ALL CA FOSTER KIDS CAN NOW ATTEND

Children and teens in foster care across California will be able to attend state and community colleges free of charge under legislation signed into law this week.

Through the new Fostering Futures program, the state will allocate $25 million to cover tuition for foster youth attending a California State University, University of California or a community college, according to state Sen. Angelique Ashby’s office. The funding also covers the cost of housing, books and food.

Vice President Kamala Harris said extremists want to “replace history with lies” as she traveled to Florida on Friday to assail Republican efforts to overhaul educational standards, plunging into a battle over schooling that has rippled through classrooms around the country.

“ They dare to push propaganda to our children, ” she said in Jacksonville. “ This is the United States of America. We’re not supposed to do that.”

Her trip came two days after the Florida Board of Education approved a revised Black history curriculum to satisfy legislation signed by Gov. Ron DeSantis, a Republican presidential candidate who has accused public schools of liberal indoctrination. The new standards include instruction that enslaved

people benefited from skills that they learned.

“How is it that anyone could suggest that in the midst of these atrocities that there was any benefit to being subjected to this level of dehumanization?” Harris asked.

She did not mention DeSantis by name, instead referring to “so-called leaders.” However, the speech was another example of how Harris has been the White House point person for addressing cultural issues such as race, schooling and abortion that DeSantis has taken on in the governor’s office and on the campaign trail.

In the midst of this, “we”, the everyday people, are the real hope because the democracy in which we live allows us to make decisions concerning our lives with our votes. But if we fail to vote, then those who would take our God given rights, our freedoms which we enjoy without appreciation or commitment, the takers of these rights will do so with our unspoken permission.

I speak of those minority Republican interests in every state who have organized to take over legislative bodies, at all levels of our society, drawing political districts through gerrymandering so that a few can control the lives and activities of the majority by making laws against their interest, and the planning of restructuring America’s checks and balances as provided in the Constitution of the United States.

Let’s each of us pick three issues of importance to us right where we live and question what can those who have been elected by us or our friends and neighbors do to make those issues a reality. Questions to be asked: Where do those persons seeking our votes stand on issues of healthcare, homelessness, and feeding and nutrition programs? Those who are against “our” interest have their own. We must find people who think like us to run against them. We must not allow campaign dollars from big money and slick ads to get us to vote against our own interest.

There are a number of things we should all be concerned about as so many around us focus on summer vacations, the excessive heat, fires and floods. We are saturated with the media each day. So many of us are caught up in the acts of survival; facing things like maintaining income or no income at all for shelter, food and living expenses. We have very little time or interest in the politics

Fighting for Greater Visibility for Diabetic Men and Women

More than 25 years ago, I collapsed onstage while performing. I had no idea what was happening, but that night in the hospital, when I was diagnosed with Type 2 diabetes, my life was forever changed. At first, I was angry, and I was terrified. I watched my aunt and uncle lose their sight, and my mother lost both her legs before she died in her 60s due to diabetes. I know firsthand the toll that this disease can take. It took me a while to do something about my diabetes. I was in denial. I kept my old unhealthy eating habits. If it was battered or fried, I ate it!

Eventually, I realized my glucose levels weren’t getting any better, and I knew it was time to do something. I made a conscious choice to prioritize my health and change my way of living. I turned to my love of cooking to overhaul my diet. It meant I had to put down the butter and pick up the vegetable steamer. I would even take my pots and pans with me on tour and cook in my suite with ingredients from the local farmer’s market, just so I could better control my food intake. Has it been easy? No. But has it paid off? Absolutely.

If we remember that our votes are one of the means we have to safeguard the freedoms we have, even if it looks like we are not getting our share, then we maintain a voice in laws and policies being made that affect us. We the people, “us”, can change the people in Congress and State legislatures voting against our interest and the democratic way of life guaranteed by our Constitution. It’s time for us to get “woke” and get involved.

I am proud of how far I have come on my health journey, and I am blessed and privileged to have an incredible support system in my doctors, family and friends. But millions of Americans in this country are not as fortunate.

According to the Centers for Disease Control and Prevention, about 1 in 10 Americans have diabetes (34 million), and approximately 90% of them have Type 2 diabetes. Black people are 60% more likely to develop diabetes than white people, and in 2018, the U.S. Department of Health and Human Services found that Black people were twice as likely as white people to die from diabetes.

Lots of things are making this true, but it doesn’t have to be this way.

Living with diabetes has never been easier; insulin pumps talk directly to continuous glucose monitors and automatically deliver insulin, and you can

keep a close eye on your glucose levels from your smartwatch or phone without pricking your finger — no one likes to do that!

But this amazing technology is still not in the hands of people in Black communities and communities of color. A recent survey of people with insulin-treated diabetes found that most believe they deserve new technology to manage their disease, and I couldn’t agree more.

Why are so many of us out here fighting diabetes with the same old tools that have been around since my aunt, uncle and mother were diagnosed? If today’s health care system provided more coverage for (and access to) these technologies, millions of lives could be saved.

Diabetes is often invisible to everyone except those living with it, and for too long, minorities have felt invisible in this country. They deserve to feel seen and heard. I am proof that you can not only live with Type 2 diabetes but also live well with it. I am not a diabetic, I’m a divabetic! And I am proud of it.

The ageless and iconic singing group, The Temptations had a song a while back titled, “Ball of Confusion”. It painted a dim view of what was happening in the world at the time. The year was 1970.

