Momentum is starting to pickup nationally when it comes to driving and cell phone usage. On Sunday, the state of Nevada followed several other states with a complete phone ban while driving. No talking or texting, and there is no pulling over on interstate highways to use the phone, either. Could it happen in Florida? Let the battle begin!
Starting this past Sunday, Jan. 1, it is now illegal to use a cellular telephone while driving in the state of Nevada. Caught once, you owe $50, twice and you will have to fork over $150. The third time, you are not only fined but could lose your license for up to six months. Would that ever happen here? How long would it take to pass the law, and then once the law is passed, the process of giving warning after

warning until it is time to do what Nevada and other states are now doing? The answer is way too long
and way too much manpower at a very tough economic time. As Floridians are starting to feel the pressure nationally from many groups, trying to ban texting, they are now faced with the reality that the cell phone - the umbilical cord to all of our lives - could be limited as well. From a safety standpoint, just like red light cameras, banning phone usage while operating a motor vehicle, makes plenty of sense. But sense is

Getting through a year without raising the tax rate is impressive
‘AROUND THE CITY OF CHOICE’
HALLANDALE BEACH - The beginning of the year always is the time for looking back over the past year and most importantly looking forward to 2012. While many cities struggled last year to balance budgets and continue to provide the same level of service with less tax revenue the City of the Hallandale Beach once again made it through without raising our tax rate and continuing to progressively move forward to provide improved level of services. As the 2011-2012 budget is underway we are looking towards a bright future when it comes to investing in our infrastructure. Looking forward, the city will need to aggressively continue to become more lean and efficient. This does not mean we should not remain committed to invest in our parks and complete the capital projects that are budgeted. We also need to progressively work with all our employees to rein in pension costs. The city has already met in executive session to review every option. Many times the pension issue gets caught up in rhetoric on the state and national levels, rather than focusing on the real issue; “costs”. These costs have escalated for many reasons. Now is the time for everyone to come to the table to negotiate reasonable terms
to ensure we can continue to provide the same levels of services to our residents in the upcoming budget year while not crippling our budget. In the close of 2011 we had some wonderful news from the state. After a year of lobbying in Washington DC and in Tallahassee, I spoke directly with our partners in FL DPEP and the city will be receiving 28 million dollars to complete our drainage projects. We will be hosting a groundbreaking ceremony with them to kick off the NE project. This is money we will not have to borrow, nor tax our residents. This type of relationship building and lobbying for the city truly does yield positive results. This grant funding is the most the city has ever been awarded for a single project. Put in perspective, it is equal to one half of our general fund. This year will also mark another year we will need to all closely moni-
tor what takes place on the national and state levels. We will be mainly focused on the gaming issue and will also need to watch other late legislative changes that may impact special taxing districts, pensions and business tax receipts. On a national level, even though Congress and Senate have been deadlocked on so many issues, our cities and cities across the nation will be following Community Development Block Grant funding, Transportation Funding , Community Oriented Policing funding, housing and for the Southeast Florida Coast Oil Drilling and other energy policies that can impact our environment. On the local level there will also be many issues for our citizens to follow. As of January 1 the city published an advertisement for a new City Manager. The deadline to receive applications will be January 31. The tentative schedule for hiring will include area steps including commission interviews, one-on-one interviews and citizen meet and greet. The City Commission hopes to have a new City Manager hired with an executed contract by April 1. The City of Hallandale Beachʼs Economic Development Outlook is also looking bright. Even with the economic downturn there has still been interest in redevelop-
ment within our borders. The Village of Gulfstream Park has already applied to progress with their phase 2 of redevelopment. I have met with the South area director for Winn-Dixie and they are getting ready to cut the ribbon on their brand-new prototype store just under construction. Even in this economic climate businesses are interested in our city. Redevelopment is always a double edge sword. No one wants it in their backyard, but it is vital to create jobs, replace antiquated older buildings and provide sustainability for our tax base. This City Commission has continued to provide increased access and transparency to all our redevelopment processes. This year will also mark the finalization of our five-year redraft of our Community Redevelopment Plan. This plan will become a vital tool in guiding the 15 years left in our CRA. The plan includes a re-tooling of our many successful CRA loan programs and business incentive programs. A new component will be focused on creating more hotels and offices to support our growing tourism industry that has been created by both Gulfstream Park and Mardi Gras Racetrack and Casino. There are a few trends that I wanted to share with our readers that are happening in all cities
across the nation. There will still be housing issues playing out throughout our nation. We have not seen the end of foreclosures and there are actually over 80 pending foreclosures that the city is involved directly with. Unemployment is still hovering around 10%. There is also a continuing threat to local school funding that is having a direct impact on our children and the future workforce. With the anemic economy it would be logical to think there would be a drastic increase in crime. The trends do not show this. The trend is a change in the type of crime. Home robberies have increased throughout the nation. Over the past months, Chief of Police has confirmed this observation. Criminals are watching homes and waiting for the right opportunity to strike. In November a few burglaries took place in the Southwest and one as recently as two weeks ago in the South East. Obviously, there are ways to protect your home through dead
bolts, window protection and alarm systems. These certainly do not guarantee crime will not happen. This type of crime will need to be fought through unity partnerships with our Police Department and Crime Watch strategies. This is the year, if any, which we should all get to know our neighbors and our surroundings. If you see something or someone out of place you should not hesitate to call the police. We have a wonderful police force that is here to protect and serve our city. Come out and join Crime Watch. Host the block parties along with crime watch and our Police Department to get to know your neighbors. We all need to work together to make our communities safe in 2012 and well into the future. Mark Miller and his wife, Eileen, made their first visit to Hollywood last week, and while the weather was a lure, it was a chance to come and see places such as Gulfstream Park and other nationally-recognized destinations. “We had never been to this part of Florida before,” Mark Miller said. “Coming from Chicago, you look for warmth and then something to do.” While Disney and many of the Central Florida theme parks are certainly a huge reason why many never make it down this far, the Millers found that people are really missing out. From Hard Rock to the Mardi Gras and Gulfstream to the beautiful beaches, this is a destination that has brought thousands back - again and again. “We came the day after Christmas and will leave at the end of this week,” Eileen said. “We took two weeks to get some sun, which we wonʼt be able to do for at least five more months. You donʼt know what itʼs like to walk around in shorts and a T-shirt days after Christmas.” With many other cities and states now home to casinos and other forms of gaming, Florida, especially this region of the state, was always going to win out. It comes down to weather and plenty to do within a 100 mile radius. “We just finished a five-day cruise and wanted to spend a few extra vacation days down here to catch the Orange Bowl game,” Grant Cox of Columbia, S.C. said. “I am a huge Clemson fan, so the game was a Serving Hallandale Beach, Aventura, Sunny Isles Beach & Miami Beach must, but I have to tell you that the last time I was here was back in 1981. Things have changed for the better.” Cox has read how the area was one of the leading regions nationally when it comes to home foreclosures. He was expecting a lot of run down areas with things that didnʼt work. “Sometime you never believe what you read,” he smiled. “We have found people down here friendly, opening their arms to help answer questions and the areas weʼve been in are clean and not what many had reported.” The businesses in and around Hallandale Beach have geared up for this season for a long time, and now that itʼs arrived, it looks like 2012 is off to a pretty good start - and thatʼs a great thing!

