Community Associations: Three Realities You Can’t Escape All community associations have three things in common. Membership is mandatory. Buying a home in a community association automatically makes you an association member—by law. Governing documents are binding. Association governing documents can be compared to contracts. They specify the owners’ obligations (following the rules, paying assessments) and the association’s obligations (maintaining common areas, preserving home values). You must pay your assessments. Associations have a legal right to place a lien on your property if you don’t pay assessments.
But, take heart! Associations also have three realities they can’t escape. Associations have an obligation to provide three broad categories of service to residents. • Community services. o For example, these can include maintaining a community website, orienting new owners or organizing social activities. • Governance services. o For example, establishing and maintaining design review standards, enforcing rules and recruiting new volunteer leaders. • Business services. o For example, competitively bidding maintenance work, investing reserve funds responsibly, developing long-range plans and collecting assessments. By delivering these services fairly and effectively, community associations not only protect and enhance the value of individual homes, but they provide owners an opportunity to participate in decisions affecting their community and quality of life. President’s Message By Matt Metz SRCA Board President
Your Scottsdale Ranch Board of Directors is comprised of people just like you – proud residents of Scottsdale Ranch – who want to volunteer their time to make sure this community maintains its position as the best place in the Valley to live. The board members you vote for have tremendous experience – years of working for companies or running their own businesses, serving in the public and private sectors. They have the desire to serve, and a passion for helping Scottsdale Ranch. But unlike our Executive Director and her able staff, what most board members don’t have is a deep knowledge of how homeowners associations work, all the issues that arise in the management of a large association such as SRCA, and the business model under which the association works. That’s why, a few years back, your Board of Directors passed a resolution that requires annual and continuing education for all Board members; we want the team that sets policy for Scottsdale Ranch to be just as informed and capable as the boards that run other companies and organizations. Late last year, still in the midst of the pandemic gripping our country, our Board participated in another of these training opportunities. As we participated in this event, I realized that as residents of Scottsdale Ranch, you might also benefit from some of these lessons, so I’ve highlighted a couple of the key takeaways from our most recent training: • Be fair, sympathetic, reasonable and consistent in the application of rules. It’s important that the actions of the Board and the HOA are not perceived as being applied in a discriminatory or inconsistent manner. That means looking at prior decisions and also means putting ourselves in the shoes of our members when making decisions. • Make sure our Architectural Review process is fair and consistent. Have clear standards against which applications are evaluated. In the few cases when requests are denied, be able to explain the exact reasons for the denial. If done correctly, the applicants should have enough information that they can re-apply with (sometimes) small changes and be approved. • Ensure the HOA is sufficiently insured. We live in a litigious society, so having the proper levels of insurance is critical to protecting the financial well-being of the association and thus its members. • Don’t be afraid to ask for expert help. In fact, when the Board asks for the advice of experts – be they attorneys or contractors or consultants – the Board helps protect Scottsdale Ranch from liability during litigation. • Follow Arizona Open Meeting Laws and strive for transparency. This is something at which SRCA excels. We give lots of notice of Board and committee meetings and make it easy for members to attend. In fact, one of the very few benefits we’ve seen from doing business during the pandemic is that by holding our meetings electronically, more homeowners have been attending our meetings than when we were meeting face-to-face at the Community Center. These aren’t the only lessons Board members are expected to understand, but these are some of the more important ones. Although we are volunteers, your Board wants to act responsibly and professionally as we serve to protect the quality of life and property values throughout Scottsdale Ranch. 4

