Tonight’s forum will address police related issues

By Mayor Joy Cooper HALLANDALE BEACH Policing and the use of force around our country has been under scrutiny since the unrest and protests in Sanford, Ferguson, New York and many other cities. During arrests over the years, our city regretfully, has not been immune to police involved shootings.

Our officers put their lives on the line every day and the last thing they ever want to use is deadly force. The question becomes when it is being used, is it being used correctly? The use of force is extremely complex. Every single situation is different. Our city has hired an independent consultant team to evaluate all of our department's protocols and policies when it comes to use of force.

But this issue is not just about police, it is about all stakeholders.

After Ferguson, Mayors around the country convened for the USCM leadership meeting in DC. One of the main topics was, “Is your city going to be the Ferguson?” Obviously, the dialogue was more on police and community relations and what lessons were learned from the mayor and others involved. We talked about steps that we could all be taking to improve them.

Obviously it is not just about police relations but the harder dialogue of race relations. The discussion was very thought provoking.

After coming home from the conference, I shared my experience

with our commission. I asked if they would support putting together a forum and inviting experts to talk about this very hard and complex issue. I also asked if our Chief could attend a special USCM Summit for Mayors and Chiefs for Community Policing issues. He came back motivated and empowered to tackle these tough issues.

Chief Flournoy has put together an excellent panel for a special forum tonight, Thursday, February 26th from 6:00 p.m. to 8:30 p.m. “Collaborate Communicate Connect” at our Hallandale Beach Cultural Center. The panel discussion is to help foster open communication with residents and improve police-community relations.

WTVJ NBC 6 anchor Willard Shepard will moderate the discussion. Panelists include: Chief Dwayne Flournoy, Broward County Public Defender Howard Finkelstein, Representative Shevrin Jones, Sanford (FL) Police Chief Cecil Smith, Hollywood Police Department Chaplain Pastor Michael Anderson, U.S. Department of Justice Conciliation Specialist Mildred Dupre de Robles, Attorney Brian Stewart, and FSU Professor Lance deHavenSmith, PhD. We invite you to attend and become part of the dialogue and solution.

Last week, our CRA Board conducted a visioning session that was facilitated by FIU Professor Kevin Greiner. Mr.

Greiner is also an attorney that specializes in Urban Planning. He is part of the Metropolitan Center which is one of the leading think tanks in South Florida that focuses on economic development, planning, community revitalization and public/private policy decisions.

This session was not intended to review our budget nor evaluate performance. It was an overview of trends, opportunities and issues facing our CRA. As board members, we were required to prepare a list of priority goals, action items and operating procedures that we would like to see addressed through the CRA in the coming years. Each board member had to make a five minute presentation explaining their ideas.

This was not the first visioning session we have done as a board. Keeping with our strategic planning goals, we have established that these visioning sessions take place every two years.

After the presentation, it seemed clear that what we all shared were some mutual goals and priorities. We need to not lose sight of the projects that had been provided as a catalyst in the past; completion of the Foster Gateway Project, OB Johnson Park, complete streets and affordable housing. Economic development and job creation also needs to be improved and expanded.

Mr. Greiner shared with the board something that

we have all known for a long time that we are positioned to be extremely successful, in so long as we focus on leveraging our tax increment financing and make investments in our infrastructure. The other key to success will be leveraging public/private partnership to enhance our economic vitality. The strategic planning and timing of these investments will be critical. He also told us that we should take advantage of tax credits not only TIF to incentivize private investments. This tool would make our area even more desirable. The final report will be compiled and brought forward on a future CRA agenda.

Many of our residents that live of A1A are aware that FDOT has begun work on the long awaited road improvements that include beautification and safety enhancements. As our readers recall, our city had done all of the underground work to avoid having to do repairs after the project was done. Some residents have questioned why there is more work taking place on fire hydrants and water pipes. It is a question that needs a bit of explanation.

The project includes the installation of signal mast arms. To install the large bases and create access to electrical power and switch boxes, the FDOT contractor had to dig underground to prepare. Regretfully, just like the rest of our city, there are many utility lines that are not marked. These include:

electric, cable, phone and gas.

While installing the mast arms, the contractor found that their lines would encroach on the fire hydrant lines. They have also found that due to many more unmarked utilities, much more work and time will be needed for the relocation and running power for the lights.

The sidewalk work was not bid to cover all of the relocation necessary, nor did it account for the time needed to coordinate.

FDOT representatives and their contractor briefed our commission on these delays and what it would mean to our city.

Currently, they are continuing work on the mast arm installation, signals, pedestrian countdowns, crosswalks and the repaving of the entire roadway. This portion of the project will be completed by September of this year. That is the good news.

