CITY HALL UPDATE PHARR LEADS LEGISLATIVE EFFORTS IN AUSTIN

WORKING TO IMPROVE OUR INTERNATIONAL TRADING CAPACITY City of Pharr

Dear Pharr Citizens and Families: I am happy to report that our efforts to advocate for funding, legislative changes, and improvements during the 87th Texas Legislative Session have been successful. Our outstanding and dedicated team of advocates worked closely with our South Texas Legislative Delegation and with members from both the Senate and the House of Representatives to pass legislation that will positively impact our region and our city. Every other year, the Texas Legislature convenes for 140 days to pass bills, allocate funding, and approve the state budget for the following year. During this small window of time, our City of Pharr advocates were successful in passing three bills that are vital to our economy, bridge infrastructure, and international trade. The Pharr International Bridge continues to increase its overall crossings annually by 3-5% and remains one of the top ports of entry in most major commodities such as produce and automotive. The bridge now crosses 65% of the nation’s produce imported from Mexico and over $36 billion in annual trade. Through these legislative efforts, we will be able to expand our capacity, improve operations, and can continue to seek funding for improvements. Our economy depends on this international commerce, and we are proud to continue to be proactive and successful in our efforts to remain one of the nation’s leading port of entries. This session was a great success for our city and our economy, and we are thankful to all our Texas legislators for their support. Sincerely,

PHARR ADVOCATES FOR PASSAGE OF BILL TO EXPEDITE BRIDGE IMPROVEMENTS Pharr advocated and led the efforts for the passage of Senate Bill 2243 in the Texas Legislature. The bill amends the Transportation Code by providing an exemption from commission approval for the reconstruction or improvement of existing bridges over the Rio Grande, including the Pharr International Bridge.

BENEFIT: Speeds up construction at the Pharr Bridge and increases bridge operations.

PHARR WORKS WITH LEGISLATORS TO CONTINUE FUNDING THE STAC PROGRAM The City of Pharr successfully led the efforts for the passage of House Bill 1371/Senate Bill 1566 in the Texas Legislature, a bill that provides continued congestion relief at ports of entry along the South Texas-Mexico border by extending the Trade Agricultural Inspection Grant Program, better known as the South Texas Assets Consortium (STAC) Program, through 2025.

BENEFIT: More efficient inspections and crossings at the Pharr International Bridge.

PHARR TAKES LEAD IN CREATION & PASSAGE OF LEGISLATURE TO ENHANCE BRIDGE FUNDING The City of Pharr has successfully led the efforts for the passage of House Bill 2843 / Senate Bill 1334 in the Texas Legislature, a bill that addresses funding mechanisms to invest in our ports of entry infrastructure. This bill will benefit both cityand county-owned ports of entry like the Pharr International Bridge.

MEDICAL SERVICES In May of 2021, the City of Pharr Launched Pharr EMS to enhance our public safety and medical efforts throughout the city, providing faster and life-saving response times to our citizens. The Pharr EMS Headquarters is housed at the former Pharr Events Center, which has been repurposed to accommodate all Pharr Emergency Medical Services personnel, its ambulance fleet, and the RGV Angel Flight.

The City of Mission Police Department commemorated National Police Week with a Police and Fire Memorial Ceremony on May 10, 2021. “When duty calls, our officers respond without hesitation. They give so much of themselves, and though it is tragic, sometimes they make the ultimate sacrifice,” Mission Police Chief Robert Dominguez said. “We have experienced that profound loss one too many times. Our organization paid tribute to Mission

Mask or no mask? I just never know these days. Always take a mask with you, just in case. Usually, most places will have a sign posted on the entrance door if masks are required. Be prepared that some places still require masks.

Now that we are going back to inperson events, I am unsure whether people are comfortable hugging or not. What do I do? Just like we had to do before the pandemic, I think it is always good to first assess what the comfort level of the other person is. A good rule is to extend your hand first for a handshake, and if the person seems open to a hug, then go for it. Of course, this all depends on culture and norms, but be mindful that many people are not ready for a lot of physical contact with others just yet.

I just attended a formal dinner in person last week and really didn’t know when to get started with my meal. Do you wait for everyone at the table to be served before you eat? Even if the group is large? If possible, wait for everyone to be served before beginning to eat your meal. However, there are some exceptions. If the host/hostess grants permission for you to begin eating, go ahead. Also, if it has been over five minutes since you were served, but you are still waiting for others to be served, it is ok to begin eating as your food is getting cold. A good way to monitor when to eat is to keep an eye on the host. When the host begins, you can begin.

Everything Happens at The Radisson

What is now known as The Radisson Hotel McAllen Airport, was first opened in 1977 as the McAllen Airport Hilton. For those of us that have been in McAllen since the 1980s, many of us will have fond memories of this great hotel. Some of us remember the amazing Sunday Brunches held in the “Rose Room’’ Restaurant. How about the holiday buffets? Remember those? Or do you remember coming out to “La Biblioteca Lounge’’ and dancing the night away to the amazing sounds of Agnes and Arturo and The New Variety Band? Then there were the B-104 beach parties out back by the pool.

