that the city they love is in dire need of additional housing—decides that they want to subdivide that property into 20 1-acre lots, from the moment they have the land surveyed and the plat filed with the city they begin paying taxes on 20 separate lots at a much higher, developed rate. Thus, it is a huge risk for someone to develop their property. In Juneau, where we have had exactly 1 building boom, it is hard to project how long it will take to sell lots even after they’ve been developed. Rather than penalize someone for attempting to bring new land onto the market, the Bill sought to allow the developer to pay taxes on their land at the lower rate until either 1 lot sold or a building permit was issued for any of the properties. It was met with enthusiastic support too, until the Alaskan Municipal League requested a rewrite to the language. Unfortunately, by the time the rewrite was competed, all the bill did was allow the taxes to be deferred. What we’re left with is a gross shortage of reasonably priced land. Could the City release some land and relieve the problem? Maybe, but that alone won’t solve anything. The price of land won’t come down simply because there are a few more parcels on the market.

When the City put the land on Lena point out to bid the average cost came in at over $105,000. These are lots with multiple challenges to develop. The steep hillsides mean that many of the homes will necessarily require large retaining walls to meet codes for structural integrity and site drainage. And before you whine about the unnecessary cost of overregulation, go ask somebody who lives on Gastineau Avenue after they had 10 of their formerly closest friends help them haul buckets of Mt. Roberts away from the side of their house whether they wish someone would have had thought to build their house on a retaining wall. Some of the other lots have bedrock just a few feet below the surface. This often removes the need for retaining walls and provides for a firm founda-
tion—as anyone who ever attended Sunday School knows—but it drives the cost for bringing electrical, water, and sewer on site through the roof. Still other lots required purchase of multiple lots just to enable putting in a driveway. Altogether, that means by the time the lots were prepped for building the land cost was actually $175,000-$200,000. In the recent Juneau Housing Needs Assessment done by JEDC, they identified the median family income in Juneau at just over $75,000. If, like JEDC, we define affordable housing as housing that costs 30% or less of a household income, then the average family can only afford a loan in the $350,000 range. Using the Lena example, current building prices would mean that, at best, you could build a very modest 1200 square foot house with no garage and still stay in budget. “That’s ok—1200 square feet is plenty (and so on about American indulgence).” Not to burst your frugal bubble, but if you will reference last issue, you’ll remember that there is exactly zero chance that a 1200 square foot house without a garage will appraise for $350,000. And so we’ve come full circle and there is really only one answer. Yes, we can all be a little more rational when it comes to deciding what we “need” in a home. Yes, it would be helpful if appraised value gave proper credit for structural and energy efficient upgrades now required in building. Still, until there is a serious downward shift in raw land prices, the best we can do will just be like taking over-the-counter medication for a terminal illness. So the next time you hassle your local representative about affordable housing, don’t merely ask them to release more land, ask them to take the time to figure out what a reasonable cost for that land might be. Friable means able to be airborne. Dust from the sheetrock demolition in homes older that 1980s can contain asbestos and the new sheetrock being put back up in its place, although not highly dangerous, can be quite irritating to your lungs. Paint, stain, and finish manufacturers are making leaps and bounds on reducing the Volatile Organic Compounds (VOCs) in their products. What are VOCs and what do they do? As defined by the EPA, Volatile Organic Compounds are, “any compound of carbon, excluding carbon monoxide, carbon dioxide, carbonic acid, metallic carbides or carbonates, and ammonium carbonate, which participates in atmospheric photochemical reactions, except those designated by EPA as having negligible photochemical reactivity.” What? Well, after some more research VOCs are compounds or chemicals that evaporate into the air at room temperature, leaving the paint, stain, or finish product on the material.
These chemicals, when released into the air, are highly hazardous to our health when we breathe them. That “new cabinet” smell is often just chemicals off gassing into our lungs. After being exposed to these chemicals in the last 18 years of construction has left me sensitive to a lot chemicals I know nothing about. I now have to wear the proper personal protective equipment when dealing with these items, even if I’m using a “greener product” with low Volatile Organic Compounds.
A dust mask rated to N95 which means it filters 95% of the airborne particles is about the minimum protection one should wear in the contained area. I little interesting fact that I ran across about the human lung is that the airway surface area is approximately 750 square feet. The human body has its ways to filter out natural particulates but I am pretty certain that the body can’t protect itself from the trillions of particulates in a construction area. Several years ago, I called in an environmental hygienist to do a mold spore count in a highly contaminated apartment that had visible mold everywhere. Normally

