell Banker Sunstar Realty
The Humanitarian of the Year award is bestowed upon a member of RASM for their significant contributions as a community volunteer. This year, the award goes to Justin Willis, Realtor® with Coldwell Banker Sunstar Realty, and the volunteer Executive Director of the nonprofit organization, “When All Else Fails.” Justin has an extensive background in community service and volunteerism. His greatest passion is serving the community, which he has been doing since he was 12. The idea for When All Else Fails originated sometime around 2016 with a small group of passionate friends, but it wasn’t a formal nonprofit at that time. The organization gained momentum during the COVID-19 pandemic, leading to its establishment as a formal 501(c)(3) nonprofit. During this time, Justin received a phone call about a gentleman suffering from advanced dementia, who was at risk of losing his mobile home and independence due to his illness. This gentleman happened to be a Polish immigrant and a concentration camp survivor, as Justin later discovered, he was also an accomplished concert pianist who had performed for presidents and even the Queen of England. Through Justin’s tireless efforts, with the help of a translator, When All Else Fails raised nearly $30,000 to provide him with a new mobile home and ultimately reunite him with his family in Poland. This heartwarming story is just one example of many where Justin and his friends and family have selflessly dedicated their time and resources to positively impact the lives of others, often with little to no recognition. According to Willis, “Being able to serve the community, knowing that we’re helping those who need it the most, is the best feeling. It’s what we’re meant to do. It’s not about giving handouts; it’s about offering a hand up when someone needs it the most.” In addition to his work with When All Else Fails, Justin’s volunteer involvement is truly remarkable. He has served as the President of the Friends of the North Port Library, is a former board member for the Sarasota County Health Centers (now CenterPlace Health), the former co-chair of the North Port Charter Review Advisory Board, former chair of the Cranberry Elementary School Advisory Committee and Vice-Chair of the Toledo Blade Elementary School Advisory Committee, a member of the American Legion Post 254, and a board member of the Kiwanis Club of North Port. Justin is also actively involved in Homeless2Home, the North Port Art Center, SCAN, the North Port Chamber of Commerce, and serves as the Division 18 Kiwanis Advisor for Key Club, overseeing 12 schools in Sarasota and Charlotte counties. Justin particularly cherishes his involvement with Key Club, stating, “Of all my volunteer endeavors, I must admit that I love being a part of the Key Club the most because you get to truly affect the future leaders of the world. When a kid joins Key Club, it’s because they have a heart for service. If we can nurture and cultivate that desire to help others in young people, they are more likely to carry that mentality into adulthood and become the next generation of philanthropic individuals who want to make a difference.” Photography by SRQ Headshots.

Apart from his extensive community involvement, Justin is a Certified Dementia Practitioner, a CPR Instructor Trainer, and a graduate of the North Port Chamber of Commerce Leadership Academy. In addition to his impressive resume of community involvement, Justin is a dedicated husband to his wife Christine of 18 years, and the proud father to five beautiful children, two of whom will be graduating high school this year. Their lively household is also filled with feisty French Bulldogs. Receiving this award is one of Justin’s proudest accomplishments. As he states, “It’s not every day you get recognized for the time that you give to others. It’s not about receiving thanks or praise; it’s about what we can do for the community around us. BUSINESS PARTNER OF THE YEAR Robert J. Massanova, CMI®, Owner of SWF Home Inspections The Business Partner of the Year award honors a Business Partner member for their outstanding contributions to RASM, the real estate industry, and to the community. This year’s deserving recipient is Bob Massanova, the Owner of SWF Home
Inspections. Bob has been a RASM Business Partner since 2015. Through the years, Bob supported and sponsored countless RASM events, classes, and networking functions. He has been a dedicated supporter of RASM, consistently contributing to our overall growth and success. Bob’s commitment to sponsoring events, classes, and networking functions has played a crucial role in fostering a sense of community within RASM. In May 2023, RASM hosted the second annual REALTOR® Day at Palm Aire Country Club. This year’s Name Your Game event benefited the RASM REALTORS® Charitable Foundation’s (RRCF) mission to support local real-estate-related charities, provide college scholarships, and help our members during times of crisis. At the after-party, Bob surprised everyone by offering a $20,000 donation match, which pushed RASM into record funds raised in a single event for the RRCF! His generosity, along with the outpouring of support from attendees, volunteers, and donors, helped propel the RRCF to new heights, both in terms of financial achievements and community engagement. However, Bob’s dedication to RASM goes beyond financial support. He has actively participated in various Association initiatives, sharing his expertise and insights with fellow members. Whether through educational classes, professional networking functions, or community events, Bob’s involvement has made a lasting impact on the organization and its members. By consistently backing events and initiatives, Bob has contributed to creating a vibrant and thriving community within the organization and left a positive and lasting legacy.
