Workshops are very valuable to every city and resident - especially when it concerns the budget

‘AROUND THE CITY OF CHOICE’

HALLANDALE BEACH - It is hard to believe that we are already one year into the new budget year.

Staff has already implemented our new lifeguards for both the city pool and our Beach. They have issued an RFP for services Tied to Clean City Services. This portion is tied to our main thoroughfares. The bid has not been awarded but we have been told it is below what was budgeted.

This is great news as a portion of the budgeted funds will fall back into our reserves It is very important that every taxpayer understand the budget process when it involves reserves.

When the commission adopts the budget, the figures are projected.

Often when an item is budgeted, Staff recommends very conservative figures. This means quite often the budgeted line item is projected higher then what will be spent. If Staff under budgets we must reopen the budget which is a very complex legal process.

Last year, for example, the use of reserves was budgeted for almost 6 million dollars and the actual

Our budget reserves, if fully utilized, will still have a healthy balance. Government Financing Standards recommend 10%. In our budget of 95 million we have 28 million in all reserves combined for this budget year. In our General Fund, which is the main operation fund, we have 15 million. This is almost twice the recommended percentage.

The reason not to use reserves and increase taxes is when reserves drop below recommended levels.

Using reserve funds is not a bad thing.

They are called rainy day funds for a reason. When economic times are tough, the reserves allow cities

There is no reason not to use reserves.

Hallandale is doing very well compared to other cities. Some have little or no reserves left and have been forced to increase taxes over the tough financial times.

The city is also making strides towards long term pension cost. All new City General Employees and Management Employees are in a 401k plan. All employees are no longer guaranteed 8% returns on their drop accounts.

We are at the table with both Police and Fire unions to negotiate fair reforms that will help address long term costs. I have found, to date that the union negotiators understand the economic times and are discussing even handed negotiations.

Last month there was a Workshop with Police, Management Staff and the Pension Board actuary. The actuary presented a focused meeting explaining the actuary

process and what avenues and alternatives there can be to project costs. Over the past ten years I have had the opportunity to serve on the Police and Fire Pension Board. It is very complex, but the rate of return impacts revenues and city contributions.

Many people do not realize employees contribute to their pension. The pension is their money combined with city money.

If the fund does not make the projected 7.75% return, then the city makes up the difference. When the fund does well, the city does not have to contribute. During tough times like the pasts years, we must contribute and make up the difference.

The Workshop evolved into discussions about ways in

which to sabtblize these contributions.

The actuary also discussed alternatives to level out long term costs without stripping the employees of their hard earned benefits.

Early voting is taking place at Hallandale Beach Community Cultural Center from 7 AM to 7 PM until Saturday. On Tuesday you must vote at your designated poling place which is on your voter registration. For information call the Supervisor of Elections at 954-357-5060.

Over past 10 years, budget increased, on average, at 10 percent rate, and in 2005-06, at 26 percent. Commission has used reserves to fill gaps on everyday budget matters. At this rate, will be zero reserves in two years.

Next year will have to significantly increase taxes or cut services.

Establishing CRA. Provides about $10 million a year to fight blight and reinvest in community. Hired new CRA director who is going to get CRA back on right track.

Want city to return to something resembling normal city. Make city hall a business- and resident-friendly place.

She is also an active member of Hollywood’s Parking Advisory Board and ArtsPark Advisory Board. Ms. Carrero is a prime example of the type of citizen volunteer who is vital in helping the City of Hollywood accomplish its mission.

Ms. Carrero is also an ESOL and Enrichment teacher, ESE Support Facilitator, and coach and mentor to her colleagues at McNicol Middle School.

Art Students to Exhibit at Downtown Hollywood ArtWalk on November 17

HOLLYWOOD – Visitors to the next Downtown Hollywood ArtWalk on Saturday, November 17 will be treated to a local student exhibition inside Paul Miller Hair Studio at 2019 Hollywood Blvd. during the monthly event that features art exhibits, live painting, live entertainment and complimentary refreshments at downtown art galleries and participating businesses.

About 20 student artists at South Broward High School will display their work from 7:00 p.m. to 10:00 p.m. at Paul Miller Hair Studio, a longtime ArtWalk participant and supporter of student artists' efforts.

