Mapping out Seguin’s future

(Seguin) -- The Seguin City Council has given a thumbs up to a new plan that maps out the city’s future for the next 20 to 30 years. The city has been working on a new comprehensive plan. The plan spells out the vision for the city’s future, establishes guiding principles that will help it to get there, and then looks at several other necessary steps to make sure that the city has the tools, the policies and the practices in place to achieve those goals.

The city hired the San Marcos-based firm Freese and Nichols to help develop the updated comprehensive plan. Project Manager Chance Sparks, an urban planner at Freese and Nichols, says this process has taken more than a year to complete, and it included a number of interactions with the community. Sparks says this includes a recent meeting that it held to allow the community to preview a draft copy of the proposed plan.

“We’re seeing a lot of great feedback. Lots of comments about focusing on growth and change in different areas of the city. We’ve heard a lot of positive language. It’s very action oriented, with lots of action words within goal statements, objectives, and things like that. We saw that emerge again within the comprehensive plan effort overall. So, there was nothing that really surprised us in that process, which is good. You don’t want surprises at the end of the planning process. That’s not a good sign,” said Sparks.

The comprehensive plan looks at every aspect of life in Seguin. Sparks says the plan is designed so that anyone can look at it and clearly see the plans and goals laid out within the new plan.

“So, here’s your comprehensive plan breakdown. There’s really two chapters of this that are kind of setting the stage. It’s your snapshot and your vision and guiding principles. From there, you have four that we call content-based chapters that are focused on key topical areas, and then there’s an implementation chapter. It’s literally the how to go and implement this plan as you go forward,” said Sparks.

The vision for the plan is for Seguin to grow in a smart way, while maintaining and enhancing its small town charms. It also establishes some guidelines that help to inform the decisions that the city will make in the future. The idea is to make sure that future decisions are aligned with the goals and strategies included in the comprehensive plan.

“Your vision statement is just a capture of what are you? When you jump into that time machine and leap 10, 20 years into the future, what’s a statement that captures what Seguin is at that point. The guiding principles sort of serve as a moral compass for a plan. They tell you what to do when you encounter the unexpected. The example we often use for that is if you were talking about Tesla 20 years ago, it was a somewhat obscure electrical inventor. Tesla today is a major car company -- two different things. So, making sure that you have the tools in place to deal with the unexpected when it happens. These also serve as kind of a framework for all of the action items that we recommend. We kind of believe that no action item is married to a single guiding principle. One action can be trying to do multiple things. So that is something that carries throughout the plan,” said Sparks.

This is not a plan that’s designed to sit on a shelf and gather dust. Sparks says it should be actively used as the city move foward over the next few decades. He says the plan is meant to be used on a regular basis by all Seguin stakeholders.

“This was set up thinking about the user in mind. Both the developer user, the staff user, users in terms of your boards and commissions, and your

City Council. This includes your land use map, of course, and your population and growth projections, which were informed by your recent utility planning efforts. It all connects. So when we talk about these dashboards, though, what’s really important about them is their compatibility matrix. It literally lays out about a dozen different types of development and the level of consistency with that land use category. But what’s really important about that is those ones that are somewhere in between a one and a five -- where it’s they are sometimes okay. We include commentary on what are the circumstances when that type of development is appropriate or the things you want to think about if you’re looking at a specific use permit or something like that. We also have a neighborhood and urban design element to this. It’s really looking at how you kind of tell your story as a city. You’ll find in this discussion different urban design, different gateway treatments, (and) how do you convey the quality of your city. We know it’s a high quality city. How do you tell others about that,” said Sparks.

Helping to tell the city’s story is a key component to the comprehensiuve plan. It’s not just about marketing parts of the city, but instead it lays out strategies that allow the city to highlight and enhance some important parts of the town -- that are clearly assets -- but that might have been overlooked in past years. One way to do that is use something that Sparks called “small area planning” efforts. These are ways to strategically look at certain areas and to come up with policies that help to develop and enhance them. This includes areas along highways in Seguin, as well as some targeted areas within key parts of the city.

