THE AMERICAN DREAM IS A WISE INVESTMENT Over time, homeownership continues to be a wise investment. Homeowners enjoy building equity over time as well as many tax incentives. In addition, a fixed mortgage payment acts as a savings plan, whereas rental rates are subject to fluctuation. Even with inevitable market fluctuations, homeownership is a stable way to build long-term wealth and provide a nest egg for retirement. 2 Some of the financial benefits for homeowners and the community include: Today, homeowners pay 80 to 90 percent of the income taxes in the U.S. and, among those who claim the mortgage-interest deduction, nearly twothirds are middle-income earners. For each home purchase, approximately $60,000 in direct and indirect spending occurs in the economy. Homeowners accumulate significantly more net household wealth than renters. According to the NAR report, Aspiring Home Buyer Profile, the relationship between median family income, median home price and average mortgage-interest rate is hovering at the most favorable level [since] 1970. This report offers a historical look at the social and economic effects of home ownership over the last 50 years. The report compared the perceptions of homeownership, the American Dream, and housing affordability from the perspective of non-homeowners. A few eye-opening insights include: Of the U.S. consumer households that were surveyed each month in 2018, 64 percent of respondents were homeowners, 27 percent were renters, and nine percent lived with someone else. Of the non-owners, 45 percent were 34 years or under, 59 percent make an income of under $50,000, and 43 percent live in suburban areas. For both homeowners and non-homeowners alike, homeownership is strongly considered a part of the American Dream. For non-owners, roughly 75 percent reported that homeownership is part of their American Dream. For owners, nine in ten believe it is part of their American Dream. 3

HOME APPRECIATION Solid home appreciation occurs when a home is properly maintained, and the surrounding community is desirable. However, according to NAR’s consumer website, HouseLogic, there are a few surprising home and neighborhood features that can add thousands of dollars to a home’s value over time that one might think about. Some of these include:

Nearby parks, golf courses or other recreational

open space, especially within walking distance, have the potential to boost property value of nearby homes by 8-20 percent. Walkability is a major convenience - being able to safely walk to schools, parks, stores, and restaurants can raise your property value exponentially, depending on location. Living within a mile of grocery or convenience stores could raise a home’s value by 1-2 percent for the average home. Mature trees and healthy landscaping of a home was found to increase a home’s value by 1-5 percent, and mature, well-maintained trees in higher income neighborhoods increased home values by 10-15 percent. A pro sports stadium and other entertainment centers can have a big impact on property values. The closer you are to the new facility, the larger the increase in home value. 4

HOME OWNERSHIP BOOSTS NEIGHBORHOOD PRIDE Research studies show us that homeownership provides neighborhood stability and many social and societal benefits. It fosters a sense of community and stability vital to growing families. The NAR Social Benefits of Homeownership and Stable Housing report reveals that homeowners feel more invested and involved when they own property in their community. Homeowners were found to be more long-term residents, whereas renters were found to be more transient. [ Continued on page 8 ]

Homeowners tend to vote more, volunteer more, and contribute more to their neighborhoods. Homeowners tend to move less often than renters, which encourages more neighborhood stability. In addition, children of homeowners are more likely to participate in organized activities, according to the report. 5

HOMEOWNERSHIP SLOWLY ON THE RISE While affordability continues to be an issue in many markets, homeownership is on the rise, due in part to the financial and tax benefits of owning a home. According to the Residential Vacancies and Homeownership report from the U.S. Census Bureau, the American homeownership rate has hit 64.8 percent. That marks the eighth-consecutive quarter of steady increases. The increases are primarily due to younger buyers purchasing their first homes. Americans under 35 now have a homeownership rate of 36.5 percent (up from 36 percent last year), while those between 35 and 44 boast a rate of 61.1 percent (up from just 58 percent.) 6 There’s no place like home. However, owning and maintaining a home is a major commitment. Our homes are a labor of love. And for those who settle down and establish roots, homeownership can be a great investment for ourselves and for our communities. •

