Dear Fellow Seletarians, FINANCIAL YEAR ENDING 31st MARCH 2023
As the world started to slowly emerge from the darkest days of the pandemic, Seletar Country Club went through a mixed financial year ending (FYE) 31st March 2023.
With the economy starting to show signs of recovery from the earliest part of 2022, demand slowly begun to build up for activities and services that were mostly absent during the earliest days of the pandemic. This meant the Club was able to ramp up the frequency of revenue generating activities such as Corporate Golf Games, Wedding Banquets and Social Events, amongst others. Towards the later part of 2022, any remaining restrictions were largely removed, which has allowed us to rapidly scale up our activities and events. Thus, our operating revenue for FYE 31st March 2023 is expected to better the preceding year. As operations starting ramping up, our expenditures have also increased in the areas of staff and related costs, golfing maintenance and property repairs and maintenance. These additional expenses are necessary to support the opening up of the economy and in the improvement of our club facilities and golf course.
The Club has also completed a series of major improvement works like revamping the Sports Complex and Main Reception Area, amongst others. Most recently, we completed the construction of and have opened air-conditioned lounges, Seletar Pub and Eagle’s View, for members usage. The
duo represents the first such facilities of their type in the history of the Club. We hope that members will appreciate and enjoy these new amenities. Despite these capital expenditures, having a positive liquid cash flow will allow us to remain in the pink of health for the foreseeable future.
APPRECIATION TO MEMBERS, STAFF AND MC MEMBERS
We would like to earnestly thank members for their patience and support throughout the Covid-19 pandemic period. This has proved to be an unprecedented period for the entire world and naturally, we were not spared either. Nonetheless, a combination of adaptability and resourcefulness by our staff throughout these trying times and the support of our members have tided us through. Lastly, let me thank my fellow MC members for their extensive contributions throughout the past 2 years with their respective sub-committees to the Club as a whole. While we are still not quite out of the woods yet, I am certain Seletar Country Club has what it takes to successfully navigate the choppy waters ahead. With everyone’s continuous support, we are increasingly confident of reaching the goal of becoming Singapore’s premier family friendly Club of choice.
Please stay healthy and I hope to see you around the Club!
MAUREEN LEE Honorary TreasurerReinstatement of the MINIMUM SPENDING LEVY (MSL)
The Management Committee has approved the reinstatement of the minimum spending levy (MSL) which has been in abeyance since April 2020 due to the COVID-19 pandemic.
The MSL will be reinstated with effect from 1 April 2023.
What is the minimum food & beverage (F&B) spending amount?
Ordinary, Corporate & Foreign Members
$90 (inclusive of 8% GST) per quarter
Social Members
$45 (inclusive of 8% GST) per quarter
The full amount of $90 or $45 (inclusive of GST) or balance thereof will be billed at the end of each calendar quarter period (e.g. end of June 2023, end of September 2023, etc.) if the required minimum F&B spending amount is not met.
What is the levy amount to be billed to my account if I did not meet the minimum F&B spending amount per quarter?
The levy amount will be determined by the difference between the minimum F&B spending amount as stated above and the actual total F&B spending amount billed to member’s account at the end of each quarter. Please view examples below for ease of reference:
Example 1:
For Ordinary, Corporate & Foreign Members, the minimum F&B spending amount per quarter is $90 including 8% GST
For the quarter of April to June 2023, member has billed a total of $60 F&B spending (including 8% GST) to their account. Hence, the minimum spending levy amount billed to the member’s account at the end of the quarter is $30 (including 8% GST).
Example 2:
For Social Members, the minimum F&B spending amount per quarter is $45 including 8% GST
For the quarter of April to June 2023, member has billed a total of $30 F&B spending (including 8% GST) to their account. Hence, the minimum spending levy amount billed to the member’s account at the end of the quarter is $15 (including 8% GST).
Where does the MSL apply?
A.The MSL applies only to spending at the following Club-operated F&B outlets:
1.Seletar Terrace
2.Seletar Tavern
3.Seletar Pub
4.Eagle’s View Lounge
5.Poolside Café
6.KTV Lounge and Private Room
B.Voucher usage cannot be applied against the MSL.

