New mayor, council members take seats in Seguin By Darren Dunn
(Seguin) -- It was the end of the line for outgoing members of the Seguin City Council as new members were officially sworn into office. New Mayor Donna Dodgen, returning Councilman Chris Rangel, and three newcomers -- Sonia Mendez, Monica Napier Carter and Joe Rea were all sworn-in during Tuesday night’s council meeting. Before the newly elected officials took their seats, outgoing members each took time to thank the community for the opportunity to serve. Mayor Don Keil and council members Jet Crabb, Ernest Leal, and Fonda Mathis were all unable to seek reelection due to the city’s term limits. Councilwoman Crabb says it’s been a great ride, and she’s thankful for the opportunity to serve. “I would just like to say thank you for the privilege of serving on the council. It has been a wonderful experience and I want to thank the city staff for being so fantastic. They have taught me more about sewers and wastewater, more than I ever wanted to know but it’s very interesting and I also want to address something to Donny. Some of ya’ll may not have remembered but when we had our first council meeting eight years ago, Donny looked out, he saw Fonda Mathis. He saw me and he saw Donna Dodgen and he said, ‘just what I need, three more wives.’ So, I just want to tell Marty, we are letting him go tonight. He is all yours!” said Crabb. Councilwoman Mathis echoed many of the sentiments expressed by Crabb. She says it’s been an amazing experience, and she appreciates all the work that’s been done by the city over the last eight years.
“I want to thank my wife Marty who has been through the 14 years with me, dragged to so many public events and stood on and supported me and encouraged me and is a very good critic to bounce things off from time to time because she’s very honest. I tell you, she’s kept me in line to be honest with you and I’m forever grateful and I love her very much. That’s the first thing and then, the council members, I kind of love you too but you know, not quite that much,” said Keil.
“I have enjoyed it so much and I’ll tell you, this city staff here is so awesome and like her (Crabb), the information that I’ve learned going all the way back to Joe (Ramos, former city engineer) and his pothole days -- I’ve learned more about pavement and sewers and equipment but all that being said, it was great. It was exciting because it really made our work here in the council productive to know and understand what makes the city tick and when we worked through the budget, we knew what that equipment was because we’ve seen it firsthand. So, thank you. I’ve enjoyed it. I’m going to miss. It is bittersweet. I’m going to enjoy my time back, but I have really enjoyed my eight years,” said Mathis. Councilman Leal, who has also served in the past as a member of the Seguin ISD school board, says his time on the council has been a rewarding experience. He thanked God and his wife for the opportunity to serve. “Thank you for everyone here at city council. Everyone here is a great person, great personalities. We were a good team. I know it’s not over. Some of ya’ll have four, two years left, but just keep helping the folks that need the help out there. Some folks never come over here because they are kind of scared to speak but there’s a lot of people out there that need (you in) their districts and just keep helping the folks so I thank you from the bottom of my heart and God bless ya’ll,” said Leal. Mayor Don Keil also expressed his gratitude to city staff and to others
Keil says they’ve been able to accomplish a great deal over the last eight years, and he says a great deal of that is because of the other members of the council. He says they always did their homework, and always did what was best for the city of Seguin. “I have been so blessed to have this council and the other councils that I’ve had because each and everyone of them have represented their areas in their districts and done the things they had to for their districts but they never lost sight of the big picture. I think we all pull together. Just one illustration of that is I’ve only had to vote to break a tie once. In our system of government, I only vote when there is a tie and that only happened once, just once and that was to have dogs on the porches of restaurants and I must say I did vote for the pooches. It shows a degree of unity for eight years, never had to break a tie. That says a great thing about the unity. It also says a great thing about how all these people do their homework. They don’t just show up for city council and open their packet or look at something. They’ve thought about it. They’ve consulted with staff. They’ve done what they needed to do to make it all work and they all should be applauded for that,” said Keil. See MAYOR DODGEN page 3