Hollywood Proclaims January 4th as Monroe Udell Day in the City

In the City of Hollywood, the City Commission issued a proclamation declaring January 4th in the City of Hollywood, Monroe Udell Day. Mr. Udell is the founder and owner of Jaxsonʼs Ice Cream Parlour & Restaurant on Federal Highway just north of Stirling Road in Dania Beach. Mayor Peter Bober initiated the proclamation to honor Mr. Udell for his ongoing commitment to the community. ciety that will give in and abide by the law. Believe me, there are numerous ways to stay ahead of the law on that front as well. In addition, those who need the phone for vital communication, simply cannot be bothered with time consuming exits off interstate or busy city roads. Even as the red light cameras are springing up around the country, there are as many detractors on the other side, poking holes in that if they are designed to save lives, then why not at every intersection? Because it is plain to see they are money makers, and Iʼve been over this again and again. Until you are going to have red light cameras at every light, then stop with the false claims of safety numbers. In the same context, having a ban on cell phones will create more problems than anyone could ever imagine. Remember, this is not a society that tackles things lying down, and there will be so many legal objections to the law, it will be a waste of time. I understand the plight of all the groups who want red light cameras in place; texting and cell phone usage banned, but from an economic standpoint, this is not the time to do it. Everyone who drives a motor vehicle has a responsibility, and like alcohol or controlled substances, the decision is based on the individual. Bad decisions have long cost people their lives. Everyone is all about