FIRE DRILL EXERCISE ON
Workplace safety is not something that can or should be neglected. How people behave in high pressure
situations, such as fires, can vary but this factor can be hugely important when it comes to effective evacuation. Fire drills allow staff to practice evacuation procedures in a simulated situation to ensure
they are fully aware of how to safely exit the building.
The more familiar staff are with fire drill procedures, the higher the chance that staff and members remain safe and well during an emergency. Regular fire drills will help to underpin the correct procedures, removing panic and uncertainty for all concerned.
With the above in mind, we held our next Fire Drill Exercise on the morning of Monday, 12 December 2022. The last drill was held in July 2022. The morning’s proceedings started off with a Tabletop Exercise involving members of the Fire Safety Committee. At the end of the exercise, a quiz was held where staff who answered the questions correctly won attractive prizes. This was followed by the actual Fire Drill, where staff were required to gather at the designated assembly area. Our Fire Wardens then proceeded to demonstrate on how to properly use the Fire Extinguishers, with some staff invited to practice using them.

KEY CHANGES TO THE RULES OF GOLF Taking Effect on 1 Jan 2023
The USGA and the R&A have unveiled a regular update to the Rules of Golf as they continue to make the Rules easier to understand and apply. The new Rules will go into effect on January 1, 2023.
The 2023 edition continues the modernization process, with an emphasis on both inclusion and sustainability. For the first time, the modified Rules for players with disabilities have been fully incorporated into the playing rules without the need to adopt a local rule. The governing bodies, supported by longstanding partner Rolex, will also promote digital and mobile app access to the Rules while significantly reducing the production and distribution of more than 4 million printed books.
Several penalties have been relaxed and language has been clarified to help golfers at all levels of play.
Key changes include:
Ball Moved by Natural Forces:
A new exception provides that a ball at rest must be replaced if it moves to another area of the course or comes to rest out of bounds after being dropped, placed or replaced.
Modifications for Players with Disabilities:
The modifications to the Rules for players with disabilities have been made part of the Rules and are in effect for all players who are classified in the categories covered in Rule 25.
Club Damaged During Round:
The Rule has been amended to allow a player to replace a club that is damaged during a round, provided the player did not damage it through abuse.
Back-on-the-Line Relief Procedure:
The back-on-the-line relief procedure, often used for penalty area and unplayable ball relief, has been simplified so that the player now drops their ball on the line, and the ball must come to rest within one club-length of where it is dropped.
Handicap Usage in Stroke Play:
With the continued growth of score-posting technology following the adoption of the World Handicap System™, players are no longer penalized for failing to put their handicap on their scorecard in stroke play. The committee will be responsible for ensuring the accuracy of each player’s handicap.
Golfers will be able to learn more about the major changes and review the official 2023 Rules of Golf by visiting www.usga.org/2023Rules and randa. org. Full updates to the official Rules of Golf digital applications will be available starting on January 1.

GOLFER IN THE SPOTLIGHT: JAMES LEOW
As a kid, James Leow had harboured hopes of becoming a leading professional golfer. More than hopes, it was a dream of his to qualify for and win the Majors, whilst flying the flag high for Singapore. After completing a stellar amateur career, Leow, currently 26, announced in December 2022 that from now onwards he would be playing-for-pay. It has been a very encouraging past few years for Leow who had distinguished himself for self and country.
One of his most notable achievements was the gold medal that he won in the individual event at the 2019 SEA Games in the Philippines. In 2022, he beat highly-ranked opponents to win the Thunderbird Collegiate and the Pacific Coast Amateur titles in the United States, which is no small feat. He also represented the Team International side that beat the United States at the prestigious Palmer Cup. Then, playing as an amateur, he raised eyebrows with his 31stplace finish on eight under at the Asian Tour’s International Series Singapore in August 2022, six shots better than the Republic’s No. 1 Mardan Mamat, the lone pro to make the cut. And in the recent Nomura Cup, he clinched both team and individual silver medals, leading Singapore to its best-ever result at this event. With these achievements, Leow has climbed to an impressive 43rd in the World Amateur Golf Rankings.