In addition to devoting time to the Association, Bob has been a successful business owner with 25 employees of which, including 17 inspectors covering from Tampa to Marco Island, who has been operating SWF Home Inspections since 2003. YPN MEMBER OF THE YEAR Vicki Haddow, Realtor®, Coldwell Banker Realty The YPN Member of the Year award is given to a member of the Young Professionals Network (YPN) who has demonstrated extraordinary leadership, volunteering their time and talents in YPN committees, sponsored events, and giving back within the community. This year’s award goes to Vicki Haddow, Realtor® with Coldwell Banker Realty and
2023 YPN Vice Chair. From 2021 to 2022, Vicki served on both the YPN Committee and the Professional Development Committee. This year, she served as the YPN Vice Chair, and she is slated to be the 2024 Chair. For years, Vicki has been an integral part of the planning process and implementation of many YPN events. She helped to organize the Trolley Tours, the very successful Celebrity Bartending Fundraiser, and the Lunch and Learn events. In addition, her helpful and encouraging personality has positioned herself as a mentor to many other young Realtors® who are getting started in the industry. Vicki is also a successful member of her Coldwell Banker Office. “I’m truly honored to receive this award. YPN is a great way to get involved with the Association and be around likeminded individuals. We like to keep things fun while still being professional. CREA COMMERCIAL REALTOR® OF THE YEAR
Vannesa Poole, CWS, SRES, C2EX, Realtor®, Catalist Realty The Newcomer of the Year Award recognizes a member who joined as a Realtor® within the last three years. It was created to honor a member whose ethics and spirit of cooperation are exhibited by faithfulness to the principles of organized real estate and to the outstanding commitment to professional development. This year’s recipient is Vannesa Poole, Realtor® with Catalist Realty. At Catalist Realty, giving back to the community is ingrained in their business model, in which 15% of every transaction is donated to the buyer or seller’s nonprofit of choice. Vannesa grew up in Orlando and moved to the Sarasota and Bradenton area in 2011. She has past experience in marketing and project management, which enabled her to learn the balance between identifying a client’s needs, setting expectations, and delivering superior service – lessons that she brings to her real estate career daily. In her young career, Vannesa has already accomplished a great deal. In 2022, Vannesa was named the RASM Humanitarian of the Quarter for the third quarter for her significant work with Donors of Distinction (DD). From 2017-2023, she held the secretary position and has been a board member from 2020-2023. While DD has completed its final year of giving in 2023, they have granted more than $500,000 back to over 70 Sarasota-Manatee nonprofits through countless volunteer hours by its members throughout the years, and Vannesa was instrumental in accomplishing those goals. Vannesa is the 2023 Vice Chair of the RASM Community Outreach Committee Member as well as the 2024 Chair, a member of the Public Policy Committee, and a graduate and Chair of the rigorous 2023 RASM Leadership Academy. She has also earned the Seniors Real Estate Specialist (SRES) designation, C2EX, and the Certified Waterfront Specialist (CWS). ou only need to interact with Brian and Shaun Dumas for a brief moment before the laughter that fills their 25-year marriage makes you forget that they were struck by tragedy just a year and a half earlier.
HELP BRIAN WALK AGAIN If you read Brian’s GoFundMe Page, you will learn about how he passed out at the gym after a routine workout, leaving him diagnosed with incomplete quadriplegia. If you ask Brian about the accident, he might joke that he’s a prime example that working out can actually be bad for you. Although he broke two cervical bones, Brian’s spinal cord is not completely severed; therefore, he is capable of learning to walk again. However, repetition is key to his recovery. According to Shaun, “Everything is kicking back on, but we wanted the Quadriciser because he needs that repetition to simulate walking, and that’s what the Quadriciser does.”