“This is something that is new and different for you all. The downtown (master) plan is an example of a small area planning effort. We’re actually suggesting a few other areas of your city that are great candidates for this. Some of these are corridors. Your (Highway) 123 and (Highway) 46 corridors, where you’re experiencing a lot of this growth pressure and it has some unique issues. It’s also thinking about areas like (Highway) 130, where it might be right for industrial development, but you’ve got to solve that infrastructure challenge out there to make it work,” said Sparks.

Sparks says they also need to use small area planning efforts to look at areas, like a newly proposed Depot District. He says the Depot District is the name that they are giving to an area near the railroad tracks on North Austin Street.

The plan suggests that more be done to provide features and signage that help to tell Seguin’s story.

“This is kind of your second downtown. It is up around that Kingsbury and Austin Street intersection going up towards the railroad. It kind of has that same kind of downtown built form. It’s an opportunity to create two different personalities. You can have one that’s more of an entertainment district, one that is more pure historic, (and) some mixture of both. So it gives you a lot of opportunities there to really think about how you tell your story, said Sparks.

Sparks says when it comes to telling the city’s story, the comprehensive plan also suggests using a small area planning effort to focus on an historic neighborhood on the city’s west side.

“You have an historic area of your city that I’m not sure a lot of people are really aware of, in terms of it’s really, really colorful and vibrant history. You have Guadalupe Street that had its own economic engine and things like that. It is a story to be told and something you can celebrate through small area planning efforts and resulting changes from that. It’s an area where you can use some infrastructure investment in that area, of course, but you see that that can’t pay off -- projects like Park West show that. So it’s taking that to the next level as you go forward,” said Sparks.

The comprehensive plan also lays out the best practices for the city when it comes to economic development. The city, for years, has done a good job creating and maintaining manufacturing jobs in Seguin. It recently has also seen a boost in housing and retail growth in the community. Sparks says the comprehensive plan looks at all of those components and helps the city move towards many of the additional things that people said they wanted to see developed for Seguin’s future.

“This is about how do you bring the market to your vision? What are the tools that are necessary? What’s your context? How do you position yourself for success? This is about how do you align those jobs you’re seeking to the skills people have. So that way as you grow, you know, as housing costs go up, things like salaries are keeping up with that. That is something that you all have going for you right now that other cities in this region don’t. Your housing-to-income (ratio) is not broken like some cities. So this is an opportunity to get ahead of that issue,” said Sparks.

The real power of the comprehensive plan may be that it takes a holistic approach to moving the city forward. Sparks says it’s important to recognize the connections that exist within the plan, and to make sure the city is maximizing those opportunities to improve Seguin.

“So many things in different areas, whether it’s stormwater, whether it’s parks, whether it’s waste water, have shared needs and you can solve multiple problems with single investments. So that’s one of the key themes out of this. The other is a one-water approach. This is recognizing that water is a water-cycle and it changes and it morphs through each stage of it, and has

different impacts on our community. When you take that into consideration and do holistic planning, you get a lot better results. You’re already taking some steps with things like a drainage criteria manual and stuff like that. (But it’s also) thinking about when you’re building out your linear park system and trail connectivity and following those creeks -- and how can you make those great spaces along the creekway and also get resilient stormwater infrastructure,” said Sparks.

Sparks says this plan gives the city a vision for the future and a road map to get there. He says does that by giving city officials what they need to plan for the future, but also enough flexibility to react to other changes that might come the city’s way.

“One of things that sometimes hear planners say, and even people say, is ‘I wish the city was more proactive.’ You’ve heard that at some point. I’m going to tell you that you have to be both. You have to be proactive and you have to be reactive. There’s a time and a place for each, and that is how our implementation chapter is set up, so that you’ve got tools in both of those types of categories. Because things like, you know, a rezoning, that’s a reactive process. But creating your development regulations, that’s proactive. (Sometimes) they go together. So this doesn’t (just) include best practices, (but also) how to make decisions, economic strategies and financing strategies because math is real and it’s relentless. It also includes an implementation table that literally lays out chapter and verse what you need to be doing, and who should be leading those conversations,” said Sparks.

