By Mayor Joy Cooper Thank you very much for taking time out of your schedule to participate in this year’s State of the City Address. It is a true honor to serve as Hallandale’s Beach’s Mayor. The city that is Progressive Innovative and yes filled with opportunity. While most cities are still struggling through the recession our strategic and financial planning has kept us in the black. We have continued to balance our budget maintaining a healthy reserve and providing a high level of service though an accessible and accountable government. Unlike many cities that are having union battles, we have negotiated all of our contracts to be addressed at future costs.
