N a shocking twist in the murder of two police officers in KwaDukuza this weekend, the massive manhunt for their killer has come all the way back to their own unit - with the dramatic arrest of a senior police colleague of the slain constables. Constable Sibusiso Mthethwa (31) and student Constable Thobani Xulu (26) were shot in the head as they sat in the front seats of their police minibus on a roadside in KwaDukuza on Saturday morning. According to the official police statement on the murders on Sunday, Mthethwa, Xulu and two other police officers were ambushed by three criminals who burst out of the bushes - at least one of whom supposedly climbed into the vehicle and “wrestled” a gun from a policeman in the rear seat. Weak ‘oversight’ at KDM >> Auditor General’s report shows performance, financial targets not met in the 2012/2013 year JYOTHI LALDAS AND SHANNON HOPKINS
M
ILLIONS in material losses and under-spending by KwaDukuza Municipality (KDM) has been reflected in the Auditor General’s draft annual report for 2012/2013. The report was tabled by mayor Ricardo Mthembu at a full council meeting last Thursday. In his presentation, Mthembu highlighted that the municipality received a financially unqualified audit report. Mthembu added this ‘also provides opportunity to determine whether the municipality is still on course for a clean audit in 2014’. Representative from the office of the Auditor General (AG) Indran Perumal, delivered a brief outline to council, commendingthemunicipality on its efforts, but cautioning them on findings which could give the municipality a poor reflection at the AG’s office. The report acknowledges progress made in the 2012/13 financial year, as well as challenges ahead. Some findings to which emphasis was drawn included financial statements which show material losses of 74,71 million kilowatts amounting to R46,12 million, incurred as a result of ‘technical and non-technical electricity distribution losses’, as well as material under spending on the capital budget to the value of R233,66 million. “This has resulted in the municipality not achieving all of its planned service delivery targets for the year. “In addition, irregular, fruitless andwastefulexpenditureincurredby themunicipality was notinvestigated to determine if any person is liable for the expenditure, in accordance with the Municipal Finance Manage-

en in the report, the municipality should not receive a clean audit this year. “There are irregularities second to none - as we have been saying, many KDM staff members are not qualified for their jobs and performance and service delivery are not managed properly, or even at all,” said Luyt. Luyt will be sending a supplementary affidavit to the Public Protector (PP),this following a document submitted last year detailing various examples of poor service delivery from KDM. “We want a response from all parties before April 2014, and will be
putting pressure on the municipality and specifically the PP for this,” said Luyt. Mthembu encouraged ratepayers’ associations and community organisations to use the document to give feedback, proposals and comments, as council is also reviewing its Integrated Development Plan (IDP). The council will consider the annual report and all comments received, at a meeting scheduled for later this year. This meeting will be open to the public. The public can also view the report at local municipal offices and submit queries and concerns to the municipality.

more meetings to home, tagteaming or single handedly carting our kids off to lessons, shows and rehearsals, barely catching our breath, living forev er under the loud ticktock of not enough time. ‘Hurry, hurry. . . we're going to be late!’ being an all too familiar phrase that comes out of our mouths, and then, back home for the routine of homework, showers, and lunches and we flop into bed still wearing our stress suit which makes it easier to get going in the morning because we won't have to change. As a recovering control freak, I can now admit that it was hard to accept, let alone fathom, that the only thing in my life that I was in complete con trol over was me. I was so busy trying to "make" everyone and everything
outside of me behave, do and be ex actly the way I wanted or thought they should be in order for me to be happy or to feel good. I didn't see how out of control I was with the very thing that I had complete control over! Some of you may be laughing as you have identified your control freak tendencies already and those of you who may still be in the closet, denial or aren't sure where you stand on the control scale, if you're ready to hear it, just ask someone. If your treadmill and stress level is anything like mine was and you would like some relief, here are a few tips. Let go of the things you can't con trol and control the things you can (you!). Have a good laugh at and with yourself as you notice the urge to
comment to your daughter, "You're not wearing that, are you?" or insist that your son get his hair cut because you don't like it or are worried about what others may think, maybe find yourself slipping into the sergeant major role of barking orders; catch yourself before you say, "Because I said so!" or get frus trated having to wake your kids up af ter their alarm goes off. I'll let you in on a little secret: they don't have to get up because they know you'll come in and wake them, but once they know you won't, guess what? They get up on their own! We have many areas in our life where we create our own stress, and even if you don't have kids, I hope you join me on the recovering control freak side of life it's a lot more fun and a lot less stressful for you and others.

