Seguin’s juvenile curfew ordinance is DEAD

(Seguin) -- A long standing juvenile curfew ordinance in Seguin is being removed from the books. The Seguin City Council on Tuesday approved the removal of both the daytime and nighttime curfew ordinances for children.

Seguin City Attorney Andy Quittner says the curfews are being removed because the city can no longer enforce them thanks to a new state law, which limits the city’s ability to have its own rules like this.

“The reason I brought this, in part, was to kind of bring some attention (to this). You don’t want dead ordinances, but you can leave them. This year’s

legislative session probably went the furthest in taking away local control in favor of state control in a number of areas. There’s been a lot of talk about the Death Star Bill, but there are a lot of other areas that affect both quality of life and costs,” said Quittner.

Quittner described the curfew ordinances as a quality of life issue in Seguin. He says they benefited the community and the teens themselves. He says it wasn’t used to lock-up or harass kids, but instead it was a way to intervene before something bad happened, and it often was used to get kids home or to get them to school.

Council approves FY 2023-24 budget, tax rate

(Seguin) -- The city of Seguin is putting the finishing touches on its proposed budget and tax rate for the coming fiscal year.

The Seguin City Council on Tuesday voted to adopt a tax rate of 51.25 cents per $100 of property valuation. The new tax rate is one cent less than the current property tax rate in the city of Seguin. The tax rate will cover the city’s debt and provide the necessary funding to cover the maintenance and operation expenses in the city’s general fund budget. The general fund budget calls for expenditures of just shy of $50 million,

which is approximately $6.6 million more than the budget adopted at this time last year. Most of that increase is tied to an increase in salary costs.

The council also approved the city’s utility fund budget. The proposed utility fund budget

includes expenditures of $66 million, which is also about $6 million more than the previous year’s budget. The utility fund budget is funded by electric, water and sewer customers in the city. The city was not recommending electric increase next year, but an increase in water and wastewater rates was included in next year’s budget.

The budget and tax rate were all approved on first reading. A second and final reading will be required before they are formally adopted. The city’s 2023-24 fiscal year officially begins on October 1.

Church Women United offers open invitation to all during Fall Festival

(Seguin) -- The community is being given an open invitation to attend a special program to be hosted on Friday by an ecumenical women’s organization in Seguin. Church Women United is an international organization that works to improve lives across the globe. Here in Seguin, member Regina Lee says the group brings women together to support important causes and missions within this community.

“When women get together, women make things happen. When church women get together -- from every faith, we really make things happen. What Church Women United does, is try to make things happen worldwide. As a church in the community, we try to do community things, and we do have different churches that do different missions within their church. When all of us from every faith come together, we put our pennies, nickels and dimes together, and we try to help someone in a third world country and to make a difference in that woman’s life,” said Lee.

Member Patsy Boenig says they come from all different churches here in the area, with the common goal of making lives better for as many people as possible. She says Seguin’s chapter of Church Women

United started in the late 1970s or early 80s, and she says they continue to come together now to support a number of worthwhile causes.

“We are a group that is racially, culturally and theologically diverse -- but yet unified. We believe that from the smallest seed, which we call our least coin -in this country, it would be a penny and in some other countries it’s going to have a different name. If all of those are put together, we can come together to make a really big difference. In Seguin, we have non-denominational churches, such as Cross Church. We are represented in three Lutheran churches, (and) the First Presbyterian Church. We have members from the Baptist church. We have members of the Catholic church. We have a church from Marion and from outlying areas. What we try to do is get together and make sure that we celebrate, five times a year, something that is important,” said Boenig. Festival, pg. 3

The new state law isn’t just going to impact things, like the teen curfew ordinance. Quittner says it could also impact other policies and practices that have benefited the city over the years.

“For example, one of the things that we require, or have in the past, is require developers to dedicate a certain amount of land for future roads. We will no longer be able to do that, unless the road is identified, adjacent and funded. I don’t even know that

He says it’s something that the city will have to continue to monitor as long as the new state law is on the books. Some cities are attempting to sue the state over the passage of the law, suggesting that it may be unconstitutional.

MARION VOLLEYBALL FALLS WHILE SEGUIN AND NAVARRO EARN WINS IN FINAL TUNE-UPS BEFORE DISTRICT SEASON

(Marion) -- The Marion Lady Bulldog volleyball team fell to a stout New Braunfels Christian Academy team on Tuesday night, dropping their final non-district match in straight sets 25-17, 25-19, 25-12.

