Dark skies to prevail in Leamington By Mark Ribble LEAMINGTON — The much-debated greenhouse light abatement by-law has passed in Leamington, effectively putting an end to brightly lit night-time skies in the municipality, once greenhouse operators comply. Leamington council debated for about two hours last Tuesday before passing the bylaw, requiring greenhouse operations to create a dark sky by either shutting off their lights or installing sidewall, endwall and ceiling blackout curtains. After public consultation — which saw 1293 responses — the vast majority supporting the bylaw, council heard delegations and then set out to pass the recommended bylaw. The Ontario Greenhouse Vegetable Growers, represented by Dr. Justine Taylor, Joseph Sbrocchi and Niki Bennett, were there to represent greenhouse vegetable growers. They

asked for a bylaw allowing 15 per cent of the light to escape into the night sky. No representatives from the cannabis industry came forward to speak to council. Leamington Mayor Hilda MacDonald pulled no punches when it came to how some greenhouse operators have aimed criticism at council for the delay in controlling this issue. “It’s been said that we dropped the ball,” she said. “We did not drop the ball. We’ve been engaged with OGVG and the Harrow Research Station on this. The industry didn’t even bother to bend over to pick up that ball.” The bylaw comes into effect on January 1, 2021. Greenhouse operators will be required to ensure that blackout curtains on greenhouse sidewalls and endwalls will be closed from one hour before sunset to one hour after sunrise. Further to that, the ceiling curtains will

be closed from one hour before sunset to one hour after sunrise, except between the hours of 2 am and 6 am, when they will be allowed to be opened by 10 per cent for venting purposes. Although the bylaw takes effect on January 1, greenhouses not already equipped, will have until April 1 to install sidewall and endwall curtains and until October 1 to install ceiling curtains. It has been noted that, during the pandemic, it has been difficult to procure the curtains and the professionals required to install them. As of January 1, however, the bylaw requires that greenhouses that utilize lights, shall ensure that the lights are completely turned off between 8 pm and 2 am. Hospital CEO hopeful better days ahead By Mark Ribble LEAMINGTON — Erie Shores HealthCare CEO Kristin Kennedy, is hopeful that better days are ahead in the new year. But, she cautions, right now we are in for a few very stressful weeks. Kennedy spoke to The Sun on Friday, moments after the province announced that Windsor-Essex was moving into Grey: Lockdown of the COVID framework. She was among a group of area CEOs that were lobbying the government to take the area into grey. “We’ve been strongly advocating for this,” she said. “The hospitals need a break.” She said she expects that, if everyone follows health guidelines, the numbers will start to decline again after the new year. “Even if we get a week or two

where numbers go down, that helps the hospitals immensely,” she said. When asked if she was seeing a difference between the first wave and the second wave of COVID-19, Kennedy was quick to respond. “Yes, they are significantly different,” she said. “In the first wave, we came to discover that the Agri-farm and Long Term Care sectors were primary targets of the virus.” “The second wave is targeting the community — very randomly,” she added. “It’s also showing a larger scope of age — from 20 to 90.” And the co-morbidities and underlying health conditions that seemed to be present in most every victim in the spring, aren’t necessarily present in current patients. patients appearing on a daily basis and several local people have been moved to hospital in Windsor for further treatment. All is not lost, however, according to Kennedy. She sits on the Vaccine Task Force and is hopeful that vaccines will begin to filter into this area within days. “I think it will take at least six to nine months to get everyone vaccinated,” she said. “But once that happens, it should bring the numbers down considerably.” Windsor-Essex, because of its current case status, will be a priority area, but vaccines will be issued to long term care residents and health workers first. In the meantime, she expects the end of January will probably show us whether we did a good job over the holidays or not. “Our plea to everyone is to keep your neighbours safe by sheltering in place,” she said. “I just hope people will adhere to this.” If they do, she expects the numbers to gradually show some relief, which in turn takes pressure off the hospital ICUs and will allow the province to lift some restrictions. If we don’t adhere, she expects the numbers will keep rising and we won’t see relief until much later in the spring. In a nutshell, it’s up to us. “If we can hang in there for the next four to six weeks, we may see some light at the end of the tunnel,” she said.

