Suspect surrenders after barricading himself in apartment Investigation continues in man’s possible involvement in armed robbery case custody without incident at around 12:15 p.m.

(Seguin) – A wanted suspect remains behind bars after barricading himself inside a local apartment Wednesday morning. Seguin Police Chief Terry Nichols says after finally being convinced to walk outside his apartment door, the suspect, Israel Moreno, 23, of Seguin was taken into

“We’ve been looking for a man by the name of Israel Moreno, a 23-year-old Seguin resident, to serve a stalking warrant on him from a case that we’ve been working on. Unrelated to that incident, early this (Wednesday) morning about 5 o’clock, there was an incident involving a robbery where Mr. Moreno was a suspect in that robbery. He was tracked back to his residence in the apartment complex at 1439 Barnes Dr, the Oak Hollow Apartments. We used the Guadalupe County SWAT Team which is made up of the Seguin Police Department and the Guadalupe County Sheriff’s

Department as well as the crisis negotiators because there was a violent crime this morning. It was a robbery involving a handgun and we just didn’t want to take any chances. So, we did what we call a surrounding call-out and tried to get him surrender. After about an hour, an hour and a half, he did begin to talk to negotiators and he did peacefully surrender without incident,” said Nichols. Nichols says police detectives continue to question Moreno and investigate exactly what happened early Wednesday morning. “We are interviewing people right now as we speak both him, the suspect as well as a witness and the victim

to find out exactly what happened. We do know that it seemed to have revolved around a vehicle. We believe other property was taken at gunpoint as well. We are executing a search warrant at the Oak Hollow Apartment where he was barricaded in and to see if we could recover any of the stolen property and/or the weapon in the apartment. This is still only an investigation. There are no official charges that we are going to be filing on that investigation at this point, at this minute that we are talking. He is under arrest for the warrant for stalking from the earlier incident and we will continue this investigation to see if additional charges will be filed,” said Nichols.

Nichols says he applauds the efforts of the Guadalupe County Swat Team as well as his team of Seguin PD officers for getting the job done quickly and safely. “Especially violent crimes, we take the attitude that we jump on these very quickly. The quicker you can jump on a crime like this and try starting to get it resolved, the quicker we can get a violent suspect off the street. Once we knew where the suspect was, we had eyes on the apartment by about 7:15 this morning (Wednesday), watching the apartment to make sure that the suspect did not leave. The ultimate goal is a peaceful resolution to the whole situation. So,

once we got all the wheels in motion in getting the negotiators involved and the SWAT involved, it looks like a huge show to people watching and it is a large presence but it is very coordinated. We were using drones. We were using Facetime. We were using phones, every technology available to simply try to communicate and bring this whole situation to a peaceful resolution which ultimately it did,” said Nichols. Due to Oak Hollow’s proximity to local schools, both Barnes and Koennecke Elementary Schools initiated their respective security plans keeping kids and staff safe throughout the incident.

City approves deal for additional lighting along I-10 By Darren Dunn

(Seguin) -Seguin is getting some additional lighting along Interstate 10. The Seguin City Council on Tuesday approved a plan that will allow the Texas Department of Tr a n s p o r t a t i o n to proceed with a plan to add lighting along the interstate inside the city. City Attorney Andy Quittner explained the highway project to the council. He says TXDOT will install all of the lighting, but then it will be up to the city to maintain it. “They will build the initial structure but afterwards, they expect the cities to maintain and of course, pay for the electricity to run the lights. So, this will be split a little bit with GVEC as far as the electricity because part of it is in their service territory so we will have a separate agreement with them to cover the cost of electricity for those poles. But the maintenance part is all of them,” said Quittner.

Design work to begin on upgrade to Central Fire Station

By Darren Dunn

(Seguin) -- Central Fire Station is about to get a major upgrade. The Seguin City Council on Tuesday agreed to hire TSG Architects to handle the design work for the fire house located in downtown Seguin. City Facilities Director Greg Odom says TSG has a strong track record with the city of Seguin. The firm has been responsible for the design work for new and renovated city facilities. “We are requesting to enter into a contract with TSG for the remodel of Central Fire Station located at 110 Elm Street. Some of the previous projects that TSG has recently completed with us is the Utilities Operation Center, the Development Center and most recently, the pro shop remodel,” said Odom.

Odom says the nearly $300,000 agreement with TSG goes well beyond just a set of plans. He says the firm will be working with the city throughout every phase of the project.

Stoll Our loving mother, Mary Ann Rea Stoll, gave her whole heart passing away Wednesday November 25, 2020 in New Braunfels, Texas. She was born on December 24, 1954 to Larry and Doris Rea at Pepperrell AFB, St. John’s, Newfoundland, Canada and proudly received her naturalization certificate of citizenship on November 22, 1963 while the family was stationed in Glasgow AFB in Montana. Growing up in a United States Air Force military family alongside her brothers and sister, she had the opportunity to experience many places including Japan where she graduated Chofu High School in 1973. Her high achieving approach led to many awards and accolades on her path to five college degrees mainly centered around the field of education as a lifetime certified reading specialist. She also obtained a Juris Doctor degree from UMKC Law while raising her two young children, Aaron and Alicia, in St. Joseph, Missouri. Her choice to devote herself to teaching followed a passion to help children become successful. She had a special heart for students facing tough home life challenges, and uniquely was able to reach many who had been written off by others. This world will never know the collective impact of her humble generosity, but thankfully each individual will in their own heart.