tart to Finish Drafting & Design has drawn thousands of custom homes and renovation projects since they began in 2001. Their creativity made them an easy fit for Cat Lubin who joined the team earlier this year. Originally brought on as their office manager, Cat’s background in visual art, interiors and home furnishings motivated a natural expansion into the world of home design. ecognized annually in the month of November, REALTOR® Designation Awareness Month was established to encourage members of the National Association of REALTORS® (NAR) to start or complete an officially endorsed designation or certification through NAR or one of its Institutes, Societies and Councils. RASM Gives Back Project Update By: Julia Montei, Realtor®, Community Outreach Committee Chair

t RASM, we believe everyone should have a safe place to call home and a community to be proud of. To support this mission, we partner with area organizations to provide volunteers As we near the end of the year with gratitude, we extend our thanks to the many volunteers who’ve supported RASM’s 2019 Community Partners. And while we still have a few projects left to complete, we wanted to take the time give thanks to those who give back. Heroes Welcome Home. Ten RASM members volunteered their time at the HWH Heroes Party on May 18. They helped parked cars and sell raffle tickets at this fun event. We hope to see you on November 10 to support their Golf Tournament. Habitat for Humanity Sarasota. RASM supported Habitat Sarasota by donating $5,000 and providing 50 volunteer hours in 2019. Manatee County Habitat for Humanity.

We supported Habitat Manatee by donating $5,000

and providing 15 volunteer hours at a home build in June. SunCoast Blood Bank. In July, the Suncoast Blood Bank set up their Blood Mobile at RASM South to collect blood and funds from our member donors. Thank you those who donated! Safe Place and Rape Crisis Center (SPARCC). In October, 20 RASM volunteers and their family members participated at the SPARCC Amazing Raise event. Volunteers spread out amongst the challenge sites to assist the teams and take videos. Manatee Children’s Services. We recently began our Holiday Wish List Project with Manatee Children’s Services. Members select a holiday wish list from a child in need and shop for holiday gifts. Because of our generous shoppers, we will be able to grant 70 holiday wishes this year. Salvation Army Bradenton. T

he Residential Contract for Sale and Purchase and the “AS IS” Residential Contract for Sale and Purchase (the “FR/BAR Contracts”) are the most frequently used contracts in the Sarasota and Manatee area for buying and selling residential property. While these contracts include date and deadline suggestions throughout, they can be negotiated between the buyer and seller and it is important to consider appropriate amounts of time to meet each component. While time seems like a simple concept, missing a deadline can find your deal dead in the water. In the FR/BAR Contracts, time is controlled by Paragraph 18.F., which both state: Calendar days shall be used in computing time periods. Time is of the essence in this contract. Other than time for acceptance and Effective Date as set forth in Paragraph 3, any time periods provided for or dates specified in this Contract, whether preprinted, handwritten or inserted herein, which shall end or occur on a Saturday, Sunday, or national legal holiday (see 5 U.S.C. 6103) shall extend to 5:00 p.m. (where the Property is located) of the next business day. Including “time is of the essence” in a Florida real estate contract brings specific legal duties upon the parties to meet deadlines. If a buyer or seller fails to meet one of these deadlines, then the other party has the ability to claim a breach of the contract and risk the damages resulting from that breach. Most time periods within the FR/BAR Contracts run from the Effective Date defined in Paragraph 3(b). The Effective Date is the “date when the last one of the Buyer and Seller has signed or initialed and delivered this offer or final counter-offer.” That means that if a seller receives an offer on Monday, December 2, and fully executes the contract that day but the fully executed contract is not returned to the buyer until Tuesday, December 3, the Effective Date is actually Tuesday, December 3. This is true despite all dates on the contract showing December 2. Because so many timelines turn on the Effective Date, a practical rule of 14 | ELEVATE [ NOVEMBER 2019 ]

thumb is to confirm with the other agent you are all on the same page as to the Effective Date and also to confirm that date with the closing agent. When dealing with FR/BAR Contracts, time periods ending on a Saturday, Sunday, or national legal holiday are extended to 5:00 p.m. the next business day; however, if a time period ends on the date as stated in the contract, the time period ends at 11:59 p.m. because calendar days are used. Many in the industry miss this nuance and run the risk of putting their customer in danger of breaching the contract or missing an important cancellation deadline. Sarasota County Approves Accessory Dwelling Units By: Max Brandow, RASM Government Affairs Director