Broward Schools Superintendent Robert Runcie will make a special appearance at the salon during ArtWalk to recognize the accomplishments of the students and their teacher Susan Ostheim. Ostheim was selected as one of three finalists for Broward County Arts Teacher of the Year 2012 along with Hilary Fine, art teacher at Hollywood Academy of Arts and Science, and Arts Teacher of the Year Nina Zakrzewski, the theater director at Nova High in Davie.

Ostheim, who encourages her students to exhibit their artwork on and off campus, developed an Advanced Placement Studio art program at South Broward High and started a National Art Honor Society chapter there. Her art program encompasses community-based art projects

and mural painting, and she has developed community partnerships that include the Art and Culture Center of Hollywood, Hollywood City Commission and Hollywood Historical Society.

Paul Miller has been donating exhibit space inside his hair salon to South Broward High students for the past three years, since three young artists happened to visit his shop one afternoon.

"They thought I have a cool place. I told them they could come by anytime. They stopped by every Saturday until they finally asked, 'Can we do an art show here?'"Miller recalled.

"They're in college now and they stop by every once in a while to say hi or to get their hair done."

Miller said he's very excited about South Broward's art program and student artists, as well as the Downtown art scene, which in addition to the monthly ArtWalk series includes the Downtown Hollywood "Mural Project" (DHMP), numerous galleries and studios, and exhibits and programs at the Art and Culture Center of Hollywood and ArtsPark at Young Circle.

"Art in general in Downtown Hollywood is something that's appreciated, and it brings people here from all over," Miller said. "I'm very passionate about Downtown Hollywood, and that's why I participate in ArtWalk."

Hallandale Beach will honor veterans for their service to the United States at the City Commission meeting, 1 p.m., Wednesday, Nov. 7, and 9 a.m. to noon Veterans Day, Sunday, Nov. 11.

Veterans interested in being honored and recognized by the City Commission should contact City Clerk Sheena James, 954-4571340, or arrive early at the meeting, 400 S. Federal Highway.

Saluting the veterans is an annual event as the City Commission pays homage to veterans from all wars and conflicts. The veterans will be introduced and recognized for their service. The U.S. Census Bureau does not break down the number of veterans by city or zip code, but lists an estimated 104,000 in Broward County.

The Kiwanis Club of Hallandale Beach has spread its wings as they recently installed a Builder’s Club at Gulfstream Middle School.

The Kiwanis Club has been serving the community since 1994 and proudly boasts that it has retained two charter members from that inception in Dr. Joseph A. Amunategui II and Stephen Cummings. The High School affiliation of Kiwanis is named Key Club and Hallandale High School has accumulated many service hours in their ten year history and looks to Gulfstream Middle School as its feeder as ninth graders enter high school.

Gulfstream Middle School Principal Brian Kingsley has been active with the Kiwanis Club of Hallandale Beach and serves as a board of director for the Hallandale Beach Police Athletic League.

He has always been active in the community and has championed many projects.

When Ms. Williams suggested that Gulfstream Middle School implement a Builders Club, Kingsley jumped at the idea.

Youth sports safety - 5 tips to help protect your little athlete

(BPT) - Cringing at bumps, falls, trips and nudges is a common response among parents of young athletes. Seventy-two percent of parents of children ages 6 to 17 report that they are highly concerned about their child experiencing a head injury on the sports field, according to a recent survey conducted by NMI Research and DSM Nutritional Products, and their concern is not unwarranted. In fact, data indicates that emergency room visits of school-age athletes for serious injuries like concussions have significantly increased in recent years.

Parents should continue to encourage their children to get involved with youth sports, but they need to be aware that hard-hitting spills could have a lasting impact on their child's brain health if not handled properly.

“I've worked with young and old athletes who are experiencing the lasting effects of head trauma during sports,” says Dr. Julian Bailes, a neurosurgeon and sports medicine expert who has worked with professional and college athletes for more than two decades.

“In many cases, their parents or coaches were eager to get them back in the game because they didn't show signs of an injury.

Through research, we're finding that even minor repeated head injuries can cause long-term effects on brain function.”

Parents should continue to encourage their children to get involved with youth sports, but they need to be aware that hard-hitting spills could have a lasting impact on their child's brain health if not handled properly.