Sand was brought in from SPI, and there were volleyball tournaments and live broadcasts with Leah Bravo. So many great times were enjoyed by many here during those times. So many celebrities stayed here such as Vicky Carr, Julio Iglesias, Menudo, Luis Miguel, Daniela Romo, Olga Brinski, Los Piratas del Caribe, and Sasha Montenegro, to name a few. The hotel was later sold and became a Sheraton Four Points, and eventually became the McAllen Gran Plaza.

Around early 2000, the hotel closed and the building was abandoned for about 8 1/2 years. The building was an eyesore. People referred to it as the “old hotel”. Then, about 2016, a family decided to purchase the building and create what is now known as The Radisson Hotel McAllen Airport. After an extensive renovation of all 150 guest rooms, close to 5,000 square feet of meeting/banquet space, full service restaurant & lounge, the hotel opened in November 2018. Omar Guevara, the General Manager, was here during construction and oversaw all of the opening aspects of the hotel. Omar has a great history with this hotel, as this is where he started his hotel career after graduating in 1986 from McAllen Memorial High School. Omar’s 35 year hotel career has taken him all over the USA and Mexico working in hotels. Understanding the need for upscale banquet and catering services, over the past year, the hotel has focused on becoming one of McAllen’s premiere event center destinations. The catering team, led by Norma Guevara, has created beautiful, lifelong memories for so many brides and grooms, quinceañeras, and birthday celebrations. Chef Danny and his Culinary Team have created some of the most exquisite and unique entrees. Once the event is booked, guests are invited to attend a private tasting with a variety of main entrees and sides. This allows our guests to “create” their own entree to their liking. With over 5,000 table linens, toppers and bottoms, Tiffany chairs, linen napkins, our own in-house pastry Chef, in-house floral designer, extensive variety of decorative centerpieces, head tables, dance floor, and access to the patio in the courtyard, everything you want for your event is on-site. Norma Guevara, Director of Catering, will consult with you, set up sample tables of different color linens, making sure that you get to see firsthand what your table will look like. Some of the events we have hosted are Christmas Parties, Galas, Political Events, Training Seminars, Fashion Shows, and various recognition ceremonies. Images of Valor:

U.S. Latinos and Latinas in World War II The McAllen Heritage Center museum of history & culture is proud to present “Images of Valor: U.S. Latinos and Latinas in World War II,” an exhibition created by the School of Journalism and Center for Mexican American Studies at The University of Texas at Austin and produced by Humanities Texas, the state affiliate of the National Endowment for the Humanities. Through images and stories, this twelve-panel exhibition provides a historical overview of U.S. Latino participation in World War II. In addition to photographs from the project’s archives, “Images of Valor” incorporates contemporary photographs of men and women of the WWII generation by photojournalist Valentino Mauricio. The exhibition focuses on individual stories that reveal larger themes such as citizenship and civil rights and features excerpts from the more than 500 oral history interviews that were part of the project. The exhibition is open to the public from June through July 23, 2021. The museum is open Wednesday through Friday from 1 pm to 5 pm and every 2nd and 4th Saturday from 12 pm to 4 pm. Understanding TAVR: A Minimally Invasive Valve Replacement Option for Patients with Severe Aortic Stenosis Dr . Azpurua, a board-certified interventional cardiologist, shares key insights on an innovative procedure known as Transcatheter Aortic Valve Replacement, or TAVR. This is a less-invasive valve replacement option for those with severe aortic stenosis. Q: What makes someone a good candidate for TAVR? At first TAVR was recommended for patients who were at such high risk for traditional valve replacement surgery that they were basically deemed inoperable. Since then, TAVR has been approved for patients at moderate risk and even those deemed low risk. We can now offer this procedure to any patient with severe aortic stenosis whose heart and arteries are considered adequate for the devices available. It’s also best for patients over 65 years old. Q: What can a patient expect when undergoing a TAVR procedure? Usually, the patient gets to the hospital the day of the procedure and is taken to a cath lab or a hybrid OR. They undergo general anesthesia or moderate sedation and, in the vast majority of cases, the procedure is done via the arteries in the groin.

In most instances, the procedure lasts around one hour, after which the patient wakes up and is transferred to a room for further monitoring. They could be out of bed in as little as four to six hours after the procedure and walking that same day. Most commonly, the patient can expect to stay in the hospital for about 24-48 hours. Q: How does the patient prepare beforehand? To prepare, the patient should expect to undergo a heart catheterization to assess the coronaries (the arteries of the heart) and a CT scan of the chest, abdomen and pelvis. Some patients, depending upon the complexity of the case, will require a few additional imaging studies. The patient needs to be seen by a cardiothoracic surgeon and a cardiologist. The case is then reviewed and discussed at length with the cardiovascular team. Q: How is the patient’s recovery likely to differ from a more traditional valve replacement? Compared to open-heart surgery, TAVR is a shorter procedure that has been proven to be as good and even better in most of the measured parameters. The recovery is very fast and the patient can typically return to regular life after a couple of days compared to weeks or even months after traditional valve replacement surgery*.