RRCF CHARITABLE DONATION Through a generous donation from the RASM REALTORS® Charitable Foundation (RRCF), Brian received a groundbreaking activity-based therapy machine called the Quadricizer. Shaun explains that with the help of the Quadricizer, Brian has the “potential to lay down new pathways along the spine where it was bruised.” In a letter sent to the Foundation Board of Directors, Brian stated: “I wanted to express my heartfelt gratitude for the generous donation made by the RASM REALTORS® Charitable Foundation, the proceeds of which were used to purchase muchneeded rehab equipment to aid in the recovery after my recent accident. The equipment acquired with your donation has played a crucial role in my recovery journey to date, and it continues to make a substantial difference in my daily life. Your generosity has not only alleviated the financial burden associated with obtaining the necessary equipment but has also provided me with the tools to regain my strength, mobility, and independence. I am truly grateful for the positive impact your donation has had on my life,” said Brian.

BEFORE THE ACCIDENT Before his accident, Brian worked as a business broker for Keller Williams Lakewood Ranch, and as such, became a member of the REALTOR® Association of Sarasota and Manatee Counties (RASM). Brian says he made “a lot of good contacts” through RASM, people he still talks to today.
KEEPING POSITIVE Brian says of the past year-and-a-half, “You learn to live with it.” When asked how he accomplishes that, he replies: “By keeping a positive attitude, but more importantly, my support staff, and mainly my wife she’s always pushing me.” “It’s so easy to lie in bed for hours and hours at a time and start to feel sorry for yourself,” Brian explains. “My job is to get better, and I have a good support staff. Luckily, my wife won’t let me do that, and I don’t want to do that.” Because everyone is so different, the prognosis is undeterminable, and Brian describes his improvement as “so slow that you almost don’t recognize it. Then he hears a friend say: “Wow! Look at the improvement!” •

False Consideration in a Deed By: National Association of REALTORS® Interpretations of the Code of Ethics Agreement Case 2-11: (Revised Case #9-17 May, 1988. Transferred to Article 2 November, 1994. Revised May, 2017.)

ommissioner B, a member of a state conservation commission, filed a complaint with an association of REALTORS® charging that Realtor® A had been a party to the naming of a false consideration in a deed. In his response, Realtor® A denied the charge and protested that all of his actions had been clearly necessary in his client’s interest and justifiable in view of the unusual circumstances. At the hearing, Commissioner B, the complainant, produced a copy of a deed to 300 acres of undeveloped land with the consideration stated to be $10,000 an acre; an affidavit from Seller C, who had deeded the land to the XYZ Development Company, affirming that the price actually paid for the land by the company was $6,000 an acre; and a letter from the president of the XYZ Development Company stating that the deed was prepared in consultation with, and upon advice of, Realtor® A, upon whom the company depended in its land acquisition and home selling activities. Realtor® A explained that he had assisted XYZ Development Company over a period of several years in working out a long-range building program, and that in keeping with this plan the company would need 300 acres of undeveloped land in that area before the end of the year. At the time he began negotiations, a news story emanating from the state conservation commission announced that it would acquire extensive tracts of undeveloped land. The story had indicated that this acquisition would take place in five counties, including the county where the property under discussion was located. The story had also indicated that the commission would be limited in its acquisitions to land that would be purchased for not more than $8,000 an acre. Realtor® A had advised his clients that suitable land for their proposed development could probably be purchased for $5,000 an acre. He recommended, however, that he be authorized to offer $6,000 per acre. This authority was given and Realtor® A negotiated purchase from Seller C of the 300 acre tract on behalf of the Development Company for $6,000 an acre. Realtor® A expressed concern that the state conservation commission might undertake to acquire the property from the company, since the price at which it was bought was below the commission per 16 | ELEVATE [ DECEMBER 2023 ]
acre limit. An officer suggested asking Seller C to deed the property for “ONE DOLLAR AND OTHER CONSIDERATIONS” and then placing revenue stamps indicative of a $10,000 per acre price on the deed. Realtor® A pointed out that it was unlikely that a $10,000 per acre value could be supported by revenue stamps alone. He suggested that Seller C be asked to agree to a deed that would state the consideration to have been at a rate of $10,000 per acre. Commissioner B testified that he had reviewed recorded deeds in recent sales, had visited the property in question, and had called on the sellers because of the high price at which it apparently had been sold. He had commented on the very favorable price to Seller C, who had inadvertently let it slip that the price shown on the deed was not the price paid. He later confirmed this in an affidavit that was presented at the hearing. 2023 Advocacy Year in Review By: Max Brandow, RASM Vice President of Advocacy and Member Programs
A
s we wrap up this year, it’s good to look back on the work that was accomplished by our members and association in the advocacy world. 2023 was full of advocacy wins for RASM members at the local, state and national levels, and we hope to continue that momentum going into what looks to be a busy year in 2024 with new elections and legislative sessions that will seek to address some of the Realtor® priorities that impact you and your business. Here are some of the things we worked on this year at the national, state, and local level.