Board Briefs November 17, 2020 Board of Directors Meeting • Adopted the 2021 budget as presented. The annual assessment for 2021 remains at $395.00 per unit. • New homeowner representative code of conduct approved. December 15, 2020 Board of Directors Meeting • Approved the contract for Arizona Pump to remove a waterfall pump and install a new submersible pump. • Approved the proposal for Arrowhead Environmental for the dredging of the lake sedimentation in the lake coves adjacent to the Community Center and between Unit 8 and Heritage Village IV. • Approved the use of a heavy microbe treatment to reduce the sedimentation in Lake Serena. • Approved the 2021 Board meeting dates to remain on the 4th Tuesday of every month unless affected by a holiday. • Set the 2021 Annual Meeting date for Thursday, April 15, 2021 at 7:00 p.m. • SRCA will continue with the current procedures for the office and community center. Important Information About Assessments By Ricki Stamos SRCA Bookkeeper
We’d like to take this opportunity to thank each of the homeowners here in Scottsdale Ranch who have paid their 2021 Annual Assessment. By paying your annual assessment in a timely manner, you are not only insuring that Scottsdale Ranch Community Association continues to remain in good financial standing, you are also helping to ensure that we are able to perform the many tasks and duties for which the association is responsible. As you are probably aware, the 2021 Annual Assessment in the amount of $395.00, was due on January 1, 2021. Invoices were mailed to all homeowners in December 2020. Payment was considered delinquent if not received in our office by January 31, 2021 thus giving homeowners ample time to make a payment without incurring a late fee. A 10% late fee of $39.50 was added to any unpaid accounts on February 01, 2021. If payment on unpaid accounts is not received by February 28, 2021, interest will be added to the account at the rate of 12% per annum. This fee will continue to be added to unpaid accounts each month until payment is received.

If payment is not received by April 30, 2021, a lien will be placed against the property through the Maricopa County Recorder’s Office, lien filing/release fees will be added to the account and further collection action may be necessary. This means that the property cannot be sold until the past due payments have been paid and having a lien filed against your property could affect your credit. Should a homeowner’s assessments continue to be delinquent, their account may be turned over to an attorney for collection action without further notice from the Association. Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt.