LATINAS IN PROGRESS Hispanic Women’s Network of Texas’ esteemed education series Latinas in Progress© (LIP) collaborates with universities and colleges across Texas to prepare graduating high school Latinas for achieving their dreams of a college degree. LIP not only acclimates students to the rigors of college but equips them with vital tools that will enrich their personal and professional lives. Graduates of the program are provided exclusive access to scholarships given by grants, partners, universities and HWNT members. Every year, HWNT seeks Latina students from Hidalgo, Starr and Cameron Counties who are entering 12th grade in the fall and who wish to obtain a higher education and are capable of doing so with appropriate support and mentoring. The Hispanic Women’s Network of Texas (HWNT) is a non-profit, statewide organization established in 1986. HWNT’s purpose is to seek to promote the advancement of women in public, corporate, and civic life through education, personal, and professional development. HWNT

Nature stays awake at night. It’s less seen than nature during the day, but much more heard. It presents itself as creaks, chirps, buzzes, yowls, and other sounds our undistracted ears tune into. It’s a shadowy form rustling its way into a bush; a quick flash of reflecting eyes; the dark trunk of a tree silhouetted against the night sky. It’s a community shift – nocturnal for the diurnal – with different plants and animals leading the way. Sometimes diurnal and nocturnal counterparts are pretty similar – eating many of the same foods and living in the same area – but being active at different times of the 24-hour day allows them to avoid competing with each other for resources. Ecologists call this temporal niche differentiation. One study on wildcats (including tigers and clouded leopards) in Sumatra found that the more similar the cats were in size and prey items, the less they were seen at camera traps during the same times of day. A potential example closer to home would be hawks and owls – they eat many of the same prey items (rodents, reptiles, amphibians, birds), but hawks are diurnal and most owls are nocturnal.

Whether they forage at night to avoid competition with other species or not (or a host of other reasons), nocturnal animals tend to have certain characteristics. Because they’re active in low light, they tend to have more rod photoreceptors than cones (cones being responsible for color vision). They also tend to have larger eyes with slit pupils – a way to help protect their sensitive eyes from any bright lights they encounter. Look no further than a house cat’s eyes for an example!

Another trait in many nocturnal vertebrates, like mammals and birds, is reflective eyes. The reflection is caused by a part of their eye called tapetum lucidum (meaning “bright tapestry” in Latin). The tapetum lucidum is found in the back of the eye, where it reflects light back through the retina to help the rod photoreceptors get more light. What we see in opossum and pauraque eyes at night is the light that’s passed through their eyes twice – once on the way in, once on the way out – a remarkable way to enhance night vision. Some animals that are mostly diurnal can spend more time active at night. In urban areas, where human-generated noise is common throughout the day, some animals will change their behavior to take advantage of the quieter city nights. For instance, European Robins may sing more at night when they live in an area that’s noisy in the day, which allows them to be heard better by other robins. The Valley’s diversity of plants and animals is amazing enough during the day, full of brightly birds, butterflies, and flowers, but it’s just half the picture. The other half? Cooler nights where sound carries further and nature is just as alive. Join the Center for Urban Ecology every Tuesday this summer for Flashlight Nights, a guided walk through the woods. W

ould you believe China? Marco Polo observed the Mandarin people making hollowed out, clay animal figures covered in ribbons and colored paper. The colors had specific meaning and the contents of the figures related to traditional celebrations. For example, the figure might be filled with seeds. Once the figure was bust open, the seeds would spill out, signifying an abundant harvest. Once emptied, the figures were burned. Polo brought the idea back to Europe. Around the 14th century in Europe, the custom was applied to the season of Lent and the first Sunday of Lent was known as Piñata Sunday. The Italian word for a fragile pot is pignatta.

Another theory concludes the Aztecs, Mayans and other indigenous peoples in the Americas made clay pots in the shape of their gods. These figurines were broken open with sticks –– the contents spilling out the favors of the gods. Aztec tradition says colorful feathers were applied to clay pots celebrating the birthday of the God of War, Huitzilopochtli. Spanish missionaries used piñatas to attract converts and teach religious instruction. For example, the piñata style that is fashioned using a sphere with cones adorned with ribbon (today we refer to this style as the satellite) represented the seven deadly sins. The blindfolded pole bearer assumes the role of the conqueror of evil with his blind faith. As he is spun around and becomes disoriented, the

other participants come to his aid by giving him directions on where to swing. The star piñata is said to be a symbol of hope. Hung overhead, as if hanging in the heavens, the faithful look to the star for favor. Only virtue, righteousness and faith, represented by the stick, can break it open to reveal the rewards for those who have held onto their faith. Like so many other modern celebratory practices, the piñata has a long, varied history associated with both religious and secular occasions. From clay pot figurines to a myriad of shapes fashioned from papier mâché and colorful paper, the piñata remains the perfect centerpiece for any celebration.