NATIONAL Earlier this year, the country was headed towards a government shutdown. Many of you received an allmember “Call to Action” late on a Friday night asking you to reach out to your members of congress to warn them of the dangers of letting NFIP lapse during a shutdown, which could threaten 1,300 real estate transactions per day. By the next morning, thousands of Realtors® throughout the country answered the call. NAR’s advocacy team heard directly from lawmakers, letting them know they heard the call loud and clear, and assured NAR that NFIP extensions were part of the legislation being brought to the floor of congress. There are not many grassroots organizations that can match the mobilization efforts like the Realtors®.
FLORIDA In Florida, we had one of the most positively impactful legislative sessions in years. Due to advocacy efforts from RASM and Florida REALTORS® members during Great American REALTOR® Days, and the exceptional advocacy staff we have in Tallahassee, we were able to pass historic housing legislation. The Live Local Act was the largest investment in housing ever in state history. Highlights include $811 million investment in housing, $1.5 billion over ten years to construct affordable housing units, expansion of the wildly successful Hometown Heroes program, new tax exemptions and credits that incentivize affordable housing, and provisions to block local municipalities from limiting where affordable housing can be built.

We were able to ban rent control throughout the state to combat unlawful attempts by municipalities to implement rent control. We further reduced the business rent tax. Secured over $1.1 billion for Everglades restoration and water quality projects. That is just the tip of the iceberg of some of the wins we got in Tallahassee this year. SARASOTA & MANATEE In the City of Bradenton, RASM, along with a coalition of civic and business groups, worked hard to advocate for efforts to activate areas in downtown Bradenton with mixed-use developments where City Hall is located. We were successful in that effort, and the new project has the potential to transform the downtown Bradenton environment. After last year’s Comprehensive Land Use Plan was passed in the City of Sarasota, we still had much work to do to implement the program. RASM successfully advocated for numerous zoning text amendments, which gave teeth to the comprehensive land use plan and got the wheels in motion for real estate professionals to start developing and utilizing the new provisions in the comprehensive land use plan in the downtown core. The next step will be to pass zoning text amendments for the commercial corridors that lead to and from downtown. Every year, we fight against local governments wishing to make it as hard as possible for homeowners to operate vacation rentals, and this year was no different. RASM spearheaded the efforts locally in the City of Sarasota to fight against new burdensome vacation rental ordinances. At the time of writing, these ordinances are still being considered, but you can be sure we will be there every step of the way.
RPAC It wouldn’t be right to talk about our advocacy efforts without discussing the lifeblood of it all, RPAC. This year, we built upon our historic 2022 fundraising year and went even further. We raised the most RPAC funds we have ever raised with approximately $320,000+, with over 60% of RASM members investing, and over 55 Major Investors. This was a banner year again for RPAC, and it’s all thanks to our members who have seen the advocacy successes we have accomplished and decided to invest in their industry. We cannot thank our members enough for their hard work and dedication to the industry. •

Sarasota-Manatee Housing Inventory Climbs to its Highest Point for 2023 By: Gina McCarthy, RASM Vice President of Communications and Engagement
H
ousing inventory in both Sarasota County and Manatee County is on the rise, marking the highest number of listings reported this year in October. The latest data, sourced from Florida REALTORS® and compiled by the REALTOR® Association of Sarasota and Manatee (RASM), indicates an uptick in home sales and an influx of new listings added to the market. Combined sales for both property types in the North Port-Sarasota-Bradenton MSA increased yearover-year by 4.3 percent to 1,608 sales in October. In Manatee County, single-family home sales increased by 6.5 percent to 609 sales and condo sales increased by 7.5 percent to 215 sales. In Sarasota County, singlefamily home sales increased by 3.5 percent to 538 sales, while condo sales decreased by 1.6 percent to 246 sales. When compared to the previous month, there were 9.2 percent fewer home sales in October than in September of 2023. “Compared to the rest of the country where home sales are declining in most markets, our housing market is telling a different story,” Brian Tresidder, 2023 RASM President and Vice President of Operations at William Raveis Real Estate. “This month’s data showcases an increase in sales, a rise in new listings, a leveling of the time from listing to contract, and strong inventory growth – all signs that point toward a more balanced market in our future.” In October, median sale prices increased year-overyear for condos but decreased for single-family homes. The median price for Sarasota condos increased by 10.3 percent from last year to the highest recorded price in 2023 at $426,500, while the condo price in Manatee County increased by only 0.4 percent from last year to $370,000. Median sale prices for single-family homes experienced the largest year-over-year percentage decrease for both counties so far this year. In Manatee County, the median sale price for single-family homes decreased by 12.8 percent, settling at $479,000, while Sarasota County saw a 3.3 percent decrease, bringing the price to $520,000 in October.