L

ast month, Sarasota County Commissioners approved a proposed ordinance on Accessory Dwelling Units (ADU), giving homeowners in Sarasota County more tools to utilize their property. The new ordinance will allow homeowners to construct and rent Accessory Dwelling Units on their property if they meet certain parameters. The units will be restricted to 750 square feet, and will have to meet specific design criteria. RASM voiced support for this ordinance during the first and second reading. This will allow more multi-generational living options, and will give homeowners another possible stream of revenue if they choose to rent out their main home or the ADU. Look out for more information from RASM in the future on how these units will potentially affect your customer’s homestead status as well as other FAQ’s on the ADUs.

DESANTIS PROPOSES REFORMS TO FLORIDA OCCUPATIONAL LICENSING GOV. DESANTIS’ GENERAL PROPOSALS1

1 | Support for a comprehensive bill to limit or

remove unnecessary occupational licensing requirements for professions that require licensure from DBPR. The bill would include a provision that prohibits DBPR and any board under DBPR’s jurisdiction from disciplining a current licensee and preventing a prospective licensee based solely on the licensee’s defaulting or becoming delinquent on a federal or state-guaranteed student loan or scholarship obligation. 2 | Outline the need for a “global licensing” bill that would allow an individual’s occupational license in one Florida county to be valid in all other Florida counties. 3 | Advocate for a bill to “sunset” all occupational licenses. 4 | Launch DBPR’s second phase for its Business Information Portal. business owners and professionals a one-stopshop to learn all state and local requirements to become a licensed professional or start and operate a business in the state of Florida. The portal currently only has state-level information.

CONGRESS VOTES TO EXTEND NATIONAL FLOOD INSURANCE2 Don’t expect a lapse – not yet anyway – in the National Flood Insurance Program (NFIP), the country’s largest flood insurer. The program has been set to expire on September 30, but the U.S. Senate recently passed an extension that would keep the program afloat until November 21. The House had previously passed the extension. This extension will mark the 13th time the program – which is billions of dollars in debt – has been rescued by lawmakers with extensions. The NFIP provides flood insurance coverage to 22,000 communities nationwide and protects property owners against loss from flooding, the most common and costly natural disaster in the U.S. Federal law requires the purchase of flood insurance for a federally backed mortgage in special flood hazard areas designated by FEMA. Private flood insurance is also available in many high-risk areas, but the NFIP may be the only option for some homeowners. Any lapse in NFIP funding could jeopardize up to 40,000 home sales a month, NAR has warned in the past. NAR supports reforms to the NFIP, including calls to strengthen flood mapping and mitigation, and the development of more private-market flood insurance options.

Employee Anniversaries

ASM happily recognizes the workplace anniversaries of our professional staff. Jesse Sunday, Director of Information Technology, celebrates his 15 year anniversary with RASM this month. Jesse oversees all technology needs of RASM. He is a self-appointed “technology geek.” Jesse’s responsibilities include management of internal and external servers, networks, databases, security protocol, phone systems, interfacing with outside vendors (e.g., Supra, Stellar, etc.), disaster recovery systems and all general IT procedures. In addition, he oversees technical projects in alignment with the Association’s strategic plan as well as continuously researching and implementing solutions to improve IT processes. In his free time, Jesse enjoys spending time with his family, daughter Emma (11), son Dylan (9), and his wife, Beth. Janet Sowers, Professional Development Manager, celebrates 3 years with RASM. Janet is responsible for all the education programs, courses and professional development events at RASM. He enjoys being able to see collective action in work. He also enjoys interacting with the great staff and friendly members who have been such positive resources to him. When not at RASM, Max enjoys spending time with his girlfriend and their two-year-old French Bulldog named Winston. Also, as an alumnus of FSU, he is diehard Seminoles fan. •

Sales Hit Highest YearOver-Year Gains this Year By: Gina White, Communications and Marketing Director