Some of the lyrics said, “Evolution, revolution, gun control, sound of soul. Shooting rockets to the moon, kids growing up too soon. Politicians say more taxes will solve everything. And the band played on”.

Sometimes these old school songs mirror what is happening in our country during these times. Few would argue that the political landscape is uneven and unpredictable. Both sides have positions sometimes that are problematic. The American people over time have increasingly lost faith in the system. The Republican Party, for example, is at a crossroads. Too much wrong and not enough right has crept into the GOP. Many critics have said that it has become a shell of itself.

The in-fighting and public displays of anger (PDAs) are being viewed by all of us. It is my opinion that this vitriol will not be ending any time soon. Meanness and mayhem will be with the Republican Party as the 2024 elections draw near.

My 4th quarter view is that they have not always been that way. If you are a Democrat or an Independent, you are flummoxed as you look at the circus-like atmosphere the Republican Party has created.

Local Children’s Author and Illustrator Hold Book Signing for “JOSIAH the GREAT”

“I’ve been inspired to do art my whole life. From a young age I really enjoyed drawing. I also watched my father draw a lot. I feel it ’ s extremely important for children to see images that look like them in books. It inspires them to do anything they want,” Harbison said.

It is very important we see positive images that reflect who we see in the mirror. It helps build self-esteem, self-confidence and inspires us to greatness. An African proverb says, “Until the lion tells the story, the hunter will always be the hero.” It is time for the lion to tell its story of greatness.

Rochelle Dawson and illustrator Kaelyn Harbison hosted a book signing event for their new children’s book, “Josiah The Great”. This event had music, face painting for the kids and food was provided by Chicken Shack.

“Josiah is an amazing young boy who has been introduced to many new experiences. Through those experiences he takes the reader on an adventurous journey where he discovers what it means to be Great!,” said Dawson. The book inspires the reader to believe in their inner greatness.

“Books like these are so important to the children of our community. They need to be exposed as much as they can to images that look like them. It makes the stories more relatable to our children and inspires them to read more,” said Eleanor Hamilton, a retired San

Diego Unified School District Counselor who attended the event.

Rochelle Dawson is a native of San Diego and graduated from Morse High School. She was

inspired to write this book for my grandson, Josiah. Her hope is that children can read her book and see that it is the simple everyday things they do that make them great.

“This book teaches that kindness, being thoughtful and having confidence are great qualities to have. My childhood was from a time when children played outside, drank from the water hose and lived for summer breaks. I wanted to show the reader that there is so much more to experience outside of the virtual world,” Dawson said.

The book’s illustrator, Kaelyn Harbison, also a local San Diegan, has been drawing ever since she can remember.

"Most landlords wanted to do a background and credit check along with income verification,” Keys, who lives in the Wilmington neighborhood of Los Angeles, told California Black Media (CBM).

After securing Section 8 housing at his current residence, where he’s lived for five years, Keys’ challenges did not end.

"During the COVID-19 pandemic, our landlord tried to raise rent, but we as tenants petitioned against it, pushing back that they couldn't do that,” Keys said. “We were facing a global pandemic at no fault of our own. Many of us were on unemployment and they even attempted to receive back rent.”

Keys eventually accepted a minimal rent increase due to a change in his income which is allowed as income must be reported to the local Housing Authority.

For many tenants like Keys, who receive rental assistance through the HCV program, the California Department of Justice (DOJ) reports that it is common for landlords to raise their rents in violation of the law, while adhering to established rent caps for renters who pay market rates.

On June 30, California Attorney General Rob Bonta issued a letter to all housing authorities in the state, reminding them that tenants who receive Section 8 Housing Choice Vouchers are protected under California’s Tenant Protection Act (TPA).

According to the DOJ’s Housing Justice Team, there have been numerous complaints about some local housing authorities approving rent increases that exceed the TPA’s rent cap.

Landlords receiving approvals for rent increases may think they are in compliance with state and local law, but Bonta clarified in his letter that any rent increases outside of the guidelines of the TPA violate state or local laws and are “plainly wrong” and that the DOJ is taking those violations seriously.

Bonta emphasized that recipients of Section 8 vouchers are equally protected under laws that establish rent caps.

“As California grapples with an unprecedented housing crisis, it’s critical that we work together to protect those most at risk of losing their homes,” said Bonta. “Section 8 recipients are some of the most vulnerable of California’s tenants and subjecting them to illegal and burdensome rent increases is unfair and may contribute to homelessness.”

In the letters, Bonta explained that California’s TPA, which bars landlords from raising rent for most tenants by more than 5%, plus inflation, or 10% total each year, whichever is lower, applies to recipients of the Section 8 Housing Choice vouchers and other similar housing assistance programs.

“Unfortunately, there are some shady landlords who are not in compliance with how Section 8 operates,” says Joel Green, 38, a landlord who provides permanent and supportive housing for the elderly at Abode Communities. “Some private landlords discriminate, or they judge tenants based on

The federal government’s Section 8 HCV program – whose waiting list is currently closed for public registration due to a backlog of applicants -- is the country’s major program for assisting very low-income families, the elderly, and the disabled to afford safe and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are allowed to find their own housing. The participant is free to choose any housing that meets the requirements of the program.

Housing choice vouchers are administered locally by public housing agencies (PHAs).

The PHAs receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program.