The bad news is, that they have to rebid the decorative lighting and sidewalk portion of the

project due to the additional work needed. This bid will go out in September and work will commence in March after season 2016. The work on the sidewalks and lighting are projected to complete within six months, September that year.

This week will mark the end of Black History Month. In celebration on Friday, February 25th, there will be a special celebration connected to our monthly “Forth Fridays on Foster” Event. Starting from 6 p.m. to 9 p.m. come out to Foster Park for food fun and entertainment.

"By not using a tax professional, you are never going to know all the things that can save you money," said Arun Sareen, President of Sareen & Associates in Hollywood. "Believe me, there are so many things that happened from a tax perspective in 2014 that sometimes it makes my head spin, and I do this for a living.

But, I stay on top of those changes, because knowing those things allows me to be that much more helpful to my clients."

LAST MINUTE TAX CHANGES Many changes were made to the tax laws in the last month of 2014.

These modifications make it very difficult for individuals to keep up with all the changes that have been made and the savings they can get this tax season.

Additionally, many taxpayers will have to cope with the tax consequences of the Health Care Act (Obamacare), and that is also uncharted territory.

On Dec. 3, 2014, the House passed legislation extending a lot of tax breaks. The Senate then passed the Tax Prevention Act on Dec. 16, which the President approved soon thereafter.

It was out of the ordinary that two weeks before the end of the year, tax breaks were extended– retroactive to Jan. 1, 2014 In light of the lastminute changes, there was a great deal of confusion as to what could and couldn't be deducted. From state and local general sales tax to itemized deductions, tuition and fees, if you do not use a profes-

sional to guide you this year, you could be missing out on a lot of money.

"This is really going to be a tough year for so many, and not relying on someone who continues to keep up on the changes may cost you," Sareen explained. "Because our government told us that we were not going to be able to get tax breaks, and then two weeks before the end of the year changed their mind, it sent so many scrambling to start sifting through receipts."

The Tax Increase Prevention Act of 2014 restores tax breaks that expired at the end of 2013. Tax breaks that are relevant to 1040 filers are: • The deduction for educator's classroom expenses.

• The tuition and fees deduction.

• The tax credit for nonbusiness energy property (insulation, windows, doors, etc.).

• The exclusion from tax for debt canceled on a principal residence.

• The deduction for mortgage insurance premiums.

• The deduction for state and local sales tax in lieu of the deduction for state and local income tax.

• Charitable IRA distributions.

HR 5771 also revises the maximum amount that employers can reimburse employees for mass transit and commuter highway vehicle benefits. The benefit amount for 2014 had been set at $130 per month, but HR 5771 revises the benefit amount to be $250 per month.

OTHER BENEFITS

Among those who will benefit from the retroactive extension are teachers who buy classroom supplies, mass-transit commuters, residents of states with no income tax, parents with kids in college, some homeowners and some retirees with IRAs. Deduction for teachers' expenses: This measure lets school teachers deduct up to $250 for the costs of classroom supplies that they buy with their own money. It's available to all teachers, whether they itemize or not.

"The theme of this year - when getting your tax return prepared, is to be educated," said Sareen.

"The more a consumer knows, the more they can save."

STATE AND LOCAL SALES TAX DEDUCTIONS If you itemize your taxes, this measure lets you deduct the state and local sales taxes you've paid in lieu of state income taxes.

The deduction can be a boon for itemizers in Florida. Residents don't pay an income tax but pay sales taxes, either at the state or local levels.

DEDUCTION OF MORTGAGE INSURANCE In addition to mortgage interest, private mortgage insurance is sometimes deductible.

Don't mistake private mortgage insurance, or PMI, for homeowner's insurance that protects against a fire or other loss. PMI comes into play with lower-income homeowners who often can't afford a big down payment, and instead

The idea is to protect the lender against being stuck with a big loan with zero equity in the home, as well as to allow those without huge nest eggs to buy a property with minimal down payments. If you make a private mortgage insurance payment, in most cases this is deductible.

Also worth noting is that local and state property taxes can also be itemized on federal tax returns. Particularly for lower-income Americans, there may be special property tax benefits available based on your community.

NOW, UNFORTUNATELY, A WORD ABOUT FRAUD Last year, the IRS “suspected and stopped” 3.6 million returns showing refunds, and that number is expected to rise again this year. In tax refund fraud, the perpetrators file a tax using someone else’s name and Social Security number, but with a new address or a different DDA (direct deposit account, i.e. checking or savings or stored value card) account to collect a refund, and then, very quickly, they’re gone.

Victims usually don’t figure out the scam until they file their legitimate return. That’s when they typically find out that another return has already been processed in their name. It can takes months before all this is ironed out and the taxpayer gets his or her rightful refund.