The Lady Bulldogs were lead by Kamryn Garza who had eight kills. Kacee McLendon added 10 assists and Bristen Birdwell came up with 12 digs.

Marion head coach Melissa Mitchell Schuetz experimented with some of her lineups ahead of the district schedule. Sophomore hitter Emily Sampson was second on the team with four kills on the night after a move to the outside.

“I moved her around and moved her to the outside this time. I needed somebody to start swinging on the outside tonight,” Mitchell Schuetz said of moving Sampson. “But hopefully, we got this out of our system and we start with Nixon on Friday.”

The Lady Bulldogs will start their 2023 district season with a 26-3A match-up against NixonSmiley this Friday. The match starts at 5 O’clock Friday afternoon at Marion High School.

Joyce Elaine Kutac Elliott, age 86 of Seguin, Texas, passed away on September 3, 2023. Joyce was born on October 3, 1936, in Yoakum, Texas to Tillie Amalia (Strauss) and Victor August Kutac.

Joyce is preceded in death by her parents, her step-father, Charles Wharton, her sister, Judy Kutac Holecek, and her brother, James Kutac.

On March 21,1968 in Seguin, TX a beautiful baby girl was born to Earl Sr. and Dorothy Moseley, whom they lovingly named Lelah Claire. Lelah was the youngest of four children and only daughter.

Lelah was a joy, a bright light whose infectious smile endeared her to family and friends alike. She was baptized at a young age and was active in her home church, Second Baptist Church of Seguin, TX where she attended Sunday School and sang in the junior choir. She attended Seguin ISD schools from kindergarten to graduation. As an honor graduate at Seguin High School, Lelah received a scholarship to Prairie View A & M University, through the Benjamin Banneker honors program. After graduating from Prairie View A & M University in 1990 Lelah married Rodman Goode and to this union one son was born, Brannon Frazier Goode.

Lelah was smart, creative, inquisitive, and continued her education at the University of Texas at Austin, receiving a Master of Education in 1995. She furthered her quest for learning by enrolling in the PhD program in Education at the University of Denver, while working as a Special Education Coordinator in Colorado Springs, CO. Lelah had many professional connections in TX and held many teaching and administrative roles in Seguin ISD and Hutto ISD. She was also a Special Education Coordinator at Education Service Center Region 20 and held bilingual and dispute resolution certifications.

Lelah combined her love of travel and teaching and accepted a position

loving family members, and many friends.

Visitation will begin on Wednesday, September 6, 2023, at 9:30 a.m. at St. James Catholic Church in Seguin followed by the recitation of the Holy Rosary at 10 a.m. The Mass of Christian Burial will begin at 10:30 a.m. with the Reverend Canon Stanislaw Fiuk and the Reverend Gregory J. Nevlud officiating. A reception will follow in the Parish Hall.

Graveside services and interment will take place at a later date at Fort Sam Houston National Cemetery.

as the Special Education Coordinator at The American School in Paris, France for a year. In addition to travel, she was an avid reader and a huge Harry Potter fan. Lelah followed her passion for makeup and worked as a makeup artist on the set of a feature film in Austin. She loved learning new languages, and was self-taught in Spanish, French and Portuguese.

Along this journey, Lelah met and fell in love with Natalie Haywood, whom she married on March 10, 2012, and renewed their vows again on July 2, 2015. Natalie and Lelah remained deeply committed in love until Lelah drew her last breath on August 20, 2023.

Lelah’s compassionate nature and personality left a positive influence on those with whom she came in contact. In addition, her kindness, and her way of making others feel valued leaves a lasting legacy for us to emulate.

Lelah was preceded in death by her parents Earl Moseley Sr., Dorothy Friday Moseley, brothers Timothy Moseley and Earl Moseley, Jr. She loved her family and is survived by her wife Natalie Haywood (Bulverde, TX), son Brannon Goode (Arlington, TX), brother Clarence Moseley (Austin, TX), nephew Jeremy Richmond (Houston, TX), brothers in law David Haywood (Houston TX), Michael Obershan (Austin, TX), aunt Norma Chappell (Torrance, CA), cousins Malissa Johnston Williams, W.C. Debra “Debbie” Martinez, age 46, of Seguin, passed away surrounded by her loving family on August 29, 2023. Debbie was born on October 16, 1976, in Bexar County, Texas.