we would call the environmental hygienist for a post remediation mold test but in this case I was curious. The mold spore count for 1 liter of air in the undisturbed apartment was over 1 million spores. Believe me, we wore personal protection equipment and built a containment that would measure up to Steven Spielberg’s E.T.! How do you create a good containment for a remodel or renovation in your home? All it takes is some tape (vinyl and masking tape), 4 mil plastic sheeting, a fan, and a zipper (available at paint stores). Sometimes adjustable poles can be pretty handy if there is not a defined area such as a doorway to contain. If a doorway is separating the area being renovated or remodeled I will apply a masking tape around the doorway at about 3 inches to 4 inches in width and even apply it to the floor. Cut a piece of plastic larger than the door opening and wider than the tape applied around the door. Tape the plastic sheeting to the masking tape with the vinyl tape to seal off the doorway. I leave some slack in the plastic sheathing so it is not tight to allow passage after the zipper is applied. Apply the zipper to the plastic sheeting and cut the plastic when the zipper is unzipped. Zip the containment back up and now you have a perfectly accessible containment to the renovation or remodeled area. Make sure that all other areas are sealed so that no contaminates will enter the living space. During times of high dust production in the remodeled area, place a simple fan directed out the window to create a negative pressure inside the work zone and the construction dust will not push to the living spaces of the home. Poles can be purchased to hold up the plastic sheathing when between rooms or large
openings, as well as, air scrubbers or negative air machines which are a more expensive fan that filters the air and exhausts to the exterior through ducting. A contractor should take steps to contain the jobsite from homeowners. Often I think people are mistaken in thinking that by not creating containment or barriers in a home or workplace, they are saving time and money. But is it professional to leave a mess that people throughout the home will be cleaning up for days and weeks? Containments will help to keep everyone in tiptop health to continue to enjoy the nice summer days will still have ahead of us in Juneau. BEFORE & AFTER This project is the perfect example of seizing the opportunity to change the style of your home! Since this residence was in need of a new roof and siding, our services were enlisted to not only spec these necessary products but to also enhance the overall appearance of this property and to give it new life. The alterations we imposed on the home mainly dealt with the front porch and the sense of entry as you approach the home. When analyzing the home, we noticed that the front entrance was never previously emphasized, as there wasn’t a walkway or even stairs that really made it stand out as the front en-
try besides the front door. This is also when we noticed that the main entry door was off center and all of the columns were randomly spaced as well. After centering the front door and adding a gable above the entry, we were able to reposition the support columns so that they’re now evenly spaced across the front porch. Since the original exterior was lacking style, we opted to pull from the home’s Craftsman’s styled interior as the inspiration for the new exterior doors, garage doors, and trim details. To bring additional character and texture to the home, we also added rock to the base

These stairs now lead down to a grand, sweeping sidewalk that was purposely oversized in width to better relate to the overall scale of the front of this home. This sidewalk was then stamped and dyed to resemble natural slate in color and texture. The paint colors were chosen to compliment the new roof and Trex decking. With limited color options for these two items, we opted to determine their coloring first and then chose body colors to achieve a monochromatic color story. Black accents found in the lighting, porch swing, and front door, offer a dramatic contrast to the gray and white tones. Carefully placed lighting is not only functional but it also brings the home to life in the evenings as well. The new, oversized sconces have a nautical reference and tie into a personal love of the homeowners. Step lighting gently lights the entrance and create a strong focal point from the street, while recessed lighting illuminates the entire porch on those dark evenings. With the home’s exterior complete, it was time to direct our attention to the

landscaping. We wanted to contrast the darker color palette of the home with bright colors found within the garden. Various trees, shrubs, and low maintenance perennials provide seasonal color and there are even zones within the garden for annuals to add that additional “pop of color” where need be. It was also during this phase that the yard
was graded and shaped to achieve better drainage and a more natural look that is visually more interesting than a plain, flat yard. The home now has a presence that catches the eye of passersby and is a wonderful place to come home to.

