Carlos Simmons made a huge impact in Hallandale Beach

Carlos Simmons was one of those men who was a leader. Someone who everyone looked up to and admired for his tireless efforts to upgrade his community, making it a better place to live. Over the past 2 years, Carlos Simmons fought a battle with cancer. One that the Sun Times talked with him about in a column, tracing his fight against this disease that would ultimately take him from all of us way too soon - at 65. Carlos Simmons never once asked "why him" or complained about his disease. He fought it, while still helping others. He never looked for the bad in people, making sure that his approach and outlook were positive. Carlos Simmons passed away Tuesday, September 13, 2011. He is survived by his loving wife Mary; daughter; Vivica Simmons; son, Carlos II; mother, Elisa Simmons and granddaughter; Brieyona Simmons.

Grapes for Grades Helps University of Florida Student Attend College

City Manager Mark Antonio upset over ʻunprofessionalʼ audit in Hallandale Beach

HALLANDALE BEACH - The special audit requested by the City Commission a year ago is almost complete. It was highly unusual that the City Commission was copied on a draft of the city audit before City Manager Antonio had an opportunity to review it and make comments. Usually audit work product documents are not made public record until management has had an opportunity to provide a management letter. To say the least, City Manager Antonio was very upset at the lack of professionalism and the inadequate audit that was performed by the company. This dissatisfaction was made quite clear by Mr. Antonio within an hour and half of receipt of a copy of the draft. He immediately addressed many of the deficits found in the documentation. He also confirmed that they had suggested they were going to charge our city an additional $60,000 to finish the document. This obviously was totally unacceptable. City Manager Antonio was confident that with a

little extra work the audit would be complete by November. He also affirmed with the City Commissionʼs agreement to object to any overcharges. This week City Manager Antonio confirmed that the audit was progressing and will be complete by November. On an even brighter note, the audit has become somewhat of a vindication for past attacks on City Manager Mike Good and this City Commission. There are no findings in the audit when it comes to contracts being signed by the City Manager. There were also no findings in developer agreements. Our readers may recall that prior to the last election a few of our residents had pressed the City Com-

mission to perform this special audit. There were four main areas of focus: contracts, development agreements, land purchases and loans. Both the improvement loans and land purchases are part of our Community Redevelopment Agency. I, for one, fully supported the audit of our Community Redevelopment Agency. These types of internal audits are very important management tools to learn where improvements can be made. With the growth in our community and increased complexities in the operations of our $100 million budget I have been willing to continue to push for the hiring of an internal auditor by the City Commission as an added tool for the City Commission for oversight. Over the past 5 years there had been three different CRA Directors. ing. Since the inception of the CRA it had only been audited once by the state with no findings. There was one comment for not collecting a check from the hospital district at year end. It was however collected the month after year end. This audit covered over 1000 loan transactions which are still being reviewed. Currently the city is acting like a bank when it comes to the loan management. The CRA provides business incentive loans, affordable housing loans and neighborhood improvement loans. These payments

are set up after closing and are billed and paid according to contract terms. With the turnover in CRA and management, weaknesses in the department will obviously occur. To date, the City Manager has shared with the City Commission that he and the new CRA Director have been evaluating whether or not to keep the loan banking component in house. The second area with land purchases is also in the process of being completed. This part of the audit found weaknesses when it came to internal record-keeping. Staff is still uncovering many documents that were not initially found and should have been part of a major file kept within the CRA offices.

It has been a breath of fresh air to have a high caliber CRA Director in Dr. Alvin Jackson. He has been on board for over six months and has already taken major steps to reorganize and fill staffing needs. The CRA department was moved to the second floor during summer break. He and his staff have been diligently working on a rewrite of our CRA plan and are focusing on our strategic economic development plans. Last Wednesday we conducted the first public hearing to adopt the 2011-2012 tax rate and fiscal budget. There were some changes to the budget which required budget notes. The first was the addition of a $30,000 capital improvement project to complete sidewalks on Diplomat Parkway to connect to Atlantic Shores Boulevard. Currently the sidewalk ends on the approach to the single family homes. Staff was directed to contact the single family homeowners along the area with a design utilizing the least amount of city right of way to create a safe walkway to Atlantic Shores and