Every parent on the sidelines should be aware of the signs that a more serious injury may have occurred. A father of five children and former athlete himself, Bailes recommends that parents educate themselves about sports safety.

“There are things parents can do to help protect their children from sports-related injuries, from selecting the right protective gear to working with coaches and leagues to build awareness around recognizing and treating head injuries,” says Bailes.

“And we're learning more every day. For example, recent pre-clinical studies have looked at the use of DHA omega-3 as a nutrient to help reduce the impact of traumatic brain injury.”

signs. Not all concussions involve a loss of consciousness. In fact, most people who have concussions never black out. Some indicators that a child may have a concussion and needs to see a doctor include headaches, listlessness, irritability, changes in sleeping, eating, school performance or play behaviors, and loss of balance or unsteady walking.

Tip No. 2: Limit exposure in practice. As a parent you can encourage coaches to have lighter practice days, focused on agility versus full-on player contact.

Tip No. 3: Play it safe and slow. Less than half of parents rely on a medical professional to examine their child to determine if they should return to play after a head injury, according to the survey. Don't take

any chances. If your child experiences head

trauma or you suspect a concussion during practice or in a game, seek medical attention immediately. And don't be too eager to get them back in the game - wait until you get the go ahead from a doctor.

Tip No. 4: Be smart about nutrition. Important for brain development and function throughout the lifecycle, DHA is a structural fat in the brain that is particularly important during early childhood when the brain is in a rapid period of growth and development. Look for foods rich in DHA, like fatty fish, foods and beverages fortified with a vegetarian and sustainable algal source of DHA, or algal DHA supplements, which can be

Tip No. 5: Take a lead from the pros. Stay up to date on the latest regulations and new equipment that is imposed by professional and collegiate teams. Many times, what happens at the professional or collegiate level will trickle down to youth sports.

“Sports are an important and healthy part of childhood, but being an athlete is not without risks,” says Dr. Bailes.

“It only takes one poor or uninformed choice for a game to turn from fun to tragedy. Every parent, coach and child should be educated on how to recognize and handle head injuries during sports.”

Chabad of South Broward is preparing the 33rd Annual South Florida Chanukah Festival

By Reuven Arazi The 33rd Annual South Florida Chassidic Chanukah Festival is getting bigger and better. Considering that over 10,000 people have participated each year since the event was moved to Gulfstream Park in Hallandale Beach back in 2007, the staff and volunteers preparing the upcoming Festival set for Thursday, December 13th, have coordinated a star studded program that will guarantee the biggest attendance ever. The crowd will be even bigger than last year, as tens of thousands of tourists, in love with Jewish Music, are expected that week in South Florida.

8th Day, which was co-founded by brothers Shmuel and Bentzi Marcus, is quickly becoming one of Jewish Music’s hottest acts. The group has released four studio albums that get air play regularly on the radio in New York and Israel.

They have played hundreds of shows across the globe, including in: Lincoln Center in New York, American Airlines Arena in Miami, Universal Studios Citywalk in Hollywood, Hong Kong, Toronto, Spain, Chicago and many more.

WARM UP TO THE TASTE OF CHILI CHAMPIONSHIP CHILI 2 ½ pounds sirloin cut into inch cubes 2 Tablespoons vegetable oil 5 cloves garlic crushed into paste 1 ½ teaspoons seasoned salt ½ 8 ounce can Hunt's tomato sauce ½ 10 ½ ounce can beef broth 1 10 ½ ounce can chicken broth 8 Tablespoons Gebhardt's chili powder 1 teaspoon oregano 2 teaspoons cumin 2 teaspoons hot New Mexico chili powder, depending on heat desired 2 boiling onions, chopped ½ cup chopped yellow onions teaspoon coriander powder ½ Tablespoon MSG 1 teaspoon Tabasco sauce 1. Brown meat 1 pound at a time in oil.

2. Drain and put in chili pot with chopped onions, beef broth, chicken broth, chili powder, oregano, cumin and chopped boiling onions.

3. Mix well and simmer for 2 hours then add crushed garlic, seasoned salt, tomato

sauce, New Mexico chili powder, coriander and MSG. 4. Cook 20 minutes then add Tabasco sauce and use beef broth to thin.

Salt to taste.