make a change, but do we ever keep to our resolutions? I can probably write down a long list of resolutions I never kept to, but this year I decided to change myself and so far...I think I have, and it is for the better. Why say you are going to do some thing, and then don't? Bring the plan of action right there to your resolution and MAKE IT HAPPEN! Make use of everything 2014 has to offer you, let go of all your grudges, always be smiling, make more good memories and keep them close to your heart, but most importantly...make your dreams come true. Nothing is impossible and if your heart really desires something, only YOU have the power and mindset to make it happen.
So let's make this year a positive year, make it a year which we can look back on and say "I made my dreams come true in 2014". Be the change you want to see in others, set a good example for those younger than you and always give your best at everything you do, be cause hard work always pays off and NOTHING ever goes in vain. Take 2014 as a second chance to make your life the way you want it, not the way anybody else wants it. Always remember, your dreams can only come true if you focus on YOUR SELF, not the next person... because nobody else can make us who we are meant to become. Got a story about your new year resolutions or how you are going to make 2014 a better year for yourself? I'd love to hear from you! Email me at Priya.nunkumar@gmail.com.
WE are a month into the new year and we have just started afresh so now is an ideal time to make better deci sions. The new year always gives us a chance to make resolutions and

Financial Cents Taking care of yourself financially in 2014 HAVE you ever got bored waiting for your flight at an airport, waiting for your bus or taxi at the bus stop, or a train at the train station? Fortunately for me I was getting bored waiting for a flight which was delayed, normal for most low cost airlines in South Africa. I had time for a conversation with a young man who had just graduated with a degree recently. When he found out I was a financial adviser he asked: “What do I need to do to take care of myself financially?” I didn't shut up for the next 20 minutes. Here are some of the points I shared with him: 1. For every rand you earn, pay your taxes first. Estimate your total tax liability and be sure your employer withholds enough to cover it. If you are selfemployed, set up a savings account, deposit a percentage of every cheque, and use that money to pay your monthly or annually estimated taxes. Nev er "raid" these funds. 2. Save for the future by putting away 20% or more of every gross rand you earn, until you have six months to one year of living expenses in an emer gency account. Then begin investing in a retirement annuity plan. If you are selfemployed, set up a re tirement annuity plan that will allow you to invest as much as you possibly can taking into consider ation the tax concessions. 3. Set up a shortterm savings account for future lump sum expenses like car and home re pairs, vacations, holiday giving, college tuition and medical emergencies. Figure out how much you'll need to save from each pay check to fund all of them annually; then, if possible, have your employer automatically send that amount to a savings ac count. 4. After you've taken out for your taxes, long term savings and shortterm savings, you get to blow the rest any way you want. For most people, this means living on 30 to 60 cents out of every gross rand you earn. 5. To maintain a comfortable lifestyle, spend frugally. Shop sales, coupons, read labels, compare and bargain. People who build wealth usually don't wear designer clothes, drive luxury cars, live in ex travagant houses, or shop at Woolworths, Stutta fords or Queens Park. They typically wear jeans bought on sale, drive little cars, live in middle class neighbourhoods and shop at local supermarkets. 6. Pay cash for everything but your home. For convenience, you can use a debit card. Never use a credit card unless you pay it off every month. If you ever find yourself unable to pay off your card, cut it up. Pay off the balance as quickly as you can, and then don't use a credit card for at least one year. 7. When you get a raise, a new job or a promo tion, don't change your lifestyle. Save at least half of the increased income. 8. Your career is your number one financial asset. As much as possible, find a job you love. Invest in educating yourself and keeping abreast of changes in your career field. 9. Use money as a tool, not a goal. Money will never give you meaning or make you happy, but it isavaluable tool to support your quest for meaning and happiness. This is a longterm prescription for a pattern of sound money management.