Housing subsidies are paid to the landlord directly by the PHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

Another landlord who spoke to CBM off the record said sometimes landlords do not intend to increase rents, but “problematic” tenants give them few options.

She said those tenants sometimes ill-treat or damage the properties they rent, which leads to “harsher-than-normal wear and tear, lead-

As more cities across the United States struggle with housing affordability and availability, the federal Housing Choice Voucher Program is in high demand. In densely populated cities such as Los Angeles, the waitlist can be abnormally long, authorities point out.

Recently, Mayor of Los Angeles, Karen Bass pleaded with local property managers and private landlords to take at least one to two vouchers during the city's State of Emergency against homelessness, which she declared in January. California’s housing affordability problem is a major contributing factor to the state’s homelessness crisis, which is having a disproportionate impact on Black Californians. About 30 % of the state’s approximately 160,000 homeless people are African American. Blacks make up less than 6 % of the state’s population.

Last week, Bonta provided legal guidance to local governments, warning them that the DOJ is willing to take legal action against cities that “frustrate” the state’s efforts to increase housing supply by enacting “emergency zoning ordinances.”

“Under California law, urgency zoning ordinances can only be enacted if a high bar is met. Unfortunately, we are seeing urgency zoning ordinances that fall short of meeting that high bar,” said Bonta. “Every community must do its part to build housing. I encourage local governments to take a good look at their urgency zoning ordinances for compliance.”

Emergency Solutions Grants

These funds are for improving the quality and number of emergency housing solutions, including shelters and transitional facilities for the homeless and supportive services to prevent at-risk families or individuals from becoming homeless.

Housing Opportunities for Persons with HIV/AIDS

This funding is for housing and supportive services for those living with HIV/ AIDS. Potential projects include housing operations assistance, tenant-based rental services and supportive services such as nutrition assistance.

29 Ballot Drop Boxes Open for District Four Special Primary Election

As of Tuesday, July 18, registered voters in the Fourth Supervisorial District can return their mail ballot at any one of 29 official ballot drop boxes located around the district.

Mail ballots to nearly 400,000 registered voters in the Fourth Supervisorial District for the Aug. 15 special primary election may have [been] received as early as Monday, July 17.

What do the Registrar’s official ballot drop boxes look like?

The Registrar’s official ballot drop boxes are red, white, and blue and feature the Registrar’s logo along with the County seal. All boxes are labeled “Official Ballot Drop Box” and constructed from high grade, heavy gauge stainless steel.

Each ballot drop box is designed to prevent physical damage and unauthorized access to mail ballots. The boxes feature double-locking access doors, anti-pry door jambs, and other anti-theft construction measures. The Registrar’s ballot retrieval team is responsible for collecting ballots inside the box.

How do I return my ballot to an official ballot drop box?

Mark your ballot, seal your completed ballot inside your return envelope, date and sign your name on the return envelope, and return it in the mail or to one of the Registrar’s 29 official ballot

drop boxes around the district. Remember, your signature is required for your vote to count.

Twenty-two official ballot drop boxes are located outdoors and are open 24-hours a day up until 8 p.m. on Election Day, Aug 15. Seven are located indoors and access to those is available during the individual facility’s hours of operation.

With that in mind, voters should check each location’s hours of operation before heading out to return their ballot. Find the closest one to you by visiting the Registrar’s online locator tool.

When the new Southeastern Live Well Center opens to the public this fall, visitors will walk through the building and find themselves on an artistic journey. Thirty-three local painters, sculptors, woodworkers and multi-media artists have combined their talents to tell the stories of the community and illustrate the beauty of its diversity.

One of the feature pieces is incorporated into the building’s central stairwell. It is a multimedia display using textiles to represent cultures of the past, present and future by Kumeyyay artist, Francisco Eme and ceramic artist, Evan Lopez.

A Southeastern Live Well Center community celebration will take place Saturday, October 14.

County Ordinance Update Aids Housing Production, Affordability

The County Board of Supervisors has approved a 2023 Housing Zoning Ordinance Update that incorporates 21 state laws to help make housing more affordable and accessible for people experiencing homelessness.

The update will also focus on creating housing for people who have lower, moderate and middle-class incomes. The update complements how the County is supporting housing production through:

• I nnovative neighborhood planning efforts.

• Improvements to its approval process.

• The assessment of available land.

• The infrastructure needed to support housing in unincorporated communities.

The update allows the County to continue to weave equity into housing planning by making it easier to have accessory dwelling units in more places.

This combines with state laws to create more opportunities for firsttime home buyers by allowing property owners to subdivide their lot to build small homes such as townhomes. Making it easier to build midsized multifamily housing developments of 3 to 10 units streamlines the process to provide housing options for unsheltered residents.

Supporting Families

Updating the local ordinance brings state and County rules into alignment providing more clarity on the process.

The Board approved going beyond state laws. New affordable housing can now be located one mile away from a major transit stop instead of a half mile.

Other pro-housing efforts through

the County’s Planning and Development Services department that go beyond state law include:

• Making more housing projects “by-right”, which means removing steps from the permitting processes and reducing the time, cost, and risk to develop housing in certain locations.

• S treamlining development of senior housing by reducing permitting requirements.

• A llowing for smaller homes that are likely to be more affordable through a small lot subdivision ordinance.

• Further streamlining the construction of accessory dwelling units.

• Developing an inclusionary housing policy that will produce additional affordable housing.

