Tony Barrett, Broker/Owner of Barrett Realty, a former paramedic, firefighter, and the newly installed 2024 RASM President, embodies this spirit of action and dedication. His journey, marked by a rich history of service, leadership, and advocacy, reflects a commitment to both his community and the real estate profession. On December 7, guests of the 2023 Installation and Awards Banquet heard from outgoing president Brian Tresidder, and 2024 RASM President Tony Barrett presented his vision for the Association in the New Year. In addition, during the banquet, the 2024 RASM officers and directors were installed, and nine award winners were recognized. During his speech, Tony expressed gratitude to Brian Tresidder and the numerous Realtor® volunteers for their dedicated past and ongoing service to the Association. Additionally, he took the opportunity to share his industry experience, and unveil his theme and goals for the Association in the upcoming year.

FROM COMBAT MEDIC TO REAL ESTATE LEADER Tony’s journey began as a Combat Medic in the U.S. Army, where he honed his skills in emergency medical services. Following his military service, he transitioned

seamlessly into a 30-year career as a paramedic with the Sarasota Fire Department, demonstrating a passion for helping others. Concurrent with his firefighting career, Tony founded Barrett Realty, initially operating from his Myakka City home. Today, the brokerage boasts a team of diligent and knowledgeable real estate agents dedicated to ensuring client protection and transactional seamlessness. Tony’s commitment to others extends to his role as the 2024 RASM President, where he actively serves both his clients and fellow RASM members. Drawing on his emergency services background, he brings problem-solving skills to the forefront, ensuring the Association’s objectives align with the needs of its diverse membership.

HEROES WELCOME HOME: BRIDGING THE GAP FOR VETERANS In 2012, Tony established Heroes Welcome Home, a 501(c)(3) non-profit organization aimed at assisting veterans in the home-buying process. It originated after Tony witnessed a returning veteran get denied a loan because of an insufficient work history. Focused on providing down payment assistance, education on home buying, credit repair, and other services, the charity has become a beacon of hope for those who served. RECOGNITIONS AND INVOLVEMENT: Tony’s impactful contributions have garnered well-deserved recognition. In 2016, he received the prestigious RASM Humanitarian Award - an honor reserved for outstanding members who make significant community contributions through volunteer work. This esteemed accolade underscored Tony’s exceptional efforts in establishing Heroes Welcome Home, showcasing his unwavering commitment to creating positive change within the community. Beyond this, Tony plays an integral role in real estate leadership, currently serving on the Florida REALTORS® Board of Directors, and previously serving as the RASM Leadership Institute Chair in 2019, and as the Chair of the RASM Green Committee in 2018. These diverse responsibilities reflect Tony’s broad and influential presence within the real estate community, further emphasizing his dedication to shaping a better future. Furthermore, Tony is a distinguished graduate of the 2020 Florida REALTORS® Leadership Academy, a rigorous program designed to develop emerging Realtor® leaders aspiring to make a meaningful impact, foster business growth, and enhance their leadership acumen. The challenges of 2020 made the Academy even more demanding as businesses grappled with navigating unprecedented circumstances. Tony’s active participation in the program during this tumultuous period underscores his unwavering commitment to continuous professional development, highlighting his resilience and determination to excel in the face of adversity.

THEME FOR THE NEW YEAR: MEMBERS FIRST As the 2024 RASM President, Tony’s guiding theme revolves around prioritizing “Members First,” underscoring the critical importance of fostering engagement and collaboration within the real estate community. “This year, my theme is simple: ‘Members First.’ It’s all about looking at what we do every day and making sure it lines up with our mission, vision, and strategic plan, and, most importantly, supports our members. Placing our members at the forefront and addressing their specific needs must be our topmost priority. Covid presented us with a new perspective from which we continue to glean insights. Navigating the unknown presented challenges in engaging our membership, but those challenges helped us recognize the importance of not taking for granted the inherent value within our community, the value of coming together to share insights and collaborate,” said Barrett. The overarching theme of “Members First” entails a focus to ensure that every need is thoroughly met, particularly given the challenges our industry is currently facing. The Association’s primary responsibility lies in addressing these challenges to

empower Realtors® with the necessary tools and support to adeptly navigate the prevailing climate. “The recent verdict in the Burnett vs. NAR case has injected an element of uncertainty into our industry, yet I perceive it as a call to action,” said Barrett. “While we undeniably find ourselves in challenging times, now is the moment to reclaim our industry and underscore the true worth of Realtors®. Our role extends beyond facilitating transactions; it encompasses continuous skill development and extends to advocacy for private property rights. We actively engage in lobbying efforts in Tallahassee, advocating for legislation that enhances our profession. Realtors® are not just valuable; we are indispensable. It is imperative that we demonstrate our worth to the public, emphasizing the contributions we bring to the real estate landscape. In addition, we need to foster collaboration with both the National Association of REALTORS® (NAR) and state associations, ensuring that accurate information reaches our membership, now more than ever before,” added Barrett. His objective is to strengthen RASM’s influence in the real estate sector, advocating for the timely and precise dissemination of information to ensure the Association remains a reliable and influential voice within the industry.