The last part of the plan gives the city and the community ways that they can measure what’s being done. This comprehensive plan is an action plan for the city’s future, and he says everyone needs to be able to see how the plan is working for the betterment of the city.

“There’s kind of saying in the city world that cities tend to only do what they measure. And so you want to give yourself ways to measure your success. It’s also really important for accountability to the public. You just doing a lot of time listening to them, and that shouldn’t end. Now you’ve got to flip that around and say ‘we listened to you and here’s how we’re doing it and here are the results.’ That’s how you build a lot of public trust and continued public trust going forward. That is how this is structured,” said Sparks.

Sparks made his presentation on the plan during last Tuesday’s city council meeting. The council voted unanimously to approve the plan on first reading. A second and final reading of the ordinance, as well as a public hearing on the comprehensive plan, will be held during the council’s meeting slated for the third week in July. Seguin Mayor Donna Dodgen says they want to make sure that the community has plenty of time to review the plan before it is formally adopted at that July meeting.

Astros Defeat Dodgers In Extra Innings To Avoid Sweep

(Los Angeles, CA) -- The Astros prevailed over the Los Angeles Dodgers 6-5 in 11 innings to avoid a three-game sweep at Dodger Stadium. Alex Bregman brought home the game-winning run with an RBI single in the top of the 11th. Jose Abreu and Jeremy Pena homered and drove-in a pair of runs to help Houston improve to 42-and-36. Ryan Pressly earned the win on the mound, while Seth Martinez notched his first career save. The Astros continue their road trip tomorrow night against the St. Louis Cardinals. Left-hander Framber Valdez is scheduled to start the series opener.

Rangers Lose To Yankees

(Bronx, NY) -- The Rangers dropped their series finale in the Bronx. Texas lost to the New York Yankees 5-3 at Yankee Stadium after letting up three runs in the eighth inning. Jonah Heim hit his 11th home run of the season in the Rangers second straight loss. John King was charged his first loss after allowing two earned runs in just one-third of an inning of relief, while Yerry Rodriguez was charged with a blown save. The Rangers remain atop the AL West at 47-and-30. They return home to host the Detroit Tigers tonight. Left-hander Andrew Heaney is slated to take the mound for the series opener.

Texas Adds Top-Ranked RB Recruit To 2024 Class

(Chapel Hill, NC) -- Steve Sarkisian and the Longhorns have made a splash

addition to their 2024 recruiting class. Four-star running back Jerrick Gibson from IMG Academy becomes the seventh commit of Texas’ 2024 recruiting class. Gibson chose the Longhorns over other top programs such as Georgia, Alabama and Miami. He becomes the highest-rated commit in the Longhorns’ 2024 class.

Texas A&M Defensive Line Coach Dies

(College Station, TX) -- Texas A&M is mourning the death of a member of their football coaching staff. Defensive line coach Terry Price died last Friday at the age of 55. Price played for Texas A&M from 1986-to-1989 and returned to College Station to coach in 2012. He coached the defensive line for 28 years throughout the SEC. A&M coach Jimbo Fisher said in a statement that “the impact he had on this program and his players is immeasurable.”

Wings Lose To Sparks

(Los Angeles, CA) -- The Wings lost their second straight game to the Sparks. Dallas fell to Los Angeles 93-83 at Crypto-Dot-Com Arena. Crystal Dangerfield and Arike Ogunbowale tied for the team-lead with 18 points in the losing effort. The loss on Sunday follows a 76-74 loss to L.A. on Friday. The Wings are currently third in the West with a 6-and-8 record. They continue their road trip tomorrow night against the Phoenix Mercury. In other news, Ogunbowale and Satou Sabally were both named starters for WNBA All-Star Game. The game will be played in Las Vegas on July 15th.

Mary Anne

Colvin Valentine, age 66 of Seguin, Texas, passed away on June 8, 2023. Mary Anne was born on November 1, 1956 in Kenedy, Texas to Mary Louise (Knell) and James Thomas Colvin, Sr. Preceding Mary Anne in death were her parents, her brother, Billy Colvin, and her nephews, Josh Colvin and Trevor Colvin.