In May, the County also committed $14.5M to carry out actions that remove barriers to housing production by saving time and providing certainty in the development process which include:

• O ffering pre-approved plans for single-family homes.

• A ccepting tiny homes on wheels as an approved housing option.

• Making it easier to get a building permit if you have a previously approved home design.

• G uaranteed approval timelines for the different types of housing and shelters.

• Technology changes that aid project tracking.

• More transparency, customer education, guidance tools and support.

The Board’s action is the result of extensive community input and engagement through webinars and outreach events on the new state laws.

Rep. Barbara Lee PAC Launches “Rescue Mission” After Falling Behind in Polls, Fundraising

A Super PAC supporting Rep. Barbara Lee (D-CA-12) is making a push for her to secure a spot among the top-two candidates in the close race to succeed Sen. Dianne Feinstein (D-California) in the U.S. Senate.

The PAC’s organizers stated that they need to start introducing Lee to a

broader statewide audience immediately and outlined an ambitious goal for a TV advertising budget.

So far, Lee’s outside group ‘She Speaks for Me’ has raised more than $1.5 million in the second quarter, which surpasses the $1.4 million the campaign has in the bank so far. However, that amount is

lower than the fundraising totals of her Democratic rivals, Reps. Adam Schiff (D-CA-30) and Katie Porter (D-CA-47). Schiff’s campaign has raised nearly $30 million while Porter’s campaign has netted over $10 million.

Forcibly Removed from School Board Meeting

Last week, State Superintendent of Public Instruction Tony Thurmond was removed from a Chino Valley Unified School District board of education meeting after speaking out against a policy requiring school staff to notify parents if their child identifies as transgender.

Thurmond was invited to the meeting by students concerned about the policy. After Thurmond spoke, he was verbally attacked by the board president, Sonja Shaw. “You’re in Sacramento purposing things that pervert children,” she said.

Advocates to Gov. Newsom: Ban Cannabis Products Targeting Children

Thurmond has been a vocal advocate for LGBTQ+ rights and has spoken out against book bans.

The Chino Valley school board voted to approve the policy, which is similar to Assembly Bill 1314, authored by Assemblymember Bill Essayli (R-Riverside) which failed to get a hearing in the state Assembly. Essayli also spoke at the school board meeting and received mixed reactions from the attendees.

That evening, California Attorney General Rob Bonta issued a statement urging the school district to protect students’ privacy.

Eliminates Fees Domestic Violence Survivors Pay for Case Evidence

Sen. Dave Min (D-Irvine) last week announced that Senate Bill (SB) 290, “Domestic Violence Documentation: Victim Access,” was signed into law by Gov. Gavin Newsom.

The new law modernizes the Access to Domestic Violence Reports Act of 1999 to make it easier for domestic violence survivors to access the evidence they need to try to obtain court-ordered legal protections. SB 290 eliminates the fees for digital records, including 911 recordings and photographs of injuries, property damage, or other abuse, that have been passed along to crime victims since 1999.

“Until now, DV survivors have had to pay for the evidence they need

to seek legal protections from their abusers, often at exorbitant costs they cannot afford,” said Min. “SB 290 will allow more DV survivors to seek and receive the protection measures that will keep them safe.”

The new law applies to domestic violence, sexual assault, human trafficking, stalking, and elder and dependent abuse survivors.

Justice-related costs are common for victims. Female victims pay over $1,000 after they petition courts for protection. The estimated lifetime costs of abuse—including the costs of court, health problems, and lost productivity—are $103,767 for women and $23,414 for men.

Small Business Owners Applaud Superior Court for Extending Enforcement on “Rushed and Unfair” Privacy Rules

Last week, The Sacramento Superior Court delayed the California Privacy Protection Agency’s (CPPA) enforcement of new privacy regulations until March 29, 2024.

This provides a one-year compliance period as approved by voters in 2020’s Proposition 24 vote. The CPPA finalized the regulations on March 29, 2023, and had planned to begin enforcement on July 1, 2023.

Regulations include the right for consumers to correct inaccurate personal information businesses

collect, the right to opt out of certain “sharing” of data rather than just the right to opt out of “sale” of data, and the right to limit the use and disclosure of sensitive personal information.

Many businesses across the state opposed the CCPA timetable for the regulations, arguing that they did not have enough time to comply before the levying of penalties began.

Last week, a coalition of groups committed to raising awareness about the cannabis industry’s practice of targeting children through marketing, called on Gov. Gavin Newsom to enact a “Cannabis Candy Ban.”

Youth Forward, an organization working to shape cannabis policy, is leading the charge with a petition to direct tax revenues from marijuana into youth and community reinvestment programs.

“Currently, the industry legally sells cannabis products that mimic wellknown household brands and features bright colors, fonts and cartoon food images that are attractive to children,” said Youth Forward in a release. “The success of the cannabis industry should not cost the safety of California youth and children.”

Act, Assembly Bill (AB) 1207, authored by Assemblymember Jacqui Irwin (D-Thousand Oaks), passed the Assembly with a 61-0 vote in May. The bill aims to prevent children from consuming can -

nabis products by regulating packaging and advertising.

AB 1207 is currently under review in the Senate Appropriations Committee.

