WADUKUZA cluster commander Brigadier Derek Captain Hastibeer and SAPS officer Lieutenant Colonel Suren Bisessur were presented with the highest South African award for national service excellence at a lavish event in Pretoria last Thursday. Competing for the awards entails police officers pitting themselves against others from nine provinces. They were judged on merit which includedservingthecommunity,dedication to service and success in fighting crime. Hastibeer won the senior manager of the year
award in the operational category and Bisessur was placed second in the administration employee of the year category. Local officer Brigadier Len Singh, now based at the Bloemfontein provincial head office, was placed first in the senior manager administration category. National Commissioner Riah Phiyega presented Hastibeer with an iPad, R10 000, a bag and a certificate. Bisessur received a certificate and gifts from Massmart and Magic Travel. Hastibeer joined the SAPS in 1987 in Wentworth. He was promoted to sergeant in 1989, warrant officer in 1991, lieutenant in 1994, captain in 1995, superintendent in 2000, senior superintendent in 2004 and five months later, brigadier, a position he has held for the past nine
years. Hastibeer was also awarded for outstanding performance by KwaDukuza Mayor Ricardo Mthembu in 2012. He was also responsible for drawing up three policy documents for detectives, and received provincial colours for cricket. “Hard work never killed anyone. It can only show your character. I encourage my fellow colleagues to serve the community with distinction. Being an officer is not a vocation, but a calling. “I was employed at Engen earning R2 500 per month. I left to join the
SAPS earning R660 per month. It was not about the money — it was my calling,” the brigadier said. He thanked the KwaDukuza cluster staff and the cluster drug team, who have worked tirelessly throughout KZN in tracking down organised crime and drug syndicates, for their support. Bissessur joined the SAPS in 1984. He was promoted to sergeant in 1987, warrant officer in 1990, lieutenant in 1992, captain in 1995 and major in 2012 where he is currently the assistant director: personnel services. “I feel very honoured and proud of my achievement. The years of tireless, hard work have been rewarded and this makes the hard times worth while. All too often the good work, the sacrifices and acts, which go beyond the call of duty, go unnoticed, but this award and recognition by the country's top management reassures me that there is recognition, and it has to be earned,” said Bissessur. He said there is no question that

I'm grateful to my family and managers throughout my career for having guided me to this achievement. “I'm also grateful to the SAPS for giving me a platform on which to showcase my skills and ability as a police officer.” Mthembu honoured Hastibeer and Bisessur at a full council meeting on Monday when he praised the top cops saying they did it “against all odds”. “You have done yourself, your family and our town proud. I hope the awards will serve as inspiration to other SAPS members to aim for excellence,” said the mayor. He said SAPS members are not fully appreciated for their work due to bad publicity. Mthembu said the media needs to tell stories about good policing and hoped the national commissioner would consider promoting hardworking police officers. The mayor said it's not fair that some police officers retire in the same rank in which they started.

USICIANS from all over the KwaZuluNatal will now have a platform to showcase their talents with the Awesome iLembe Festival to be held at local venues from 8 to 10 August. Details of the event were given at a media briefing at the King Shaka International Airport last Wednesday, and event officials met wellknown Grammy award-winning U.S. gospel and jazz performer Kirk Whalum. The official launch of the concert took place at the Sibusiswe Community Centre in Mandeni on Thursday evening. The festival will host 50% local artists and 50% international participants, the idea being to “take the music to the people” and make it affordable. The festival is supported by AwesomeAfrica and the Department of Arts and Culture. At the briefing Whalum expressed his appreciation of the beautiful iLembe area and all it has to offer. “The only place more beautiful that iLembe is the Kingdom of Heaven. “But what will the future of its poor people be. Each of us has a role to play in the upliftment of our young talent. We need to make sure they have a future,” said Whalum. Thegospel performer is a tenor saxophonist