Survivors include her brothers, Jim T. Colvin, Jr., M.D. and wife, Pam, and Dennis Colvin and wife, Vicki; nieces and nephews, Dr. Chris Colvin and wife, Julie, Clint Colvin and, wife, Jennifer, Corrie Colvin Williams and husband, James, Cathie Colvin Crain and husband, Andrew, Aaron Colvin and wife, Faith, and Zac Colvin and wife, Nicole; numerous great nieces, great nephews, cousins, and other loving family members.

Mary Anne was the youngest of four children. As a child, her father was elected Mayor of Kenedy, Texas, which gave her many photo-ops. She was a twirler in high school and a drum major her senior year. Mary Anne was smart, artistic, kind, and loved her animals. She was a 1975 graduate of Kenedy High School. She was a member of the Cluter National Thespian Society, National Honor Society, and Valedictorian of her senior class. She enjoyed art and took lessons while in Kenedy. That artistic drive continued until her health declined. She enjoyed caring for animalsbirds, dogs, and especially cats. Mary Anne attended Texas Lutheran University for one year and graduated from A&M in 1979 with a degree in Accounting obtaining her CPA. She worked as a Certified Public Accountant at Frost Bank in their cattle division and also Brown and Root Company in Houston, Texas. As her health declined, she moved to Seguin to be closer to her family.

Graveside services and interment will be held on Monday, July 3, 2023, at 10 A.M. at San Geronimo Cemetery in Seguin. Followed by a reception at First Methodist Church in Hierholzer Hall in Seguin.

Schulze

Cheryl Ann Wallace Schulze, age 62 of Seguin, returned home to the Lord on June 20, 2023. Cheryl was born on August 4, 1960, in New Braunfels, Texas to J. W. Wallace, and Shirley Ann Bueche.

Cheryl graduated from Sam Rayburn High School in 1978. Upon completing high school, it was her dream to become a secretary. She was well-known in the real estate law community.

On May 5th, 1979 Cheryl and Roger were married and just recently celebrated their 44th year of marriage.

Cheryl will be remembered as a devoted wife, sister, Nana, friend, and most importantly a mom. She had a sense of adventure in camping, scuba diving, and hiking. She enjoyed reading, cross-stitching, and making memories with her three grandchildren. Her funny, uplifting personality could bring joy and laughter into any room. Although her family and friends are heartbroken about her passing she will be remembered for her strength and tenacity that has been passed down to her children and grandchildren.

Cheryl is preceded in death by her father, mother, and sister, Penny Armstrong.

Survivors include her loving husband of 44 years, Roger Schulze, daughter Dawn Luu and husband Vu Luu; son, Gary Schulze; grandchildren who knew and loved her as Nana, Emma Ann Luu, Ethan Aubry Luu, and Emery Amelia Luu; mother, Katie Wallace; siblings, Allen Wallace, Curtis Wallace and wife Susan, Harden Wallace and wife Michelle, April Brown and husband Ray, Jerry Wallace and wife Alicia, Sonia Salmon, and husband Jason; brother-in-law, Bryan Schulze, and wife Sheryl; sister-in-law, Barbara Hunt, and partner Mark; numerous aunts, uncles, nieces, nephews, cousins, her beloved dog, Mickey, and many friends.

Visitation will begin at 1 pm on Tuesday, June 27, 2023, at Crossroads Church followed by a memorial service celebrating her life at 2 p.m. with Pastor Marcus Avalos officiating. A reception will follow at the church. Serving as honorary pallbearers will be Gary Schulze, Ethan Luu, Vu Luu, J.W. Wallace, Allen Gene Wallace, and Frank Guerrero.

Private interment will be held at a later date.

Dr. Thomas Walter Krohn, age 76 of Seguin, passed away suddenly related to heart issues on June 17, 2023. Tom was born on October 1, 1946, in Wurzburg, Germany to Dr. Walter and Karin Krohn. He lived in Germany until the age of 6 when he and his parents immigrated in 1953 to the United States settling in Galveston, Texas and then eventually Waco, Texas. He graduated from Richfield High School in Waco, Texas in 1965. He attended Texas Lutheran College where he met his wife of 43 years, Jill Elaine Zunker. They married in Seguin, Texas on August 9th, 1969.