CHICKEN CHILI 2 Tablespoons vegetable oil 2 medium onions, minced 1 red bell pepper, cut into 1/2 inch pieces 6 medium garlic cloves, minced 1/4 cup chili powder 1 Tablespoon ground cumin 2 teaspoons ground coriander 1 teaspoon dried oregano 1/2 teaspoon red pepper flakes 1/4 teaspoon cayenne pepper salt 2 pounds ground chicken 2 (15-ounce) cans dark red kidney beans, drained and rinsed 1 (28-ounce) can diced tomatoes 1 (28-ounce) can tomato puree Water, as needed 1. Heat oil in a large Dutch oven over medium heat until simmering.

2. Add onions, bell pep-

2 Tablespoons cider vinegar 1 Tablespoon Worcestershire sauce 10 peppercorns, ground 8 whole allspice, ground 8 whole cloves, ground 1 large bay leaf 2 teaspoons salt 2 teaspoons ground cinnamon 1-1/2 teaspoons cayenne pepper 1 teaspoon. ground cumin 1/2 oz. unsweetened chocolate, grated 1. Bring water to boil in a 4-6 quart pot. Add the ground chuck (do not brown first).

2. Stir until separated and reduce heat to simmer.

3. Add onions, garlic, tomato sauce, cider vinegar, and Worcestershire sauce. Stir to mix well.

4. Add peppercorns, allspice, cloves, bay leaf, salt, cinnamon, cayenne pepper and grated unsweetened chocolate.

5. Bring back to a boil, then reduce to simmer for 2½ hours cooking time in all.

6. Cool uncovered and refrigerate overnight.

7. Serve over al-dente spaghetti topped with oyster crackers, shredded cheese, onions, and kidney beans as desired.

Topping Ingredients: grated sharp cheddar sour cream sliced green onions (white and green parts) corn chips

1. Brown the ground chuck over medium heat in a Dutch oven.

2. Add the onions and green pepper and continue to cook until the meat is completely browned and the onions and peppers are tender.

3. Add garlic and jalapenos and cook until fragrant. Drain of any fat and discard.

4. Stir in the tomatoes, beans, chili powder and salt. Bring the mixture to a boil, cover, and reduce the heat to low.

VEGETARIAN CHILI 2 Tablespoons olive oil 1 chopped onion 1 chopped carrot 1 chopped celery stalk 1 green bell pepper cleaned and chopped 1 red bell pepper cleaned and chopped 3 garlic cloves, finely chopped 1 to 3 Tablespoons finely chopped chipotles in adobo 1 Tablespoon ground oregano 2 teaspoons ground cumin 1 Tablespoon chili powder 1 1/2 teaspoons salt 1 (28-ounce) can diced tomatoes, with their liquid

2. Add onions, carrots, celery, peppers and garlic and cook for 10 to 12 minutes, until vegetables are softened but not browned.

4. Stir to blend. Add tomatoes and 4 cups water.

5. Gently simmer over low heat, uncovered, for 45 minutes.

6. Add beans and simmer an additional 30 minutes.

Garnish with green onions, sour cream, or cheddar cheese if desired.

GOLD RUSH CHILI 1 Tablespoon Wesson oil 3 pounds beef, cut into ¼ inch cubes 1 ½ cups white onion, finely minced 8 garlic cloves, finely minced ¾ teaspoon garlic powder 2 15 ½ ounce cans chicken broth, with fat removed

4 ounce (½ 8 ounce can) Hunt's tomato sauce 3 Tablespoons ground cumin 10 ½ Tablespoons Gebhardt chili powder, or 5 Tablespoons California Chile Powder (mild) 4 ½ Tablespoons New Mexico chile powder (medium) 1 Tablespoon New Mexico chile powder (hot) 2 teaspoons salt ½ teaspoon meat tenderizer ½ teaspoon light brown sugar 1 teaspoon Tabasco sauce

1. In a large pot simmer onion and minced garlic in 2 cups of chicken broth for 10 minutes.

2. Add Hunt's tomato sauce and all dry spices, except the tenderizer and sugar. Mix well.

3. Brown the meat in Wesson oil using a separate pan and drain well.

Sprinkle meat with tenderizer.

4. Add meat to the onion/spice mixture. Add remaining broth and simmer for 2 ½ hours.

5. Mix in brown sugar and Tabasco Brand Pepper Sauce just before serving.