I

n September 2019, closed sales increased in the two counties with single-family homes showing the best year-over-year gains this year. According to monthly reports from Florida REALTORS®, inventory decreased across the two-county area this month while prices continue to increase. The combined number of properties sold in Sarasota and Manatee counties increased by 17.1 percent from September 2018 to September 2019. In Sarasota County, single-family home sales increased by 25.7 percent to 689 sales. Single-family sales in Manatee County increased by 15.2 percent to 538 sales. Single-family home sales report the highest year-overyear gains since November of 2016. The condo market shows sales growth in Sarasota but decreased in Manatee. Sarasota condo sales increased by the highest percentage so far this year, with a 22.1 percent increase to 315 sales. Manatee condo sales showed an 8.6 percent decrease to 181 sales in September 2019. “It’s always a good time to sell a home in our market and with low mortgage rates, buyers are even more attracted to make their purchase,” said Amy Worth, 2019 President of the REALTOR® Association of Sarasota and Manatee. “With the rise in sales this month, it’s clear that the buyers are here, now we just need more sellers to add to our inventory.” Overall, prices continue to rise year-over-year. The median sale price for single-family homes in Sarasota increased by 6.4 percent to $298,000, while Manatee single-family homes increased by 6.8 percent to $315,000. Condo prices increase by 6.7 percent to $199,000 in Manatee County and decreased by 1.8 percent to $232,000 in Sarasota. More listings were added to the market in September compared to this time last year. For singlefamily homes, new listings increased by 8.7 percent in Manatee County and by 4.5 percent in Sarasota. Condo new listings in Manatee increased by 36.2 percent, while Sarasota increased by 7.9 percent. “In the markets where we see a rise in sales, we also see a decrease in inventory,” said Worth. “The rise in new listings this month could help supply from

being outpaced by sales. If inventory continues to shrink, we can expect prices to keep increasing.” Combined inventory for both markets in both counties decreased year-over-year by 5.3 percent. Condo inventory in Manatee County increased by 6.5 percent while Sarasota decreased by one percent. Single-family home inventory decreased by 8.1 percent in Sarasota and decreased by 9.2 percent in Manatee County. A sellers’ market remains with the month’s supply of homes below the 5.5-month benchmark for a balanced market. The months’ supply of inventory increased for condos but decreased for single-family homes. Sarasota condo supply increased by 4.8 percent to a 4.4-month supply, while Manatee condos increased by 11.8 percent to a 3.8-month supply. Sarasota singlefamily homes decreased by 10.5 percent to a 3.4-month supply, and Manatee County decreased by 13.2 percent to a 3.3-month supply. The combined data for the two counties shows a 12.6 percent increase in pending sales. Single-family pending sales increased by 10.7 percent in Sarasota County and decreased by 0.4 percent in Manatee County. Condo pending sales increased by 16.5 percent in Sarasota and by 7.7 percent in Manatee. An increase in pending sales can indicate more closed sales in the coming months. Data and Disruption in the Commercial Market By: Susan H. Goldstein, 2019 CID President

A

s I return from New York City, having attended the Columbia Business School Leader’s weekend filled with information and inspiration, I want to reflect upon what this means for our commercial real estate division. Data and disruption are the relevant concepts. Data was at the forefront of the meeting. Business School leaders addressed how to prepare professionals to manage the vast flow of data and new technologies. Professor presenters discussed ways they analyze and interpret data. Collecting quality data is imperative and will shape our business climate. Disruption is a new fact of life in our business, and the pace is rapidly increasing. “Change at the fringes,” was a point made by Professor Rita McGrath, author of Seeing Around Corners. McGrath identified certain shifts in the business landscape that can either create new business opportunities (success stories such as Amazon) or can be the catalyst for disaster (such as the closing of Blockbuster and Toys R Us). Only those who train themselves to “see around corners,” and recognize the signs beforehand are positioned to succeed. In her discussion, she highlighted case studies such as BlackBerry and the rise of the Dollar Shave Club. Many of these cases illustrated the vulnerability of market leaders to disruption. I relate this back to our own industry and thought of how disruption has already occurred and will continue so long as innovation remains the new “American Pastime.” Just think back to the rise and fall of Xceligent. Data – to be clear, accurate data – is integral for us to perform our jobs as professionals. Technology has become the delivery source of this data. We have

clearly seen disruption from technology providers, and we likely will again. Your Association works to ensure we have a listing service that benefits us in a useful format and allows us to develop leads from both consumers and brokers. To ensure the delivery of accurate data, we need your help! One way or another, the data about listings, and to some degree transactions, relies on information we supply.