After he graduated from Texas Lutheran College in 1969, he went on to further his education at the University of Houston College of Optometry, graduating in 1977. He moved back to Seguin shortly after graduation to practice Optometry, and he was still practicing until his death. He was an optometrist for 46 years, providing eye care to thousands of patients throughout the Seguin community and surrounding areas.

Tom was also active in various civic clubs and organizations in Seguin. He was a member of Emanuel’s Lutheran Church and then later Faith Lutheran Church. Tom loved to travel, and he especially loved to go on cruises with friends and family. He enjoyed getting together and playing cards with his friends, attending his grandchildren’s events, and spending time with his family.

Tom is preceded in death by his loving wife of 43 years, Jill Zunker Krohn, and his parents, Dr. Walter Krohn and Karin Von Huebschmann Krohn.

Survivors include his loving daughters, Dr. Kim Krohn Albracht and husband Matt, Kara Krohn Huesser and husband Denny, and Kelli Krohn Fairbairn; grandchildren, Nicholas Albracht, John Albracht, Lauren Albracht, Brooke Albracht, Hayley Huesser and Hayden Huesser and Jack Fairbairin; brothers, Klaus Krohn and Martin Krohn; sister-in-law, Kay Zunker; numerous nieces, nephews, other loving family members and many friends.

A memorial service celebrating Tom’s life will be held on Saturday, July 1, 2023, at 2 p.m. at Faith Lutheran Church in Seguin with Pastor Andrew Cave officiating. A reception will be held at Faith Lutheran Church immediately following the service.

Nagel

Clifton “Buddy” Roland Nagel passed away on Saturday, June 10, 2023, in Seguin, Texas, at the age of 73. Buddy had numerous health issues in his life’s journey, but he accepted them all with a positive, strong, and humorous attitude. Stage 4 colorectal cancer was his last challenge in life, and he did as he always did, managed it with incredible strength, courage, and humor. Cancer never got the best of him. He lived his life to the fullest every day.

Buddy was born on January 25, 1950, in Seguin, to Roland and Viola (Naumann) Nagel, given the name Clifton to honor his dad’s brother. During Buddy’s childhood, he lived in Alaska, Colorado, New York, and Florida, while his dad served in the U.S. Air Force. Seguin was always his family’s home base so after his father retired from the military, the family returned to Seguin, where Buddy graduated from Seguin High School, Class of 1968.

Like his father, Buddy was good with his hands. He had such big, strong hands. There wasn’t much that he couldn’t build or repair with those hands. He was a skilled carpenter and artisan with a keen sense of understanding about how things worked. He was always willing to take the time to offer advice and assistance on house repairs, mechanical issues and more. He used these talents for the good of the community too. You can see and appreciate his work at The Seguin Guadalupe County Heritage Museum, the First Church, the Calaboose, Emanuel’s Lutheran Church, The Guadalupe County Humane Society, The Woods Homestead, and many other locations around town.

Buddy’s knowledge and curiosity extended to many areas over the years. While living in Austin, Buddy worked in the construction field, building homes, and becoming a demolition expert. He created his own company, Nagel Construction, and took on historical home projects that extended into the Alamo Heights area. He studied Feng Shui in California and became a Feng Shui Master and advised clients in the best way to set up their homes. He was very involved in the Austin music scene as a Roadie for The Lotions and the Sound Manager for I-Tex and The Flamingo Cantina on 6th Street in Austin. He was a Master Scuba Diver and moved to Cozumel, teaching scuba diving to the many tourists who visited there. This also opened his passion for underwater photography. One summer he even traveled the country with a carnival based out of Chicago, setting up and breaking down the large rides. He built his own unique two-story home in Johnson City on the Pedernales River. He was a Master Gardener and enjoyed landscaping and plants wherever he lived. He loved animals of all kinds, traveling anywhere and everywhere, was a great cook and had an extensive collection of miniature trains.

Buddy was always friendly with a great sense of humor. He had fun teasing and joking with everyone he met but especially with his beloved family, friends, doctors, nurses, and crew members. He had a curiosity about life and people that was contagious to anyone who was with him. He was a dreamer, an artist and a visionary.

