Backers of a ballot initiative that would legalize a wider use of medical marijuana in Florida are working to address some voters’ concerns before the November election about how the drug would be regulated.

A newly formed group called Florida For Care is planning to draft proposed rules for how medical marijuana will be managed if voters approve a constitutional amendment making it legal in the state.

Florida Governor Rick Scott signed a law last month that legalized but strictly limits the distribution of a noneuphoric strain of marijuana believed to reduce epileptic seizures.

November's referendum is a broader proposal that would allow physicians to recommend the regular form of marijuana to people with debilitating ailments.

“We had legal experts, medical experts, dispensary operators, growers and people who were there to impart their knowledge,” said Robert Platshorn the organizer of the Hollywood event.

"It's a long time coming," Castro smiled. "I have lived on this block for three years and have never seen anything more than growing vegetation and a piece of property that is making this neighborhood terrible."

What a far cry from what this three-story, 262-seat theater structure used to be. Tucked into a residential neighborhood south of Hollywood Boulevard - which has long been a favorite place for shows, plays and other events.

For 50 years, this had been a thriving destination that attracted so many to a facility that sits at 2640 Washington St. Back in 1949, the City of Hollywood sold the land for $10 to the Little Theater of Hollywood with a clause saying it would take back the property if it was ever abandoned or not used for community theater.

While the City of Hollywood got involved in the initial sale of the property, making sure that it was going to be sold for what it had originally been zoned for, the only deed restriction placed on the property was that it would be used for what it originally been bought for - or a public meeting place - such as a church.

Although the new owners, Iglesia Real Church of Hollywood never got back with the South Florida Sun Times for an official statement, the residents of the community have been heard loud and clear.

Tonya Alvarez lives across the street from the facility. While she has been worried that her kids - or the children in the neighborhood would stray onto the property, which has a NO TRESPASSING sign on the fence, the news that is on the property was good enough to put her mind at ease.

"When we moved here two years ago, there was talk that the property would be sold and residential property would take over," Alvarez said. "But now that I see this sign that says this Iglesia Real Church is coming, at least the property will not be let go."

Even though many fought to save the Hollywood Playhouse, it fell victim to poor planning and greed over the past decade. The property went into foreclosure with bank and Hollywood engaged in litigation over its future.

Those like Ashley McCord had grown up enjoying her community theater. The thought of losing this piece of history was certainly a disappointment. But she also understands that people fought hard to keep it open.

"I realize that so many people went to great lengths to keep this open," McCord said. "They went as far as to take donations to attempt to buy the facility, but in the end, I guess this wasn't as important to some as it was to others."

What Gonzalez did was talk about his business and practices as well as the importance of the medical marijuana vote coming up.

His experiences in the industry provided so many with the answers needed to form their opinions.

He also talked about the medicinal properties of cannabis becoming part of Western medicine in the mid19th century when strains from Egypt and India were imported by the French and British, respectively.

Between 1840 and 1940, English, Irish, French and then North American physicians and pharmacists testified to the usefulness of various cannabis preparations for pain relief and other conditions including malaria, rheumatism, migraine headaches, gout and glaucoma. Cannabis was in the Canadian pharmacopeia until it was added to a list of restricted drugs in 1923 and its possession, cultivation and distribution became illegal.

"Its therapeutic potential has been recognized since ancient times—for at least 4,000 years," Gonzalez explained. "In Egypt, there is evidence that cannabis has been used in medicine since the days of the pharaohs. In China, cannabis was used as a surgical anesthetic in the second century C.E. All around the ancient world, from Babylonia to Israel to Rome, cannabis has been used as a medicine."

Pointing to the fact that doctors in this country have spent countless years on researching prescription medicines, they have fallen short when it comes to taking the time to see what the benefits of cannabis really are.

Hollywood resident Margo Stein is an advocate of the legalization of marijuana. A breast cancer patient who found it tough to eat during chemotherapy, she was introduced to the benefits of cannabis by here sister. While she was skeptical about smoking it because it was illegal, the results outweighed the risks involved.

"Nobody ever tells you to put down that glass of whisky or

vodka, which can tear up your liver," Stein said. "Adult choices have to be made, and when my appetite spiked and the side effects from the chemo subsided, I was sold."

Stein is not alone. making choices to use cannabis - in any form is an adult decision.

Just like underage children drink alcohol now, you cannot take something that is proven to work away from adults who have the right to make their own choices.

"I am generally old school," Stein pointed out. "But when it came to my own body, I told my kids the same thing I spoke with them about alcohol. You do not use this until you are an adult and can clearly make your own decisions."

