The five leaders singled out here have made extraordinary contributions and have positively impacted so many of us. They were nominated by their peers for their unique and ongoing contributions to RASM and to the communities we serve.

David Clapp - 2015 Realtor® of the Year The Realtor® of the Year recipient is chosen based upon the RASM member’s lifetime contributions to RASM, Florida Realtors®, plus service to the community and business accomplishments. Activities during the past three years are given priority consideration. This year’s recipient is David Clapp, managing broker and director of education at RE/MAX Alliance Group. David has been very active in association activities dating back to 2006. He served as a member of the Professional Development Committee from 20062011(chair in 2008); Realtor®-Attorney Joint Committee from 2011-2016 (Vice-Chair in 2015); Vendor Data Access from 2009-2010 (chair both years); Nominating Committee (2010 and 2013); Realtor® Safety Task Force in 2015; and the Board of Directors from 2007-2012. David has also been a major contributor to Association education efforts, serving as instructor for numerous contract and addenda courses, as well as Boot Camp classes and safety seminars. He volunteers his time with no compensation, and has been an enormous help to the Association for the past decade. With 37 years in the real estate industry, David continues to list and sell property, and also somehow finds time to manage an office at a large local brokerage.

Margo MacKenzie - 2015 Distinguished Service Award The Distinguished Service Award is given to a Realtor® whose service to RASM and his/her fellow members has been of such effectiveness and quality to deserve special recognition. This year’s recipient is Margo MacKenzie, agent with Wagner Realty in Sarasota. Margo has been extremely active at the Association for many years, particularly focused on international real estate. She served on the International Steering Committee from 2002-2006, returning in 2010 and helping shepherd the beginning of the new Global Business Council from 2012-2015. She chaired the group this past year, when GBC was awarded the coveted Platinum Council status by the National Association of Realtors® for outstanding service to members. Margo has also served on the Grievance Committee (2003-2005), Professional Development (2004-2009), Professional Standards (2006-2015), and the Board of Directors from 2013-2014. Canadian born and raised, Margo considers herself “almost native Floridian” as she has lived in the state for over 36 years. She’s been a full-time professional Realtor® since 1984, and is a Certified International Property Specialist. Margo’s achievement in guiding the Global Business Council to a status achieved by only 17 councils across the United States is truly remarkable. Congratulations! Stacy Tocci - 2015 Humanitarian of the Year The Humanitarian of the Year award is given to a member of RASM for significant contributions as a volunteer for an organization(s) or project(s) in the community. This year’s recipient is Stacy Tocci, agent with Michael Saunders & Company in Lakewood Ranch. Stacy was nominated for the Humanitarian award primarily due to her involvement with the Payton Wright Foundation, which works closely with families impacted by pediatric cancer. 2016 Florida Legislative Issues Editor’s Note: The following was supplied by Florida Realtors®:

Begin a phase-out of the current sales tax on business rent (commercial leases). Thousands of Florida businesses pay a 6 percent tax on rent and expenses, such as landscape services, insurance and property tax. Florida Realtors®, the Florida Chamber and other business groups support a reduction in the business rent tax from 6% to 5% effective January 1, 2017. There are two bills filed this session seeking a 1% cut in the commercial lease tax: SB 116 by Sen. Dorothy Hukill (R-Port Orange) and HB 247 by Heather Fitzenhagen (R-Fort Myers). The Senate bill had its first committee hearing recently. Florida Realtors® seeks a 1% reduction in the tax every year until it’s eliminated entirely. Florida is the only state that charges a tax on commercial leases. We are collecting examples of how the tax has discouraged businesses from relocating to Florida or prevented companies from expanding. Increase funding of the Sadowski Affordable Housing Trust Funds. Last year, lawmakers appropriated $175 million toward the housing trust funds, the highest funding level in eight years. We applaud lawmakers for recognizing the need to provide housing assistance for the elderly, persons with disabilities and low-income families. As the economy strengthens and housing prices increase, Florida’s housing programs will help families and individuals who may otherwise be priced out of the market to have a home. These funds are also critical to alleviating homelessness and providing seniors and persons with disabilities access to independence. Housing programs are also a boon to the economy and create jobs. The $326 million available for the housing trust funds in 2016 would create 32,000 jobs and generate $4.6 billion in positive economic impact. Cap fees charged by community associations for estoppel certificates. Florida Realtors® is once again advocating on behalf of owners of properties governed by a condo or homeowners’ association who are charged excessive fees for an estoppel certificate. This certificate is simply a statement of an owner’s financial status with the association that must be provided to a buyer or lender before the property can be sold or refinanced. Florida law allows community associations to charge a “reasonable” fee to prepare an estoppel certificate. Some associations, however, have turned what amounts to an administrative task into a revenue stream, sometimes charging more than $500 to prepare an estoppel certificate. Rep. John Wood (R-Winter Haven), who is also a Realtor®, is once again sponsoring a bill on this issue in the House — HB 203. three days early. This is an issue worth advocating for on behalf of hundreds of thousands of property owners who live in HOA and COA communities. Restore Florida’s water resources while protecting property rights. (No bills have been filed at this time for the 2016 legislative session) Florida Realtors® supports a water quality policy that provides healthy, clean and abundant supplies of water while also protecting Florida’s water resources. As the House and Senate develop their respective water policies and bills are filed and discussed, Florida Realtors® reminds legislators what’s important to the millions of property owners who are drawn to the state’s natural beauty and call Florida home: - Continue to use monies from the Land Acquisition Trust Fund to sustain and manage land and resources the state already owns. - Support programs that keep our springs, lakes and other water bodies free of harmful pollutants. Any approach to managing these levels should be science-based and comprehensive. - Expand the use of alternative water supplies and allow for new water storage efforts on agricultural lands. The need for clean and abundant water will only increase. According to the Department of Environmental Protection, Florida will need an additional 2 billion gallons of water per day by 2025 to keep up with the needs of an ever-growing population. It’s imperative that the Legislature develops a policy that addresses current and future water challenges facing our entire state. Enact tougher penalties for crimes against real estate agents. We recently marked the one-year anniversary of the tragic murder of Arkansas Realtor® Beverly Carter, who was found dead after showing a supposed buyer a vacant bank-owned property. Recent attacks against real estate agents in Florida have included armed robbery, kidnapping and ransom demands. Data shows that attacks against Realtors® are up 500% in a three-year period and that 70% of the victims are female. Florida Realtors® supports HB 47 by Rep. Kathleen Passidomo (R-Naples) and SB 214 by Sen. Nancy Detert (R-Venice), which apply tougher penalties on violent offenders who attack a “broker”, “broker associate”, or “sales associate” while they are in the act of showing or holding an open house of real property. Foreclosure by the numbers: Things are improving By Nancy Cason Syprett Meshad Law Firm While the “foreclosure crisis” is not exactly over; conditions are very much improved here in the Twelfth Judicial Circuit. In June 2013, the Florida Supreme Court adopted the recommendations of the Foreclosure Initiative Workgroup (Initiative) that was formed to identify the barriers that currently existed in the foreclosure process, propose strategies to address same, as well as a budget. The program commenced July 1, 2013. The various Clerks of Court from each judicial circuit were required to adhere to a uniform reporting procedure so that the effectiveness of the $35 million in funding received could be measured. The respective Clerks reported to the Office of the State Courts Administrator (OSCA) that published monthly foreclosure statistics for each judicial circuit in the State of Florida to show the progress of the Initiative. The Twelfth Judicial Circuit, (consisting of Sarasota, Manatee and DeSoto counties), (“Circuit”) has seen a significant decrease in foreclosure activity and the foreclosure backlog has been substantially reduced. In June 2012, one year before the Initiative was implemented, our Circuit had 16,629 pending foreclosure cases. In June of 2013, the month before Initiative started, our Circuit had 14,109 foreclosures pending. That number dropped to 6,337 in June of 2014 and as of June 30, 2015, there were approximately only 3,218 foreclosures pending in our Circuit. In addition to tracking pending cases, the Initiative also required the tracking of new case filings as well as the time between the initial foreclosure filing and final disposition of the foreclosure case. As for foreclosure filings, only 991 new foreclosure cases were filed in our Circuit in the first half of 2015, averaging about 165 new foreclosure cases each month. During that same six months, approximately 2,328 foreclosure cases were disposed of, resulting in an average disposition rate of 388 active foreclosure cases each month. This is excellent news for our real estate market as foreclosure cases are being resolved at twice the rate they