Although there were plenty of questions and discussion, it came down to what the residents indicated in their response to the public forum. “Our residents are livid,” said MacDonald. “This has gone on far too long.” Council also discussed the impact of cannabis odour on the community. Administration prepared a report outlining Bylaw 35-18, which has been on the books since 2018. The bylaw states that any licensed cannabis operation have an odour abating protocol designed to eliminate the emission of cannabis odour from a facility that is persistent or continuous and likely to interfere with ordinary enjoyment of other property. The report also stated that any Part II cannabis facilities within the municipality are in contravention of the bylaw and the courts are currently reviewing those cases. Part II cannabis facilities produce medical cannabis for individuals who have a medical certificate to produce it. The municipality does not receive notice from Health Canada as to any applications for such facilities. In the end, it was discussed that, unlike light, odour emissions are very difficult to determine the source and administration left with a promise to investigate the odour abatement protocol of the licensed commercial cannabis producers to make sure they are compliant with the existing bylaw.

Windsor-Essex in Grey: Lockdown WINDSOR-ESSEX — As of Monday at 12 am, the Windsor-Essex region moved into Grey: Lockdown mode after the move to Red: Control came two weeks ago. Citing numbers that were just not getting any better, even after the ‘Red’ declaration, local hospital officials urged the provincial government to do the right thing and move the area to grey. Meanwhile, over in Chatham-Kent, the region remains under the Yellow: Protect stage of the Provincial framework — meaning retail businesses are still open in Wheatley, Tilbury, Chatham and other municipalities within that region. For retailers in Leamington and Kingsville, the move to grey means back to curbside service. Of course, if you are considered essential — meaning you carry groceries — you just have to follow strict guidelines to remain open. That includes face coverings for cus-

tomers and employees, hand sanitizing and limiting the number of people in the store. Restaurants in Leamington and Kingsville will only be allowed to offer takeout, drive thru and delivery. Personal care service providers have taken another hit, as they are all closed. Bingo halls and casinos have suffered the same fate. Theatres are to be closed, unless they are a drive-in theatre. Under the Grey: Lockdown, trips outside the home are discouraged unless for essential reasons, which include work, school, groceries, pharmacy, health care, assisting a vulnerable individual, or exercise. No indoor social gatherings or public events are permitted, except with member of your household. Those of us living in the grey zone should avoid travel to lower transmission areas, except for essential reasons. For more detailed information, visit Ontario.ca

LEAMINGTON — Trevor Jones, who was unsuccessful in the last municipal election , has been appointed to Leamington Council, filling the vacant chair left by the sudden passing of John Jacobs. Jones, who had 2582 votes, tabbed the highest number of votes of the people who were not elected in the 2018 TREVOR JONES election.

Council decided last month to offer the position to Jones. He recently accepted and was sworn in at town hall on Wednesday, December 9. “I am pleased to have a long-standing resident like Trevor, who is eager and involved in the community, join Council,” said Mayor Hilda MacDonald. “We look forward to working with Trevor in the future and wish him every success in his new role.” Jacobs was about half-way through the current term when he passed suddenly on November 9.