KEEPING COMMERCIAL DATA ACCURATE

A residential agent recently justified their listing a commercial property on Stellar MLS instead of MFCRE because it had national reach, and MFCRE only reached Sarasota and Manatee communities. This is not accurate. A national broker claimed he could not get information about properties for a targeted retail search without calling and compiling the information himself. This should not be true. We can make it crystal clear to our colleagues and consumers that we have superior tools and are committed to professional service. We can be prepared for disruption. Let’s be on the offensive instead of defensive. I ask you to supply as much information as accurately as possible. Input all public listings and their details into MFCRE. When you sell a property, provide the sale price and any relevant facts about the condition that impacts price. This is ultimately public information that we are trying to make easier for members of the commercial real estate community to use. There is value to us as brokers to be assured when we use MFCRE that all properties available appear in our search. When we are pricing a property, it is useful to use the comparable MFCRE information to easily access property sale attributes – such as whether the property is in shell condition or built out. Sale prices are public data, and we are simply making it easier for our community to access public information. Let’s work to optimize the data service we as a community have committed to support. Let’s take control of our market data and be in the driver’s seat the next time market disruption appears. •

n September, the Global Business Council took their first outbound trade mission to visit our Ambassador Association, FEDELONJAS, in Colombia. We began our journey in Bogotá, exploring the area and learning the history. The sprawling capital, in the Andes Mountains, is home to 8 million people and booming with high rises and cranes. Lonja de Bogotá, one of the 15 associations that comprise FEDELONJAS, hosted our delegation for a session on real estate in Bogotá, networking, and a property tour. Our group then traveled to Cartagena for FEDELONJAS’ 35th Annual Congress. The twoday event was attended by over 500 Realtors® and featured presentations on technology, economics, affordable housing, and investing. Opportunities to meet Realtors® from all over the world were plentiful. During the opening ceremonies, Maria Clara Luque, Executive President of FEDELONJAS, was awarded

the Patricio Samper Gnecco medal by Colombian Housing Minister, Jonathan Malagón. This national award is given to an individual for their outstanding contributions to housing and country development. We are looking forward to future events with FEDELONJAS! •

F

resh off the heels of Halloween, you can hear the sound of jingle bells riding the radio waves. While this kicks off the countdown to the holidays, let’s not forget about Thanksgiving. Whether you’re having beans, greens, potatoes, tomatoes, lamb, chicken, turkeys, you name it, there’s always a reason to look around you and be thankful for the location we live in and the people we have in our lives. The embodiment of this could not be felt more than in the giving nature of RASM and its YPN and Business Partner members.

BOWLING DAY RAISES OVER $8,000 Those who attended another successful YPN Bowling Day experienced the fun Flashback Friday themed event at AMF Gulf Gate, where we collectively raised a total of $8,904.95! Great job! With this donation, we continued our efforts to two very important causes in our community.

The first portion (20 percent) goes to our beloved RASM Scholarship Fund, where we give six college scholarships annually to students in need. They can use this towards housing, books, or technology needed to become the highest and best versions of themselves. Towards this cause we gave $1,780.99! Just as important is our named benefactor, Everyday Blessings, Inc. (EBI) Springboard Program. This locally, organic innovative program was designed for young adults 18-22 who are in the Extended Foster Care Program. EBI Springboard provides an array of real-life skills coupled with training, mentoring, and support to assist them in their transition into full independence. Often these youth do not have a circle of support from friends and family, increasing their chances of homelessness, incarceration, and unplanned pregnancies. To be candid, this program really hit home for me as I was in a program similar to this as a teenager. The executive director of the Springboard Program, Richard Stroud, was the manager at the YMCA Youth Shelter when I was a resident there in high school and without the support provided by programs like this, it would have been easy to take a different path in life. Fortunately for me, and many like myself, we have many caring and gracious people that care about those that are following in our footsteps. I’m very happy to announce that we raised $7,123.96 (80 percent) towards this goal.