The month’s supply of inventory reached a new high for 2023, surpassing any other month thus far, and in some markets, it hasn’t been this high since 2020. For single-family homes, the month’s supply of inventory in Sarasota increased year-over-year by 77.3 percent to a 3.9-month supply and increased by 17.9 percent to a 3.3-month supply in Manatee County. Sarasota condos increased by 144.4 percent to a 4.4-month supply, and Manatee condos increased by 65.2 percent to a 3.8-month supply. “Inventory has been on this steady increase since 2022, and while we’ve hit the highest it’s been all year, it’s still not quite back to pre-pandemic levels,” added Tresidder. “The good news is that we’ve been trending upward and we’re getting closer to the benchmark for a balanced market, which is a 5.5-month supply.” The inventory of active listings is at its highest for the year with 6,710 active listings in the MSA at the end of October, a 46.9 percent increase from the same time last year and a 14 percent increase from the month prior. Across the two-county region, single-family home inventory increased by 32.8 percent to 4,418 active listings, and condo inventory increased by 84.7 percent to 2,292 listings. New listings continue to rise this month, showing the highest year-over-year percentage growth for 2023 in October. At the end of the month, there were 2,614 new listings combined for both single-family homes and condos in the MSA, an 18.1 percent increase when compared to the previous month and a 46.3 percent increase when compared to the previous year. Broken down for each property type, there were 1,763 new listings for single-family homes and 851 new listings for condos in Sarasota and Manatee. Another sign of the market’s return to prepandemic activity is the median time from listing date to contract date, with the shrinking year-over-year percentage gains each month. Single-family homes in Sarasota and Manatee counties went under contract within a median of 29 days, a year-over-year increase of 45 percent in Sarasota and 20.8 percent in Manatee. For condos, the median time to contract was 32 days for Sarasota and 30 days for Manatee, an increase of 14.3 percent and 36.4 percent respectively. ASM is happy to recognize the workplace anniversaries of our professional staff. Jackie Deemer, Association Services Coordinator, celebrates 21 years of dedicated service to RASM. Jackie professionally manages the front office, juggles a busy phone system, assists our members with an array of needs including assistance with Supra Lockboxes and keys, and so much more. Jackie adores her job. She loves working with the friendly staff and interacting daily with the RASM membership. She works tirelessly each day to put the needs of the RASM members. Originally from Cincinnati, Ohio, Jackie moved to Florida 40+ years ago with her family. In her free time, she enjoys spending quality time with her family and friends. She has four beautiful and successful adult children who mean the world to her. She also has 3 beautiful granddaughters that have stolen her heart.
Morgan Hoeft (pronounced Hay-ft), is the new RASM Creative Content Coordinator on the Communications and Marketing team. As a native Ohioan, Morgan migrated to Florida during her high school years before attending Savannah College of Art and Design to study Advertising and Branding. Before joining RASM, Morgan worked for a Tampa marketing agency, working with national nonprofits and associations across eight different industries. By bringing her experience from a marketing agency to her new role, she will contribute to the growth and development of our Communications and Marketing Department. Morgan is responsible for developing visual content and elevating branded content across all creative strategies to support member communications and engagement. During her free time, you can often find her looking to do her next DIY project, cooking for her family, reading the next historical fiction, or taking her dog and cat (who thinks he’s a dog) for walks in the evening. Cheyenne Barber, is the new RASM Association Services Coordinator. Cheyenne was born and raised in the Bradenton and Sarasota area and has a broad knowledge and background of real estate that aids her tremendously in her new role. As the Association Services Coordinator, Cheyenne will be screening and routing calls to the appropriate parties, issuing and programming SUPRA lockboxes, assisting Realtors® in the store, and answering general membership questions. Cheyenne recently welcomed her second child in July of 2023 and has been soaking in the love of her new baby girl, her four year old son, and her boyfriend. When she does get a night off, you can find her at Joyland line dancing with her friends or reading. Cheyenne is truly ecstatic to be part of the RASM family and can’t wait for a future within it.

