City secures financing for future multimillion-dollar sanitary sewer system By Darren Dunn

(Seguin) -- The Seguin City Council moved forward recently with its plans to seek financing for a $184 million upgrade to the city’s sanitary sewer system. The massive wastewater project would consolidate the city’s two wastewater treatment plants into one centralized plant that would then be housed at the city’s Geronimo Creek Wastewater Treatment Facility. The move would allow the city to close its sewer treatment facility on Walnut Creek, located near the city’s downtown. That plant has long been considered a nuisance by many because of its close proximity to homes, Starcke Park and downtown Seguin. Duane Westerman, of SAMCO Capital Markets, serves as the city’s financial advisor. Westerman explained what the council was being asked to consider during Tuesday’s meeting.

“This item is the first official action to move forward with an application to the Texas Water Development Board for the wastewater treatment plant project that you have been working on for quite some time. This is the same project. It hasn’t changed from what was presented to you before. It was approximately $184 million. You might have seen in the resolution that the number was higher at $197 million. This is an application to start

the process and that application needs to be a number that it will not exceed. So in addition to the $184 million approximately that we had in the last presentation -- that includes a possibility of the reuse project which was around $11 million and then there’s also -- to go through the water development board, if we go through it, there would be a loan origination fee of 1.75 percent so this number is a maximum number that includes all possibilities,” said Westerman. Westerman says there are a number of benefits to the city in choosing to go with this financing option. He says there could be substantial savings when it comes to the amount of debt that the city will be required to pay. “That loan origination fee, if you recall from some of the previous discussions allows us to get this loan which is a subsidized loan from the water development board at much lower interest rates so that 1.75 percent which on a $184 million is in the $3 million range -- that savings on that interest over the life of borrowing that money for the wastewater treatment plant could be as much as $100 million so it’s well worth the dollars for that consideration,” said Westerman. Westerman says this is just the beginning of the financing application process. He says if it is eventually approved and funded by the Texas Water Development Board, then that offer would have to come back and be approved by the Seguin City Council.

Guadalupe County, sheriff’s office recognizes service of longtime employee By Cindy Aguirre-Herrera

(Seguin) -- A longtime and well-known employee of the Guadalupe County Sheriff’s Office is being thanked for her many years of service and dedication to the law enforcement community. After 31 years of serving county residents, Dawn Caddell, administrative assistant to Guadalupe County Sheriff Arnold Zwicke, has officially retired. Caddell was recognized for her service during a recent meeting of the Guadalupe County Commissioners Court meeting. Thanking Caddell at the podium was Sheriff Zwicke who says he wasn’t quite ready to let Caddell go.

Having nothing but love for the sheriff’s office and all of Guadalupe County, Caddell also took the time to publicly thank those who have helped make her time at the sheriff’s worth the while.

“Good morning Judge, Commissioners, I’m going to respectfully ask that you postpone this agenda for four years,” Zwicke jokingly asked. Despite his failed attempt to hang on to her a little while longer, Zwicke went on to explain Caddell’s importance for the entire county.

Bell expected to repeat All-America accolades for Bulldogs

Bell, a three-year starter at free safety for the Bulldogs, was named to Dave Campbell’s Texas Football Small College Preseason Team, and he was named to the Draft Diamond Texas Small College NFL Draft Prospects list. Bell was ranked as the 51st-best free safety in college football and as the No. 2 free safety in NCAA Division III. “It felt great to be noticed,” said Bell. “I’m not going to settle with what I’ve accomplished, and I know the team will not settle with what we have done. There is more to do.” In 2019, Bell was a Second Team All-America pick by D3football.com and earned First Team All-ASC honors and D3football.com All-South Region honors for a third consecutive season. Bell racked up 48 tackles with an interception and a half-sack last season. In his career, Bell has 11 career interceptions, 156 total tackles, nine pass break-ups, and one interception returned for a touchdown. The Bulldogs are ranked 19th in the 2020 Street & Smith’s Preseason Top 25 for NCAA Division III. TLU is coming off an 8-2 season and a second-place finish in the American Southwest Conference. TLU was 8-1 in conference play in 2019. on Nov. 9 at then-defending national champion Mary Hardin-Baylor. TLU’s eight wins in the ASC were the most by a Bulldog squad in the university’s 18 seasons in the ASC (1998-2012, 2017-present).