Mayor Keil also offered thanks to former Seguin City Manager Doug Faseler. He says Faseler really helped to build upon the foundation of success at Seguin City Hall. He says it’s something that’s being continued by current City Manager Steve Parker, but he says Faseler deserves a great deal of recognition for the city’s success. “He’s the one that came in here and hired all these incredibly professional people here. Steve just hired one. Okay, we’ve got one. But, the rest of these folks were all hired and all groomed and brought along by Doug Faseler who did an incredible job in running the city for so many years and I owe so much of my success to him and for what he did for the city during that time,” said Keii. Keil says he also owes much of his success to the work of past mayors, who laid the foundation that has now allowed the city to transition to something new. “We’ve kind of had a modern era and I think a lot of it happened with Mark Stautzenberger. He did a great job in kind of getting things in line and doing quite a few things mainly things like the SSLGC

and then Betty Ann Matthies who came along and really got things rolling economically with the recruitment of Caterpillar. I came in and then I have the like of having all these incredible people and frankly, those guys probably had to break a lot of ties. I didn’t, thankfully,” said Keil.

As he began wrapping up his comments, Keil turned his eye towards the future. He says the city is now in the very capable hands of Parker, who he called a great hire as city manager; and in the hands of Dodgen, who took over the reins as mayor Tuesday night.
Councilman Mark Herbold has a couple of more years left in his term, but he took a moment on Tuesday to thank those outgoing members of the council for their hard work, leadership and dedication to this community.
“The city should not be concerned at all about leadership going forward as well Donna, I know she’s going to do a great job. She sat on this (council) for six years. She knows what’s going on. She understands the city and I think she’s going to do an incredible job. There is no limit to where this city can go,” said Keil. Keil became emotional as he ended his remarks with a special thank you to the people of Seguin. He says none of this would have been possible without their love and support. “To the people of Seguin. I want to

(Seguin) - Ronald Heinemeyer was honored at Seguin High School’s homecoming football game last Friday for serving as the public address announcer at Matador Stadium for 33 years.
Heinemeyer spent his entire career with Seguin ISD, including a stint as Seguin High School principal.
Seguin bracketed the first and second quarters with a 19-2 run, including 14 straight points at one juncture, and pushed the lead to 18 before settling for a 32-18 cushion at halftime. Rodriguez rattled in a mid-range shot at the buzzer to end a 6-0 Floresville run before the intermission.
He handed public address duties at the first home game in the new Matador Stadium before stepping down earlier this season. Seguin head football coach and athletic director Travis Bush presented Heinemeyer with a plaque between the first and second quarters of the Matador’s 68-7 win over San AntonioMcCollum on Friday.
The Matadors scored the first eight points of the third quarter and won the period 10-4 to take a 42-22 lead into the fourth. Brittain says the program and the skills of the individual players have evolved in her second season as head coach, and expects the work put in to pay dividends as the team moves closer to district play.

Marvin Valentin Strey, age 94 of Cedar Park, formerly of Seguin, passed away on November 3, 2020.
Marilyn F Koontz, aged 81 of Seguin, TX, was called to her Heavenly Savior’s arms on Oct. 30, 2020.