Ilsa has given me the greatest honor of my life. Rooz started donating ambulances with her late husband Walter. Before her husband passed away they donated five ambulances. This is her fourteenth. Question: I had a lot of cavities when I was a kid and my dentist back then filled them with silver amalgam fillings. My dentist tells me that my fillings are leaking and that teeth are getting cracks in them. Iʼve never had a problem before except a few years ago one tooth broke and I had to get a crown. The teeth heʼs talking about donʼt hurt and never bother me. Why should I do what he recommends and put in new fillings or crowns? Shouldnʼt I just wait until they break or start bothering me? Answer: A hundred years ago the horse and buggy was one of the best modes of transportation. But today we have much better ways of getting around. The automobile and airplanes certainly have many advantages over horseback, right? The “silver” amalgam fillings were developed around the time of the Civil War and certainly have served their purpose in dentistry for over a hundred years, but today they are not the best way to restore teeth and unquestionably have their own share of problems. Many dentists like myself havenʼt even used them in our dental practice for over fifteen years. First, you should know that “silver” is actually a misnomer. They really arenʼt “silver”. When first placed in the tooth the amalgam fillings are “silver colored” because the amalgam fillingʼs main component is mercury, up to 50%, which is silver colored. It is the mercury that imparts that color to the amalgam. Later that silver color often corrodes and discolors and the filling becomes black. The other 50% of the amalgam ingredients are lead, tin, copper, zinc and a small amount of silver. From a health standpoint alone, many re-

searchers and physicians would argue that having mercury and lead in the mouth is not healthy. When we remove the mercury filling material it is legally categorized as “bio-hazard” and dentists are not allowed to throw it into the trash or down the drain. By law we are required to have a bio-hazard removal service come to our office to take away our “bio-hazard” materials and dispose of them in a way that does not contaminate the environment. It is amazing that the government considers mercury amalgam filling waste biohazard and still has not completely outlawed the usage of the material as they have done in many other countries. When you were younger do you remember what was in the thermometers used to take your temperature? It was mercury, right? But, itʼs not longer used today, is it? There are health reasons for that. Mercury is toxic. The reason it was used in thermometers was that mercury is actually a metal that is a liquid. And the reason it worked as a thermometer is that mercury expands or contracts based on the temperature. Now imagine a filling in the middle of your tooth that expands and contracts each time you eat or drink something hot or cold. When it contracts it allows bacteria to go into the tooth in between the interface of the tooth and filling. When it expands, it places internal pressure on the remaining tooth. This is what commonly produces the cracks in the enamel of the teeth around the filling. Now, most dentists are all in agreement that when a tooth has a cavity and the decay is removed that if it was a small cavity the tooth will be 10-25%

weaker, if a medium cavity 25-40% weaker, if a large cavity 4060% or more weaker. So imagine a tooth that is weaker to begin with, and then having a filling that expands and contracts thousands upon thousands of times over a period of years. At some point something has to give, and the tooth often develops cracks, and these cracks often lead to fractured teeth. You might say, doesnʼt the mercury amalgam filling strengthen the tooth? The answer is a resounding
no! It just fills the void of the cavity and actually relies on the strength of the remaining tooth structure. Today when dentists see teeth with leakage, which leads to decay, or visible fractures in the tooth around the filling most dentists will recommend being proactive. This means removing the old mercury amalgam filling and replacing it with a restoration that will strengthen the tooth and help keep it from breaking. The choices the dentist will typi-
cally recommend are a bonded composite filling, an onlay (usually porcelain, but many dentists still use gold on back teeth) or a crown (again, usually porcelain but sometimes gold). Obviously the choice of which of these types of restoration will depend on the size of the original filling, the amount of decay or tooth that is cracked or fractured. Your dentist should be able to explain to you why he/she makes a particular recommendation. What will happen if