Three Islands. It was discussed during the meeting that one of the main priorities and goals of our residents is to have sidewalks and bikeways to access all our amenities throughout our city. Sidewalks sometimes become controversial due to the fact residents are impacted from the construction. There is also a misconception that residential front yards are owned by the residents when in fact it is cityʼs right-of-way. City Commission discussed looking at various designs that will fit within our built out community. We will also remain sensitive to any impacts placement and construction has to existing properties. Another budget note entailed 3,800 to increase a community partnership grant to the Holocaust Documentation Center. The amended amount brought the grant to last yearʼs level of 5000. The original request of 5,000 was reduced since it did not provide for the center to conduct a “Day of Awareness” at the High School. Since the budget workshop the city received a confirma-

tion that they could conduct this educational component again in partnership with HHS. One major issue that came up and will be focused on at a workshop on September 26 immediately before six o'clock budget hearings is the operation of the Three Islands Safe Neighborhood District. It was brought to our attention that a letter which Staff was directed to mail out to each property owner in the area was not mailed. Reverse 911 calls were made to inform residents of the changes and the letters were posted in condominium lobby areas and mailrooms. Due to this Staff mix up, I requested that we conduct a workshop before the next meeting to keep all the residents informed as to staffing changes in the in the Safe Neighborhood District. The City Commission will also be reviewing the Three Islands budget which has a large reserve; it is almost double the operating budget. It should be noted that the districts are self insured. Another budget note during our workshop was a result of our pension unfunded liability.

This amount is over 1.073 million and had to be posted after receiving a letter from the actuary after their evaluation of the pension plans. Every year there is an audit performed on what the city's annual contribution must be. These contributions take into account investment losses and gains. Losses are spread out over a five year period. The city is still recovering from the largest losses in 2008 that were up to 13.0 million in total in the current volatile markets. We are extremely fortunate that we are able to once again access our rainy day fund to offset these liabilities. Once again, next year this will be the main issue to watch. The next and final budget hearing for the 2011 - 2012 fiscal year will be conducted on September 26 at 6:05 PM at City Hall Chamber. Imagine my surprise when the South Florida Sun Times asked me to drop in on Jacobʼs Classic Market in Hallandaleʼs Gulfstream Village. A market?!!! I soon learned that Jacobʼs was far more than a market. This visionary food emporium is an epicurean delight with homemade wonderments and exotic foods from Europe and the Mideast not found elsewhere in South Florida. First of all, the shop sparkles with cleanliness and order. The enticing fresh fruit and vegetable bins are creatively filled like multi-colored works of art. Thereʼs not a blemish to be seen. Healthy eating is everywhere. Packaged nuts and dried fruit greet you at the door. A wagon of olive choices invites you to fill container samples to share with those at home. Large refrigerated open bins are stocked with fresh soups and packaged ready-togo foods prepared fresh daily in Jacobʼs Glatt Kosher kitchens by Chef Isaac. Or, you can choose from a selection of beautifully displayed steaming hot entrees or cool crisp salads ready to eat in the storeʼs family-style sit-down corner or in a shady spot just north of the entrance. Chef Isaac advised me that aside from his daily schedule, creating the pans of great ready-made food for immediate takeout, Jacobʼs has a special crew ready to cater Kosher weddings, bar mitzvahs, brisses and shivahs . “One of our most

memorable parties was for CNNʼs Wolf Blitzer,” said Resnick. “He was visiting South Florida and heard about us. We were flattered and did a great job for him. We still hear from him, and have shipped some of his favorite foods to him while he was on assignment.” Resnick is quick to add that Isaacʼs department is equally pleased to cater small dinners and family events, and can make great recommendations to fit every budget. Well, since I am a fish and veggie lover, I settled on the Salmon Bruschetta, added a veggie couscous and freshly chopped Israeli salad. As they say in Miami, “Que rico!” Absolutely delilcioso! Or, shifting to Tel Aviv, “Tov mʼOd!! Of course my meal could not end there. My nose brought me to the on-premises bakery with its array of freshly-baked breads, cakes, cookies, bobkas, chocolate-filled cigars and

dark chocolate covered nuts. Chocoholic that I am, the nuts won out. While standing there, I took mental note of the freshly baked pizza sold by the pie or by the slice. Uhoh….that veggie pizza was flirting with me. Oh, well, next time. General manager David Resnick joined me. At the age of 82, Holocaust survivor Israel ʻIzzyʼ Wolman gets to realize a dream of a lifetime

Three weeks after the Germans entered Lodz the Jews were required to wear the infamous star. Some Jews who didn't appear to be Jews who didn't wear it but got caught were hung on light poles, left

there until the birds feasted on them. Izzy saw it every day at age 10. He watched the Gestapo take his father on Friday nights to beat him so he would tell them where his money was. He came back one Friday night with most of his teeth knocked out. The next time not before putting his hand on Izzy's head and blessing him he didn't come back. Izzy had a brother three