The eight overall wins marked just the eighth time in TLU’s 85 football seasons that the Bulldogs won that many games in a single season. The Bulldogs were picked fourth in the 2019 ASC Preseason Football Poll. TLU was picked behind UMHB, Hardin-Simmons, and East Texas Baptist. TLU defeated ETBU on the road on Sept. 21 and then defeated then-No. 6 HSU on the road on Oct. 5. The win over HSU was the second win for TLU all-time at the Cowboys’ Shelton Stadium. The wins over ETBU and HSU were part of the Bulldogs’ seven-game win streak entering the UMHB game. Bell and the TLU defense combined with the TLU offense to produce a team turnover margin per game of plus-1.5. The Bulldogs’ turnover margin ranked sixth in NCAA Division III.

For the spring 2021 schedule, TLU and all of its fellow football members in the American Southwest Conference will play four games against divisional opponents and a final game against a cross-divisional opponent.

For the first time in ASC history, the conference’s football schedule will be played under a twodivision model with teams closing the 2020-21 season with a playoff pitting teams cross-seeded in a single game. Each division will have five teams. Belhaven, East Texas Baptist, Louisiana College, Mary Hardin-Baylor and Southwestern will be in the East Division. Hardin-Simmons, Howard Payne, McMurry, Sul Ross State and TLU will be in the West Division. The ASC’s fall sport 2020-21 schedules are subject to change and contingent upon health and safety guidelines of the NCAA and local, state, and federal entities. Regular-season division play begins Feb. 6 and runs five weeks with eight teams in action each week. Start times are to be determined.

The TLU defense also ranked 12th nationally in defensive touchdowns, with four, and ranked 23rd in fumbles recovered, with 12.

The ASC football playoffs are scheduled March 13 with the game location predetermined. The winner of the game between the two number one seeded teams will be named the 2020-21 ASC Champion.

The Bulldog defense ranked 24th in sacks, at 3.2 per contest, and 30th in team tackles for loss, at 8.0 per game.

On Aug. 6, the National Collegiate Athletic Association Division III championships in fall sports for 2020-21 were canceled.

With the health and safety of the division’s student-athletes, coaches, athletics administrators and communities as its priority, the Division III Presidents Council made the decision to cancel the championships due to the COVID-19 pandemic and related administrative and financial challenges. The DIII Presidents Council’s decision affected the TLU sports of football, men’s soccer, women’s soccer, women’s cross country, men’s cross country, and women’s volleyball. These sports will not have NCAA Division III National Championship possibilities in the 2020-21 academic year. TLU and the two conferences (the SCAC and the ASC) in which it has membership are committed to holding fall sports seasons and conference championship opportunities in the spring semester of the 2020-21 academic year, even without national championship possibilities. Winter and spring sports for TLU will join the Bulldogs’ fall sports in contesting seasons in the spring semester of 2020-21. The winter sports at TLU include men’s and women’s basketball and men’s and women’s indoor track & field. The spring sports TLU offers are: baseball, softball, men’s tennis, women’s tennis, men’s golf, women’s golf, men’s outdoor track & field, and women’s outdoor track & field.

(Lakewood, NJ) -- A New Jersey-based company is stockpiling plasma to help people suffering from coronavirus nationwide. The company, Streamline Verify, has been holding plasma drives at its headquarters in Lakewood since the beginning of August. After seven drives, company officials believe they’ve got the largest collection of plasma from recovered COVID-19 patients in the nation. They plan to make it available to coronavirus patients all over the country.

Jones Mark Steven Jones, age 65 of Midlothian, Texas, and a native of Seguin, passed away on August 30, 2020, after a fierce battle with bile duct cancer. Mark was born in San Antonio, Texas, and adopted into the loving arms of his parents Helna Alma (Neumann) and Gordon Parker Jones. Mark attended Seguin High School, where he played trombone in the marching band when he wasn’t out causing trouble—good naturedly, of course. Mark is preceded in death by his mother and father and many aunts and uncles. Survivors include his loving wife of 34 years, Melanie Jones; children Margaret Elizabeth Bowman, 31, from the Nashville area; and Gordon Forrest Jones, 30 from the Denver area; his sister Shari Jones Robertson and her husband Fred, from Austin; sisters-in law Jamie Schick Whitehouse (husband Dave); Julie Schick; Jackie Schick Center (husband Lance) and all of their families including many nieces and nephews. He also has many beloved cousins, extended family, and dear friends, all of whom he adored. Mark was an incredible husband, father, brother, and friend, and he always had a quick smile and loved to make others laugh. He cared so deeply about his family, and they all adore him—he will be missed dearly and never forgotten. A walk through line visitation will be held on Wednesday, September 2, 2020 from 5 to 7 p.m. at Tres Hewell Mortuary. WEDNESDAY SEPTEMBER 9, 2020 Department, commanded the cooking of the hog on the pit for the Guadalupe County Fair & Rodeo Hospitality Room, fed contestants and their families for the Texas High School Rodeo finals and cooked many a mountain oyster for the Houston Livestock Show pig sift at Brenham. He served his community and was particularly proud of his 30+ years of hard work benefitting the Guadalupe County Fair, serving as director and President for San Antonio Stock Show Guadalupe Colorado Valley Days. He received the Honorary Chapter Degree and Distinguished Service Award for contributions to FFA and the Community Builder Award from the Kingsbury Masonic Lodge.