The bad news: Florida is the worst state in the country for this kind of tax refund fraud.

vious victim of identity theft, the IRS will provide you with a six-digit “identity protection” PIN. All you have to do is ask. The IRS will send you a form that is essentially an affidavit, which you’ll return with various forms of identification. The IRS will then send you the PIN, which you will use when filing your return. If a return is filed using your information, but without the PIN, it will be rejected by the IRS. If you file your returns here in from Florida, you are eligible for the “identity protection” PIN program described above, even if you haven’t previously been victimized by this particular type of fraud.

The IRS is running a pilot program that you can participate in that will allow you to use the PIN for your return.

tion - as many leading vendors came out everyone seemed to be pleased at the two days.

Southwick, who helped to organize the PAL table - which was part of the stage and had so many quality items - was very excited about the flow of traffic and the monies made by all.

"Any time you can raise money for a great organization like PAL, it's a success," she said.

"Whether it was the 'flea market' items or those hard to find antiques, this is a show that had it all and it always does."

THE EVENT WAS TRULY THE BEST Each and every year, it gets better and better, and after Saturday and Sunday's turnout, there was no doubt that things seemed to work out fine.

As shoppers found their way through the maze of rooms and vendors, this was one of those shows where everyone found something to like.

"We came here last year and found a few pieces of jewelry," Andrea Levine of Dania Beach explained. "Quality things to look at - and the prices were very fair. I like this kind of thing."

This is one of those events that has now many writing the dates down on the calendar and making this a destination.

With over 35 vendors and a PAL food booth, there were indeed options, and many from outside the area - like south Miami Beach,

Kendall and Boca Raton found this a very good event.

"We have been chasing these shows around for so long, we know where just about everyone in a 100 mile radius is being held," Rey Miller of Boca Raton explained. "Some vendors have the same things - while others tend to add new things every show - which is a plus for me. This is a good, smaller show, but a quality one at that."

"Steve," a mother yelled. "Mark," another screamed. "Joe," one more shouted.

Then Jacob Ehrenreich's mother called him. "Yonkee," she yelled in her thick accent, using the Yiddish name for Jacob.

He cringed. "That was too Jewish – too immigrant. I wanted to fit in- to be a regular American” says Ehrenreich, about his childhood. So he called himself “Jack”. Now he’s back to “Jake”.

When they are accidently booked into a burlesque house amongst strippers and lewd comedians, one of the strippers is arrested and Rose pushes Louise into the strippers act. She was now to be known as Gypsy Rose Lee, who becomes a big hit and becomes the world’s most famous stripper.

It contains at least two chemicals (curcumin and curcuminoids), which decrease inflammation (and are very much like the oft-prescribed non-steroidal anti-inflammatory drugs, or NSAIDs). Incidentally, this anti-inflammatory effect is also why turmeric is often recommended for treatment of cancer, cataracts and Alzheimer’s.

While you can totally add this spice to your daily diet, you will need to take turmeric in supplement form in order to experience the full medicinal benefits. When cooking, try adding black pepper or dried ginger to help activate turmeric. The herb can also be applied topically to relieve pain.

4. Nettles (Urtica dioica): Nettles is an herb with mad-skills incredible for pretty much anything. Nettles are insanely good for you, containing protein, calcium, phosphorus, iron, magnesium, beta-carotene, along with vitamins A, C, D, and B complex, all in a form that is easy for the body to use.

POACHED EGGS WITH SERRANO HAM AND GARLIC ASPARAGUS 8 Eggland's Best Egg, large 4 tablespoons olive oil, divided 3 large cloves garlic, peeled and thinly sliced 1 1/2 pounds medium asparagus spears, trimmed 1/2 cup chicken brot Sea salt and coarsely ground black pepper to

taste 1 tablespoon white vinegar 1 tablespoon salt 4 large slices from round loaf of crusty Italian bread, toasted (3/4-inch thick) 4 ounces very thinly sliced Serrano ham 1/4 cup finely shredded Manchego cheese 1 tablespoon minced fresh Italian parsley Ground Spanish paprika In large skillet, heat 2 tablespoons olive oil over medium-low heat. Add garlic; saute 1 minute or until very lightly browned.

Remove garlic with slotted spoon; reserve for later use. Add asparagus and broth to hot oil; simmer 3 minutes or until crisp-tender, turning asparagus occasionally. Season with

salt and pepper to taste.

Fill a large pot halfway with water. Add white vinegar and salt. Bring to a boil over high heat; reduce heat to low. Break Eggland's Best eggs into custard cups, one at a time.

Gently slide eggs into hot water, in 2 to 3 batches.

Poach eggs 3 to 4 minutes or until egg whites are firm and yolks are slightly thickened. Remove eggs with slotted spoon.