HISTORICALLY SPEAKING Being reappointed to the Broward County Historical Commission is an honor

Hello everyone, First, I would like to announce that along with the Broward County Commission, (Kriston Jacobs), has reappointed me to the Broward County Historical Commission. I have served the commission for seven years, and I took a break this year. We have so much preservation work to do in Hallandale, and through out Broward County, the Board asked me to return, and I am honored to be a part of the team. Our Hallandale Historical Preservation Board has been very busy the past few month's. I have a report of some current projects we are working on. The Curci House (1925), is open to tours on the first Saturday and Sunday of the month, from 11 am to 4 pm, and it's a free admission. Call for more information, (954) 457-1409. You now can view the new DVD video, of the Curci House and the generations of the family, on the big screen TV. The new Hallandale History Book is on sale for $25.00, and the DVD may be purchased for $10, or both for $30. Broward's oldest schoolhouse (1910), restoration is going full speed, and notice of opening should be in December. It will be done exactly as it was in 1910, with half of the building as a school room, and the other, a museum of Hallandale Historical displays. Now I would like to announce a new Historical project I'm working on that you all can participate in. I wanted to do something to honor our Veterans past and present. Currently I have been gathering photos, and documents of my Father, George Julian Jr. and Mayor Joy Cooper's Father, Peter Ventura who both fought in WW 2. My dad was a Combat Glider Pilot, and O.S.S. Commando, highly decorated. Peter Ventura was a Radio Operator, and Waste Gunner on a B-24, also highly decorated. Both of these men went to hell and back, and their stories need to be documented, and honored. But in our city we have many Veterans that should also be honored for their sacrifice, that have passed on or are currently alive. I am trying to get this display ready for viewing on Veteran's Day in November to be placed in the lobby of the Cultural Center. This will include our service men and women who have served in all wars, past and present. So, I am asking our residents to take part in this effort. When the Germans created the ghetto in Lodz each apartment was terribly overcrowded.In the ghetto along with other atrocities he saw babies thrown fro windows and Izzy worked to live for three years until the boxcars came to bring him to "safety". A train

that was so full that no one could fall for 21/2 days. Many didn't survive but Izzy lived to reach "safety"...Auschwitz. No, a bar-mitzvah was not to be had. What went on in Auschwitz we all know about but Izzy was still strong enough to work. After eight months he was sent to Hanover to repair train tracks. He

saw a potato but as he picked it up a rifle shot aimed at him and missed but the guard rifle butted him that caused heavy bleeding. The guard offered Izzy a visit to the infirmary but Izzy told him that he'd rather work. After five years of being a Jew in the center of the Holocaust Izzy knew there were no infirmaries for Jews. That wound eventually healed but the scar is very noticeable and 70 years later Izzy has no problem showing it to people. According to Izzy his father's blessing saved him, made him a successful businessman and watches

him every day. Liberated with his brother by the Americans Izzy was 75 lbs. Bedridden for months with his brother nearby he witnessed what still haunts him today-his brother's body succumbed to the torture-3 months after being liberated. Last Saturday, at the young age of 82, decades after so much violence, Izzy was Bar Mitzvahed at the Young Israel of Hollywood- Ft Lauderdale. Congratulations to Izzy and his family members for doing something he could not do 70 years ago.

Victory Center for Autism & Behavioral Challenges students sing The National Anthem at Florida Marlins game

MIAMI GARDENS - The Marlins v. Mets game Wednesday night may not have had a large crowd but there was one group there whose excitement and pride seemed to fill the stadium. They were the family and staff of The Victory Center for autism and behavioral challenges. Wearing purple or royal blue uniform shirts, with the distinctive moon and stars logo, they were cheering well before the game began, giving encouragement to Spencer, Daniel, Evan and Ariana, who stood proudly on the field to sing the National Anthem. The Victory Center, also known as TVC Academy, provides a unique blend of individualized education and social interaction to children aged 3 to 21 with a wide range of challenges, from aspergers syndrome to severe autism. Younger children receive intense (Pictured left to right are Ms. Stephanie, therapy with a 1:1 student teacher ratio. Older stuSpencer, Daniel, Ariana, Evan and dents have a 2:1 student teacher ratio and are Mr. Yosh) placed in either The Victory Academy, where they work towards a high school diploma, or the Victory Vocational program, where they receive job training. For the four very special singers out there on the field The Victory Center is a place where they are both accepted and challenged. As the four Victory Academy students sang our nation's song their smiles were reflected in the tears of joy of their parents and teachers. Police Athletic League of Hallandale Beach 2011-12 Youth Soccer Season