Festival director Princess Nandi Zulu expressed her excitement for the project, saying lots of hard work had gone into it and that it had so far been a year in the making. She said KZN would soon be “the place to be” in terms of tourism activities. “The success of the project hinges on everyone in iLembe in terms of their support and participation. We want this to become a signature, annual event to make KZN proud,” said Zulu. She explained that a talent search was under way to find artists for the festival. “There is also a demand internationally for South African flavour, so local artists can really make something of themselves by using this platform,” added Zulu. LLOCATING houses to beneficiaries is not a matter of polutical campaigning but a constitutional mandate, KwaDukuza mayor Ricardo Mthembu told new home owners at the Groutville Priority 2 Housing handover ceremony on Friday at the Etsheni Sports Ground. Mthembu said that the Constitution required the government to improve people's lives, and delivering houses was part of this mandate. He added that houses can only be allocated when they had been completed. A total of 120 houses were handed over. Among the beneficiaries was a 42year-old disabled man, Lawrence Mathe, who said he has lived in the Groutville informal settlement for the past 20 years. "I am grateful for the house. I finally have a place to call my home. Mandela fought for us so that we can
have homes. "If the apartheid government was still in charge I would not have a home," he said. Mathe, who relies on a government grant, said he would live in the house with his wife and three children. The mayor encouraged the beneficiaries to begin food gardens on their property for the benefit of their health. Mthembu also urged them not to seek to profit from their new homes by selling or renting them out while living in informal settlements. "You must not look for financial gain at the expense for the government and other poor people. Do not return to shacks and complain that there is no service delivery," the mayor said. The KZN Human Settlement DepartmentCEO,MduZungusaidinline with the national and provincial priority of rural development, the department will continue to accelerate
housing delivery in rural areas throughout the province. "Approximately 60% of the budget allocation has been allocated to rural development and this demonstrates the department's commitment to more effective and sustainable rural developmentinlinewithnationaland provincial priorities." He said the department is placing greater emphasis on the need to provide rural housing. The aim of the department is to accommodate the needsofruralcommunitieswhichentails upgrading household units in their current location and not expecting people to resettle to create a more compact settlement structure. "Let us applaud ourselves for such a sterling job. This is the work of the nation. While there is sufficient progress on this project, some key challenges still lie ahead. Some of these challenges are man-made. We are consistent in our approach in addressing issues facing our people on day to day basis.
"We have to applaud ourselves for being part of this important developmentthatmakesdreamscometrueas contained in our Freedom Charter,
that there will be shelter for all. “But this is not enough and there is more work to be done," said Zungu.

Tekkie Tax is an annual fundraising campaign for welfare organisations. During April and May members of the community, schools and businesses will be used to get a Tekkie Tax for a R10 donation. R12.5m water access project to create jobs

HE iLembe District Municipality launched a water access project in the Maphumulo Local Municipality worth R12,5 million last Sunday. The launch at the Velangezwi Sport Grounds, was attended by the deputy mayor of iLembe, Dolly Shandu, the mayor of Maphumulo, Happy Ngcobo, traditional leaders as well as iLembe District Municipality and Maphumulo Local Municipality councillors. The Zone N&T Water Project will see hundreds of households in wards eight (eVelangezwi), nine (eMabhedweni) and 11 (oCheni) finally have access to fresh and potable water. The event started off with a certificate handover to community members who had completed accredited training in bricklaying and plumbing as part of the project. Forty eight young people from the three wards were selected to participate in the programme and will also work on the project as part of their practical training. Ngcobo — who is also the ward councillor — saidthelaunchwasinlinewiththedistrictmunicipality's vision to have fresh drinkable water for all of Maphumulo by 2016. “The launch of Zone N&T shows that this goal is achievable. With only a few years left to 2016 andotherwateraccessprojectsinthepipeline,we can safely say that by 2016 all of Maphumulo will have access to water.� Congratulating the youngsters Shandu urged them to raise their wards and iLembe's flag high. “You were not chosen because you are better than others. Your ward councillors saw something special in you that they thought will change your lives and of those around you for the better. It is up to you to prove them right and make them proud,� she said. Shandu revealed that the project will create 60 jobopportunitiesandincludesconstructionoftwo reservoirs,a100kilolitreanda350kilolitrereservoir. She urged residents to look after the project and to report any wrongdoing to the ward committee.

WELL-KNOWN KwaDukuza resident Harold Paul died last Thursday in a Durban hospital. At the time of his death Paul was the Baptist Association of South Africa (Basa) president. Paul hails from humble and Godlybeginnings.Heisthesonofthelate Harold Timothy Paul, a stalwart of Basa in the eighties and nineties. He matriculated at Stanger Manor Secondary School in 1982 after which he enrolled at the University of Durban Westville (UWD). He was a talented athlete and received his provincial and Sasa colours in 200m and 400m track events. Paul then became the sports director of UDW. In 1992, Paul made history when he became the first non-white coach to accompany the South African team to the Olympics in Barcelona, Spain. Paul was also a good businessman, establishing two successful companies — Simuyne Event Marketing and Eagle Wings Promotion. He served as general secretary and president up until his death. Paul was also nominated as Basa ambassador to many national and international conferences. SouthAfricahasbeennominated to host the 2015 Baptist World CongressoftheBaptistWorldAlliancein Durban and Paul was one of the

chairpersons nominated to oversee the logistical and hospitality aspects of the conference and embraced the nomination with pride. Paul loved the Lord and Saviour Jesus Christ and had a passion for serving Basa said his brother Herbet. “He will always be remembered for displaying his loving and caring attitude even when life for him was on the off-side. “We salute him an know that he served his master and king with grace and tenacity. “Truly we can say the work of the Lord was enhanced and embraced by his input.� He leaves behind his children Theo and Cliantha, his mother Maya, sisters Pam Devnath, Daphne Naidoo, Yvonne Paul Joseph, Leigh Anne Paul Dachapalli and his brother Herbet and a host of family and friends.