night saying we have done something wonderful, that’s what matters to me.” Regards and God bless.........Lennon Pillay Greetings to one and all, my name is David Daddy and I would like to tell you how my association with Prinasen Dhaver and Innovatech Solutions began. I was an employee for Sappi Stanger for 29 years. In 2010, I became a world class operator, I received many awards from Sappi for high productions, but was unhappy with my salary, I approached the production manager about my rate of pay but nothing fruitful came out of it. I was introduced to Prinasen by my son Weldon Daddy, who is currently employed by Innovatech. My son began telling me how fruitful the investments were, at first it was hard to believe, a meeting was set between Prinasen, my wife and myself, my first impression when I met him was unbelievable, cos he was so humbly dressed Parkgate Primary School in a track pants and T-shirt and I thought to myself, does he really own a multiOn behalf of Pargate Primary School indigent learners, I would like to express million rand company, and when he began speaking I was glued to every word. my deepest gratitude to you and your company for the sponsorship of break- So, the saying is true that dynamite comes in small packages. fast to our needy learners during 2013. They really benefited favorably from your warm gesture. Keeping in the spirit of the late Mr Nelson Mandela, I hope your company will continue with this sponsorship for 2014 as well. Our learners look forward to this daily breakfast which has actually helped enhance learner attendance at Parkgate Primary. Kind regards, K Naidoo (principal).
It is not what is on the outside that counts, but what’s on the inside. I made a decision to leave Sappi and invest my money with Innovatech International Solutions. It was a difficult decision to make with three school-going children, the youngest being only seven at the time. When I began telling others about the company, I only received negative remarks, some saying it was the wrong choice to make, some saying it was a pyramid scheme and today I have proved them wrong. I was put in touch with other investor and they assured me it was legit. After months of deliberation, I put in my resignation. I have a 12 month investment and a 10 year investment. I receive my monthly profits on time with no delays. Today, I am still able to provide for my family and we are very happy. Latest testimonial from existing investor Hello & greetings to all... Welcome to my testimonial on Mr Prinasen Dhaver & Innovatech International Solutions. If you are wondering why a testimonial.....It is my honour and privilege to be able to share with you my association with Mr Dhaver. Started off as associates in August 2012 and today we stand side by side as best friends. How did it start? Prinasen was first introduced to me by a close friend Mr Ivan Naicker. In summary Mr Naicker wanted me to have an opportunity at investing in Prinasen’s “Profit Sharing Company – Innovatech International Solutions.” An appointment was scheduled between Prinasen and myself, after extensive discussions between Prinasen, my spouse and myself and Prinasen’s assurance of success I entered into a 12 month investment contract. Having surpassed my 12 months with great success on my investments, I am currently on my 2nd term....hence his motto “Proven Tested Assured” stands true to his statement.
