GBRA reaches settlement agreements and repairs on the dams.

GBRA General Manager and CEO Kevin Patteson says the settlement agreement is a testament to the results that can be achieved when everyone works together towards a common goal.

(Seguin) — A much anticipated settlement agreement has been reached between some lakefront property owners and GBRA. According to a press release issued Thursday by the Guadalupe-Blanco River Authority, GBRA reached an agreement with property owners from lakes McQueeney and Placid.

“We appreciate the partnership, dialogue, and collaboration of the residents and lake associations throughout the process,” said Patteson.

Kevin Skonnord, president of Citizens United for Lake Placid (CULP), says they are excited to finally have an agreement in place that will allow the hydroelectric dams to be replaced, and that will save the local lakes for future generations.

The financing and operation agreements are in the process of being developed for those two lakes.

(Seguin) – For over 30 years, the local Lions Clubs have worked every year to ensure that kids have what they need to head back to school and this year is no different. Even through the restrictions and safety protocols of a pandemic, the volunteers of the annual Pack the Bus have been hard at work preparing to get students what they need. Those efforts continue this weekend with the annual Pack the Bus collection drive at various spots around town. Chairperson Suzanne Sanders-Campa says teams of volunteers will be social distancing at various spots this Saturday from 9 a.m. to 2 p.m. She says all school supplies and money collected will go to help both Seguin and Navarro ISD students. “It’s really important this year to try and help Pack the Bus because so many of our families have not been working or have been working fulltime and so the students will be the ones that suffer when it’s time to go back to school. Believe it or not, we usually spend about $9,000 on school supplies and this year, we will only spend what we collect so that we aren’t in the hole. Lake Dunlap property owners expressed in memorandum of understanding between GBRA and the Preserve Lake Dunlap Association (PLDA), which was signed in October 2019.

In anticipation of reaching agreement with the WCIDs, GBRA has applied for zero interest and low-interest loans from the Texas Water Development Board (TWDB) for the replacement and repair projects. Bonds will be issued by GBRA for the project and debt service for the individual projects on each lake will be paid for by a pledge of tax revenues from taxpayers on those lakes.

GBRA has already finalized a financing and operation contract for spillgate replacement and repairs on the Lake Dunlap Dam with the Lake Dunlap WCID. The contract has been submitted to the Texas Commission on Environmental Quality (TCEQ) for final review and approval. The financing and operation agreement fulfills the aims of GBRA and

GBRA will commit revenues from the sale of hydroelectric power at each lake to the WCID on that lake going forward. These revenues will be available to the WCIDs for debt service, operation and maintenance costs and other lawful purposes. Once the spillgate replacement and other necessary repairs are complete, GBRA will continue to perform the operations and maintenance of the dams. Meanwhile, Water Control Improvement Districts are moving toward voter confirmation elections in the fall. Lake Dunlap WCID was created in February 2020 and is moving toward a voter confirmation election in November 2020. The Lake McQueeney WCID was created effective April 2020 and will appear on the ballot for voter confirmation in November 2020. The Guadalupe

County Commissioners Court recently approved the creation of the Lake Placid WCID, and a voter confirmation election will also occur in November 2020. Voters will ultimately need to allow the WCIDs to move forward. Skonnord, who was hesistant to talk much about the WCID elections, says the districts will also be a critical part of this issue going forward. “You know I have to tread lightly because I’m not a president of the WCIDs, and I can only say certain things, but I would say that I don’t think anyone is taking anything for granted. There’s still a lot of work to be done, especially with making sure everyone is educated on what it would mean to each individual that is a property owner on the lake -- so that they could make an educated decision when they are voting on it in November,” said Skonnord. A little more than a year ago, GBRA announced that it planned to drain the hydroelectric lakes in the Guadalupe Valley. That was following a castotrophic spillgate failure that occurred on Lake Dunlap. It was the second spillgate failure to occur at one of the lakes. The first occurred on Lake Wood in Gonzales a few years ago. The dams, which in some case, were 90 years old, were deemed to be unsafe. Although lawsuits were filed, GBRA worked with these property owners to come up with a solution for those dams.