If passed this November, the amendment would allow for a physician to recommend cannabis therapy to any patient at his or her discretion. However, neither qualified patients (nor their designated caregivers) would be permitted to cultivate cannabis. Rather, the proposal authorizes the state Department of Health to determine rules within six-months following the act’s passage for the registration of ‘Medical Marijuana Treatment Centers’ (dispensaries), which would be authorized to cultivate, process, and sell medicinal cannabis and other related products.

If regulators do not begin registering these facilities within this time frame, “any Florida citizen shall have standing to seek judicial relief to compel compliance with the Department’s constitutional duties,” the measure states.

No matter what side of this fence you sit on, you have to admit that adults do have the right to make their own decisions - just like you and I. Just keep that in mind when your vote will count and make a major difference to so many!

Even during the break, the City Commission is always available to answer and address questions

By Mayor Joy Cooper HALLANDALE BEACH - As many of our readers know, the City of Hallandale Beach Commission does not hold meetings in the month of July. This does not mean we are not available. Actually, many residents know you can always contact me and our city staff is working 24/7/365.

The commission is also connected. Modern technology has worked to provide a more accessible and accountable government.

Even over break I enjoy writing my column. I like to catch up on issues that may have not been covered over the months or items that are ongoing. It is hard to write this week’s column only about city activities. With Israel under threat of constant bombing from Hamas, pot holes and permits have been put in a bit of perspective for me and I hope you agree.

On a personal note, this past Sunday my family and I witnessed residents of Colorado uniting at the State capitol in a show of support and solidarity for Israel and peace.

While my children have grown up around city politics, they have not seen a march at a state capitol. As a

family we had mixed emotions witnessing this event together while war continues ragging. Growing up in freedom, they are now learning how fragile freedom can be. It is not just a word, it is what we enjoy because others fought and sacrificed for it.

Over the past days my family and I, like many people around the country and world, have been praying for Israel, peace and all the lost lives. In my opinion, all the lives lost are on the hands of Hamas and their reign of hate. This is the one fact that needs to be repeated and repeated. Israel is defending itself. Having been able to visit the Middle East, I have seen the vast differences between the countries. On a city to city basis I have seen the people like you and I wanting basically the same thing, a place to live and raise a family. Hamas is not any different then another hate group.

Good people and leaders to stand up against them.

I received a call on Monday from Rabbi Schwartz from Chabbad of South Broward.

The young college woman wanted to hold a prayer vigil on their property. After hearing about the hate

attacks on the synagogue in North Miami Beach they were concerned about their own safety. They had also received hate threats after posting their meeting on Facebook. I received the call while out west, so I was quite alarmed to hear about what was going on in South Florida. I called our city manager and was assured that our police department was on alert. I am glad to report the event took place without incident.

We all need to stand united against these groups that continue to oppress, enslave and kill innocent people and children in the guise of religion.

Pope Francis’s prayer and plea to stop all the killing of all our young children was heart wrenching. Let us all hope it reaches the ears of those that want only to destroy Israel and America.

Our city is very fortunate to have such diversity. We need to continue to celebrate our diversity and continue to be a great example for all of our young children.

This past weekend, I also received a call from a resident on NE 3rd about flooding. It is rainy season and at that time we apparently received one inch of rain in one hour. Luckily, no home

was flooded due to the temporary pumping system that has been in place. One pump was working, that is why it took more time to reduce the level of water. I need to remind our residents that the main storm water project is not on-line yet, so we are monitoring and maintaining the temporary system.

Last week FPL had to relocate power lines in the area and pile drive new poles.

This work has been completed. City staff has verified that Lanzo has the large pumping

equipment ready to be installed. Currently, the city manager will be meeting to review the next steps to ensure that Lanzo finally finishes the project. In August, the city will be resurfacing 14th Avenue and finishing the roadway restoration.

City staff continues to work one on one with each condominium property to make sure construction impacts are addressed.

Please remember it is hurricane season.

national observance of National Night Out, 6 p.m. to 9 p.m., Tuesday, August 5, at Gulfstream Park & Casino, 901 S. Federal Highway. The annual event is free.

The City’s annual family-friendly event is staged around the walking ring area of

Gulfstream Park. National Night Out includes demonstrations, giveaways, a bicycle rodeo, helicopter landing, visits from McGruff the Crime Dog and a guest superhero, and Adopt-A-Pet. Among the demonstrations are a realistic SWAT takedown, K-9 demonstration, the Florida Wildlife Conservation Commission (FWC), U.S. Military displays by the Army, Air Force, Navy and Marines, and the federal Homeland Security.