ADVICE FOR FUTURE LEADERS Tony aims to inspire others to get involved, drawing from his own experience of receiving encouragement. “To be completely honest, I wouldn’t be standing here if it weren’t for some key people who tapped me on the shoulder and said, ‘You’ve got this.’ And looking around, I see potential in others who can follow that same path. The energy and wisdom of the people I’ve been surrounded by over the years have taught me so much, and my business has thrived because of the incredible individuals in this Association. I’ve made lifelong friendships with people who genuinely care about my well-being, and I care about theirs. Encourage those around you to step up and get involved; encourage them to be the leaders of tomorrow.” As the 2024 RASM President, Tony will continue to inspire, urging collaboration, engagement, and a renewed focus on the needs of real estate professionals and their clients. “We are one big family, and together, we will do great things,” added Barrett. “However, it’s crucial to remember to be kind and non-judgmental. Every one of us has faced struggles at some point in our lives, so let’s be mindful of this on a day-to-day basis. Let’s get out there, excel in property sales, demonstrate our value, engage in teaching, learning, and mentoring, collectively raising the standards. Identification of Contributor to Appraisal By: National Association of REALTORS® Interpretations of the Code of Ethics Agreement Case 11-3: (Revised November, 2001 and May, 2017.)

R

ealtor® A, who had made a number of residential and farm appraisals for Client B, a bank, was asked to appraise the real property of a corporation that operated two extensive industrial parks. Realtor® A made his appraisal of open land belonging to the corporation for future development. With respect to specialized industrial structures included in the assignment, he engaged the XYZ firm of industrial engineers to make a study of obsolescence and of current reproduction costs leading to conclusions. The report on this study was incorporated into Realtor® A’s appraisal report to Client B, without identifying the XYZ firm as a contributor to the report. Sometime after the submission of the report, Engineer C, a member of the XYZ firm, was invited to speak on an appraisal panel arranged by the local Association of REALTORS®. During his talk he used as an illustration some of the industrial properties that had figured in Realtor® A’s appraisal report. Following the program, in informal conversation with Engineer C, Realtor® B learned of Realtor® A’s action in incorporating the engineering firm’s conclusions into his own appraisal without identification of the firm and its contributions to the assignment. Realtor® B then filed a complaint against Realtor® A alleging violation of Article 11 of the Code of Ethics. After examining the facts as set out above, the complaint was referred by the Grievance Committee for hearing before a panel of the Association’s Professional Standards Committee. At the hearing, Realtor® A took the position that he had not violated Article 11 because the essence of the appraisal assignment had been to exercise his judgment as an appraiser, and that he had not engaged any other person to exercise judgment in connection with the assignment. He had simply employed the XYZ engineering firm, he said, to make certain conclusions as to the extent of obsolescence in properties and as to the current cost of reproducing them. Conceding that he had incorporated the XYZ firm’s report into his own appraisal report, Realtor® A contended that this material was only incidental, and that the essential appraisal function of arriving at a valuation was entirely his own work. He stated further that he had paid the XYZ firm for its services and felt that relieved him of any obligation to identify the firm in his appraisal report.

During the hearing it was established that Realtor® A had no previous experience in appraisal of industrial property, and that he had not disclosed this to Client B at the time he accepted the assignment. The Hearing Panel concluded that Realtor® A’s defense was insufficient; that the appraisal process includes the findings and calculations that support judgment; that the XYZ firm’s conclusions had constituted a major element of the appraisal report; that under the requirements of Article 11, Realtor® A should have identified the firm and its contribution. he New Year, 2024, is upon us, and January is a great time to refresh and revitalize personal goals and aspirations. I have a personal mission statement and vision board, which I update every year, and low and behold, they define me and make a meaningful difference in my life and others. The same holds true for RASM REALTORS® Charitable Foundation (RRCF). MISSION

To support real estate-related charities and housing needs in our community, provide college scholarships to local students, and help our members in need during times of crisis. VISION

To be a foundation that has a dramatic impact on our members and our local community as the philanthropic arm or the REALTORS® Association of Sarasota and Manatee.