Reasons for the decision: Potential environmental impacts e.g. ecologically sensitive areas were identified. Impacts arising from construction will be adequately mitigated and are addressed in the EMPr. There will be significant improvement to the existing road, increasing the vehicle mobility and improved commuters’ safety. No objections were received from stakeholders and I&AP, and all comments were adequately addressed.
KWADUKUZA Mayor Ricardo Mthembu signed a joint Memorandum of Understanding with the United Congregational Church (UCC) in Groutville to formalises the transfer of a portion of land owned by UCC to the municipality. The donated portion will be used for the construction of a tar road that will link the Charlottedale community to the provincial road, R102 in Groutville. The road will link both communities so that they receive health care and other services with speed. Mthembu said he is happy to have established arelationshipwithanorganisationthatunderstands the needs and interests of its community. “We are touched by the scale of land that was donated to government in the name of generosity,” he said.
The EA was issued by the Department of Agriculture and Environmental Affairs (DAEA) on 27 March 2014. A copy of the EA will be furnished by KwaDukuza Municipality or Triplo4 Sustainable Solutions (Cell 083 308 8003) on request. I&APs are informed of the Appeal procedure provided for in Chapter 7 of the EIA Regulations, GNR 543, June 2010 as well as the requirement to use the prescribed forms obtainable from DAEA. STUDYING effectively is not a matter of chance. Educators and psychologists have researched study methods for years. Experts suggest that after you can say, "I know this material," that you should continue to study that material for an additional one-fourth of the original study time. The alphabet is an example of overlearning. How did you learn it? Probably through recitation which is the best way to etch material into the memory trace. Manipulate the material as many different ways as possible by writing, reading, touching, hearing, and saying it. In an experimental study, students who overlearned material retained four times as much after a month than students who didn't overlearn. 10. Reviewing Material Frequently A student who does not review material can forget 80% of what has been learned in only two weeks!Thefirstreviewshouldcomeveryshortly after the material was first presented and studied. Reviewing early acts as a safeguard against forgetting and helps you remember far longer. Frequent reviews throughout the course will bring rewards at test time and will alleviate pre-test anxiety. Although these 10 study methods do work, there is one other component needed when using all of them - taking responsibility for studying by following through on assignments. All the study methods in the world won't help you if you don't help yourself. As with most everything in your life, your motto should be, "I'm responsible for my success!" If you put forth the effort to study effectively, the improved skills will soon become a habit and be just as natural as breathing. The result can be better grades, greater knowledge, and higher self-esteem. These skills will also serve you well in your professional and personal life.

Woody, Yogan and Dennis secured a place in the semi's after beating Devan Gounden, Kevin Pillay and Jerry Arunachellam (2-1) in the quarters. Jean March Devasagayam, Terrence Subban and Rajesh Parasaraman stunned odds-on favourites Sanjay Singh, Sashen Naidoo and Charlie Pillay (2-1) to set up a semi-final clash against rookies Woody, Yogan and Dennis. TANGER Dolphins devoured Darnall (12-5) in a Dolphin Coast Squash Summer League derby game at the Dolphin Coast Sports Centre squash courts on Thursday night. The Dolphins outfit laid out the red carpet in anticipation of their formercaptain,YashinTewarywho donned the silks of Darnall Squash Club. But, they were left disappointedafterTewaryfailedtoshowupfor the much-anticipated derby match. Playing at five, Ranjith Rhugoonan gave the hosts a perfect start after beating debutante Linda Griesel instraightsets(15-8;15-11;15-12). Elvis Govender took a commanding 8-0 lead in the opening set against Rico van Wyk in a one-sided contest. But Van Wyk silenced his critics after storming back from the “dead” to collar his opponent (1513) right at the finish line. Manor trounced Dawnheights by six wickets in an Ilembe Cricket Union Twenty-20 League game at the Country Club Ground on Saturday.
KWADUKUZA Athletic Club (KDAC) athletes recorded respectable times in the Gaterite 42lm Challenge, hosted by Verulam Athletic Club, at the Verulam Recreation Ground recently. The intense heat and tricky route made conditions difficult for athletes. Jaibalan Soobramoney did KDAC proud after cutting the tape in the 42.2km race in a time of 4:24. He was closely followed by Melody Ndlovu (4:26), Jay Ramnath (4:27), Dippy Moodley (4:31) and Danny Sewmungal (4:33). Praveen Shah (2:07), Paddy
Padayachee (2:12), Indran Naidoo (2:12), Nikeyi Maarbeel (2:20), Chander Gungadeen (2:25), Jaglall Jagadaw (2:27), Sue Gungadeen (2:33), Jeewan Ramphal (2;47), Basil Naidoo (2:47), Yulesha Devnarian (2:49), Shekar Gungapersad (2:49) and Bina Ramrup (3:30) completed the 21km race/walk. They restricted their rivals to 100/7 in their allotted 20-overs. Suhail Singh was the top-scorer for Dawnheights, smashing 36 runs which included four 4's. He received good support from Alvin Moodley who notched up 17 runs which included a solitary boundary. Dillon Rautenbach was the destroyer-in-chief for Manor claiming three scalps for 12 runs from 4 overs. Alveiro Nadasen (2/13 from 4 overs) and Mohamed Mhlongo (2/23 from 3 overs) grabbed 2-wickets each. In reply Manor cantered to a comfortable 6-wickets victory with 5-overs to spare.