you donʼt follow your dentistʼs recommendations. If itʼs a small filling and you have a light bite and donʼt grind or clench, and if youʼre lucky, maybe nothing will happen. Or on the other hand, maybe nothing will happen for a while. If your mercury amalgam filling is medium or large in size or if you have a heavy bite and grind or clench your teeth, then at some point your tooth will undoubtedly break. Broken teeth are the most common emergency I have in my practice. Sometimes when that happens there is a lot of pain involved. Sometimes even a root canal might be necessary if the fracture goes into the tooth nerve. Probably the worst-case scenario is that so much of the tooth breaks off that the tooth cannot be restored and has to be removed (extracted). That would then necessitate needing to replace the missing tooth with a much more involved treatment like a 3-unit porcelain bridge or implant. John, I canʼt tell you much more about your particular situation without seeing you as a patient. But in general you will be best served by proactive dentistry geared to prevent larger dental problems from occurring. Certainly replacing old mercury amalgam fillings that are leaking or exhibit cracks in the surrounding tooth structure with state-of-the-art dental restorations (whether composite fillings, porcelain onlays or crowns) is usually the best way to preserve teeth and prevent pain and more expensive dental treatment down the line. HOW TO SNACK SMART IN 2012
(ARA) - Snacks they can either be your worst dieting enemy or your new weight-loss best friend. The difference is all in the choices you make. This year, make it your resolution to learn how to snack smarter. To help, here are some tips to develop a healthier relationship with snacking.
PORTION CONTROL Hand someone a bag of chips and ask them to eat just 100 calories. Sounds impossible, right? Well for most people, it is. Not only is it hard to calculate quickly, our willpower alone will fail us. Soon a few chips become half the bag and the guilt sets in. Don't even give yourself the opportunity to overeat and instead think portion control. Replace full size snack bags with 100-calorie snack packs. They are the perfect way to know you're only eating 100 calories and resist the urge to eat more. Snyder's of Hanover offers a variety of 100calorie Pretzel snack packs. Available in mini, snap or pretzel sticks, they're sold in the snack aisle of local grocery store. They are quick and easy and perfect for kids or adults. Free Christmas Tree Curbside Pick-up
The City of Hallandale Beach will be doing a free Christmas tree curbside collection service for all residents of the city. The service will start Thursday January 05, 2012 and continue every Thursday until February 24, 2012. To have your tree picked up you need to remove all the ornaments and the base and set it on the curb. After February 24, 2012, trees can be dropped off on Saturdays between the hours of 8:00 AM to 12:00 PM. Location for drop off is 630 NW 3rd Street. Proof of residency will be required. Fire Hydrant Flushing
Hallandale Beach Fire Rescue will be flushing fire hydrants in the Northeast section of the City in January. This process is necessary to ensure, for your safety, there is adequate water pressure and flow in the event of a fire. Flushing the hydrants may temporarily cause an orange tint to your water. This in no way indicates any contamination of the water but may cause discoloration in your wash and is only a temporary condition. During this period, please open your faucets and check for discolored water. Should the water continue to run discoloration longer than five to ten minutes please contact the Water Department at (954) 457-1632.
HALLANDALE BEACH LANDMARK Historic Curci House tours will be conducted this Saturday and Sunday
There are many historical landmarks throughout South Florida that locals and visitors alike make it a point to see. One of those landmarks happens to be in Hallandale Beach, and this weekend the doors will open to the Curci House. With many visitors in town for all that this region of the state has to offer, the Curci House will open its doors for tours on Saturday, Jan. 7, and Sunday, Jan. 8 from 11 a.m. until 4 p.m. Located at 324 S.W. 2nd Ave., the tours, provided by members of the City of Hallandale Beach Historical Preservation Board, takes visitors into this unique world that began in 1907 when Frank Anthony Curci, with his wife, Rosina and three small children, settled in Hallandale Beach at S.W. 5th Ave.and W. Dixie Highway. As a pioneer family, they struggled, yet grew prosperous by reinvesting their family profits into land purchases, which they used for additional tomato fields and fruit groves. As the family grew to a total of 11 children, so did Curci's vision as he expanded into the

construction business. Mr. Curci spoke five languages and was also an accomplished violinist, displaying his talents with the John Phillip Sousa Orchestra during the 1896 grand opening of the Henry Flagler Royal Palm Hotel in Miami. In 1924, the family built their dream home, "Villa Providence," on their 11acre site. The Mediterranean style villa was constructed of concrete filled terracotta block walls, with Dade pine floors and imported Cuban tile details throughout. The most extraordinary feature was the array of imported Italian color glass that
was imbedded in the exterior stucco finish. The Italian glass sparkled in the sunlight and glowed in the moonlight. In 1926, when the Great Hurricane hit, dozens of nearby residents sought shelter with the family as their homes were damaged or destroyed. The