The cliff note is this: Sunscreens come in two basic forms – mineral (physical block) or chemical (absorbing, reflecting). We also know that the most well studied and perhaps wide reaching benefit of sun exposure is the production of Vitamin D. Increased blood levels of Vitamin D3 are positively correlated with decreased rates of other cancers, such as breast, colon, pancreatic and prostate cancers. Vitamin D is imperative for building and maintaining strong bones. We know it boosts immunity, increases metabolism and circulation, decreases risks of macular degeneration of the eyes, hypertension (associated with increased rates of stroke and heart disease) and likely reduces rates of Multiple Sclerosis. Rates of type 2
diabetes in children drop when they get outside and are active.

Cedar Planked Sockeye Ingredients:
Recipe
1-2 fillets of fresh wild Alaskan Sockeye Salmon (butterfly fillets) 1 tsp. white pepper (fresh ground is recommended) 1 ½ tsp. kosher salt 2 tsp. fresh dill, minced 1pkg cedar planks, soaked in water/wine or beer 1 Tbsp. pure Maple Syrup 1 onion cut in large rings
Marinate in 1 tsp. Jarfu banana sauce, dash red wine vinegar, a dash of coconut oil and salt and pepper to taste
Directions: Heat grill to 375 for at least fifteen minutes, toss on your marinated onion to help season the grill but also as a wonderful salmon condiment once browned on all sides you can turn down the heat just a bit and prepare your salmon planks. Place your salmon on your soaked cedar plank, just directly on the wet wood, do not add oils or foil or any other barrier that might cause unnecessary flame or flavor. Place on grill and keep a close eye, depending on the thickness of your wood and plank water content cooking time will vary so it’s best to just keep close by. When the meat is still firm and a tad pink on top (think sushi grade salmon) and steaming nicely, somewhere around 15 minutes, pull off the grill and drizzle with pure maple syrup to finish, let rest at least five minutes before serving. This goes great with grilled asparagus, brown rice and watermelon several times a week at our house with a cold Alaskan beer. From my table to yours enjoy!

ockeye love, it’s the peak of summer in Alaska, the salmon are running strong, daylight is long and so are our work days as we try and get Contributed the most out of this by Amber King special time of year. When it gets too hot to eat much inside (which is frequently anything above 70 at my house) it’s time to grab some fish, throw it on the grill, bring the cool beverages and fruit and head outside. Dining alfresco in Alaska can be challenging, from bear activity to no-see-um avoidance tactics, it’s not for the faint of heart but the views and vistas sure make it worth it.
My favorite salmon on the grill is sockeye; its brilliant ruby meat and firm flesh are amazing when cooked just right. Sockeye are on the smaller of the salmon family but don’t let that fool you, find one on the end of a fly rod and you’re in for an impressive and unmatched fight pound for pound; just another reason I so enjoy the harvest. You will only find sockeye in a river or stream that ends in a lake and they spend almost double the time in their breeding lakes than other fish and up to four years at sea before returning to spawn in their distinctive green head and red body. Actually considered endangered in some areas of Washington, Oregon and Idaho, in Alaska we are fighting hard to protect their native habitats to continue to make them one of our most valued commercial catch.
Sockeye has to be cooked lightly, tenderly to let it shine in its glory, and that’s why it makes amazing smoked belly strips as well. Over cook it and it’s just not the same. With local runs in full swing as well as Bristol Bay fish heading to market it’s a great time to make sure you get some sockeye on your table. One of the best tried and true distinctively northwest grilling methods involves cedar planks. They can generally be bought in most gourmet cooking or larger grocery stores in the Pacific Northwest or you can make your own if you’re feeling crafty. Soak your planks in water, white wine or your favorite liquid for at least a couple hours... the longer the soak time the more moisture you will get out of it and less burn, and an adequate soak will allow you to reuse them if you avoid W W W.
excessive charring. So keep that bucket of soaking planks nearby the grill. I like to use a “butterfly cut” on my salmon, start by taking a whole fillet, pull pin bones with pliers in the direction of the meat, (trust me sockeye is your friend here) and cut into three inch sections of meat, then in the middle of each piece cut gently through the meat but stopping once you reach the skin. Fold the skin pieces back to back and there you have your butterfly. This is also why I freeze my salmon for winter in half fillet pieces so I can easily butterfly it for cooking in a manageable size to preserve its seal in the freezer (for no longer than six months!)