The Hallandale Police Athletic Leage invites all children ages 5 - 16 years of age to sign up for an exciting season of soccer. Registration dates are Monday, October 3rd to Friday, October 28th. All practices will be held at our new facility located at 1000 SW 3rd St. (behind Hallandale Adult & Hallandale Elementary). Games will be played throughout Broward and Dade County. Space is limited and registration is taken on a first-come, first-served basis. Registration is held at the Cultural Community Center, 410 SE 3rd St. The Center is open from 8 a.m. to 6 p.m., Monday through Friday. All players will be called the week of October 31st for their first practice. No team will start practice until a head coach is in place. Volunteers are always needed. REGISTRATION GUIDELINES • A copy of players' birth certificate MUST be on file at the time of registration • A completed registration form must be signed at the time of registration. • A current report card or progress report must be submitted at the time of registration. FEES A participation fee is due at the time of registration. The participant fee includes the player's uniform (shirt, shorts and game socks). Shin guards are required by league rules and must be supplied by the player. Soccer cleats are receommended, but not mandatory. Note: Uniforms will be handed out 2 weeks prior to the first game. Resident fee, all players, $35. Residents must provide a driver's license and current utility bill at the time of registration. Non-resident fee, all non-Hallandale Beach resident players, $75. Make checks payable to City of Hallandale Beach. ATTENTION ALL GIRLS!! The Police Athletic League of Hallandale Beach is forming all-girl teams in the following age groups, 10 & under, 12 & under and 14 & under. Teams will play all-girl teams from the Greater Hollywood Soccer League. At time of registration, please let staff know you want to be in the girls' division. In case there are not enough females to fill a team, players will be placed in the regular co-ed league. COASTAL CLEAN-UP

This past Saturday, September 17, the City of Hallandale Beach once again participated in the annual International Coastal Clean-up. It gave participants an opportunity to do their part in keeping the community clean.

Volunteers do their part to clean up the beaches; find out about the ʻAdopt-A-Shorelineʼ program

When you talk about doing what's best for any city, keeping it clean - from border to border - is essential. Hallandale Beach is certainly no different than any other coastal community - with beach clean-up efforts always a priority. When it comes to getting out and doing your part to keep your community clean, Hallandale Beach residents have been fortunate to have so many who care. This past Saturday, September 17, the City of Hallandale

Beach once again participated in the annual International Coastal Clean-up. Volunteers pickedup trash along the beach and in the South City Beach Park. The main items found were cigarette butts, bottles and bottle caps and plastic bags. Those are items that often do the damage to our environment. Saturday was great to see, and certainly a reminder to do your part to keep our beaches and waterways clean, safe and

beautiful by disposing of garbage properly in designated trash cans.

ADOPT-ASHORELINE PROGRAM The Adopt-A-Shoreline Program allows citizens to participate in the City of Hallandale Beach Litter prevention effort around the Cityʼs beach and along all the water-

ways and shorelines. A volunteer group adopts a 300-500 linear segment of beach or a body of water located in the City and agrees to pick-up litter at least four times per year for a two-year period. At the conclusion of the two years the volunteers may renew the adoption site or the location will be available again.

ROSH HASHANAH CELEBRATION

SWEET BRISKET 1 (5-7 lb) brisket, washed and drained 1/2 cup oil 1/4-1/2 cup Coca-Cola 1/2 cup dry red wine 1/4 cup honey 4-5 Tbsp. ketchup 1 onion 1/2 tsp. mustard powder 1/2 tsp. paprika

1. Place brisket in a roasting pan. Chop all seasonings in food processor and pour over brisket. Cover and marinate overnight in the refrigerator. 2. Preheat oven to 325° Fahrenheit (165° Celsius). 3. Bake at 325° Fahrenheit (165° Celsius) for approximately 4 hours, or until a digital instant-read thermometer inserted into the center of the brisket reads 190° for well done. 4. When cool, thinly slice the brisket against the grain. It is very important to slice the brisket correctly. SERVING SUGGESTION: Make gravy with drippings from the meat. Melt 4 Tablespoons of parve margarine in a heavy saucepan. Slowly stir in 4 Tablespoons of all-purpose flour. Cook and stir for approximately 3 minutes, or until margarine just starts to darken. Slowly stir in 2 cups of drippings. Continue cooking and stirring until gravy thickens to desired consistency. Sea-