T are being filed, and the number of pending cases as of June 2015 is essentially half of what it was just one year earlier, and five times less than what was pending just three years earlier. Although this is unquestionably positive news for our Circuit, the foreclosure forecast for the rest of 2015 and 2016 is not as bright and sunny as it would seem from these numbers. Even with monthly average dispositions in our Circuit at twice the rate of new filings, the time frame from initial filing to disposition still remains one of the highest around the State. Of those cases pending as of June 30, 2015, more than half (about 1,845) have been pending for more than 1 year and approximately 35% of the active foreclosures have been pending for more than 2 years. As of the end of June 2015, the OSCA statistics show that the average number of days from initial filing to disposition in our Circuit was 672 days. Compare this figure to the statewide average of only 591 days. Although the disposition rate for the first half of 2015 far exceeded the rate of new filings, I do not expect for that trend to continue so strongly throughout the remainder of 2015 or into 2016. below last October’s totals of 3,791 in Sarasota County and 2,832 in Manatee County. In 2013, there were roughly 5,500 properties for sale in Sarasota County and 5,000 for sale in Manatee County. Those figures have trended lower for over the last two and a half years, and the current level represents a major drop from those totals. Normally, the market continues to grow through the early months of the year as property owners test the waters during the height of season. Last year and the previous year, the inventory peaked in February. If that trend continues, local agents should expect a very busy season once again. The two-county area saw the month’s supply of inventory remain well below the 6 month level that defines a market in equilibrium between buyers or sellers. The figures once again were between 3.5 and 3.9 months – slightly higher than the recent norms in both counties for both single family and condos. Median days on market were between 36 and 55 in October, nearly the same as in September, and lower than the 47 to 55 range from last October. This indicates homes continue to sell more quickly than last year. Those numbers have remained fairly steady in the past few months. New pending sales, which reflect new contracts written in the twocounty area, were down slightly from September and also from last October, so November and December could see a cooling off period for the hot market. The first 10 months of 2015 remained on a record pace, and we will likely see the highest number of sales in the region’s history by year-end. So far, Sarasota County sales are 630 ahead of last year’s record pace, and November and December sales would only need to average about 560 sales per month to

The October real estate market in Sarasota and Manatee counties remained strong, with overall sales slightly lower than September and last October, but median sale prices up substantially over last year at this time. Property sales in October totaled 880 in Sarasota County and 708 in Manatee County, for a combined 1,588, down about 1 percent from the September total of 1,608. The median sales prices saw both increases and declines. Single family homes in Sarasota County saw an increase of almost 3 percent from September to October. In Manatee County, there was a drop of 2.6 percent in the single family category. Condos in Sarasota County saw a drop of 5 percent from September to October, while in Manatee County condo median sale prices rose about 8 percent from September to October. Comparing prices this October to last year at this time, all categories rose. The biggest increase by category came in condo sales in Manatee County, which saw prices rise by 29.7 percent year over year. By contrast, Sarasota County saw a modest condo median sale price increase of 5.7 percent. For single family homes, Sarasota County recorded a 17.9 percent rise and Manatee County saw a 12.1 percent rise. “This market has been on an historic roll in 2015, and we typically experience some degree of leveling off in overall sales as we enter the traditionally slower early fall months,” said Stafford Starcher, president of the Realtor® Association of Sarasota and Manatee. “However, the higher median sales prices, particularly compared to last October, indicate that our market remains popular and buyers have not been deterred innovative by the price level rise agent services we’ve witnessed.” IMPACT The inventory of TARGET properties on the MARKETING market rose by about 6 Elizabeth Reynolds percent from September MARKETING DIRECTOR in Sarasota County to 3,533. Manatee County is 660 sales ahead of last year’s pace, and would need to average 360 sales in the next two months to break the all-time record of 8,004 sales set in 2013. “We are certainly living in historic times, based on the overall sales to this point in the year,” noted Starcher. “The future is always unpredictable, but based upon the enthusiasm, professionalism and competence of our real estate agents, I see only bigger and better things ahead for our market.”

Global Entry program speeds travelers through process The Global Entry program is a “must have” if you spend any time traveling abroad, and excellent for your international customers who own property in Florida and travel back and forth to their home country. The program will save them time when entering the U.S. once they obtain their Global Entry Card. This is a great information service to share with your international customers. Global Entry is a U.S. Customs and Border Protection (CBP) program that allows expedited clearance for pre-approved, low-risk travelers upon arrival in the United States. Members enter the United States through automatic kiosks at select airports. At airports, program members proceed to Global Entry kiosks, present their machine-readable passport or U.S. permanent resident card, place their www.MyRASM.com

fingerprints on the scanner for fingerprint verification and complete a customs declaration. The kiosk issues the traveler a transaction receipt and directs the traveler to baggage claim and the exit. Travelers must be pre-approved for the Global Entry program. All applicants undergo a rigorous background check and in-person interview before enrollment. While Global Entry’s goal is to speed travelers through the process, members may still be selected for further examination when entering the United States. Any violation of the program’s terms and conditions will result in the appropriate enforcement action and termination of the traveler’s membership privileges. Thanks for a great year for WCR!