LIGHT SPECTACULAR IN KINGSVILLE

Two spectacular shows of lights can be seen around Kingsville over the next few weeks. The annual Fantasy of Lights is held at Lakeside Park and the popular Williams Light Show at the Williams home, located on Marshwoods Blvd. They have over 33,000 light bulbs that dance to holiday favourites such as Rudolph the Red Nose Reindeer, Mr. Grinch and more. The Williams show runs on the hour at 6, 7, 8, and 9 p.m. and music can be heard by tuning your car radio to FM 91.5. They are also again taking donations for the Canadian Cancer Society and last year raised $4369.13. The public is asked to adhere to COVID-19 restrictions while visiting. LEGION HELPS COMMUNITY CHEST SANTA TOURS WHEATLEY STREETS WHEATLEY — It’s unknown if Santa and Mrs. Claus were just out for a joy ride, or if they were plotting out their delivery route for Christmas Eve, but they were spotted spreading cheer along the streets of Wheatley on Friday, December 11. The mini-parade was set up by a number of active citizens of Wheatley, who thought the town could use some holiday cheer. Volunteers included Lisa Derbyshire, Kim Simard-Grubb, Wendy, Jeff and Brett Bowman, Kelsey Almasi, Deb Culley, Tracy Loop, Mitchell Prudence, Lauren Anderson and Mr. and Mrs. Claus. With 2020 coming to a close soon, I thought I’d take the time to thank all of those who have reached out, either in person, via email or phone calls, for whatever reason over the year. I’ve received some stern emails, some happy ones and have had some really good con- Mark Ribble versations that have all come about from this little corner of Page 6 each week. This year has been a challenge for everyone and I try to be aware of that when I’m writing something on the more serious side. I jumped into the editor’s job on March 25, just as COVID-19 wrapped the world in a tight hug. I swear that Sheila McBrayne has ESP or something, because she moved on at the precise moment that the pandemic hit. I’d like to thank her for that. Well, not really. Poor Sheila had to cancel her trip to the sunny south because of COVID, so I guess she didn’t have ESP after all. She does, however, have ESPN. This year wouldn’t have been possible at this newspaper without a small team of veteran people pulling together to make it happen. Much happens behind the scenes as we navigate this crazy business climate. As you can imagine, newspapers all over the world were struggling before the pandemic. When local businesses close their doors and stop advertising, it increases the challenges faced by your local paper. I believe we handled it well. So, I’d like to thank all of those advertisers who stuck with us during this time. It’s still not over and we are facing even more of a challenge for the holi-

papers from a year ago and they were chock full of high school sports, minor hockey and Leamington Flyers pictures and reports. This year, we’ve not had much of that available, so I’m grateful that Scott was able to provide us with some nostalgic sports. Thanks Scott, I owe you dinner. My wife deserves some credit in this as well. At times, in the beginning of the pandemic, it was difficult to stay upbeat about anything. Working from home presents challenges to the best of them, and I struggled with trying to balance work and leisure time. I was often up at 5 am pounding on the keyboard. She encouraged me to step away from time– to-time to keep my sanity. We eventually moved back into the office, just in time for us to move our office across the parking lot in September. Now here I am, working from home again, until we can see a little more light at the end of the tunnel regarding COVID. Again, without you folks reading every week, it would give the advertisers no reason to advertise. They are here because you are here and we thank you for hanging with us through this tumultuous year. Let’s hope for something better in 2021 and Merry Christmas to you all.

During the uncertainty surrounding a pandemic like Covid-19, something within your control can be planning who will make health care decisions for you if you were unable to speak for yourself. The term used in Ontario for this person is Substitute Decision Maker (SDM). Advanced Care Planning describes the process of reflecting and communicating your values and wishes to your SDM. Advanced Care Planning involves two main steps: STEP 1: Identifying your SDM In Ontario, there are two different ways to identify your SDM: 1) The Health Care Consent Act provides a hierarchical list of your possible automatic SDMs, as outlined in the chart below. The individual(s) highest on the list is your automatic SDM.

2) If you prefer to have someone else other than your automatic SDM then you can choose to name a person to act as your SDM by preparing a document called a Power of Attorney for Personal Care. STEP 2: Communicating your Wishes Think about your values, wishes and beliefs and start having conversations with your SDM as that will help them understand how you would like to be cared for in the future. It is important that your SDM knows what is important to you and helps to answer what ‘Quality of Life’ means to you. Ultimately, Advanced Care Planning conversations help prepare your SDM to step into your shoes if needed and guide future health care decisions in the event that you cannot make those decisions for yourself. Health unit halts in-school learning across Windsor-Essex WINDSOR-ESSEX — An emergency order from the Windsor-Essex County Health Unit has put a hold on in-school learning for students in the region. One week before they would have been off for the Christmas break, Dr. Wajid Ahmed issued a statement on December 11, ordering schools closed for in-school learning effective this past Monday. “Due to the rapid rise in COVID-19 cases in Windsor and Essex County and the evidence of ongoing community transmission, I am issuing a Section 22 order under the Health Protection and Promotion Act, that