Leow said on his status switch: “It’s all I’ve been working for since I was a kid and I’m ready to compete against the best in the world.” Since his dad Philip Leow introduced him to the game at the age of six, and at nine when the precocious Leow came under the wings of former Putra Cup champion Phua Thin Kiay, he has been fully committed to golf.
Given that he is a role model for many aspiring young golfers in Singapore, Leow has the following advice for them:
He adds: “There is no substitute for hard work. Waking up in the morning and going out to practice plus putting in time at the gym to get stronger physically. Master these fundamentals and you will become a better golfer.”
Leow recently graduated from Arizona State University, a highly ranked collegiate golf institution in the US that has produced the likes of Spain’s former world No. 1 Jon Rahm and six-time Major champion Phil Mickelson of the United States. Leow added: “My goals now are to secure playing rights on a major Tour and to start racking up Official World Golf Ranking points in order to climb the rankings. “Breaking into the top 100 in the world and qualifying for the Majors are my main goals.”
As someone who grew up and started playing golf at Seletar Country Club, Leow is incredibly grateful to the Club for it’s consistent support over the years not just for him, but for aspiring young amateur golfers who harbour dreams of turning pro. When asked on which hole in Seletar he considers to be the most challenging, he said: “Definitely Hole 3! Whenever I get to that hole, there needs to be a certain level of focus. Usually, I try to hit a good drive as far down as I can onto the fairway.”
Leow will also join the SGA Professional Programme which aims to assist professionals navigate the transition from elite amateur to professional golf by providing technical support, access to training facilities, and holistic skill development. James has done Singapore proud with his many achievements during his amateur career and we wish him all the best as he embarks on the next phase of his career.
It’s all about the routine. One has to be disciplined enough to follow it to the letter. Even the most marginal of gains builds into a bigger percentage gain over time.
MEDAL OF MEDALS 2022
Seletar Country Club kicked off the new calendar year of golf events with the highly anticipated Medal of Medals tournament. Eligible competitors consisted of winners and runner’s ups of the 2022 monthly medals for both the men and ladies’ divisions.
The tournament took place on Sunday, 8 January 2023. The course set-up all staged beforehand and the afternoon wind added to the challenge facing every golf shot. Some tricky pin positions attributed to the tough scoring for greens-in-regulation. Every player tried their very best to tackle these conditions for a shot to be crowned the champion.
Following the battle at the golf course, competitors were treated to a comforting spread of local food and entertained by a live band belting out a series of popular classical hits.
For the lucky ones, prizes were given away in the lucky draw segment to cap off the Sunday evening.
The tournament culminated with the best nett score - Winner and the next best nett score – Runner’s-up for the respective Men and Ladies Divisions.
Congratulations to our winners!
HONG BAO
The Hong Bao Golf is one of the Club’s premier flagship events, with the 2023 edition being fully subscribed. Due to pandemic related restrictions, the 2022 edition was a subdued affair. This year, we pulled out all the stops to make it a Hong Bao Golf event to remember for the ages. Everyone came dressed to impress in their best Lunar New Year themed golf outfits. And of course, our God of Fortune was front, left and center at the Golf Complex to welcome all participants. Needless to say, many could not resist posing for a picture with him before heading to the registration counter. Whilst waiting for the shotgun start, golfers headed to the Tavern for a sumptuous lunch feast. Before setting off for their game, everyone gathered at the Putting Green for the prerequisite group photo.
Shortly after the game had commenced, the skies started to turn ominously dark. And soon enough, the skies opened up. What started as a light drizzle soon became a moderate downpour. However, this was not enough to dampen the festive mood of our golfers. Most flights continued to soldier on despite the damp and wet conditions. If there is something that must be said about the Seletar golfers, it is that they sure a determined and resilient bunch.