Marilyn was born on February 24, 1939 in Quincy, Illinois to Marion and Eunice Haselwood. She lived nearly half her life in Quincy where she had graduated from high school in 1957. As a young wife and mother, she worked at the nostalgic Kirlin’s store. She then began teaching piano in her home. After Motorola moved them to Seguin in 1975, she became an active member of First Baptist Church where she played the piano and organ for a number of years, as well as in her younger years in Quincy, Illinois at Immanuel Baptist. She participated in choir and handbells, was a member of the JOY Sunday School class, and always had her hand in more than one Ladies Bible study at a time. Mom touched many lives through her love of music. She taught piano and organ to many young people spanning 30 years. She was also the accompanist for the SHS choir. She sang with the Sweet Adelines Texas Star and Alamo Metro and TLU choir at Christmas time. She loved cruises and her kitties, adored her “out to lunch” friends, her broccoli chicken and her Spurs, her puzzles and her books, but most of all her family. She was a loving mom, grandma “Mimi” and great-grandma, and friend; and was a loving wife to her husband of 53 years, Leslie R. Koontz who preceded her in death on 9/12/2010. Traveling was their favorite pastime; in their lifetime they had visited all 50 states, explored Europe, Scandinavia, Russia, Panama, Alaska and Costa Rica. One of the best trips ever was the Caribbean cruise with her sister in law Judy Wakefield (now deceased), and her daughters and granddaughters. She is survived by her four children and their spouses, Kathy L. (David) Slee, Barbara A. (Donnell) O’Brien, Lisa K. (Rick) Robbins, Alan R. (Stephanie) Koontz; 11 grandchildren: Ryan (Candace) Slee, Nathan (Missy) Slee, Jordan (Shannon) Slee, Jenna (Josh) Bichsel, Emma Ridley, Connor O’Brien, Dana (Stuart) Davis, Lindsay Robbins, Jessica (Anthony) Buitron, Leah Allstott and Conner Allstott; and she was proud to have 18 great grandchildren: Gaby Wagner, Gavin, Grant, and Grayson Slee; Lenora and Ellis Slee; Desmond, Elliana, Alizah, Conrad, and Calina Slee; Lennox and Lucas Bichsel; Hazelee Perry; Henrietta and Evangeline Davis; Calvin Samley and Melodee Allstott-Little; nephews, Dave Hild and Steve Hild; several cousins, other loving family members and many friends. Patek Jennifer Leigh Kacal Patek, age 48 of Seguin, formerly of El Campo, Texas passed away on November 11, 2020. Jennifer was born on June 25, 1972 in Wharton, Texas to Nancy Katheryn (Hazel) and Frank Steve Kacal. She grew up in El Campo was a proud graduate of El Campo High School, Class of 1990. She is preceded in death by her grandparents, Bill and Mary Kacal and Katheryn Hazel and her father-inlaw, Franky D. Patek. John Jay Lubbock, age 64 of Seguin, joined our Lord and Savior on November 14, 2020.
Dr. Keith Sullivan, age 69 of Seguin, Texas, passed away on November 12, 2020.
A celebration of John’s life will be held on Saturday, November 21, 2020 at the Geronimo Community Center from 2 to 4 p.m. with both Department of Public Safety and Masonic Rite Services to be rendered at 3 p.m.
Keith was born on November 6, 1959 in Waynoka, Oklahoma.

John was born on January 21, 1956 in Astoria, Long Island, NY to Jim and Dorothy (Sinclair) Lubbock. He worked as an officer for the Department of Public Safety (DPS) for over 30 years. He was a member of the Guadalupe Masonic Lodge # 109. His favorite times were spent with his many friends and family. He is preceded in death by his parents, and his brother, John Luther Lubbock. Survivors include his children, Dusty Lubbock and wife Meredith of Amarillo, and Morgan Land and husband Wade of Seguin; grandchildren, Maddison, Luke and Thomas; brother, Jim Lee Lubbock III and wife Carolyn; as well as numerous nieces, nephews, cousins, other loving family members and many friends. Keith graduated from Texas Lutheran University with a Bachelor of Arts degree in 1976. While attending TLU he was on the football team which embarked on a magical run in 1974 and 1975 to win The National Championship. He went on to receive his Master of Arts degree at Norwich University and finally obtained a grand accomplishment of Doctor of Education at Nova Southeastern University. Keith had 28 years of experience in education with 15 years of experience in educational as a principle, superintendent, and ending his career as a Director of TEA. Keith was a former Marine Officer (Capt.) While serving, was presented the Navy and Marine Corps Medal of Heroism. After retirement in 2011 Keith helped many disabled veterans and volunteered at Texas Lutheran University. Keith’s childhood was challenging, but adversity helped mold him into the incredible man he became. Keith was the one you wanted on your side, with a relentless will to succeed. He was always there when you were at your lowest, but he wouldn’t accept anything in return for his help or support.

Tuesday Sees Most COVID Deaths Since May
(Undated) -- The U.S. is recording it’s highest one-day death toll from the coronavirus in months. The COVID Tracking Project tweeted more than 15-hundred deaths were reported on Tuesday, the most since May 14th. There were also over 155-thousand new infections. The Project also noted about 77-thousand Americans are in the hospital because of the respiratory illness, with 20 states hitting records. The spike in cases has led some states to put in new restrictions to combat the spread.
Chicago Mayor: COVID Surge ‘Off The Charts’
(Chicago, IL) -- Chicago Mayor Lori Lightfoot admits the latest surge in coronavirus cases is unbelievable. The mayor tells MSNBC folks must follow public health measures like masking up because vaccines aren’t here yet. Lightfoot said there’s a good bit of time before vaccines are widely produced and distributed. She also talked about building trust that the vaccines are safe to take. In the meantime, a stay-at-home advisory began Monday in the Windy City. Chicagoans are asked to not have their usual Thanksgiving celebrations, among other things.
Amazon Pharmacy The Latest Offering From Tech Company
(Seattle, WA) -- Amazon is launching its own pharmacy. It’s called Amazon Pharmacy and it’ll
offer many things which include Amazon Prime members enjoying free delivery. The service is available starting this week to those over 18 in almost every state. The exceptions for now are Hawaii, Illinois, Kentucky, Louisiana, and Minnesota. Most insurance will be accepted and things like health savings accounts can be used.