The three compliance items below are issues residents seem to struggle with the most. Here are the basic facts. City of Scottsdale Bulk Trash Service • Scottsdale Ranch is designated by the City as Area 1 for bulk trash pick-up. • While the City allows 9 days for trash to be placed out before the week of pick-up begins, the SRCA rules are more restrictive, allowing 5 days. So basically, you can place trash out the Wednesday before the week of service begins and no later than 5am on the Monday service begins. • Placing bulk trash out more than 5 days before the week of pick up could result in a fine of $150.00. • If the City does not pick up your bulk trash during the service week, you need to contact them immediately at 480-3125600. • Place brush and bulk trash 3 feet apart and DO NOT block the sidewalk. Blocking a City right-of-way is a City code violation and you could be cited for it. • Please visit the City of Scottsdale website for the annual service schedule and lots of helpful information on bulk brush and trash pick-up. There is also the annual schedule included in this magazine that you can clip and save. www.scottsdaleaz.gov/solid-waste/brush-bulk-collection On-Street Parking • Before any vehicles may be parked on the street, all parking
spaces on the Lot or Parcel located within an Owner’s garage and on an Owner’s driveway must be used for parking vehicles. • It is expected that garages will be utilized for parking of vehicles. If there is excessive street parking there may be a need to verify the garage is being used for parking and not storage. • The intention is to keep the streets as clear as possible. While we understand jockeying vehicles around with multiple drivers in the home is inconvenient, but it is expected that vehicles will be moved off the street when a space becomes available in the garage or on the driveway. SRCA Architectural Approval for Exterior Changes • Owners are required to submit an application for review and approval by the SRCA Architectural Committee for any changes that affect the exterior appearance of a property or the site prior to the commencement of work. • Commencing work before obtaining approval will result in a $250.00 fine. • Painting your home, even if it is the same color, requires prior approval. This rule was put into place as the paint palettes are occasionally updated and some colors may no longer be available. • Dumpsters and portable restrooms that may be required for a project must be submitted for approval prior to placement. • All required forms and information regarding architectural changes can be obtained via the SRCA website or by contacting the SRCA office. • Sub-Association residents are required to submit to SRCA first and then to their sub-association. • If you are not sure if you need approval, please contact the SRCA office. We want all residents to be successful in following the rules of the association and we are here to help. As of this printing, both are still not available, but we have high hopes that the Community Center and Pontoon will become available at a later date in 2021. The kayaks, canoe and paddleboat are available on a limited basis, so please call me to check availability and make a reservation. It’s as Easy as 1-2-3: Using the Plan Your Project Checklist All architectural applications have a required list of items to be submitted with the application for processing. These are conveyed in prepared individual project lists that are called “project checklists” for your ease. Using our “plan your project” guide on the website you can easily prepare your submittal and turn in all the required documents and pictures in one easy communication. For example, if you decided that you want to change your front door and you send in an application and write in the description of “replace front door” and submit just the application, we will not have enough information to process your request. We need the new front door picture, existing front door picture, new door materials, color of metal or wood, glass information and information as to the existing side lights and transom windows. Will these windows be removed/replaced or if they will remain? All these items are listed on the entry doors project checklist. This generates a follow up email when the checklist of required items is sent to you so the information can be received, and the submittal can be processed. If the attached checklist is not followed and a reply email is received with only a picture of the new door, this is not all the required information. Another email is now to be generated. Often it takes up to 2 weeks and sometimes longer of back and forth communications to gather all the necessary information for processing. This information is conveniently listed on the website, on the same page as the architectural application in the checklist of items required for processing this type of submittal. To help reduce the time to process your submittal especially during these busy times, please find the checklists to be your friendly tool to making your life easier. Just click the house picture on the front page of the www.scottsdaleranch.org website that says Plan my Project. This will guide you to submitting the required information to properly submit an architectural review. Please remember…when in doubt, submit.
As of the printing of this magazine, the SRCA Administration office is open to homeowners by appointment only. While AZ is still seeing cases rise, we would encourage you, when you can, to continue to use email and phone to communicate with us. Please call the main office number at (480) 860-2022 to schedule an appointment, if necessary. Please note that we will have strict guidelines for those residents who must be in the office for those appointments. Expectations of homeowner/residents making in-office appointments with a staff member: • Face masks must be worn by employee and homeowner/ resident at all times during the appointment. • Appointment to take place in the conference room. • Prior to confirming an appointment, we will ask the following questions: o Have you traveled out of the state or country in the last 30 days? o Do you or anyone who you reside with have any symptoms of COVID-19? o Has anyone you have come in contact with in the last 30 days been diagnosed with COVID-19? Office staff will continue to work their regular schedules either from the office or remotely from home and are available via email or phone during normal business hours. If you need to send us something, please do so by email or US mail. We also have a permanent drop box which is on the wall by the bulletin board outside of the front office doors. If you have an item that is too large to fit into the drop box, please reach out to the office staff to make arrangements to drop the item(s) off at the SRCA office. The Community Center is available on a limited basis for board and committee meetings of no more than 30 people. All clubs, groups and events are cancelled until further notice. ATTENTION!! The use of SRCA facilities and amenities are voluntary and at your own risk. Scottsdale Ranch Community Association cannot ensure that all areas are free of COVID–19 or other pathogens. The Association is not the guarantor of your personal safety. Spring is around the corner and is the perfect time to ref lect on what went well and what may be improved in your landscape. The night-time temperatures are slowly rising, and the danger of overnight frost has passed by mid-February. The day-time weather is gradually getting warmer and spring blooming plants are starting to show their true colors. Enjoy this time before summer hits us with both fists! Plants that were dinged by frost can be trimmed back to live wood. Many species like Lantana, Hibiscus, Bougainvillea, Orange Jubilee and Yellow Bells have been hit by frost and can be rejuvenated by mid-February. New growth will begin to emerge once the temperatures gradually increase. Slowly increase water to these plants and fertilize with a balanced fertilizer of nitrogen, phosphorous and potash for improved growth and blooms. A blend of 18-6-6 or Miracle Grow, which is easily found in stores, will provide good results for most plants. Nitrogen, the first number in the blend, will help with leaf development, phosphorous, the second number in the blend, will help with root production and potash, the third number in the blend, is an all-around benefit to the plant. Turf areas will begin to transition to its’ Bermuda base or if you did not overseed this year, Bermuda will begin to emerge from dormancy. Slowly increase water to turf areas and mow a little lower each week to encourage more sunlight to reach Bermuda and warm the soil. Eventually, Bermuda should be mowed at 1”-1.5” for best results. Fertilize with a balanced fertilizer every 4 to 6 weeks and adjust run times on the irrigation system based on temperatures and rain predicted in the forecast. This past year was one of the hottest and driest years in recorded history for Arizona. It put a strain on plants and trees and increased your water bills to help your landscape survive. Be sure to go through your irrigation system to ensure it is functioning efficiently and delivering water to the intended target. Water is a finite resource that will need to be strictly managed for our landscapes to remain healthy and functional.