Visitation will be held Tuesday September 8th, 2020 from 9am to 10am at Our Lady of Guadalupe Church Seguin, Tx.

After retirement, Johnny turned his talent for picking & trading antiques into a full-time business. Circle 2 Cedar Company not only produced some of the stoutest furniture known to man, but became the hub in downtown Kingsbury for news and commentary.

Rosary will follow beginning at 10am at Our Lady of Guadalupe Church.

His days were scheduled around televised bull riding and his M-W-F “Summit Conference.”

Mass will follow beginning at 10:30am at Our Lady of Guadalupe Church.

He raced pigeons, taught all his grandchildren to fish, and let them drink all the Big Red they wanted. It was a challenge to find a western novel he hadn’t read at least once.

Harborth John Wayne, “Johnny” Harborth died August 31, at his beloved Tecolote Ranch outside Kingsbury. He was 77. Born to Bruno and Mildred Aschen Harborth on October 31, 1942 in Seguin, he attended Kingsbury School and graduated from Seguin High School in 1960. He joined the Marine Corps and proudly represented the Corps riding bulls at rodeos across the Southwest. Returning to his beloved Kingsbury, which he considered the center of the universe, John went to work for Pat Baker Company and worked there 35 years during the Leslie Baker era. He raised a family and Beefmaster cattle. One favorite cow he named Elizabeth Taylor, “because she was so beautiful.” No dog, and not many people, lived up to the esteemed level of his legendary Ringo. When he wasn’t working, Johnny fed people. He was a second generation “sop” cook for the Kingsbury Volunteer Fire

Johnny was preceded in death by his parents; brothers Emil Bruno “Pat” Harborth, and Herschel Harborth. He is survived by sons Wade Harborth; Troy Harborth and wife Sallie; Shay Harborth and wife Delary; daughter Sami Kuhn and husband Ryan; grandchildren Kayla Harborth, Jordan Gully, Mary Thomas, Aschlen Harborth, Catherine Kuhn, Caroline Kuhn, Ty Harborth, Piper Harborth and Sloan Harborth; greatgrandchildren Addyson Hayes, Leighton Gully, Graham Dyer and Tucker Gully. He is also survived by brother Kenneth Harborth and wife Joyce; and sister Kay Beyer and husband Joe; as well as numerous nieces, nephews, cousins, family members and many, many friends. Graveside services and interment will be held on Saturday, October 31, 2020 (his birthdate) at 3 p.m. at the Kingsbury Cemetery with Pastor Joe Berkley officiating. A celebration of life, or “Raggedy Wake” will follow at Johnny’s home on Nash Creek. Merz Richard Wayne “Rick” Merz, age 56 of Seguin, passed away on July 23, 2020. Rick was born on January 25, 1964 in Seguin, Texas to Virgil Earl Merz and Betty Jane Schlichting Merz Lorenz. He was a 1982 graduate of Seguin High School.

Survivors include his son, Samuel “Sam” Merz; daughter, Olivia Merz; mother, Betty J. Lorenz; uncle, Roy Merz; aunt, Betty Jean Schlichting; numerous cousins, other loving family members and many friends. A memorial service including military honors, celebrating Rick’s life will be held on Monday, September 14, 2020 at 3 p.m. at Cross Church with the Rev. Jim Price officiating.

Dement Colleen Petty Dement passed away on Aug 4, 2020 in San Antonio, Texas after a long battle with ALZ. She grew up in San Antonio, Texas and attended Brackenridge High School Class of 49. She received her B.A. degree from Baylor University in 1951. She graduated from Incarnate Word with a Master’s Degree in Education. She taught school in Florida, Wiesbaden Germany and Ft. Sam Houston Elementary School for a total of 36 years. Her hobby was painting Blue Bonnets and Texas Country. She belonged to the Assistance League of San Antonio where she enjoyed all their activities decorating CAPS for children in the hospitals. She is survived by Sam Dement of -68-years, daughter Dorothy Merkelz and husband Art. Memorials may be made to the ALZ Foundation, Bader House or Assistance League of San Antonio. The family would like to extend their gratitude for their care at the Bader House and the Opus Hospice Care and Neptune Society.