requires all elementary and secondary school students to transition to online/remote learning effective Monday, December 14,” said Ahmed, the Medical Officer of Health for this region. While schools remained open for staff and educators, parents were left scrambling for alternative childcare and to find ways for their children to learn virtually. The order is expected to remain in place this week, with the next two weeks being the Christmas break. The WECHU will re-visit the order prior to January 4, when the students are due to return to school.

Hogs launch holiday 50-50 draw By Mark Ribble This year has been a challenging one for everyone, including the Hogs for Hospice Committee. With the cancellation of the annual bike rally and concert weekend, the committee shifted their focus to helping others and also carried on with their planned 50-50 raffle this past summer. That draw produced a winning amount of $120,000, won by Gary Lauzon of Kingsville. Hot off that success, the Hogs group

has announced another 50-50 Holiday Draw, which is now underway. “There is no doubt that 2020 has presented its share of challenges and with Christmas just around the corner and family gatherings not looking as traditional as they have in past years, Hogs for Hospice decided to try and give our supporters and families something to truly look forward to,” said Joe Oswald. “It will also support our local Hospice that has supported so many families in our area.”

In addition to the draw, the Hogs Committee has had a busy year, starting with a drive-thru Blessing of the Bikes. They also participated in the Hospice Life Walk, Drive-In Movie Night, The Bridge Sleep Out and both Leamingotn and Kingsville Christmas Parades. “2020 was the year of trying to keep our brand alive and well in a year when we could not put on our event,” said Oswald. “With the partnership of our Hogs for Hospice Headquarters Team (the 1st Ladies of H4H), we have held a number of events over the past months in addition to our 50/50 draws. The Holiday 50-50 Draw, sponsored by Plant Products will be drawn at 11 am on December 31 and ticket sales will be sold until 11:59 pm on December 30.

Erie Shores HealthCare gets COVID funding LEAMINGTON — The CMA Foundation’s COVID-19 Community Hospital Fund recently granted $50,000 to Erie Shores HealthCare as part of its COVID-19 relief initiative to support those on the frontline of the pandemic. The funds will be used to purchase necessary medical equipment and enhance infrastructure within the hospital. “Donations and grants of this magnitude are critical. They support our frontline heroes in the fight against COVID-19,” said Christine Colautti, Exective Director of the

Erie Shores Health Foundation. “The Erie Shores Health Foundation is honoured to have a pivotal role in our continued advocacy on behalf of Erie Shores Healthcare.” The CMA Foundation is the charitable arm of the Canadian Medical Association and provides impactful charitable giving that furthers excellence in health care. To date, the foundation has committed more than $30 million in response to the COVID-19 pandemic. Erie Shores Health Foundation secured this grant on behalf of Erie Shores HealthCare.

Erie Shores sees increase in COVID assessments Erie Shores Healthcare has seen a 26 per cent increase in people coming to their COVID assessment centre from last week to now. As a result of the latest number from Public Health – the hospital is expanding its COVID Assessment Centre capacity immediately. Erie Shores is accepting EMS diversion from Windsor to help regional healthcare partners. “We are ready and available to repatriate or take transfers from Windsor Regional if required, and will decant patients to build capacity,” said a statement from Erie Shores HealthCare. There are no changes to the current ‘no visitors policy’ and Erie Shores is currently not cancelling surgeries at this point. The hospital predominantly does elective outpatient surgeries. “Our team is looking to expand our community outreach swabbing model in partnership with Home and Community Care, Essex Windsor EMS and our staff at ESHC to be in the areas of outbreak by Tuesday of next week,” said the statement.