CARAMELIZED ONION AND CARROT TSIMMES WITH CANDIED GINGER Spicy, sweet, and tangysour notes harmonize beautifully in this meatless vegetable-fruit melange. Serve it as a side dish or offer it as a condiment with the brisket or poultry. 3 tablespoons mild olive or other vegetable oil 1 1/2 lbs. (6 cups) onions (preferably red), thinly sliced Salt and freshly ground pepper 2 cups carrots, scraped or peeled, and sliced 1 tablespoon minced candied ginger 1 cup fresh orange juice 1 tablespoon grated orange zest 1 tablespoon fragrant honey 1/4 teaspoon ground cinnamon 1 cup pitted prunes, quartered

In a large saucepan, cook the garlic in the olive oil until it is softened and just tinged with gold, about 2 - 3 minutes. Add the peas, tomato sauce, cilantro root (or stems), and enough fresh cold water to cover the peas by about 1 inch. Bring the mixture to a boil, and simmer it, covered, over low heat. If using frozen peas, add salt and pepper to taste after cooking for 10 minutes; if using dried peas, add salt and pepper to taste after 20 minutes. Add more water if necessary to keep the peas quite soupy: there should be enough water to form some sauce.

In a 10- to 12-inch heavy skillet, heat the oil and add the onions. Salt and

pepper lightly, and stir well. Cook, covered, over very low heat, stirring occasionally, so mixture does not burn, for about 30-40 minutes, or until the onions are meltingly tender and almost transparent. Add the carrots, ginger, orange juice and zest, honey, cinnamon and additional salt and pepper to taste. Raise heat to medium-high and bring the mixture to a boil. Let it bubble for a few minutes, then reduce heat and continue cooking, uncovered, stirring occasionally, until the carrots are tender and the onions are golden and syrupy, about 15 minutes. Add the prunes and simmer for 5-10 minutes longer, or until the prunes are quite soft. If necessary, boil for a few minutes over high heat to evaporate any liquid remaining in the pan. Adjust the seasoning. Keep the mixture warm, covered, until ready to serve. The tsimmes tastes best if allowed to stand for at least 10 minutes to allow the flavors to meld (or prepare in advance and just reheat before serving.) Yield: about 6 servings PINEAPPLECOCONUT MILK NOODLE KUGEL One 20-ounce can of pineapple rings in natural, unsweetened juices 3 tablespoons maple or brown sugar mild oil, such as avocado, sunflower or al-

mond oil, for greasing pan salt 1/2 cup orzo 2 cups unsweetened coconut milk 1 cinnamon stick 1/2 teaspoon peeled and finely chopped fresh ginger 1 vanilla bean, split 3 large eggs 1/2 cup granulated sugar boiling or scalding-hot tap water, for hot-water bath

1. Preheat broiler. Drain pineapple and arrange in a single layer on a foillined broiler pan. Sprinkle evenly with maple or brown sugar. Broil pineapple on one side only until it is a rich, golden-brown and sugar has melted, about 5-8 minutes. 2. Lightly grease an 8inch square baking dish with the oil. Spread the pineapple pieces (with any sugar drippings), sugared side down, in a single layer on the bottom of the pan. (If there is an extra ring or two, cut in quarters and use to fill in the spaces between the rings.) Set aside. Turn the oven down to 350 degrees. 3. Bring 2 quarts of water and 1 teaspoon salt to a rapid boil. Add the orzo and cook, stirring occasionally, until tender. Drain well, rinse a few seconds under cool water and drain again. 4. While orzo is cooking,

combine coconut milk, cinnamon and ginger in a medium saucepan. Scrape the seeds from the vanilla bean and add to the pan. Turn heat to low and simmer gently for 10-15 minutes to infuse the milk with the fragrance of the spices. Don't allow the mixture to boil. Remove from heat and let cool slightly. 5. In a large bowl, beat eggs, granulated sugar, and a pinch of salt until thick and light. Add the coconut milk mixture, pouring it through a strainer into the bowl. Discard spices. Add the cooked, drained orzo and combine ingredients well. 6. Distribute the mixture evenly over the pineapple in the prepared pan. Place the pan in a larger baking pan and add enough boiling or scalding-hot tap water to the larger pan to come halfway up the sides of the kugel pan. 7. Bake for 60-75 minutes, or until a knife inserted in the center comes out clean. The kugel must cool to set. You can serve it right from the pan, or invert it when cool: run a knife along the edges of the pan, turn the pan upside down on a serving plate, and unmold. 8. Serve the kugel chilled, but not icy cold. Or for a more exotic finale, try it slightly warm (reheat gently). Yield: about 8 servings