Are you interested in joining a SRCA Committee? The committee structure at SRCA provides the Board of Directors with advisory assistance in making decisions. Committees of the Association are established to assist the Board of Directors in studying an area of responsibility, obtaining information, evaluating requests, evaluating projects, furnishing recommendations for action, furnishing recommendations for Association policies and rules, and generally overseeing specific areas of the Association as assigned by the Board. It also provides a means for utilizing the specialized knowledge and expertise of members and affords them the opportunity to contribute to the operations of the association. Gradually inserting low water use or desert adapted plants into your landscape will help control water usage as well. Many species introduced from Australia have adapted well to Arizona and add color to your landscapes. More and more local nurseries are carrying these plants in their inventory and will be a welcome addition to your gardens and planter beds.

Hopefully, this winter has been mild enough not to cause major damages to your plants. We look forward to spring, baseball and family visiting while our beautiful weather reminds us why we live here. 2021 cannot be worse than 2020 was, so let us all be thankful we made it through and look forward to better times in 2021 in your landscape and life.

Mercado Spotlight Crave Grounds: Little Donuts, Big Coffee Gourmet Coffee with Hot and Fresh Mini Donuts Crave Grounds opened in the Mercado on February 8, 2017. As more coffee retailers moved to a model of impersonal drive thru service, owner Jim Murphy wanted to create a comfortable neighborhood coffee shop. After teaching at Dobson High School for 10 years, Jim left the teaching world to follow his passion for coffee. He partnered with Elevate Coffee Roasters and created a new espresso blend available only at Crave Grounds. After finding the perfect blend of coffee, Crave Grounds needed something to involve the entire family, and the concept of “made-to-order� mini donuts was deemed the winning combination. Crave Grounds was the first and continues to be the only made-to-order mini donut shop in the Valley. From its inception, Crave Grounds has been actively involved in the community, often times donating donuts and coffee to surrounding schools and hospitals. Crave Grounds has also partnered with a variety of local businesses and events around the Valley, serving up hot and fresh mini donuts and cold brew coffee. Crave Grounds has a mobile events unit that has set up at Laguna Elementary, the Downtown Donut Fest, Phoenix Rising Soccer Club Stadium, Phoenix Fan Fusion, and many weddings and events. Crave Grounds has found success keeping its original coffee blend, and hot and fresh mini donuts, and has recently added a number of different food options, including avocado toast and honey lavender toast. As more of Scottsdale Ranch makes it their regular neighborhood coffee shop, Crave Grounds has recently received approval to turn a landscape peninsula

Amenities News From Laguna By Brooke Williams Principal
Greetings from sunny Laguna Elementary School! We have been in session since August in a variety of ways. All of our students have either been in person or online since the start of the pandemic. We couldn’t be prouder of our Laguna teachers, staff, students, and families for all of their hard work, patience, help, and support this year. All of our students have worked hard to stay on task, wear their masks, social distance, wash their hands, and help keep others safe. Though it has been a trying year, exciting things are still happening at Laguna! Our office recently underwent a makeover, we had a virtual Spirit Assembly, and celebrated Spirit Week. At Laguna, we love calling ourselves “one big happy family!” And, our families’ participation is still very important to us, even during this pandemic. So, we’ve had to be extra creative with how we involved our families in the classroom this year. Many teachers have invited their parents to read “virtually” to their classes on Microsoft Teams or Zoom. We’ve also installed high-tech cameras in each classroom to film certain lessons to make them accessible