Seguin announces updated 2020 varsity football schedule

(Seguin) - In the wake of the University Interscholastic League pushing back the fall athletics calendar of 5A and 6A schools four weeks due to the COVID-19 pandemic, Seguin High School has updated its 2020 varsity football schedule. The first varsity game at the newly rebuilt Matador Stadium will also be the season opener against BastropCedar Creek on Friday, Sept. 25. Seguin will play just one pre-season scrimmage, against Buda-Hays on Thursday, Sept. 17 at Shelton Stadium. The Mats were originally scheduled to scrimmage AustinBowie as well, but that scrimmage has been removed from the updated schedule.

Tivy represents an upgrade in competition from either of those previous opponents. The Antlers went 10-2 and advanced to the second round of the 5A Division II playoffs last season after a 7-0 run to the District 14 championship. They only return three offensive starters and six on defense from last year’s team, but Dave Campbell’s Texas Football Magazine still picks Tivy to finish second in their district this season.

The New York Times reports the death rates in 24 states and Puerto Rico are going up. Florida and North Carolina set record highs in deaths Wednesday. The Association of American Medical Colleges says the nation could be dealing with “multiple hundreds of thousands” of deaths if new cases aren’t brought under control. (Bethesda, MD) -- Dr. Anthony Fauci [[ FOW-chee ]] says the long-term effects of getting infected with the coronavirus are unknown. The infectious disease expert tells MSNBC coming down with the virus “is not a trivial issue” because of that. Fauci’s comments come as two studies out of Germany took a look at the hearts of coronavirus patients. One study found the virus was still affecting a majority of the patients’ hearts. Another study looked at the heart tissue of those who had died of the disease. Most of the dead did have the virus in the tissue.

(Undated) -- Joe Biden is sounding off on President Trump for promoting a video of doctors claiming an antimalarial drug is a cure for the coronavirus. In a virtual event, Biden called one of the doctors touting the effects of hydroxychloroquine [[ HIGHdrox-ee-klor-eh-quin ]] a “crazy woman.” The President has long claimed the drug is an effective treatment for the virus despite growing research showing it’s not. The presumptive Democratic nominee said Trump needs to stop tweeting and start doing something about the virus. (Baltimore, MD) -- A new report is suggesting the U.S. should start over with its coronavirus response. Scholars from Johns Hopkins University Center for Health Security said “it is time to reset.” They argue America isn’t on course to get control of the virus like many other countries. It provided several recommendations for federal, state and local leaders to get a grip on the outbreak. Those include mask mandates, putting in more stay-at-home orders where healthcare systems are in crisis and bolstering test supply chains.

GRMC Limited Visitor Access

The Guadalupe Regional Medical Center is temporarily limiting visitor access to protect the health of its patients and staff, and in the interest of limiting exposure to respiratory illness associated with the COVID-19 virus. Damerau Larry Allen Damerau of Marion. Texas went to be with the Lord Sunday, July 26, 2020 at the age of 73. He was born on August 19, 1946 in New Braunfels, Texas to Elton and Lorine Damerau. He was preceded in death by his parents. Larry is survived by his loving wife of 55 years, Joyce Damerau; sons, James Damerau and wife Gail, and Dale Damerau and wife Robbin; grandchildren, Collyn Damerau and wife Michelle, Doriann Damerau, Courtney Damerau and fiancé Aaron Pittmon, and Cayden Damerau; great-grandchildren, Braylee Damerau and Brody Damerau; sister, Gloria Damerau and close family friend, Jo Gayle Wright. Neimeyer Ellen Marie Lowery Neimeyer, age 90 of Seguin, passed away on Tuesday, July 28, 2020. Ellen was born on May 6, 1930 in Bernice, Louisiana to John and Cecil (Gresham) Lowery. She is preceded in death by her beloved husband, Ted W. Neimeyer Sr., her parents and her granddaughter, Vanessa Neimeyer. Survivors include her three children, Ted Neimeyer, Jr., Ronald Neimeyer and wife Claudia, and Delores Nash and husband Joseph; 5 grandchildren; 12 great-grandchildren; her siblings, John Lowery and wife Jo, and Jackie Nelson and husband Bobby; as well as numerous nieces, nephews, cousins, other loving family members and many friends.

He married Joyce Woelke on June 12, 1965 and raised two sons together. Larry was President of the Marion A private graveside service will be held on Friday, July 31, 2020 at San Geronimo Cemetery.