Guadalupe M. Luna Sr. was called home to the Lord where he joined his beloved wife Maria and his three children, Guadalupe Luna, Jr., Henry (Chris) Luna, and Lucy (David) Gallegos.  Sunrise to Sunset for Guadalupe are: December 12, 1933 to August 28, 2023 – 89 years of age.

Guadalupe was a hard-working man.  He worked for the city of Seguin for 13 years and for the Texas Highway department from where he retired after 29 years of service and from where he received numerous certificates of job excellence.  Some of Dad’s favorite past times in his younger days were to go dancing with Mom and with other couples at local dance halls, and, just spending family time at barbecue cookouts.  Dad would practice catching and hitting baseballs with his three boys and his surviving daughters fondly recall Dad walking them to school and buying them dolls to play with.

His many grand children have fond memories of Grandpop as well.  The grandkids looked forward to Grandpop coming home from work because they knew he would have some goodies in his lunchbox for them. Champ (Frank Torres, III) lovingly recalls how Grandpop taught him how to spell the word “yellow”. There are many other fond memories of Grandpop as well from his other grandchildren.

In addition to his wife and three children who preceded him in death, Guadalupe was also preceded in death by his parents, Donaciano and Juanita Luna; his brothers, Frank (Kiko) Luna, and Felix (Guero) Luna;

sisters, Frances Menchaca and Florinda (Polla) Luna, as well as numerous nephews.

Left to cherish his memory are his brother and sister, Tony Luna (Dalia) and Maria Moreno.  Children:  David Luna (fiancé, Anita Mindieta), Gloria Gallegos (the late Robert Gallegos), and Angelita Torres (Frank Torres, Jr.); as well as grandchildren Roxanne Villalon Luna, Guadalupe Luna III, Kimberly Luna Macias, Aaron Luna, Henry Luna, Jr., Jason Gil, Deric Luna, Lisa Hargrove, Beatrice Sandoval, Iris Luna, David (Davy) Luna, Krystal Retiz, Michael Luna, Joseph Luna, Louri Perez, Santos Perez, Justin Rene Perez, Toni Marie Torres, Frank (Champ) Torres, III, Jesse Torres, Oscar John (OJ) Garcia, Marissa Iskandar, Sabrina Gallegos Tickle, and David Gallegos, Jr.  Also surviving Guadalupe are his almost 70 great grandchildren and several great-great grandchildren.

Melba Serold Tschoepe, age 94 of Seguin, passed away on September 6, 2023. Melba was born on March 31, 1929, in Bulverde, Texas to Hulda (Kabelmacher) and Herman Serold.

Melba is preceded in death by her loving husband of 53 years, Marvin Tschoepe, her parents, her brothers, Herbert Serold and wife Erna, Harvey Serold and wife Jane, and Marvin Serold, sister, Alice Dierks, and husband Willard, and sisters-in-law, Anita Boenig and husband Hilmar and Etelka Heinemeyer and husband Benno.

First Lady Jill Biden Tests Positive For COVID-19 (Rehoboth Beach, DE) -- First Lady Jill Biden has tested positive for COVID-19. Her office has confirmed the news, saying the 72-year-old is experiencing mild symptoms. She’s expected to remain at her home in Delaware. Meantime, the White House says President Biden tested negative for the virus Monday evening. He’ll test “at a regular cadence this week and monitor for symptoms.” The president is scheduled to leave the U.S on Thursday for a trip to India and Vietnam.

Conagra Recalling Frozen Chicken Strip Meals Over Possible Plastic Contamination (Chicago, IL) -- Conagra Brands is recalling nearly 250-thousand pounds of frozen chicken strip dinners because they may contain pieces of plastic. The USDA Food Safety and Inspection Service says the boxed Banquet Chicken Strips meals were shipped to retailers nationwide. Packages with “best by” dates of December 11th, 2024 and January 1st and 7th, 2025 are impacted. At least one oral injury has been reported. Customers who bought the meals are advised to throw them away or return them where they were originally purchased.

Study: Screen Time

Is Linked To Developmental Delays In Kids

(Japan) -- Too much screen time is being linked to developmental delays in children. That’s according to a new study published in the journal JAMA Pediatrics. Researchers looked at data from seven-thousand kids and found that two or more hours of screen time increased the likelihood of developmental delays, especially in problem-solving and communication. The risk went up nearly five times for children who had more than four hours of screen time. In infants, screen time was linked to developmental delays in social skills and motor skills.