n 2023, RASM’s Global Business Council (GBC) was awarded the highly coveted PLATINUM Award in NAR’s Global Achievement Program for outstanding contributions to the real estate industry! AND in addition to this HUGE achievement, the GBC was recognized for making a world of difference in 2023 via the Global Engagement Award from Florida REALTORS®. RASM GBC was also recognized for its continuing role as NAR’s Ambassador Association to the Colombian Real Estate Association, FEDELONJAS. Thanks to the generous sponsorship of RASM and SEAPORT MANATEE, a group of RASM members and partners traveled to Pereira, Colombia where they attended the 2023 annual FEDELONJAS Congress in August 2023.
GBC LOCAL OPPORTUNITIES Global is local these days, and many of our Association members realize that we live in a global economy right here in Sarasota and Manatee counties, and we do transact on a regular basis with international clients. They understand the importance of being educated and informed about the issues that impact foreign buyers and sellers. We joined forces with our RASM committee and specialty group friends of RAJC and CREA to bring informative programming to our members.
HIGHLIGHTS FROM 2023 Global Spotlights on the countries of Portugal, South Africa, France, and Italy were held. These very informative events provide culturally rich programming where members build strong bonds locally and globally! These afternoon seminars and presentations by local and international speakers outlined in detail how the real estate markets of those countries work, how we can build referral networks there, and how to work successfully with nationals from those countries. The 2023 RASM Conference and Expo featured Carla Rayman Kidd and Pat Tan who shared with members the 10 Things You Can Do to Get Started in Global. We were provided all the answers, from how to do research and get educated on getting the right training to exploring and developing the varied aspects of global business, relationships, and culture. Additionally, our members continued to contribute their multicultural knowledge through articles featured in the RASM ELEVATE Magazine, which can be viewed online at any time.
TRADE MISSIONS Our members traveled to many and varied destinations this year, from Canada to the U.K. and Ireland to Portugal and Spain, France and Dubai, and from Panama to Colombia. A group of RASM members also attended the installation of our very own longtime Global Business Council member Carla Rayman-Kidd as 2023-2024 President-USA of FIABCI, the International Real Estate Federation in Washington, DC. EDUCATION Our first-class education by talented international instructors Carla Rayman Kidd and Pat Tan brought us new country skills about Africa, where we learned about 11 different countries which make up the very large continent of Africa consisting of 55 countries. RASM also offered the Certified International Property Specialist course (CIPS), which is invaluable to Realtors®. This curriculum offers you hands-on experience with international real estate transactions, as well as five full days of study focusing on the critical aspects of transnational transactions from continent to continent. At the end of the day, I would like to congratulate all our hard-working members of our unique Global Business Council in 2023. Our Council’s unwavering dedication to global initiatives and global business is truly exceptional! We are also thrilled to announce that 25 of our young professional members have become 2023 RPAC Major Investors in 2023, and we aim to see that number grow even more in the coming years.

he year 2023 has been a whirlwind year for the RASM Professional Development Committee. Our committee was filled with involved and engaged people, and I want to thank each and every one of them for the excellent service that they gave in fulfilling our mission of bringing you the best in relevant and engaging education opportunities.
PROFESSIONAL DEVELOPMENT COMMITTEE & SUB COMMITTEES Our committee is made up of several subcommittees, which included Video Education Series, New Certification, Top Producer Panel, Continuing Education, and Property Management. Our Video Education Series sub-committee did a review of our video library and put together a list of video subjects pertaining to real estate for the coming year. Derek Patti and Jennifer Young were able to produce a number of new videos that can be viewed on the RASM YouTube Channel. They also have more planned and ready to shoot in 2024. Our New Certification subcommittee was headed by Derek Patti (Derek did yeoman duty this year for the ProDev Committee – thank you so much for everything!). He oversaw the development and creation of a manual for the Certified Waterfront Specialist class, which was presented twice this year to full houses. Derek was assisted on this work by Mariah Miller, Annette Bentley-Reilly, and Brian O’Donnell. They spent many hours getting the CWS manual together, serving as a valuable resource for our specialists to refer to in the future. Great work all! Our Top Producer Panel sub-committee was once again chaired by Annette Bently-Reilly, who has been involved with this subcommittee for 3 years. Annette was assisted by Mariah Miller, Katie Cintron, Kara Wootson, and Derek Patti, who brought in Top Real Estate Agents from Lakewood Ranch and Anna Maria Island. They were well-attended, received amazing feedback, and can also be viewed on the RASM YouTube Channel. Thank you to each and every one of you; your contributions to this subcommittee are invaluable. The Continuing Education subcommittee was chaired by Jennifer Young, who was ably assisted by Cassie Yaeger and Lily Lopez. They oversaw the 28 | ELEVATE [ DECEMBER 2023 ]
BOOST series of seminars, designed to help new Realtors® get started in the business, and as always, it was a great success. The committee was also in charge of evaluating topics for classes to help members keep on top of trends, such as the two AI classes, Social Media, Florida Military Specialist, SunStats, Lead Generation, Customer Service, Time Management, and so much more. Thank you for all of your efforts this year. This year, the Property Management Committee was merged with Professional Development. Kyle Hembree was the chair of this sub-committee, assisted by Katie Cintron and Brian O’Donnell. Their roles were crucial in providing content and speakers for our educational conference and putting together programs of interest to property managers, such as the How to Sell Tenant Owned Properties and the Hurricane Preparedness classes. Their contributions this year are greatly appreciated. We are looking forward to more of this type of programming in 2024.