GOLF
After finishing their respective games, the golfers took some time to shower and prepare themselves for the evening’s dinner function. Instead of a buffet, diners were treated to an elaborate multicourse sit-down dinner that was painstakingly prepared by our F&B team. Since it was the Lunar New Year, each table was provided with their own plate of Yusheng. Our God of Fortune could also be seen walking around and blessing everyone with gold coins. Meanwhile, our twin Emcees for the evening’s proceeding, Mr. Eric Lim (Manager, Golf & Events) and Ms. Diane Koh (Ladies Sub-Committee Member) enthralled the audience with their cute banter. They guided everyone through the “Lucky Huat” games. Following that, the Top 5 Golf Teams and Novelty Prize were presented by Club Captain Ho Juan Heng. The evening’s proceedings were then capped off with the Top 10 Lucky Draw Prizes being presented by Club Chairman Kelvin Chia.

NEW YEAR’S EVE PARTY: THE GREAT GATSBY COUNTING
DOWN TO A NEW YEAR!
2022 was the year to rejoice as long-standing pandemic related restrictions were finally loosened, which meant that Seletar Country Club could once again resume its New Year’s Eve Party. This time round, the party was themed to “The Great Gatsby”.
For the uninitiated, The Great Gatsby is a 1925 novel by American writer F. Scott Fitzgerald. Set in the Jazz Age on Long Island, near New York City, the novel depicts first-person narrator Nick Carraway's interactions with mysterious millionaire Jay Gatsby and Gatsby's obsession to reunite with his former lover, Daisy Buchanan. Many Seletarians clearly got the memo and came dressed in dazzling Jazz Age era outfits. In lieu of a traditional photobooth, there was a 360 degrees Photo Booth. The video camera rotates 360 degrees around a platform and captures a short video of guests dancing, posing or strutting their stuff!
As expected, our F&B team spared no efforts in creating a sumptuous buffet spread featuring perennial Asian and Western classics. There were also a number of live stations where our chefs prepared the food a la minute. While tucking into the delicious food, our guests were kept entertained throughout. Our Emcee for the day, Rico Smith, kept the audience on their toes with his vivacious personality and unique brand of humor while the Shagies mesmerized everyone with their amazing repertoire of dance hits, romantic ballads, alternative rock, R n B, reggae, Latin and everything under the sun! At the same time, it was heartening to see members of the audience making their way onto the specially prepared space in front of the stage to show off their latest dance moves. There were also fringe activities like a Best Dressed and Grand Lucky Draw plus stage games to further engage the audience. Congratulations to all our winners!
After witnessing the countdown and iconic balloon drop at the Main Lobby, the revelers formed a human chain and trooped back to the Seletar Room to end the evening on a high note.
Here’s wishing everyone a Happy 2023!
PLUCKING THE GREEN
Saturday, 28 January 2023 was a celebratory day for Seletar Country Club with multiple Lunar New Year events lined up throughout. Starting from the morning, a Zodiac and Feng Shui Talk was held at the Theatrette, with Master Jason Liew sharing tips on Feng Shui and the fortune of the twelve zodiacs in the year of the Rabbit. In the afternoon, interested members had a choice to join our Hong Bao Golf or Hong Bao Bowl activities. In the evening, all gathered around the main lobby for an exciting and breath-taking lion and dragon dance plucking the green performance on high poles. The heart-pumping performance was enjoyed by all in attendance and concluded with the lions presenting auspicious scrolls to Club Chairman Mr. Kelvin Chia and attending MC members. The lion dance troupe then proceeded to the Eagle’s View for a symbolic ribbon cutting session, graced by Club Chairman Mr. Kelvin Chia and F&B Sub-Committee Chairman Mr. Bobby Lim for the cutting of ribbon with the attendance of other MC members as well, before blessing the lounge itself.
HONG BAO BOWL
year
Participants enjoyed a celebratory Lou Hei session with a delicious lunch spread prior to the commencement of the bowling games.
On top of the usual games, bowlers stood a chance to win hong baos if any of their scores ended with the digit 8. At the end of the session, a vast majority of the participating bowlers went home with a hong bao prize. Congratulations to all our winners!