St. Louis University Hospital System Nurses Vote to Strike

(St. Louis, MO) -- Nurses at St. Louis University’s hospital system have voted to strike, if necessary. Balloting over the weekend resulted in 94 percent of the nurses saying a strike is needed. They say they want a new contract that focuses on safety. Many also contend that because they’re working more hours, they’re also forced to take on more patients. The nurses say a meeting on Thursday with hospital leaders will help them decide whether or not to strike. They’ve been without a contract since June.

The Teatro De Artes De Juan Seguin is seeking vendors for its De Mano A Mano Artisan Market that will be held from 9 a.m. to 3 p.m. on Saturday, Oct. 21 on the historic Plataforma Hidalgo on the grounds of Teatro’s Cultural Arts Center, located at 921 W. New Braunfels St. in Seguin. Vendor selection is limited to handmade and homegrown items only and the fee is $55 per slot. Guadalupe County Fair Parade Entry Deadline

The Guadalupe County Fair Parade will be held at 10 a.m. Friday, Oct. 13 in downtown Seguin. Line-up begins at 8 a.m. with judging of the entries at 8:30 a.m. The parade will proceed down Austin St. to the Seguin Wave Pool parking lot. Parade entry forms are due by Saturday, Sept. 30 and are available at www.gcfair.org.

City of Seguin Fall Clean-up Day

The City of Seguin will have its Fall Clean-up Day from 8 a.m. to noon on Saturday, Sept. 30 at the Seguin Events Complex (Coliseum) parking lot, located at 950 S. Austin

St. in Seguin. A proof of residency is required. Accepted items include: junk disposal, scrap metal, appliances (without Freon), a maximum of 10 automobile tires (no larger than 19.5”). Paper shredding will also be available. Items that will not be accepted include: hazardous material or chemicals, brush/limbs, fences, sheds, construction materials or debris, appliances with Freon, tractor-trailer, mower, bike or ATV tires, and no tires from local businesses. Colors of Autumn Media Show

The Seguin Art League’s Colors of Autumn Media is open to all artists age 18 and over. Work must bee submitted between 10 a.m. and noon on Saturday, Sept. 2 and will hang until Saturday, Sept. 30. Downtown Scarecrow & Skeleton Display Contest

The Seguin Main Street Program and the Guadalupe County Fair Association will have its Downtown Scarecrow & Skeleton Display Contest Tuesday, Oct. 3 in downtown Seguin. The window displays go up the week of the fair parade which goes through downtown Seguin and the displays remain up until Pecan Fest at the end of October. Any local business or organization may decorate scarecrows or skeletons. If your business or organization is outside of downtown, the Seguin Main Street Program will assist in finding a location for your entry downtown. All entries need to be up by Monday, Oct. 2 for judging on Tuesday, Oct. 3. Entries forms are available at www.seguintexas.gov or at the Seguin Main Street Office, located at 116 N. Camp St. in Seguin.

First Friday Feast

The Geronimo Lions will have its First Friday Feast Fish or Steak Dinner from 5:30 to 7:30 p.m. Friday, Oct. 6 at the Big Red Barn. Meals are $20. A child’s hot dog plate (chips, drink and dessert) is also available. Tickets can be purchased at the door. The beneficiary will be the Christian Cupboard and entertainment will be provided by Charlie and Wyatt.

5th Annual Membership Meeting

The MLNDA 5th Annual Membership Meeting will be held from 10 a.m. to noon on Saturday, October 7 at the Seguin Public Library. Information will be shared concerning Nolte Dam including the latest updates concerning the Engineering Study, GBRA response and anticipated financing, information on the WCID Tax Rate Election this Nov. 2023, member voting, and a Q&A session.

Geronimo VFD BBQ & Live Auction

The Geronimo Volunteer Fire Department will have its BBQ & Live Auction beginning with a drive thru from noon to 2 p.m. Saturday, Oct. 7 at the Geronimo Community Center, located at 260 Navarro Dr. Dinner will be served from 5 to 8 p.m.. The Live Auction will begin at 6:30 p.m. Presale meal tickets are $12 and $15 the day of the meal. There will also be a raffle and live music by Best Friends. The City of Seguin will have its Jr. Squirrels Youth Disc Golf Clinic & Tournament beginning with check-in at 9 a.m. Saturday, Nov. 4 at the Starcke Park East Disc Golf Course/Patricia K. CCSCT Releases Utility Assistance Application for 2023 Applications are available for the Comprehensive Energy Assistance Program (C.E.A.P.) provided by the Texas Department of Housing and Community Affairs through the CCSCT.