2023 GET DOWN TO BUSINESS CONFERENCE & EXPO And speaking of the RASM education conference, I would be amiss not to reflect on the resounding success of the RASM 2023 Get Down to Business Conference & Expo hosted at the Westin in September. We’re thrilled to report a turnout of over 200 attendees. The event featured a dynamic broker panel breakfast, engaging breakout sessions covering global perspectives, property management, legal insights, and luxury sales. The highlight was a motivational speech by keynote speaker Ricky Carruth. A heartfelt thank you extends to our dedicated task force for their invaluable contributions, ensuring the conference’s triumph. Anticipation is already building as we eagerly plan to do it again in the spring of 2025. Last but not least, I have to give special thanks to my Vice Chair, Elise Jakub, without whom I could never have survived the chairmanship of this committee. We split up our oversight of the various sub-committees, but most of the time, Elise was the person attending the sub-committee meetings and bringing her knowledge and expertise to the task of keeping this committee running. I know that in 2024, she will provide even better leadership than I gave when she takes over the Chair position. Oh, and Derek Patti will be her Vice Chair. Did I mention his name enough times in this article? Thank you to everyone who helped, and thank you to RASM for allowing me to have the honor of being your Professional Development Chair for 2023. •

elcome to our Broker Corner, where we interview RASM broker members, asking pertinent industry-related questions to share their valued expertise, advice, and industry knowledge with our RASM members. This month, we’ve reached out to Barry Grooms, Realtor® and Co-Owner, along with his wife, Sherry Grooms, of Florida SunCoast Real Estate, Inc., and Robert Milligan, Broker/President of Preferred SHORE Real Estate Inc., to ask them about the state of the real estate market today and their professional predictions for 2024.
How would you describe the overall real estate market in the region in 2023? Barry: I will answer this question with one word, which is “predictable.” The rationale behind the word “predictable” is that we were not sustainable with the way the market was in ‘22 leading into ‘23, and with the economy growing as it had been, a slowdown was very predictable. In some cases, we needed to stabilize our market overall. The overall market in Manatee County is what I would describe as “normal” based on the last 40 years of sales. I know it seems like a shock to a lot of people who just got into the business, but when you look at it from 10,000 feet, it’s normal. Robert: I would describe our market in Sarasota as “robust” so far in 2023, meaning that there are plenty of opportunities for both buyers and sellers to accomplish what they are trying to achieve with their move. There have also been plenty of opportunities for Realtors® to build their business and progress. Can you highlight any notable trends or changes that you observed in the local real estate market during the past year? Barry: The only trend was that rates kept going higher, and inventory remained low, so basic supply and demand - if you want to call that a trend. Robert: The most relevant trend has been the continuity of migration to South West Florida, as well as a move toward balance where inventory levels improve and buyers adjust to higher interest rates.

What were some of the key factors that influenced real estate sales and prices in 2023? Barry: In Manatee County, the key factors were interest rates and lack of inventory. Robert: Pricing always primarily comes down to supply and demand. The continuity in demand, coupled with a constricted supply, has kept prices very stable in choice areas. There has been moderate price softening in areas that are less sought after, where the property is not as desirable, and homes that are cosmetically dated. We have still been seeing price appreciation in choice communities and in luxury housing, which is especially desirable. Were there any specific neighborhoods or areas in Manatee/Sarasota County that experienced significant growth or decline in real estate activity in 2023?