Tivy, Verna Grace (nee MacGregor) A resident of Toronto and formerly of Leamington, Verna Tivy passed away peacefully at her residence in Toronto on December 10, 2020 at the age of 102. She was born in Uxbridge, Ontario on September 8, 1918 and was the eldest of 6 children to John and Nellie MacGregor. She is predeceased by her husband Louis Tivy (1972). She is survived by, and will be dearly missed by her youngest sister Marjorie Neil. Verna grew up in Blind River Ontario she eventually moved to Toronto where she studied to become a teacher and met her husband Louis. She taught in Eley, Cochrane and Copper Cliff before settling with her husband in Leamington. In her retirement years Verna spent 26 winters in St. Petersburg, Florida and loved spending her summers at her cottage on Manitoulin Island at Lake Kagawong. In keeping with Verna’s wishes, cremation has taken place. She will be laid to rest with her dear husband at Evergreen Memorial Park Cemetery in Leamington at a later date. Legends of hockey were annual visitors to the area By C. Scott Holland For nearly a quarter century, Leamington hosted the Legends of Hockey Heroes in an exhibition contest every year, in order to raise funds for special charities. The main charity was WE Care For Kids and during the years it was held, it managed to raise millions of dollars in funds. Those funds were wisely spent improving treatment centres and health care for our children. The event was started and organized in the 1990s by Leamington Police Association’s Kevin O’Neil, who put together a group of hockey players from the ranks of the local police forces and health care workers. “When we organize these hockey games, we hope to accomplish several things,” said O’Neil at the time. “We want to raise money for charity, promote the image of the Leamington Police force within the community and provide a night of affordable, family entertainment.” While the selection of stunts and tricks were often repeated, the lineup of former NHLers changed yearly as a variety of bigger names joined the roster to draw the fans’ interests. Among some of the names appearing in Leamington were: Borje Salming, Rick Vaive, Bernie Nicholls, Gaston Gingras, Billy Smith, Dale Hawerchuk, Mark Napier, Guy Lafleur, Doug Gilmour, Darryl Sittler, Bobby Hull, Marcel Dionne, Bryan Trottier and Steve Shutt. Of course, the Hanson Brothers became an almost yearly feature while Michael Burgess and Crazy Claude the trumpeter also made appearances. During any of the contests, the Leamington Police and later OPP teams had players like Steve Avelar, Rich Sawyer, Todd Bell, Jim Chopchik, Bruce Scott, Mark Matheson, Mike Baker, Steve O’Neil, Darin Rickeard, Ryan Hutchinson, Chip Anderson, Scott Wilkinson, Mike Zajac, Mark Loop, Paul Anthony and Mike MacKinnon involved, with Reg Mulholland coaching. Included in the night of fun was usually a contest midway through the game, when a group of South-

Local minor hockey grad became OMHA executive

Scott Holland After graduating from the Leamington Minor Hockey system and becoming involved in coaching at both minor and Jr. C levels, Richard Ropchan got involved with the development of hockey. It was via that route that he became an OMHA director. Initially, he became a director of the OMHA’s Development Program and did that for about four years before being elevated to become an Executive Director. During his time with the OMHA, he oversaw the introduction of online player registration, was instrumental in developing increased player movement opportunities, code of conduct standards and policies, plus the Respect In Hockey initiative. He was respon-

sible for managing the day-to-day business operations of the world’s largest minor hockey association as well as providing leadership and support to its 228 member centres. A key part of his work was increasing the OMHA’s online presence. After 19 years with the OMHA, Ropchan retired on Dec. 31, 2016. At the time he stated, “It is the right time for me to step away personally and be able to spend more time with my family. It’s probably one of the most difficult decisions to make because of my lifelong passion for hockey development.” For Richard, tons of thanks went to the board of directors as well as the office staff, both of which he dealt