All this thanks to one man, Prinasen Dhaver who has contributed a lot to us being investors in the company. He has really changed our lives, all for the better. We have come to know him as a reliable and honest an, who’s always there to advise and assure you. He also has so many wonderful things for the underprivileged, providing schools with food scheme, he is a man who has God close to his heart. It was during this period our acquaintance grew into friendship and I learned He has truly proved his worth. We would like to thank God for allowing us to meet such a man, whom I am honoured to call a friend. To new investors you more about his personality an business traits. have not made a wrong choice, but the right one. God bless! Something that stood out about his personality was his desire to serve the less fortunate and underprivileged people and this makes Prinasen one of a kind. David Daddy As an investor, I watched Prinasen transform his business from small group I was first introduced to Prinasen Dhaver by an elder in my family in March +/- 10 investors with a pool of under 1 million rand to a dynamic business with 2013. At that time I was just retrenched from my job of 20 years. The main reason for me being introduced to Mr. Dhaver was to discuss how I more than 100 investors and a total pool of over 20 million in 2 years. can invest my hard earned money with minimum risk. After a lengthy and very Together, with his sound business strategies and predatory business acumen, informative discussion with Mr. Dhaver about Innovatech, I was convinced that Prinasen is able to run a multi-million rand business with zero liability and zero this was the kind of company I wanted to invest my money in. I’ve been investing in Innovatech for the past 11 months and even without a job, I can provide risk. Prinasen’s success is based on hard work and persistency. for my family with the returns that I receive on my investment every month. I conclude my testimony with a quote by Steve Jobs which best describes Mr. Dhaver has done a brilliant job in bringing Innovatech to where it stands today and I wish he continues growing. Innovatech, a division of Innovatech International Solutions INNOVATECH International Solutions’ core business is buying and selling diesel and petroleum products throughout Africa. How it works? The capital is credited into Innovatech’s bank guarantee. The bank guarantee is then used to finance diesel. They have a various back to back fuel contracts in place with various fuel stations in across African countries. Diesel is supplied to these fuel stations on a weekly basis thus allowing them to receive their returns on investment weekly. The exchange rate plays a vital role in this as the returns are based on exchange rate fluctuations. When the exchangerateislessthanequaltoR10.85 the return rate will be lower and when the exchange rate is greater than equal toR12.85thereturnratewillbehigher. Return Rates for 2014 Return rates work in proportion to the amount of capital invested. The more capital invested, the more diesel can be purchased and supplied to African countries. This results in a higher return rate. Return pay-outs occur on a monthly basis and are completed no later than the 10th. These classes are deciphered based on the amount capital put in by the MOU holder. Belowarethepercentagesreturned per month on the minimum contract duration per investment class? Investment Class Monthly Return Percentage Capital Invested Minimum Contract of each month. Innovatech holds three investment classes (silver,
gold, platinum). Silver 2% - 4% R50 000 – R430 000 12 months, Gold 4% - 6% R430 000 – R860 000 24 months, Platinum 6% - 8% R 860 000 + 36 months. Returns have the option to be fully orpartiallyreinvestedwithInnovatech International Solutions. Alternatively returns can be fully paid out on a monthly basis into your bank account. Innovatech International Solutions has moved over to an International Corporate Banking Platform. This has resulted in Innovatech International Solutions being unable to pay into Credit / Garage cards, as the banking system does not allow it to make payments into those type of accounts. Innovatech has also had to adapt to utilizing client coding for payments. This has resulted in a “one bank accountperclient”rulingasperthebanking platform. Innovatech International Solutions will not be responsible for your yearly SARS Taxation. You may withdraw your capital at the end of the agreed maturity date or at the end of an early withdrawal request notice. Unless the relevant product specifications allow, an early withdrawal of investments will not be allowed. AVUSANA Football Club grabbed a late equaliser (1-1) against Tiger Boyz in a SAFA KwaDukuza Local Football Association (KLFA) Premier League game played at the Recreation Ground on Sunday. Tiger Boyz dominated possession right from the first whistle and should have opened their account as early as the 10th minute after Mlungisi Manzi’s powerful long range shot was parried for a corner by the Mavusana keeper. Sipho Mhlongo latched onto a corner-kick by Nhlakanipho Khuzwayo, heading powerfully past the Mavusana keeper to give Tiger Boyz a 1-0 lead. Minutes later Sibongiseni Mngadi beat the offside trap and was involved in a one-on-one with the Mavusana keeper, but he fluffed his shot. In the 25th minute Bonokuhle Khuzwayo was denied a goal after the Mavusana keeper, Velaphi Labane madea, acrobaticsavetokeephisside in contention for honours. Mavusana beefed up their striking force at the start of the second half bringing on the dreadlocked Arthur “Drogba” Gumede. In the 50th minute Gumede squandered a golden opportunity of snatching an equaliser after his shot miraculously missed the target from close range. On the stroke of the hour-mark, Tiger Boyz were awarded a free-kick just outsidetheboxforarecklesstackleby the Mavusana central defender. Bonokuhle Khuzwayo blasted the