The Black in School Coalition (BISC), a statewide alliance of scholars, educators, and community leaders that advocates for more funding for Black students in California's public schools based on performance, has expressed gratitude to Gov. Gavin Newsom and the California Legislature for adopting a revised version of the Equity Multiplier in the 2023-24 budget. The recently approved budget provides $300 million in new ongoing education funding as part of the Local Control Funding Formula (LCFF).

In April, BISC organized a rally at

the state Capitol, where more than 2,000 students gathered to oppose Newsom's original Equity Multiplier plan. They were concerned it did not adequately address the unique challenges Black students face.

The newest iteration of the plan adds a stability indicator requirement to the formula and now accounts for additional factors, such as chronic absenteeism, which will result in more resources directed to California's lowest-performing students, who are disproportionately Black.

The top five school districts benefiting from these new funds are:

Los Angeles Unified: $42.3 Million, Fresno Unified: $16.6 Million, San Bernardino City Unified: $9.2 Million, Lancaster Elementary: $8.8 Million, and Twin Rivers Unified: $7.5 Million.

“Our coalition’s robust advocacy efforts have been a powerful catalyst in addressing the need for this Administration to support Black students. There is still a tremendous amount of work to be done, but we applaud our state leaders for taking this critical first step to provide better education supports,” said Dr. Margaret Fortune, speaking on behalf of the BISC.

Kenyans are preparing for tough times after lawmakers approved tax increases that are even unpopular with supporters of the president who once vowed to reduce the cost of living.

That prompted civic leaders to warn against a return to the ethnically charged violence that has plagued Kenya in the past.

African Rights Group vs U.S. Corporation

Protests against the taxes led by opposition leader Raila Odinga have turned violent. Stone-throwers have clashed with police in Kenyan cities during a second round of demonstrations within a week.

According to local media reports, three schoolchildren were rushed to the hospital in Kangemi on the outskirts of Nairobi after police sprayed tear gas into their school

Christian and Muslim leaders have now been urging President Ruto to repeal the finance bill, warning that Kenyans face a level of hopelessness that “can easily inspire insurrection.”

Ruto sought to justify the increased taxes as the only way to reduce borrowing for a government struggling with a public debt of $67 billion and is classified by the World Bank as being at high risk of debt distress.

And the people’s consent can be withdrawn at any time, with or without an intervening election. That is the essence of government by consent rather than by coercion. It is not about how many MPs support you. Rather it is about how many Kenyans do.”

African Rights Group Calls Intel to Dismiss Exec ‘Spreading Homophobia’

Over a dozen organizations have signed on to a petition seeking the removal of a senior employee in the multinational Intel Corporation allegedly spreading anti-LGBTQ sentiment in several African countries.

The rights groups allege that Intel’s vice-president of global regulatory affairs has been “actively responsible for exporting, financing and spreading hate, homophobia” on the continent for decades, through the American conservative organization, Family Watch International (FWI).

The conservative (FWI) is run by the executive’s wife and has been actively lobbying high-ranking African leaders and lawmakers to deny the rights of the LGBTQ community.

The U.S. group is described as a “hate group” by the U.S. civil rights group Southern Poverty Law Center.

“(FWI) has sponsored trips for politicians and diplomats from Kenya, Uganda and other African countries to … train them on their extremist agenda against homosexuality, sexuality education and reproductive rights,” said Jedidah Maina of the Trust for Indigenous Culture and Health, the Kenyan non-profit that filed the petition.

The U.S. group has been active in other countries such as Ghana and

Mozambican Ex-Minister Faces U.S. Trial over $2B ‘Tuna’ Scam

A former government minister reputed to have orchestrated the embezzlement of over two billion dollars and the fabrication of a daring conspiracy whose victims were Swiss bankers, American investors and global lenders, has been extradited to the U.S. where it is hoped that justice will finally be served.

With the money he obtained from allegedly committing fraud and money laundering, the ex-minister from Mozambique, Manuel Chang, was going to buy a tuna fish factory for his (impoverished) country with borrowed moneyabout two billion dollars.

Chang won over American investors, the political elite, Swiss bankers, and the current Mozambican

president, Felipe Nyusi. Three Credit Suisse bankers signed on as did Russian lender VTB.

Some money was indeed used to buy ships and other things related to the investment project.

However, the ships were never used and are rotting away in Mozambique’s ports. Also, they were not bought at normal prices but at hugely inflated prices.

The promised benefits for Mozambique were not realized at all. There was no added value. Instead, a huge mountain of debt was created. The cost so far is about USD 11 billion or the country's entire gross domestic product in a year.

The economic consequences will cost many people their lives, or already have.

Now, after sitting in a jail in South

Africa since December 2018, Mr. Chang has another place to goa prison in the U.S. where he is expected to await charges in the US relating to loans obtained from Credit Suisse and Russia's VTB bank that were guaranteed by the Mozambican government.

UK authorities have already fined the investment bank $178m over the scandal. The fine was part of a $475m settlement with UK, Swiss and US regulators.

The son of Mozambique's former president received a 12-year jail sentence over the $2.2 billion fishing project scandal that triggered an economic crisis in the country.

Manuel Chang, accused of receiving bribes of up to $18 million, pled not guilty in a federal court in New York, on July 13, 2023.

The former minister had fought his extradition to the U.S., and the Mozambican government’s own attempts to have Chang face trial in Mozambique had been dismissed by several South African courts. Some groups opposed his return to his own country because of concerns that he would likely be treated leniently.