This week’s flashbacks go all the way back to December 1958. Minor hockey gets new ‘spacemen’ masks Goalies in the Leamington Minor Hockey Association are looking like spacemen after the arrival of their new masks last week. A photo showing Paul Setterington, Don Bruner and Randy McKenzie, all decked out in their goalie gear and new masks, appeared on the front page. Wheatley Bantams beat Selkirk 3-2 This game saw the first penalty shot of the season, as Dennis Jackson threw his stick to thwart a Paul Quick breakaway. Ernie Banyai took the penalty shot, but was stopped by Dibbley. Jackson remained in the penalty box and Banyai ended up scoring on the powerplay. George Toews then tied the score for Wheatley before Banyai scored again. Barry Selwood tied it up again for Wheatley, and then Garry Reid potted the winner in the third. Leamington trips up Kingsville 4-2 The Leamington Jets broke open a 2-2 tie with two unanswered goals in the third period to beat the Kingsville Honkers in South Essex Hockey League last week. Leamington got two goals from Eric Warnock, while Wayne Ives and Jerome Gagnier each score once. Kingsville was led by Reg Switzer and John Meadows. Legionnaires and Sailors tie The Wheatley Legionnaires and Harrow Sailors played to a 2-2 tie in one of the other South Essex games. Only one penalty was called in the whole game. He gained from his experiences in our own minor hockey system, as well as coaching Jr. C and minor hockey plus his time as an instructor with the Kirk Bowman Hockey School. Ropchan was a regular player in the local senior men’s ranks and that helped him along the way. He was also a coach and heavily involved for a number of years with Canada’s Inline Hockey team, where he coached them to a IHF World Championship in 1995.

LEAMINGTON — With Christmas being the season of giving, residents of Seacliff Heights I and II have made a generous donation of food, personal hygiene products and cash to The Bridge Youth Centre. A truckload of goods, along with members of the Seacliff Heights community, arrived at The Bridge last Wednesday to make the delivery. FORMER RESIDENT GIVES BACK TO LEAMINGTON

LEAMINGTON — Former Leamington resident, Sandra Charamba-Simtikidis, who lives in Florida now, wanted to give something back to her hometown community. She contacted Talking Over Turkey organizer Mike Diab to help her with her donation to a worthwhile cause. Diab directed her to the Family Kitchen Restaurant, where they are giving back to the community through turkey dinners, and also to Toys for Tots, a longstanding area charity. Thank you to our dedicated volunteers, generous donors and all our supporters! The SWO Gleaners continue to convert local, unmarketable produce into dehydrated vegetable soup mix and apple snacks! These are then given to hunger relief agencies both locally and internationally for distribution.

Having fun with a 1978 MG Midget THE OLD CAR DETECTIVE Bill Sherk Susan Henderson of Essex, Ontario, is the proud owner of a 1978 MG Midget given to her on her birthday by her husband Mike Wood in the year 2000. Susan now celebrates 20 years of ownership. She writes: “I am the second owner. It was purchased from a lady in Kingsville. Can’t remember her name. She and her husband towed it behind their motor home when they wintered in Florida. The serial number shows it to be one of the last ones built. “It was originally a baby blue colour but was repainted for me in a GM colour, Ruby Red. The motor has 1500 cc and low mileage, only about 38,000 kms. The car is pretty much original with its original interior, upholstery, top, boot, and tonneau cover. “I had a Monza exhaust put on, a new clutch, gaskets replaced in the motor and transmission, new LED brake and turn light signals, and a new ignition. “I have a great mechanic and painter – Fritz Marentette in Kingsville. He has done all the mechani-

cal work and did a superb paint job. “I have to wear my ‘skinny’ shoes when I go for a drive. There is limited room in the pedal area. The gas pedal is a curved piece of metal, no pad (factory) and it is quite cramped with the clutch and brake so I have to be careful when moving my feet from one to another. “I’ve been to the Tomato Fest car show in Leamington, the Apple Fest car show in Ruthven, the British Car Show at the Canadian Transportation Museum at Heritage Village on the Arner Town Line, and the Sun Parlor Car Show in Leamington.” The MG Midget was produced from 1961 to 1979. It replaced the Austin-Healey “frog-eye” Sprite with a more conventional looking sports car. Energy-absorbing black plastic bumpers front and rear were added in 1974 to comply with U.S. federal regulations. Always fun to drive with its peppy 4-banger and 4-speed gearbox with synchro in every gear, the Midge was popular then and still popular today. I’m always looking for