Barry: Of course, the barrier islands are always a
popular area and anything that has water behind it. Also, any large tracks of land that developers gobbled up are now seeing growth. Robert: If I were to name one stand-out segment of the market, it would be new homes in newly developed communities. Aside from the desirability of having a new home and the amenities that these communities typically offer, builders were often able to strategically mitigate rising interest rates with buyer/borrower incentives to keep their product moving swiftly. How did interest rates affect the local housing [ Continued on page 31 ]
market during the past year, and what are your expectations for interest rates in 2024?
Barry: Of course, rates are going to drive the market
in ‘24. I think we will stabilize after the beginning of the year, possibly settling around 6 to 7% by springtime, and then, hopefully, by election time, we will see a decline toward the end of the year. Robert: Any adverse effects of rising interest rates were as much a matter of perception as reality. Buyers who are more sensitive to monthly payments paused during the first part of the year, which made it more challenging to list and successfully sell resale homes $750k and under. Even though rates are higher, they are still within historical norms, and buyers are acclimating. Fortunately, our office often caters to the luxury segment of the market, let’s say $1M - $2.5M, and those properties have still been moving at a very brisk pace, often as cash transactions. What were the challenges or obstacles that real estate professionals faced in 2023?
Barry: One of the biggest challenges that newer
agents will face is that if they “hopped” into the market during 2020 or just before, they may have never been given the tools or resources necessary to thrive in a different market. One of the obstacles is going to be identifying the right brokerage and training system that fits their specific needs as a person and their personality. Many people jumped into the business because it was one of the few that remained essential under the governor’s order, but now that the market has opened up, they’re facing challenges never seen before. They will require the necessary skills, tools, and mentorship from the right brokerage. Now is the time to sharpen your skills and not panic because the market will certainly change again, and the difference in being successful will be determined by how you handle customer service, and how you treat your clients for future referrals. Robert: In Sarasota, the challenges were low inventory and buyer lack of urgency. For the first part of the year, many buyers were in a “wait and see” holding pattern, and the adverse effect of their complacency was compounded by the lack of exciting choices to buy from. We’re coming out of that pattern now with buyer timelines improving and increasing inventory. Can you provide insights into the types of properties that were in high demand in 2023, such as singlefamily homes, condos, or commercial properties?
Barry: Specifically in Manatee County, the high-
demand properties were single-family homes priced between $250,000 and $450,000. Robert: Prime properties on barrier islands with great boating water accessibility are in high demand. Luxury highrise condos and new homes have all been in high demand. While the days of every listing selling immediately are gone, it is still common to see these types of properties go under contract on the first day on the market when priced appropriately.
What impact did remote work and changing lifestyles have on the housing preferences of buyers during the past year?
Barry: I don’t know if the “stay at home order” and
“work from home” individuals had any changes in their lifestyles other than increasing the demand on housing, especially homes with extra workspaces, such as a fourth bedroom or a flex space. Robert: This social trend of working from home bolstered the migratory effect of people choosing to reposition themselves, be it for a better quality of life, weather, financial reasons such as lower taxes or lower cost of living in general. Naturally, the inhouse office or den has been more of a priority, and people are looking for an attractive, quiet space to be utilized as a “Zoom room.” Were there any notable shifts in the demographics of buyers and sellers in 2023?
Barry: The biggest influx that we saw were
working professionals that wanted to use their 401(k)s or investments to buy in the state of Florida, then rent the property until they’re able to retire here. This created a high influx of Airbnb and rental properties, but not ones that people can afford. Robert: We’ve seen more transplants and fewer lateral moves. We used to have more local customers move from the water, out east, then back to the water. That hasn’t been the case so much as it was prior to the pandemic. What are your predictions and expectations for the local real estate market in 2024, and what advice do you have for buyers and sellers in the coming year?
Barry: Predictions are always difficult. One thing
people have to remember is that regardless of how high the rates are, how low our inventory is, or whatever else influences our market, life must go on. People are still going to need to buy homes, and people are going to want to move. So, the sooner people move on with their lives and stop worrying about rates and inventory, the quicker life will return to normal. Robert: I subscribe to the old adage, “Don’t wait to buy real estate, buy real estate and wait.” That said, as long as anyone reading this maintains good principles of personal finance and doesn’t extend themselves beyond what is prudent, you can confidently buy real estate. I’m cautiously optimistic that the worst of the housing recession is already behind us, with South West Florida coming through this cycle better than a lot of other areas in the United States. At this point, the best words I could use to summarize my expectations about SWFL real estate in 2024 would be “stability and balance.” •