National Night Out was started in Austin, TX, in 1984 as a way to promote crime prevention. From the humble beginnings, the annual event has spread to 16,100 communities in all 50 states, U.S. Territories, Canadian cities and on U.S. military bases. It’s estimated that almost 38 million people participant in a local event.

Fourth historical marker added as St. Anne’s Episcopal Church celebrates 100 years

Hallandale Beach added its fourth historical marker last weekend when St. Anne’s Episcopal Church, marked 100 years in the City. Located at 705 NW. 1st Avenue, St. Anne’s Episcopal Church was founded in 1914.

The church was twice destroyed by hurricanes in 1926 and in 1935, and rebuilt each time. Getting ready for the placement of the Hallandale Beach Heritage Site marker are, from left, The Rev. Donald N. Fox, Pamela Watson and Edith Newbold. The marker was formally unveiled during a Sunday service marking the historic occasion. The City also has historical heritage site markers outside of Ebenezer Missionary Baptist Church, established in 1909, Greater Ward Chapel, founded in 1902, and the Curci House, which was built in 1924 and is listed on the National Register of Historical Places.

By Dr. Ron Q… I just bumped into someone I knew as a teenager. He’s just moved into my building, and has made overtures to begin a friendship.

However, I remember him as a bossy, brattish, and abusive adolescent. I am hesitant to get involved. Am I wrong?...Do people’s personality change as they age? G.H. Hollywood A…Whether or not basic personality structures changes with age, is a highly debated issue…There are some modern researchers, like psychologist Sanjav Srivastava who believe that “not only do people continue to change after age 30, but in some way change more.”…Her thoughts are in some good company, like the thoughts of renown philosophers Carl Jung, Siddhartha (Buddah), and St Augustine. All emphasized the tremendous changes that can be made in mid-latter life… However, other researchers and philosophers disagree with this idea…Linda Breytspraak, from the Center of Aging Studies at the University of Missouri-Kansas City quotes Costa McCrae; “Personality remains the same in men and women throughout life. Particular traits in youth and middle age will not only persist, but may be more pronounced in later on.” Breytspraak’s beliefs are also in good company.

Such as the grandfather of modern psychology, Sigmund Freud. He believed the basis of personality was formed within the first 5 years of life.

There are many factors that can help form personality style. Genetic and biological variables appear to play a large role in forming personality, but one should not easily dismiss the role personal experience, learning, and environmental factors (including cultural) play…

While I do believe it is possible to make tremendous changes in personality over a lifetime, it also wouldn’t surprise me if a crude, spoiled, abrasive brat of a child, developed into a crude spoiled, brat of a man. Its members continue a creative partnership that is one of the most influential and enduring in the music industry.

David Crosby, Stephen Stills and Graham Nash have been touring and recording together ever since 1969, when their music first became a cornerstone of rock and roll. Stills and Crosby began writing

The trio performed together for the first time at the L.A. home of Cass Elliot of the Mamas and the Papas.

Prepping for a party: Make-ahead appetizers make summer entertaining easy (BPT) - Don't let the first "ding-dong" of the doorbell catch you up to your elbows in dirty dishes and half-finished appetizers.

For your next party, prepare your appetizers ahead of time with these simple tips and recipes: "Let's not reinvent the wheel. Take items you already know how to make and turn them cool and trendy with some add-ons," says Chef Richard Worthen, culinary instructor at The Art Institute of Seattle. You can dress up egg, tuna or chicken salad with a variety of flavors and spices. He recommends chopped cilantro instead of chopped parsley, adding chipotle to egg salad or adding almonds, walnuts or pistachio nuts for some crunch.

Over medium-low heat, preheat a medium size saute pan for 30 seconds. Add the sesame oil and swirl the pan until it is fully coated with oil.

Add the onion, garlic, white part of the green onion and ginger.

Sweat for several minutes until the mixture begins to look translucent. Turn up the heat to high and add the ground pork. Cook on high, stirring until the meat turns pale brown.

Turn the heat back down to medium-low and add the salt, diced water chestnuts, soy sauce and Hoisin sauce. Cook until moisture evaporates.

Turn the pan off and add the Chinese hot mustard to taste. After this has cooled down, cover and refrigerate.

Can be made up to four days in advance.

Reheat gently in a microwave or saute pan until just warmed through. Place in a serving bowl, top with peanuts, and serve with lettuce cups.