to all students. This has also made it possible for families to attend holiday parties on a virtual basis. Most exciting news of all is that we are already well underway in our three-year accreditation process to become an official STEAM School. As you know, STEAM stands for Science, Technology, Engineering, The Arts, and Mathematics. STEAM is an inquiry-based method of teaching and learning. All of our teachers have been going through extensive training in order to become a STEAM School. Being a STEAM School means that we encourage children to learn through the process of asking questions, working together, and problem solving. Many traditional schools simply teach students to find an answer, but at Laguna, we go one step further. We encourage students’ curiosity! We want students to ask who, what, when, where, and why. We really focus on the why. And, rather than just asking our students what they want to be when they grow up, we ask them what problem they want to solve! Their answers are always aweinspiring! We want our students to have real-life problem-solving skills, while still learning how to read, write, and solve math problems. We’ll continue to keep you notified of all the great things going on at Laguna. In the meantime, thank you for your continued support of your neighborhood school. We have really appreciated all of your support and help over the years and this year has given us an even deeper appreciation for our wonderful community. Feel free to donate to the Hospice of the Valley even if you are not holding a sale. Hospice of the Valley will also be taking donations for their ‘Patient Care Packages’ program which brings joy and comfort for those patients who are facing life-limiting illnesses. Kayaks, the paddleboat and canoe are available for use. These activities are free of charge: 2 x Single Kayaks 2 x Double Kayaks 1 x Paddle Boat 1 x Canoe
Reservations are required. The further in advance you make a reservation, the better chances your requested date will be available. A rental agreement form must be submitted along with a copy of your homeowner’s insurance declaration page. At this time the SRCA Pontoon Boat is NOT available for rides. This is to ensure we keep staff and residents safe by following the CDC and social distancing guidelines. The use of any above are at your own risk. SRCA Homeowner Portal and Board Election The SRCA annual homeowners meeting and board election is just around the corner being held April 15, 2021. We encourage all homeowners to participate in the HOA election process. This year will be a little different with the roll out of a homeowner portal and mobile phone app. Watch your mail for full information on how to register for the portal and mobile app that will be sent to all homeowners. The homeowner portal has an additional benefit as registered user will be able to vote electronically in the annual election just like previous years but using the portal. The electronic voting process through the portal will remain an easy process and very similar to the previous process with candidate biographies available to review before you vote. If electronic voting is not an option for you or you prefer to vote with a mail-in ballot that option will still be available. Comprehensive information regarding the options to vote will be mailed to each homeowner the 2nd week in March. Please take the opportunity to participate in the governance of your community!! 20

It’s everyone’s favorite time of the year…that’s right, tax season. While filing your taxes may not be anyone’s most enjoyable activity, it can serve as a great reminder to double-check our sensitive personal information. The Social Security Administration is a great source of information and provides numerous useful tips on keeping that information safe from would-be criminals. The Social Security Administration does keep our records confidential, but those would-be criminals are constantly exploring new ways to get that information from us. Identity Theft: Identity theft still remains one of the fastest growing crimes in the United States. A dishonest individual who obtains your social security number will often use it to get other personal information about you. They can use your SSN and your good credit to obtain more credit in your name. They then utilize those credit cards without worrying about paying the bills. You may not discover that your identity has been compromised until you get turned down for credit or you start to receive calls from creditors demanding payment for items that you never purchased. How might someone steal your Social Security Number? • Stealing wallets, purses, and your mail (bank and credit card statements, pre-approved credit offers, new checks, and tax information). • Stealing personal information, you provide to an unsecured site on the Internet, from business or personnel records at work and personal information in your home. • Rummaging through your trash, the trash of businesses and public trash dumps for personal data. • Posing by phone or email as someone who legitimately needs information about yours, such as employers or landlords. What if you think someone is using your Social Security Number? If you suspect that someone is using your social security number for work purposes, you should contact the Social Security Administration to report the issue. You may also review earnings posted on your Social Security Statement. The Statement is available online to workers 18 and older. To get your Statement, go to www.socialsecurity.gov/myaccount and create an account. What if an identity thief is creating credit problems for you? You should go to www.idtheft.gov and report the identity theft to the Federal Trade Commission (FTC). That website is a one-stop national resource to learn about the crime of identity theft. It provides detailed information to help you deter, detect, and defend against identity theft. You may also want to contact the IRS to check your recent tax returns. Identity Thieves often use the social security numbers of their victims to file false tax returns. If you are eligible for a tax refund, the thief could file a tax return before you and collect the refund. If you think you may have tax issues from identity theft, go to www.irs.gov/uac/Identity-Protection or call 1-800-908-4490. You should monitor your credit report on a regular basis. You can get free credit reports online at www.annualcreditreport.com. 26
