Neighborhood Sweep and sense of pride when members of a community (or even a single street, such as was my case) do their part to keep the neighborhood clean and green.
By Charles L. Westmoreland It took just one year of living in Southeast Alaska for me to learn how seasonal change works here. There’s six months of winter, give or take a month, and about three months of summer (in a good year), with Spring and Fall slipping in there somewhere. But then if it rains all summer it really means we just had four months of Spring. And Fall consists of about two weeks in October. A few years ago I blinked and missed Fall altogether. But through this change in climate, and culture, I learned to never take a sunny day for granted. Ever. I reminded myself of this recently while I was doing some yard work with the kids, a chore that we wouldn’t normally enjoy, but given the near 60-degree weather the idea of spending some time outdoors seemed too good to pass up (Note to self: kids don’t like picking up dog poo regardless of the weather). When all tasks were complete and as a golden sunset emanated from behind the mountain tops, we cleaned off the grill and enjoyed our first barbecue of 2011. We couldn’t have picked a better day to be outdoors (because it snowed two days later). My family wasn’t the only one on the street in Spring Cleaning mode. Several of our neighbors had the same idea, and there’s a great satisfaction

Earth Day (April 22) has come and gone, but as the last snowy fragments of yet another winter melt away we need to remember the spirit of Earth Day, which is to be aware of and appreciate the environment around us. And that awareness and appreciation starts at home. In the months ahead we should all find ways to help keep our neighborhoods beautiful and to share a sense of community with those around us. Whether it’s organizing a neighborhood barbecue or potlatch, or rallying a few neighbors to pick up trash on the sidewalks and street, the important thing is to appreciate the communities we live and all do our part to keep our surroundings clean. All of us in Southeast Alaska live in isolated communities, and therefore we all need to be especially aware of how our actions affect one another and the footprint we leave behind. Pg. 7 Housing Fund ‘round one’ applications now available Southeast Living Staff Preliminary applications for “round one” funding of the Juneau Affordable Housing Fund (JAHF) are now available, the City and Borough of Juneau and the Juneau Economic Development Council announced. “The purpose of the JAHF is to address the shortage of affordable housing in Juneau by providing low and zero-interest loans to non-profit organizations, public housing authorities, and profit-motivated entities that can provide housing for households at 120% Area Median Income and below,” according to the agencies. The JAHF will be managed by the CBJ Assembly-appointed Affordable Housing Commission and the Scott Ciambor, CBJ Affordable Housing Coordinator with the Juneau Econom-

Each year the Commission will set priorities for the use of JAHF funds. JAHF Round One priorities include: use of capital to develop housing units; one-bedroom rental units for low-income residents (50% AMI and below); and long-term affordability (50+ years). The deadline for questions is May 5 and preliminary applications will be accepted until 4:30 p.m. on May 31. “In Juneau land is assessed too high before it’s even developed,” Champion said. Race said the result has been that some builders spend years developing land and putting in the necessary infrastructure, spending hundreds of thousands of dollars before a single house is even built. Not only is that not good for a market that needs more housing, he said, but it also means the city is collecting property tax on undeveloped land instead of land with homes built on it. “The city should release land at a low enough cost that individuals can buy and develop it,” he said. “Then they will have some skin in the fight. And if you make land less expensive for private residents you can increase the tax base as the land grows in value.” He also suggested that the city assist with developing infrastructure for subdivisions and not placing it all on the developer. New faces, new places Southeast Living Staff JULIE MOE joined RE/MAX of Juneau as a Realtor. She previously worked at Exit Realty in Juneau and has more than 30 years of experience in mortgage lending, title and escrow and real estate sales. first year you will need an additional 30 hours of continuing educational credits, with additional credits every two years after that. It’s a bit intense but still a great career! The real education starts once you get up and rolling with your business and are able to put what you’ve learned to work for your clients. There are many more certifications or designations that many Realtors get such as CRS (Certified Residential Specialists), Distressed Property Specialist, Short Sales Specialists and many more. RE/MAX actually has a “RE/MAX University” that is available to all of our agents and helps us stay educated and on top of our game. SL: Can you tell us a little about the difference between a Real Estate Licensee and a Broker?
“... You have to be a ‘People Person.’ Real Estate is a people business — bringing folks together and helping them work out a deal.” MM: A lot more headaches! (I’m kidding). The answer is you need to be a practicing Licensee for a minimum of two years before you can become a Broker. After the two years of experience you can take another course, pass the State of Alaska’s test, and then take another 30 hours of continuing education within the first year. And if you want to own a Real Estate Company you must either hire a Broker who is at the helm or become a Broker yourself. The Licensees are independent contractors who work under a Brokerage license, and the Broker in charge is responsible for everything the Li-
censee’s (Real Estate Agents) do. So, more education is required, more responsibility and more liability. We are also Realtors and still follow the same code of ethics and professionalism standards. I was a Licensee for three years before I became a Broker and bought RE/MAX of Juneau. Most Brokerages will have at least one Associate Broker in the office to take over when the managing Broker is away. I am lucky enough to have two (Mimi Rothchild and Holly Cerne). SL: Are there any qualities and/or characteristics make for a good Real Estate Licensee?
MM: To be honest you really just need to be a good “People Person” and have a strong work ethic. Real Estate is a people business – bringing folks together and helping them work out a deal in what is the biggest investment most people will ever make! SL: You have been in various sales jobs your entire adult life? What is different about the Real Estate industry that made you want to buy RE/MAX of Juneau? MM: I think what I like most about Real Estate is that people are pretty much always happy on both ends of the deal. Sellers are happy because they are hopefully moving on to a new start and many times with some extra money from their equity. Buyers are happy because they are purchasing a great investment and will have a new home where they can create some fantastic memories with their family and friends!

Aside from being a developer and owner of Alaska Renovators, Inc., he also is one of the original members of Juneau’s Affordable Housing Commission, currently serving as its Chair. Wilson also says that land and development costs have mas made it difficult to develop land and build homes in Juneau, but that over-regulation is also an expensive hurdle. “You have permits and regulations through the (Environmental Protection Agency), Army Corps of Engineers, and if you are developing more than an acre you have to deal with clean water issues,” he said. “It all gets very expensive. “In reality, nationwide developers are working on about a 10 percent margin. On a $500,000 house, they’ll make 10
percent of that. And it isn’t much when you consider you may not be able to sell the house for the full amount. If you have to drop the price of the house then there really is no profit.” And that’s if everything goes smoothly. Some developers put everything they have into a development in hopes a payday arrives. “What most developers do, because there is a lack of funding sources, is put everything they own personally into a project,” he said. “And there’s no guarantee they will get the money back. It’s not as profitable as the perception out there.” Scott Ciambor, the affordable housing coordinator for JEDC, said it costs most developers about $300,000 to build a single family home in Juneau. Wilson agrees with that data. Upon joining the Affordable Housing Commission Wilson thought the city had a “workforce housing problem” among potential first-time homebuyer seeking a home in the $180,000 to $250,000 range. “I thought we could crack that nut with no problem,” he admitted. “I thought this commission would last a few years and we would solve the problem.