In a letter a month ago to U.S. District Judge Nicholas Garaufis, one of Chang’s attorneys sought to have the case dismissed, asserting that Chang’s right to a speedy trial had been violated. Kickbacks were also given to some senior politicians. He has also been denied bail. The judge, citing the amount of money involved and the gravity of the charges, agreed with prosecutors that he could be a flight risk.

At least 10 people have already been convicted and sentenced to

Kenya, which have witnessed moves to introduce similar legislation over the past year – and that the American officer’s alleged involvement in “anti LGBTQ+ advocacy” goes against Intel’s public support for LGBTQ+ rights.

The (FWI) website carries a denial of the claims against them. “Despite media reports to the contrary, (FWI) has never advocated for or lobbied in favor of Uganda’s anti-homosexual bill, nor were we ever involved in promoting Uganda’s previous anti-homosexual bill – in fact, we opposed them both. (FWI) has never supported any efforts in Africa to promote anti-homosexual bills.”

But rights groups insist that the opposite is true. “There is nothing organic about the wave of anti-homosexuality bills we are seeing,” said Muthoni Ngugi, the head of the East Africa Legal Service Network, one of the organizations supporting the petition.

NLOB’s Veterans Helping Veterans Project Brings Out a Crowd

There were some serious health and veteran’s benefits-related conversations held at the Never Leave One Behind Veteran Fair held last Saturday at the Jackie Robinson YMCA.

No subjects dealing with health or financial-benefits were off limits at the NLOB community information day event. Informative speakers willingly shared their knowledge (with) all of the room’s interested listeners. Cancer, COVID, blood pressure, diabetes, stress, cardiovascular issues and much more were some of the health-related topics of discussion. Non-veterans were also invited to attend the gathering for the health & wellness portion of the special event.

MULTIVERSE of TALENT

Each year Montreal becomes a mecca for an eclectic gathering of rising stars as well as the crème-de-la-crème of musical legends. George Benson, Herbie Hancock, Buddy Guy, Diana Krall, and Macy Gray were just a few of the beloved American headliners who thrilled the diverse Montreal audiences at this year’s 10-day fest. Add to this a multiverse of artists from globe-spanning countries, and it’s easy to see why now, in its 43rd year, this inclusive, welcoming musical confab is the world’s largest jazz festival. Approximately 3000 artists from 30 countries play at the gathering each year, and, remarkably, most of the events are free. Venues large and small are spread throughout Montreal’s centrally located Place des Arts, where crowds abound from early afternoon to the wee hours of the morning.

Among the performances that made lasting memories:

23-year-old jazz phenom Samara Joy tops the list, performing at the elegantly appointed Monument-National. Her 90-minute dreamscape of standards included a flawlessly executed “Stardust”; Thelonius Monk’s “Round Midnight,” which showcased her expansive vocal command; and a show-stopping Nancy Wilson classic “Guess Who I Saw Today,” uniquely arranged with a jaw-dropping twist at the end.

Cimafunk, in contrast, lit up the open-air TD Stage with an energy explosion of Cuban rhythms spun wildly with funk, Afrobeat and hip hop. The Grammy-nominated showman’s name “cimarron,” denotes his Cuban/African roots.

Herbie Hancock announced to an adoring crowd from the Salle Wilfrid-Pelletier stage, “This is just a warning. This will be a weird set.” And the master kept his word. The 83-year-old Unesco global ambassador’s love of electronics has established him as a pioneer in the use of electric piano, clavinet, and his signature keytar mobile synthesizer. Drawing on his creative ingenuity, the convention-breaking artist teamed with a masterclass of accompanying music legends Terrence Blanchard, Lionel Loueke, bassist James Genus, and drummer Justin Tyson. Weird or not, judging by the appreciative ovations of the crowd, his was a wonderfully innovative and memorable set.

Le Balcon, an intimate space that one enters by passing through Montreal’s centuries old St. James Church, featured Michelle Sweeney, one of Montreal’s treasured soul and R&B entertainers. Rooted in gospel, Sweeney rocked the stage, belting out tunes covering James Brown, the Supremes, Michael Jackson, and a crowd favorite, Tina Turner. Indeed, with its numerous street performances, jam sessions, workshops and late-night concerts, what a wonderful world it was for the thousands who attended, basking in the unique and cosmopolitan charm of Montreal’s ever-vibrant musical scene.

“Kids have so many questions about their bodies, some practical, some pure curiosity. Sadly, society sometimes chastises children for even asking these questions. By better understanding their bodies though, they can adopt good habits that stay with them for life, and learn about physics and biology in a fun way,” says David L. Hu, Ph.D., a professor at Georgia Institute of Technology and author of “The P Word: A Manual for Mammals.”

Dr. Hu, an award-winning scientist, animal expert and author, wrote “The P Word” for his 10-year-old son, who like many children his age, is eager to learn more about his body. While previous books dealing with this topic are written with teenagers in mind, Dr. Hu believes it’s important for younger kids to enter puberty already having all the facts about their biology. His book, meant for ages 7-12, introduces the penis as an organ that unites all biologically male mammals. It’s meant to serve as a gender-neutral, definitive resource about the penis for kids, providing tools kids need to recognize and name their body parts, understand when something might be wrong and practice good hygiene.