In 2002, he reunited with the love of his life from his past, Jane Donegan, after being apart for almost 25 years. Buddy moved back to Seguin at that time to be with Jane and they were together until his passing. They were life partners and best friends for a total of 29 years.

Buddy was preceded in death by his parents and his brother-in-law, Edward Sagebiel. He is survived by his love, Jane Donegan, three sisters, Ruth Sagebiel, Joan Nagel (husband, Tracy Weinberg) and Susan Nagel and his aunt Georgia Lee Naumann, as well as numerous cousins, nieces, nephews and many, many friends.

Very special thank yous go to Larry Davis, Gail Parsons, Shantiel and Jr. Pardo, Elara Caring Hospice Care, each of Buddy’s doctors and nurses and the medical staffs at GRMC, Texas Oncology, MD Anderson, Ritchie Limb and Brace, Advanced Home Health Services and Remarkable Healthcare. Thank you for taking this final journey with us and for making it easier and with more love, comfort and kindness than we could have ever imagined.

A celebration of Buddy’s life will be held on Sunday, July 9th at 2:00 p.m. at the Seguin Guadalupe County Heritage Museum, 114 North River Street, Seguin, TX. Family and friends are invited and encouraged to join us and share their stories and their memories of Buddy.

Virginia Lee Cook Head, age 84 of Seguin, passed away on June 8, 2023. Virginia was born on December 27, 1938, in San Antonio, Texas to Eura Lee (Goode) and Ernest Charles Cook.

Virginia had no formal education but she took care of her kids and extended family by getting a job at Motorola where she worked for almost 30 years. At one point, she was caring for 4 generations of her family all while working. She never complained and she made it all seem so easy. After growing up, we realized just how much she did for us all. After retirement, she enjoyed taking care of her great-grandchildren so their parents could go to work. We will miss her strength. She was the glue that held our family together.

Virginia is preceded in death by her parents, brothers, E. C. Cook, Jr., and Raymond Cook, sisters, Florine Flores and Emma Jean Winters, her former husband, Jesse Byron Head, Sr., and step-daughter, Marsha Diane Brown.

Judge Suspends WY Abortion Pill Ban

(Cheyenne, WY) -- A judge is suspending Wyoming’s ban on medicated abortion pills. The ban, signed by Governor Mark Gordon in March, would have taken effect on July 1st and made it illegal to have a medically induced abortion. On Thursday, a judge paused the ban amid an ongoing lawsuit over the legality of abortion in the state. The lawsuit claims abortions are protected under the 2012 constitutional amendment giving people in Wyoming the right to make their own healthcare decisions.

Most Americans Disapprove Of Supreme Court Abortion Decision

(Undated) -- One year after the Supreme Court overturned Roe v. Wade, six in ten voters think ending federal protection for abortion was the wrong move. A new NBC News poll found that 80 percent of women between 18 and 49 disapprove. That includes 60 percent of independents and a third of Republicans. More than half of men surveyed also disagree with the court’s decision, which effectively handed abortion rights to the states.

CDC: E-Cigarette Sales Spiked Between 2020 And 2022

(Atlanta, GA) -- The CDC says e-cigarette use is surging. A new study by the health agency says e-cigarette sales shot up more than 46-percent from January 2020 to December 2022. The CDC’s Morbidity and Mortality Weekly Report, issued Thursday, shows e-cigarette sales went from 15-point-five million to 22-point-seven million over the past two years. Sales of tobacco and mint-flavored e-cigarettes fell but sales of fruit and candy-flavored e-cigarettes, which are favorites of kids, jumped.

Walmart Great Value Fruit Recalled Because Of Possible Listeria

(Washington, DC) -- Bags of frozen fruit sold at Walmart are being recalled because of possible listeria contamination. The FDA last week announced a voluntary recall of several fruit products including Great Value 16-ounce bags of cherries. Also being recalled are bags of fruit from the Whole Foods brand 365 Organic. The recall is based on a third-party supplier that may be dealing with listeria contamination, which can cause diarrhea, nausea, fever and other symptoms. So far, no illnesses have been confirmed.