RRCF RASM REALTORS® Charitable Foundation or RRCF, a 501(c)(3) charitable arm of RASM, provides funds for individuals and not-for-profit organizations in the Sarasota and Manatee region that enhance the quality of life in the community. Top Priorities From Florida REALTORS® in 2024 By: Max Brandow, RASM Vice President of Advocacy and Member Programs

T

his month, RASM members, along with hundreds of other Realtors® in Florida, will travel to Tallahassee for Great American REALTOR® Days to speak with lawmakers directly about issues impacting your business and our industry. Below are just some of the top priorities for Florida REALTORS® in 2024.

CONDOMINIUM REFORMS The tragic June 2021 collapse of the Champlain Towers South building in Surfside, Florida, highlighted the need for comprehensive reform of existing condominium law. Lawmakers answered the call by passing a series of reforms aimed at increasing the safety of these buildings as well as ensuring that prospective purchasers are better informed about the building’s physical and financial condition. Included in these reforms were new statewide “milestone inspection” requirements, structural integrity reserve studies, mandatory reserves, and revised seller disclosures. Although these reforms are necessary to protect the safety and welfare of condominium unit owners and visitors, they will also make the condominium form of homeownership more expensive. With these challenges in mind, Florida REALTORS® asks lawmakers to Support legislation that increases transparency of community association governing documents on a street address level, thus allowing prospective purchasers and sellers to make more informed decisions.

FLORIDA’S NATURAL RESOURCES Continue to allocate state funding to help protect the Everglades, Florida’s springs and beaches, and other related water quality projects. Additionally, support legislation and funding that addresses the impact of failing septic systems on water quality, harmful blue-green algae blooms, and rising sea levels.

MY SAFE FLORIDA HOME PROGRAM Support additional funding for the My Safe Florida Home Program which provides funding for free home inspections and matches funding for home enhancements to harden homes against storms. The home hardening program has enjoyed significant popularity amongst Florida homeowners, but this popularity has exhausted its funding. More funding for the program will allow Floridians to protect their homes from storms while reducing escalating insurance premiums. 16 | ELEVATE [ JANUARY 2024 ]

HOMETOWN HEROES HOUSING PROGRAM Florida REALTORS® is grateful for the actions of the 2023 Florida Legislature in passing the Live Local Act, the most comprehensive and far-reaching housing legislation seen in the last three decades. Included in the Live Local Act was an additional $100 million for the highly successful Hometown Heroes Housing Program, which helps hardworking Floridians buy their first home through zero-interest loans that are repaid when the home is sold, rented, or transferred. Given the success of the Hometown Heroes Housing Program and the demonstrated need for these funds in a difficult home affordability environment, Florida REALTORS® asks lawmakers to Explore additional ways to inject new funds into the program to help more hardworking Floridians achieve the dream of homeownership.

RISING PROPERTY INSURANCE COSTS Florida REALTORS® applauds the Florida Legislature for taking unprecedented steps during the December 2022 Special Session to stabilize Florida’s challenging property insurance market. Additionally, the actions of the 2023 Legislature to increase consumer protections and insurer accountability will go a long way to ensuring Florida policyholders are treated fairly and that legitimate claims are honored. Thankfully, these comprehensive insurance reforms are beginning to bear fruit, with reports indicating:

1 | New property insurers are entering Florida’s market. 2 | Citizens Property Insurance is beginning to “depopulate.” 3 | The reinsurance needs of Florida’s property insurers are being met by reinsurers across the globe. 4 | Insurer-related litigation is slowing.

Continue to monitor the effectiveness of these reforms to ensure they attract insurance capital back to Florida as quickly as possible. Explore additional remedies that can speed up this process. Continue looking for additional solutions to provide shortterm relief to policyholders.

LIVE LOCAL ACT The Live Local Act was a remarkable accomplishment by the 2023 Legislature, and Florida REALTORS® applauds their efforts to meaningfully address the state’s home affordability issues. In addition to historic levels of housing program funding, the new law also instituted a variety of public-private partnerships and changes to building regulations designed to increase affordable rental inventory throughout the state. Florida REALTORS® asks lawmakers to ensure that these innovative housing strategies are implemented as required by law so more Floridians can afford a place to live in the communities where they work and serve. •


MARKET ANALYSIS

Home Sales and Prices Remain Steady in Sarasota and Manatee By: Kristen Oriente, Communications and Marketing Manager