The San Diego Association of Governments (SANDAG) is seeking contractors to deliver the Del Mar Bluffs Stabilization 5 (DMB5) project. This project is a maintenance of way project, to maintain the existing track and protect it from erosion, seismic events, and wave action. The project site is located along a 1.6-mile portion of the existing NCTD railroad ROW in the City of Del Mar that extends from rail Milepost (MP) 244.1 near Coast Boulevard south to MP 245.7 at Torrey Pines State Beach. Generally, construction will consist of installation of new trackbed stabilization improvements, including installation of up to 180 new CIDH soldier piles, a 5ft deep continuous concrete grade beam between the piles, and tieback anchors. Retrofit of existing solider piles with 5ft deep continuous concrete grade beams, and addition of tiebacks if necessary. Installation of approximately 2098 LF of new seawalls at the toe of the bluff consisting of CIDH piles with exposed steel members above the surface and wood lagging in between. Additionally, select areas behind the seawalls will be filled at a 2:1 slope to catch mid-bluff, with some areas requiring a full regrading of the slope at 1.5:1 with surface stabilization. Revegetation of fill slopes and regraded slopes will be required. The project also includes installation of drainage improvements including new storm drain pipelines and outlets to the beach, concrete-lined trackside ditches, underdrains, new and modified inlets to existing storm drain systems, concrete channels, splash walls, new channel aprons, and new and modified drainage structures. Installation of supporting structures for select drainage improvements will be required including installation of a soil nail wall adjacent to a new concrete-line trackside ditch, and a solider pile wall to support portions of a concrete channel that runs along the eastern upper bluff. Installation of access road improvements including re-grading of the existing access road and addition of stabilizing material to surface the road. For the SWPPP, this project is a Risk Level 2.

This project is federally funded and has a DBE goal of 17.16%. The Engineer’s Estimate is $45,050,394.00. This project is subject to the Community Benefits Agreement (CBA).

Lola Ree Tate

Lola Ree Tate was born in Forest, Mississippi on April 23, 1920, to Viola and Elijah Denham. She is one of four children. She had three brothers. She accepted Jesus Christ as her Lord and Savior at the age of 12 and was baptized by Rev. J.J. Overstreet, Pastor of Concord Baptist Church. She received her education at the local schools in Forest, Mississippi.

On May 15, 1935, Lola met Robert P. Tate, and on December 4, 1939, they got married in Jasper, Alabama. Lola and Robert resided there until 1942 when Robert was called to active duty in the United States Army. After he was called to active duty, they moved to Indianapolis, Indiana and resided there from 1942 to 1950. Lola and Robert moved to San Diego, California in 1950 and united with Greater Trinity Missionary Baptist Church under the leadership of Pastor W. L. Gayton. Lola served in various positions in the church. She organized the Visitation Committee, the B Sharp Organ Club, and taught Sunday School and Mission Lessons for the Esther Circle. Lola served as Vice President of the Mission. She served as Membership Clerk and Financial Secretary for twenty-two years. She was the personal Secretary to Pastor Gayton.

Lola was the last living member whose name is on Greater Trinity’s Cornerstone. She served at Greater Trinity Baptist Church faithfully until 2009, when Lola joined her son, Rev. Dr. Donald Owens at Exodus Church. Mother Lola Tate attended faithfully up to the age of 101, when her health would not permit her to attend. Lola was a charter member of the Agnes Knight Study Charity & Social Club and Honorary Charter Member of Exodus Church.

In 1957, Lola attended Grossmont School of Nursing and was the first African American Nurse at Grossmont Hospital. She spent her entire Nursing Career at Grossmont Hospital in La Mesa, California until she retired in 1981 to care for her husband.

Lola was preceded in death by her husband Robert Paul Tate, her mother and father Elijah and Viola Denham, and her three brothers. Lola had no biological children.

She leaves to mourn her adopted son Rev. Dr. Donald (Beverly) Owens, grandchildren, Monee (Andre) Bell, Tanya Reynolds, Roman Owens (Andrea) and great-grandchildren; Aarrion Allison, NaJae Reynolds, Grayson Owens, Andre Bell Jr., and Monet Bell, cousins Rosa Davis (San Diego), Shirley Ann Wilson (San Diego), John E. Forte (Los Angeles), Henry C. Forte and Gregory Forte (San Diego), Brenda Pierce and Preston Pierce (San Diego), Danielle Jackson and Marley Jackson (New York), and a host of adopted children; Pearl (Ed) Andrews, Larry Wilson, Stephanie Wilson, Vermell Cannie, Cynthia Forsythe, Maretta Frierson, Dr. Mary Cannie, Princess (Daniel) Stewart, Donald Flemister, and many other young people who referred to her as Mother Tate. She also leaves behind her special friends, the 5:30 a.m. Gym Friends, her special friend Jackie, who did her nails, special friend Sis. Delores Caldwell and former landlord Thomas and residents at 415 D Street, Chula Vista, CA.

Ernest Lee Lench, Sr. was the son of Lillie M. Hicks and Norman A. Hicks. Ernest was born in Oakland, California in Highland Hospital on November 13, 1969. Ernest made his eternal transition on July 9, 2023 at Alvarado Hospital in San Diego, California.

“Ern” spent his formative years in San Diego, where he attended Emerson and Baker Elementary School, as well as O’Farrell School of Creative and Performing Arts, excelling in dance and graphic arts. Ernest graduated from Clairemont High School in 1988.

He also participated in Lincoln Park Pop Warner football, Southeastern Little League, and high school football.