Place toast on 4 serving plates. Top each evenly with Serrano ham, asparagus spears, asparagus broth and 2 poached eggs.

Sprinkle with cheese, parsley and reserved garlic. Drizzle plates evenly with remaining 2 tablespoon olive oil. Sprinkle lightly with paprika.

If using a skillet, cover the sandwich with foil and set a heavy pan or pot on top to press down the sandwich. (Even a brick wrapped in foil makes a great press.)

Grill, pressing constantly and turning once, until the sandwiches are browned and crisp on both sides. (5-6 minutes per side) Cut in half and serve warm.

Add additional reserved water if the meat mixture appears too thick or dry. (The time it takes to cook this is worth the end results. An electric roaster or crock pot can also be used instead of baking in the oven.) This also freezes well.

Preheat oven to 350º F. In large skillet, over medium heat, brown beef, onion and garlic.

Continue to stir while breaking up meat. Drain excess fat.

Add oregano, ground cumin, salt, pepper, and green chilies. Cook for approximately 6 minutes, stirring occasionally.

Add refried beans and 1/2 cup enchilada sauce.

Simmer for an additional 5 minutes.

Place meat and bean mixture in the middle of tortilla. Sprinkle with cheese. Fold up the bottom of the tortilla, then the sides, then fold down the top. Place in a baking dish and cover with the remaining enchilada sauce and cheese.

On the stove top over medium high heat, add 1 tablespoon of oil to the roasting pan and brown both sides of the roast.

Remove from heat when roast is browned, and add onions, garlic, seasonings and enough water to cover roast.

When the meat separates easily with a fork, shred the meat. You may need to remove some of the water after shredding the meat. Reserve that amount which may be used later in the cooking process.

Police Department brings in a panel of experts for tonight’s (6-8) Let’s Talk Town Hall forum dance. Everything is on the table. Panelists want your input on how police can engage the residents to assist the Police Department in safeguarding the community.

Ribbon cutting, grand opening ceremonies at South City Beach this Sunday, March 1

The City of Hallandale Beach Police Department has assembled a panel of experts to engage the community and connect with residents for the Let’s Talk Town Hall forum, from 6 p.m. to 8:30 p.m., tonight, Thursday, Feb. 26, at the Cultural Community Center, 410 SE Third St. This forum is designed to encourage a free-flow of ideas between residents, law enforcement and legal experts.

After a 13-month renovation and makeover, South City Beach will re-open at 1:30 p.m., Sunday, March 1, at ribbon cutting and grand opening ceremonies at 1870 S. Ocean Drive. The ceremonies mark the third City park completed in the Citywide Parks Master Plan. Joan Murray of CBS4 (WFOR) will serve as Mistress of Ceremonies for the Ribbon Cutting and Grand Opening.

Packed with new amenities, the 3.5acre site includes a beach volleyball court, new bocce courts, stateof-the-art playground, several covered picnic areas, restrooms, changing areas and a new restaurant/snack bar. The restaurant/snack bar is expected to open in the near future.

To ensure the beach is accessible to all residents, the City is working with State of Florida to secure permits for surface mats to allow specially -designed beach wheelchairs to cross the soft sand. The wheelchairs will be available at the lifeguard stands.

The engaging beachfront is protected by highly-trained Hallandale Beach Ocean Rescue lifeguards from 9 a.m. until 6 p.m. during daylight savings time. Each lifeguard is a trained emergency medical technician (EMT). Also, each of the City’s five lifeguard stands is equipped with an automated external defibrillator (AED).

Designed by Bermello Ajamil & Partners Inc., and built by Burkhardt Construction Inc., South City Beach was completed on time and under budget. Burkhardt also delivered Joseph Scavo Park and B.F. James Park in 2014 both on time and under budget. Each of the three parks was built utilizing local labor. The City’s Community Benefit Program requires the use of local labor, local subcontractors and local vendors whenever possible on all projects costing in excess of $1 million.

North City Beach Park is currently under reconstruction, and the City plans to begin work on O.B. Johnson Park this summer. Last November, residents voted to float a bond of up to $58.5 million to pay for rebuilding the remaining eight City parks within the next six years.

More than $1,500 was raised at the annual Relay For Life Tennis Tournament

More than $1,500 was raised for the American Cancer Society Relay For Life drive at the annual Hallandale Beach Relay For Life Tennis Tournament at the Golden Isles Tennis Center. Dozens of residents and visitors pitted skills on the courts against one another in the round-robin, mixed event. Annually, the tournament is the first fund raising event in the Relay For Life drive in Hallandale Beach. This year, Hallandale Beach, Pembroke Park and West Park are joining forces for a unified Relay For Life event, 2 p.m. to 8 p.m., Saturday, March 28, at South City Beach Park, 1870 S. Ocean Drive.