(Undated) -- CVS will be one of the providers of COVID-19 vaccinations. CVS says the vaccine will be offered at ten-thousand locations nationwide. That offering will come after government approval.
Pfizer Ready To Pursue Emergency Use Authorization Of COVID Vaccine
(New York, NY) -- The Pfizer head says they’re ready to pursue emergency use authorization for their COVID vaccine. CEO Albert Bourla says the vaccine reached a key safety milestone and they’re planning on submitting data to the U.S. Food and Drug Administration. This comes after an analysis showed their vaccine to be 90-percent effective. But Bourla says they still need to measure the durability of the vaccine. It’s unclear at this time when they will file for emergency use authorization.

Mayor Victor Contreras update; Hello Marion, I hope you are all doing well and gearing up for the holidays. Just remember to take every precaution to make them safe. The election is over and we will be canvassing the votes and certifying the count on the 16 th of November. It was an extremely close race and we were fortunate to have had four very experienced and enthusiastic candidates to choose from. I welcome back the new and incumbent council members, we can now concentrate our efforts on running the city to the best of our abilities. We have seated a Planning and Zoning Committee, the officers will be as follows, Chairman Jeffery Patterson, Vice-chairman Catherine Lindquist, Secretary Renee Zunker and member Yomi Ajasin. They will be taking the P&Z responsibility away from the City Council, in the absence of a P&Z the council had those duties.

They will be another set of eyes and ears to review our ordinances and listen to presentations from our citizens and developers. In the meeting former P&Z Chair Councilman Chris McClain gave the committee an overview of what is expected from them. If you have a little time on your hands and want to be a part of shaping the City of Marion please stop by the City Hall and apply. We have an opening for one more committee member but you must live within the Marion city limits. Grant opportunity; CDBG- MIT grant application has been completed, turned in and now the waiting game begins. I keep these potential improvements in my mind every day and pray we are one of the City’s that are allotted the funds, this will be great for the City of Marion’s infrastructure needs. These are federal Government Land Office funds from the Hurricane Harvey Mitigation process. During Harvey the city experienced a lack of water and also experienced some adverse situations with our
sewer system. We can only use these funds for specific items associated with the Harvey Mitigation. I presented to the Council the final part of the process that I have been working on since early July of this year. This has been at least a four month long project to get to this point, it started with the idea of instead of paying an estimated $440,000 to just repair a portion of our sewer plant but be able to do a great deal more for our infrastructure needs. If we are approved we will be able to cover those costs for less than a fourth of that cost. The first step was to write up the Request for Proposal and Request for Qualifications and select the Grant-writer and the Engineering firm from those companies that applied, a side note these companies won’t be paid unless we are awarded the grant. The next step was to work with them and come up with a viable plan that would have a positive impact for the majority of our citizens.I believe we have such a plan, I am going to think positive and once we are selected to receive the grant we will be able to replace the sewer head works, upgrade the sewer plant, replace a few sewage lines (Seidel, Meadow Dr. and N. Cunningham near Sun Flower Dr. and some alleyways in the city) replace some of the Manholes and all the Manhole
covers. With replacing those lines the applicable roads would have to be redone. We will also be able to have a more constant pressure in our water system by building a new 500,000 gallon water tower as well as bringing in a new 12 inch diameter water main from the Wagner station, the line will be located on the South end of town. This is a short explanation of what we could accomplish with the $10,000,000 that will cost the city ($100,000), that is 1% of the total which is not an everyday occurrence normally the entity’s contribution can be as high as 50%. I want to thank the council in believing in the project and voting in a motion to approve each part of it. Now as I have said already we have to wait and see if we are approved in January or February of 2021. I am looking for more grant opportunities to improve the city and help our citizens.