On Monday, January 16th, the 24th Annual Dr. Martin Luther King, Jr. Celebration will take place with a parade at 10 a.m. The parade route begins at BF James Park (NW 2nd Ave and 9th Street) to Hallandale Beach Boulevard to NW 8th Ave (ending at O.B. Johnson Park). This year, the Grand Marshal will be Hallandale Beach Police Chief Dwayne Flournoy, who has been a huge part of the community for decades. This year's theme will be “A Beloved Community: Everyone Makes a Difference!” Among the special guests at this year's event will be Marshall-Broward Sheriffʼs Office Chief Nicole Anderson. Celebrate National Soup Month with simple homemade soups
(ARA) - Many people turn to a comforting bowl of soup to take the bite out of chilly winter days. January is National Soup Month, and what better time to discover just how simple it can be to make sensational homemade soups? Whether serving soup as part of an entertaining menu or an easy weeknight meal, making soup from scratch does not have to require hours in the kitchen. Shortcuts, like starting with ingredients such as 100% natural Swanson chicken broth, which provides an ideal blend of stock, vegetables, herbs and seasonings, make it easy to create the perfect foundation for every soup recipe. Here are some quick tips to help you enjoy soup this month and throughout the year: * Cook up a family favorite during the weekend and save leftovers for school and work lunches or for suppers throughout the week. * Entertaining? Turn your party into a soup sampler. Ask each guest to bring their favorite soup and
serve in cups, ramekins or even shot glasses to encourage people to try all the different varieties. * Fire up the slow cooker. In the morning, place ingredients into your slow cooker. Let the soup simmer throughout the day and you'll come home to an inviting aroma and a dinner that's ready to enjoy. Add a crusty bread or salad to round out the meal. TWICE-BAKED POTATO SOUP 6 large potatoes 2 tablespoons butter 1 small sweet onion, finely chopped (about 1/2 cup) 5 cups Swanson Chicken Broth (Regular, Natural Goodness or Certified Organic) 1/4 cup light cream 1 tablespoon chopped fresh chives Toppers 1. Heat the oven to 425 F. Prick the potatoes with a
fork. Bake for 30 minutes or until the potatoes are tender. Remove the potatoes to a bowl and cover the bowl. Let the potatoes stand for 10 minutes. Remove the skin from the potatoes and mash the pulp. 2. Heat the butter in a 3quart saucepan. Add the onion and cook until it's tender. Stir in the broth and 5 cups potato pulp. 3. Place 1/3 of the broth mixture into a blender or food processor. Cover and blend until smooth. Pour the mixture into a medium bowl. Repeat the blending process twice more with the remaining broth mixture. Return all of the puréed mixture to the saucepan. Stir in the cream and chives and cook for 5
minutes or until the mixture is hot. Season as desired. 4. Spoon 1/4 cup remaining potato pulp into each of 8 serving bowls. Divide the broth mixture among the bowls. Serve with one or more Assorted Toppers. Assorted Toppers: Cooked crumbled bacon, shredded Cheddar cheese and/or sour cream. Time-Saving Tip: Microwave the potatoes on HIGH for 10 to 12 minutes or until they're fork-tender. Serving Suggestion: Serve with endive and sliced pear salad with lemon mustard vinaigrette sprinkled with crumbled blue cheese. For dessert serve chocolate eclairs. SAVORY VEGETABLE
BEEF SOUP 1 3/4 cups Swanson Beef Broth (Regular, Lower Sodium or Certified Organic) 2 medium potatoes, cut into cubes 1 cup cubed cooked beef 3 cups V8 100% Vegetable Juice 1 can (about 8 ounces) whole peeled tomato, cut up 1 bag (16 ounces) frozen mixed vegetables 1/4 teaspoon dried thyme leaves, crushed 1/8 teaspoon ground black pepper 1. Place the broth and potatoes in a 4-quart saucepan and heat to a boil over medium-high heat. Reduce the heat to low. Cover and cook for 5 minutes or until the potatoes are tender. 2. Stir the beef, vegetable juice, tomatoes, vegetables, thyme and black pepper in the saucepan. Cover and cook for 15 minutes or until the vegetables are tender. Serving Suggestion: Serve with a tossed salad and Ranch salad dressing. For dessert serve dark chocolate cookies with vanilla cream filling.