T

he demand for housing in Sarasota and Manatee counties remains strong despite the higher interest rates and home prices. According to data from Florida REALTORS® and compiled by the REALTOR® Association of Sarasota and Manatee (RASM), November showed a continued rise in the month’s supply of inventory, approaching the levels seen leading up to the pandemic. Combined sales for both property types in the North Port-Sarasota-Bradenton MSA increased yearover-year by 26.4 percent to 1,583 sales in November and decreased by 1.6 percent from the previous month. In Manatee County, single-family home sales increased by 22.2 percent to 550 sales and condo sales increased by 20.7 percent to 198 sales. In Sarasota County, singlefamily home sales increased by 31 percent to 541 sales and condo sales increased by 30.7 percent to 294 sales. “Closed sales increased by more than 20 percent for properties in Sarasota and Manatee,” said Brian Tresidder, 2023 RASM President and Vice President of Operations at William Raveis Real Estate. “Despite the high prices, high-interest rates, and insurance concerns, the housing demand in the area remains strong, keeping home sales and prices steady.” For single-family homes, the median sale price decreased by 4.1 percent to $485,861 in Manatee County and increased by less than one percent to $500,000 for single-family homes in Sarasota County. The median sale price for Manatee condos decreased year-over-year by 1.8 percent to $351,500. For Sarasota condos, the median sale price increased by 58.8 percent from last year to $547,704. This recordhigh price is likely due to more sales this month at a higher price tier. In November 2023, 34 percent of all Sarasota condo sales sold at or above $1,000,000, after the closing of a downtown luxury condo development. “The surge in closings and median sale prices in the Sarasota condo market can be directly attributed to the completion of Sarasota’s newest luxury condo building, marking the culmination of construction and the closing of a significant portion of the units for sale, providing a boost to the local real estate market,” added Tresidder. “With new construction,

data in the MLS isn’t typically marked as ‘closed’ until the building’s certificate of occupancy is issued and pending reservations can be completed. That’s why this month shows an atypical number of Sarasota County condos sold, thus doubling the dollar volume this month.” In Manatee County, the dollar volume (sum of the sale prices for all sales during the month) increased year-over-year by 27.1 percent for single-family homes and increased by 21.4 percent for condos. In Sarasota, the dollar volume increased by 28.7 percent for singlefamily homes and increased by 111.9 percent for condos. The month’s supply of inventory reached a new high for 2023, surpassing any other month thus far. For single-family homes, the month’s supply of inventory in Sarasota increased year-over-year by 79.2 percent to a 4.3-month supply and increased by 13.3 percent to a 3.4-month supply in Manatee County. Sarasota condos increased by 133.3 percent to a 4.9-month supply, and Manatee condos increased by 63 percent to a 4.4-month supply. The inventory of active listings is at its highest for the year, approaching the level of inventory that was present leading up to the pandemic. There were 7,444 active listings in the MSA at the end of November, a 53.8 percent increase from the same time last year and a 10.9 percent increase from the month prior. Broken down for each property type, there were 4,823 active listings for single-family homes and 2,621 active listings for condos in Sarasota and Manatee. Pending sales, or the number of properties that went under contract during the month, increased year-over-year for both property types in Sarasota and Manatee. In Sarasota County, pending sales increased by 1.1 percent for single-family homes and by 21.3 percent for condos. In Manatee County, pending sales increased by 6.4 percent for single-family homes and 1.8 percent for condos. At the end of the month, there were 2,600 new listings combined for both single-family homes and condos in the MSA, a 36.3 percent increase when compared to the previous year. For each property type, there were 1,668 new listings for single-family homes and 932 new listings for condos in the MSA. YPN TROLLEY TOURS YPN organizes Trolley Tours every other month on that first Thursday. The Trolley Tours are a big hit and a great way to learn about areas you may not be so knowledgeable. Last year, we visited Palmetto, South Sarasota, where we learned about golf communities, Lakewood Ranch, Wellen Park, North River Ranch, and Siesta Key. These tours are a great learning opportunities, so you’re well versed in the many areas throughout Sarasota and Manatee counties while previewing properties along the way. You’ll want to register early, as the tours always sell out! Our first Trolley Tour of the year is on Thursday, January 4. We are headed to Waterside in Lakewood Ranch to learn about all the exciting new developments in the area. This is hosted by our Realtor® Liasion from the Lakewood Ranch Visitor Center, so there will be lots of great information shared on this tour.

LUNCH & LEARNS This year, we will be hosting two “Lunch & Learns.” We started this in 2023 when we shifted our morning coffee talk series to lunchtime. Join us on April 4 for our first Lunch & Learn of the year with Cyrus Mohseni, a member of the NAR YPN Board. We are super fortunate to host him at our Association, 24 | ELEVATE [ JANUARY 2024 ]