After high school, Ern ventured out to different cities including Oakland, California; Vincennes, Indiana; Melbourne, Florida; and Pensacola, Florida. In these areas, he developed skills of becoming a very creative chef and learned the art of maintenance on just about any object. He also crafted his passion of graphic arts in these areas.

Upon returning to San Diego in 2013, Ern held various jobs in the restaurant business, maintenance work, and professional auto detailing. Ernest was in the process of starting his own line of graphic art clothing line when he passed.

Ernest leaves this earth to his mother and father, four children: Ernest Lee Lench, Jr., Deonte Lench, Lyric Lench, and Iyesha Marion, two grandchildren: Rosabella Lench and Zion Lench, brother Charles Jones, Sr., several nieces and nephews, numerous aunts, uncles, cousins, and friends. To mourn his passing includes life-long friends Jawanna Carter, Ramon Aguirre, Maria Regalbo, and Rodney McKinney.

Ernest was preceded in death by his younger brother Joseph A. Jones. Ernest, our son, you will be missed. Rest on Ern, in your spiritual journey.

How to Navigate Palliative and Hospice Care

Chronic obstructive pulmonary disease (COPD) is also referred to as emphysema or chronic bronchitis and makes it hard to breathe. During every stage of the disease, starting when a person is first diagnosed, different supportive care options are available that can improve quality of life, including palliative and hospice care.

It’s important for families affected by COPD to have a plan in place regarding these care options. Having trusted tools and information can make getting the conversation started with healthcare providers easier.

That’s why the American Lung Association, in partnership with Embassy Health, has launched a new campaign to educate patients and families about the benefits and differences of palliative and hospice care.

Palliative care provides specialized medical care for people living with a chronic or serious illness. Surprisingly to many patients, it’s appropriate at any stage of COPD. Early delivery of palliative care has the

potential to reduce unnecessary hospital admissions and the use of health services. In fact, it’s never too soon after a COPD diagnosis to ask a healthcare provider about adding in palliative care.

The intent of palliative care for those living with COPD is to improve their

condition, manage symptoms and address their wishes and treatment goals. These services are often provided by a team of palliative care specialist doctors and nurses, social workers, nutritionists and spiritual advisers, and can take place in the home, a hospital, outpatient clinic, assisted living facility, nursing home

or palliative care center. When curative treatment options stop working, it’s often referred to as end-stage or advanced COPD. This can be an extremely difficult time for patients and families, and a time where they need to make difficult decisions.

One treatment option for advanced COPD is hospice care. Hospice care focuses on bringing comfort and relief to a person with life-limiting COPD who has opted to no longer seek curative treatment. The goal is to consider the patient’s overall wellbeing and improve their quality of their life.

While many worry it’s too soon to start talking about hospice care, many patients discover that it comprises much more than end-of-life care.

Hospice care is delivered by a multidisciplinary team that can consist of nurses, doctors, social workers, spiritual advisors and trained volunteers. Everyone works together with the patient and their caregivers to provide medical, emotional and spiritual support. An approach to care, not a place, hospice can be offered in the home, a care center, hospital, assisted living facility or hospice center.

Diddy Announces Launch of ‘Empower Global’

Sean “Diddy” Combs recently announced the launch of Empower Global, a digital marketplace aimed at helping consumers discover and support Black-owned businesses, Revolt reports. The newest e-commerce platform aimed at providing opportunities to help Black owned-brands reach a larger consumer base, Empower Global already boasts more than 70 Black ownedbrands including Scotch Porter, Buttah Skin, Cool Creative Clothing, and Coco & Breezy. Currently, there are more than 1,000 items available for purchase on the platform.

“For a long time, I thought about how to create radical change. Over the years I’ve realized radical change starts with us. I’m extremely passionate about creating a platform that will show the power of unity. [Through] my life’s work and the different stages of success, I’ve realized for our people to break through and advance we have to do things together,” said Combs.

Empower Global joins the ranks of other Black-businesses aimed at helping circulate the Black dollar back into the community. Companies like We Buy Black, Official Black Wall Street, and Shoppe Black all focus on providing options for consumers looking to support Black-owned businesses across markets.

The company partnered with other Black-owned companies for its build out, TechSparq handling the build and design with support from ChatDesk. Empower Global has also partnered with UPS for Days of Deals where select sellers will provide discounts on certain products and offer free shipping for a limited time only. Empower Global is hoping to expand from their initial 70 brands to more than 200 by the end of 2023.

DANNY SCARBOROUGH BORN

Danny Lyon Scarborough, born on July 27, 1947, made his mark as an innovative, Emmy Awardwinning choreographer/dancer and as one of the first well-known African Americans to go public about having AIDS.

In 1977, while teaching in the Black Studies department at San Diego State University, he founded SDSU’s Black Repertory Theatrical Experience and for the next decade, he wrote, directed, and choreographed each of its concerts. The dramatic performances combined blues, jazz, and spiritual forms with African-themed dance expressions. The Los Angeles Times called him “San Diego’s missionary of Afro-American culture.” In 1978, Scarborough’s group received an Emmy for his choreography of Roots, inspired by Alex Haley’s novel and the television miniseries of the same title. Although no complete list of his works has been compiled, two additional plays, Daybreak in Alabama and The Path are among them.

Danny Lyon Scarborough died on May 10, 1989, at the age of 41. San Diego State University honors Scarborough’s memory by annually offering the Danny Scarborough Scholarship.