As 2015 is coming to a close, it’s a good time to reflect on the year’s events and to thank all members who contributed to the continued success of the chapter. Change was in the air as the chapter provided new times and events for our members. We held Breakfast and Luncheon Business Resource Meetings along with four new Socials. The Socials provided additional networking opportunities and were a huge success. This year’s Fashion Show on Sept. 16th was enjoyed by more than 350 people. Thank you to all our Fashion Show volunteers who served as committee members and the models and sponsors that helped create another successful event. We contributed $1,000 to Family Promise of Sarasota from the Fashion Show. The chapter contributed $1,000 to RPAC and remains a Sterling R Donor for 2015. The organization helps by providing practical relief for day-today expenses, such as food, fuel and housing, so the family can devote full time and energy to the child’s care and treatment. In addition, Stacy has worked with the Juvenile Diabetes and Breast Cancer foundations locally. Originally from Bucks County, PA, Stacy has lived in Lakewood Ranch since 2005. Sharon Gould - 2015 Newcomer of the Year The Newcomer Award is presented to a new member of the Association who has demonstrated exceptional involvement and commitment to the objectives and goals of RASM. This year’s recipient is Sharon Gould, an agent with Coldwell Banker Residential Real Estate. Sharon has hit the ground running at RASM, and her energy and enthusiasm permeates her work on the Community Outreach Committee. She spearheaded the new partnership with the Sarasota County School District for a RASM Reading Mentor Program, gaining the participation of over 100 members. Sharon was a graduate of the 2015 Leadership Academy, and was selected by the group to lead their activities. In addition, she worked tirelessly on the Committee Fair for the group, helping promote the various outreach programs tackled in 2015. Peter Salefsky - 2015 President’s Award The President’s Award is a special honor bestowed by the current RASM President to a member of RASM who best embodies the Realtor® spirit and has contributed to and supported the President’s goals for the past year. IMPORTANT DUES INFORMATION – PLEASE READ CAREFULLY 2016 Dues Invoices Are Now Available and Due Dec. 15th For the Who, What, When, Where, and Why’s regarding mandatory electronic online dues payments, please visit the RASM website at www.MyRASM.com and click on the MEMBERS tab near the top of the page > FAQ’s > Dues and > Accounts.

• When and Where are dues invoices sent?  Individual dues invoices are available @ http://www.MyRASM.com (under MY ACCOUNT at top, right of the page), where they can be viewed, printed, and paid. In addition, an email was sent to all members notifying when the invoices were produced and available for payment.

• What is included on this dues billing?  Annual dues: Local, State, National, CID (if applicable), Global Business Council (if applicable) and voluntary RPAC.

• Payment Methods: ELECTRONIC PAYMENTS ONLY!  Two payment options: 1. Deduct directly from your checking account via: A. Debit card (MC, V) – the easiest way to have the payment deducted from your checking account. (please note that if your debit card is simply an ATM card without a MasterCard or Visa symbol it will not work). If you use a debit card with the MasterCard or Visa symbol, you will check “credit card” as payment type *(log-in required). B. Electronic check – use same information as on your check. 2. Credit card (MasterCard, Visa, or American Express).  Instructions for all payments  Go to www.MyRASM.com  Click on MY ACCOUNT at top, right of page and log in  Under My Services, click on “Pay/View Bill Online”  Continue until you see the successful transaction page  Online charges will appear on your bank and credit card statements as “Realtor Association/MLS Chicago IL”  To print a copy of your invoice, click on the invoice number OR Come to the RASM offices and use our computer in the lobby which is programmed to open directly into the log-in screen and has easy instructions located at the workstation for your use.  Once payments are made online, they are updated to your account within 72 hours. We encourage you to go online to check the status of your account.

• Due Dates, Termination of Services, and Refund Policy  Due: December 15, 2015; Past Due: January 15, 2016, 5:01 p.m.  $50 late fee assessment on open balances as of January 15, 2016, 5:01 p.m.  Members with open balances as of 5:01 p.m. on January 15, 2016 will be subject to suspension of all Realtor® services.  Members with outstanding balances at 5:01 p.m. on February 16, 2016 will be terminated. Reinstatement any time in 2016 will require payment in full of all amounts due at date of termination, plus a $75 RASM reinstatement fee.  For a member whose license is placed inactive prior to Jan. 1st and who has paid their invoice, the inactive member will receive a full refund of the payments made.  For a member whose license is placed inactive on or after Jan. 1st and who has paid their invoice, all payments received are non-refundable. www.MyRASM.com
